尊敬的各位來(lái)賓，女士們，先生們，朋友們：

Distinguished Guests, Ladies and Gentlemen, Dear Friends,在這美好的金秋時(shí)節(jié)，第三屆東亞論壇在北京舉行。我謹(jǐn)代表中國(guó)政府，并以我個(gè)人名義，對(duì)此次論壇的召開表示熱烈祝賀。東亞論壇是東亞合作的重要機(jī)制，它為東亞國(guó)家官、產(chǎn)、學(xué)各界提供了一個(gè)對(duì)話交流、促進(jìn)合作的平臺(tái)。我相信，來(lái)自東盟和中、日、韓等國(guó)的官、產(chǎn)、學(xué)界代表齊聚一堂，共商?hào)|亞合作大計(jì)，必將為擴(kuò)大東亞各國(guó)的交流合作，增進(jìn)互信，推動(dòng)?xùn)|亞區(qū)域發(fā)展、穩(wěn)定與繁榮做出新的重要貢獻(xiàn)。

As the 3rd East Asia Forum convenes in Beijing in this beautiful season of golden autumn, I wish to extend, on behalf of the Chinese Government and in my own name, our warm congratulations on this gathering.As an important mechanism for East Asia cooperation, the Forum provides the government, business and academic communities in this region with a platform for more dialogue, exchanges and cooperation.Representatives of governments, businesses and academia of ASEAN countries, China, Japan and the Republic of Korea(ROK)are brought together here to discuss strategies for East Asia cooperation.This, I believe, will contribute

significantly to the exchanges, cooperation and mutual trust among East Asian nations, as well as development, stability and prosperity in the region.今天的亞洲正處于重要的發(fā)展時(shí)期。縱觀當(dāng)前東亞總體形勢(shì)，謀和平、求發(fā)展、促合作日益深入人心。各國(guó)政治互信加強(qiáng)，區(qū)域合作進(jìn)程加快，對(duì)話、合作已成為本區(qū)域內(nèi)國(guó)家間關(guān)系的主旋律。東亞各國(guó)經(jīng)過(guò)長(zhǎng)期不懈的努力和探索，大都找到了符合本國(guó)國(guó)情的發(fā)展道路，經(jīng)濟(jì)社會(huì)不斷發(fā)展，人民生活水平顯著提高。東亞經(jīng)濟(jì)的增長(zhǎng)一直位于世界前列，成為推動(dòng)亞洲乃至世界經(jīng)濟(jì)發(fā)展的主要力量。東亞國(guó)家正以通過(guò)長(zhǎng)期不懈努力創(chuàng)造的發(fā)展成就，引起世界的廣泛矚目。

Asia today is in an important stage of development.The pursuit of peace, development and cooperation has found its way ever deeper in the hearts of the people across East Asia.Political mutual trust among nations is enhanced, and regional cooperation expedited.Dialogue and cooperation have become the main theme of state-to-state relations in the region.Thanks to their perpetual hard work and exploratory efforts, most East Asian countries have found the road to development suited to their own national conditions, leading to steady social and economic development and marked improvement in the living standards of their people.Taking the lead in world economic development for a long time, East Asia has become a major driving force behind the economic growth of the whole of Asia and the world at large.Countries in this region are now capturing worldwide attention with their achievements through longtime unremitting efforts.東亞的發(fā)展帶給我們?cè)S多重要的啟示，其中之一就是要重視和加強(qiáng)區(qū)域合作。東亞國(guó)家順應(yīng)經(jīng)濟(jì)全球化和區(qū)域一體化的客觀要求，不斷探索新的合作途徑和模式，穩(wěn)步加強(qiáng)合作機(jī)制建設(shè)，以經(jīng)貿(mào)合作為先導(dǎo)，合作領(lǐng)域不斷擴(kuò)大，合作內(nèi)涵日益豐富。目前，東盟與中日韓（10+3）合作、東盟共同體建設(shè)、東盟與中日韓三個(gè)10+1合作、中日韓三方合作正在穩(wěn)步推進(jìn)，取得了扎實(shí)的進(jìn)展。去年10+3領(lǐng)導(dǎo)人會(huì)議將東亞共同體確定為東亞合作的長(zhǎng)遠(yuǎn)目標(biāo)，進(jìn)一步明確了東亞合作的發(fā)展方向，東亞合作開始步入新的發(fā)展階段。

The development of East Asia is enlightening in many important ways.Among others, regional

cooperation should be valued and strengthened.In response to the objective needs of economic globalization and regional integration, East Asian countries have been constantly exploring new avenues and modes for cooperation, and steadily enhancing their efforts in building cooperation mechanisms.With business ties leading the way, East Asian countries have increasingly expanded areas of collaboration, and enriched their cooperation.At present, ASEAN's cooperation with China, Japan and the ROK(10+3), the building of the

ASEAN Community, ASEAN's respective cooperation with China, Japan and the ROK, and China-Japan-ROK cooperation are all moving steadily ahead with solid progress.At the 10+3 leaders' meeting last year, an East Asian Community was defined as the long-term objective of East Asia cooperation.This has further helped identify the orientation of East Asia cooperation, and opened up a new phase for cooperation in the region.事實(shí)證明，東亞合作符合本地區(qū)國(guó)家和人民的利益，給各國(guó)人民帶來(lái)了實(shí)實(shí)在在的好處。東亞合作為本地區(qū)持續(xù)穩(wěn)定、發(fā)展和繁榮提供了有力的保障和動(dòng)力，也正深刻地改變著本地區(qū)政治、經(jīng)濟(jì)和安全

環(huán)境。各國(guó)之間在合作進(jìn)程中經(jīng)濟(jì)融合加深，相互依存度提高，政治互信增強(qiáng)。所有這一切，都為東亞合作的進(jìn)一步發(fā)展奠定了重要的基礎(chǔ)。

