區(qū)直相關(guān)部門(mén)：

為確?！拔逡弧惫?jié)日期間全區(qū)社會(huì)穩(wěn)定和人民群眾生命財(cái)產(chǎn)安全，按照安全生產(chǎn)屬地管理、行業(yè)監(jiān)管和“黨政同責(zé)、一崗雙責(zé)、齊抓共管、失職追責(zé)”的要求，決定在全區(qū)深入開(kāi)展由區(qū)“四大家”領(lǐng)導(dǎo)帶隊(duì)的節(jié)前安全生產(chǎn)大檢查?，F(xiàn)就有關(guān)事宜通知如下：

一、檢查方式和時(shí)間安排

本次檢查采取自查與專項(xiàng)檢查相結(jié)合方式進(jìn)行，工業(yè)園區(qū)、各街道、各企業(yè)開(kāi)展全面自查；專項(xiàng)檢查由區(qū)“四大家”領(lǐng)導(dǎo)帶隊(duì)、各行業(yè)主管部門(mén)具體組織、相關(guān)部門(mén)參加，開(kāi)展本行業(yè)領(lǐng)域重點(diǎn)單位和部位的安全生產(chǎn)專項(xiàng)檢查。

檢查時(shí)間為4月23日-4月28日，各組具體時(shí)間和檢查單位由牽頭部門(mén)擬定并報(bào)帶隊(duì)區(qū)領(lǐng)導(dǎo)同意后組織進(jìn)行，檢查分組見(jiàn)附表。

二、重點(diǎn)檢查范圍以及工作要求

1、危險(xiǎn)化學(xué)品領(lǐng)域。督促?；髽I(yè)提前制定“防汛”方案，認(rèn)真組織開(kāi)展夏季安全檢查，全面排查防汛、防火、防爆、防泄漏等方面措施落實(shí)情況。

2、人員密集場(chǎng)所（消防）領(lǐng)域。強(qiáng)化市場(chǎng)、醫(yī)院、學(xué)校、網(wǎng)吧、酒店餐飲、賓館、社會(huì)福利機(jī)構(gòu)等行業(yè)的安全管理。重點(diǎn)檢查疏散通道是否暢通、火災(zāi)報(bào)警和滅火系統(tǒng)等消防設(shè)施是否完整好用。

3、地質(zhì)災(zāi)害領(lǐng)域。強(qiáng)化地質(zhì)災(zāi)害監(jiān)測(cè)、治理及預(yù)防措施，對(duì)可能出現(xiàn)山體滑坡、路面損壞的路段，要嚴(yán)密監(jiān)控，沒(méi)有安全保障的地段要予以關(guān)閉。

4、交通安全領(lǐng)域。督促企業(yè)提前做好運(yùn)輸工具的安全技術(shù)檢驗(yàn)工作，防止交通運(yùn)輸工具帶“病”運(yùn)行，強(qiáng)化節(jié)日期間、重點(diǎn)路段、渡船、?；愤\(yùn)輸車、長(zhǎng)途客車、校車等重點(diǎn)車輛的管控，嚴(yán)肅查糾“三超”（超限、超載、超速）“三駛”（疲勞駕駛、無(wú)證駕駛、酒后駕駛）等違規(guī)違章行為，確保道路交通安全。

5、建筑施工領(lǐng)域。加強(qiáng)對(duì)手續(xù)不齊、未批先建等在建項(xiàng)目的檢查，嚴(yán)防因搶工期、趕進(jìn)度帶來(lái)的安全隱患，嚴(yán)禁違規(guī)施工導(dǎo)致發(fā)生高空作業(yè)、動(dòng)火作業(yè)、坑基開(kāi)挖、以及地下燃?xì)夤艿?，加?qiáng)對(duì)施工車輛就地添加燃油違規(guī)操作檢查。

6、特種設(shè)備領(lǐng)域。重點(diǎn)檢查行車、壓力容器、電梯等特種設(shè)備定期檢驗(yàn)檢測(cè)及特種作業(yè)人員持證上崗情況，嚴(yán)防設(shè)備帶病運(yùn)行。

