大家上午好！很高興能與各位朋友共同參與由天山房地產(chǎn)開發(fā)有限公司，寧晉舉辦的“天山鳳城國際*投資理財高峰論壇”，并為能夠邀請到北京浙江商會的副會長、中國房地產(chǎn)協(xié)會會長陳俊先生和其專程來到論壇現(xiàn)場感到非常榮幸。在此，我謹(jǐn)代表天山房地產(chǎn)開發(fā)集團(tuán)，向光臨今天盛會的各位領(lǐng)導(dǎo)和社會各界朋友表示衷心地感謝！寧晉這座歷史名城，在 “每年一大步、三年大變樣” 的和諧發(fā)展中，城市功能趨向合理、配套設(shè)施基本齊全、環(huán)境質(zhì)量持續(xù)好轉(zhuǎn)，城市品位進(jìn)一步提升，宜居城市躍然綻放。

尊敬的各位嘉賓、各位朋友：大家好！

七月的昆山萬木蔥蘢、花香四溢，在這生機(jī)盎然的季節(jié)，我與大家共同見證*****的成立，見證中國*****互聯(lián)網(wǎng)+行動計劃的開啟。此刻，我仿佛聽到中國6億互聯(lián)網(wǎng)用戶，共同期許互聯(lián)網(wǎng)與傳統(tǒng)行業(yè)的大融合！

成立*******，是落實(shí)國家互聯(lián)網(wǎng)行動計劃的具體體現(xiàn)、是*****轉(zhuǎn)型的必然需求，也是廣大企業(yè)的迫切愿望。去年兩會上，國家總理李克強(qiáng)在政府工作報告中首次提出，“制定‘互聯(lián)網(wǎng)+’行動計劃”。今年兩會上，互聯(lián)網(wǎng)熱點(diǎn)更是層出不窮：讓傳統(tǒng)企業(yè)打破交易空間限制；降低交流成本快速交易；實(shí)現(xiàn)信息流、資金流時間成本控制等。

中國商業(yè)聯(lián)合會將在引領(lǐng)行業(yè)發(fā)展、整合行業(yè)資源等方面全力支持***********的工作。同時也希望***********會能夠充分發(fā)揮專業(yè)協(xié)會的作用，積極開拓，為*****轉(zhuǎn)型做出如下貢獻(xiàn)：

（四）樹立和維護(hù)*****的可信形象

借力中國電信號百現(xiàn)有的基礎(chǔ)，積極引導(dǎo)企業(yè)重視誠信，樹立可信形象，堵住信息虛假、詐騙頻發(fā)的途徑，維護(hù)企業(yè)的可信度。

（五）、發(fā)揮聯(lián)結(jié)政府和企業(yè)的橋梁作用。

認(rèn)真貫徹執(zhí)行黨的路線、方針、政策，為廣大會員企業(yè)提供高效、優(yōu)質(zhì)的服務(wù)。

Distinguished Guests, Ladies and Gentlemen，晚上好！在這個充滿生機(jī)活力的初夏時節(jié)，來自世界各地的新老朋友在四川成都?xì)g聚一堂，出席2013《財富》全球論壇，探討世界經(jīng)濟(jì)走向，展望中國經(jīng)濟(jì)前景。習(xí)近平主席原來有意出席這次論壇會議，后因日程緊張無法前來，特意委托我來，并專門為這次論壇會議寫了賀信。昨天下午，李克強(qiáng)總理在北京同參會的部分企業(yè)家進(jìn)行了卓有成效的座談。在此，我代表中國政府，對各位朋友的到來表示誠摯歡迎！向論壇主辦方美國時代華納集團(tuán)表示衷心祝賀！

