Editor's note: President Xi Jinping delivered a keynote speech at the opening plenary of the Boao Forum for Asia Annual Conference 2013 on Sunday in South China's Hainan province.Following is the translated version of the full text of his speech from Xinhua News Agency.尊敬的各位元首、政府首腦、議長、國際組織負責人、部長，博鰲亞洲論壇理事會各位成員，各位來賓，女士們，先生們，朋友們。

Your Excellencies, Heads of State and Government, Speakers of Parliament, Heads of International Organizations, Ministers, Members of the Board of Directors of the Boao Forum for Asia, Distinguished Guests, Ladies and Gentlemen, Dear Friends, 椰風暖人，海闊天高。在這美好的季節(jié)里，同大家相聚在美麗的海南島，參加博鰲亞洲論壇2013年年會，我感到十分高興。首先，我謹代表中國政府和人民，并以我個人的名義，向各位朋友的到來，表示誠摯的歡迎！對年會的召開，表示熱烈的祝賀！

In this balmy season with clear sky and warm, coconut-scented breeze, I am so glad to meet all of you at the Annual Conference 2013 of the Boao Forum for Asia here in Hainan, a picturesque island embraced by the vast ocean.Let me begin by extending, on behalf of the Chinese government and people and also in my own name, a heartfelt welcome to you and warm congratulations on the opening of the Annual Conference of the Boao Forum.12年來，博鰲亞洲論壇日益成為具有全球影響的重要論壇。在中國文化中，每12年是一個生肖循環(huán)，照此說來，博鰲亞洲論壇正處在一個新的起點上，希望能更上一層樓。本屆年會以“革新、責任、合作：亞洲尋求共同發(fā)展”為主題，很有現(xiàn)實意義。相信大家能夠充分發(fā)表遠見卓識，共商亞洲和世界發(fā)展大計，為促進本地區(qū)乃至全球和平、穩(wěn)定、繁榮貢獻智慧和力量。

In the past 12 years since its birth, the Boao Forum for Asia has become an important forum with growing global influence.In the Chinese culture, 12 years form a zodiac cycle.In this sense, the Boao Forum has reached a new starting point and I hope it will scale an even greater height.The theme of the current annual conference, namely, “Asia Seeking Development for All: Restructuring, Responsibility and Cooperation”, is a highly relevant one.I hope you will engage in an in-depth discussion on promoting development in Asia and beyond and thus contributing, with your vision and commitment, to peace, stability and prosperity in Asia and the world at large.當前，國際形勢繼續(xù)發(fā)生深刻復雜變化。世界各國相互聯(lián)系日益緊密、相互依存日益加深，遍布全球的眾多發(fā)展中國家、幾十億人口正在努力走向現(xiàn)代化，和平、發(fā)展、合作、共贏的時代潮流更加強勁。同時，天下仍很不太平，發(fā)展問題依然突出，世界經(jīng)濟進入深度調(diào)整期，整體復蘇艱難曲折，國際金融領域仍然存在較多風險，各種形式的保護主義上升，各國調(diào)整經(jīng)濟結構面臨不少困難，全球治理機制有待進一步完善。實現(xiàn)各國共同發(fā)展，依然任重而道遠。

The world today is experiencing profound and complex changes.Countries have become increasingly inter-connected and inter-dependent.Several billion people in a large number of developing countries are embracing modernization.The trend of the times, namely, peace, development, cooperation and mutual benefit, is gaining momentum.On the other hand, our world is far from peaceful.Development remains a major challenge;the global economy has entered a period of profound readjustment, and its recovery remains elusive.The international financial sector is fraught with risks, protectionism of various forms is on the rise, countries still face many difficulties in adjusting economic structure, and the global governance mechanisms call for improvement.Achieving common development for all countries remains an uphill battle.亞洲是當今世界最具發(fā)展活力和潛力的地區(qū)之一，亞洲發(fā)展同其他各大洲發(fā)展息息相關。亞洲國家積極探索適合本國情況的發(fā)展道路，在實現(xiàn)自身發(fā)展的同時有力促進了世界發(fā)展。亞洲與世界其他地區(qū)共克時艱，合作應對國際金融危機，成為拉動世界經(jīng)濟復蘇和增長的重要引擎，近年來對世界經(jīng)濟增長的貢獻率已超過50%，給世界帶來了信心。亞洲同世界其他地區(qū)的區(qū)域次區(qū)域合作展現(xiàn)出勃勃生機和美好前景。Asia is one of the most dynamic and most promising regions in the world, and its development is closely connected with the development of other continents.The Asian countries have energetically explored development paths suited to their national conditions and greatly boosted global development through their own development.Working side by side with the rest of the world in time of difficulty to tackle the international financial crisis, Asia has emerged as an important engine driving world economic recovery and growth.In recent years, Asia has contributed to over 50 percent of global growth, instilling much needed confidence in the world.What is more, Asia's cooperation with other regions of the world at regional and sub-regional levels has great vitality and promising prospects.當然，我們也清醒地看到，亞洲要謀求更大發(fā)展、更好推動本地區(qū)和世界其他地區(qū)共同發(fā)展，依然面臨不少困難和挑戰(zhàn)，還需要爬一道道的坡、過一道道的坎。

But we should also be keenly aware that Asia still faces many difficulties and challenges in boosting both its own development and joint development with other regions.The road ahead remains a bumpy and twisting one.亞洲發(fā)展需要乘勢而上、轉型升級。對亞洲來說，發(fā)展仍然是頭等大事，發(fā)展仍然是解決面臨的突出矛盾和問題的關鍵，迫切需要轉變經(jīng)濟發(fā)展方式、調(diào)整經(jīng)濟結構，提高經(jīng)濟發(fā)展質(zhì)量和效益，在此基礎上不斷提高人民生活水平。

Asia needs to transform and upgrade its development model in keeping with the trend of the times.Sustaining development is still of paramount importance to Asia, because only development holds the key to solving major problems and difficulties it faces.It is important that we should shift the growth model, adjust the economic structure, make development more cost effective and make life better for our people.亞洲穩(wěn)定需要共同呵護、破解難題。亞洲穩(wěn)定面臨著新的挑戰(zhàn)，熱點問題此起彼伏，傳統(tǒng)安全威脅和非傳統(tǒng)安全威脅都有所表現(xiàn)，實現(xiàn)本地區(qū)長治久安需要地區(qū)國家增強互信、攜手努力。

We need to make concerted efforts to resolve major difficulties to ensure stability in Asia.Stability in Asia now faces new challenges, as hotspot issues keep emerging, and both traditional and non-traditional security threats exist.The Asian countries need to increase mutual trust and work together to ensure durable peace and stability in our region.亞洲合作需要百尺竿頭、更進一步。加強亞洲地區(qū)合作的機制和倡議很多，各方面想法和主張豐富多樣，協(xié)調(diào)各方面利益訴求、形成能夠保障互利共贏的機制需要更好增進理解、凝聚共識、充實內(nèi)容、深化合作。