7、危房安全領(lǐng)域。做好危房、老舊房屋的安全監(jiān)控，排查棚戶區(qū)房屋安全情況，確保雨季汛期房屋安全。

8、屬地單位檢查重點(diǎn)。園區(qū)重點(diǎn)加強(qiáng)對(duì)冶金工貿(mào)、關(guān)停企業(yè)和新建項(xiàng)目安全措施等的隱患排查；各街道要按照屬地管理要求，加強(qiáng)對(duì)“三合一”場(chǎng)所，特別是摸排沿山出租房用火、用電安全，沿山小制衣等小作坊逃生通道狹窄，消防器材配備不到位等隱患，并借此次大檢查之機(jī)進(jìn)行一次全面摸排登記備案，并將結(jié)果一并報(bào)至區(qū)安委辦。

各部門(mén)在大檢查過(guò)程中要與目前正在深入開(kāi)展的“打非治違”活動(dòng)相結(jié)合，查處打擊違章指揮、違章作業(yè)、違反勞動(dòng)紀(jì)律“三違”現(xiàn)象和隱患反復(fù)，整改不及時(shí)、不到位等現(xiàn)象，并做好違法違規(guī)憑證的收集，適時(shí)開(kāi)展聯(lián)合執(zhí)法。

三、做好節(jié)日值班值守工作

各單位、各部門(mén)要落實(shí)24小時(shí)值班和領(lǐng)導(dǎo)干部到崗帶班制度，要保持24小時(shí)通訊暢通，加強(qiáng)對(duì)重點(diǎn)單位、重點(diǎn)部位的巡查和監(jiān)管；對(duì)重大隱患和突發(fā)事件要及時(shí)上報(bào)區(qū)安委辦和區(qū)總值班室。

檢查結(jié)束后，各檢查組牽頭單位于4月28日前將檢查情況書(shū)面報(bào)至區(qū)安委會(huì)辦公室（213）。

各村民委員會(huì)、鄉(xiāng)級(jí)各部門(mén)、鄉(xiāng)屬企事業(yè)單位：

2011年“五一”將至，為深入排查治理各種安全隱患，確保全鄉(xiāng)安全生產(chǎn)穩(wěn)定態(tài)勢(shì)，切實(shí)做好“五一”期間的安全生產(chǎn)工作，經(jīng)鄉(xiāng)安委會(huì)研究，決定在節(jié)前開(kāi)展一次全面徹底的安全生產(chǎn)專項(xiàng)檢查，現(xiàn)就有關(guān)事項(xiàng)通知如下：

一、提高認(rèn)識(shí)，強(qiáng)化責(zé)任，狠抓落實(shí)

節(jié)日期間是事故的易發(fā)、高發(fā)時(shí)段。各村、各部門(mén)和企業(yè)要充分認(rèn)識(shí)做好五一節(jié)安全生產(chǎn)工作的重要性，認(rèn)真落實(shí)“一崗雙責(zé)”制和企業(yè)法定代表人負(fù)責(zé)制，加強(qiáng)領(lǐng)導(dǎo)，強(qiáng)化責(zé)任，把安全生產(chǎn)工作抓緊抓細(xì)抓實(shí)抓好，特別是各生產(chǎn)經(jīng)營(yíng)企業(yè)要周密細(xì)致地制定工作方案，狠抓安全生產(chǎn)各項(xiàng)措施的落實(shí)；各村委、部門(mén)和企業(yè)要認(rèn)真找出薄弱環(huán)節(jié)，采取過(guò)硬措施，切實(shí)做到責(zé)任到位、制度到位、工作到位、措施到位，杜絕各類事故的發(fā)生。