Good evening.In this early summer season that beams with vigor and vitality, our friends, both old and new, from the world over are gathered here in Chengdu, Sichuan Province, to attend the 2013 Fortune Global Forum.Together, we shall explore global economic trends and look into the future of the Chinese economy.President Xi Jinping had originally intended to attend the forum but was unable to come due to his tight schedule.As a result, he has entrusted me to come, and sent a congratulatory message to the forum.Yesterday afternoon, Premier Li Keqiang had a fruitful discussion in Beijing with some of the business leaders attending the forum.Today, on behalf of the Chinese government, I wish to extend my sincere welcome to all our friends.I also wish to extend my sincere congratulations to the forum organizer Time Warner Inc..四川，自古就有“天府之國”的美譽(yù)，這里的人民勤勞智慧，建設(shè)了美好家園，也歷經(jīng)許多磨難。一個多月前的4月20日，四川蘆山發(fā)生7．0級強(qiáng)烈地震，造成重大人員傷亡和財產(chǎn)損失，四川人民在全國的支持幫助下，爭分奪秒搶險救援，取得了階段性重大勝利，災(zāi)區(qū)群眾得到妥善安置，災(zāi)后恢復(fù)重建正在有序展開。5年前的5月12日，四川汶川發(fā)生了8．0級特大地震，我們舉全國之力，用不到三年時間完成了災(zāi)后恢復(fù)重建任務(wù)。在汶川、蘆山地震搶險救援和災(zāi)后恢復(fù)重建的歲月里，包括在座很多跨國公司在內(nèi)的國際社會紛紛伸出援助之手。對國際社會的熱情相助，中國政府和人民將銘記在心。借此機(jī)會，我代表中國政府和人民，向?yàn)殂氪ā⑻J山地震搶險救援和災(zāi)后恢復(fù)重建提供支持幫助的海內(nèi)外朋友，表示衷心感謝！

Sichuan is a place that has long been reputed as the “Land of Abundance” in China.Over the years, the hardworking and talented people of Sichuan have built a beautiful homeland.Yet they have also gone through many hardships.Just over a month ago, on 20 April, a 7.0-magnitude earthquake struck Lushan County, causing heavy loss of life and property.Thanks to the support and assistance from the whole nation, the people of Sichuan have seized every moment to engage in rescue and relief operation, and scored a decisive victory in resettling the earthquake victims and carrying out post-earthquake reconstruction in an orderly manner.Five years ago, on 12 May 2008, an even more devastating earthquake measuring 8.0 on Richter scale struck Wenchuan County.In the wake of the earthquake, through concerted efforts of the entire country, we managed to complete the post-quake reconstruction programs within three years.In our disaster relief and reconstruction efforts in both Wenchuan and Lushan, the international community, including many multinational corporations represented here in Chengdu, have lent us a helping hand.The Chinese government and people will never forget the kind and timely assistance of the international community.On behalf of the Chinese government and people, I wish to take this opportunity to express heartfelt gratitude to our friends at home and abroad for their support and assistance in our relief and reconstruction efforts in Wenchuan and Lushan.女士們、先生們！

Ladies and Gentlemen，《財富》全球論壇已分別在中國上海、香港、北京舉辦過三屆，這是第四次在中國舉辦。這次論壇以“中國的新未來”為主題，充分反映了大家對中國發(fā)展前景的高度關(guān)注。在經(jīng)濟(jì)全球化深入發(fā)展大背景下，世界各國經(jīng)濟(jì)相互聯(lián)系日益加深。中國經(jīng)濟(jì)發(fā)展的未來注定與世界經(jīng)濟(jì)發(fā)展的未來緊密相聯(lián)，這不僅關(guān)系13億中國人民的福祉，也關(guān)系各國人民的共同利益。

