Tourism represents a kind of popular and pleasant activity that combines sightseeing, recreation and health care.Tourism has been developing all along with the progress of the times.Since the middle of the 20th century, modern tourism has been growing at a fast pace around the world.The number of tourists has ever been on the rise, the scale of the tourism industry has been on constant expansion, and the position of tourism in the economy has been obviously raised.Tourism serves gradually as an important bridge of cultural exchange, friendship and further exchanges and exerts more and more extensiveinfluence on the human life and social progress among various countries.古往今來，旅游一直是人們增長知識、豐富閱歷、強(qiáng)健體魄的美好追求。在古代，中國先哲們就提出了“觀國之光”的思想，倡導(dǎo)“讀萬卷書，行萬里路”，游歷名山大川，承天地之靈氣，接山水之精華。新中國成立后特別是改革開放以來，中國政府高度重視旅游工作，旅游業(yè)持續(xù)快速發(fā)展，已經(jīng)成為一個富有蓬勃活力和巨大潛力的新興產(chǎn)業(yè)。目前，中國入境

旅游人數(shù)和旅游外匯收入躍居世界前列，出境旅游人數(shù)迅速增加，已經(jīng)成為旅游大國。今年上半年，盡管我國遭遇了一場突如其來的非典疫情沖擊，但我們一手抓防治非典，一手抓經(jīng)濟(jì)建設(shè)，及時采取有力扶持政策，使一度受到重創(chuàng)的旅游業(yè)得以迅速恢復(fù)和發(fā)展。

From ancient times till now, tourism has demonstrated the happy wish of the people for more knowledge, varied experience and good health.In ancient times, ancient Chinese thinkers raised the idea of “appreciating the landscape through sightseeing”.Ancient People also proposed to "travel ten thousand li and read ten thousand books'', which shows they found pleasure in enriching themselves mentally and physically through traveling over famous mountains and rivers.After the founding of New China, especially since the opening up to the outside world and the reform, the Chinese government has given profound attention to the tourism work, which has been undergoing steady and fast growth as a newly emerging dynamic and potentially strong industry.Presently, China ranks among the top destinations in the world in terms of both tourist arrivals and foreign currency receipts, our outbound tourists are also increasing rapidly China is now a big tourism country.In the first half of this year, although China was affected by the sudden outbreak of SARS, yet we spent all our efforts in preventing and controlling SARS while continuing with our economic construction.By implementing strong supportive policy measures, the tourism industry, which suffered greatly for a time, has been on fast recovery and development.中國是一個歷史悠久的文明古國，也是一個充滿時代生機(jī)的東方大國，擁有許多得天獨厚的旅游資源。自然風(fēng)光旖旎秀美，歷史文化博大精深，56個民族風(fēng)情濃郁，目前已被列入世界文化遺產(chǎn)地和世界自然遺產(chǎn)地達(dá)29處。在改革開放的推動下，現(xiàn)代化建設(shè)突飛猛進(jìn)，城鄉(xiāng)面貌日新月異。古代中國的風(fēng)采神韻與現(xiàn)代中國的蓬勃英姿交相輝映。這些都為發(fā)展國內(nèi)外旅游創(chuàng)造了優(yōu)越的條件。

凝聚共識 加強(qiáng)合作 推進(jìn)應(yīng)對氣候變化歷史進(jìn)程

——在哥本哈根氣候變化會議領(lǐng)導(dǎo)人會議上的講話

中華人民共和國國務(wù)院總理 溫家寶（２００９年１２月１８日 哥本哈根）

拉斯穆森首相閣下，各位同事：

此時此刻，全世界幾十億人都在注視著哥本哈根。我們在此表達(dá)的意愿和做出的承諾，應(yīng)當(dāng)有利于推動人類應(yīng)對氣候變化的歷史進(jìn)程。站在這個講壇上，我深感責(zé)任重大。

氣候變化是當(dāng)今全球面臨的重大挑戰(zhàn)。遏制氣候變暖，拯救地球家園，是全人類共同的使命，每個國家和民族，每個企業(yè)和個人，都應(yīng)當(dāng)責(zé)無旁貸地行動起來。