二、周密部署，精心組織，深入開(kāi)展隱患排查

各村、各部門(mén)和企業(yè)要對(duì)節(jié)日期間的安全生產(chǎn)工作精心安排，周密部署。要認(rèn)真組織開(kāi)展節(jié)前安全檢查，做到任務(wù)明確，責(zé)任到人，工作到位。一是主要負(fù)責(zé)人要親自組織，結(jié)合實(shí)際進(jìn)行檢查。堅(jiān)持“誰(shuí)檢查，誰(shuí)簽字，誰(shuí)負(fù)責(zé)”的原則，防止走過(guò)場(chǎng)；二是對(duì)排查出的事故隱患要采取有效措施立即進(jìn)行整改。

（一）加強(qiáng)煤礦企業(yè)安全監(jiān)管?！拔逡弧逼陂g，要認(rèn)真制定好安全應(yīng)急預(yù)案，落實(shí)人員24小時(shí)值守，不斷加強(qiáng)井下巡視，加強(qiáng)“一通三防”管理，確保安全生產(chǎn)。

（二）加強(qiáng)旅游安全監(jiān)管。村鎮(zhèn)建設(shè)服務(wù)中心要按照國(guó)家有關(guān)規(guī)定和標(biāo)準(zhǔn)，加強(qiáng)對(duì)大黑洞景區(qū)的安全檢查，消除安全隱患。采取各種措施，加大宣傳，告知廣大游客安全注意事項(xiàng)，提高自我防范能力。

（三）加強(qiáng)公共集聚場(chǎng)所安全監(jiān)管。鄉(xiāng)安辦要加大監(jiān)督檢查和執(zhí)法力度，對(duì)不具備安全生產(chǎn)條件的各類人員密集場(chǎng)所要堅(jiān)決停產(chǎn)停業(yè)整改，特別要重點(diǎn)加強(qiáng)對(duì)賓館、飯店等人員密集場(chǎng)所的消防安全檢查和整治，及時(shí)消除火災(zāi)事故隱患。

（四）加強(qiáng)非煤礦山、危險(xiǎn)化學(xué)品、煙花爆竹的安全監(jiān)管。派出所、安辦等安監(jiān)部門(mén)要加強(qiáng)對(duì)非煤礦山、危險(xiǎn)化學(xué)品及煙花爆竹生產(chǎn)、儲(chǔ)存、經(jīng)營(yíng)、運(yùn)輸、使用等各個(gè)環(huán)節(jié)的安全監(jiān)管工作，要嚴(yán)格按照國(guó)家有關(guān)法律、法規(guī)規(guī)定，加大對(duì)非煤礦山、危險(xiǎn)化學(xué)品及煙花爆竹生產(chǎn)經(jīng)營(yíng)單位的日常安全監(jiān)管力度；企業(yè)要加強(qiáng)從業(yè)人員的安全教育，提高安全防范意識(shí)，消除隱患，防止涉爆事故的發(fā)生，確保安全生產(chǎn)。

（五）加強(qiáng)建筑施工安全監(jiān)管。村鎮(zhèn)建設(shè)服務(wù)中心要重點(diǎn)加強(qiáng)對(duì)建筑施工現(xiàn)場(chǎng)腳手架搭設(shè)、施工用電、塔吊和施工機(jī)械及安全管理等的監(jiān)督檢查，嚴(yán)格落實(shí)特種作業(yè)人員持證上崗的規(guī)定，落實(shí)各項(xiàng)安全措施。要切實(shí)加強(qiáng)對(duì)施工人員的安全教育與現(xiàn)場(chǎng)管理，把問(wèn)題解決在施工工地。對(duì)現(xiàn)場(chǎng)管理秩序混亂、問(wèn)題突出、隱患嚴(yán)重的施工工地要停工整頓，經(jīng)有關(guān)部門(mén)驗(yàn)收合格后方可恢復(fù)施工。

（六）加強(qiáng)道路交通安全監(jiān)管。交警、派出所等監(jiān)管部門(mén)要加大對(duì)道路運(yùn)輸?shù)陌踩珯z查力度，尤其是客運(yùn)安全檢查，堅(jiān)決查處交通運(yùn)輸工具帶病運(yùn)行和車輛超載、超速、超限以及酒后駕駛、疲勞駕駛等嚴(yán)重違法行為。嚴(yán)禁乘客攜帶易燃、易爆、劇毒等危險(xiǎn)物品乘坐交通工具，確保交通運(yùn)輸安全。