Facts have proved that East Asia cooperation serves the interests of countries and peoples in this region, bringing about tangible benefits to all peoples in East Asia.It provides a strong guarantee and impetus for

sustained stability, development and prosperity in this region.It is also inflicting profound changes on regional political, economic and security environment.In pursing cooperation, all countries have witnessed deeper

economic integration, greater interdependence and stronger political mutual trust.All this has laid an important foundation for closer cooperation in East Asia.同時(shí)也要看到，東亞合作仍處在初期階段，仍面臨方方面面的挑戰(zhàn)。如何把握東亞合作的正確方向、引導(dǎo)各國(guó)走和平發(fā)展道路，如何加強(qiáng)各國(guó)間的政治互信和安全合作，營(yíng)造有利的發(fā)展環(huán)境，如何結(jié)合形勢(shì)的發(fā)展變化，妥善應(yīng)對(duì)貧困、恐怖主義、能源短缺、民族與宗教矛盾、自然災(zāi)害、禽流感等非傳統(tǒng)安全問題，仍需要各國(guó)深入思考并在今后的合作進(jìn)程中采取有效解決辦法。應(yīng)該承認(rèn)，繼續(xù)深化、拓展東亞合作進(jìn)程，機(jī)遇與挑戰(zhàn)并存。我們要牢牢把握當(dāng)前的有利時(shí)機(jī)，同時(shí)妥善應(yīng)對(duì)面臨的困難。要從戰(zhàn)略高度重視東亞合作的意義，用歷史的眼光看待東亞合作的進(jìn)程，不斷強(qiáng)化合作意識(shí)，加大合作力度，拓寬合作領(lǐng)域，豐富合作內(nèi)容。要通過(guò)合作擴(kuò)大共同利益、縮小矛盾分歧，謀求互利共贏和共同發(fā)展，為亞洲和世界的和平、穩(wěn)定與發(fā)展作出更大貢獻(xiàn)。

Meanwhile, we must not lose sight of the fact that East Asia cooperation is still in its nascent stage, and still faces challenges of one kind or another.How to keep East Asia cooperation in the right direction, and guide all nations to follow a path of peaceful development? How to enhance political mutual trust and security cooperation among different countries and create a favorable environment for development? How to cope with non-traditional security threats such as poverty, terrorism, energy shortage, ethnic and religious conflicts, natural disasters and avian flu in light of the evolution of the situation?--These are the questions that all nations need to contemplate, and take effective measures to address in their future cooperation.It should be acknowledged that we face both opportunities and challenges in continuing to deepen and expand East Asia cooperation.We must seize firmly the current good opportunities, and handle properly the difficulties in front of us.We should attach strategic importance to East Asia cooperation, and view its process from a historical perspective.We should strengthen our will and efforts, and expand the areas and contents of cooperation.We should take the enhancement of cooperation as a way to expand common interests, reduce differences, and seek mutual benefit, win-win results and common development, so as to make greater contribution to peace, stability and development in Asia and the world at large.在此，我愿就東亞合作提幾點(diǎn)看法，與大家共同商榷。

Hereby, I would like to offer some observations on East Asia cooperation for discussion.第一、求同存異，增強(qiáng)互信。東亞國(guó)家地理相近、文化相通，這是我們開展合作的優(yōu)勢(shì)。同時(shí)，東亞國(guó)家的國(guó)情不盡相同，各國(guó)選擇了符合自身特點(diǎn)的發(fā)展道路。我們應(yīng)充分尊重本地區(qū)多樣性的特點(diǎn)，充分考慮到各國(guó)經(jīng)濟(jì)發(fā)展水平、社會(huì)制度、民族、文化等差異和不同關(guān)切。要堅(jiān)持各國(guó)在合作進(jìn)程中一律平等的原則。我們倡導(dǎo)區(qū)域合作，目的在于加強(qiáng)相互學(xué)習(xí)和借鑒，促進(jìn)交流與合作，從而實(shí)現(xiàn)共同發(fā)展和共同進(jìn)步。

First, seeking common ground while preserving differences, and enhancing mutual trust.Geographical proximity and cultural similarity in East Asia are the assets for our cooperation.On the other hand, East Asian countries have different national conditions, and they have each chosen development paths that fit in well with their particularities.It is important that we fully respect the distinctive feature of diversity in our region, and take into full consideration the differences in economic development levels, social systems, ethnic groups and cultures of the countries as well as their divergent concerns.In the course of cooperation, equality of all

countries must be adhered to as a matter of principle.While advocating regional cooperation, we have as our objectives to learn more from each other, and promote exchanges and cooperation, so as to achieve common development and progress.第二、突出重點(diǎn)，鞏固基礎(chǔ)。東亞合作涵蓋了很多區(qū)域和次區(qū)域合作機(jī)制，其中10+3合作作為本地區(qū)重要的合作機(jī)制，在東亞合作中發(fā)揮著舉足輕重的作用。我們既要重視各個(gè)機(jī)制的互補(bǔ)性，也應(yīng)把握重點(diǎn)，進(jìn)一步增加對(duì)10+3合作的投入，著重提高合作效率和水平，繼續(xù)發(fā)揮其主渠道的作用。應(yīng)當(dāng)不斷夯實(shí)經(jīng)貿(mào)合作的基礎(chǔ)，逐步加強(qiáng)政治安全對(duì)話，開展社會(huì)文化合作。

Second, highlighting priorities and consolidating the foundation for cooperation.Among the host of

regional and sub-regional cooperation mechanisms within the framework of East Asia cooperation, the 10+3 is playing a pivotal role as an important cooperation mechanism in the region.Not only should we set store by the complementarity of various mechanisms, but we should also identify priorities, and move further to increase our input in 10+3 cooperation, focus on improving its efficiency and quality, and keep it as the main channel for our cooperation.We should constantly consolidate the foundation for our business cooperation, gradually enhance political and security dialogue, and conduct social and cultural cooperation.第三、凝聚共識(shí)，循序漸進(jìn)。東亞合作關(guān)系到本地區(qū)各國(guó)的利益和各方的關(guān)切，是前人不曾經(jīng)歷的新生事物，需要一個(gè)統(tǒng)一思想、擴(kuò)大共識(shí)、逐步推進(jìn)的過(guò)程。過(guò)去一些年來(lái)，我們已經(jīng)進(jìn)行了許多有益的嘗試，為進(jìn)一步擴(kuò)大合作領(lǐng)域、提高合作層次創(chuàng)造了良好條件。同時(shí)，我們也要對(duì)東亞合作的長(zhǎng)期性有清醒的認(rèn)識(shí)。要繼續(xù)總結(jié)經(jīng)驗(yàn)，加強(qiáng)溝通，最大限度尋求利益匯合點(diǎn)，探索可為各國(guó)共同接受的合作思路、途徑和模式。

