天津市靜海區(qū)降低實體經(jīng)濟企業(yè)成本工作

前期實施方案

為全面貫徹落實市委、市政府關于有效降低實體企業(yè)成本的意見精神，根據(jù)《天津市降低實體經(jīng)濟企業(yè)成本第一批政策措施》（津政辦發(fā)〔2016〕13號），結合全區(qū)實際和部門業(yè)務職能，制定如下分工方案。

一、設立“降成本工作組” 牽頭單位：區(qū)發(fā)展改革委

成員單位：區(qū)財政局、區(qū)人社局（人事、勞動）、區(qū)商務委、區(qū)金融局、區(qū)工業(yè)經(jīng)委、區(qū)科委、區(qū)國稅局、區(qū)地稅局、區(qū)審批局、區(qū)信息中心

二、設立“降成本幫扶工作組” 牽頭單位：區(qū)發(fā)展改革委

成員單位：區(qū)財政局、區(qū)人社局（人事、勞動）、區(qū)商務委、區(qū)金融局、區(qū)工業(yè)經(jīng)委、區(qū)科委、區(qū)國稅局、區(qū)地稅局、區(qū)審批局、信息中心

三、工作分工和主責單位

1、降低企業(yè)稅費負擔（區(qū)國稅局、區(qū)地稅局）

（1）全面實施“營改增”。落實國家擴大“營改增”試點政策，把試點范圍擴展至建筑業(yè)、房地產(chǎn)業(yè)、金融業(yè)和生活性服務業(yè)，實現(xiàn)增值稅全面替代營業(yè)稅。做好征管銜接，完善配套政策，實現(xiàn)平穩(wěn)過渡（區(qū)國稅局）。

（2）落實固定資產(chǎn)加速折舊企業(yè)所得稅優(yōu)惠政策。對生物藥品制造業(yè)，專用設備制造業(yè)，鐵路、船舶、航空航天和其他運輸設備制造業(yè)，計算機、通信和其他電子設備制造業(yè)，儀器儀表制造業(yè)，信息傳輸、軟件和信息技術服務業(yè)等6個行業(yè)和輕工、紡織、機械、汽車等4個領域重點行業(yè)的企業(yè)新購進的固定資產(chǎn)，可由企業(yè)選擇縮短折舊年限或采取加速折舊的方法。對上述行業(yè)的小型微利企業(yè)新購進的研發(fā)和生產(chǎn)經(jīng)營共用的儀器、設備，單位價值不超過100萬元的，允許一次性計入當期成本費用在計算應納稅所得額時扣除，不再分計算折舊；單位價值超過100萬元的，可縮短折舊年限或采取加速折舊的方法。對所有行業(yè)企業(yè)新購進的專門用于研發(fā)的儀器、設備，單位價值不超過100萬元的，允許一次性計入當期成本費用在計算應納稅所得額時扣除，不再分計算折舊；單位價值超過100萬元的，可縮短折舊年限或采取加速折舊的方法（區(qū)國稅局）。（3）嚴格執(zhí)行小微企業(yè)稅收優(yōu)惠政策。對年應納稅所得額在30萬元以下（含30萬元）的小微企業(yè)，減按50%計入應納稅所得，并按20%的稅率繳納企業(yè)所得稅（區(qū)國稅局）；對月銷售額不超過3萬元的小微企業(yè)，免征增值稅和營業(yè)稅。加大優(yōu)惠政策的宣傳和實施力度，讓企業(yè)應知盡知、應享盡享（區(qū)地稅局）。

（4）免征部分行政事業(yè)性收費。對符合條件的小微企業(yè)免征教育費附加、地方教育附加、水利建設基金、文化事業(yè)建設費、殘疾人就業(yè)保障金等政府性基金（區(qū)財政局）。