The world today is at a critical juncture of significant development, transformation and readjustment.Countries around the world are adopting measures to cope with the complicated and volatile global economic situation and are pondering on their future development paths.Responding to the changing national and global conditions, China, too, has made a series of major strategic adjustments and set up plans for its future development.The 18th National Congress of the Communist Party of China(CPC), held in November 2012, drew the blueprint for China's development in the years ahead.Our goals are: to complete the building of a moderately prosperous society in all respects by 2020, with China's GDP and per-capita income for both urban and rural residents doubling those of 2010, and to turn China into a modern socialist country that is prosperous,strong, democratic, culturally advanced and harmonious by the middle of the 21st century, thus fulfilling the Chinese dream of the great renewal of the Chinese nation.新世紀(jì)新未來，中國面臨前所未有的機(jī)遇和挑戰(zhàn)?？傮w穩(wěn)定的國際環(huán)境有利于我們更好發(fā)展自己，新中國成立以來特別是改革開放以來取得的巨大成就，既為未來的發(fā)展奠定了堅實(shí)基礎(chǔ)，也為世界經(jīng)濟(jì)發(fā)展作出了貢獻(xiàn)。但是，我們清醒認(rèn)識到，國際金融危機(jī)的深層次影響短期難以消除，世界經(jīng)濟(jì)的不穩(wěn)定不確定因素進(jìn)一步增多，中國自身也面臨跨越“中等收入陷阱”和化解長期粗放增長積累矛盾的嚴(yán)峻考驗(yàn)。國際國內(nèi)包括在座許多朋友十分關(guān)心中國宏偉藍(lán)圖如何實(shí)現(xiàn)，借這個機(jī)會，我談點(diǎn)看法意見：

Looking ahead, China's development is faced with unprecedented opportunities and challenges in the new century.The global environment, which features general stability, has provided us with favorable conditions for development.China has made tremendous accomplishments since the founding of the People's Republic of China, especially since the adoption of the reform and opening-up policy.This has laid a solid foundation for China's future development and also contributed to the development of the global economy.However, we are soberly aware that the profound repercussions of the global financial crisis cannot be eliminated in the short term, that destabilizing factors and uncertainties in the world economy are still on the rise, and that China also has to stand up to the test of striding over “the middle-income trap” and alleviating the stresses accumulated in the course of its long period of extensive growth.I know that many friends, both Chinese and foreign, including those present here tonight, are interested in how China will turn its ambitious blueprint into reality.Let me take this opportunity to offer my perspectives on that.首先，我們將始終不渝堅持發(fā)展是硬道理的戰(zhàn)略思想，促進(jìn)經(jīng)濟(jì)持續(xù)健康發(fā)展。中國仍然是世界上最大的發(fā)展中國家，人均國內(nèi)生產(chǎn)總值居世界84位，不發(fā)展沒有出路，發(fā)展是解決中國所有問題的關(guān)鍵，但發(fā)展必須是科學(xué)發(fā)展，是全面協(xié)調(diào)可持續(xù)發(fā)展。今年一季度，中國國內(nèi)生產(chǎn)總值同比增長7．7％。前4個月，城鎮(zhèn)新增就業(yè)470萬人，同比多增18萬人，居民消費(fèi)價格上漲2．4％，回落1．3個百分點(diǎn)，進(jìn)出口增長14％，提高8個百分點(diǎn)。這些指標(biāo)顯示中國經(jīng)濟(jì)發(fā)展總體是平穩(wěn)的，也是來之不易的。我們將以科學(xué)發(fā)展為主題，以加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式為主線，堅持穩(wěn)中求進(jìn)的工作總基調(diào)，繼續(xù)實(shí)施積極的財政政策和穩(wěn)健的貨幣政策，善于底線思維，注重宏觀思考，決不能片面追求速度，而是在平穩(wěn)的發(fā)展中化解矛盾、防范通脹、控制風(fēng)險，著力提高發(fā)展質(zhì)量和效益，努力做到穩(wěn)中求進(jìn)、穩(wěn)中求好、穩(wěn)中求優(yōu)。我們將積極同步推進(jìn)工業(yè)化、信息化、城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化，進(jìn)一步擴(kuò)大國內(nèi)需求，大力培育新的消費(fèi)熱點(diǎn)，健全消費(fèi)持續(xù)增長的長效機(jī)制，發(fā)揮合理投資對經(jīng)濟(jì)發(fā)展的重要作用，積極支持科技型、成長型、出口型和中小微企業(yè)的發(fā)展，促進(jìn)經(jīng)濟(jì)增長的拉動力朝著正確的方向發(fā)展。