三、切實(shí)加強(qiáng)森林防火工作，嚴(yán)防火災(zāi)事故的發(fā)生

（一）加強(qiáng)宣傳教育。各村、各部門(mén)和企業(yè)要加強(qiáng)“五一”期間群眾野外用火的宣傳教育，提高群眾的防火防災(zāi)意識(shí)，幫助群眾學(xué)習(xí)掌握消防科學(xué)知識(shí)和消防法律法規(guī)。

（二）加強(qiáng)警戒，嚴(yán)防火災(zāi)事故的發(fā)生。各村委和部門(mén)應(yīng)采取有力措施，嚴(yán)防森林火災(zāi)事故的發(fā)生。

（三）及時(shí)上報(bào)，精心組織。一旦發(fā)生火情，必須立即上報(bào)鄉(xiāng)“三防一抗”辦公室（聯(lián)系電話：7020020），并迅速組織人員實(shí)施撲救。

四、嚴(yán)格落實(shí)值班和信息報(bào)告制度

各生產(chǎn)經(jīng)營(yíng)企業(yè)要建立節(jié)日期間生產(chǎn)安全事故的預(yù)警機(jī)制，制定和完善有針對(duì)性的安全事故應(yīng)急救援預(yù)案。節(jié)日期間，各村、各部門(mén)和企業(yè)要嚴(yán)格執(zhí)行值班制度，堅(jiān)持24小時(shí)值班，確保信息暢通。遇有安全生產(chǎn)事故和火災(zāi)事故，要及時(shí)報(bào)告，并迅速組織人員及時(shí)處理，嚴(yán)防“五一”期間各類安全事故的發(fā)生。

根據(jù)上級(jí)要求,五一節(jié)前我處組織人員對(duì)單位進(jìn)行了一次全面安全自查，并對(duì)這次自查中所存在的安全隱患和缺陷進(jìn)行了全面的總結(jié)和整改，現(xiàn)將自查情況報(bào)告如下：

1、針對(duì)壓縮中轉(zhuǎn)設(shè)備組織專人進(jìn)行一次安全檢查，未發(fā)現(xiàn)安全隱患。

2、將環(huán)衛(wèi)處、城市森林和諧廣場(chǎng)、汽車隊(duì)滅火器進(jìn)行自查，均處于有效期內(nèi)。

3、對(duì)環(huán)衛(wèi)處庫(kù)房、城市森林和諧廣場(chǎng)防汛物資進(jìn)行清點(diǎn)，均配備到位。

4、對(duì)城市森林和諧廣場(chǎng)發(fā)電機(jī)、水泵進(jìn)行調(diào)試，確保能正常使用。

5、對(duì)辦公室的用電防火進(jìn)行檢查，并告知節(jié)日期間注意斷電防火，關(guān)好門(mén)窗等安全知識(shí)。

“五一”黃金周即將來(lái)臨，為了切實(shí)加強(qiáng)節(jié)日期間的安全生產(chǎn)工作，確保節(jié)日期間社會(huì)穩(wěn)定和各項(xiàng)工作的順利開(kāi)展，進(jìn)一步搞好我鎮(zhèn)的安全生產(chǎn)工作，保障人民群眾的生命財(cái)產(chǎn)安全，保證全鎮(zhèn)人民在喜慶、祥和的氣氛中歡度節(jié)日，鎮(zhèn)政府決定 “五〃一”節(jié)前在全鎮(zhèn)范圍內(nèi)開(kāi)展一次安全生產(chǎn)大檢查。現(xiàn)將有關(guān)事項(xiàng)通知如下：