12月18日，中國國務(wù)院總理溫家寶在哥本哈根出席聯(lián)合國氣候變化大會領(lǐng)導(dǎo)人會議。這是溫家寶在會上發(fā)表講話。

近三十年來，中國現(xiàn)代化建設(shè)取得的成就已為世人矚目。在這里我還要告訴各位，中國在發(fā)展的進(jìn)程中高度重視氣候變化問題，從中國人民和人類長遠(yuǎn)發(fā)展的根本利益出發(fā)，為應(yīng)對氣候變化做出了不懈努力和積極貢獻(xiàn)。

——中國是最早制定實施《應(yīng)對氣候變化國家方案》的發(fā)展中國家。先后制定和修訂了節(jié)約能源法、可再生能源法、循環(huán)經(jīng)濟(jì)促進(jìn)法、清潔生產(chǎn)促進(jìn)法、森林法、草原法和民用建筑節(jié)能條例等一系列法律法規(guī)，把法律法規(guī)作為應(yīng)對氣候變化的重要手段?！袊墙陙砉?jié)能減排力度最大的國家。我們不斷完善稅收制度，積極推進(jìn)資源性產(chǎn)品價格改革，加快建立能夠充分反映市場供求關(guān)系、資源稀缺程度、環(huán)境損害成本的價格形成機(jī)制。全面實施十大重點節(jié)能工程和千家企業(yè)節(jié)能計劃，在工業(yè)、交通、建筑等重點領(lǐng)域開展節(jié)能行動。深入推進(jìn)循環(huán)經(jīng)濟(jì)試點，大力推廣節(jié)能環(huán)保汽車，實施節(jié)能產(chǎn)品惠民工程。推動淘汰高耗能、高污染的落后產(chǎn)能，２００６至２００８年共淘汰低能效的煉鐵產(chǎn)能６０５９萬噸、煉鋼產(chǎn)能４３４７萬噸、水泥產(chǎn)能１．４億噸、焦炭產(chǎn)能６４４５萬噸。截至今年上半年，中國單位國內(nèi)生產(chǎn)總值能耗比２００５年降低１３％，相當(dāng)于少排放８億噸二氧化碳。

——中國是新能源和可再生能源增長速度最快的國家。我們在保護(hù)生態(tài)基礎(chǔ)上，有序發(fā)展水電，積極發(fā)展核電，鼓勵支持農(nóng)村、邊遠(yuǎn)地區(qū)和條件適宜地區(qū)大力發(fā)展生物質(zhì)能、太陽能、地?zé)?、風(fēng)能等新型可再生能源。２００５年至２００８年，可再生能源增長５１％，年均增長１４．７％。２００８年可再生能源利用量達(dá)到２．５億噸標(biāo)準(zhǔn)煤。農(nóng)村有３０５０萬戶用上沼氣，相當(dāng)于少排放二氧化碳４９００多萬噸。水電裝機(jī)容量、核電在建規(guī)模、太陽能熱水器集熱面積和光伏發(fā)電容量均居世界第一位。

——中國是世界人工造林面積最大的國家。我們持續(xù)大規(guī)模開展退耕還林和植樹造林，大力增加森林碳匯。２００３至２００８年，森林面積凈增２０５４萬公頃，森林蓄積量凈增１１．２３億立方米。目前人工造林面積達(dá)５４００萬公頃，居世界第一。