We need to build on past success and make new progress in promoting cooperation in Asia.There are many mechanisms and initiatives for enhancing cooperation in Asia, and a lot of ideas on boosting such cooperation are being explored by various parties.What we need to do is to enhance mutual understanding, build consensus, and enrich and deepen cooperation so as to strike a balance among the interests of various parties and build mechanisms that bring benefits to all.女士們、先生們、朋友們！Ladies and Gentlemen, Dear Friends, 人類只有一個地球，各國共處一個世界。共同發(fā)展是持續(xù)發(fā)展的重要基礎，符合各國人民長遠利益和根本利益。我們生活在同一個地球村，應該牢固樹立命運共同體意識，順應時代潮流，把握正確方向，堅持同舟共濟，推動亞洲和世界發(fā)展不斷邁上新臺階。

Mankind has only one earth, and it is home to all countries.Common development, which is the very foundation of sustainable development, serves the long-term and fundamental interests of all the people in the world.As members of the same global village, we should foster a sense of community of common destiny, follow the trend of the times, keep to the right direction, stick together in time of difficulty and ensure that development in Asia and the rest of the world reaches new highs.第一，勇于變革創(chuàng)新，為促進共同發(fā)展提供不竭動力。長期以來，各國各地區(qū)在保持穩(wěn)定、促進發(fā)展方面形成了很多好經(jīng)驗好做法。對這些好經(jīng)驗好做法，要繼續(xù)發(fā)揚光大。同時，世間萬物，變動不居。“明者因時而變，知者隨事而制?！币饤壊缓蠒r宜的舊觀念，沖破制約發(fā)展的舊框框，讓各種發(fā)展活力充分迸發(fā)出來。要加大轉變經(jīng)濟發(fā)展方式、調(diào)整經(jīng)濟結構力度，更加注重發(fā)展質(zhì)量，更加注重改善民生。要穩(wěn)定推進國際經(jīng)濟金融體系改革，完善全球治理機制，為世界經(jīng)濟健康穩(wěn)定增長提供保障。亞洲歷來具有自我變革活力，要勇做時代的弄潮兒，使亞洲變革和世界發(fā)展相互促進、相得益彰。

First, we should boldly break new ground so as to create an inexhaustible source of power for boosting common development.Over the years, many countries and regions have developed a lot of good practices in maintaining stability and promoting growth.We should continue such practices.However, nothing in the world remains constant, and as a Chinese saying goes, a wise man changes as time and event change.We should abandon the outdated mindset, break away from the old confines that fetter development and unleash all the potential for development.We should redouble efforts to shift the growth model and adjust the economic structure, raise the quality of development and make life better for the people.We should steadily advance the reform of the international economic and financial systems, improve global governance mechanisms and provide support to sound and stable global economic growth.Asia, with its long-standing capacity for adjusting to change, should ride on the waves of the times and make changes in Asia and global development reinforce and benefit each other.第二，同心維護和平，為促進共同發(fā)展提供安全保障。和平是人民的永恒期望。和平猶如空氣和陽光，受益而不覺，失之則難存。沒有和平，發(fā)展就無從談起。國家無論大小、強弱、貧富，都應該做和平的維護者和促進者，不能這邊搭臺、那邊拆臺，而應該相互補臺、好戲連臺。國際社會應該倡導綜合安全、共同安全、合作安全的理念，使我們的地球村成為共謀發(fā)展的大舞臺，而不是相互角力的競技場，更不能為一己之私把一個地區(qū)乃至世界搞亂。各國交往頻繁，磕磕碰碰在所難免，關鍵是要堅持通過對話協(xié)商與和平談判，妥善解決矛盾分歧，維護相互關系發(fā)展大局。Second, we should work together to uphold peace so as to provide security safeguard for boosting common development.Peace is the ever-lasting wish of our people.Peace, like air and sunshine, is hardly noticed when people are benefiting from it.But none of us can live without it.Without peace, development is out of the question.Countries, whether big or small, strong or weak, rich or poor, should all contribute their share to maintaining and enhancing peace.Rather than undercutting each other's efforts, countries should complement each other and work for joint progress.The international community should advocate the vision of comprehensive security, common security and cooperative security so as to turn our global village into a big stage for common development, rather than an arena where gladiators fight each other.And no one should be allowed to throw a region and even the whole world into chaos for selfish gains.With growing interaction among countries, it is inevitable that they encounter frictions here and there.What is important is that they should resolve differences through dialogue, consultation and peaceful negotiations in the larger interest of the sound growth of their relations.第三，著力推進合作，為促進共同發(fā)展提供有效途徑?！耙换í毞挪皇谴?，百花齊放春滿園?！笔澜绺鲊?lián)系緊密、利益交融，要互通有無、優(yōu)勢互補，在追求本國利益時兼顧他國合理關切，在謀求自身發(fā)展中促進各國共同發(fā)展，不斷擴大共同利益匯合點。要加強南南合作和南北對話，推動發(fā)展中國家和發(fā)達國家平衡發(fā)展，夯實世界經(jīng)濟長期穩(wěn)定發(fā)展基礎。要積極創(chuàng)造更多合作機遇，提高合作水平，讓發(fā)展成果更好惠及各國人民，為促進世界經(jīng)濟增長多作貢獻。