（5）引導企業(yè)用足用好自由貿易試驗區(qū)和自主創(chuàng)新示范區(qū)政策。鼓勵企業(yè)向兩個區(qū)域集聚，享受資產(chǎn)評估增值分期納稅、研發(fā)費用加計扣除、職工教育經(jīng)費稅前扣除、股權獎勵個人所得稅5年分期繳納、有限合伙制創(chuàng)業(yè)投資企業(yè)法人合伙人企業(yè)所得稅優(yōu)惠、5年以上（含5年）非獨占許可使用權轉讓所得稅優(yōu)惠、中小高新技術企業(yè)向股東轉贈股本的個人所得稅5年分期繳納等優(yōu)惠政策（區(qū)地稅局）。

2、降低企業(yè)人工成本

（1）降低失業(yè)、生育、工傷保險繳費費率。企業(yè)繳納失業(yè)保險費率由2%降至1%；繳納生育保險費率由0.8%降至0.5%；繳納工傷保險基準費率最低標準由0.5%降至0.2%，最高標準由2%降至1.9%，調整后綜合費率水平由0.67%下調至0.54%（區(qū)人社局）。

（2）允許困難企業(yè)暫緩繳納養(yǎng)老保險費。困難企業(yè)暫時無力足額繳納養(yǎng)老保險費的，經(jīng)申請并提供擔保、抵押，可暫緩繳納單位應繳部分，期限暫定1年。緩繳的養(yǎng)老保險費不計收滯納金（區(qū)人社局）。

（3）允許困難企業(yè)階段性調整醫(yī)療保險繳費模式。經(jīng)職工大會或職工代表大會同意，困難企業(yè)可以將醫(yī)療保險繳費模式由統(tǒng)賬結合改為大病統(tǒng)籌，繳費費率由11%調整為8%。生產(chǎn)經(jīng)營好轉后可再改為統(tǒng)賬結合模式（區(qū)人社局）。

（4）合理控制企業(yè)最低工資標準調整幅度。2016年企業(yè)最低工資標準擬由1850元調整為1950元，增長5.4%，執(zhí)行起始時間延后至7月1日（區(qū)人社局）。

（5）擴大穩(wěn)崗政策實施范圍。支持企業(yè)在去庫存、去產(chǎn)能、實現(xiàn)優(yōu)化升級過程中，多渠道分流安置富余人員。對暫時遇到困難但不裁員不減薪的企業(yè)，給予一定的穩(wěn)崗補貼；補貼政策到期后生產(chǎn)經(jīng)營仍存在困難的企業(yè)，享受補貼的次數(shù)由1次提高到3次。鼓勵企業(yè)利用降低成本帶來的部分收益提高一線職工收入，穩(wěn)定就業(yè)崗位（區(qū)人社局）。

（6）加大對企業(yè)的職業(yè)培訓補貼力度。繼續(xù)實施百萬技能人才培訓福利計劃，落實職業(yè)培訓補貼辦法，安排10億元資金，對企業(yè)職工參加職業(yè)培訓的，按照人才需求緊缺程度，相應給予培訓成本100%、90%、80%的培訓費補貼和100%的技能鑒定費補貼（區(qū)人社局）。

3、降低融資成本

（1）提高中小微企業(yè)信用貸款風險補償比例。安排60億元財政資金，對高新技術企業(yè)中的中小企業(yè)、科技小巨人企業(yè)、出口型外貿中小企業(yè)和涉農中小微企業(yè)的信用貸款本金損失，將風險補償比例由50%提高至70%，帶動全市中小微企業(yè)貸款增長30%、平均融資成本降低0.5至1個百分點（區(qū)金融局）。

（2）降低企業(yè)融資租賃成本。安排30億元財政資金，對1000家符合條件的中小企業(yè)和科研院所，采用融資租賃方式購置先進設備，給予租賃利息5個百分點的補貼。重點支持科技型中小企業(yè)、萬企轉型升級、智能工廠和智能車間、“機器換人”等智能化改造（區(qū)工業(yè)經(jīng)委）。