中國有１３億人口，人均國內(nèi)生產(chǎn)總值剛剛超過３０００美元，按照聯(lián)合國標(biāo)準(zhǔn)，還有１．５億人生活在貧困線以下，發(fā)展經(jīng)濟(jì)、改善民生的任務(wù)十分艱巨。我國正處于工業(yè)化、城鎮(zhèn)化快速發(fā)展的關(guān)鍵階段，能源結(jié)構(gòu)以煤為主，降低排放存在特殊困難。但是，我們始終把應(yīng)對氣候變化作為重要戰(zhàn)略任務(wù)。１９９０至２００５年，單位國內(nèi)生產(chǎn)總值二氧化碳排放強(qiáng)度下降４６％。在此基礎(chǔ)上，我們又提出，到２０２０年單位國內(nèi)生產(chǎn)總值二氧化碳排放比２００５年下降４０％－４５％，在如此長時間內(nèi)這樣大規(guī)模降低二氧化碳排放，需要付出艱苦卓絕的努力。我們的減排目標(biāo)將作為約束性指標(biāo)納入國民經(jīng)濟(jì)和社會發(fā)展的中長期規(guī)劃，保證承諾的執(zhí)行受到法律和輿論的監(jiān)督。我們將進(jìn)一步完善國內(nèi)統(tǒng)計、監(jiān)測、考核辦法，改進(jìn)減排信息的披露方式，增加透明度，積極開展國際交流、對話與合作。

12月18日，中國國務(wù)院總理溫家寶在哥本哈根出席聯(lián)合國氣候變化大會領(lǐng)導(dǎo)人會議。

各位同事，應(yīng)對氣候變化需要國際社會堅定信心，凝聚共識，積極努力，加強(qiáng)合作。必須始終牢牢把握以下幾點：

第一，保持成果的一致性。應(yīng)對氣候變化不是從零開始的，國際社會已經(jīng)為之奮斗了幾十年?！堵?lián)合國氣候變化框架公約》及其《京都議定書》是各國經(jīng)過長期艱苦努力取得的成果，凝聚了各方的廣泛共識，是國際合作應(yīng)對氣候變化的法律基礎(chǔ)和行動指南，必須倍加珍惜、鞏固發(fā)展。本次會議的成果必須堅持而不能模糊公約及其議定書的基本原則，必須遵循而不能偏離“巴厘路線圖”的授權(quán)，必須鎖定而不能否定業(yè)已達(dá)成的共識和談判取得的進(jìn)展。

第二，堅持規(guī)則的公平性?！肮餐袇^(qū)別的責(zé)任”原則是國際合作應(yīng)對氣候變化的核心和基石，應(yīng)當(dāng)始終堅持。近代工業(yè)革命２００年來，發(fā)達(dá)國家排放的二氧化碳占全球排放總量的８０％。如果說二氧化碳排放是氣候變化的直接原因，誰該承擔(dān)主要責(zé)任就不言自明。無視歷史責(zé)任，無視人均排放和各國的發(fā)展水平，要求近幾十年才開始工業(yè)化、還有大量人口處于絕對貧困狀態(tài)的發(fā)展中國家承擔(dān)超出其應(yīng)盡義務(wù)和能力范圍的減排目標(biāo)，是毫無道理的。發(fā)達(dá)國家如今已經(jīng)過上富裕生活，但仍維持著遠(yuǎn)高于發(fā)展中國家的人均排放，且大多屬于消費型排放；相比之下，發(fā)展中國家的排放主要是生存排放和國際轉(zhuǎn)移排放。今天全球仍有２４億人以煤炭、木炭、秸稈為主要燃料，有１６億人沒有用上電。應(yīng)對氣候變化必須在可持續(xù)發(fā)展的框架下統(tǒng)籌安排，決不能以延續(xù)發(fā)展中國家的貧窮和落后為代價。發(fā)達(dá)國家必須率先大幅量化減排并向發(fā)展中國家提供資金和技術(shù)支持，這是不可推卸的道義責(zé)任，也是必須履行的法律義務(wù)。發(fā)展中國家應(yīng)根據(jù)本國國情，在發(fā)達(dá)國家資金和技術(shù)轉(zhuǎn)讓支持下，盡可能減緩溫室氣體排放，適應(yīng)氣候變化。