Third, we should boost cooperation as an effective vehicle for enhancing common development.As we often say in China, a single flower does not make spring, while one hundred flowers in full blossom bring spring to the garden.All countries in the world are closely linked and share converging interests.They should both pool and share their strengths.While pursuing its own interests, a country should accommodate the legitimate concerns of others.In pursuing their own development, countries should promote the common development of all and expand common interests among them.We should enhance South-South cooperation and North-South dialogue, promote balanced development of the developing and developed countries and consolidate the foundation for sustaining stable growth of the global economy.We need to work vigorously to create more cooperation opportunities, upgrade cooperation, and deliver more development dividends to our people and contribute more to global growth.第四，堅持開放包容，為促進共同發(fā)展提供廣闊空間?！昂＜{百川，有容乃大?！蔽覀儜撟鹬馗鲊灾鬟x擇社會制度和發(fā)展道路的權利，消除疑慮和隔閡，把世界多樣性和各國差異性轉化為發(fā)展活力和動力。我們要秉持開放精神，積極借鑒其他地區(qū)發(fā)展經(jīng)驗，共享發(fā)展資源，推進區(qū)域合作。進入新世紀10多年來，亞洲地區(qū)內(nèi)貿(mào)易額從8000億美元增長到3萬億美元，亞洲同世界其他地區(qū)貿(mào)易額從1.5萬億美元增長到4.8萬億美元，這表明亞洲合作是開放的，區(qū)域內(nèi)合作和同其他地區(qū)合作并行不悖，大家都從合作中得到了好處。亞洲應該歡迎域外國家為本地區(qū)穩(wěn)定和發(fā)展發(fā)揮建設性作用，同時，域外國家也應該尊重亞洲的多樣性特點和已經(jīng)形成的合作傳統(tǒng)，形成亞洲發(fā)展同其他地區(qū)發(fā)展良性互動、齊頭并進的良好態(tài)勢。Fourth, we should remain open and inclusive so as to create broad space for enhancing common development.The ocean is vast because it admits hundreds of rivers.We should respect the right of a country to independently choose its social system and development path, remove distrust and misgivings and turn the diversity of our world and difference among countries into dynamism and driving force for development.We should keep an open mind, draw upon development practices of other continents, share development resources and promote regional cooperation.During the first decade and more of the new century, trade within Asia has increased from $800 billion to $3 trillion, and its trade with other regions has grown from $1.5 trillion to $4.8 trillion.This shows that cooperation in Asia is open and it goes hand in hand with Asia's cooperation with other regions, and everyone has benefited from such cooperation.Asia should welcome non-Asian countries to play a constructive role in ensuring stability and development of the region.Likewise, the non-Asian countries should respect Asia's diversity and its long-standing tradition of cooperation.This will create a dynamic environment in which Asia and other regions enjoy mutually reinforcing progress.女士們、先生們、朋友們！中國是亞洲和世界大家庭的重要成員。中國發(fā)展離不開亞洲和世界，亞洲和世界繁榮穩(wěn)定也需要中國。Ladies and Gentlemen, Dear Friends, China is an important member of the Asian family and the global family.China cannot develop itself in isolation from the rest of Asia and the world.On their part, the rest of Asia and the world cannot enjoy prosperity and stability without China.去年11月，中國共產(chǎn)黨召開了第十八次全國代表大會，明確了中國今后一個時期的發(fā)展藍圖。我們的奮斗目標是，到2020年國內(nèi)生產(chǎn)總值和城鄉(xiāng)居民人均收入在2010年的基礎上翻一番，全面建成小康社會；到本世紀中葉建成富強民主文明和諧的社會主義現(xiàn)代化國家，實現(xiàn)中華民族偉大復興的中國夢。展望未來，我們充滿信心。

In November last year, the Communist Party of China held its 18th National Congress, which drew the blueprint for China's development in the years to come.The main goals we set for China are as follows: By 2020, China's GDP and per capita incomes for urban and rural residents will double the 2010 figures, and the building of a moderately prosperous society in all respects will be completed.By the mid-21st century, China will be turned into a modern socialist country that is prosperous, strong, democratic, culturally advanced and harmonious;and the Chinese dream, namely, the great rejuvenation of the Chinese nation, will be realized.Looking ahead, we are full of confidence in China's future.我們也認識到，中國依然是世界上最大的發(fā)展中國家，中國發(fā)展仍面臨著不少困難和挑戰(zhàn)，要使全體中國人民都過上美好生活，還需要付出長期不懈的努力。我們將堅持改革開放不動搖，牢牢把握轉變經(jīng)濟發(fā)展方式這條主線，集中精力把自己的事情辦好，不斷推進社會主義現(xiàn)代化建設。On the other hand, we are aware that China remains the world's largest developing country, and it faces many difficulties and challenges on its road to progress.We need to make relentless efforts in the years ahead to deliver a better life to all our people.We are unwaveringly committed to reform and opening up, and we will concentrate on the major task of shifting the growth model, focus on running our own affairs well and make continued efforts to boost the socialist modernization drive.“親望親好，鄰望鄰好。”中國將堅持與鄰為善、以鄰為伴，鞏固睦鄰友好，深化互利合作，努力使自身發(fā)展更好惠及周邊國家。

As a Chinese saying goes, neighbors wish each other well, just as loved ones do to each other.China will continue to promote friendship and partnership with its neighbors, consolidate friendly ties and deepen mutually beneficial cooperation with them and ensure that its development will bring even greater benefits to its neighbors.我們將大力促進亞洲和世界發(fā)展繁榮。新世紀以來，中國同周邊國家貿(mào)易額由1000多億美元增至1.3萬億美元，已成為眾多周邊國家的最大貿(mào)易伙伴、最大出口市場、重要投資來源地。中國同亞洲和世界的利益融合達到前所未有的廣度和深度。當前和今后一個時期，中國經(jīng)濟將繼續(xù)保持健康發(fā)展勢頭，國內(nèi)需求特別是消費需求將持續(xù)擴大，對外投資也將大幅增加。據(jù)測算，今后5年，中國將進口10萬億美元左右的商品，對外投資規(guī)模將達到5000億美元，出境旅游有可能超過4億人次。中國越發(fā)展，越能給亞洲和世界帶來發(fā)展機遇。

China will vigorously promote development and prosperity in both Asia and the world.Since the beginning of the new century, China's trade with its neighbors has grown from $100 billion and more to $1.3 trillion.China has become the largest trading partner, the biggest export market and a major source of investment of many of these countries.China's interests have never been so closely connected with those of the rest of Asia and the world in both scope and depth.Going forward, China will maintain robust growth momentum.Its domestic demand, particularly consumption-driven demand, will continue to grow, and its outbound investment will increase substantially.It is projected that in the coming five years, China's import will reach some $10 trillion, its outbound investment will reach $500 billion and the number of its outbound tourists may well exceed 400 million.The more China grows itself, the more development opportunities it will create for the rest of Asia and the world.我們將堅定維護亞洲和世界和平穩(wěn)定。中國人民對戰(zhàn)爭和動蕩帶來的苦難有著刻骨銘心的記憶，對和平有著孜孜不倦的追求。中國將通過爭取和平國際環(huán)境發(fā)展自己，又以自身發(fā)展維護和促進世界和平。中國將繼續(xù)妥善處理同有關國家的分歧和摩擦，在堅定捍衛(wèi)國家主權、安全、領土完整的基礎上，努力維護同周邊國家關系和地區(qū)和平穩(wěn)定大局。中國將在國際和地區(qū)熱點問題上繼續(xù)發(fā)揮建設性作用，堅持勸和促談，為通過對話談判妥善處理有關問題作出不懈努力。

We are firm in our resolve to uphold peace and stability in Asia and the world.Knowing too well the agonizing sufferings inflicted by war and turbulence, the Chinese people deeply cherish peace.China will continue to develop itself by securing a peaceful international environment and, at the same time, uphold and promote world peace through its own development.China will continue to properly handle differences and frictions with relevant countries.On the basis of firmly upholding its sovereignty, security and territorial integrity, China will maintain good relations with its neighbors and overall peace and stability in our region.China will continue to play a constructive role in addressing regional and global hotspot issues, encourage dialogue and talks for peace, and work tirelessly to solve the relevant issues properly through dialogue and negotiations.我們將積極推動亞洲和世界范圍的地區(qū)合作。中國將加快同周邊地區(qū)的互聯(lián)互通建設，積極探討搭建地區(qū)性融資平臺，促進區(qū)域內(nèi)經(jīng)濟融合，提高地區(qū)競爭力。中國將積極參與亞洲區(qū)域合作進程，堅持推進同亞洲之外其他地區(qū)和國家的區(qū)域次區(qū)域合作。中國將繼續(xù)倡導并推動貿(mào)易和投資自由化便利化，加強同各國的雙向投資，打造合作新亮點。中國將堅定支持亞洲地區(qū)對其他地區(qū)的開放合作，更好促進本地區(qū)和世界其他地區(qū)共同發(fā)展。中國致力于縮小南北差距，支持發(fā)展中國家增強自主發(fā)展能力。

