在我國近20年的發(fā)展過程中，集中體現(xiàn)了發(fā)達國家近百年出現(xiàn)的環(huán)境問題，并且生態(tài)環(huán)境問題呈現(xiàn)結構型、壓縮型以及復合型發(fā)展態(tài)勢。生態(tài)環(huán)境污染不僅僅給社會帶來非常巨大的經濟損失，而且會危害人民群眾的身體健康、社會穩(wěn)定乃至人類后代的生存發(fā)展。在未來的15年內，我國的人口還將持續(xù)增加，經濟總量也會翻倍增長，面對資源消耗也將持續(xù)的增長，同時帶來的生態(tài)環(huán)境壓力也越來越大。因此，我國必須將生態(tài)環(huán)境保護問題擺在一個戰(zhàn)略高度位置。加強生態(tài)環(huán)境保護是我國落實了科學發(fā)展觀的重要措施之一，是建設全面小康生活的內在要求，是堅持執(zhí)政為民的重要舉措，同時還是構建和諧社會的重要有力保證。加強生態(tài)環(huán)境保護，有利于促進我國經濟增長及經濟結構的調整，更快更好的實現(xiàn)經濟的發(fā)展。有利于保證人們群眾的身體健康，提高生活質量。同時還可以為子孫后代留下一個良好的生活生態(tài)環(huán)境與發(fā)展空間。因此，我國必須加大生態(tài)環(huán)境保護力度，重視生態(tài)環(huán)境保護工作，集中精力整理解決好生態(tài)環(huán)境問題。

一 我國生態(tài)環(huán)境保護工作的現(xiàn)狀分析

（一）經濟發(fā)展與生態(tài)環(huán)境保護之間的矛盾

隨著我國經濟的快速發(fā)展、各種項目突飛猛進的引入，雖然在生態(tài)環(huán)境保護力度不斷加大，生態(tài)環(huán)保工作取得重要進展，但在取得經濟效益的同時也不可避免的對生態(tài)環(huán)境造成一些影響，帶來了生態(tài)環(huán)境污染等一系列問題，出現(xiàn)一些影響可持續(xù)發(fā)展和損害群眾健康的突出生態(tài)環(huán)境問題。

眾所周知，生態(tài)環(huán)境污染問題是目前我國比較關注的社會問題之一，生態(tài)環(huán)境污染問題也越來越受到重視了。而項目建設的同時，造成的空氣的污染、沿海江河水系的污染、水土流失、荒漠化、沙塵暴等等生態(tài)環(huán)境問題。噪聲擾民、水 質下降、家禽死亡、農田受損、工廠附近群體性居民身體體質弱等問題已經成為投訴的熱點。

近幾年來，因忽視生態(tài)環(huán)境污染而引發(fā)的災難事故頻繁發(fā)生，松花江污染事故就是一個為了發(fā)展當?shù)亟洕粝掳踩[患的典型例子，當時造成江水水質硝基苯濃度升高，污水團一路循江而下，河道附近居民飲水安全得不到保證，影響之深、危害之大不得不讓我們反思。還有，2011 年，美國康飛公司漏油事件導致幾百萬平方公里的渤海灣海域嚴重污染事故，漏油事件污染水質的同時也給當?shù)氐臐O業(yè)和渤海灣的生態(tài)生態(tài)環(huán)境造成了嚴重的影響，影響的背后就是漁民的生計怎么辦、生態(tài)生態(tài)環(huán)境如何轉變，所以我們一定要吸取教訓避免這種惡性事件、危害公眾安全事故再次發(fā)生，這些都是事關國計民生的大事。