第三，注重目標(biāo)的合理性。中國有句成語：千里之行，始于足下。西方也有句諺語：羅馬不是一天建成的。應(yīng)對氣候變化既要著眼長遠(yuǎn)，更要立足當(dāng)前?！毒┒甲h定書》明確規(guī)定了發(fā)達(dá)國家至２０１２年第一承諾期的減排指標(biāo)。但從實際執(zhí)行情況看，不少發(fā)達(dá)國家的排放不減反增。目前發(fā)達(dá)國家已經(jīng)公布的中期減排目標(biāo)與協(xié)議的要求和國際社會的期望仍有相當(dāng)距離。確定一個長遠(yuǎn)的努力方向是必要的，更重要的是把重點放在完成近期和中期減排目標(biāo)上，放在兌現(xiàn)業(yè)已做出的承諾上，放在行動上。一打綱領(lǐng)不如一個行動，我們應(yīng)該通過切實的行動，讓人們看到希望。

第四，確保機(jī)制的有效性。應(yīng)對氣候變化，貴在落實行動，重在機(jī)制保障。國際社會要在公約框架下做出切實有效的制度安排，促使發(fā)達(dá)國家兌現(xiàn)承諾，向發(fā)展中國家持續(xù)提供充足的資金支持，加快轉(zhuǎn)讓氣候友好技術(shù)，有效幫助發(fā)展中國家、特別是小島嶼國家、最不發(fā)達(dá)國家、內(nèi)陸國家、非洲國家加強(qiáng)應(yīng)對氣候變化的能力建設(shè)。

最后，我要強(qiáng)調(diào)的是，中國政府確定減緩溫室氣體排放的目標(biāo)是中國根據(jù)國情采取的自主行動，是對中國人民和全人類負(fù)責(zé)的，不附加任何條件，不與任何國家的減排目標(biāo)掛鉤。我們言必信、行必果，無論本次會議達(dá)成什么成果，都將堅定不移地為實現(xiàn)、甚至超過這個目標(biāo)而努力。

尊敬的赤道幾內(nèi)亞總統(tǒng)奧比昂閣下，尊敬的尼日爾總統(tǒng)伊素福閣下，尊敬的佛得角總理內(nèi)韋斯閣下，尊敬的肯尼亞總理奧廷加閣下，女士們，先生們，朋友們：

這是我第三次出席中非企業(yè)家大會，看到中非工商界交流與合作不斷發(fā)展，越來越紅火，感到非常高興。我謹(jǐn)代表中國政府對第四屆中非企業(yè)家大會開幕表示熱烈祝賀，向雙方企業(yè)家們致以親切問候和良好祝愿！

２００３年我擔(dān)任總理后，第一次正式出訪就到了非洲，出席了中非合作論壇第二屆部長級會議開幕式并訪問埃塞俄比亞。２００６年的非洲七國之行穿越南北，一幕幕感人場景至今記憶猶新，那次我寫了一首詩，題目叫“我回家了”。２００９年我到非洲出席中非合作論壇第四屆部長級會議開幕式。當(dāng)時國際金融危機(jī)已經(jīng)波及非洲大陸。我代表中國政府宣布了加強(qiáng)中非合作、支持非洲發(fā)展的八項新舉措，體現(xiàn)了中非攜手應(yīng)對挑戰(zhàn)的堅定決心。近年來，盡管國際風(fēng)云變幻莫測，中非友好合作這棵參天大樹經(jīng)受住了風(fēng)雨的考驗，茁壯成長，我們收獲的不僅有實實在在的果實，還有比金子更寶貴的友誼和互信。事實再一次證明，中非永遠(yuǎn)是好朋友、好伙伴、好兄弟！

中非經(jīng)貿(mào)合作日益緊密，無論規(guī)模還是水平，都在發(fā)生可喜變化?！p方貿(mào)易額快速增長，結(jié)構(gòu)和質(zhì)量不斷改善。中國連續(xù)三年都是非洲第一大貿(mào)易伙伴國。２０１１年中非貿(mào)易額達(dá)到１６６３億美元，比２００９年增長８３％。其中非洲對中國出口大幅增長，三年翻了一番，商品種類更加豐富。中國市場上出現(xiàn)了非洲的鋼材、銅材、化肥等工業(yè)制成品，非洲的農(nóng)產(chǎn)品越來越多。

