      Lixian preferential policies and investment incentives to encourage investment

      To further optimize the investment environment, expand two-way opening up, step up investment and construction projects , attract enterprises from other regions to invest in our county , promote good and fast economic development throughout the county, in accordance with relevant state regulations, combined with the actual county, we specially work out the preferential policies and incentives:

      I.The scope of application

      Focus on encouraging support for the “five-type” projects(energy saving and environmental protection-type, high-tech-based, labor-intensive, agriculture-based industrialization, financial growth).According to the scale of investment we classify them into four sub-categories:

      Special categories: one-time capital invested two hundred million yuan or more on production projects and the projects in the county industrial park with the scale of investment 100 million yuan and up to the standard of the “Five –type” requirements.The first category: new production projects with a one-time capital invested 150 million yuan or more, or the actual use of foreign capital of more than 10 million U.S.dollars , productive projects invested by 500 domestic enterprises , a capital investing one hundred million yuan in the textile, fur, leather two industries engaged in the production of end products deep processing projects, a capital investing 50 million yuan in a leading agricultural industrialization project.The second category: a one-time capital investing 100 million yuan or more, or the actual use of foreign capital of more than five million U.S.dollars in new production projects, a one-time capital investing 50 million or more in the textile, fur, leather two industries engaged in the production of end products deep processing projects, a capital investing 30 million yuan in a leading agricultural industrialization project.The third category: one-time capital investing 50million yuan or more or actual use of foreign capital more than three million U.S.dollars in new production projects, 1000 million yuan of a leading agricultural industrialization project.II.Preferential policies

      (A)preferential policies on land acquisition

      The new projects in the above-mentioned four categories in our county, based on land costs “after the front-end awards” principle, enjoy the following preferential policies:

      1, Land acquisition costs retained at the county level(including land transfer payments , arable land occupation tax, deed tax)are after the implementation of a one-time front-end awards.Land requisition compensation fees(excluding the ground fixtures, Young compensation), are after the front-end fees for land requisition award, which are put into operation by the county level retained part of the total tax amount of a certain percentage paid by the enterprise , the special category projects by 60 percent, the second category project by 50 percent, the third category projects by 30 percent until the award runs out

      2,The units enjoying the preferential policies of the projects are not allowed to change the land use or lease, transfer of the land, such as the exceptional items changes are required to be applied to the land management departments at the county government’s approval.If the project makes a change in land use or lease, transfer of land ,they no longer enjoy preferential policies.(B)Preferential tax policies

      If the new projects in the above-mentioned four categories have no land acquisition, in the short-term “zero tax” principle, they enjoy the following preferential policies:

      1, Value-added tax: Under the current revenue system, value-added tax at the county level retained part is used asthe financial front-end awards for three years on the county’sannual basis

      2, Corporate income tax: Under the current system of fiscal revenue, corporate income tax at the county level retained part of the county on an annual basis after the financial front-end awards is used as the way of incentives for 3 years.3, Travel tax, urban construction tax, property tax: According to the annual county financial incentives in the form of business within 2 years the amount will be paid in full on rewarding enterprise, to promote enterprise development and growth.(C)Preferential policies on administrative charges

      The newprojects in the above-mentioned four categories , in the spirit of “zero fare” principle, enjoy implement of free, reduce, concessions respectively.1, On the following administrative fees, since the land acquisition procedures are finished , projects enjoy free concessions.Special projects free for 5 years, the first category of the projects free for 3 years, the second free for 2 years, third category free for 1 year.(1)Water Conservancy Bureau: the water resource fee(retained part of the county level), river repair and maintenance management fees

      (2)Trade unions: union funds(retained part of the county level)

      (3)Disabled Persons Federation: employment of persons with disabilities security payments

      (4)Human labor Bureau: record-keeping management fees

      2, On the following administrative fees, projects enjoy one-off reduction of concessions by category.Special category projects enjoy the full reduction, the second categoryprojects 70 percent, the third category projects 50 percent.(1)Construction Bureau: City matching fee

      (D)Infrastructure policy

      The new projects in the above-mentioned four categories in our county ,in the spirit of “zero input” principle ,enjoy “Four connecting and one leveling” preferential policies.Since the procedure of land acquirement is over ,the county government is responsible for connecting the road, electricity , water, communication, and leveling the plant site.(E)To the companies ready to be listed ,we implement more special preferential policies, one enterprise one policy.After its being listed, the county government will pay a one-time 500,000 yuan as a reward.(VI)Encourage enterprises to innovate independently.To the Chinese enterprises with brand-name products or well-known trademarks , government incentives 200,000 yuan;to the products identified as a major scientific and technological products by the National Ministry of Science and Technology, the county government incentives 100,000 yuan;to the products

