      西省煤炭工業(yè)廳關于做好煤礦生產安全事故應急預案編制修訂等項工作的通知

      各市煤炭工業(yè)局、各國有煤炭集團公司、山西正華實業(yè)集團公司:

      2013年10月25日,國務院辦公廳印發(fā)了《突發(fā)事件應急預案管理辦法》(以下簡稱《辦法》)?!渡a經營單位生產安全事故應急預案編制導則》(GB/T29639-2013,以下簡稱《導則》)經2013年第10號國家標準公告,已于2013年10月1日起實施。為進一步增強煤礦生產安全事故應急預案的針對性、實用性和可操作性,有效應對煤礦生產安全事故,現將有關事項明確如下:

      一、認真抓好《辦法》和《導則》的學習培訓和建設試點工作

      近年來,各級煤炭管理部門和煤礦企業(yè)按照有關規(guī)章、標準積極推進應急預案編制工作,基本形成“橫向到邊、縱向到底”的預案體系,并在加強應急準備和有效應對煤礦事故災難發(fā)揮了重要作用。但同時也存在著針對性、實用性、可操作性、銜接性不強和培訓、演練不夠到位等問題。為此,《辦法》和《導則》進一步明確了應急預案的概念、規(guī)范了應急預案的分類及功能定位、內容要求和編制、評審、備案、發(fā)布程序等?!掇k法》還明確了應急預案的管理原則、應急演練、評估修訂、培訓宣傳等有關事項,建立了應急預案的持續(xù)改進機制,強化了應急預案管理的組織保障。這些將對指導各級煤炭管理部門和煤礦企業(yè)做好生產安全事故應急預案編制工作,解決應急預案存在的問題,提高應急預案的編制質量起到重要推動作用。各市級煤炭管理部門和各國有煤炭集團公司(包括晉能集團公司、山西煤炭進出口集團公司、山西正華實業(yè)集團公司和中央在晉的煤炭集團公司,下同)要開展相關宣傳和培訓,認真組織學習貫徹《辦法》和《導則》,深刻剖析并汲取吉林八寶煤業(yè)、四川杉木樹煤礦和中石化黃島輸油管線泄漏引發(fā)爆燃等事故應急處置不力的教訓,深入研究分析本領域、本部門、本企業(yè)應急預案編制和實施過程中存在的問題,從而為進一步保障應急預案編制和修訂質量打下堅實基礎。同煤、山西焦煤、陽煤、潞安、晉煤集團公司要按照實用管用和卡片化的要求,組織開展應急預案簡明化標準化研究試點,推動煤礦企業(yè)各級各類應急預案編制工作。同時,通過編制范本,加強輔導,指導煤礦企業(yè)編制區(qū)隊、班組和重點崗位現場應急處置要領,提高應急預案的實用性和可操作性。各市煤炭工業(yè)局根據所監(jiān)管煤礦企業(yè)應急預案編制工作實際,也應開展相關工作。省煤炭廳將及時總結和推廣應急預案編制過程中好做法、好范例,積極推進全省煤礦企業(yè)應急預案體系建設工作。

      二、積極組織修訂完善各級應急預案

      各級煤炭管理部門和煤礦企業(yè)要對以往編制的應急預案進行一次盤點疏理,按照《辦法》和《導則》規(guī)定的新要求、新標準,緊密結合本領域、本部門、本企業(yè)實際,認真組織重新修訂應急預案。要成立以單位主要負責人(或分管負責人)為組長,吸收預案涉及主要部門和單位業(yè)務相關人員、有關專家及有現場處置經驗的人員參加的預案編制工作小組;深入開展風險評估和應急資源調查,為編制應急預案提供依據,確保應急響應時資源調度有效有序;認真貫徹《突發(fā)事件應對法》、《山西省突發(fā)事件應對條例》、《國務院安委會關于進一步加強生產安全事故應急處置工作的通知》(安委〔2013〕8號)以及有關監(jiān)測預警、信息報告及發(fā)布、應急響應、指揮協調、應急救援、現場管控、應急保障、善后處置等應急處置各項制度規(guī)定和應急預案管理規(guī)定,并將其作為部門和企業(yè)應急預案編制修訂的重要依據。

      市縣級煤炭管理部門要根據本級人民政府應急預案編制規(guī)劃及目錄,編制修訂專項或部門應急預案。預案要側重明確組織指揮機制、風險評估、監(jiān)測預警、信息報告、應急處置措施、隊伍物資保障及調動程序等內容,重點規(guī)范市縣級層面應對行動,充分體現應急處置的主體職能。