Third, building consensus and moving forward in a gradual manner.East Asia cooperation bears upon the interests of countries in the region and concerns of various parties.It is a new cause undertaken by no one

before us.It evolves a process of building and expanding consensus, and proceeding step by step.Over the past few years, we have made many useful attempts, creating favorable conditions for further cooperation in more areas and at a higher level.At the same time, we should also be soberly aware that East Asia cooperation is a long-haul journey.We should all continue to summarize experience, enhance communications, maximize

common interests, and look for ideas, ways and modes of cooperation acceptable to all countries in our region.第四、兼容并蓄，保持開放。在經(jīng)濟(jì)全球化迅速發(fā)展的時(shí)代，任何國(guó)家和地區(qū)都不可能孤立地發(fā)展。我們支持東盟和東亞國(guó)家在東亞合作進(jìn)程中的主導(dǎo)作用，同時(shí)認(rèn)為東亞合作不必要也不需要排斥其他國(guó)家或地區(qū)，這不符合東亞的利益。我們應(yīng)該在開放中推進(jìn)東亞合作，與其他區(qū)域、次區(qū)域和跨區(qū)域的合作機(jī)制保持協(xié)調(diào)，優(yōu)勢(shì)互補(bǔ)，相互促進(jìn)。要同域外國(guó)家開展多種形式的對(duì)話與溝通，增加這些國(guó)家對(duì)本地區(qū)合作的理解和支持?，F(xiàn)在，有些域外國(guó)家仍對(duì)東亞合作抱有種種疑慮，有不少偏見，我在這里可以做一個(gè)明確的表示：朋友們，不要疑慮，不要猶豫，東亞合作是全面開放的，歡迎你們參加，為東亞的和平、繁榮與發(fā)展做出寶貴的貢獻(xiàn)！

Fourth, embracing inclusiveness and staying open.At a time of rapid economic globalization, no country or region can achieve development in isolation.We support the leading role of ASEAN and East Asian countries in cooperation in this region.We also believe that East Asia cooperation should not, and does not need to, exclude other countries or regions.Otherwise, it will not serve the interests of East Asia.We should move forward our cooperation in an open manner, and coordinate with other regional, sub-regional and

inter-regional cooperation mechanisms, so as to draw upon each other's strong points and help with each other's development.We also need to talk to and communicate in various forms with countries outside this region to have more understanding and support from them on East Asia cooperation.At present, some of them still have doubts and prejudices regarding our cooperation.Let me make a clear statement of our position here to our friends: Do not worry.Do not hesitate.East Asia cooperation is all-out open.We welcome your participation.And we welcome your valuable input in peace, prosperity and development of East Asia!

China is the biggest developing country in this region.It cannot develop without cooperation with

countries in East Asia, and East Asia needs the sustained and steady development of China in order to move forward.Facts have proved that while attaining its own development, China has also brought about important opportunities for East Asian development.At present, China is at a critical phase of development.We are committed to guiding our overall economic and social undertakings by a scientific approach to development, and work vigorously to build a socialist harmonious society that is people-oriented and features all-round, coordinated and sustainable economic and social development.China is firmly committed to the road of peaceful development, the principle of “building a good-neighborly relationship and partnership with our neighbors”, and the policy of “building an amicable, tranquil and prosperous neighborhood”.We believe in equality of all countries regardless of their size, peaceful settlement of disputes, and non-interference in each other's internal affairs.We take it as a principle to bring about mutual benefit and win-win results, and work actively for cooperation with our neighbors.We take mutual trust, mutual benefit, equality and coordination as our core values, and strive to maintain a peaceful and stable security environment in the region.We will, as always, respect the different cultures, religions and historical backgrounds of our neighbors, and promote dialogue and harmonious coexistence among various civilizations.As an East Asia cooperation advocator,supporter and participant, China is keenly aware of its responsibilities and obligations in regional cooperation in East Asia.We are ready to work together with ASEAN, Japan and the ROK for steady progress in East Asia cooperation, and contribute our due share to the regional cooperation.最后，預(yù)祝會(huì)議取得圓滿成功。

Distinguished Guests, Ladies and Gentlemen,60年前的今天，《聯(lián)合國(guó)憲章》正式生效，聯(lián)合國(guó)正式成立。愛好和平的各國(guó)人民在贏得世界反法西斯戰(zhàn)爭(zhēng)偉大勝利后，把建設(shè)一個(gè)和平、發(fā)展、合作的美好世界的愿望寄托于聯(lián)合國(guó)。這是人類歷史上具有劃時(shí)代意義的創(chuàng)舉。

Sixty years ago today, the Charter of the United Nations entered into force, proclaiming the birth of the United Nations.In the wake of their great victory in the worldwide war against Fascism, peace-loving nations across the globe placed on the United Nations their hopes for a better world of peace, development and cooperation.The creation of the UN is an epoch-making event in human history.60年來(lái)，《聯(lián)合國(guó)憲章》的宗旨和原則已成為指導(dǎo)國(guó)際關(guān)系的基本準(zhǔn)則。聯(lián)合國(guó)也走過(guò)了一條不平凡的發(fā)展道路，不斷面臨嚴(yán)峻考驗(yàn)，不斷迎來(lái)風(fēng)雨過(guò)后的彩虹，為維護(hù)世界和平、促進(jìn)共同發(fā)展發(fā)揮了不可替代的重要作用。

