Fellow Deputies,On behalf of the State Council, I now present to you my report on the work of the government for your deliberation and approval.I also invite the members of the National Committee of the Chinese People's Political Consultative Conference(CPPCC)to submit comments and suggestions.I.Review of National Economic and Social Development During the Eleventh Five-Year Plan Period
The Eleventh Five-Year Plan period was a truly extraordinary time in the course of the country's development.In the face of complex domestic and international situations and a series of major risks and challenges, the Communist Party of China(CPC)united with and led the people of all the country's ethnic groups in comprehensively advancing reform, opening up and modernization, bringing about a historic change in China over the past five years.--The country's productive forces and overall national strength improved significantly.We effectively warded off the impact of the global financial crisis, maintained steady and rapid economic development and fulfilled the major objectives and tasks of the Eleventh Five-Year Plan, and the economy scaled new heights.GDP grew at an average annual rate of 11.2% to reach 39.8 trillion yuan.Government revenue increased from 3.16 trillion yuan to 8.31
trillion yuan.Major breakthroughs were attained in cutting-edge science and technology such as the manned space mission, the lunar exploration program and supercomputers.Great progress was made in the modernization of national defense and the army.--Progress in all social programs accelerated and people's lives improved significantly.Comprehensive progress was made in education, science and technology, culture, public health and sports programs.The number of new urban jobs increased by 57.71 million, and 45 million agricultural workers found urban employment.The per capita disposable income of urban residents rose by an annual average of 9.7% and the per capita net income of rural residents by 8.9% in real terms.The social security system covering both urban and rural areas was progressively refined.--Major progress was made in reform and opening up.New breakthroughs were achieved in crucial areas and key links of reform, and the socialist market economy further improved.Last year, total foreign trade volume reached US$ 2.97 trillion and the openness of the economy increased rapidly.--China's international prestige and influence grew significantly.We played an important and constructive role in international affairs;effectively safeguarded our national sovereignty, security and development interests;and made major progress in our all-around diplomacy.We successfully hosted the Beijing Olympics and Shanghai World Expo, thus fulfilling dreams the Chinese nation had cherished for a century.These brilliant achievements clearly show the advantages of socialism with Chinese characteristics and the great power of reform and opening up.They greatly increased the confidence and pride of our people of all ethnic groups, strengthened the cohesiveness of the Chinese nation, and inspired us to forge ahead on our historic course.The following are our main accomplishments over the past five years:
1.Strengthening and improving macro-control, and spurring steady and rapid economic development
We paid close attention to the orientation, focus and strength of macro-control and kept a firm grasp on the initiative in our economic work.In the early stages of the Eleventh Five-Year Plan period, we adopted correct policies and measures to address overheated investment growth, the excessive trade surplus, excess liquidity, and structural and imported inflation;effectively prevented emerging problems from evolving into trends;and prevented problems in any one area from becoming general problems.In the last two years, we responded coolly to the impact of the global financial crisis-a crisis of a severity seldom seen in the last century, made decisions scientifically and resolutely followed a proactive fiscal policy and moderately easy monetary policy.We steadfastly implemented a multi-point plan, greatly increased government spending and made structural tax reductions, carried out the plan for restructuring and reinvigorating key industries on a large scale, vigorously promoted innovation and increased support for work in science and technology, and substantially increased social security benefits.We steadfastly followed a strategy of expanding domestic demand;adopted policies and measures to encourage consumer spending;and increased urban and rural incomes, particularly for low-income people.As a result, consumer spending grew steadily and its structure constantly improved.We carried out a two-year investment plan to increase spending by 4 trillion yuan, including
1.18 trillion yuan from the central government.Of this amount, 43.7% was invested in low-income housing projects, projects to improve the wellbeing of rural residents, and social programs;15.3% in innovation, restructuring, energy conservation, emissions reductions and ecological improvement;23.6% in major infrastructure projects;and 14.8% in post-Wenchuan earthquake recovery and reconstruction.Government spending guided and drove nongovernmental investment, greatly increased domestic demand and effectively compensated for weak external demand.This helped
to reverse the slowdown in economic growth in a relatively short time and make the Chinese economy the first in the world to pick up again.In this way, we not only got over the hard times and ensured and improved the wellbeing of the people, but also laid a firm foundation for long-term development.2.Striving to do our work related to agriculture, rural areas, and farmers well, and consolidating and strengthening the agricultural foundation
Central government spending on agriculture, rural areas, and farmers totaled nearly 3 trillion yuan and grew at an average annual rate of more than 23%.Agricultural tax and various government charges were totally abolished, thereby ending the history of farmers paying taxes on the crops they grow and easing their annual burden by more than 133.5 billion yuan.We set up a subsidy system for grain growers and a benefit subsidy system for major growing areas, and paid out 122.6 billion yuan in production subsidies to grain growers last year.Minimum purchase prices and temporary purchase and storage policies were put in place for key grain varieties, and the minimum purchase prices for wheat and rice were raised by between 25% and 40%.We rigorously safeguarded arable land.We worked hard to make advances in agricultural science and technology.New record highs were set for grain production, which reached 5.4641 trillion tons last year, the seventh consecutive yearly increase.The per capita net income of farmers continued to grow rapidly and reached 5,919 yuan.We made steady progress with comprehensive reforms in the countryside and fully implemented the reform of tenure in collective forests and the system for managing state-owned farms.We accelerated agricultural and rural infrastructure development.We finished reinforcing 7,356 large and medium-sized reservoirs and key small reservoirs and ensured the safety of drinking water for 215 million rural residents.Farmers' lives constantly improved and rural development entered a new era.3.Strongly promoting economic restructuring and improving the quality and performance of economic growth
First, we accelerated industrial restructuring and innovation.We vigorously carried out technological upgrading in enterprises and enterprise mergers and reorganizations, which noticeably raised the overall level and competitiveness of Chinese industries, particularly equipment manufacturing.Strategic emerging industries grew rapidly.We accelerated the development of the national innovation system;carried out knowledge innovation projects and technology innovation projects;and made breakthroughs in urgently needed cutting-edge technologies, core technologies and key equipment technologies.A large number of research results have been applied in industrial production.The service industry developed quickly and the proportion it contributes to GDP rose by 2.5 percentage points.We greatly accelerated infrastructure development.We expanded the railway system by 16,000 km over the past five years and the road system by 639,000 km, including 33,000 km of expressways.We built, improved or expanded 33 airports and built or reinforced 17,000 km of dykes.Second, we made genuine progress in energy conservation, emissions reduction, ecological improvement and environmental protection.We formulated policies, measures and national objectives for controlling greenhouse gas emissions by 2020 and drew up a comprehensive work plan for conserving energy and reducing emissions.We vigorously developed clean energy.New power generating units with a capacity of 445 million kW were put on line, including hydropower plants with 96.01 million kW capacity and nuclear power plants with 3.84 million kW capacity.We decommissioned small thermal power plants with a capacity of 72.1 million kW and eliminated a number of outdated coal, steel, cement and coke production facilities.We made progress on key ecological forestry projects, and afforested a total of 25.29 million hectares.We applied a combination of approaches to control soil erosion on 230,000 km2 of land, and strengthened efforts to control water and air pollution in key watersheds, prevent and control air pollution and control industrial wastewater, waste gases and residues.We strongly promoted the development of the circular economy.Energy consumption per unit of GDP fell 19.1%, chemical oxygen demand by
12.45% and sulfur dioxide emissions by 14.29%.Third, we worked to balance regional economic development.We implemented a master strategy for regional development, issued and implemented the national plan for development priority zones;formulated new 10-year guidelines for the large-scale development of the western region and a number of regional development plans;and introduced new measures to stimulate development by leaps and bounds in Tibet, Tibetan ethnic areas in Sichuan, Yunnan, Gansu and Qinghai provinces, Xinjiang and other ethnic minority areas.Development accelerated in the central and western regions and northeast China, and their economic growth rates and other main economic indicators were higher than the national average.The economic structure of the eastern region constantly improved, and its innovativeness and competitiveness gradually increased.Discrepancies in levels of basic public services among regions were decreasing, and the development of each region was taking on unique characteristics.4.Determinedly working to deepen reform and opening up, and strengthening the internal vitality of economic and social development
We gradually improved the system of transfer payments and set up a rudimentary mechanism for ensuring basic funding for county-level governments.We comprehensively carried out VAT reform.The reform of prices of refined oil products and related taxes and fees was implemented smoothly.Trials were launched for the reform of resource taxes, and the corporate tax systems for domestic and overseas-funded enterprises were unified.The reform to convert large state-owned commercial banks to stockholding companies was smoothly completed, and the reform of policy-based financial institutions and rural credit cooperatives is well underway.We steadily resolved the issue of floating non-tradable shares of listed companies;successfully launched the ChiNext stock market;and introduced stock index futures and securities margin trading.The market for government bonds developed steadily.We deepened the reform and opening up of the insurance industry.Orderly progress was made in reforming the mechanism for setting the RMB exchange rate, and the trials of settling cross-border trade accounts in RMB were constantly expanded.Positive progress was made in the reform to turn state-owned enterprises(SOEs)into stockholding corporations and the reform of the system for managing and overseeing state assets.We accelerated reform of the postal system.A series of policies were formulated and implemented to promote the development of small and medium-sized enterprises and encourage nongovernmental investment, the environment for the development of the non-public sector of the economy constantly improved, and economic entities under diverse forms of ownership developed side by side.The breadth and depth of our openness to the outside world constantly increased.Total import and export volume grew by an average annual rate of 15.9%, and the structure of imports and exports constantly improved.Our trade surplus decreased for two consecutive years, and the year-on-year decrease was 6.4% in 2010.The utilization of foreign capital further improved.The pace of enterprises “going global” increased noticeably: outward foreign direct investment reached $220 billion and the total volume of contracts to build foreign projects and provide overseas labor services reached $335.2 billion.We energetically participated in the reform of global economic governance and the development of mechanisms for regional cooperation, and our multilateral and bilateral economic and trade cooperation continued to deepen.The scale of our foreign aid continued to grow.Opening to the outside world strongly stimulated economic development and restructuring, increased employment, attracted advanced technology and managerial expertise, and greatly improved China's international standing.