We will energetically promote regional cooperation in Asia and around the world.China will increase connectivity with its neighbors, actively explore the building of a regional financing platform, advance economic integration within the region and thus increase its competitiveness.China will take an active part in Asia's regional cooperation process and promote regional and sub-regional cooperation with non-Asian regions and countries.China will continue to champion and promote trade and investment liberalization and facilitation, step up bilateral investment with other countries and boost cooperation in new priority areas.China firmly supports Asia's opening up to and cooperation with other regions so as to promote their common development.China is committed to narrowing the North-South gap and supports other developing countries in their efforts to enhance capacity for self development.女士們、先生們、朋友們！親仁善鄰，是中國自古以來的傳統(tǒng)。亞洲和世界和平發(fā)展、合作共贏的事業(yè)沒有終點，只有一個接一個的新起點。中國愿同五大洲的朋友們攜手努力，共同創(chuàng)造亞洲和世界的美好未來，造福亞洲和世界人民！Ladies and Gentlemen, Dear Friends, Promoting good neighborliness is a time-honored tradition of China.To enhance peaceful development and win-win cooperation in Asia and the world is a race that has one starting point after another and knows no finishing line.We in China are ready to join hands with friends from across the world in a concerted effort to create a bright future for both Asia and the world and bring benefit to the Asian people and the people around the world.最后，預祝年會取得圓滿成功！謝謝大家！

今天的博鰲，海闊帆舞，天高風暖。在這個美好的季節(jié)里，各方嘉賓相聚一堂，共商亞洲和亞洲同世界各地區(qū)發(fā)展大計，具有十分重要的意義。

首先，我謹代表中國政府和中國人民，并以我個人的名義，對各位嘉賓出席博鰲亞洲論壇2015年年會，表示誠摯的歡迎！對年會的召開，表示熱烈的祝賀！

女士們、先生們、朋友們！

歷史，總是在一些重要時間節(jié)點上更能勾起人們的回憶和反思。今年是世界反法西斯戰(zhàn)爭暨中國人民抗日戰(zhàn)爭勝利70周年，聯(lián)合國成立70周年，萬隆會議召開60周年，東盟共同體建成之年。這是值得人們紀念的重要年份，也是激發(fā)人們銘記歷史、鑒往知來的重要時刻。

70年來，世界發(fā)生了前所未有的深刻變化，歷史性地改變了人類的命運。全球殖民體系土崩瓦解，冷戰(zhàn)對峙不復存在，各國相互聯(lián)系、相互依存日益加深，和平、發(fā)展、合作、共贏的時代潮流滾滾向前，國際力量對比朝著有利于維護世界和平的方向發(fā)展，保持國際形勢總體穩(wěn)定、促進各國共同發(fā)展具備更多有利條件。

70年來，亞洲形勢也發(fā)生了前所未有的變化。地區(qū)各國實現(xiàn)了民族獨立、掌握了自己的命運，壯大了維護地區(qū)和世界和平的力量。亞洲國家率先倡導和平共處五項原則，并同非洲國家一道，在萬隆會議上提出處理國家間關系的十項原則。冷戰(zhàn)結束后，亞洲國家在推進區(qū)域合作實踐中逐步形成相互尊重、協(xié)商一致、照顧各方舒適度的亞洲方式。這些都為正確處理國家關系、推動建立新型國際關系作出了歷史性貢獻。

70年來，越來越多的亞洲國家找到適合本國國情的發(fā)展道路，從貧窮落后走向發(fā)展振興，步入經(jīng)濟發(fā)展快車道。區(qū)域和跨區(qū)域合作方興未艾，互聯(lián)互通建設加速推進，呈現(xiàn)千帆競發(fā)、百舸爭流的強勁勢頭。亞洲已經(jīng)擁有世界三分之一的經(jīng)濟總量，是當今世界最具發(fā)展活力和潛力的地區(qū)之一，在世界戰(zhàn)略全局中的地位進一步上升。

70年來，亞洲國家逐步超越意識形態(tài)和社會制度差異，從相互封閉到開放包容，從猜忌隔閡到日益增多的互信認同，越來越成為你中有我、我中有你的命運共同體。在爭取民族獨立的偉大斗爭中，在應對亞洲金融危機和國際金融危機的艱難時刻，在抗擊印度洋海嘯和中國汶川特大地震等災害的緊要關頭，亞洲各國人民守望相助，克服和戰(zhàn)勝了一個又一個困難和挑戰(zhàn)，展現(xiàn)出同舟共濟、共克時艱的強大力量，正可謂患難見真情。同時，亞洲地區(qū)仍然存在一些歷史遺留問題和現(xiàn)實矛盾分歧，面臨各類傳統(tǒng)和非傳統(tǒng)安全威脅，地區(qū)國家發(fā)展經(jīng)濟、改善民生、消除貧困的任務依然艱巨。

回顧70年的歷程，今天亞洲取得的發(fā)展成就，是亞洲各國人民一代接一代持續(xù)奮斗的結果，是許多政治家和仁人志士艱辛努力的結果。明天，新加坡將為李光耀先生舉行國葬。李光耀先生是受到國際社會尊重的戰(zhàn)略家和政治家，為亞洲和平與發(fā)展以及亞洲同世界的交流合作作出了突出貢獻。借此機會，我向包括李光耀先生在內(nèi)的所有為亞洲和平發(fā)展作出貢獻的先賢們，致以崇高的敬意。

女士們、先生們、朋友們！

亞洲是世界的亞洲。亞洲要邁向命運共同體、開創(chuàng)亞洲新未來，必須在世界前進的步伐中前進、在世界發(fā)展的潮流中發(fā)展。

當前，國際形勢繼續(xù)發(fā)生深刻復雜變化，世界多極化、經(jīng)濟全球化深入發(fā)展，文化多樣化、社會信息化持續(xù)推進，國際格局和國際秩序加速調(diào)整演變。世界各國正抓緊調(diào)整各自發(fā)展戰(zhàn)略，推動變革創(chuàng)新，轉變經(jīng)濟發(fā)展方式，調(diào)整經(jīng)濟結構，開拓新的發(fā)展空間。同時，世界經(jīng)濟仍處于深度調(diào)整期，低增長、低通脹、低需求同高失業(yè)、高債務、高泡沫等風險交織，主要經(jīng)濟體走勢和政策取向繼續(xù)分化，經(jīng)濟環(huán)境的不確定性依然突出；地緣政治因素更加突出，局部動蕩此起彼伏；恐怖主義、網(wǎng)絡安全、能源安全、糧食安全、氣候變化、重大傳染性疾病等非傳統(tǒng)安全和全球性挑戰(zhàn)不斷增多，南北發(fā)展差距依然很大。推進人類和平與發(fā)展的崇高事業(yè)依然任重而道遠。