During the past 60 years, the purposes and principles of the UN Charter have evolved into the basic norms governing international relations.The United Nations, for its part, has also traversed an extraordinary path, withstood severe tests, and overcome hardships with flying colors.Indeed, the world body has played an irreplaceable role in maintaining peace and promoting common development of the world.當(dāng)前，世界多極化和經(jīng)濟(jì)全球化兩大趨勢(shì)不斷發(fā)展，我們既迎來(lái)前所未有的機(jī)遇，也面臨層出不窮的全球性威脅和挑戰(zhàn)。堅(jiān)持多邊主義，采取集體行動(dòng)，加強(qiáng)聯(lián)合國(guó)作用已成為國(guó)際社會(huì)的共同愿望和普遍要求。這是歷史發(fā)展的客觀規(guī)律，是不可阻擋的時(shí)代潮流。

Multi-polarization and economic globalization are moving forward steadily as two major trends in today's world, presenting before us unprecedented opportunities as well as formidable threats and challenges of a global nature.Embracing multi-lateralism, taking collective actions and strengthening the role of the United Nations have become the common aspiration and pursuit of the international community.This is the objective law of the development of history and an irresistible trend of our times.各位來(lái)賓，Distinguished Guests,今年9月，聯(lián)合國(guó)歷史上最大規(guī)模的首腦會(huì)議在紐約成功舉行。會(huì)議通過(guò)了成果文件，各國(guó)領(lǐng)導(dǎo)人重申對(duì)聯(lián)合國(guó)的信心和對(duì)《聯(lián)合國(guó)憲章》的承諾，同意進(jìn)一步加強(qiáng)多邊機(jī)制和聯(lián)合國(guó)的中心作用，并就發(fā)展、安全、人權(quán)與法制、聯(lián)合國(guó)改革等一系列重大問題做出重要決定。這是指導(dǎo)聯(lián)合國(guó)今后工作和發(fā)展方向的綱領(lǐng)性文件。

Last September, the UN Summit, the largest of its kind in history, was successfully held in New York.It concluded with the adoption of the Outcome Document, in which leaders reiterated their confidence in the UN and their commitment to the UN Charter.They agreed to strengthen multilateral mechanism and the pivotal role of the United Nations.They also made important decisions on a host of major issues such as development, security, human rights, rule of law and the UN reform.This Outcome Document is a programmatic plan providing guidelines and orientation for the future work and development of the world body.胡錦濤主席出席了聯(lián)合國(guó)首腦會(huì)議，在會(huì)議上鄭重倡導(dǎo)建立一個(gè)持久和平、共同繁榮的和諧世界，并提出中國(guó)對(duì)加強(qiáng)國(guó)際集體安全機(jī)制、推動(dòng)全球發(fā)展合作、改革和加強(qiáng)聯(lián)合國(guó)的重大看法和主張。胡主席還重申中國(guó)將一如既往遵守《聯(lián)合國(guó)憲章》的宗旨和原則，積極參與國(guó)際事務(wù)，履行國(guó)際義務(wù)。這開啟了中國(guó)與聯(lián)合國(guó)合作的新篇章。在這里，我愿強(qiáng)調(diào)以下三點(diǎn)：

President Hu Jintao attended the UN Summit.He solemnly advocated, at the Summit, for a harmonious world of lasting peace and common prosperity, and put forward important views and propositions of China on enhancing international collective security mechanism, promoting global cooperation and development, and reforming and strengthening the United Nations.In addition, President Hu reiterated that China will, as always, continue to abide by the purposes and principles of the UN Charter, take an active part in international affairs,and fulfill its international obligations.This has opened up a new chapter in the annals of cooperation between China and the United Nations.Hereby, I wish to emphasize the following three points:

第一，中國(guó)愿與國(guó)際社會(huì)一道，推動(dòng)聯(lián)合國(guó)堅(jiān)持多邊主義、實(shí)現(xiàn)共同安全。

First, China stands ready to work together with the international community for a United Nations that adheres to multi-lateralism and strives for common security.和平是發(fā)展的前提。聯(lián)合國(guó)應(yīng)該促進(jìn)建立新的安全共識(shí)，積極創(chuàng)造互信、互利、平等、協(xié)作的國(guó)際安全環(huán)境，推動(dòng)各國(guó)以對(duì)話談判解決分歧，通過(guò)集體行動(dòng)共同應(yīng)對(duì)威脅和挑戰(zhàn)。

Peace is prerequisite to development.The UN should help develop new consensus on security, and work vigorously to create an international security environment featuring mutual trust, mutual benefit, equality and coordination.It should encourage nations to settle their differences through dialogue and negotiations, and stand up to threats and challenges through collective measures.聯(lián)合國(guó)需要增強(qiáng)斡旋、調(diào)解、維和和沖突后重建能力，更好地協(xié)調(diào)國(guó)際反恐、防擴(kuò)散努力，不斷完善集體安全戰(zhàn)略和手段。聯(lián)合國(guó)也需要更加注重預(yù)防沖突和消除沖突產(chǎn)生的根源，建立確保持久和平的長(zhǎng)效機(jī)制。在這個(gè)方面，設(shè)立建設(shè)和平委員會(huì)是積極和重要的舉措。中方愿推動(dòng)磋商進(jìn)程，確保委員會(huì)于年內(nèi)成立。

The UN needs to strengthen its capability of good offices, mediation, peace keeping and post-conflict reconstruction.It needs to better coordinate international efforts in anti-terrorism and non-proliferation, and steadily improve strategies and tactics of collective security.It also needs to pay more attention to the

prevention of conflicts and the eradication of their root causes, and the establishment of a long-term effective mechanism to ensure lasting peace.Within this context, it is a positive and important move to create a UN peace-building commission.China is ready to promote the consultation process to ensure the birth of the commission within this year.第二，中國(guó)愿與國(guó)際社會(huì)一道，推動(dòng)聯(lián)合國(guó)堅(jiān)持互利合作，實(shí)現(xiàn)共同繁榮。