      designated as national inspection-free products, the county government incentives 50,000 yuan;to the products having access to national invention patents and playing an important role in the development of the enterprises ,the county government incentives 50,000 yuan;to the products namedas a provincial brand, provincial famous trademark and the tax amount of 3 million yuan of business, the county government incentives 50,000 yuan.The assessment of the enterprises should seek truth from facts, with no fraud, confirmed by the relevant departments strictly.(VII)Encourage enterprises to enhance the staying power and conserve tax sources.To the enterprise whose legal person pays taxes 1 million yuan more than the previous year and total tax coming up to more than five million yuan ,the government gives the enterprise’s legal person a one-timebonus 50,000 yuan;the net tax increases 2 million yuan or more than the previous year and the total tax amounts to or over 10 million yuan , the government gives a one-timebonus 100,000 yuan to the enterprise’s legal person.(VIII)Special preferential policies

      On the four categories of projects, we carry out “green card, red card, the public security escort” system:

      1, Green card: Project board chairman and general manager cardholders enjoy the following preferential treatment:

      The units and individuals who introduce the projects for funding and financial support for our county from higher-level are rewarded;The units and individuals who gain a higher level target of land for our enterprises are rewarded.(B)Award criteria

      1, For the introduction of the funds invested in businesses of more than 50 million yuan(three million U.S.dollars)from outside the county, according to the actual capital in place(for fixed assets investment), 3 ‰ is used to determine the amount of incentives;for the introduction of 100 million yuan(five million U.S.dollars)or more funds invested in businesses, according to the actual capital in place(for fixed assets investment)2 ‰ is used to determine the amount of incentives;for the introduction of 150 million yuan(10 million U.S.dollars)or more funds invested in businesses, according to the actual capital in place(for fixed-asset investment), 1.5 ‰ is used to determine the amount of incentives.2, Government departments, social organizations, and townships that actively introduce a higher level of funds, incentives will be based on the previous year;within the base 1 percent will be used as a reward, 5% of the excess part will be used as a reward;for beyond the capital introduction of national, provincial and municipal shared provisions which should be allocated to our county, according to the actual capital in place , 1% is used to determine the amount of incentives;for the non-shared capital, according to the actual capital in place, 2% is used to determine the amount of incentives.3, Individuals whose bid for higher-level land indicators For our enterprises will be given a one-time incentive.4, The introduction of township projects outside their own area, tax system can be implemented, 50 percent of the county-level part will be detained to incentive townships.5, Active members of the project, as long as the selection and appointment of cadres are in line with the conditions, will bepromoted in priority by the county Party Committee.(C)Investment confirmation

      1, The County Government sets up a special investment incentive fund specifically for investment individuals(or units)reward.2, In accordance with the Award criteria by the county government,incentive funds can be cashed.(V)Cash incentive

      1, After 3 months of the investmentthe availability of funds is put into use

      2,If the funds are invested in foreign currency, incentives will be cashed on the very day of the availability of funds on the national rate equivalent to RMB cash.3, To the award-winning township and departments 10 percent bonus incentives is used for the township Party and government or departments leaders, 20% for other team members and associated personnel, and the rest used for investment and supplementary funding for the office.4, In the process of investment, fraud found, upon investigation, we will take back the money and pursue their legal responsibilities according to law.The preferential policies and incentives will be valid from the date of publication and the implementation of the relevant preferential policies and incentives previously issued will be abolished at the same time.The preferential policies and incentives are supposed to be explained by the Lixian

      柏鄉(xiāng)縣招商引資優(yōu)惠政策(試行)

      (2010年9月2日)

      為進(jìn)一步加大招商引資力度,吸引外來投資者到柏鄉(xiāng)縣投資興業(yè),根據(jù)國家有關(guān)法律和政策,結(jié)合我縣實(shí)際,特制定本優(yōu)惠政策。

      第一條 本優(yōu)惠政策適用于外來(縣外、國外)投資者在我縣行政區(qū)域內(nèi)合資、合作、獨(dú)資新建固定資產(chǎn)投資額在2000萬元人民幣以上(含2000萬元人民幣)的生產(chǎn)性項(xiàng)目,經(jīng)營期在10年以上,在縣內(nèi)交納流轉(zhuǎn)稅和所得稅。

      第二條 稅收優(yōu)惠政策

      (一)對(duì)固定資產(chǎn)投資2000萬元人民幣以上、5000萬元人民幣以下(含5000萬元人民幣)、正式投產(chǎn)后納稅額100萬元人民幣以上的新開工項(xiàng)目繳納的企業(yè)所得稅縣留成部分給予返還,前三年返還100%,后二年減半返還。