BEIJING, March 5(Xinhua)--Following are the highlights of a government work report distributed to media ahead of the annual session of the National People's Congress(NPC)Monday morning.The report is expected to be delivered by Premier Wen Jiabao at the session.MAJOR TARGETS FOR 2012--GDP will grow by 7.5 percent.--Consumer Price Index(CPI)increase will be kept around 4 percent.--More than 9 million new jobs will be created in towns and cities.The registered urban unemployment rate will be kept at 4.6 percent or lower.--The volume of total exports and imports will increase by around 10 percent.--China will make further progress in industrial restructuring, innovation, energy conservation, and emissions reduction, and ensure that both urban and rural residents' real incomes increase in line with economic growth.--A deficit of 800 billion yuan is projected, a decrease to around 1.5 percent of GDP, consisting of 550 billion yuan in central government deficit and 250 billion yuan in local government bonds.FISCAL AND MONETARY POLICIES
--China will continue to implement a proactive fiscal policy.The government will increase spending on areas important to people's wellbeing.--China will continue to implement a prudent monetary policy.The broad money supply is projected to increase by 14 percent.--China will make the floating exchange rate regime more flexible and keep the RMB exchange rate basically stable at an appropriate and balanced level.PRICE CONTROL
--China will control prices and prevent inflation from rebounding by effectively carrying out macroeconomic policies, managing the supply of money and credit, and striving for basic equilibrium in aggregate supply and demand.AGRICULTURE--Efforts will be made to increase farmers' income, support agricultural technology development, develop rural infrastructure and protect farm land.--The central fiscal plans to allocate 1.23 trillion yuan for agriculture, rural areas and farmers, 186.8 billion yuan more than last year.ECONOMIC RESTRUCTURING
--To accelerate the transformation of the economic development pattern and carry out strategic adjustment of the economic structure is both a long-term and most pressing task at present.NUCLEAR POWER
--China will safely and effectively develop nuclear power.MONITORING PM 2.5
--China will start monitoring fine particulate matter(PM2.5)in the Beijing-Tianjin-Hebei region, the Yangtze River delta, the Pearl River delta and other key areas as well as in municipalities directly under the central government and provincial capital cities in 2012.--The monitoring will be extended to all cities at and above the prefectural level by 2015.GOING BLUE
--China will formulate and implement a strategy for marine development, and promote the development of the marine economy.SPENDING MORE IN EDUCATION
--The central government has prepared its budget to meet the requirement that government spending on education accounts for 4 percent of the GDP.--The government will enhance school bus safety to ensure children's safety.PEOPLE'S WELLBEING
--China will make every effort to increase employment and the government must continue to follow the strategy of giving top priority to employment.--By the end of the year, the country will have achieved full coverage of the new old-age pension system for rural residents and the old-age pension system for non-working urban residents.--The government will raise subsidies for medical insurance for non-working urban residents and the new type of rural cooperative medical care system to 240 yuan per person per year.--It will continue to keep the birthrate low and redress gender imbalance.--It will continue to develop low-income housing, and basically complete 5 million units and start construction on over 7 million units.SOCIAL MANAGEMENT
--The government will work hard to resolve social conflicts.--It will actively yet prudently carry forward the reform of the household registration system.--It will strengthen and improve management of the Internet and foster a healthy cyberspace environment.CULTURAL DEVELOPMENT
--China will vigorously promote nonprofit cultural services and strengthen cultural infrastructure in communities, particularly in rural areas and the central and western regions.KEY REFORM AREAS
--China will transform government functions and balance the relationship between government and the market.--It will advance reform of the fiscal and taxation systems.--It will deepen reforms of land, household registration and public services.--It will carry forward reforms in social programs and income distribution.--It will run the government in accordance with the law and promote innovation in social administration.--It will encourage nongovernmental investment in railways, public utilities, finance, energy, telecommunications, education, and medical care.OPENING-UP
--The government will maintain steady growth in foreign trade.--It will encourage more foreign investment in advanced manufacturing, new and high technologies, energy conservation, environmental protection, new service industries, and the central and western regions.--It will support companies making overseas investments, strengthen risk management of overseas investments and protect the safety of employees and assets of Chinese enterprises operating overseas.NATIONAL DEFENSE
--China will vigorously carry out military training under information-age conditions.--China will ensure the armed forces resolutely accomplish the tasks of combating terrorism, maintaining stability, handling emergencies, and relieving disasters.HONG KONG, MACAO, TAIWAN

Let me begin with a review of our work in XX.過去一年,我國發(fā)展面臨國內(nèi)外諸多矛盾疊加、風(fēng)險隱患交匯的嚴峻挑戰(zhàn)。在以習(xí)近平