（二）生態(tài)環(huán)境保護思想意識淡薄

地大物博的傳統(tǒng)觀念還留在很多人心里，所以就會有一些犧牲生態(tài)環(huán)境、資源換取經濟發(fā)展的現(xiàn)象。也就有些人，經濟條件好了以后，不注重自己的行為，鋪張浪費，用一次性餐具，穿高檔皮草，使用難以降解和回收的材料，可是這些奢侈與欲望的代價是樹木逐年減少，珍貴稀有的野生動物逐漸減少。其實，生態(tài)環(huán)境保護不是一個部門或者一個群體能做好的，必須要所有群眾共同參與和關注，需要我們每個人從身邊做起，從自我做起，樹立生態(tài)環(huán)境保護意識。生態(tài)生態(tài)環(huán)境逐年惡化，他是我們賴以生存的依靠，所以每個人要從思想上認識到生態(tài)生態(tài)環(huán)境的重要性，提倡低碳生態(tài)環(huán)保的生活方式，樹立良好的消費觀念，建立節(jié)約能源的生活模式，推廣文明的行為習慣，杜絕奢侈、浪費的行為，培養(yǎng)生態(tài)消費、理性消費的消費觀念，把生態(tài)環(huán)境保護當成每個公民應盡的責任和義務?？傊鷳B(tài)環(huán)境保護從點滴做起，生態(tài)環(huán)境保護人人有責，做新時代有道德的公民。

二 我國生態(tài)環(huán)境問題原因分析

（一）生態(tài)環(huán)保法律不完善

目前，我國出臺的生態(tài)環(huán)保、能源相關的法律法規(guī)非常多，研究結果也是林林總總，但是依然不能完全控制我國生態(tài)環(huán)境惡化、能源使用率低等生態(tài)環(huán)境問題現(xiàn)狀，其主要的原因就是法律不完善。首先就是生態(tài)環(huán)保法律沒有與時俱進，自《環(huán)境法》頒布以來已經將近20年了，在這短短的20年內，我國的經濟已經 發(fā)生了巨大的變化，該法規(guī)已經沒有適應新形式的發(fā)展要求，不少生態(tài)環(huán)境污染工廠鉆法律的空子但是卻沒有依法予以嚴懲。同時，在法規(guī)中也只是制定了一些基本的原則，而沒有真正的具備實施的條件，部分的主要生態(tài)環(huán)境法規(guī)還存在許多的空白及漏洞，導致了很多的生態(tài)環(huán)境污染問題得不到有效的法律制約。

（二）監(jiān)管制度不健全

在目前國內的很多地區(qū)，生態(tài)環(huán)境保護受到地方經濟的干擾，地區(qū)內的一些污染物排放量最大的工廠同時也是納稅大戶，在地方保護下可以輕松的避開法規(guī)的追究。與加速實現(xiàn)工業(yè)化相比，對生態(tài)環(huán)境保護的重視程度明顯不夠，因此，對于生態(tài)環(huán)境保護的制度、規(guī)范等等都存在著不同程度的滯后性，國家生態(tài)環(huán)境投入也是明顯不足，尤其是當生態(tài)環(huán)境保護與經濟發(fā)展發(fā)生沖突時，往往是前者服從后者。由于受到地方保護以及經濟利益的推動，使得國家的生態(tài)環(huán)境保護工作制度規(guī)范很難有效的執(zhí)行，從而導致生態(tài)環(huán)境問題日益嚴重。

（三）生態(tài)環(huán)境規(guī)劃沒有真正落實

在目前國內的經濟發(fā)展中，生態(tài)環(huán)境規(guī)劃沒有落實到位現(xiàn)象經常發(fā)生。生態(tài)環(huán)境規(guī)劃是生態(tài)環(huán)境管理的中心，通過這種規(guī)劃可以將各個行業(yè)、部門的生態(tài)環(huán)境管理有機的結合起來，從而實現(xiàn)全面的生態(tài)環(huán)境保護目標。大量的實踐經驗證明了，對生態(tài)環(huán)境進行全面規(guī)劃是實現(xiàn)生態(tài)環(huán)境保護最有效，同時也是最經濟的措施之一。但是，顯示中的生態(tài)環(huán)境規(guī)劃遠遠沒有達到與經濟、城市建設規(guī)劃相同等的地位，在城鎮(zhèn)建設中也暴露出了布局分散、不合理的問題，對生態(tài)環(huán)境的集中保護非常不利，也增加了對生態(tài)環(huán)境進行集中治理監(jiān)管的難度與成本。