Second, China stands ready to work with the international community for a United Nations that advocates mutually beneficial cooperation and common prosperity.沒有普遍發(fā)展，世界難享太平；沒有和諧進(jìn)步，發(fā)展成果不能持久。聯(lián)合國(guó)首腦會(huì)議決定為如期實(shí)現(xiàn)“千年發(fā)展目標(biāo)”采取進(jìn)一步措施，這具有重要意義，但關(guān)鍵還是要落到實(shí)處。

Without common development, there will be no peace in the world.Without harmony and progress, no development will sustain.It is of important significance that the UN Summit has decided to take further steps to realize Millennium Development Goals(MDGs)as originally scheduled.What is vital, however, is the enforcement of these measures in the real sense of the term.我們希望發(fā)達(dá)國(guó)家為實(shí)現(xiàn)全球普遍、協(xié)調(diào)、均衡發(fā)展承擔(dān)更多責(zé)任，進(jìn)一步對(duì)發(fā)展中國(guó)家特別是非洲國(guó)家開放市場(chǎng)，轉(zhuǎn)讓技術(shù)，增加援助，減免債務(wù)，為發(fā)展中國(guó)家的發(fā)展創(chuàng)造良好的外部環(huán)境。

We hope that developed countries will shoulder greater responsibility in achieving common, coordinated and balanced development across the globe.It is imperative that they further open up their market, transfer technology, increase aids, and grant debt relief and reduction to developing countries, especially countries in Africa, so as to create a favorable external environment for the development of developing countries.中國(guó)還是一個(gè)中低收入的發(fā)展中國(guó)家，但愿盡己所能，推動(dòng)全球發(fā)展合作，向其他發(fā)展中國(guó)家伸出援助之手。胡錦濤主席在聯(lián)合國(guó)首腦會(huì)議上宣布了中國(guó)將在關(guān)稅、債務(wù)、優(yōu)惠貸款、公共衛(wèi)生、人力資源開發(fā)方面采取的五項(xiàng)重大舉措。中國(guó)的援助是真心實(shí)意的，不附帶任何條件，并將努力如期兌現(xiàn)。

Although China itself remains a developing country with a relatively low income, we are willing to do what we can to promote global cooperation for development, and lend a helping hand to other developing countries.Among other things, President Hu Jintao, at the UN Summit, set forth five important measures that China will take regarding tariffs, debts, concessional loans, public health and human resources development.China is sincere in helping other developing countries, without attaching any strings to our aids, and we will work to fulfill our commitment on time.第三，中國(guó)愿與國(guó)際社會(huì)一道，推動(dòng)聯(lián)合國(guó)與時(shí)俱進(jìn)，革故鼎新。

Third, China stands ready to work together with the international community for a United Nations that advances with the times and keeps improving through reforms.面對(duì)新形勢(shì)和新要求，聯(lián)合國(guó)應(yīng)該進(jìn)行全方位和多領(lǐng)域的改革，以更好地履行《憲章》賦予的崇高使命。

In face of the new situation and new requirements, the United Nations should undergo all-round reforms in many areas, so as to better accomplish the sacred mission entrusted to it by the UN Charter.改革的目的是締造一個(gè)更加強(qiáng)有力的聯(lián)合國(guó)。世界在發(fā)展變化，我們需要一個(gè)不斷加大在發(fā)展領(lǐng)域的投入，推動(dòng)實(shí)現(xiàn)“千年發(fā)展目標(biāo)”的聯(lián)合國(guó)。我們需要一個(gè)重視發(fā)展中國(guó)家關(guān)切，照顧發(fā)展中國(guó)家利益的聯(lián)合國(guó)；我們也需要一個(gè)效率更高、更具行動(dòng)能力、廣大發(fā)展中國(guó)家特別是非洲國(guó)家有足夠代表性的安理會(huì)。

The purpose of the reform is to bring about a stronger United Nations.As the world evolves, we need a United Nations that constantly increases input in development and endeavours for the realization of the MDGs.We need a United Nations that attaches importance to the concerns of developing countries and takes care of their interests.We also need a UN Security Council that has higher efficiency, greater capacity for action, and adequate representation of developing countries, especially African countries.聯(lián)合國(guó)改革必須在《憲章》精神指導(dǎo)下，在廣大會(huì)員國(guó)的充分參與下，在達(dá)成廣泛共識(shí)的基礎(chǔ)上，積極穩(wěn)妥地推進(jìn)。中國(guó)不贊成任何導(dǎo)致會(huì)員國(guó)不團(tuán)結(jié)或分裂的做法，不贊成強(qiáng)行推動(dòng)尚有重大分歧的改革方案。

The UN reform must proceed in an active and prudent manner, under the guidance of the spirit of the UN Charter, with the full participation of the vast number of the member states, and on the basis of broad consensus.China does not agree to any practice that causes disunity or split among member states, nor does it agree to any move to force through highly controversial reform plans.女士們，先生們，Ladies and Gentlemen,60年來(lái)，中國(guó)同聯(lián)合國(guó)一道，經(jīng)歷了滄桑巨變。特別是近20多年來(lái)，聯(lián)合國(guó)不僅是中國(guó)改革開放的見證者，也是重要的合作伙伴。目前，聯(lián)合國(guó)駐華機(jī)構(gòu)已達(dá)15個(gè)，對(duì)華援助資金和項(xiàng)目涵蓋農(nóng)業(yè)、工業(yè)、環(huán)境、醫(yī)療衛(wèi)生、社會(huì)福利等諸多領(lǐng)域，為中國(guó)的改革開放和現(xiàn)代化建設(shè)發(fā)揮了獨(dú)特作用。我愿借此機(jī)會(huì)，感謝聯(lián)合國(guó)為中國(guó)發(fā)展所做的積極貢獻(xiàn)，感謝聯(lián)合國(guó)駐華機(jī)構(gòu)的卓越工作。

Over the past 60 years, both China and the United Nations have experienced many vicissitudes of the