      各級煤礦企業(yè)應根據本單位組織管理體系、生產規(guī)模、危險源的性質以及可能發(fā)生的突發(fā)事件類型編制修訂綜合應急預案和各類專項應急預案。各國有煤炭集團公司還應編制修訂針對重要基礎設施、生命線工程等重要目標物保護和重大活動保障、應急資源保障等重要專項工作而制定的專項應急預案?;鶎用旱V企業(yè)還應建立健全現場處置方案,將應急處置措施細化、分解、落實到每個具體崗位,提高第一時間應對事故災難水平。編制修訂時要以《導則》為基礎,并結合本單位特點,可對《導則》中的部分內容進行適當調整,從而保證應急預案的針對性、實用性和可操作性。

      各級煤炭管理部門和煤礦企業(yè)可結合本領域、本部門和本企業(yè)實際情況,編制應急預案操作手冊,內容一般包括風險隱患分析、處置工作程序、響應措施、應急隊伍和裝備物資情況,以及相關單位聯絡人員和電話等。

      各級各類應急預案要注重系統(tǒng)性,應當廣泛聽取有關部門、單位和專家的意見,與相關預案作好銜接;要準確把握應急預案的涵義,避免編成能力建設的實施方案;不得生搬硬套,禁止將應急預案全權委托其他單位或個人進行編制修訂。

      三、嚴格落實應急預案評審備案有關規(guī)定

      應急預案編制修訂完成后應當組織評審,評審內容主要包括預案是否符合有關法律、法規(guī)、規(guī)章和標準以及有關部門和上級單位規(guī)范性文件要求,是否注重系統(tǒng)性并與有關應急預案進行了銜接,各方面意見是否一致,是否針對本地區(qū)、本單位重大危險源評估和應急資源實際,關鍵要素和主體內容是否完備,組織體系、責任分工是否合理明確,應急響應級別設計是否合理,應急響應程序、應對措施是否具體簡明、管用可行。為保證各級應急預案銜接并符合事故應急處置實際,依據《生產安全事故應急預案管理辦法》,按照分級管理的原則,基層煤礦企業(yè)的應急預案評審按照屬地監(jiān)管或隸屬關系應當邀請屬地市縣級煤炭管理部門和各國有煤炭集團公司派員參加,各國有煤炭集團公司的應急預案評審應當邀請省級煤炭管理部門派員參加,參加應急預案評審的人員還應包括有關安全生產及應急管理的專家。應急預案經過評審后及時簽發(fā)、公布。

      各級應急預案應在印發(fā)后的20個工作日內依照有關規(guī)定進行備案。市級煤炭管理部門和各國有煤炭集團公司應急預案報省煤炭工業(yè)廳備案,其所屬(轄)煤礦企業(yè)應急預案報市、縣煤炭管理部門和國有煤炭集團公司備案。備案時應提交應急預案備案申請表,評審人員及專家的姓名、職務(或職級、職稱),應急預案評審意見和結論,應急預案和預案操作手冊文本及電子文檔,風險評估和應急資源調查報告。

      四、深入開展應急預案培訓、宣傳、演練和評估工作

      各級煤炭管理部門和煤礦企業(yè)應當制定應急預案的培訓、宣傳和演練計劃,建立相關制度,通過編發(fā)培訓材料、舉辦培訓班、開展工作研討等方式,對與應急預案實施密切相關的領導和管理人員及專業(yè)救援人員等組織開展應急預案培訓;充分利用互聯網、廣播、電視、報刊等多種媒體,制作通俗易懂、好記管用的宣傳普及材料,向公眾廣泛宣傳應急預案和應急知識。各級煤炭管理部門和各國有煤炭集團公司根據實際情況采取實戰(zhàn)演練、桌面推演等方式,有針對性地組織開展人員廣泛參與、處置聯動性強、形式多樣、節(jié)約高效的應急演練。所屬(轄)煤礦企業(yè)根據本企業(yè)的事故預防重點,定期開展專項應急預案演練,并突出區(qū)隊、班組一線職工,經常開展崗位現場應急處置演練。演練過程中應當對演練的執(zhí)行情況、預案的合理性與可操作性、指揮協調和應急聯動情況、應急人員的處置情況、演練所用設備裝備的適用性等方面組織評估,提出完善預案、應急準備、應急機制、應急措施等方面的意見和建議,并及時上報應急演練評估總結報告。應建立應急預案定期評估制度,分析評價預案內容的針對性、實用性和可操作性,實現應急預案的動態(tài)優(yōu)化和科學規(guī)范管理。同時,要根據有關情形的變化,及時組織修訂應急預案。