First, we must always adhere to the strategic thinking that development is of overriding importance, and endeavor to pursue sustained and healthy economic development.China is still the largest developing country in the world with its per-capita GDP ranking the 84th globally.China will get nowhere unless it develops itself, as development holds the key to solving all its problems.Yet China's development must be scientific, comprehensive, coordinated and sustainable.Statistics show that the nation's first-quarter GDP rose by 7.7 percent year-on-year.In the first four months of this year, employment in cities and towns increased by 4.7 million, 180,000 more than the same period last year, while consumer prices rose by 2.4 percent, down by 1.3 percentage points, and imports and exports grew by 14 percent, 8 percentage points higher than the the same period last year.All these figures indicate that the Chinese economy has been growing in a generally steady fashion, something that has not come by easily.We must take scientific development as our theme, focus on accelerating the transformation of the development model, make steady advancement in our work, and continue to adopt a proactive fiscal policy and a prudent monetary policy.We must be good at bottom-line thinking, and always keep the larger picture in mind.We must never lay undue emphasis on the speed of growth.Instead, we must ensure steady development and work on that basis to solve problems, guard against inflation and keep risks under control.We need to concentrate on improving the quality and efficiency of development, and ensure the development moves ahead steadily and produces good results.We will work to simultaneously advance industrialization, IT-application, urbanization, and agricultural modernization.We will further expand consumer demand, foster new highlights of consumption, and improve the long-term mechanisms that support sustained consumption growth.We will try to bring into play the important role of rational investment in driving economic growth, and lend full support to the growth of high-tech, startup and export-oriented companies and companies of medium to small and micro sizes, in order to ensure that the Chinese economy is headed in the right direction in its growth.第二，我們將加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式，大力調(diào)整優(yōu)化經(jīng)濟(jì)結(jié)構(gòu)。新階段新未來，粗放型增長既不可行也難以為繼，必須以經(jīng)濟(jì)轉(zhuǎn)型謀求長遠(yuǎn)發(fā)展。我們將致力于調(diào)結(jié)構(gòu)、轉(zhuǎn)方式、促轉(zhuǎn)型這一重大任務(wù)，加快發(fā)展現(xiàn)代農(nóng)業(yè)，確保國家糧食安全和重要農(nóng)產(chǎn)品有效供給；實(shí)施創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略，積極發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)和高技術(shù)產(chǎn)業(yè)；有效化解產(chǎn)能過剩，強(qiáng)化增量管理，嚴(yán)禁核準(zhǔn)產(chǎn)能過剩行業(yè)新增產(chǎn)能項目，堅決停建違規(guī)在建項目，有效遏制高消耗高污染行業(yè)盲目擴(kuò)張，并制定有針對性的工作方案，著力調(diào)整優(yōu)化存量結(jié)構(gòu)；支持服務(wù)業(yè)特別是現(xiàn)代服務(wù)業(yè)加快發(fā)展，提高服務(wù)業(yè)比重和水平，構(gòu)建現(xiàn)代產(chǎn)業(yè)發(fā)展新體系。