      (二)對(duì)收購破產(chǎn)、停產(chǎn)生產(chǎn)性企業(yè)的,視為新上項(xiàng)目,按本條

      (一)款執(zhí)行。

      (三)對(duì)現(xiàn)有企業(yè)擴(kuò)大規(guī)?;蚩h外企業(yè)兼并縣內(nèi)現(xiàn)有生產(chǎn)性企業(yè),新增固定資產(chǎn)投資超過1000萬元人民幣的,對(duì)企業(yè)新增稅收地方留成部分予以一年獎(jiǎng)勵(lì)性返還。

      第三條 收費(fèi)優(yōu)惠政策

      (一)新建企業(yè)辦理開業(yè)所需證件,只收取工本費(fèi),免收縣 政府支配的行政性收費(fèi)。

      (二)新辦企業(yè)在建設(shè)期間的各種行政收費(fèi),對(duì)縣以上上繳部分按最低限收取,免收縣留成部分費(fèi)用。

      (三)對(duì)新建的高新技術(shù)和國家產(chǎn)業(yè)政策支持的工業(yè)企業(yè),自投產(chǎn)之日起,免收前3年縣政府可以支配的各種費(fèi)用,水資源費(fèi)減半征收。

      第四條 土地優(yōu)惠政策

      (一)固定資產(chǎn)投資2000萬元人民幣以上、5000萬元人民幣以下(含5000萬元人民幣)的項(xiàng)目,企業(yè)投產(chǎn)后,對(duì)土地出讓價(jià)款中政府收益部分予以全額獎(jiǎng)勵(lì),并獎(jiǎng)勵(lì)耕地占用稅的50%。

      (二)固定資產(chǎn)投資5000萬元人民幣以上、1億元人民幣以下(含1億元人民幣)的生產(chǎn)性項(xiàng)目,企業(yè)投產(chǎn)后,對(duì)土地出讓價(jià)款中政府收益部分以及企業(yè)交納的耕地占用稅和契稅予以全額獎(jiǎng)勵(lì),農(nóng)民補(bǔ)償費(fèi)用從企業(yè)繳納稅金的縣留成部分逐年返還。

      (三)國內(nèi)外客商投資高新技術(shù)項(xiàng)目、國外專利、使用省級(jí)以上(含省級(jí))著名商標(biāo)(高新技術(shù)、企業(yè)、項(xiàng)目、產(chǎn)品的認(rèn)定,均以省級(jí)以上科技、商務(wù)部門的證件為準(zhǔn)),其獎(jiǎng)勵(lì)條件可低于本條

      (一)、(二)款所定投資額度。

      (四)利用縣內(nèi)原劃撥土地投資興辦企業(yè),可將土地使用權(quán)按國家規(guī)定以最低價(jià)出讓給新辦企業(yè)。

      第五條 對(duì)固定資產(chǎn)投資額在1億元人民幣以上的項(xiàng)目,給 3 予更大優(yōu)惠,原則上實(shí)行一事一議。對(duì)科技含量高、出口創(chuàng)匯能力強(qiáng)、產(chǎn)業(yè)拉動(dòng)作用大的項(xiàng)目可適當(dāng)降低“一事一議”的條件。

      第六條 對(duì)進(jìn)園區(qū)的項(xiàng)目,確保路、電、通訊、排水、有線電視等基礎(chǔ)設(shè)施完備。

      第七條 信貸幫扶政策

      (一)對(duì)重點(diǎn)項(xiàng)目和企業(yè),實(shí)行金融部門分包承諾制。金融部門要積極主動(dòng)創(chuàng)造條件幫助企業(yè)搞好信用等級(jí)評(píng)定,擴(kuò)大貸款抵押范圍,予以信貸傾斜。

      (二)對(duì)企業(yè)辦理土地、房產(chǎn)貸款抵押手續(xù),國土、建設(shè)、物價(jià)等部門要提供優(yōu)質(zhì)快捷服務(wù),最大限度放寬抵押手續(xù)有效期限。

      第八條 優(yōu)質(zhì)服務(wù)政策

      對(duì)投資企業(yè)采取“保姆式”的服務(wù)辦法,由一名縣級(jí)領(lǐng)導(dǎo)牽頭負(fù)責(zé),引薦單位、政法部門、紀(jì)檢部門、銀行負(fù)責(zé)分包,采取項(xiàng)目聯(lián)席會(huì)議制度和首問責(zé)任制,跟蹤協(xié)調(diào),限時(shí)辦結(jié)??h行政服務(wù)中心實(shí)行“全程一站式”服務(wù),一口對(duì)外。對(duì)企業(yè)所需的各種證照,一般在10日內(nèi)辦結(jié)。充分發(fā)揮我縣環(huán)境舉報(bào)電話(7712346)的作用。需要省、市審批的,有關(guān)部門全程幫辦。