人類只有一個地球，各國共處一個世界。世界好，亞洲才能好；亞洲好，世界才能好。面對風云變幻的國際和地區(qū)形勢，我們要把握世界大勢，跟上時代潮流，共同營造對亞洲、對世界都更為有利的地區(qū)秩序，通過邁向亞洲命運共同體，推動建設人類命運共同體。借此機會，我愿就此談一談看法，同各位嘉賓交流。

——邁向命運共同體，必須堅持各國相互尊重、平等相待。各國體量有大小、國力有強弱、發(fā)展有先后，但都是國際社會平等一員，都有平等參與地區(qū)和國際事務的權利。涉及大家的事情要由各國共同商量來辦。作為大國，意味著對地區(qū)和世界和平與發(fā)展的更大責任，而不是對地區(qū)和國際事務的更大壟斷。

相互尊重、平等相待，首先要尊重各國自主選擇的社會制度和發(fā)展道路，尊重彼此核心利益和重大關切，客觀理性看待別國發(fā)展壯大和政策理念，努力求同存異、聚同化異。要共同維護亞洲來之不易的和平穩(wěn)定局面和良好發(fā)展勢頭，反對干涉別國內(nèi)政，反對為一己之私搞亂地區(qū)形勢。

——邁向命運共同體，必須堅持合作共贏、共同發(fā)展。東南亞朋友講“水漲荷花高”，非洲朋友講“獨行快，眾行遠”，歐洲朋友講“一棵樹擋不住寒風”，中國人講“大河有水小河滿，小河有水大河滿”。這些說的都是一個道理，只有合作共贏才能辦大事、辦好事、辦長久之事。要摒棄零和游戲、你輸我贏的舊思維，樹立雙贏、共贏的新理念，在追求自身利益時兼顧他方利益，在尋求自身發(fā)展時促進共同發(fā)展。合作共贏的理念不僅適用于經(jīng)濟領域，也適用于政治、安全、文化等廣泛領域；不僅適用于地區(qū)國家之間，也適用于同域外國家開展合作。要加強宏觀經(jīng)濟政策協(xié)調(diào)，防范不同經(jīng)濟體經(jīng)濟政策變動可能帶來的負面外溢效應，積極推動全球經(jīng)濟治理變革，維護開放型世界經(jīng)濟體制，共同應對世界經(jīng)濟中的風險和挑戰(zhàn)。

中國和東盟國家攜手建設更為緊密的中國－東盟命運共同體，東盟和中國、日本、韓國致力于2020年建成東亞經(jīng)濟共同體。我們要積極構建亞洲自由貿(mào)易網(wǎng)絡，爭取在2015年完成中國－東盟自由貿(mào)易區(qū)升級談判和區(qū)域全面經(jīng)濟伙伴關系協(xié)定談判。在推進亞洲經(jīng)濟一體化的同時，我們要堅持開放的區(qū)域主義，協(xié)調(diào)推進包括亞太經(jīng)合組織在內(nèi)的跨區(qū)域合作。

我們要積極推動構建地區(qū)金融合作體系，探討搭建亞洲金融機構交流合作平臺，推動亞洲基礎設施投資銀行同亞洲開發(fā)銀行、世界銀行等多邊金融機構互補共進、協(xié)調(diào)發(fā)展。要加強在貨幣穩(wěn)定、投融資、信用評級等領域務實合作，推進清邁倡議多邊化機制建設，建設地區(qū)金融安全網(wǎng)。要推動建設亞洲能源資源合作機制，保障能源資源安全。

中方倡議加快制定東亞和亞洲互聯(lián)互通規(guī)劃，促進基礎設施、政策規(guī)制、人員往來全面融合。要加強海上互聯(lián)互通建設，推進亞洲海洋合作機制建設，促進海洋經(jīng)濟、環(huán)保、災害管理、漁業(yè)等各領域合作，使海洋成為連接亞洲國家的和平、友好、合作之海。

——邁向命運共同體，必須堅持實現(xiàn)共同、綜合、合作、可持續(xù)的安全。當今世界，安全的內(nèi)涵和外延更加豐富，時空領域更加寬廣，各種因素更加錯綜復雜。各國人民命運與共、唇齒相依。當今世界，沒有一個國家能實現(xiàn)脫離世界安全的自身安全，也沒有建立在其他國家不安全基礎上的安全。我們要摒棄冷戰(zhàn)思維，創(chuàng)新安全理念，努力走出一條共建、共享、共贏的亞洲安全之路。

各國都有平等參與地區(qū)安全事務的權利，也都有維護地區(qū)安全的責任，每一個國家的合理安全關切都應該得到尊重和保障。要通盤考慮亞洲安全問題的歷史經(jīng)緯和現(xiàn)實狀況，多管齊下、綜合施策，協(xié)調(diào)推進地區(qū)安全治理，統(tǒng)籌維護傳統(tǒng)和非傳統(tǒng)領域安全。要通過對話合作促進各國和本地區(qū)安全，以合作謀和平、以合作促安全，堅持以和平方式解決爭端，反對動輒使用武力或以武力相威脅。要堅持發(fā)展和安全并重，以可持續(xù)發(fā)展促進可持續(xù)安全。亞洲國家要加強同其他地區(qū)國家和有關組織合作，歡迎各方為亞洲發(fā)展和安全發(fā)揮積極和建設性作用。

——邁向命運共同體，必須堅持不同文明兼容并蓄、交流互鑒。在漫長歷史長河中，如亞洲的黃河和長江流域、印度河和恒河流域、幼發(fā)拉底河和底格里斯河流域以及東南亞等地區(qū)孕育了眾多古老文明，彼此交相輝映、相得益彰，為人類文明進步作出了重要貢獻。今天的亞洲，多樣性的特點仍十分突出，不同文明、不同民族、不同宗教匯聚交融，共同組成多彩多姿的亞洲大家庭。

中國古代思想家孟子說過：“夫物之不齊，物之情也?！辈煌拿鳑]有優(yōu)劣之分，只有特色之別。要促進不同文明不同發(fā)展模式交流對話，在競爭比較中取長補短，在交流互鑒中共同發(fā)展，讓文明交流互鑒成為增進各國人民友誼的橋梁、推動人類社會進步的動力、維護世界和平的紐帶。

中方倡議召開亞洲文明對話大會，加強青少年、民間團體、地方、媒體等各界交流，打造智庫交流合作網(wǎng)絡，讓亞洲人民享受更富內(nèi)涵的精神生活，讓地區(qū)發(fā)展合作更加活力四射。女士們、先生們、朋友們！

中國人民正在按照全面建成小康社會、全面深化改革、全面依法治國、全面從嚴治黨的戰(zhàn)略布局，齊心協(xié)力為實現(xiàn)“兩個一百年”奮斗目標、實現(xiàn)中華民族偉大復興的中國夢而奮斗。借此機會，我愿重申，在前進道路上，中國堅持和平發(fā)展，決心不會動搖；堅持共同發(fā)展，理念不會動搖；堅持亞太合作發(fā)展，政策不會動搖。