平同志為核心的黨中央堅強領(lǐng)導(dǎo)下,全國各族人民迎難而上,砥礪前行,推動經(jīng)濟社 會持續(xù)健康發(fā)展。黨的十八屆六中全會正式明確總書記的核心地位,體現(xiàn)了黨 和人民的根本利益,對保證黨和國家興旺發(fā)達、長治久安,具有十分重大而深遠的意 義。各地區(qū)、各部門不斷增強政治意識、大局意識、核心意識、看齊意識,推動全面 建成小康社會取得新的重要進展,全面深化改革邁出重大步伐,全面依法治國深入實 施,全面從嚴治黨縱深推進,全年經(jīng)濟社會發(fā)展主要目標任務(wù)圓滿完成,“十三五” 實現(xiàn)了良好開局。
In the past year, China’s development has faced grave challenges posed by a great many problems and interwoven risks and dangers both at home and abroad.However, under the strong leadership of the Central Committee of the Communist Party of China with Comrade Xi Jinping at its core, we the Chinese people have risen to the challenge and worked hard to press ahead, driving forward sustained, healthy economic and social development.At the Sixth Plenary Session of the 18th Party Central Committee, the core position of General Secretary Xi Jinping was formally affirmed, which reflects the fundamental interests of the Party and the Chinese people, and is of crucial and farreaching significance for ensuring the flourishing and longterm stability of the Party and the country.All regions and all government departments have steadily strengthened their consciousness of the need to maintain political integrity, think in bigpicture terms, uphold the leadership core, and keep in alignment.Pushing ahead with all around efforts, we have achieved major progress in finishing building a moderately prosperous society in all respects, made important strides in deepening reform, continued to exercise lawbased governance, and made further progress in practicing strict Party selfgovernance;and we have accomplished the year’s main tasks and targets for economic and social development, and got the 13th FiveYear Plan off to a great start.——經(jīng)濟運行緩中趨穩(wěn)、穩(wěn)中向好。國內(nèi)生產(chǎn)總值達到 萬億元,增長 %,名 列世界前茅,對全球經(jīng)濟增長的貢獻率超過 30%。居民消費價格上漲 2%。工業(yè)企業(yè) 利潤由上年下降 %轉(zhuǎn)為增長 %,單位國內(nèi)生產(chǎn)總值能耗下降 5%,經(jīng)濟發(fā)展的 質(zhì)量和效益明顯提高。
1.The economy has registered a slower but stable performance with good momentum for growth.GDP reached trillion yuan, representing growth, and seeing China outpace most other economies.China contributed more than 30 percent of global growth.The CPI rose by 2 percent.With an increase in profits, industrial enterprises reversed the previous year’s negative growth of percent.Energy consumption per unit of GDP fell by 5 percent.Economic performance improved markedly in quality and returns.——就業(yè)增長超出預(yù)期。全年城鎮(zhèn)新增就業(yè) 1314 萬人。高校畢業(yè)生就業(yè)創(chuàng)業(yè)人數(shù)再 創(chuàng)新高。年末城鎮(zhèn)登記失業(yè)率 %,為多年來最低。13 億多人口的發(fā)展中大國,就 業(yè)比較充分,十分不易。
2.Employment growth exceeded projections.A total of million new urban jobs were added over the course of the year.The number of college graduates finding employment or starting businesses reached another record high.The registered urban unemployment rate stood at percent at yearend XX, the lowest level in years.For China, a large developing country with a population of over billion, attaining this level of employment is no easy task.——改革開放深入推進。重要領(lǐng)域和關(guān)鍵環(huán)節(jié)改革取得突破性進展,供給側(cè)結(jié)構(gòu)性改 革初見成效。對外開放推出新舉措,“一帶一路”建設(shè)進展快速,一批重大工程和國 際產(chǎn)能合作項目落地。
3.Continued advances were made in reform and opening up.Breakthroughs were made in reforms in major sectors and key links, and initial success was achieved in supplyside structural reform.New measures were introduced for opening China up, rapid progress was made in pursuing the Belt and Road Initiative, and a number of major projects and industrialcapacity cooperation projects with other countries were launched.——經(jīng)濟結(jié)構(gòu)加快調(diào)整。消費在經(jīng)濟增長中發(fā)揮主要拉動作用。服務(wù)業(yè)增加值占國內(nèi)

4.Economic structural adjustment was stepped up.Consumption was the main driver of economic growth.The value created by the service sector rose to percent of GDP.Hightech industries and equipment manufacturing grew rapidly.In agriculture, production was stable and structural adjustments were made, and we had continued good grain harvests.——發(fā)展新動能不斷增強。創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略深入實施??萍碱I(lǐng)域取得一批國際領(lǐng)先 的重大成果。新興產(chǎn)業(yè)蓬勃興起,傳統(tǒng)產(chǎn)業(yè)加快轉(zhuǎn)型升級。大眾創(chuàng)業(yè)、萬眾創(chuàng)新廣泛 開展,全年新登記企業(yè)增長 %,平均每天新增 萬戶,加上個體工商戶等,各 類市場主體每天新增 萬戶。新動能正在撐起發(fā)展新天地。
5.New drivers of growth gained strength.Further progress was made in pursuing the innovationdriven development strategy, and a number of worldleading achievements were made in science and technology.Emerging industries were thriving, and the transformation and upgrading of traditional industries accelerated.People were busy launching businesses or making innovations, with a yearonyear increase in the number of new businesses registeredan average of 15,000 new businesses daily.With self employed traders and other market entities included we had an average of 45,000 new market entities launched per day.New growth drivers are opening new prospects for China’s development.——基礎(chǔ)設(shè)施支撐能力持續(xù)提升。高速鐵路投產(chǎn)里程超過 1900 公里,新建改建高速

6.Infrastructure became everbetter able to sustain development.Over 1,900 kilometers of new highspeed rail lines came into service, and more than 6,700 kilometers of expressways and 290,000 kilometers of rural roads were built or upgraded.Construction picked up pace on urban rail transit facilities and underground utility tunnels.Construction began on 21 major water conservancy projects.The number of 4G mobile communications subscribers grew by 340 million and over million kilometers of optical fiber cables were added.——人民生活繼續(xù)改善。全國居民人均可支配收入實際增長 %。農(nóng)村貧困人口減 少 1240 萬,易地扶貧搬遷人口超過 240 萬。棚戶區(qū)住房改造 600 多萬套,農(nóng)村危房