（四）生態(tài)環(huán)保資金投入不足

投入資金的不足主要表現(xiàn)為兩個方面，一個是國家與地方投入資金不足，另一個是企業(yè)與當?shù)卣度胭Y金不足。國家生態(tài)環(huán)保資金投入不足是引起我國生態(tài)環(huán)境保護形式嚴峻的重要原因之一。在我國的內蒙古等地區(qū)，存在著非常嚴重的土地沙化現(xiàn)象，沙塵暴常見，就需要國家投入大量的資金進行植樹造林，防止土地沙化，但是目前，國家對這塊的資金投入有限，遠遠無法滿足治理需求。企業(yè)與當?shù)卣度胭Y金不足變現(xiàn)為，在我國生態(tài)環(huán)境污染嚴重的地區(qū)雖然受到了生態(tài)環(huán)保局的治理通知，但是所需的治理費用高于整個企業(yè)的產值，企業(yè)無法承擔這筆費用，而政府也沒有及時的進行治理費用的投入，造成了惡性循環(huán)。三 我國生態(tài)環(huán)境問題應對措施

（一）加強培養(yǎng)生態(tài)環(huán)保意識與教育工作

生態(tài)環(huán)境保護、人人有責，我們必須加強對人們群眾生態(tài)環(huán)保意識的培養(yǎng)，加強其生態(tài)環(huán)保觀念，提高生態(tài)環(huán)保意識。

轉變生態(tài)環(huán)保思想，堅持生態(tài)環(huán)保優(yōu)先。轉變思想，加快轉變經濟發(fā)展方式，建立生態(tài)環(huán)境保護優(yōu)于經濟發(fā)展的意識，堅持以人為本、改善生態(tài)環(huán)境質量，探索生態(tài)環(huán)境保護和生態(tài)文明建設的新道路。同時針對區(qū)域經濟發(fā)展規(guī)劃，對不符合要求的項目環(huán)評堅決不予受理、不予審批或暫緩審批。把生態(tài)環(huán)境保護放在經濟社會發(fā)展大局中統(tǒng)籌考慮，從宏觀戰(zhàn)略層面切入解決生態(tài)環(huán)境問題。生態(tài)環(huán)境問題究其本質是經濟結構、生產方式、消費模式和發(fā)展道路問題，必須從發(fā)展方式上找根源，從最頂層的經濟社會發(fā)展規(guī)劃中尋出路，從國家宏觀戰(zhàn)略層面入手，實現(xiàn)生態(tài)環(huán)境保護的歷史性轉變，使群眾生態(tài)環(huán)境權益不受侵害。

加強生態(tài)環(huán)保宣傳，深化生態(tài)環(huán)保意識。我們要做好生態(tài)環(huán)境宣傳教育工作，緊緊圍繞生態(tài)環(huán)境保護中心工作，大力宣傳探索生態(tài)環(huán)保新道路、提高生態(tài)文明水平的舉措和成效，讓人民群眾更加關注和積極參與生態(tài)環(huán)境保護活動中，使人民群眾對生態(tài)環(huán)境保護有更深刻的認識，要在動員公眾參與上取得新進展。