——融資合作成效顯著，項目安排更加科學(xué)合理。在國際金融危機(jī)蔓延的情況下，非洲國家面臨資金短缺的巨大壓力。中國政府積極落實向非洲提供１００億美元優(yōu)惠性質(zhì)貸款等承諾，支持中國金融機(jī)構(gòu)擴(kuò)大對非商業(yè)貸款，項目安排在注重經(jīng)濟(jì)效益的同時，把社會效益放在更加重要位置，建設(shè)了一批同發(fā)展生產(chǎn)和改善民生密切相關(guān)的項目，增強(qiáng)了非洲自我發(fā)展能力。

——投資合作勢頭強(qiáng)勁，領(lǐng)域和方式趨于多元化。截至２０１２年６月，中國對非各類投資４５０億美元，其中直接投資超過１５０億美元，制造業(yè)、金融業(yè)和建筑業(yè)投資占６０％，采礦業(yè)投資約占２５％。目前，２０００多家各類中國企業(yè)在非洲５０個國家生根，非洲員工比例超過８５％。中非經(jīng)貿(mào)合作園區(qū)建設(shè)順利推進(jìn)，帶動了非洲工業(yè)發(fā)展。

——中國對非援助力度加強(qiáng)，更加重視可持續(xù)發(fā)展。近三年來，中國對非援助總額增長近一倍，進(jìn)一步向民生發(fā)展、減貧扶貧、防災(zāi)減災(zāi)和能力建設(shè)方面傾斜，為非洲新建了學(xué)校、醫(yī)院、路橋、供水項目；派遣了大批農(nóng)業(yè)技術(shù)專家和醫(yī)療隊員，為非洲國家累計培訓(xùn)各類人員２．１萬名。中國多次向非洲之角等非洲地區(qū)饑荒受災(zāi)國提供緊急糧食援助，為非洲國家援助實施了一批農(nóng)業(yè)示范中心項目和近百個清潔能源項目，為非洲應(yīng)對糧食安全、氣候變化等挑戰(zhàn)發(fā)揮了積極作用。

同時，我們必須看到，中非經(jīng)貿(mào)合作在快速發(fā)展過程中，一些長期存在的問題還沒有得到徹底解決，也出現(xiàn)了一些新情況。我知道，非洲朋友們希望中國繼續(xù)增加進(jìn)口當(dāng)?shù)厣a(chǎn)的制成品和附加值較高的產(chǎn)品，在更廣泛的領(lǐng)域擴(kuò)大對非投資，提供更多資金，加大技術(shù)轉(zhuǎn)讓力度，更好地照顧非洲企業(yè)的關(guān)切等等。中國政府高度重視這些正當(dāng)合理的愿望和要求，正在積極同非洲國家一道探尋有效的解決途徑和措施。我們對中非經(jīng)貿(mào)合作抱有信心，中非經(jīng)貿(mào)合作的道路一定會越走越寬廣！

女士們、先生們、朋友們！

面對國際金融危機(jī)的沖擊，非洲國家自強(qiáng)不息，積極推進(jìn)一體化進(jìn)程，加強(qiáng)國際合作，保持了穩(wěn)定和發(fā)展的良好勢頭，成為推動世界格局變化調(diào)整的一支重要力量。中國為非洲取得的成就感到高興，對非洲充滿信心。今天，中非有著更加廣泛的共同利益，更加堅實的合作基礎(chǔ)。中方將繼續(xù)本著真誠友好、平等相待、互利互惠、共同發(fā)展的原則，與非洲國家一道，推動中非經(jīng)貿(mào)關(guān)系達(dá)到更高水平。

——要加強(qiáng)政府間的磋商協(xié)作。這對于中非經(jīng)貿(mào)合作持續(xù)健康發(fā)展具有重要意義。中國愿與非洲國家政府一道，結(jié)合各自國情和發(fā)展戰(zhàn)略，制定切實可行的中長期合作規(guī)劃，促進(jìn)彼此產(chǎn)業(yè)對接和融合。雙方要建立健全相關(guān)法律法規(guī)，完善溝通對話機(jī)制，為深化合作提供法律制度保障?！龠M(jìn)中非貿(mào)易平衡發(fā)展。中方?jīng)Q定實施“對非貿(mào)易專項計劃”，適時派出赴非投資貿(mào)易促進(jìn)團(tuán)，擴(kuò)大非洲產(chǎn)品進(jìn)口。支持舉辦更多非洲商品展，為非洲企業(yè)推介優(yōu)勢商品提供便利。中國將進(jìn)一步對非洲國家開放市場，提高與中國建交的非洲最不發(fā)達(dá)國家享受零關(guān)稅待遇的出口商品稅目的比重。