      第九條 投資者享受優(yōu)惠政策的認(rèn)定程序

      (一)投資者向縣商務(wù)局和項(xiàng)目辦出具固定資產(chǎn)投資到位等證明文件及享受優(yōu)惠的申請(qǐng),縣商務(wù)局、項(xiàng)目辦對(duì)項(xiàng)目的固定資 4 產(chǎn)進(jìn)行審核。

      (二)審核結(jié)果報(bào)縣政府研究確定后,由縣政府向投資者出具“外來投資項(xiàng)目享受優(yōu)惠政策通知單”。

      (三)投資者持“通知單”等資料到相關(guān)部門辦理享受優(yōu)惠政策手續(xù)。有關(guān)部門在接到投資者申報(bào)之日起,一個(gè)月內(nèi)辦結(jié)。不予兌現(xiàn)優(yōu)惠政策的,投資者可以向縣監(jiān)察部門投訴,監(jiān)察部門按照行政問責(zé)的規(guī)定,對(duì)責(zé)任單位和責(zé)任人進(jìn)行問責(zé)。

      第十條 縣內(nèi)投資者參照此政策執(zhí)行。第十一條 項(xiàng)目引資人的獎(jiǎng)勵(lì)政策

      (一)引資認(rèn)定。引資人是指在第一時(shí)間首位將外來投資者介紹到我縣考察的單位和個(gè)人。由引資人提出申請(qǐng),引進(jìn)外資額由縣商務(wù)局、統(tǒng)計(jì)局負(fù)責(zé)審核確認(rèn);引進(jìn)內(nèi)資額由縣商務(wù)局、項(xiàng)目辦負(fù)責(zé)審核確認(rèn)。審核結(jié)果報(bào)縣政府研究確定。(引資人提供如下資料:引進(jìn)企業(yè)的營業(yè)執(zhí)照、國地稅登記證、驗(yàn)資報(bào)告、銀行進(jìn)賬單、合同、投資者身份證明、權(quán)威部門出具的資產(chǎn)評(píng)估報(bào)告等)。

      (二)獎(jiǎng)勵(lì)標(biāo)準(zhǔn)。從縣外引進(jìn)的生產(chǎn)性投資,且固定資產(chǎn)投資額在2000萬元人民幣以上的項(xiàng)目,按投資方固定資產(chǎn)投資額的0.1%-0.3%提取獎(jiǎng)金。獎(jiǎng)金最高不超過100萬元人民幣。

      (三)獎(jiǎng)勵(lì)兌現(xiàn)。在項(xiàng)目投資額達(dá)到協(xié)議的承諾后兌現(xiàn)獎(jiǎng)勵(lì),獎(jiǎng)金由縣財(cái)政部門列入預(yù)算并負(fù)責(zé)發(fā)放。

      (四)激勵(lì)措施。對(duì)引進(jìn)固定資產(chǎn)投資在5000萬元人民幣以 上,且項(xiàng)目投產(chǎn)后連續(xù)二年納稅在300萬元人民幣以上的生產(chǎn)性項(xiàng)目,財(cái)政開支的單位工作人員,放棄物質(zhì)獎(jiǎng)勵(lì)的,按照《黨政領(lǐng)導(dǎo)干部選拔任用條例》優(yōu)先提拔重用。

      (五)一個(gè)項(xiàng)目只能明確一個(gè)引進(jìn)單位和引進(jìn)人。第十二條 本政策自2010年9月2日起執(zhí)行,原有規(guī)定與本規(guī)定相抵觸的,以本規(guī)定為準(zhǔn)。

      第十三條 本政策由縣商務(wù)局負(fù)責(zé)解釋。

      一、項(xiàng)目開發(fā)主體優(yōu)惠政策

      (一)項(xiàng)目用地政策

      根據(jù)國家、省、市有關(guān)規(guī)定,對(duì)新投資建設(shè)的商貿(mào)、物流等服務(wù)業(yè)項(xiàng)目用地,實(shí)行公開招標(biāo)、拍賣或者掛牌方式出讓,同時(shí)兌現(xiàn)以下鼓勵(lì)投資政策。

      1、以下幾類項(xiàng)目用地,按項(xiàng)目所在地基準(zhǔn)地價(jià)掛牌出讓,待項(xiàng)目建成投產(chǎn)或運(yùn)營后,縣財(cái)政對(duì)項(xiàng)目用地工業(yè)地價(jià)以上部分,安排等額資金予以獎(jiǎng)勵(lì):

      A、固定資產(chǎn)投資2000萬元以上、建筑面積10000平方米以上的商務(wù)酒店項(xiàng)目、倉儲(chǔ)類項(xiàng)目;

      B、固定資產(chǎn)投資2000萬元以上、以流轉(zhuǎn)土地為主的生態(tài)農(nóng)業(yè)園、文化旅游類項(xiàng)目中的建設(shè)用地(比例不得高于項(xiàng)目總占地面積的10%);