湖南的公共文化服務(wù)水平也在不斷提升，湖南省美術(shù)館的落成，為湖南美術(shù)乃至全國(guó)美術(shù)交流提供了嶄新的平臺(tái)。此外，在這個(gè)區(qū)域還有李自健美術(shù)館等其他的藝術(shù)場(chǎng)館，共同構(gòu)筑了新的公共文化服務(wù)環(huán)境。從藝術(shù)創(chuàng)作生產(chǎn)到社會(huì)文化傳播，特別需要建立轉(zhuǎn)換的中間環(huán)節(jié)，而展覽策劃正是這個(gè)中間環(huán)節(jié)的重要力量。策展的工作就是要及時(shí)將藝術(shù)創(chuàng)新的成果轉(zhuǎn)換為公共文化的產(chǎn)品，讓人民群眾得以欣賞，得以理解，形成更多審美的空間和課堂，也推動(dòng)策展自身的發(fā)展。

這些年，中國(guó)美協(xié)策展委員會(huì)積極開展策展實(shí)踐，及時(shí)探討新的藝術(shù)現(xiàn)象，匯集新的學(xué)術(shù)見解，在策展的研究討論和交流上不斷體現(xiàn)出文化的自覺意識(shí)。除舉辦論壇外，出版的《策展學(xué)叢》也是一本好書，我特別希望策展同仁們看看《策展學(xué)叢》，也共同把這本屬于中國(guó)策展界的專門刊物辦得更好，通過(guò)積累形成中國(guó)策展事業(yè)發(fā)展的學(xué)術(shù)印記。

剛剛召開的黨的十九屆五中全會(huì)昭示著中國(guó)將邁入全面建

設(shè)社會(huì)主義現(xiàn)代化國(guó)家的新征程，開啟第二個(gè)百年奮斗目標(biāo)的新階段，這是中華民族走向偉大復(fù)興的新的里程碑，我們要認(rèn)真學(xué)習(xí)貫徹落實(shí)十九屆五中全會(huì)的精神。全會(huì)提出要在2035年建成文化強(qiáng)國(guó)，在“十四五”規(guī)劃中提出要進(jìn)一步推動(dòng)優(yōu)秀文藝作品的創(chuàng)作生產(chǎn)和提高公共文化服務(wù)水平，這都為我們的藝術(shù)創(chuàng)作和展覽策劃帶來(lái)了新的機(jī)遇，我們要把握好全面建設(shè)社會(huì)主義現(xiàn)代化國(guó)家的歷史時(shí)機(jī)，在新形勢(shì)下更加堅(jiān)定文化自信，不斷從學(xué)術(shù)到實(shí)踐上把中國(guó)策展推向新的水平。

“策展在中國(guó)”，策展要關(guān)注中國(guó)藝術(shù)的發(fā)展。今天中國(guó)美術(shù)界呈現(xiàn)出蓬勃的創(chuàng)造活力，無(wú)論是作為群體的藝術(shù)家創(chuàng)作態(tài)勢(shì)還是個(gè)體的藝術(shù)家探索方式，都在不斷思考新的時(shí)代課題，在藝術(shù)的形式、形態(tài)和語(yǔ)言研究上有許多新的特征，策展人要投身藝術(shù)的現(xiàn)場(chǎng)，關(guān)注藝術(shù)的現(xiàn)實(shí)，從中形成策展的角度和策展的主題；“策展在中國(guó)”，策展要努力建構(gòu)中國(guó)話語(yǔ)。因?yàn)椴哒辜仁侵袊?guó)的學(xué)問，也是世界策展界共同探討的領(lǐng)域。在全球文化格局的新變中，國(guó)際策展界同樣表現(xiàn)活躍，不斷追尋和提出新的策展方式，在“言說(shuō)”上體現(xiàn)思想的鋒芒。在這方面，中國(guó)策展人要更多致力于中國(guó)策展話語(yǔ)的建構(gòu)；“策展在中國(guó)”，策展要從中國(guó)觀察世界，研判世界，使中國(guó)的學(xué)術(shù)思考和國(guó)際學(xué)壇所討論的問題形成更多的對(duì)話。在策展這樣一個(gè)新型的領(lǐng)域里，中國(guó)的策展實(shí)踐和中國(guó)策展人所思考的命題應(yīng)當(dāng)對(duì)國(guó)際

策展界有積極的貢獻(xiàn)。這次論壇的主題“全球化與在地化”，提示了在全球和在地的空間關(guān)系之中必然有一種藝術(shù)創(chuàng)作和策展思維的張力，而在全球化與在地化的兩種“化”的方式中，需要建立中國(guó)策展所秉承的信念和實(shí)踐的方法。我期待這次論壇能夠在老中青幾代策展人的努力下形成新的成果。

這次活動(dòng)在長(zhǎng)沙舉辦，使我想到在中國(guó)古代的治學(xué)建樹中，“湘學(xué)”是一個(gè)重要的代表。一般說(shuō)來(lái)“湘學(xué)”有三個(gè)重要的概念：一是“以氣言道”?！皻狻本褪菤鈩?shì)、氣象，是指來(lái)自現(xiàn)實(shí)的一種充實(shí)的力量，使得我們可以來(lái)言說(shuō)道理，言說(shuō)規(guī)律。二是“因性說(shuō)心”。指的是要有治學(xué)的社會(huì)責(zé)任和投入社會(huì)的精神，這個(gè)“性”的養(yǎng)成才有助于“說(shuō)”，這個(gè)“心”也就是更大的認(rèn)識(shí)上的共識(shí)。三是“由體達(dá)用”。體用思想本來(lái)就是中國(guó)古代重要的治學(xué)理想，現(xiàn)代以來(lái)，體用思想更加使中國(guó)的實(shí)踐和中國(guó)的思想密切相聯(lián)，互為動(dòng)力。在中國(guó)策展學(xué)的建構(gòu)中，像“湘學(xué)”這樣的傳統(tǒng)和其他的傳統(tǒng)思想觀念都有助于我們?cè)趯W(xué)術(shù)上擁有充沛的活力。