——要進(jìn)一步加強(qiáng)投資合作。中方將堅持“政府引導(dǎo)、企業(yè)主體、市場運(yùn)作、互利共贏”的方針，更加注重改善民生和促進(jìn)就業(yè)；更加注重保護(hù)非洲生態(tài)環(huán)境，尊重當(dāng)?shù)匚幕惋L(fēng)俗；更加注重管理審核，提高投資效益和質(zhì)量。我們將繼續(xù)鼓勵有實力、信譽(yù)好的企業(yè)赴非投資，引導(dǎo)投資向制造業(yè)領(lǐng)域傾斜，支持企業(yè)和金融機(jī)構(gòu)以多種方式參與非洲交通、通訊、電力、水利等基礎(chǔ)設(shè)施建設(shè)，更多采用合資、合作方式，加大轉(zhuǎn)讓技術(shù)力度，幫助非洲國家增強(qiáng)自我發(fā)展能力。中方將于年內(nèi)全面落實向非洲提供優(yōu)惠性質(zhì)貸款的承諾，在此基礎(chǔ)上，提供新的優(yōu)惠性質(zhì)貸款和商業(yè)貸款。

——要共同應(yīng)對糧食危機(jī)。要繼續(xù)把農(nóng)業(yè)和糧食安全作為中非合作的優(yōu)先領(lǐng)域，為非洲經(jīng)濟(jì)社會發(fā)展提供基礎(chǔ)性保障。中方愿根據(jù)非方需求，通過擴(kuò)大貿(mào)易、投資、援助、技術(shù)合作等多種方式，幫助非洲國家提高糧食生產(chǎn)和加工能力。中方將增加援非農(nóng)業(yè)示范中心，繼續(xù)向非洲國家派遣農(nóng)業(yè)技術(shù)組，傳授農(nóng)業(yè)生產(chǎn)技術(shù)和經(jīng)驗，在力所能及的范圍內(nèi)向非洲國家提供緊急糧食援助。

——要促進(jìn)可持續(xù)發(fā)展領(lǐng)域的國際合作。中方祝賀南非去年成功舉辦德班氣候變化大會，贊賞不久前召開的聯(lián)合國可持續(xù)發(fā)展大會關(guān)注非洲可持續(xù)發(fā)展問題。中方愿與非洲深化中非應(yīng)對氣候變化伙伴關(guān)系，加強(qiáng)在氣候變化領(lǐng)域的政策對話與合作；將在森林保護(hù)、防災(zāi)減災(zāi)、荒漠化治理、生態(tài)保護(hù)、環(huán)境管理等領(lǐng)域向非洲提供更有力的支持；繼續(xù)增加對非援助規(guī)模，實施更多有利于改善民生和提升可持續(xù)發(fā)展能力的項目；呼吁國際社會重視可持續(xù)發(fā)展領(lǐng)域執(zhí)行力不足的問題，敦促發(fā)達(dá)國家兌現(xiàn)對非洲國家的援助承諾。

女士們、先生們、朋友們！

中國始終不渝地走和平發(fā)展道路，主張建立更加公正合理的國際政治經(jīng)濟(jì)秩序，反對一切形式的不平等做法，支持非洲國家走自主選擇的發(fā)展道路。在對非合作方面，中國堅持開放、包容、共贏，愿同非洲和國際社會一道，為推動世界和平與發(fā)展，促進(jìn)全人類的福祉，做出新的更大貢獻(xiàn)。

明天的中非合作論壇第五屆部長級會議，是中非關(guān)系發(fā)展中的又一盛事。我衷心祝愿大會取得圓滿成功！祝中非友誼地久天長！