      五、切實強化應急預案管理的組織保障

      各級煤炭管理部門和煤礦企業(yè)要進一步提高對應急預案工作重要性的認識,將應急預案工作納入重要議事日程,并列入目標管理計劃。各級煤礦企業(yè)要指定專門機構和人員負責相關具體工作,將應急預案規(guī)劃、編制、審批、發(fā)布、演練、修訂、培訓、宣傳教育等工作所需經費納入預算統(tǒng)籌安排。各級煤炭管理部門要認真落實“管行業(yè)必須管安全、管業(yè)務必須管安全”的要求,對本行業(yè)應急預案管理工作加強指導和監(jiān)督,強化應急預案的約束力,將預案落實情況作為執(zhí)法檢查和責任追究的依據。

      為促進應急預案工作的落實,省煤炭廳將重點加強對各市級煤炭管理部門和各國有煤炭集團公司應急預案編制修訂、評審備案和培訓演練等項工作的檢查指導,并抽查所屬(轄)煤礦企業(yè)預案落實情況。同時,將預案編制修訂、備案、培訓和演練工作作為安全生產工作目標責任制考核的重要內容。凡未到省煤炭廳進行備案的、未上報應急培訓和演練評估報告的,不予考評或視情扣減相應分值,對預案相關工作不落實的,予以通報批評。

      自從使用煤炭遠程教育網以后,集團公司領導對培訓工作的高度重視,使用信息化手段讓每一名干部職工都積極參與到培訓工作當中。自從使用遠程教育網后,作為一名礦管理員將我的使用心得進行總結如下:

      1、資源豐富,講課視頻針對性強,讓干部職工能更容易理解和接受教育;不同于網絡視頻的長時間廣告,簡單易操作。

      2、人人一個實名制賬號,我作為管理員后臺就可以管理每一個人的學習情況,覆蓋率強。

      3、作為省外創(chuàng)業(yè)團隊,不可能保證每個人都使用電腦操作,使用手機APP能更好的讓我們的干部職工在休息時間進行學習。

      4、不足之處,資源還是不能滿足每一個特殊工種的觀看,管理經驗之類的居多,操作實用的少。

      伴隨著人們生活水平的提高,外出旅游的人越來越多,各地旅游資源越來越豐富,目前的旅游管理系統(tǒng)已滿足不了人們對旅游資源日益擴大的需求,這就需要旅游管理系統(tǒng)不斷創(chuàng)新,不斷優(yōu)化。如今信息產業(yè)的進步,旅游信息管理是旅游公司日常管理中的一項重要工作,設計一個好的系統(tǒng)將直接影響到旅游公司日常工作的管理和分配。旅游信息管理系統(tǒng)主要完成人員基本信息的管理,景點的管理和查詢,客房查詢和管理,預訂信息的管理及查詢,用戶的信息統(tǒng)計,以及后臺的管理。因此,只有加強對旅游信息資源的整合,規(guī)范化、系統(tǒng)化管理,才能使旅游行業(yè)運行更加合理、高效地運轉,并且隨著互聯網云時代和電子商務時代的來臨,B/S模式的網絡旅游管理已成為創(chuàng)新改革的不二之選。

      本文介紹是以MyEclipse為主要開發(fā)工具結合Struts2,Hibernate,Spring 框架制作完成的旅游信息網站管理系統(tǒng)。網站采用的是Microsoft SQL Server 2005數據庫。通過網站開發(fā)應用技術的介紹、系統(tǒng)的分析、數據庫的設計、網站的具體實現和系統(tǒng)測試這五章,詳細闡述了旅游信息網站系統(tǒng)的開發(fā)過程。

      Abstract

      With the improvement of people's living standard, more and more people travel, tourism resources around more and more rich, tourism management system at present has been unable to meet the demand for tourism resources growing, which requires the tourism management system innovation, continuous optimization.Now the progress of the information industry, tourism information management is an important work in the daily management of tourism company, the design of a good system will directly affect the allocation and management of day-to-day work of the travel company.The tourism information management system mainly completes the management of basic information, query and management of scenic spots, room information and management, booking information management and query, statistical information of users, and the management of the background.Therefore, only to strengthen the integration of tourism information resources, standardization, system management, to make the tourism industry more rational, efficient operation, and with the Internet cloud era and the advent of the era of e-commerce, network tourism management based on B/S mode has become the innovation and reform of choice.In this paper is based on the MyEclipse as the main development tool with Struts2, Hibernate, tourism information web site management system Spring framework completed.The site uses Microsoft SQL Server 2005 database.Through the website development and application of technology introduction, system analysis, database design, the website concrete realization and system test in the five chapter, elaborated the development process of the tour information website system.Keywords:tourism,information,management system, JSP 3 目 錄