      C、固定資產(chǎn)投資2000萬元以上的文化、教育、體育、衛(wèi)生類項(xiàng)目;

      D、固定資產(chǎn)投資5000萬元以上非分割出售產(chǎn)權(quán)的純商業(yè)類項(xiàng)目。

      2、對(duì)固定資產(chǎn)投資2億元以上、建筑面積40000平方米以上、標(biāo)準(zhǔn)四星級(jí)以上酒店項(xiàng)目,按選址地基準(zhǔn)地價(jià)標(biāo)準(zhǔn)出讓,待項(xiàng)目建成試運(yùn)營后,縣財(cái)政按土地價(jià)款同等數(shù)額安排資金予以獎(jiǎng)勵(lì)。

      3、物流類項(xiàng)目、總建筑面積50000平方米以上非分割出售產(chǎn)權(quán)的大市場類項(xiàng)目用地,按基準(zhǔn)地價(jià)出讓。

      4、分割出售產(chǎn)權(quán)的大市場類項(xiàng)目,分割出售比例不得高于總建筑面積的60%。項(xiàng)目自有經(jīng)營部分按基準(zhǔn)地價(jià)出讓,分割出售部分按招拍掛成交價(jià)執(zhí)行??偨ㄖ娣e(不含住宅小區(qū)配套建設(shè)的商業(yè)設(shè)施)10萬平方米以上的大市場類項(xiàng)目,對(duì)其分割出售部分,按土地基準(zhǔn)地價(jià)以上部分的50%比例,由縣財(cái)政安排資金予以獎(jiǎng)勵(lì)。

      (二)行政事業(yè)性收費(fèi)政策

      1、按本辦法規(guī)定的新建四星級(jí)以上標(biāo)準(zhǔn)酒店項(xiàng)目,建設(shè)行政事業(yè)性收費(fèi)按規(guī)定收取后,對(duì)現(xiàn)行政策條件下的縣級(jí)留存部分,由縣財(cái)政按100%比例給予獎(jiǎng)勵(lì)。

      2、新引進(jìn)固定資產(chǎn)投資1億元以上且非分割出售產(chǎn)權(quán)的純商業(yè)項(xiàng)目,項(xiàng)目建設(shè)行政事業(yè)性收費(fèi)按規(guī)定收取后,對(duì)現(xiàn)行政策條件下的縣級(jí)留存部分,由縣財(cái)政按50%比例給予獎(jiǎng)勵(lì)。

      3、新引進(jìn)有配套住宅的商貿(mào)物流服務(wù)業(yè)項(xiàng)目,對(duì)其非分割出售部分給予優(yōu)惠。即建設(shè)期在2年之內(nèi)、總建筑面積(不含住宅小區(qū)配套建設(shè)的商業(yè)設(shè)施)10萬平方米以上、自有經(jīng)營部分比例不低于40%的,對(duì)

      其自有經(jīng)營部分的建設(shè)行政事業(yè)性收費(fèi)按規(guī)定收取后,對(duì)現(xiàn)行政策條件下的縣級(jí)留存部分,由縣財(cái)政按50%比例給予獎(jiǎng)勵(lì)。

      二、新建企業(yè)經(jīng)營優(yōu)惠政策

      1、對(duì)下列經(jīng)營企業(yè),所繳納的營業(yè)稅、增值稅和企業(yè)所得稅地方留存部分,前5年給予50%獎(jiǎng)勵(lì):

      (1)商貿(mào)服務(wù)業(yè):對(duì)新引進(jìn)的國內(nèi)外知名商貿(mào)經(jīng)營企業(yè)和連鎖經(jīng)營企業(yè)(世界500強(qiáng)、中國連鎖百強(qiáng));

      (2)酒店及餐飲業(yè):新建四星級(jí)及以上標(biāo)準(zhǔn)酒店;營業(yè)面積5000㎡以上的新建大型餐飲企業(yè);營業(yè)面積5000㎡以上新建“農(nóng)家樂”經(jīng)營企業(yè);

      (3)物流業(yè):總投資5000萬元以上且經(jīng)營面積3000㎡以上的新建物流配送中心、第三方物流企業(yè)。

      2、總投資5億元以上城市綜合體中的下列經(jīng)營企業(yè),營業(yè)稅、增值稅和企業(yè)所得稅地方留存部分,前5年給予50%獎(jiǎng)勵(lì):

      (1)營業(yè)面積不低于10000㎡的商貿(mào)企業(yè);

      (2)營業(yè)面積不低于1000㎡的品牌連鎖餐飲企業(yè);