二、突出重點(diǎn)，加強(qiáng)監(jiān)管，切實(shí)做好事故防范工作 今春氣候干燥，大風(fēng)等惡劣天氣多，“五〃一”期間各類活動(dòng)頻繁，給安全生產(chǎn)帶來(lái)諸多不利因素。因此，各村、各單位要切實(shí)加強(qiáng)安全生產(chǎn)監(jiān)督管理工作，制定切實(shí)可行的工作方案，有針對(duì)性地組織開(kāi)展安全檢查，廣泛宣傳安全生產(chǎn)法律法規(guī)和安全常識(shí)，嚴(yán)格履行安全生產(chǎn)責(zé)任制度，強(qiáng)化安全管理。

（一）加強(qiáng)交通運(yùn)輸安全監(jiān)督管理。道路交通運(yùn)輸安全監(jiān)督管理要以開(kāi)展預(yù)防道路重特大事故百日競(jìng)賽活動(dòng)為契機(jī)，狠抓道路交通安全整治，形成“預(yù)防為主、防治結(jié)合、各負(fù)其責(zé)、綜合治理”的預(yù)防道路交通事故新機(jī)制，特別是對(duì)農(nóng)用車違章載客履禁不止的現(xiàn)象，鎮(zhèn)政府將全面落實(shí)領(lǐng)導(dǎo)包片、鎮(zhèn)干部包村、村干部包社、社干部包機(jī)手的責(zé)任制度，采取有力措施，堅(jiān)決遏止重特大道路交通事故發(fā)生。

（二）加強(qiáng)人員密集場(chǎng)所安全監(jiān)督管理。認(rèn)真組織對(duì)人口密集區(qū)域、城鄉(xiāng)結(jié)合部的生產(chǎn)經(jīng)營(yíng)單位、使用鍋爐和壓力容器的單位進(jìn)行認(rèn)真檢查。要針對(duì)今春火災(zāi)隱患的特點(diǎn)，進(jìn)行綜合部署，突出防范重點(diǎn)，加強(qiáng)監(jiān)督檢查，特別要加大對(duì)賓館、飯店、學(xué)校、醫(yī)院等公眾聚集場(chǎng)所的消防安全檢查力度，嚴(yán)格執(zhí)行消防安全法規(guī)和安全管理規(guī)范，加強(qiáng)綜合安全管理，確保疏散通道和出口暢通，保證自動(dòng)報(bào)警、自動(dòng)滅火裝置靈敏可靠，保證應(yīng)急廣播、安全標(biāo)識(shí)、消火栓、滅火器等消防安全設(shè)施和器材的完好有效，對(duì)堵塞安全通道、違章用火用電等行為要立即糾正，對(duì)嚴(yán)重危害公共安全，可能造成群死群傷的重大事故隱患，要采取果斷措施，依法責(zé)令其停產(chǎn)停業(yè)或改變用途。

（三）加強(qiáng)危險(xiǎn)化學(xué)品安全監(jiān)督管理。要按照“無(wú)整頓”、“兩關(guān)閉”的要求，加強(qiáng)對(duì)生產(chǎn)、使用、儲(chǔ)存、經(jīng)營(yíng)危險(xiǎn)化學(xué)品企業(yè)的監(jiān)督檢查，特別要督促企業(yè)加強(qiáng)對(duì)輸送有毒有害化學(xué)物品設(shè)備、管道的檢查和維護(hù)，嚴(yán)防漏氣引發(fā)爆炸、火災(zāi)和中毒事故。各加油站點(diǎn)要嚴(yán)格落實(shí)暴雨、大風(fēng)等惡劣天氣的危險(xiǎn)化學(xué)品運(yùn)輸安全預(yù)案，根據(jù)氣象變化合理安排和及時(shí)調(diào)整運(yùn)輸計(jì)劃，采取有效措施，防止發(fā)生運(yùn)輸車輛傾覆、運(yùn)輸品泄漏等事故。