China successfully hosted the G20 XX Hangzhou Summit, and helped to deliver a number of important pioneering, leading, and institutional outcomes, thus doing its part for global economic governance.回顧過去一年,走過的路很不尋常。我們面對的是世界經(jīng)濟和貿(mào)易增速 7 年來最低、國際金融市場波動加劇、地區(qū)和全球性挑戰(zhàn)突發(fā)多發(fā)的外部環(huán)境,面對的是國內(nèi)結(jié)構(gòu) 性問題突出、風(fēng)險隱患顯現(xiàn)、經(jīng)濟下行壓力加大的多重困難,面對的是改革進入攻堅 期、利益關(guān)系深刻調(diào)整、影響社會穩(wěn)定因素增多的復(fù)雜局面。在這種情況下,經(jīng)濟能 夠穩(wěn)住很不容易,出現(xiàn)諸多向好變化更為難得。這再次表明,人民有勇氣、有智

XX was an unusual year in our country’s development.China was confronted with an external environment in which the world saw the lowest economic and trade growth in seven years, growing volatility in global financial markets, and sudden and frequent regional and global challenges.Domestically, China faced multiple difficulties: major structural problems, prominent risks and dangers, and mounting downward pressure on the economy.China found itself in a complex environment as reform entered a critical stage, profound changes took place affecting interests, and factors impacting social stability grew.Given all these factors, it was not easy for us to maintain stable economic performance.And yet we succeeded, and even managed to make progress on many fronts.Once again, this shows that we the Chinese people have the courage, ingenuity, and ability to overcome any difficulty or hardship.It also shows that the Chinese economy possesses potential, resilience, and strengths, so we can be sure there is even better development ahead for China.一年來,我們主要做了以下工作。
I will now move on to discuss our main work last year:
一是繼續(xù)創(chuàng)新和加強宏觀調(diào)控,經(jīng)濟運行保持在合理區(qū)間。去年宏觀調(diào)控面臨多難抉 擇,我們堅持不搞“大水漫灌”式強刺激,而是依靠改革創(chuàng)新來穩(wěn)增長、調(diào)結(jié)構(gòu)、防 風(fēng)險,在區(qū)間調(diào)控基礎(chǔ)上,加強定向調(diào)控、相機調(diào)控。積極的財政政策力度加大,增 加的財政赤字主要用于減稅降費。全面推開營改增試點,全年降低企業(yè)稅負 5700 多億 元,所有行業(yè)實現(xiàn)稅負只減不增。制定實施中央與地方增值稅收入劃分過渡方案,確 保地方既有財力不變。擴大地方政府存量債務(wù)置換規(guī)模,降低利息負擔(dān)約 4000 億元。穩(wěn)健的貨幣政策靈活適度,廣義貨幣 M2 增長 %,低于 13%左右的預(yù)期目標。綜 合運用多種貨幣政策工具,支持實體經(jīng)濟發(fā)展。實施促進消費升級措施。出臺鼓勵民 間投資等政策,投資出現(xiàn)企穩(wěn)態(tài)勢。分類調(diào)控房地產(chǎn)市場。加強金融風(fēng)險防控,人民 幣匯率形成機制進一步完善,保持了在合理均衡水平上的基本穩(wěn)定,維護了國家經(jīng)濟 金融安全。
First, we continued to develop new and more effective ways of carrying out regulation at the macro level, thus keeping the economy performing within an appropriate range.Last year, we faced difficult choices in conducting macrolevel regulation, but we stood firm in not adopting strong stimulus policies that would have had an economy wide impact, and strived instead to maintain steady growth, adjust the structure, and guard against risks through reform and innovation.We strengthened targeted and welltimed regulation on the basis of rangebased regulation.More proactive fiscal policy was pursued, and the increase in the fiscal deficit was used mainly to cover tax and fee cuts.The trial replacement of business tax with value added tax(VAT)was extended to cover all sectors, slashing the tax burden of businesses for the year by over 570 billion yuan and reducing tax burdens in every sector.A transitional plan for sharing VAT revenue between the central and local governments was formulated and implemented to ensure financial resources of local governments remained unchanged.More local government bonds were issued to replace outstanding debts, reducing interest payments by roughly 400 billion yuan.A prudent monetary policy was pursued in a flexible and appropriate manner.The M2 money supply increased by percent, below our projected target of around 13 percent.We used a range of monetary policy tools to support the development of the real economy.Measures were taken to upgrade consumption.We unveiled policies to encourage private investment, and saw investment begin to stabilize.We strengthened efforts to manage financial risks.The RMB exchange rate regime continued to improve, and the exchange rate remained generally stable at an adaptive and equilibrium level.We also exercised categorybased regulation over the real estate market.By doing this, we have safeguarded China’s economic and financial security.二是著力抓好“三去一降一補”,供給結(jié)構(gòu)有所改善。以鋼鐵、煤炭行業(yè)為重點去產(chǎn) 能,全年退出鋼鐵產(chǎn)能超過 6500 萬噸、煤炭產(chǎn)能超過 億噸,超額完成目標任 務(wù),分流職工得到較好安置。支持農(nóng)民工在城鎮(zhèn)購房,提高棚改貨幣化安置比例,房 地產(chǎn)去庫存取得積極成效。推動企業(yè)兼并重組,發(fā)展直接融資,實施市場化法治化債 轉(zhuǎn)股,工業(yè)企業(yè)資產(chǎn)負債率有所下降。著眼促進企業(yè)降成本,出臺減稅降費、降低 “五險一金”繳費比例、下調(diào)用電價格等舉措。加大補短板力度,辦了一批當(dāng)前急需 又利長遠的大事。
Second, we focused on five priority tasks – cutting overcapacity, reducing excess inventory, deleveraging, lowering costs, and strengthening areas of weakness – thereby improving the composition of supply.Particular priority was given to cutting overcapacity in the steel and coal sectors.Over the year, steel production capacity was cut by more than 65 million metric tons and coal by over 290 million metric tons, going beyond annual targets.Effective assistance was provided to laidoff employees.We supported migrant workers in buying urban homes;and we increased the proportion of people affected by rebuilding in rundown urban areas receiving monetary compensation, making good progress in reducing real estate inventory.Business acquisitions and reorganizations were encouraged, direct financing was promoted, and market and lawbased debttoequity swaps were carried out, lowering the debttoasset ratio of industrial enterprises.To help enterprises lower operating costs, we introduced measures to cut taxes and fees, lower the share paid by enterprises for social security contributions, and cut the price of electricity.We boosted efforts to strengthen areas of weakness and undertook major initiatives that both help to meet urgent needs today and promise longterm benefits.三是大力深化改革開放,發(fā)展活力進一步增強。全面深化改革,推出一批標志性、支 柱性改革舉措。圍繞處理好政府和市場關(guān)系這一經(jīng)濟體制改革的核心問題,持續(xù)推進 簡政放權(quán)、放管結(jié)合、優(yōu)化服務(wù)改革。在提前完成本屆政府減少行政審批事項三分之 一目標的基礎(chǔ)上,去年又取消 165 項國務(wù)院部門及其指定地方實施的審批事項,清理 規(guī)范 192 項審批中介服務(wù)事項、220 項職業(yè)資格許可認定事項。深化商事制度改革。全面推行“雙隨機、一公開”,增強事中事后監(jiān)管的有效性,推進“互聯(lián)+政務(wù)服 務(wù)”。推動國有企業(yè)調(diào)整重組和混合所有制改革。建立公平競爭審查制度。深化 稅改革。完善農(nóng)村土地“三權(quán)分置”辦法,建立貧困退出機制。推進科技管理體制改 革,擴大高校和科研院所自主權(quán),出臺以增加知識價值為導(dǎo)向的分配政策。放開養(yǎng)老 服務(wù)市場。擴大公立醫(yī)院綜合改革試點,深化藥品醫(yī)療器械審評審批制度改革。制定 自然統(tǒng)一確權(quán)登記辦法,開展省以下環(huán)保機構(gòu)監(jiān)測監(jiān)察執(zhí)法垂直管理、耕地輪作