尊敬的特立尼達(dá)和多巴哥總理比塞薩爾，尊敬的圭亞那總統(tǒng)賈格德奧，尊敬的安提瓜和巴布達(dá)總理斯潘塞，尊敬的牙買加總理戈?duì)柖。鹁吹母窳旨{達(dá)總理托馬斯，尊敬的蘇里南副總統(tǒng)阿梅拉利，尊敬的加共體秘書長(zhǎng)拉羅克，尊敬的各位來(lái)賓，女士們，先生們：

很高興來(lái)到美麗的西班牙港。我代表中國(guó)政府，對(duì)第三屆中國(guó)－加勒比經(jīng)貿(mào)合作論壇的召開表示熱烈的祝賀！對(duì)特多政府的周到安排表示衷心的感謝！對(duì)長(zhǎng)期致力于中加經(jīng)貿(mào)合作的朋友們表示崇高的敬意！

近年來(lái)，中加關(guān)系發(fā)展勢(shì)頭良好。雙方高層交往頻繁，政治互信不斷加深，經(jīng)貿(mào)、投資、旅游、農(nóng)業(yè)、科技、基礎(chǔ)設(shè)施等各領(lǐng)域合作成果豐碩。

中國(guó)－加勒比經(jīng)貿(mào)合作論壇的建立，開創(chuàng)了中加合作的新局面。6年來(lái)，中加各領(lǐng)域合作進(jìn)入“快車道”。雙邊貿(mào)易額年均增長(zhǎng)24%，2010年達(dá)到72億美元；中方累計(jì)對(duì)加投資4億美元。中國(guó)作為發(fā)展中國(guó)家，在力所能及的范圍內(nèi)，向加勒比國(guó)家提供了不帶任何附加條件的援助，援建了一批公共設(shè)施和民生項(xiàng)目，培訓(xùn)官員和技術(shù)人員1700名，派遣農(nóng)業(yè)和醫(yī)療等專家、青年志愿者200人。事實(shí)證明，中國(guó)永遠(yuǎn)是加勒比各國(guó)真誠(chéng)的朋友、合作的伙伴。

女士們、先生們！

當(dāng)前，國(guó)際金融危機(jī)深層次影響仍然存在，世界經(jīng)濟(jì)形勢(shì)極為復(fù)雜、充滿變數(shù)。在此背景下，中加深化各領(lǐng)域合作，對(duì)于促進(jìn)自身經(jīng)濟(jì)發(fā)展、推動(dòng)世界經(jīng)濟(jì)復(fù)蘇，都具有十分重要的意義。

今后3年，中國(guó)政府將采取以下6項(xiàng)政策舉措，進(jìn)一步深化中加合作。

（一）加強(qiáng)金融和投資合作。中方將向加勒比國(guó)家提供10億美元優(yōu)惠性質(zhì)貸款，支持當(dāng)?shù)亟?jīng)濟(jì)發(fā)展。中方積極鼓勵(lì)雙方商業(yè)銀行開展交流與合作。中國(guó)國(guó)家開發(fā)銀行將設(shè)立10億美元基礎(chǔ)設(shè)施專項(xiàng)商業(yè)貸款。中方愿與加勒比國(guó)家商簽投資保護(hù)協(xié)定，推動(dòng)雙向投資合作。中方還將向加勒比共同體發(fā)展基金捐款100萬(wàn)美元。

（二）加強(qiáng)能力建設(shè)合作。中方將向加勒比國(guó)家提供不少于2500個(gè)培訓(xùn)名額，并提供30個(gè)來(lái)華參加在職碩士培訓(xùn)名額。為提高加勒比國(guó)家應(yīng)對(duì)自然災(zāi)害的能力，中方將在地震或海嘯預(yù)警監(jiān)測(cè)網(wǎng)建設(shè)方面提供支持，并提供減災(zāi)防災(zāi)培訓(xùn)。

（三）加強(qiáng)環(huán)保和新能源合作。中方將加強(qiáng)同加勒比國(guó)家在環(huán)境保護(hù)和新能源等領(lǐng)域的交流合作，愿幫助加勒比國(guó)家建設(shè)太陽(yáng)能等小型新能源項(xiàng)目。

（四）加強(qiáng)文化教育衛(wèi)生合作。中方將為加勒比國(guó)家援建友好學(xué)校，并提供漢語(yǔ)教學(xué)、師資、教材等方面的協(xié)助。中方將繼續(xù)向加勒比國(guó)家提供獎(jiǎng)學(xué)金名額，并愿與加勒比國(guó)家商簽相互承認(rèn)學(xué)歷學(xué)位協(xié)議，鼓勵(lì)雙方學(xué)校締結(jié)友好學(xué)校。中方將繼續(xù)向加勒比國(guó)家派遣醫(yī)療隊(duì)，并提供醫(yī)護(hù)培訓(xùn)。中方愿加強(qiáng)與加勒比國(guó)家的文化交流。

（五）加強(qiáng)貿(mào)易和旅游合作。中方支持加勒比國(guó)家增加對(duì)華出口，并實(shí)現(xiàn)出口產(chǎn)品多元化；鼓勵(lì)加勒比各國(guó)企業(yè)來(lái)華參加重要展會(huì)，推介其優(yōu)勢(shì)產(chǎn)品；鼓勵(lì)中國(guó)企業(yè)赴加勒比國(guó)家參加出口商品展，擴(kuò)大從加勒比國(guó)家的采購(gòu)。加強(qiáng)雙方進(jìn)出口檢驗(yàn)檢疫等方面合作，推動(dòng)貿(mào)易便利化。繼續(xù)推動(dòng)雙方商(協(xié))會(huì)、企業(yè)之間的合作與交流。中方愿與加勒比旅游組織加強(qiáng)合作，協(xié)助加勒比國(guó)家旅游部門在中國(guó)舉辦旅游推介活動(dòng)，進(jìn)一步推動(dòng)中國(guó)公民赴加勒比地區(qū)團(tuán)隊(duì)旅游。