Second, we will accelerate change to the development model and vigorously improve and optimize the economic structure.Both at the current stage and in the future, an extensive development model is neither feasible nor sustainable, and we must therefore pursue long-term development through economic transformation.We will endeavor to accomplish this important mission of adjusting the structure, shifting the development model and facilitating economic transition.We will speed up China's agricultural modernization, and guarantee national food security and effective supply of major farm produce.We will implement innovation-based development strategies and promote the growth of high-tech companies and emerging industries of strategic importance.We will work hard to curb excess capacity, strengthen incremental management, firmly forbid new projects in industries with excess capacity, terminate projects under construction that are in violation of government regulations, contain the blind expansion of highly-polluting enterprises with high energy consumption, and strive to formulate well-targeted plans to readjust and optimize inventory stocks.We will support the speedy development of the service sector, especially modern service businesses, increase the proportion of the service industry in the national economy, and set up a new system for growth of modern industries.第三，我們將深入實(shí)施區(qū)域發(fā)展總體戰(zhàn)略，加快中西部地區(qū)開發(fā)開放。地區(qū)差別和不平衡發(fā)展是中國一大問題，中西部地區(qū)地域遼闊、資源豐富、潛力巨大，是中國重要的戰(zhàn)略發(fā)展空間、回旋余地和新的經(jīng)濟(jì)增長點(diǎn)。實(shí)施西部大開發(fā)戰(zhàn)略10多年取得了顯著成績。我們將以更大的力度推進(jìn)中西部特別是西部開發(fā)開放，搞好規(guī)劃布局，完善政策措施，加快大通道建設(shè)，大力發(fā)展優(yōu)勢特色產(chǎn)業(yè)，推進(jìn)綠色、循環(huán)、低碳發(fā)展，把資源優(yōu)勢轉(zhuǎn)化為經(jīng)濟(jì)優(yōu)勢，支持東部地區(qū)部分產(chǎn)業(yè)有序向中西部地區(qū)轉(zhuǎn)移，統(tǒng)籌東中西、協(xié)調(diào)南北方，積極穩(wěn)妥推進(jìn)城鎮(zhèn)化，發(fā)揮城鎮(zhèn)化對擴(kuò)內(nèi)需、促發(fā)展、惠民生的潛力作用?？梢韵嘈牛S著新一輪西部開發(fā)開放向縱深推進(jìn)，中國經(jīng)濟(jì)將會增添強(qiáng)大活力，也可以逐步解決不平衡不協(xié)調(diào)不可持續(xù)問題。

Third, we will further enforce the comprehensive strategy for regional development, and accelerate the development and opening up of the central and western regions.One of the major problems China faces today is regional income disparity and imbalanced development.Blessed with a vast territory, abundant resources and huge potential for development, China's central and western regions provide important strategic space for development, convenient leeway as well as new points of economic growth.During the past decade or so, China has made remarkable achievements in developing these regions through its strategy for the development of the western region.We will make even greater efforts to press ahead the development and opening up of the central and western regions, particularly the western region, draw up layout plans for regional development, and work out more effective policies and measures to speed up the construction of major transportation networks between the regions.We will develop local industries with competitive edge, and push forward the development of green, recyclable and low-carbon industries, so that the resources advantages the central and western regions now enjoy will add to their economic strength.We will also support the transfer of some industries in the more developed eastern regions to the western regions, make overall plans on coordinated national and regional development, advance urbanization actively yet steadily, and well exploit the potentials of the process to boost domestic demand, promote economic growth and improve people's livelihood.I believe that a new wave of western region development and opening up will add greater vitality to the Chinese economy, and help resolve the problem of imbalanced, uncoordinated and unsustainable development in due course.第四，我們將加強(qiáng)資源環(huán)境生態(tài)保護(hù)，努力建設(shè)天藍(lán)地綠水凈的美好家園。我一直認(rèn)為，人類文明和中國發(fā)展，與生態(tài)環(huán)境息息相關(guān)。經(jīng)濟(jì)社會發(fā)展了，生態(tài)環(huán)境也保護(hù)好了，才是真正的水平，才是對子孫后代負(fù)責(zé)。我們已經(jīng)提出了建設(shè)美麗中國的目標(biāo)。我們將高度重視認(rèn)真解決環(huán)境污染問題，統(tǒng)籌推進(jìn)經(jīng)濟(jì)結(jié)構(gòu)調(diào)整優(yōu)化、科技創(chuàng)新驅(qū)動發(fā)展、資源節(jié)約環(huán)境保護(hù)，要下大決心，通過長期艱苦不懈努力，以治理重點(diǎn)地區(qū)PM2．5為切入點(diǎn)，實(shí)施有力有效的行動計劃，綜合施策，區(qū)域聯(lián)動，帶動全國的治理工作，并逐步開展飲用水、土壤等環(huán)境綜合整治，為人民群眾創(chuàng)造良好生產(chǎn)生活環(huán)境，為應(yīng)對全球氣候變化作出新的貢獻(xiàn)。