休耕改革等試點,全面推行河長制,健全生態(tài)保護補償機制。改革為經(jīng)濟社會發(fā)展增
添了新動力。
Third, we worked hard to deepen reform and opening up, further strengthening the vitality of development.Reform was deepened across the board, and a good number of landmark and pillar reform initiatives were undertaken.To balance the governmentmarket relationship – the pivotal issue in economic structural reform – we continued reforms to streamline administration, delegate powers, and improve regulation and services.My administration’s goal of cutting the number of items requiring government review by a third had been achieved ahead of schedule.On that basis, last year we cancelled the requirement on a further 165 items for review by State Council departments and authorized local governments.We also overhauled and standardized 192 items of intermediary services for government review as well as 220 items of approvals and accreditations for professional qualifications.We deepened institutional reforms in the business sector.We introduced an oversight model of random inspection and public release across the board, made operational and postoperational oversight more effective, and promoted the Internet Plus government services model.We pushed ahead with reforms to restructure and reorganize stateowned enterprises(SOEs)and introduce into them mixed ownership structures.We established a review system to ensure fair competition.We deepened resource tax reforms.We improved measures for separating rural land ownership rights, contract rights, and management rights, and established a mechanism for determining whether people have been lifted out of poverty.We made progress in reforming the science and technology management system, gave greater autonomy to colleges and research institutes, and adopted profit distribution policies oriented toward increasing the value of knowledge.We opened up the elderly services market.We expanded the trials of comprehensive reforms in public hospitals and deepened reform of the evaluation and approval systems for medicine and medical equipment.We formulated unified measures to determine and register natural resource rights.We piloted reforms for conducting direct oversight by provinciallevel environmental
protection

現(xiàn)在,我代表區(qū)人民政府向大會作工作報告,請予審議,并請區(qū)政協(xié)委員和其他列席人員提出意見。
一、2008年政府工作回顧
剛剛過去的2008年,是極不平常的一年。特別是下半年以來,受國內(nèi)原材料價格波動劇烈、用電供應(yīng)緊缺、企業(yè)融資困難等多重因素制約及國際金融危機的沖擊,全區(qū)經(jīng)濟遭遇了前所未有的困難和壓力。面對嚴峻形勢和挑戰(zhàn),在上級黨委、政府和區(qū)委的堅強領(lǐng)導(dǎo)下,在區(qū)人大和區(qū)政協(xié)的監(jiān)督支持下,區(qū)政府團結(jié)帶領(lǐng)全區(qū)人民,堅持以鄧小平理論和“三個代表”重要思想為指導(dǎo),深入貫徹落實科學(xué)發(fā)展觀,解放思想,拼搶機遇,克難奮進,較好地完成了區(qū)十六屆人大一次會議確定的工作任務(wù),保持了經(jīng)濟社會平穩(wěn)較快發(fā)展。
――經(jīng)濟結(jié)構(gòu)進一步優(yōu)化。預(yù)計(下同)全年完成生產(chǎn)總值240億元,比上年增長14%,三次產(chǎn)業(yè)增加值分別增長1.9%、13.6%和16%,比重達到6:52:42。限額以上工業(yè)實現(xiàn)銷售收入、利稅分別增長17%和8.8%;服務(wù)業(yè)對生產(chǎn)總值的貢獻率同比提高2個百分點;糧食生產(chǎn)喜獲豐收,水產(chǎn)品產(chǎn)量、產(chǎn)值穩(wěn)定增長。
――發(fā)展質(zhì)量全面提升。實施技術(shù)創(chuàng)新項目145項,申請專利380多件;高新技術(shù)產(chǎn)業(yè)銷售收入、利稅分別增長27.7%和26.7%,高出全區(qū)限額以上工業(yè)平均增幅10.7和17.9個百分點,占限額以上工業(yè)的比重提高了3個百分點。實現(xiàn)地方財政收入16.2億元,增長14%;財政總收入過億元的鎮(zhèn)達到4個。
――發(fā)展后勁更加充足。完成固定資產(chǎn)投資148.5億元,增長20%;在建項目114個,投資領(lǐng)域涵蓋20多個行業(yè)類別。57個重點項目完成投資80.5億元,占全社會固定資產(chǎn)投資的54.2%。引進內(nèi)資項目118個,實際利用內(nèi)資61.7億元,增長14.5%;批準外資項目55個,到帳外資1億美元,增長34.4%。完成進出口總額25.1億美元,其中出口15.9億美元,均增長12%。
――生態(tài)城區(qū)創(chuàng)建成效顯著。完成基礎(chǔ)設(shè)施和村鎮(zhèn)建設(shè)投資18億元,修改建道路91.2公里,敷設(shè)各類管線114.5公里,完成了7條河道整治,孫家疃鎮(zhèn)污水泵站與合慶污水處理廠投入試運行;植樹363.9萬株,新建、補植綠色通道20.3公里,全區(qū)森林覆蓋率提高到46.8%。關(guān)閉采石場14個,對32個采石場進行了生態(tài)恢復(fù)。組織開展了第一次污染源普查,新增4家國際環(huán)境管理體系認證企業(yè);萬元生產(chǎn)總值能耗下降5.9%、取水量下降4.5%。――人民生活水平穩(wěn)步提高。實現(xiàn)社會消費品零售總額80億元,增長24%;除威海五中遷建、經(jīng)濟適用房二期因規(guī)劃、政策原因調(diào)整計劃外,為民實事全部落實到位;完成教育、衛(wèi)生、社會保障等投入4.3億元,城鄉(xiāng)社會保障體系進一步健全;城鎮(zhèn)居民人均可支配收入達到18727元、農(nóng)民人均純收入達到8976元,分別增長15%和8%。
――政治文明、精神文明建設(shè)扎實推進。組織開展了農(nóng)村“兩委”換屆選舉“回頭看”活動,完善了農(nóng)村干部任期目標管理、星級管理和無職黨員設(shè)崗定責(zé)等機制,探索推行了農(nóng)村公共服務(wù)中心建設(shè)。開展了區(qū)領(lǐng)導(dǎo)大接訪活動,“文明環(huán)翠”、“平安環(huán)翠”建設(shè)不斷加強,各項事業(yè)都取得了較大進展。
一年來,我們主要抓了以下幾個方面的工作:
(一)狠抓第一要務(wù),堅持攻堅克難,較好地突破了發(fā)展制約。面對復(fù)雜多變的國際國內(nèi)形勢,我們不斷強化科學(xué)發(fā)展理念,辯證思考,主動應(yīng)對。為了保證電力供應(yīng),按照“保重點、保公益、保民生”的原則,千方百計爭取用電指標,引導(dǎo)企業(yè)科學(xué)有序用電,為熱電企業(yè)承擔(dān)了部分購煤貸款貼息,發(fā)放企業(yè)發(fā)電燃油補貼100萬元,最大限度地保障了居民生活和企業(yè)生產(chǎn)用電。為了緩解企業(yè)資金壓力,主動加強銀企協(xié)調(diào),多次開展銀企對接活動,暫停、減免或延緩了11項行政性收費,涉費金額500多萬元。為了突破空間局限,克服重重阻力,加快了橋頭項目新區(qū)、羊亭工業(yè)新區(qū)等基礎(chǔ)配套建設(shè),狠抓了閑置廠房、土地清理盤活和存量土地集約利用,收回各類閑置土地184畝,盤活閑置廠房18.1萬平方米。為了改善投資環(huán)境,面對任務(wù)重、資金緊的局面,堅持不緩進度、不減工程量,高標準完成了半月灣隧道、威榮路江家口落坡、初羊線路基、威乳高速環(huán)翠段綠化等一批重點工程建設(shè)。為了破解村莊改造拆遷難題,堅持迎難而上,耐心攻堅,累計完成拆遷5140戶、63.1萬平方米,開工135.1萬平方米,超額完成全年計劃,為近年來拆遷量最大、成效最顯著的一年。
(二)拼搶發(fā)展機遇,堅持快引快建,培植了一批新的經(jīng)濟增長點。堅持把項目引進建設(shè)作為經(jīng)濟工作的第一抓手,創(chuàng)新觀念,注重質(zhì)量,引進了科創(chuàng)孵化器、蘇寧電器、友邦汽車配件、國際汽車廣場等一批投資強度大、帶動能力強的項目;外資增資項目達到29個、總額5857萬美元。堅持層層落實責(zé)任,狠抓督導(dǎo)服務(wù),57個重點項目中的66個建設(shè)單體全部開工,魏橋第二工業(yè)園、威高骨科材料、廣泰重工、怡和船舶機械、金猴服裝、名流搬遷擴產(chǎn)、銀興負壓創(chuàng)傷治療儀等30個項目竣工或投產(chǎn);新北洋科技園、廣泰空港設(shè)備和實驗中心、山花新型地材、海王天鵬礦山設(shè)備、科創(chuàng)孵化器等項目也都達到或超過時間進度,一批新的經(jīng)濟增長點正在培育和形成。