      (3)營業(yè)面積不低于1000㎡的文化休閑企業(yè)(如書店、影劇院等)。

      三、財(cái)稅貢獻(xiàn)及引資獎(jiǎng)勵(lì)政策

      (一)新項(xiàng)目建成投產(chǎn)后,對(duì)下一個(gè)會(huì)計(jì)內(nèi)納稅100萬元以上的,一次性獎(jiǎng)勵(lì)給企業(yè)負(fù)責(zé)人10萬元;500萬元以上的,一次性獎(jiǎng)勵(lì)給企業(yè)負(fù)責(zé)人30萬元;1000萬元以上的,一次性獎(jiǎng)勵(lì)給企業(yè)負(fù)責(zé)人50萬元。

      (二)成功引薦固定資產(chǎn)投資2000萬元以上單個(gè)項(xiàng)目,在項(xiàng)目建成投產(chǎn)或運(yùn)營后,按固定資產(chǎn)投資額的2‰給予引薦人一次性獎(jiǎng)勵(lì),最高獎(jiǎng)勵(lì)額度為50萬元。

      四、對(duì)重大特殊項(xiàng)目,對(duì)還可實(shí)行“一事一議”、“一企一議”,制訂特殊優(yōu)惠政策。享受“一事一議”、“一企一議”政策的項(xiàng)目,不再重復(fù)享受本政策規(guī)定的扶持或獎(jiǎng)勵(lì)政策。

      五、組織實(shí)施辦法

      (一)招商引資項(xiàng)目合作協(xié)議,由縣招商局負(fù)責(zé)起草,縣法制辦負(fù)責(zé)審核。落戶在縣工業(yè)園區(qū)、硅工業(yè)園區(qū)內(nèi)的項(xiàng)目合作協(xié)議,分別由兩園區(qū)管委會(huì)與投資方簽署,其他項(xiàng)目合作協(xié)議由縣招商局與投資方簽署。兩園區(qū)管委會(huì)簽署的合作協(xié)議,應(yīng)于簽署后2日內(nèi)報(bào)縣招商局備案。

      (二)項(xiàng)目基本建設(shè)基金、企業(yè)發(fā)展扶持基金、財(cái)稅貢獻(xiàn)、固定資產(chǎn)投資及引資獎(jiǎng)勵(lì)政策,一年兌現(xiàn)一次。每年2月份開始,至4月底截止。4月底前不能提供相關(guān)材料的,次年受理。

      (三)申請(qǐng)兌現(xiàn)扶持及獎(jiǎng)勵(lì)政策的企業(yè),需在項(xiàng)目竣工投產(chǎn)后提出申請(qǐng)。申請(qǐng)材料由所屬園區(qū)管委會(huì)或當(dāng)?shù)剜l(xiāng)鎮(zhèn)政府進(jìn)行初審、縣審計(jì)部門予以審查、縣“工業(yè)經(jīng)濟(jì)、招商引資、園區(qū)建設(shè)”指揮部審定,然后按規(guī)定程序由縣財(cái)政部門予以兌現(xiàn)。

      六、本辦法由鳳陽縣招商局負(fù)責(zé)解釋。

      七、本辦法自2011年1月1日起執(zhí)行,此前發(fā)布的相關(guān)鼓勵(lì)投資政策同時(shí)廢止。本辦法下發(fā)前簽署合作協(xié)議的項(xiàng)目,按協(xié)議約定條款及當(dāng)時(shí)的鼓勵(lì)投資政策執(zhí)行。

      第四篇:渭源縣招商引資優(yōu)惠政策

      渭源縣招商引資優(yōu)惠政策

      為適應(yīng)西部大開發(fā)戰(zhàn)略,進(jìn)一步優(yōu)化投資環(huán)境,吸引縣域外客商投資,引進(jìn)資金、技術(shù)和人才,加大對(duì)外開放力度,加快開放、和諧新渭源的建設(shè)步伐。根據(jù)國家和省、市有關(guān)法律法規(guī)和相關(guān)政策,本著先讓利后規(guī)范的原則,結(jié)合渭源經(jīng)濟(jì)社會(huì)發(fā)展實(shí)際,特制定本優(yōu)惠政策。

      第一條放寬準(zhǔn)入條件和投資領(lǐng)域。

      鼓勵(lì)縣外客商在全縣境內(nèi)興辦符合國家產(chǎn)業(yè)政策的各類企業(yè)。凡國家法律法規(guī)沒有明令限制的領(lǐng)域,都允許縣域外資本和招商引資企業(yè)進(jìn)入。

      第二條簡化項(xiàng)目審批手續(xù)。對(duì)招商引資企業(yè)投資(全額)項(xiàng)目,只要符合國家產(chǎn)業(yè)政策,一律實(shí)行核準(zhǔn)制、備案制。核準(zhǔn)項(xiàng)目只提交申請(qǐng)報(bào)告,不再進(jìn)行批準(zhǔn)建議書、可研報(bào)告等程序,備案項(xiàng)目只填報(bào)備案表。