（二）有效落實生態(tài)環(huán)保責任制

生態(tài)環(huán)境保護是社會公共服務與社會管理的重要方面，同時也是政府部門應盡的責任，要根據(jù)法規(guī)約束地方政府，并對其地方生態(tài)環(huán)境破壞負總責，將生態(tài)環(huán)境保護提上議事日程。各級政府要建立并完善生態(tài)環(huán)境保護責任制，并要將生態(tài)環(huán)保目標納入經濟社會發(fā)展考核與干部政績的考核范圍之內，研究綠色經濟核算方法，將經濟發(fā)展中的資源消耗、生態(tài)環(huán)境問題與生態(tài)環(huán)境效益納入經濟發(fā)展的評價體系，對社會經濟的發(fā)展與生態(tài)環(huán)境保護工作進行科學的評價。相關生態(tài)環(huán)保部門要定期的公布一次各地區(qū)行業(yè)的能源消耗以及污染排放情況，方便社會群眾進行監(jiān)督，同時建立生態(tài)環(huán)保工作責任制，對于決策失誤或監(jiān)管不到位造成的重大生態(tài)環(huán)境問題要嚴肅追究法律責任。

加大執(zhí)法力度，做到依法生態(tài)環(huán)保。我們要加大生態(tài)環(huán)境保護執(zhí)法力度，深入開展和整治違法排污企業(yè)，大力開展保障群眾身體健康生態(tài)環(huán)保的專項行動，對重金屬、危險廢物處置污染企業(yè)違法行為予以堅決整治。加大重點區(qū)域、典型 案件掛牌督辦、責任追究和后督察力度，深入推進工程建設領域突出問題專項治理工作，以執(zhí)法檢查作為一種手段，加大檢查、綜合治理力度，解決突出的生態(tài)環(huán)境問題。

深化農村和生態(tài)環(huán)境監(jiān)察工作，健全生態(tài)環(huán)境風險防范與應急管理工作機制，全力遏制化工行業(yè)生態(tài)環(huán)境事件高發(fā)勢頭，突出生態(tài)環(huán)境應急預案建設和管理，妥善處置各類突發(fā)生態(tài)環(huán)境事件。

生態(tài)環(huán)境保護能否取得實效，加強領導有重要作用。各級黨政要高度重視生態(tài)環(huán)境保護工作，立足當前、著眼長遠，切實加強領導，精心組織安排，扎實做好各項工作，確保取得實實在在的成效。一是加強組織領導。保護好生態(tài)環(huán)境，是對各級領導干部執(zhí)政能力和執(zhí)政水平的現(xiàn)實考驗。各級黨政和領導干部要把思想和行動統(tǒng)一到科學發(fā)展觀的要求上來，統(tǒng)一到中央加強生態(tài)環(huán)境保護的方針政策和安排部署上來，牢固樹立抓生態(tài)環(huán)境保護就是抓經濟、抓發(fā)展的觀念，把生態(tài)環(huán)保優(yōu)先放在經濟社會發(fā)展的全局來研究部署，擺到更加重要的議事日程，推動生態(tài)環(huán)境保護工作健康有序開展。建立健全和嚴格落實環(huán)境保護目標責任制，堅持黨政一把手親自抓、負總責，分管領導具體抓，其他領導配合抓，確保各項工作落到實處；二是形成強大合力。生態(tài)環(huán)境保護工作涉及到經濟社會發(fā)展的方方面面，許多工作跨行政區(qū)域和部門，必須加強統(tǒng)籌協(xié)調，建立強大的“生態(tài)環(huán)境保護統(tǒng)一戰(zhàn)線”。切實增強全局觀念和大局意識，強化統(tǒng)籌協(xié)調，主動通力合作，切實形成共同推進工作落實的強大合力，形成黨委領導、政府負責、企業(yè)主導、環(huán)保部門統(tǒng)一監(jiān)管、有關部門各負其責、全社會共同參與的生態(tài)環(huán)境保護工作新格局