(三)突出發(fā)展重點,堅持多措并舉,提升了工業(yè)經(jīng)濟素質(zhì)。深入實施“工業(yè)強區(qū)”戰(zhàn)略,出臺了《加快企業(yè)膨脹促進經(jīng)濟發(fā)展的意見》,狠抓主導(dǎo)產(chǎn)業(yè)培植和骨干膨脹,三大產(chǎn)業(yè)和重點調(diào)度工業(yè)企業(yè)分別實現(xiàn)銷售收入86億元和100億元,增長20%和12%。大力開展“自主創(chuàng)新年”活動,與哈工大威海分校建立了產(chǎn)學(xué)研合作關(guān)系,新增了1家省級、2家市級企業(yè)技術(shù)開發(fā)中心;開發(fā)新產(chǎn)品145項,其中7項填補國內(nèi)空白;3家企業(yè)通過了國際質(zhì)量體系認證,45個項目列入省技術(shù)創(chuàng)新計劃。加大了品牌創(chuàng)建力度,金螞蟻、宇王2個品牌榮獲省級著名商標,廣泰航空地面電源被評為省級名牌。加強了企業(yè)上市運作,推進了廣泰空港再融資工作,培植了銀興、怡和制造等一批上市后備資源。
(四)強化資源整合,堅持提升檔次,加快了現(xiàn)代服務(wù)業(yè)發(fā)展。立足于“做活城區(qū)”,加強商貿(mào)旅游資源整合開發(fā),大力培植新型物流業(yè)態(tài),進一步活躍了城區(qū)市場。億特隆裝飾城、世元物流正式開業(yè),云頂商貿(mào)城、僑鄉(xiāng)廣場二期開工建設(shè)。限額以上商貿(mào)流通企業(yè)銷售收入、利稅分別增長12%和20%;完成旅游開發(fā)投入10.6億元,接待游客230萬人次,旅游收入增長15%。孫家疃鎮(zhèn)、望島村順利通過了省級旅游強鎮(zhèn)和省級旅游特色村驗收。錦湖韓亞高爾夫投入使用,半月灣公園對外開放,海上旅游項目開始試運行,仙姑頂景區(qū)基建工程基本結(jié)束。加大了樓宇招商力度,引進了蘇寧電器、五星電器、海藍名座等31個投資過千萬元的服務(wù)業(yè)項目,其中過億元的項目13個,盤活樓宇13.1萬平方米。
(五)立足“三農(nóng)”實際,堅持多予少取,推進了社會主義新農(nóng)村建設(shè)。加大了財政對農(nóng)村的投入,加快了農(nóng)村經(jīng)濟社會發(fā)展。狠抓了農(nóng)業(yè)標準化建設(shè),新增農(nóng)業(yè)標準化基地面積6000畝。完成了中心漁港主體碼頭建設(shè),新增遠洋漁船12艘,底播海珍品13萬畝,海洋漁業(yè)無公害養(yǎng)殖覆蓋率達到100%。新增1家省級、5家市級農(nóng)業(yè)龍頭企業(yè),注冊成立了17家農(nóng)民專業(yè)合作組織。承擔(dān)了國家農(nóng)業(yè)部測土配方施肥資金補貼項目,橋頭中低產(chǎn)田改造項目通過驗收。追加財政補助資金150萬元,將新農(nóng)合區(qū)、鎮(zhèn)兩級住院費報銷比例分別提高到60%和50%,大病報銷封頂線提高到6萬元,居全市最高水平;高標準改造了橋頭鎮(zhèn)衛(wèi)生院,草廟子醫(yī)院全面完工,新改建農(nóng)村中心衛(wèi)生室10處。積極開展“家電下鄉(xiāng)”活動,發(fā)放補貼資金38.5萬元。通過“三聯(lián)一包”活動,投入650多萬元,為經(jīng)濟薄弱村辦實事140余件;投資831萬元,修補改造連村路8條、15.5公里;按照“安全、堅固、實用、美觀”的標準,汛前全面完成了8座水庫和44個塘壩的除險加固任務(wù),新建戶用沼氣池908個,斥資150萬元為3個“石硼”村安上了自來水,農(nóng)村生產(chǎn)生活條件得到進一步改善。
(六)高度關(guān)注民生,堅持以人為本,提高了人民生活質(zhì)量。城鎮(zhèn)新增就業(yè)再就業(yè)人員7623人,轉(zhuǎn)移農(nóng)村勞動力3672人,城鎮(zhèn)登記失業(yè)率控制在2%以內(nèi)。推行了城鎮(zhèn)居民醫(yī)療保險制度,財政補貼資金312萬元,參保人數(shù)近6萬人,參保率達到92.2%,居全市首位。探索建立了新型農(nóng)村養(yǎng)老保險制度,擴大了農(nóng)民養(yǎng)老保險覆蓋面,新增農(nóng)村養(yǎng)老保險參保農(nóng)民2296人;農(nóng)村五保戶集中供養(yǎng)率達到82%,老年公寓三期工程完工。加大了扶殘助殘力度,免費實施白內(nèi)障復(fù)明手術(shù)462例,對100戶殘疾人進行了脫貧扶持;發(fā)放慈善款104.8萬元,救助困難學(xué)生353名;出資161萬元,對586名貧困家庭大病患者實施了醫(yī)療費二次補助;發(fā)放資金30.6萬元,對115戶獨生子女死亡或傷殘家庭進行了特別扶助,救助計劃生育特困家庭289戶。新增學(xué)生專用車20輛,全面免除了義務(wù)教育階段學(xué)生雜費,免費為農(nóng)村義務(wù)教育階段學(xué)生提供了教科書。啟動了經(jīng)濟適用房一期的出售工作,向社會推出了800套經(jīng)濟適用房、54套廉租房。
(七)緊扣和諧主題,堅持統(tǒng)籌兼顧,推動了社會全面進步。投資5800萬元,擴建了威海十中,新建了張村千山路小學(xué);深化了教育教學(xué)改革,提高了辦學(xué)質(zhì)量,通過了全省“教育工作示范區(qū)”復(fù)查,被評為“山東省教育科研先進單位”。加快了文化體育事業(yè)發(fā)展,建成了54個村級農(nóng)民健身廣場,為農(nóng)村免費放映電影2280場,成功舉辦了第35屆“5?23”歌詠會和第18屆廣場納涼晚會,豐富了群眾文化生活。狠抓了安全生產(chǎn)監(jiān)管,事故起數(shù)和經(jīng)濟損失為歷年最少。推進了產(chǎn)品質(zhì)量和食品安全體系建設(shè),完善了應(yīng)急管理體系,提高了突發(fā)事件應(yīng)急處置能力。認真落實計劃生育利益導(dǎo)向政策,人口增長維持在較低水平,榮獲全國“計劃生育優(yōu)質(zhì)服務(wù)先進縣”稱號。加強了社會治安綜合治理工作,投資486萬元,新增監(jiān)控探頭1534個,提高了治安防范水平。強化了民兵預(yù)備役工作,落實了優(yōu)撫對象和復(fù)退軍人安置政策,雙擁共建機制不斷健全。加強了史志資料整理編撰,出版發(fā)行了《環(huán)翠區(qū)志》。廣播電視、民族宗教、外事僑務(wù)、對臺事務(wù)、婦女兒童、檔案、老齡等工作也都取得了新成績。各位代表!2008年是本屆政府任期的第一年。一年來,圍繞“爭當(dāng)全省人均第一強,實現(xiàn)富民強區(qū)新跨越”,我們深入開展了以“五創(chuàng)工程”為主題的新一輪思想大解放活動,不斷深化行政審批制度改革,行政審批時間縮短了一半。積極加強公共財政建設(shè),優(yōu)化財政支出結(jié)構(gòu),加大政府重大投資項目審計力度,確保了財政資金安全運行。深入推行政務(wù)信息公開,完善民主決策機制,認真做好人大代表議案、建議和政協(xié)委員提案的辦理工作,主動加強與各民主黨派、工商聯(lián)、無黨派人士的聯(lián)系,提高了科學(xué)決策的水平。嚴格執(zhí)行黨風(fēng)廉政建設(shè)責(zé)任制,保持了干部隊伍的純潔性,提高了政府的凝聚力和戰(zhàn)斗力。此外,積極參與了“汶川”大地震抗震救災(zāi)工作,圓滿完成了青島奧帆賽場滸苔清理和安保工作任務(wù),為抗震救災(zāi)和奧帆賽的順利舉辦做出了積極貢獻。
各位代表!回顧一年的工作,我們深感成績來之不易。成績的取得,是上級黨委、政府和區(qū)委正確領(lǐng)導(dǎo)的結(jié)果;是全區(qū)人民直面挑戰(zhàn)、創(chuàng)新創(chuàng)業(yè)、扎實工作的結(jié)果;是區(qū)人大代表、政協(xié)委員和民主人士監(jiān)督、支持的結(jié)果;也是駐區(qū)人民解放軍、武警官兵、市直各部門、駐區(qū)各單位及社會各界無私幫助、團結(jié)協(xié)作的結(jié)果。在此,我代表區(qū)人民政府,向給予政府工作鼎力支持,向為環(huán)翠建設(shè)發(fā)展做出積極貢獻的同志們、朋友們,表示衷心的感謝和崇高的敬意!
在充分肯定成績的同時,我們也清醒地看到,經(jīng)濟社會發(fā)展和政府自身工作,還存在一些問題和不足:經(jīng)濟結(jié)構(gòu)有待進一步優(yōu)化,企業(yè)自主創(chuàng)新能力有待進一步提高;農(nóng)村發(fā)展、農(nóng)業(yè)增效、農(nóng)民增收的體制機制還不夠完善,新農(nóng)村建設(shè)任重道遠;要素供給、生態(tài)保護、節(jié)能降耗面臨較大壓力,經(jīng)濟發(fā)展方式仍需加快轉(zhuǎn)變;部分群眾生產(chǎn)生活還比較困難,一些民生問題仍未較好解決;不穩(wěn)定因素依然存在,社會事業(yè)和精神文明建設(shè)還存有薄弱環(huán)節(jié);政府工作效率還有待進一步提高,部分干部作風(fēng)有待進一步改進,等等。對這些問題,我們一定高度重視,認真采取措施加以解決。
二、2009年政府工作的總體要求和預(yù)期目標
各位代表!2009年是落實“十一五”規(guī)劃、實現(xiàn)發(fā)展戰(zhàn)略目標的關(guān)鍵一年??v觀當(dāng)前形勢,國際金融危機已經(jīng)向?qū)嶓w經(jīng)濟轉(zhuǎn)移,全球經(jīng)濟明顯減速;國內(nèi)經(jīng)濟發(fā)展中深層次矛盾和問題逐步顯現(xiàn),對外貿(mào)易形勢嚴峻,企業(yè)投資信心不足,消費增長不容樂觀;我區(qū)許多企業(yè)產(chǎn)品訂單減少,資金鏈趨緊,經(jīng)營成本攀升,發(fā)展面臨國內(nèi)外環(huán)境的雙重擠壓。同時,考慮到金融危機對我國經(jīng)濟影響的滯后性以及國家保發(fā)展政策的滯后效應(yīng),今年形勢可能比預(yù)想的還要嚴峻。對于前進中的困難,我們必須充分估計,勇敢面對,悉心把握,切不可掉以輕心。
基于國內(nèi)外環(huán)境變化和區(qū)情實際,今年的政府工作要堅持以鄧小平理論、“三個代表”重要思想為指導(dǎo),全面貫徹黨的十七大和十七屆三中全會精神,以科學(xué)發(fā)展觀統(tǒng)領(lǐng)全局,圍繞“爭當(dāng)全省人均第一強,實現(xiàn)富民強區(qū)新跨越”,認真落實中央“保增長、擴內(nèi)需、調(diào)結(jié)構(gòu)”的總體要求,以結(jié)構(gòu)優(yōu)化為主線,進一步破解發(fā)展難題,激發(fā)發(fā)展活力;以自主創(chuàng)新為動力,進一步轉(zhuǎn)變發(fā)展方式,提高發(fā)展質(zhì)量;以項目建設(shè)為載體,進一步優(yōu)化發(fā)展環(huán)境,增強發(fā)展后勁;以服務(wù)民生為目標,進一步加大投入,提高群眾生產(chǎn)生活水平,促進社會和諧,努力開創(chuàng)環(huán)翠經(jīng)濟社會又好又快發(fā)展的新局面。主要預(yù)期目標初步安排為:生產(chǎn)總值增長10%左右;地方財政收入增長8%左右;固定資產(chǎn)投資增長20%左右;社會消費品零售總額增長18%左右;利用內(nèi)資增長12%左右;萬元生產(chǎn)總值能耗、取水量分別下降5.8%和5%;化學(xué)需氧量和二氧化硫排放量分別削減1.5%和1%;農(nóng)民人均純收入增長8%左右;人口自然增長率控制在5‰以內(nèi)。
各位代表!發(fā)展是永恒的主題,為人民服務(wù)是根本的宗旨。圍繞落實上述任務(wù),實現(xiàn)上述目標,我們必須進一步堅定發(fā)展信心,客觀分析形勢,辯證看待困難,“危”中尋“機”,沉著應(yīng)對,決不能畏難發(fā)愁縮手縮腳推諉不前。必須進一步優(yōu)化發(fā)展思路,既要重視市區(qū)經(jīng)濟抓突破,又要重視新農(nóng)村建設(shè)?;蒉r(nóng);既要重視招商引資抓增量,又要重視自主創(chuàng)新保質(zhì)量;既要重視骨干企業(yè)膨脹抓龍頭,又要重視中小企業(yè)發(fā)展保就業(yè);既要重視大項目推進抓載體,又要重視節(jié)能減排保環(huán)境,決不能搞短期行為吃子孫飯。必須進一步明確發(fā)展目標,始終堅持以人為本,真心實意為群眾辦好事,解難題,決不能以犧牲群眾利益來換取暫時的繁榮??傊?,不論我們前進的道路上,困難多大、壓力多重,推進經(jīng)濟社會又好又快發(fā)展,為人民群眾謀取更大利益的決心絕不能動搖,力度絕不能減弱,步伐絕不能放緩!