（四）加強(qiáng)建筑施工現(xiàn)場(chǎng)安全監(jiān)督管理。鎮(zhèn)安監(jiān)站要重點(diǎn)檢查企業(yè)貫徹落實(shí)建設(shè)工程安全生產(chǎn)管理?xiàng)l例等有關(guān)安全生產(chǎn)的法規(guī)、規(guī)范和規(guī)程，檢查建筑施工企業(yè)的資質(zhì)特別是施工資質(zhì)、安全管理、安全責(zé)任制落實(shí)、安全防護(hù)、勞動(dòng)保障、安全教育培訓(xùn)等。對(duì)非法建設(shè)和非法發(fā)包、承包、轉(zhuǎn)包，在施工中不按規(guī)定進(jìn)行規(guī)范防護(hù)，不對(duì)作業(yè)人員進(jìn)行安全培訓(xùn)，不發(fā)勞動(dòng)防護(hù)用品等違法行為，要按法規(guī)規(guī)定嚴(yán)格處罰，通過(guò)檢查督促企業(yè)健全制度，規(guī)范管理，建立安全生產(chǎn)的長(zhǎng)效機(jī)制。對(duì)管理不嚴(yán)、責(zé)任制不落實(shí)、有章不循、違章指揮、違章操作的，要按規(guī)定嚴(yán)肅追究責(zé)任。

（五）加強(qiáng)非煤礦山安全監(jiān)督管理。要切實(shí)加強(qiáng)非煤礦山企業(yè)粘土開(kāi)采、生產(chǎn)設(shè)備維修和保養(yǎng)等工作的全面檢查。特別是在市場(chǎng)準(zhǔn)入和人員資質(zhì)方面要嚴(yán)格審查，對(duì)已提出安全生產(chǎn)許可申請(qǐng)但尚不具備發(fā)證條件的企業(yè)，要責(zé)令其停產(chǎn)整頓；對(duì)沒(méi)有按期提出申請(qǐng)和限期整改后仍達(dá)不道發(fā)證條件的企業(yè)，要堅(jiān)決依法予以關(guān)閉。

（六）加強(qiáng)食品安全監(jiān)督管理。要認(rèn)真開(kāi)展節(jié)日期間食品市場(chǎng)的檢查和整治工作，切實(shí)把食品安全的各項(xiàng)措施落實(shí)到實(shí)處，確保人民群眾吃上放心、安全的食品，嚴(yán)防食品安全事故的發(fā)生。著重要加強(qiáng)對(duì)生豬定點(diǎn)屠宰場(chǎng)的監(jiān)管工作，嚴(yán)厲打擊私屠濫宰行為，確保上市肉品質(zhì)量。

（七）加強(qiáng)學(xué)校安全監(jiān)督管理。學(xué)區(qū)、巉口中學(xué)、安定中學(xué)要認(rèn)真貫徹落實(shí)教育部、國(guó)家安監(jiān)總局關(guān)于中小學(xué)安全和管理工作電視電話會(huì)議精神，切實(shí)增強(qiáng)做好中小學(xué)安全和管理工作的責(zé)任感，進(jìn)一步完善學(xué)校安全工作責(zé)任制，建立健全各項(xiàng)管理制度，落實(shí)安全措施，保障安全投入，加大安全教育力度，強(qiáng)化教師的安全責(zé)任，建立起全員負(fù)責(zé)、人人參與的學(xué)校安全工作體系。堅(jiān)決防止校園擁擠踩踏、交通、火災(zāi)、煤煙和食品中毒等事故的發(fā)生。

一、領(lǐng)導(dǎo)重視～組織周密

1、企業(yè)、“三小”商場(chǎng)、職業(yè)危害等方面

出動(dòng)檢查人員共 25 人次～車輛 5 輛次～檢查企業(yè) 21 家～商場(chǎng)3 家～批發(fā)部2家～ 煙花爆竹1 家、危險(xiǎn)化品1 家。

5、網(wǎng)吧、人員密集場(chǎng)所 出動(dòng)檢查人員共 3人次～車輛 2輛次～檢查網(wǎng)吧3家～重點(diǎn)檢查消防安全責(zé)任制度是否落實(shí)的情況,疏散通道、疏散樓梯和安全出口的數(shù)量、寬度～火災(zāi)事故應(yīng)急照明的設(shè)置。

6、旅游安全