中國經(jīng)濟發(fā)展進入新常態(tài)，正從高速增長轉為中高速增長，從規(guī)模速度型粗放增長轉向質(zhì)量效率型集約增長，從要素投資驅(qū)動轉向創(chuàng)新驅(qū)動。2014年，中國經(jīng)濟實現(xiàn)了7.4%的增長，勞動生產(chǎn)率提高了7%，單位國內(nèi)生產(chǎn)總值能耗下降了4.8%，國內(nèi)消費貢獻度上升，服務業(yè)發(fā)展加快，發(fā)展質(zhì)量和效益不斷提高。我們看中國經(jīng)濟，不能只看增長率，中國經(jīng)濟體量不斷增大，現(xiàn)在增長7%左右的經(jīng)濟增量已相當可觀，集聚的動能是過去兩位數(shù)的增長都達不到的。中國經(jīng)濟體量大、韌性好、潛力足、回旋空間大、政策工具多。中國將主動適應和引領經(jīng)濟發(fā)展新常態(tài)，堅持以提高經(jīng)濟發(fā)展質(zhì)量和效益為中心，把轉方式調(diào)結構放到更加重要位置，更加扎實地推進經(jīng)濟發(fā)展，更加堅定地深化改革開放，更加充分地激發(fā)創(chuàng)造活力，更加有效地維護公平正義，更加有力地保障和改善民生，促進經(jīng)濟社會平穩(wěn)健康發(fā)展。

中國經(jīng)濟發(fā)展進入新常態(tài)，將繼續(xù)給包括亞洲國家在內(nèi)的世界各國提供更多市場、增長、投資、合作機遇。未來5年，中國進口商品將超過10萬億美元，對外投資將超過5000億美元，出境旅游人數(shù)將超過5億人次。中國將堅持對外開放的基本國策，不斷完善國內(nèi)投資環(huán)境，保護投資者合法權益，同大家一起，共同驅(qū)動亞洲發(fā)展的列車，不斷駛向更加光明的未來。

中國最需要和諧穩(wěn)定的國內(nèi)環(huán)境與和平安寧的國際環(huán)境，任何動蕩和戰(zhàn)爭都不符合中國人民根本利益。中華民族歷來愛好和平，自古就崇尚“以和為貴”、“協(xié)和萬邦”、“四海之內(nèi)皆兄弟也”等思想。中國近代以后遭遇了100多年的動蕩和戰(zhàn)火，中國人民絕不會將自己曾經(jīng)遭受過的悲慘經(jīng)歷強加給其他國家和民族。縱觀歷史，任何國家試圖通過武力實現(xiàn)自己的發(fā)展目標，最終都是要失敗的。中國將毫不動搖堅持獨立自主的和平外交政策，堅持走和平發(fā)展道路，堅持互利共贏的開放戰(zhàn)略，秉持正確義利觀，推動建立以合作共贏為核心的新型國際關系，始終做維護世界和平、促進共同發(fā)展的堅定力量。

“遠親不如近鄰?！边@是中國人很早就認識到的一個樸素的生活道理。中國堅持與鄰為善、以鄰為伴，堅持睦鄰、安鄰、富鄰，秉持親誠惠容的理念，不斷深化同周邊國家的互利合作和互聯(lián)互通，努力使自身發(fā)展更好惠及周邊國家。中國已經(jīng)同8個周邊國家簽署睦鄰友好合作條約，正在商談簽署中國－東盟睦鄰友好合作條約，并愿同所有周邊國家商簽睦鄰友好合作條約，為雙邊關系發(fā)展和地區(qū)繁榮穩(wěn)定提供有力保障。

2013年我訪問哈薩克斯坦和印度尼西亞時，分別提出建設絲綢之路經(jīng)濟帶和21世紀海上絲綢之路合作倡議?！耙粠б宦贰焙献鞒h契合中國、沿線國家和本地區(qū)發(fā)展需要，符合有關各方共同利益，順應了地區(qū)和全球合作潮流。

“一帶一路”建設秉持的是共商、共建、共享原則，不是封閉的，而是開放包容的；不是中國一家的獨奏，而是沿線國家的合唱?！耙粠б宦贰苯ㄔO不是要替代現(xiàn)有地區(qū)合作機制和倡議，而是要在已有基礎上，推動沿線國家實現(xiàn)發(fā)展戰(zhàn)略相互對接、優(yōu)勢互補。目前，已經(jīng)有60多個沿線國家和國際組織對參與“一帶一路”建設表達了積極態(tài)度。“一帶一路”建設、亞洲基礎設施投資銀行都是開放的，我們歡迎沿線國家和亞洲國家積極參與，也張開臂膀歡迎五大洲朋友共襄盛舉。

“一帶一路”建設不是空洞的口號，而是看得見、摸得著的實際舉措，將給地區(qū)國家?guī)韺崒嵲谠诘睦?。在有關各方共同努力下，“一帶一路”建設的愿景與行動文件已經(jīng)制定，亞洲基礎設施投資銀行籌建工作邁出實質(zhì)性步伐，絲路基金已經(jīng)順利啟動，一批基礎設施互聯(lián)互通項目已在穩(wěn)步推進。這些早期收獲向我們展現(xiàn)了“一帶一路”的廣闊前景。

女士們、先生們、朋友們！

人類和平與發(fā)展的事業(yè)是崇高的事業(yè)，也是充滿挑戰(zhàn)的事業(yè)。前進的道路不會一帆風順，期望的成果不會唾手可得。不管征程多么曲折、多么漫長，勝利總是屬于那些永不放棄、百折不撓、攜手前行的人們。我相信，只要我們大家認準目標、鍥而不舍，就一定能攜手邁向命運共同體、開創(chuàng)亞洲新未來！

The world today is experiencing profound and complex changes.Countries have become increasingly inter-connected and inter-dependent.Several billion people in a large number of developing countries are embracing modernization.The trend of the times, namely, peace, development, cooperation and mutual benefit, is gaining momentum.On the other hand, our world is far from peaceful.Development remains a major challenge;the global economy has entered a period of profound readjustment, and its recovery remains elusive.The international financial sector is fraught with risks, protectionism of various forms is on the rise, countries still face many difficulties in adjusting economic structure, and the global governance mechanisms call for improvement.Achieving common development for all countries remains an uphill battle.亞洲是當今世界最具發(fā)展活力和潛力的地區(qū)之一，亞洲發(fā)展同其他各大洲發(fā)展息息相關。亞洲國家積極探索適合本國情況的發(fā)展道路，在實現(xiàn)自身發(fā)展的同時有力促進了世界發(fā)展。亞洲與世界其他地區(qū)共克時艱，合作應對國際金融危機，成為拉動世界經(jīng)濟復蘇和增長的重要引擎，近年來對世界經(jīng)濟增長的貢獻率已超過50%，給世界帶來了信心。亞洲同世界其他地區(qū)的區(qū)域次區(qū)域合作展現(xiàn)出勃勃生機和美好前景。

