讓城市更美好

環(huán)境保護(hù)是每個(gè)人的職責(zé)。綠色家園，從我做起。

時(shí)代在不斷地進(jìn)步，人們的生活水平也在不斷地提高。但是，城市里的生活條件在不斷地惡化：擁護(hù)、水被污染、衛(wèi)生條件差等，這些都在危害著人們的健康。

現(xiàn)在社會(huì)上的人都有著環(huán)保的思想，可是卻很難付諸于行動(dòng)。不是很難做到，而是從一開(kāi)始就養(yǎng)成的習(xí)慣很難再改變。比如說(shuō)：經(jīng)常看到有人隨地吐痰，細(xì)菌就蔓延開(kāi)來(lái)。其實(shí)，你可以拿出紙巾吐在上面，等看到垃圾箱再扔掉。這樣就減少了細(xì)菌的滋生，也防止路人降低得病的機(jī)率。

擁有私家車(chē)并不是一件稀奇的事兒?？墒?，他卻一次又一次地讓人們的健康受到威脅。汽車(chē)排放的尾氣，可以引起眼病和頭疼等其它癥狀。現(xiàn)在雖然有控制，可是汽車(chē)的數(shù)量在不斷地增長(zhǎng)，造成城市交通堵塞，還會(huì)發(fā)出噪音，這些都困擾著我們的生活。美國(guó)就提出一個(gè)解決辦法就是騎自行車(chē)來(lái)代替開(kāi)私家車(chē)。這樣，空氣污染也得到了緩解，人們的出行也不會(huì)再有交通堵塞這種情況，對(duì)于白領(lǐng)們來(lái)說(shuō)，是個(gè)節(jié)省時(shí)間的好方法。

在這里，我想到了一個(gè)問(wèn)題：為什么新加坡的環(huán)保措施總是做得比我們做的要好？

其實(shí)，我們對(duì)于環(huán)保這個(gè)問(wèn)題，并沒(méi)有徹底地貫徹下去，也沒(méi)有制定相關(guān)的嚴(yán)謹(jǐn)?shù)姆?。沒(méi)有強(qiáng)制性的措施來(lái)束縛不當(dāng)?shù)男袨?。讓錯(cuò)誤不斷地在持續(xù)，不停地錯(cuò)下去，沒(méi)有得到深刻的自我反省。新加坡是一個(gè)干凈又美麗的城市。新加坡政府和人民的環(huán)境保護(hù)意識(shí)很強(qiáng)，有效地控制和減少污染，青山、碧水、藍(lán)天、綠地，整個(gè)城市清潔干凈。沒(méi)有煙囪排放黑煙、汽車(chē)冒黑煙；也沒(méi)有污水排污口；看不到裸露的土地；看不到揚(yáng)塵；看不到有亂丟垃圾、煙頭、隨地吐痰，行人亂竄馬路等現(xiàn)象。它們的管理方法是我們特別需要學(xué)習(xí)的，如果能真正地貫徹落實(shí)，那么中國(guó)將會(huì)發(fā)展得更好。

前兩年，政府出臺(tái)了一個(gè)政策：去超市購(gòu)物須拿布袋，如果沒(méi)有帶布袋，需要買(mǎi)塑料袋的要相應(yīng)地付幾毛錢(qián)。我們之前去超市購(gòu)物，都會(huì)贈(zèng)送塑料袋?；氐郊液?，總是會(huì)把這些袋子扔掉。在一些外地地區(qū)，隨處都可以看見(jiàn)塑料袋，遇到刮風(fēng)的天氣，它們就被風(fēng)吹到樹(shù)上、河里，不僅影響了衛(wèi)生環(huán)境也影響了市容。塑料袋增加了垃圾的數(shù)量，也污染了河流。在之前的年代里，也是用菜籃子或布袋來(lái)買(mǎi)菜的，為什么不延續(xù)這個(gè)習(xí)慣呢？