      第三條實(shí)行財(cái)稅優(yōu)惠政策。

      1、對(duì)我縣境內(nèi)新辦的國家鼓勵(lì)類產(chǎn)業(yè)的招商引資企業(yè),兩年內(nèi)免征企業(yè)所得稅,后三年減半征收。

      2、實(shí)行試生產(chǎn)期優(yōu)惠政策,總投資在3000萬元至5000萬元的工業(yè)企業(yè),自投產(chǎn)之日起,享受二年的試生產(chǎn)期優(yōu)惠;總投資在5000萬元以上(含5000萬元)的工業(yè)企業(yè),自投產(chǎn)之日起,享受三年的試生產(chǎn)期優(yōu)惠。在試生產(chǎn)期內(nèi),企業(yè)繳納的增值稅、營業(yè)稅,按國家和省上財(cái)政體制和稅制,屬縣上分成或獨(dú)享的部分,由財(cái)政部門牽頭與相關(guān)部門審核,報(bào)縣政府批準(zhǔn)后,全額撥付企業(yè),作為技術(shù)研發(fā)和創(chuàng)新補(bǔ)貼資金。試生產(chǎn)期結(jié)束后的三年按50%補(bǔ)貼。

      3、實(shí)行企業(yè)繳稅獎(jiǎng)勵(lì)政策。按照企業(yè)為縣財(cái)政繳納稅金的10%給予獎(jiǎng)勵(lì)。

      第四條實(shí)行土地優(yōu)惠政策。

      1、鼓勵(lì)招商引資工業(yè)企業(yè)進(jìn)入縣工業(yè)集中區(qū)創(chuàng)業(yè),按工業(yè)用地最低價(jià)格起價(jià)掛牌出讓。

      2、對(duì)從事中藥材加工、貯存、販運(yùn)經(jīng)營戶用地給予優(yōu)惠,對(duì)合法經(jīng)營戶,免收臨時(shí)用地管理費(fèi)和土地復(fù)墾費(fèi)保證金,只審批不收費(fèi)。

      第五條貸款擔(dān)保、貼息優(yōu)惠政策。

      1、對(duì)縣內(nèi)符合產(chǎn)業(yè)發(fā)展政策、運(yùn)行良好的招商企業(yè)申請(qǐng)貸款,由縣招商局協(xié)調(diào),縣中小企業(yè)信用擔(dān)保中心負(fù)責(zé)提供擔(dān)保。

      2、對(duì)工業(yè)項(xiàng)目所需貸款利息,按投資額大小,由縣上給予相應(yīng)的貼息補(bǔ)助,貼息期為一年。

      ⑴對(duì)固定資產(chǎn)投資額在1000-3000萬元的招商引資企業(yè)貸款,補(bǔ)貼30%利息。

      ⑵對(duì)固定資產(chǎn)投資額在3000-5000萬元的招商引資企業(yè)貸款,補(bǔ)貼40%利息。

      ⑶對(duì)固定資產(chǎn)投資額在5000萬元以上的招商引資企業(yè)貸款,補(bǔ)貼50%利息。

      第六條實(shí)行收費(fèi)、罰款備案制度。

      對(duì)依法經(jīng)營的招商引資企業(yè),在開辦、融資、運(yùn)行、轉(zhuǎn)讓等各環(huán)節(jié)由縣級(jí)政府部門辦理的相關(guān)手續(xù)一律不收費(fèi)。針對(duì)企業(yè)的收費(fèi)、罰款等行為,須報(bào)請(qǐng)縣招商引資工作和工業(yè)發(fā)展領(lǐng)導(dǎo)小組加注意見,未加注意見的,企業(yè)有權(quán)拒交。

      第七條投資服務(wù)政策。

      中外投資者固定資產(chǎn)投資500—1000萬元的生產(chǎn)加工、商貿(mào)流通項(xiàng)目,符合國家產(chǎn)業(yè)政策的,由項(xiàng)目責(zé)任單位或引資單位在7個(gè)有效工作日內(nèi),為投資者辦完全程審批手續(xù);投資1000萬元以上的生產(chǎn)加工、商貿(mào)流通項(xiàng)目,由縣招商局和項(xiàng)目承辦單位在7個(gè)有效工作日內(nèi),為投資者辦完全程審批手續(xù);重大投資項(xiàng)目由縣招商引資工作領(lǐng)導(dǎo)小組牽頭,相關(guān)部門相互配合采取一事一議、特事特辦的辦法為投資者提供全程服務(wù)。

      第八條獎(jiǎng)勵(lì)辦法。對(duì)在招商引資工作中做出突出貢獻(xiàn)的單位和個(gè)人按以下標(biāo)準(zhǔn)進(jìn)行獎(jiǎng)勵(lì)。