三、2009年政府工作重點
(一)加大企業(yè)扶持服務(wù)力度,推進工業(yè)經(jīng)濟健康持續(xù)發(fā)展。高度關(guān)注國際金融危機對區(qū)域經(jīng)濟的影響,認真落實國家和省、市保發(fā)展的各項政策措施,科學(xué)制定促進企業(yè)發(fā)展的新辦法、新舉措。政府壓減行政性開支5%,設(shè)立3000萬元專項資金,用以支持企業(yè)自主創(chuàng)新、調(diào)整結(jié)構(gòu)、加快發(fā)展,與企業(yè)共度難關(guān)。加快設(shè)立小額貸款公司,扎實推進中小企業(yè)、擔(dān)保公司與金融機構(gòu)對接交流,努力破解企業(yè)融資難題。積極開展多種形式的培訓(xùn)咨詢活動,幫助企業(yè)分析發(fā)展形勢,轉(zhuǎn)變發(fā)展觀念,完善發(fā)展思路。加大上市資源培植力度,引導(dǎo)企業(yè)加強與國內(nèi)外風(fēng)險投資、戰(zhàn)略投資等機構(gòu)的合作,拓寬融資渠道,夯實上市基礎(chǔ)。快速推進重點項目建設(shè),做大做強裝備制造、電子信息、新材料等主導(dǎo)優(yōu)勢產(chǎn)業(yè),爭取51個重點項目年內(nèi)完成投資81.1億元,確保威高骨科材料、新北洋科技園、山花新型地材等28個以上項目完工投產(chǎn)或部分投產(chǎn)。認真搞好品牌包裝、策劃和培植,力爭新增2個省級著名商標。
(二)積極把握國際國內(nèi)經(jīng)濟動向,全面提高開放型經(jīng)濟水平。優(yōu)化外資結(jié)構(gòu),擴大外資規(guī)模,努力提高外向型經(jīng)濟發(fā)展質(zhì)量。更加突出產(chǎn)業(yè)招商,充分發(fā)揮我們的比較優(yōu)勢,緊緊抓住發(fā)達國家和地區(qū)高端企業(yè)拓展新興市場、大陸與臺灣實現(xiàn)“三通”的重要機遇,積極吸引外資投向高新技術(shù)產(chǎn)業(yè)、先進制造業(yè)、現(xiàn)代服務(wù)業(yè)和節(jié)能環(huán)保等產(chǎn)業(yè),力爭引進一批帶動作用大、支撐能力強的大項目、好項目。更加突出企業(yè)招商,引導(dǎo)現(xiàn)有企業(yè)加強與中央、省屬和資源大省企業(yè)的對接,與國內(nèi)外同行業(yè)優(yōu)勢龍頭企業(yè)的合作,加大對上協(xié)調(diào)攻關(guān)力度,通過技術(shù)合作、股權(quán)收購、兼并重組等方式,引進資本、技術(shù)、市場和人才,爭取更多的項目擠進國家和省、市鼓勵扶持發(fā)展的大盤子。更加突出專業(yè)招商,加強專業(yè)招商隊伍建設(shè),完善考核激勵措施,加大專業(yè)招商的力度,提高專業(yè)招商的效果。進一步創(chuàng)新親商、安商、富商的服務(wù)舉措,增強企業(yè)投資信心。進一步加快出口產(chǎn)品結(jié)構(gòu)調(diào)整,擴大高新技術(shù)產(chǎn)品、機電產(chǎn)品出口份額,促進加工貿(mào)易轉(zhuǎn)型升級,提高企業(yè)國際市場競爭力。
(三)推動自主創(chuàng)新和節(jié)能減排,加快轉(zhuǎn)變經(jīng)濟發(fā)展方式。引導(dǎo)企業(yè)加大自主創(chuàng)新投入力度,提高產(chǎn)品技術(shù)研發(fā)水平,增強應(yīng)對市場風(fēng)險的能力,爭取全區(qū)限額以上企業(yè)技術(shù)研發(fā)投入占銷售收入的比重達到1.5%以上。引導(dǎo)企業(yè)加強與大專院校、科研院所的合作,加快建立以企業(yè)為主體、市場為導(dǎo)向、產(chǎn)學(xué)研相結(jié)合的技術(shù)創(chuàng)新體系。抓住當(dāng)前受金融危機沖擊導(dǎo)致高層次人才流動的有利契機,組織企業(yè)開展海內(nèi)外高端人才招聘活動,引導(dǎo)鼓勵企業(yè)引進儲備技術(shù)、營銷和管理等方面人才。加大企業(yè)研發(fā)中心創(chuàng)建力度,年內(nèi)爭取新培植1家省級、3家市級研發(fā)中心。引導(dǎo)鼓勵企業(yè)充分利用增值稅轉(zhuǎn)型的有關(guān)政策,積極組織以購置先進設(shè)備為核心的技改投資活動,切實提高技術(shù)裝備水平。進一步加大節(jié)能減排工作力度,嚴把項目審批關(guān)口,強化重點企業(yè)監(jiān)管,抓好節(jié)能技術(shù)、產(chǎn)品研發(fā)、生產(chǎn)和推廣工作,確保限額以上工業(yè)萬元增加值能耗下降5%、取水量下降4.5%。
(四)繁榮發(fā)展現(xiàn)代服務(wù)業(yè),激發(fā)區(qū)域經(jīng)濟發(fā)展新活力。改造提升傳統(tǒng)服務(wù)業(yè),加快發(fā)展現(xiàn)代物流業(yè)和旅游業(yè),努力培育現(xiàn)代服務(wù)業(yè)體系。突出集群發(fā)展優(yōu)勢,搞好大操場、老汽車站、老啤酒廠等黃金地帶的包裝、推介和開發(fā)建設(shè),打造中心城區(qū)商業(yè)旺地。進一步鞏固提高華聯(lián)、振華、大潤發(fā)、國美等商貿(mào)企業(yè)的行業(yè)領(lǐng)軍地位,加快僑鄉(xiāng)廣場二期、世元物流擴產(chǎn)、國際汽車廣場和蘇寧電器等項目建設(shè)。以“萬村千鄉(xiāng)”工程為載體,促進城區(qū)商業(yè)向農(nóng)村延伸。強化精品意識,加快推進仙姑頂景區(qū)、溫泉度假村、葡萄灘游艇俱樂部、亞細亞交流中心等項目建設(shè),加快里口山、雕山旅游規(guī)劃開發(fā),盡快形成一批高檔次的休閑旅游度假區(qū)。加大旅游景點宣傳推介力度,加強與全市旅游線路的融合對接,打造自己的旅游品牌,爭取全年完成旅游開發(fā)投入11.8億元,實現(xiàn)旅游收入20.7億元。充分挖掘現(xiàn)有樓宇資源,加快高檔次精品樓宇規(guī)劃建設(shè),積極引進區(qū)域總部、電子商務(wù)、金融保險、軟件外包、動漫和文化創(chuàng)意等新興服務(wù)業(yè)項目,加快發(fā)展樓宇經(jīng)濟。認真落實國家有關(guān)房地產(chǎn)業(yè)的稅貸優(yōu)惠政策,研究辦法措施,努力激活房地產(chǎn)市場,推進房地產(chǎn)業(yè)健康發(fā)展。
(五)加快推進新農(nóng)村建設(shè),再造農(nóng)村發(fā)展新優(yōu)勢。大力推進農(nóng)業(yè)標準化建設(shè),重點建設(shè)5個農(nóng)業(yè)標準化示范基地,新增面積5000畝;積極推行農(nóng)產(chǎn)品質(zhì)量認證,新增綠色、無公害農(nóng)產(chǎn)品認證單位4個;加強合作經(jīng)濟組織建設(shè),培植發(fā)展3家農(nóng)民專業(yè)合作社。大力發(fā)展海珍品生態(tài)養(yǎng)殖、陸地工廠化養(yǎng)殖和深海養(yǎng)殖,爭取底播海參6000萬頭,存養(yǎng)海水魚1800萬尾;新增遠洋漁船12艘,提高遠洋捕撈能力。加快中心漁港建設(shè),爭取二期工程年內(nèi)完工。加大農(nóng)村環(huán)境綜合整治力度,篩選12個村先行試點;新增5個環(huán)境衛(wèi)生城市化管理村。結(jié)合農(nóng)村大齡青年住房建設(shè),盡快啟動農(nóng)村住房建設(shè)工程,扶持鼓勵農(nóng)村公寓樓集中建設(shè),加大農(nóng)村危房改造力度。新建戶用沼氣池600個、服務(wù)網(wǎng)點2個,新增綠化示范村10個,補植完善綠化示范村20個。認真搞好12座水庫除險加固,組織好五渚河、羊亭河、張村河等4條河道整治。新建20個農(nóng)家書屋、42個農(nóng)村體育健身廣場。加強鎮(zhèn)村自來水維護管理和公路養(yǎng)護,維護農(nóng)村飲水安全,提高農(nóng)村公路通達能力。積極推進農(nóng)村綜合改革,認真落實各項惠農(nóng)政策,提高農(nóng)村經(jīng)濟發(fā)展能力。