3、降低重大建設項目資金成本。爭取國家專項建設基金支持，為棚戶區(qū)改造、養(yǎng)老服務體系建設、重大水利工程、城鎮(zhèn)基礎設施和戰(zhàn)略性產(chǎn)業(yè)等方面的重大建設項目提供長期低成本資金（區(qū)發(fā)展改革委）。

4、降低政府性投融資公司融資成本。利用置換債券、地方政府債券、各類企業(yè)債券、境外低息資金和社會資金，實現(xiàn)政府性投融資公司綜合融資成本降低1個百分點以上（區(qū)金融局）。

4、降低能源資源成本

降低企業(yè)用氣、用電價格。一般工商業(yè)企業(yè)用氣價格下調至2.77元/立方米，集中供熱企業(yè)用氣價格下調至2.37元/立方米。自2016年1月1日起，一般工商業(yè)企業(yè)用電價格平均下調3.13分/千瓦時（區(qū)發(fā)展改革委）。

5、降低物流成本

降低企業(yè)通港通關費用。取消港口速遣費。企業(yè)在天津國際貿易單一窗口報關，免交報關信息傳輸費（區(qū)商務委）。

6、降低制度性交易成本

取消部分涉企收費。取消舊機動車交易綜合服務費、機動車安全性能檢測線行政事業(yè)性收費、動物及動物產(chǎn)品檢疫費、森林植物檢疫費、樹木賠償和補償費。取消質量專業(yè)技術人員職業(yè)資格、企業(yè)法律顧問執(zhí)業(yè)資格、注冊資產(chǎn)評估師執(zhí)業(yè)資格、助理廣告師和廣告師職業(yè)資格、咨詢工程師(投資)職業(yè)資格、土地估價師、土地登記代理人職業(yè)資格、房地產(chǎn)經(jīng)紀人執(zhí)業(yè)資格、物業(yè)管理師資格、注冊稅務師執(zhí)業(yè)資格等10項考試費用（區(qū)發(fā)展改革委）。

7、降低創(chuàng)新創(chuàng)業(yè)成本

降低科技型企業(yè)成長成本。安排50億元財政資金，支持科技小巨人企業(yè)成長，用于設立政府擔?；?、產(chǎn)業(yè)并購引導基金、創(chuàng)業(yè)投資引導基金和天使投資引導基金，支持市級產(chǎn)業(yè)技術研究院、企業(yè)重點實驗室、重大創(chuàng)新項目建設和“殺手锏”產(chǎn)品開發(fā)等，對首次獲批的國家高新技術企業(yè)、完成股份制改造的科技型企業(yè)和獲評中國馳名商標、名牌產(chǎn)品等國家品牌的企業(yè)給予補貼與獎勵（區(qū)科委）。

8、降低生產(chǎn)經(jīng)營成本和管理費用

在審批局建立企業(yè)代辦服務中心，安排專門人員，撥付經(jīng)費，采取政府購買服務方式，對企業(yè)辦理相關審批手續(xù)提供無償代辦服務（區(qū)審批局）。

9、制作專題網(wǎng)站并負責信息維護（區(qū)信息中心）。

四、近期工作

1、請各任務牽頭單位，根據(jù)本方案內容，在與上級業(yè)務主管部門深入溝通的基礎上，制定具體實施方案，明確工作目標、重點舉措、實施路徑和保障措施，并于2016年2月25日前，報送區(qū)發(fā)展改革委。

2、請各單位明確1位分管領導和1名聯(lián)絡員,具體承擔本部門“降成本”相關工作和具體幫扶工作。

3、即日起，各單位要建立熱點電話，并由專人負責，具體解答“降成本”相關問題。

4、為確保相關政策落實到位，全面摸清靜海企業(yè)“降成本”底數(shù)，請各單位結合責任分工，提出調研摸底內容、企業(yè)類型、范圍和具體指標，并于2016年2月24日前，報送區(qū)發(fā)展改革委。