2013年6月6日，由《財富》雜志主辦的“2013年“財富論壇”在成都召開，這已經(jīng)是“財富論壇”第四次在中國召開，第一次是在上海，主題是“中國，未來的50年”，第二次是在香港，主題是“亞洲新一代”，第三次是在北京，主題是“中國和新的亞洲世紀(jì)”，第四次，也就是本次在成都召開的，主題是“中國的新未來”。對比四次論壇的主題，重點(diǎn)越來越偏向中國，說明，世界經(jīng)濟(jì)的重心已經(jīng)開始偏向中國，中國在世界經(jīng)濟(jì)中的作用不容小覷，加上中國企業(yè)曾經(jīng)努力躋身跨進(jìn)世界五百強(qiáng)到現(xiàn)在已經(jīng)成為除美國以外，擁有世界前五百強(qiáng)企業(yè)最多的國家，超過日本。

世界經(jīng)濟(jì)重心開始轉(zhuǎn)向中國，中國的經(jīng)濟(jì)重心也開始由沿海轉(zhuǎn)向內(nèi)陸，轉(zhuǎn)向西部，對于這些年一直倡導(dǎo)的西部經(jīng)濟(jì)大開發(fā)，這次在成都召開的“財富論壇”無疑起到了推波助瀾的作用，成都在這幾年的發(fā)展速度大家也是有目共睹。據(jù)報道，本屆財富全球論壇期間，成都共簽約世界500強(qiáng)企業(yè)和知名跨國公司投資項目74個，投資總額1120.15億元。這些項目的落地實(shí)施，對于成都領(lǐng)先發(fā)展，打造西部經(jīng)濟(jì)核心增長極，意義重大。這對于成都來說，是機(jī)遇，也充滿挑戰(zhàn)。我對經(jīng)濟(jì)并不了解，“財富論壇”的召開，對中國是一個大的機(jī)遇，但是我覺得中國也會因此面臨更大的挑戰(zhàn)。西部經(jīng)濟(jì)計劃是為了發(fā)展西部經(jīng)濟(jì)，帶動西部人民脫貧致富。但是，我們應(yīng)該思考，在西部經(jīng)濟(jì)突飛猛進(jìn)發(fā)展的同時所帶來的不良影響，成都經(jīng)濟(jì)增長迅速，但是房價的增長也同樣令人發(fā)指，貧富差距依然嚴(yán)重。雖然，越來越多的大企業(yè)，大公司，大項目簽約成都，但是，政府在欣喜之余，我覺得應(yīng)該更加注重各監(jiān)管部門的權(quán)利實(shí)施。所謂，林子大了，什么鳥都有，我們都知道，那些跨國企業(yè)不乏，剝奪中國廉價勞動力的意圖，成都，作為西部經(jīng)濟(jì)計劃的一個中心點(diǎn)，首先地理位置，環(huán)境優(yōu)越等條件成為企業(yè)落戶的主要原因，還有就是相對于沿海城市，其優(yōu)勢在于廉價勞動力，政府應(yīng)該加強(qiáng)對企業(yè)的管理，杜絕富士康這樣的悲劇發(fā)生。此外，有些企業(yè)所帶來的環(huán)境污染，應(yīng)該是政府關(guān)注的焦點(diǎn)，中國的新未來，不僅僅是未來經(jīng)濟(jì)發(fā)展，我們要堅持科學(xué)發(fā)展觀，發(fā)展綠色循環(huán)經(jīng)濟(jì)。

順便談?wù)勱P(guān)于“財富論壇”上，小孩子在酒店穿著整齊，精心打扮，迎接賓客的到來這一事件，我并不是特別反感這種中國式的做法，但是我有些生氣的是，是這些大企業(yè)家的不守時還是中國式“守株待兔”的提前等候，造成這些孩子站在那里等待那么長時間。還有，論壇上，所謂的富二代們，我也不反對家族企業(yè)，但是，在接連不斷的富二代事件的報道之后，我只是對這些富二代的信心不足，畢竟他們未來將接管的都是關(guān)乎整個中國經(jīng)濟(jì)發(fā)展的核心企業(yè)。