（六）加強(qiáng)農(nóng)漁業(yè)合作。中方將繼續(xù)向加勒比國(guó)家派遣農(nóng)業(yè)專家，開辦農(nóng)漁業(yè)示范項(xiàng)目。中國(guó)農(nóng)業(yè)部將與加勒比各國(guó)農(nóng)業(yè)主管部門簽署《農(nóng)漁業(yè)合作共同倡議》，建立農(nóng)漁業(yè)合作工作組，推動(dòng)在農(nóng)產(chǎn)品加工和貿(mào)易、農(nóng)漁業(yè)投資、農(nóng)業(yè)人力資源能力建設(shè)和農(nóng)業(yè)科技研發(fā)等領(lǐng)域的合作。

改革開放30多年來(lái)，中國(guó)經(jīng)濟(jì)社會(huì)發(fā)展取得了巨大成就。我們正在實(shí)施“十二五”規(guī)劃，按照科學(xué)發(fā)展觀的要求，轉(zhuǎn)方式、調(diào)結(jié)構(gòu)、擴(kuò)內(nèi)需、惠民生，努力實(shí)現(xiàn)發(fā)展的速度與結(jié)構(gòu)、質(zhì)量、效益相統(tǒng)一。中國(guó)經(jīng)濟(jì)社會(huì)全面發(fā)展，不僅給中國(guó)人民帶來(lái)福祉，也將給加勒比地區(qū)乃至世界帶來(lái)機(jī)遇。

中國(guó)的發(fā)展離不開世界，世界的發(fā)展離不開中國(guó)。中國(guó)將堅(jiān)定不移地走和平發(fā)展道路，始終不渝地奉行互利共贏的開放戰(zhàn)略。中國(guó)將一如既往地支持加勒比國(guó)家發(fā)展經(jīng)濟(jì)，改善民生，推進(jìn)加勒比地區(qū)一體化進(jìn)程，在國(guó)際事務(wù)中發(fā)揮積極作用。

企業(yè)是中加經(jīng)濟(jì)合作的主體。中國(guó)政府愿與加勒比各國(guó)政府一道，努力為雙方企業(yè)合作創(chuàng)造良好的環(huán)境。我相信，富有遠(yuǎn)見和智慧的企業(yè)家們，一定能夠以本屆論壇為契機(jī)，把合作的愿景化為成功的現(xiàn)實(shí)，為中加友好合作注入新的動(dòng)力。

在首屆世界周易高峰論壇開幕式上的致辭

尊敬的各位專家學(xué)者、各位來(lái)賓、朋友們：

大家好！

渭水浩浩，周原膴（wu）膴！在這秋高氣爽，碩果盈枝的美好日子，今天，首屆世界周易高峰論壇在古都西安隆重開幕了。在此，我謹(jǐn)代表中共岐山縣委、岐山縣人民政府對(duì)各位專家學(xué)者、各位嘉賓及各位朋友表示熱烈的歡迎！向諸位不辭艱辛，不遠(yuǎn)千里，弘揚(yáng)周文化，研討周易學(xué)的可貴精神表示崇高的敬意！

周易之于中華，猶如圣經(jīng)之于歐洲，古蘭經(jīng)之于阿拉伯，是一部歷久彌新、蘊(yùn)含萬(wàn)象的思想寶庫(kù)，是一部通古今之變、究天人之際的傳世典范，是圣賢大儒修身治國(guó)、內(nèi)圣外王的精神家園，是厚德、自強(qiáng)、和諧、包容傳統(tǒng)文化的活水源頭，是華夏五千年生生不息的龍脈所在。

岐山是周室肇基之地，西周在這里由蕞（zui）爾小國(guó)開創(chuàng)了八百年王朝傳奇。周城周墓、青銅周禮、周易甲骨，隨時(shí)激發(fā)著人們破解千古之謎的沖動(dòng)，民風(fēng)民俗、民間藝術(shù)、傳統(tǒng)禮儀到處折射著華夏文明之光。過(guò)去人們有一種認(rèn)識(shí)，即“文王拘羑（you）而演易”。實(shí)際上，被拘時(shí)的惡劣條件和艱苦環(huán)境很難完成八卦的演繹，或者說(shuō)他的思考可能在羑（you）里，他的實(shí)踐探索、升華整

理在西岐。2004-2008年，在岐山周公廟附近出土的7600多片甲骨中，一片刻有“周公貞”和一片刻有“文王”的甲骨片就足以證明：岐山就是周易的發(fā)源地和搖籃！

郁郁乎文哉，吾從周；生生之易也，鳳鳴岐。悠遠(yuǎn)深厚的歷史讓人神往沉醉，博大精深的周文化更需探索開拓。十七屆六中全會(huì)關(guān)于文化大發(fā)展、大繁榮的號(hào)角已吹遍神州大地，中華文化的瑰寶--傳統(tǒng)文化，越來(lái)越被世人推崇和弘揚(yáng)?！吨芤住纷鳛橹袊?guó)古老文化的經(jīng)典代表之一，是中華民族智慧的結(jié)晶，對(duì)中國(guó)幾千年來(lái)的政治、經(jīng)濟(jì)、文化等各個(gè)領(lǐng)域，都產(chǎn)生了極其深遠(yuǎn)的影響。我們今天舉辦這樣一個(gè)論壇活動(dòng)，就是弘揚(yáng)周文化，傳承禮樂文明，構(gòu)建和諧社會(huì)的具體體現(xiàn)。我們也相信，通過(guò)活動(dòng)的開展，一定會(huì)把周文化、周易的神奇魅力和深厚內(nèi)涵展示給更多的人，一定會(huì)把挖掘周文化、研究周易學(xué)推向一個(gè)全新的高度！

“天行健，君子當(dāng)自強(qiáng)不息?！边@是周易的精髓，更是中華民族的心魂，她與“厚德、仁愛、包容、求實(shí)”的岐山精神緊密吻合。熱情、淳樸、善良的岐山人民在文王故里、甲骨文之鄉(xiāng)，以周禮恭候著各位嘉賓的光臨！