      (一)到位資金200萬元-500萬元(不含500萬元),按5‰獎(jiǎng)勵(lì)。

      (二)到位資金500萬元-1000萬元(不含1000萬元),按6‰獎(jiǎng)勵(lì)。

      (三)到位資金1000萬元-2000萬元(不含2000萬元),按7‰獎(jiǎng)勵(lì)。

      (四)到位資金2000萬元-5000萬元(不含5000萬元),按8‰獎(jiǎng)勵(lì)。

      (五)到位資金5000萬元以上的,實(shí)行“一事一議”,予以重獎(jiǎng)。

      第九條本規(guī)定自公布之日起執(zhí)行。

      第十條 本規(guī)定由縣招商局負(fù)責(zé)解釋。

      第五篇:縣招商引資優(yōu)惠政策

      克山縣招商引資優(yōu)惠政策

      為進(jìn)一步鼓勵(lì)吸引境內(nèi)外客商來克山投資興業(yè),促進(jìn)全縣經(jīng)濟(jì)社會(huì)全面發(fā)展,根據(jù)國家、省有關(guān)支持地方經(jīng)濟(jì)發(fā)展的相關(guān)法律、法規(guī)和政策,結(jié)合克山實(shí)際,制定本優(yōu)惠政策。

      一、財(cái)政稅收優(yōu)惠政策

      第一條對(duì)符合我縣產(chǎn)業(yè)發(fā)展重點(diǎn)、拉動(dòng)力強(qiáng)、后勁大的生產(chǎn)加工型項(xiàng)目及外資項(xiàng)目,政府將采取一事一議、特事特辦的方法,給予更加優(yōu)惠政策。

      第二條境內(nèi)外客商固定資產(chǎn)投資5000萬元以上的生產(chǎn)加工型項(xiàng)目,投產(chǎn)后,前三年由政府按企業(yè)已繳工商稅收地方留成部分的100%予以扶持。

      第三條上述企業(yè)從第四年開始,實(shí)繳工商稅收1000萬元以上的,繼續(xù)享受三年實(shí)繳工商稅收地方留成部分的50%扶持政策;實(shí)繳工商稅收800萬元以上的,繼續(xù)享受兩年實(shí)繳工商稅收地方留成部分的50%扶持政策;實(shí)繳工商稅收500萬元以上的,繼續(xù)享受一年實(shí)繳工商稅收地方留成部分的50%扶持政策。

      二、土地使用優(yōu)惠政策

      第四條境內(nèi)外客商在本縣固定資產(chǎn)投資5000萬元以上,符合國家產(chǎn)業(yè)政策導(dǎo)向和本縣投資重點(diǎn)的生產(chǎn)加工型企業(yè),縣政府收益的土地出讓金采取先征后扶持的政策分兩次

      給予支持,第一次支持80%,余下的20%待企業(yè)實(shí)現(xiàn)稅金后,由工商稅收地方實(shí)得部分予以扶持。

      三、收費(fèi)優(yōu)惠政策

      第五條境內(nèi)外客商投資5000萬元以上的生產(chǎn)加工型企業(yè),辦理證照階段的各項(xiàng)行政事業(yè)性收費(fèi),凡縣政府有權(quán)免收的除工本費(fèi)外一律免收。國家和省、市規(guī)定的行政事業(yè)性收費(fèi)有上下限的按下限收取。

      四、服務(wù)保障政策

      第六條境內(nèi)外客商到本縣投資創(chuàng)辦企業(yè),政府界定為招商引資企業(yè)后,由企業(yè)提供相關(guān)材料,縣招商局統(tǒng)一代辦各種證照,各項(xiàng)收費(fèi)經(jīng)縣政府確定后,由招商局統(tǒng)一墊繳。

      第七條對(duì)外來投資企業(yè)實(shí)行掛牌保護(hù)。未經(jīng)縣政府批準(zhǔn),任何單位和個(gè)人不得到企業(yè)搞檢查、評(píng)比、捐助、攤派、收費(fèi)等事項(xiàng)。

      第八條縣電視臺(tái)、齊報(bào)克山版等新聞媒體,對(duì)固定資產(chǎn)投資5000萬元以上的招商引資企業(yè),廣告費(fèi)給予優(yōu)惠。

      第九條固定資產(chǎn)投資5000萬元以下的有前景的工業(yè)項(xiàng)目,可執(zhí)行省、市有關(guān)招商引資優(yōu)惠政策。

      第十條固定資產(chǎn)投資額度認(rèn)定工作由縣財(cái)政、招商、審計(jì)、監(jiān)察部門聯(lián)合審核認(rèn)定。

      第十一條本優(yōu)惠政策由克山縣人民政府授權(quán)克山縣招商引資局負(fù)責(zé)解釋,自頒布之日起施行,以往文件廢止。