(六)完善基礎(chǔ)設(shè)施配套,全面提升城市品位和載體功能。強化城鄉(xiāng)一體發(fā)展理念,加快鎮(zhèn)村道路、供排水、供熱、供氣、排污等管網(wǎng)與市區(qū)大網(wǎng)的對接,爭取完成基礎(chǔ)建設(shè)投入4億元,修改建道路23條、35.2公里,敷設(shè)各類管線147.2公里。重點組織好初羊線、202省道、皂溫線等道路硬化改造和橋頭污水泵站、管網(wǎng)建設(shè);搞好青威路、半月灣隧道東接線、江家口落坡段等綠化美化工作,新建綠色通道4.5公里,新增綠化面積43.3萬平方米。加快項目區(qū)基礎(chǔ)配套建設(shè),爭取羊亭工業(yè)新區(qū)兩條縱路和橋頭項目新區(qū)7號路硬化及各項配套工程年內(nèi)完工。高標準推進南竹島、望島、孫家疃、江家寨等27個村莊改造工作,不斷加快城市化進程。
(七)加大開源節(jié)流力度,確保財稅工作平穩(wěn)運行。認真謀劃生財之道,研究聚財之方,壯大現(xiàn)有財源,培植后續(xù)財源,挖掘潛在財源,擴大財政增收渠道。嚴格落實國家財稅政策,鼓勵支持企業(yè)發(fā)展,增強企業(yè)活力,夯實財稅增收基礎(chǔ)。進一步強化稅收征管,加大主體稅種和重點稅源監(jiān)控力度,嚴格查處偷逃稅行為,做到既應(yīng)收盡收又不收過頭稅。加強預(yù)算外資金管理,嚴格收支兩條線制度和國庫集中支付制度,強化財政投資項目監(jiān)管。優(yōu)化財政支出結(jié)構(gòu),集中財源保發(fā)展、保民生、保法定支出。強化預(yù)算管理,壓縮一般性支出,從嚴控制預(yù)算追加,確保財政收支平衡。
(八)堅持以人為本,全面改善民生質(zhì)量。認真抓好就業(yè)再就業(yè)工作,加強企業(yè)用工預(yù)警監(jiān)控,鼓勵優(yōu)勢企業(yè)擴大招工,引導(dǎo)困難企業(yè)減少裁員,強化失業(yè)下崗人員培訓(xùn),拓寬再就業(yè)渠道。加強飲用水源地保護,消除飲水安全隱患。完善城鄉(xiāng)社會保障體系,將農(nóng)村居民低保標準由每人每年1000元提高到1200元,城市居民由每月300元提高到330元;從今年開始,連續(xù)十五年每年出資900萬元,全面推行新型農(nóng)村養(yǎng)老保險;出資308萬元,建立市區(qū)居民醫(yī)療保健體系。加大助困扶殘力度,出資255萬元,對高中以上在校困難家庭學(xué)生、大病患者、白內(nèi)障患者和特困殘疾人家庭進行救助扶持;完成28戶優(yōu)撫對象和20戶殘疾人貧困家庭危房改造。投資5280萬元,集中建設(shè)農(nóng)村大齡青年居住樓房3.3萬平方米;進一步完善經(jīng)濟適用房銷售管理辦法,積極探索城市低保、低收入家庭廉租房保障貨幣補貼政策。
(九)統(tǒng)籌發(fā)展各項社會事業(yè),努力構(gòu)建和諧環(huán)翠。投資4600萬元,開工建設(shè)工友路小學(xué),徹底改善溫泉鎮(zhèn)中小學(xué)生就學(xué)條件;追加投資363萬元,進一步提高城鄉(xiāng)中小學(xué)公用經(jīng)費標準;加強師資力量建設(shè),提高綜合素質(zhì)教育水平。廣泛開展全民健身運動,組織好“5?23”歌詠會、廣場納涼晚會等群眾性文化活動,推進文化體育事業(yè)發(fā)展。健全完善應(yīng)急管理體制機制,狠抓應(yīng)急預(yù)案演練,提高突發(fā)事件應(yīng)急處置能力。重視發(fā)揮社區(qū)居委會的作用,加強社區(qū)管理,完善社區(qū)服務(wù),促進和諧社區(qū)建設(shè)。注重公民思想道德建設(shè),深入開展精神文明創(chuàng)建活動,不斷提高社會文明程度。加強法制宣傳,增強全民法律意識。鞏固擴大基層民主,完善居民村民自治。抓好國防教育、民兵預(yù)備役和雙擁共建工作,加深軍民魚水情誼。強化土地管理,注重生態(tài)文明建設(shè),促進人與自然和諧共處。嚴格落實安全生產(chǎn)責(zé)任制,加強重點行業(yè)和薄弱環(huán)節(jié)監(jiān)管,堅決杜絕惡性責(zé)任事故發(fā)生。狠抓社會治安綜合治理和基層調(diào)解組織建設(shè),及時協(xié)調(diào)、超前化解矛盾糾紛,推進平安建設(shè)。穩(wěn)定低生育水平,關(guān)心支持婦女兒童事業(yè),做好外事僑務(wù)、對臺事務(wù)、民族宗教、檔案、史志、老齡等工作,促進社會全面進步。
四、全面加強政府自身建設(shè)
各位代表!當(dāng)前,復(fù)雜多變的形勢,艱巨繁重的任務(wù),對政府工作提出新的更高要求。要切實擔(dān)負起政府的職責(zé),我們必須進一步解放思想,更新觀念,以更加高效的服務(wù)、更加務(wù)實的措施、更加過硬的作風(fēng),與全區(qū)人民一道力克時艱,共謀發(fā)展。
(一)加快職能轉(zhuǎn)變,提高行政效能。深入扎實地開展學(xué)習(xí)實踐科學(xué)發(fā)展觀活動,切實解決好制約創(chuàng)新發(fā)展的體制機制問題。進一步深化行政服務(wù)制度改革,簡化工作流程,削減收費事項,努力形成規(guī)范高效的行政運行機制。切實精簡會議和文件,把主要精力用于服務(wù)基層、服務(wù)企業(yè)、服務(wù)群眾上。強化行政效能監(jiān)察,確保政令暢通。
(二)切實改進作風(fēng),狠抓工作落實。堅持從實際出發(fā),實事求是,真抓實干,力誡空談。堅持說了算,定了干,責(zé)任到人,督導(dǎo)到位,確保件件有落實、事事有回音。進一步建立健全目標管理體系,推行績效管理和行政問責(zé)制,完善部門協(xié)調(diào)配合機制,形成干事創(chuàng)業(yè)的合力。
(三)嚴格依法行政,規(guī)范行政行為。自覺接受區(qū)委的領(lǐng)導(dǎo),認真落實區(qū)委的決策部署。及時向人大報告工作,向政協(xié)通報情況,高度重視人大代表、政協(xié)委員的建議、提案辦理工作,虛心聽取民主黨派、工商聯(lián)、無黨派人士和各人民團體的意見,不斷提高施政水平。深化行政執(zhí)法體制改革,認真做好行政復(fù)議工作,嚴肅查處行政不作為、亂作為等問題。
(四)牢記宗旨觀念,全心為民謀利。真正把群眾當(dāng)父母、當(dāng)主人、當(dāng)老師,想問題做決策干工作,一定要把人民群眾擁護不擁護、滿意不滿意、高興不高興、答應(yīng)不答應(yīng)做為出發(fā)點和落腳點。凡事想著群眾,工作依靠群眾,一切為了群眾。高度關(guān)注民生工程、城市弱勢群眾和農(nóng)村貧困家庭,千方百計解決好就業(yè)保障、救濟幫扶、居住環(huán)境、社會治安等群眾最關(guān)心、最直接、最現(xiàn)實的問題,確保“2009年為民實事”全部落實到位。
(五)堅持從嚴治政,建設(shè)清廉政府。堅持“一崗雙責(zé)”,認真落實黨風(fēng)廉政建設(shè)責(zé)任制,健全教育、制度、監(jiān)督并重的懲治和預(yù)防腐敗體系。加大對政府投資項目、重點工程招標和政府采購等重要事項的監(jiān)察審計力度,嚴肅查處各類違法違紀案件。弘揚艱苦奮斗的優(yōu)良傳統(tǒng),減少行政開支,降低行政成本,努力建設(shè)一個真正讓黨滿意,讓人民放心的政府。
各位代表!做好今年工作,任務(wù)艱巨,意義重大。讓我們緊密團結(jié)在以胡錦濤同志為總書記的黨中央周圍,高舉中國特色社會主義偉大旗幟,深入貫徹落實科學(xué)發(fā)展觀,在區(qū)委的堅強領(lǐng)導(dǎo)下,和衷共濟,破冰揚帆,以優(yōu)異的成績向建國60周年獻禮!