當(dāng)?shù)氐泥l(xiāng)土文化傳承人共同創(chuàng)作具有當(dāng)?shù)靥厣袜l(xiāng)土氣息的戲劇、音樂(lè)、文學(xué)等文化作品，培養(yǎng)多支門(mén)類(lèi)齊全、結(jié)構(gòu)合理、素質(zhì)優(yōu)良、富有活力的農(nóng)村文化人才隊(duì)伍，創(chuàng)作出更多如小鼓說(shuō)唱、采蓮船、花轎接親和音樂(lè)腰鼓等具有地方特色的文化惠民節(jié)目。在梳理和豐富安福文化的基礎(chǔ)上，通過(guò)舉辦專(zhuān)題文化講座，在街道、公園、學(xué)校等建設(shè)文化長(zhǎng)廊、文化主題公園，在文化廣場(chǎng)等相關(guān)場(chǎng)館設(shè)立文化專(zhuān)區(qū)等載體。文化對(duì)觀念的影響可能是緩慢的，但卻是最長(zhǎng)久和深刻的。開(kāi)展全民文化理念大討論，對(duì)討論的成果要以一定形式進(jìn)行集中和固化、展示。最終形成比較系統(tǒng)、特色鮮明、既有歷史傳承又能緊跟新時(shí)代脈搏的“安福文化”。

二、提升教育品質(zhì)和年輕人素質(zhì)

提高教育質(zhì)量和水平，是提升城市品質(zhì)、造福安福百姓的重要舉措。近年來(lái)，安福堅(jiān)持以人民為中心的發(fā)展思想，大力推動(dòng)教育事業(yè)發(fā)展,不斷提升教育綜合實(shí)力，取得了顯著成效。一方面，大力推動(dòng)教育設(shè)施建設(shè)，新建三小，改建孔子學(xué)堂，教育“硬件”越來(lái)越強(qiáng)。另一方面，學(xué)校的教學(xué)質(zhì)量不斷提升，教師隊(duì)伍的專(zhuān)業(yè)化素養(yǎng)大幅提高，師資力量越來(lái)越強(qiáng)，這些都為百姓享受到更高水平的教育打下了堅(jiān)實(shí)的基礎(chǔ)。教育真正實(shí)現(xiàn)了從“有學(xué)上”到“上好學(xué)”的實(shí)質(zhì)性轉(zhuǎn)變。廣大市民對(duì)更優(yōu)質(zhì)的教育資源、更高質(zhì)量的教育有著許多期待。

“青年強(qiáng)則城市強(qiáng)”。打造青年友好型城市，不僅是立足當(dāng)下，出于集聚科技、知識(shí)、服務(wù)等要素的現(xiàn)實(shí)考慮，更是為重塑城市面貌、推動(dòng)產(chǎn)業(yè)提質(zhì)升級(jí)、搶占未來(lái)機(jī)遇打下堅(jiān)實(shí)基底。青年友好型城市也稱(chēng)“青春城市”或“年輕城市”，應(yīng)大力激發(fā)青年人才創(chuàng)造力和創(chuàng)新力，充分通過(guò)政策留人、環(huán)境留人和感情留人，實(shí)施青年人才城市融入計(jì)劃，打造青年友好型城市。

建設(shè)青年友好型城市，需要考慮以下問(wèn)題：青年人才想不想來(lái)?青年人才會(huì)不會(huì)來(lái)?青年人才敢不敢來(lái)?青年人才留不留得住?基于此，我們首先要做到政策留人，出臺(tái)新政為人才留在安福免除后顧之憂。繼續(xù)其次是環(huán)境留人，打造青年人才安居樂(lè)園。建議以設(shè)立青年公寓或青年公租房，滿(mǎn)足畢業(yè)1至3年單身青年住房需求，配套青年基礎(chǔ)設(shè)施，為青年安居樂(lè)業(yè)提供最貼心的服務(wù)。最后是感情留人，營(yíng)造適合青年人融入城市的基礎(chǔ)設(shè)施和文娛環(huán)境，出臺(tái)公園和場(chǎng)館對(duì)住濟(jì)在校大學(xué)生免票或優(yōu)惠政策。與此同時(shí)，組織社會(huì)力量打造青年文化娛樂(lè)活動(dòng)平臺(tái)，舉辦青年馬拉松、青年音樂(lè)節(jié)、青年創(chuàng)業(yè)論壇等活動(dòng)，讓安福成為青年人才的“第二故鄉(xiāng)”。