Asia is one of the most dynamic and most promising regions in the world, and its development is closely connected with the development of other continents.The Asian countries have energetically explored development paths suited to their national conditions and greatly boosted global development through their own development.Working side by side with the rest of the world in time of difficulty to tackle the international financial crisis, Asia has emerged as an important engine driving world economic recovery and growth.In recent years, Asia has contributed to over 50 percent of global growth, instilling much needed confidence in the world.What is more, Asia's cooperation with other regions of the world at regional and sub-regional levels has great vitality and promising prospects.當然，我們也清醒地看到，亞洲要謀求更大發(fā)展、更好推動本地區(qū)和世界其他地區(qū)共同發(fā)展，依然面臨不少困難和挑戰(zhàn)，還需要爬一道道的坡、過一道道的坎。But we should also be keenly aware that Asia still faces many difficulties and challenges in boosting both its own development and joint development with other regions.The road ahead remains a bumpy and twisting one.亞洲發(fā)展需要乘勢而上、轉型升級。對亞洲來說，發(fā)展仍然是頭等大事，發(fā)展仍然是解決面臨的突出矛盾和問題的關鍵，迫切需要轉變經(jīng)濟發(fā)展方式、調(diào)整經(jīng)濟結構，提高經(jīng)濟發(fā)展質(zhì)量和效益，在此基礎上不斷提高人民生活水平。

Asia needs to transform and upgrade its development model in keeping with the trend of the times.Sustaining development is still of paramount importance to Asia, because only development holds the key to solving major problems and difficulties it faces.It is important that we should shift the growth model, adjust the economic structure, make development more cost effective and make life better for our people.亞洲穩(wěn)定需要共同呵護、破解難題。亞洲穩(wěn)定面臨著新的挑戰(zhàn)，熱點問題此起彼伏，傳統(tǒng)安全威脅和非傳統(tǒng)安全威脅都有所表現(xiàn)，實現(xiàn)本地區(qū)長治久安需要地區(qū)國家增強互信、攜手努力。

We need to make concerted efforts to resolve major difficulties to ensure stability in Asia.Stability in Asia now faces new challenges, as hotspot issues keep emerging, and both traditional and non-traditional security threats exist.The Asian countries need to increase mutual trust and work together to ensure durable peace and stability in our region.亞洲合作需要百尺竿頭、更進一步。加強亞洲地區(qū)合作的機制和倡議很多，各方面想法和主張豐富多樣，協(xié)調(diào)各方面利益訴求、形成能夠保障互利共贏的機制需要更好增進理解、凝聚共識、充實內(nèi)容、深化合作。

We need to build on past success and make new progress in promoting cooperation in Asia.There are many mechanisms and initiatives for enhancing cooperation in Asia, and a lot of ideas on boosting such cooperation are being explored by various parties.What we need to do is to enhance mutual understanding, build consensus, and enrich and deepen cooperation so as to strike a balance among the interests of various parties and build mechanisms that bring benefits to all.女士們、先生們、朋友們！

Ladies and Gentlemen, Dear Friends，人類只有一個地球，各國共處一個世界。共同發(fā)展是持續(xù)發(fā)展的重要基礎，符合各國人民長遠利益和根本利益。我們生活在同一個地球村，應該牢固樹立命運共同體意識，順應時代潮流，把握正確方向，堅持同舟共濟，推動亞洲和世界發(fā)展不斷邁上新臺階。

First, we should boldly break new ground so as to create an inexhaustible source of power for boosting common development.Over the years, many countries and regions have developed a lot of good practices in maintaining stability and promoting growth.We should continue such practices.However, nothing in the world remains constant, and as a Chinese saying goes, a wise man changes as time and event change.We should abandon the outdated mindset, break away from the old confines that fetter development and unleash all the potential for development.We should redouble efforts to shift the growth model and adjust the economic structure, raise the quality of development and make life better for the people.We should steadily advance the reform of the international economic and financial systems, improve global governance mechanisms and provide support to sound and stable global economic growth.Asia, with its long-standing capacity for adjusting to change, should ride on the waves of the times and make changes in Asia and global development reinforce and benefit each other.第二，同心維護和平，為促進共同發(fā)展提供安全保障。和平是人民的永恒期望。和平猶如空氣和陽光，受益而不覺，失之則難存。沒有和平，發(fā)展就無從談起。國家無論大小、強弱、貧富，都應該做和平的維護者和促進者，不能這邊搭臺、那邊拆臺，而應該相互補臺、好戲連臺。國際社會應該倡導綜合安全、共同安全、合作安全的理念，使我們的地球村成為共謀發(fā)展的大舞臺，而不是相互角力的競技場，更不能為一己之私把一個地區(qū)乃至世界搞亂。各國交往頻繁，磕磕碰碰在所難免，關鍵是要堅持通過對話協(xié)商與和平談判，妥善解決矛盾分歧，維護相互關系發(fā)展大局。

Second, we should work together to uphold peace so as to provide security safeguard for boosting common development.Peace is the ever-lasting wish of our people.Peace, like air and sunshine, is hardly noticed when people are benefiting from it.But none of us can live without it.Without peace, development is out of the question.Countries, whether big or small, strong or weak, rich or poor, should all contribute their share to maintaining and enhancing peace.Rather than undercutting each other's efforts, countries should complement each other and work for joint progress.The international community should advocate the vision of comprehensive security, common security and cooperative security so as to turn our global village into a big stage for common development, rather than an arena where gladiators fight each other.And no one should be allowed to throw a region and even the whole world into chaos for selfish gains.With growing interaction among countries, it is inevitable that they encounter frictions here and there.What is important is that they should resolve differences through dialogue, consultation and peaceful negotiations in the larger interest of the sound growth of their relations.第三，著力推進合作，為促進共同發(fā)展提供有效途徑?！耙换í毞挪皇谴?，百花齊放春滿園?！笔澜绺鲊?lián)系緊密、利益交融，要互通有無、優(yōu)勢互補，在追求本國利益時兼顧他國合理關切，在謀求自身發(fā)展中促進各國共同發(fā)展，不斷擴大共同利益匯合點。要加強南南合作和南北對話，推動發(fā)展中國家和發(fā)達國家平衡發(fā)展，夯實世界經(jīng)濟長期穩(wěn)定發(fā)展基礎。要積極創(chuàng)造更多合作機遇，提高合作水平，讓發(fā)展成果更好惠及各國人民，為促進世界經(jīng)濟增長多作貢獻。