建立并健全國家到地方的監(jiān)督檢查以及單位負責的生態(tài)環(huán)境監(jiān)管體制。國家要加強對地方級的生態(tài)環(huán)保工作的支持與引導，健全區(qū)域生態(tài)環(huán)境檢測機構，協(xié)調跨省生態(tài)環(huán)境保護工作的開展，對所出現(xiàn)的生態(tài)環(huán)境問題進行監(jiān)督檢查。地方級政府要對本行政區(qū)內的生態(tài)環(huán)境問題負責，監(jiān)督以及規(guī)范下一級政府部門的生態(tài)環(huán)保工作，對重點生態(tài)環(huán)境問題企業(yè)要加大監(jiān)督力度，并且建立相應的生態(tài)環(huán)境保護監(jiān)管機制。建立企業(yè)生態(tài)環(huán)境保護監(jiān)督責任制，并推行職業(yè)資格管理。對縣級及以上人們政府要加強生態(tài)環(huán)保機構的建設工作，落實職能體制的編制與經費問題。各級地方政府要總結并探索管轄區(qū)域內的生態(tài)環(huán)保機構新的監(jiān)管模式，完善地方生態(tài)環(huán)境監(jiān)管體制。

各企業(yè)在繼續(xù)引進國外先進技術的同時，應把立足點轉移到自主創(chuàng)新上來。要加快實施重大科技專利，進一步調整科技經費投入結構，確保重大科技專項資金及時足額到位，確保節(jié)能減排工作落到實處；發(fā)揮行業(yè)骨干企業(yè)的帶頭作用，強化產學研結合，帶動更多的中小科技企業(yè)參與重大專項實施。要圍繞節(jié)能減排、生態(tài)環(huán)境保護、技術改造和產業(yè)升級、改善民生等重點領域，集中要素資源，著力突破一批支撐經濟社會發(fā)展的核心關鍵技術，提升企業(yè)核心競爭力。要加強基礎研究和前沿技術研究，建設一批開放共享的科技基礎設施和平臺，加強人才隊伍建設，加強生態(tài)環(huán)境保護，促進節(jié)能減排，提升科技持續(xù)創(chuàng)新能力。要繼續(xù)支持科技成果產業(yè)化和規(guī)?；瘧?，推動高技術產業(yè)集聚和特色產業(yè)基地發(fā)展。要發(fā)展創(chuàng)新文化，加大知識產權保護力度，形成全社會共同推進自主創(chuàng)新的良好環(huán)境。

2008年4月22日中視網消息：為紀念國際地球日39周年，中國社會科學院環(huán)境與發(fā)展改革委員會體制研究和管理研究所循環(huán)研究中心等單位舉辦了“生態(tài)需求與發(fā)展方式的轉變”論壇。會議認為，我們在追求工業(yè)化、城市化和進一步現(xiàn)代化的同時，也帶來了嚴重的生態(tài)失衡、環(huán)境污染等問題。論壇向人們描繪了一幅中國生態(tài)環(huán)境“警世圖”：有水皆污，逢雨必酸，企業(yè)偷排廢水、弄虛作假現(xiàn)象十分嚴重。發(fā)達國家上百年工業(yè)化過程中分階段出現(xiàn)的環(huán)境問題，在我國已集中出現(xiàn)。

（1）我國能源消費結構決定了我國的酸雨主要是 型酸雨。酸雨對地球水體及水生生物帶來的危害是使河湖水酸化造成魚類等水生生物死亡。（2）為了防止酸雨，我國在能源利用方面應采取什么措施？

中國羊絨年產量占世界總產量的70%左右，內蒙古羊絨產量約占中國總產量的50%左右。世界上羊絨品質最高的阿爾帕斯羊生長在鄂爾多斯高原地區(qū)。羊絨業(yè)屬于勞動密集型產業(yè)。我國羊絨制品在國際市場上多需要使用外國品牌出售，我國企業(yè)只獲得較少的經濟效益；外國企業(yè)則從品牌和營銷上獲得較大的經濟效益。

山羊產絨率極低，羊絨為稀缺的天然動物纖維，全世界羊絨產量只有羊毛產量的1/300。羊絨產量受草場載畜量的限制。