總之，“財富論壇”帶來的機(jī)遇是可觀的，但是，政府部門，尤其是監(jiān)管部門，不能欣喜若狂，應(yīng)該提高警惕，杜絕貪污腐敗，要恪盡職守，發(fā)揮監(jiān)管作用，讓這些企業(yè)真正發(fā)揮其社會效益、經(jīng)濟(jì)效益。

九月秋高氣爽，在這收獲的季節(jié)，在全國人民喜迎建國六十周年之際,我們在這里隆重舉辦四川省首屆質(zhì)量安全誠信論壇。借此機(jī)會，我代表四川省質(zhì)監(jiān)局向出席論壇的各位領(lǐng)導(dǎo)、各位嘉賓和新聞界的朋友表示最誠摯的歡迎！向關(guān)心、支持本次論壇的省人大、省政協(xié)、省委宣傳部、省經(jīng)委、省工商局、省社科院等十七家部門和新聞媒體表示最衷心的感謝！

誠信，歷來是中華民族的傳統(tǒng)美德。孔子認(rèn)為：人而無信，不知其可為也；言必行，行必果；與朋友交，言而有信。諸子百家無一不把誠信作為最基本的行為準(zhǔn)則。黨的十六大、十七大對誠信建設(shè)提出了一系列戰(zhàn)略部署。講質(zhì)量安全誠信，已成為社會主旋律、好風(fēng)尚。

質(zhì)量、安全，是黨委政府的關(guān)注點(diǎn)、人民群眾的關(guān)心點(diǎn)、社會各界的關(guān)切點(diǎn)。誠信，是質(zhì)量安全的基本保障；質(zhì)量安全是誠信的價值體現(xiàn)。質(zhì)量〃安全〃誠信，已是我們孜孜追求的目標(biāo)。

質(zhì)量安全誠信，事關(guān)群眾利益、國計民生、國家形象，更是關(guān)系經(jīng)濟(jì)社會發(fā)展的重大戰(zhàn)略問題。胡錦濤總書記在去年底的中央經(jīng)濟(jì)工作會上,特別強(qiáng)調(diào)“增長質(zhì)量和產(chǎn)品質(zhì)量 1

關(guān)系發(fā)展可持續(xù)性，關(guān)系人民群眾切身利益，關(guān)系國家形象，如果增長粗放和產(chǎn)品質(zhì)量不高的問題不能得到全面有效解決，總有一天會引發(fā)系統(tǒng)性經(jīng)濟(jì)風(fēng)險，甚至?xí)l(fā)信用危機(jī)和社會動蕩，反過來會影響發(fā)展進(jìn)程”。

近年來，我省各級各部門扎實(shí)推進(jìn)質(zhì)量安全誠信建設(shè)，企業(yè)嚴(yán)格自律，全社會質(zhì)量安全誠信意識有了明顯提高，質(zhì)量安全誠信體系建設(shè)得到了全面發(fā)展，涌現(xiàn)出了一大批像五糧液、長虹、全友等重質(zhì)量、保安全、講誠信的優(yōu)秀企業(yè)，為推動我省經(jīng)濟(jì)社會又好又快發(fā)展做出了積極的貢獻(xiàn)。但是，我們也清醒地認(rèn)識到，質(zhì)量安全誠信體系不完善的問題仍然存在，質(zhì)量安全事件時有發(fā)生，特別是“三鹿奶粉”事件折射出的誠信缺失、道德淪喪敲響了質(zhì)量安全的警鐘，質(zhì)量安全誠信體系建設(shè)任重而道遠(yuǎn)，抓質(zhì)量、抓安全、抓誠信，已成為我們當(dāng)務(wù)之急！

今年，是中央確定的“質(zhì)量和安全年”，各地、各部門堅決貫徹落實(shí)黨中央和國務(wù)院的重大決策部署，深入扎實(shí)地開展各項活動。我們要借“質(zhì)量和安全年”東風(fēng)，大力宣傳質(zhì)量安全誠信方針政策，大力弘揚(yáng)質(zhì)量安全誠信美德，共鑄質(zhì)量誠信，共享安全和諧。