Third, we should boost cooperation as an effective vehicle for enhancing common development.As we often say in China, a single flower does not make spring, while one hundred flowers in full blossom bring spring to the garden.All countries in the world are closely linked and share converging interests.They should both pool and share their strengths.While pursuing its own interests, a country should accommodate the legitimate concerns of others.In pursuing their own development, countries should promote the common development of all and expand common interests among them.We should enhance South-South cooperation and North-South dialogue, promote balanced development of the developing and developed countries and consolidate the foundation for sustaining stable growth of the global economy.We need to work vigorously to create more cooperation opportunities, upgrade cooperation, and deliver more development dividends to our people and contribute more to global growth.第四，堅持開放包容，為促進共同發(fā)展提供廣闊空間?！昂＜{百川，有容乃大?！蔽覀儜撟鹬馗鲊灾鬟x擇社會制度和發(fā)展道路的權利，消除疑慮和隔閡，把世界多樣性和各國差異性轉化為發(fā)展活力和動力。我們要秉持開放精神，積極借鑒其他地區(qū)發(fā)展經(jīng)驗，共享發(fā)展資源，推進區(qū)域合作。進入新世紀10多年來，亞洲地區(qū)內(nèi)貿(mào)易額從8000億美元增長到3萬億美元，亞洲同世界其他地區(qū)貿(mào)易額從1.5萬億美元增長到4.8萬億美元，這表明亞洲合作是開放的，區(qū)域內(nèi)合作和同其他地區(qū)合作并行不悖，大家都從合作中得到了好處。亞洲應該歡迎域外國家為本地區(qū)穩(wěn)定和發(fā)展發(fā)揮建設性作用，同時，域外國家也應該尊重亞洲的多樣性特點和已經(jīng)形成的合作傳統(tǒng)，形成亞洲發(fā)展同其他地區(qū)發(fā)展良性互動、齊頭并進的良好態(tài)勢。Fourth, we should remain open and inclusive so as to create broad space for enhancing common development.The ocean is vast because it admits hundreds of rivers.We should respect the right of a country to independently choose its social system and development path, remove distrust and misgivings and turn the diversity of our world and difference among countries into dynamism and driving force for development.We should keep an open mind, draw upon development practices of other continents, share development resources and promote regional cooperation.During the first decade and more of the new century, trade within Asia has increased from $800 billion to $3 trillion, and its trade with other regions has grown from $1.5 trillion to $4.8 trillion.This shows that cooperation in Asia is open and it goes hand in hand with Asia's cooperation with other regions, and everyone has benefited from such cooperation.Asia should welcome non-Asian countries to play a constructive role in ensuring stability and development of the region.Likewise, the non-Asian countries should respect Asia's diversity and its long-standing tradition of cooperation.This will create a dynamic environment in which Asia and other regions enjoy mutually reinforcing progress.女士們、先生們、朋友們！中國是亞洲和世界大家庭的重要成員。中國發(fā)展離不開亞洲和世界，亞洲和世界繁榮穩(wěn)定也需要中國。Ladies and Gentlemen, Dear Friends, China is an important member of the Asian family and the global family.China cannot develop itself in isolation from the rest of Asia and the world.On their part, the rest of Asia and the world cannot enjoy prosperity and stability without China.去年11月，中國共產(chǎn)黨召開了第十八次全國代表大會，明確了中國今后一個時期的發(fā)展藍圖。我們的奮斗目標是，到2020年國內(nèi)生產(chǎn)總值和城鄉(xiāng)居民人均收入在2010年的基礎上翻一番，全面建成小康社會；到本世紀中葉建成富強民主文明和諧的社會主義現(xiàn)代化國家，實現(xiàn)中華民族偉大復興的中國夢。展望未來，我們充滿信心。

In November last year, the Communist Party of China held its 18th National Congress, which drew the blueprint for China's development in the years to come.The main goals we set for China are as follows: By 2020, China's GDP and per capita incomes for urban and rural residents will double the 2010 figures, and the building of a moderately prosperous society in all respects will be completed.By the mid-21st century, China will be turned into a modern socialist country that is prosperous, strong, democratic, culturally advanced and harmonious;and the Chinese dream, namely, the great rejuvenation of the Chinese nation, will be realized.Looking ahead, we are full of confidence in China's future.我們也認識到，中國依然是世界上最大的發(fā)展中國家，中國發(fā)展仍面臨著不少困難和挑戰(zhàn)，要使全體中國人民都過上美好生活，還需要付出長期不懈的努力。我們將堅持改革開放不動搖，牢牢把握轉變經(jīng)濟發(fā)展方式這條主線，集中精力把自己的事情辦好，不斷推進社會主義現(xiàn)代化建設。

The world today is experiencing profound and complex changes.Countries have become increasingly inter-connected and inter-dependent.Several billion people in a large number of developing countries are embracing modernization.The trend of the times, namely, peace, development, cooperation and mutual benefit, is gaining momentum.On the other hand, our world is far from peaceful.Development remains a major challenge;the global economy has entered a period of profound readjustment, and its recovery remains elusive.The international financial sector is fraught with risks, protectionism of various forms is on the rise, countries still face many difficulties in adjusting economic structure, and the global governance mechanisms call for improvement.Achieving common development for all countries remains an uphill battle.亞洲是當今世界最具發(fā)展活力和潛力的地區(qū)之一，亞洲發(fā)展同其他各大洲發(fā)展息息相關。亞洲國家積極探索適合本國情況的發(fā)展道路，在實現(xiàn)自身發(fā)展的同時有力促進了世界發(fā)展。亞洲與世界其他地區(qū)共克時艱，合作應對國際金融危機，成為拉動世界經(jīng)濟復蘇和增長的重要引擎，近年來對世界經(jīng)濟增長的貢獻率已超過50%，給世界帶來了信心。亞洲同世界其他地區(qū)的區(qū)域次區(qū)域合作展現(xiàn)出勃勃生機和美好前景。

Asia is one of the most dynamic and most promising regions in the world, and its development is closely connected with the development of other continents.The Asian countries have energetically explored development paths suited to their national conditions and greatly boosted global development through their own development.Working side by side with the rest of the world in time of difficulty to tackle the international financial crisis, Asia has emerged as an important engine driving world economic recovery and growth.In recent years, Asia has contributed to over 50 percent of global growth, instilling much needed confidence in the world.What is more, Asia’s cooperation with other regions of the world at regional and sub-regional levels has great vitality and promising prospects.當然，我們也清醒地看到，亞洲要謀求更大發(fā)展、更好推動本地區(qū)和世界其他地區(qū)共同發(fā)展，依然面臨不少困難和挑戰(zhàn)，還需要爬一道道的坡、過一道道的坎。

Japan extracts ’fire ice’ gas from seabed

Japan said Tuesday it had successfully extractedmethane hydrate, known as “fire ice”, from its seabed, possibly unlocking many years’ worth of gas for the resource-starved country.In what they are claiming as a world first, aconsortium is drilling for the hydrate, a fossil fuel that looks like ice but consists of very densely-packed methane surrounded by water molecules, one kilometre(3,300 feet)below sea level.The solid white substance burns with a pale flame, leaving nothing but water.One of it is estimated to contain many times the equivalent volume of methane in gas form.日本周二宣布，已經(jīng)成功地從日本海底提取出甲烷水合物，俗稱“可燃冰”，此舉可能將給這個資源貧乏的國家開啟可延續(xù)多年的燃氣資源寶藏。一個開采聯(lián)盟從海平面下1公里處
