（一）為紀(jì)念中國人民抗日戰(zhàn)爭暨世界反法西斯戰(zhàn)爭勝利70周年，首部全景展現(xiàn)中國人民抗日戰(zhàn)爭作為世界反法西斯戰(zhàn)爭東方主戰(zhàn)場歷史地位及其貢獻(xiàn)的大型紀(jì)錄片《東方主戰(zhàn)場》，今起將在中央電視臺綜合頻道、科教頻道等陸續(xù)播出。值得一提的是，該片將聚焦作為抗日戰(zhàn)爭最后一役的高郵戰(zhàn)役。

由中央電視臺、軍事科學(xué)院政治部等聯(lián)合攝制的大型紀(jì)錄片《東方主戰(zhàn)場》，是一部首次將中國抗日戰(zhàn)爭定位在世界格局中回顧那段歷史的紀(jì)錄片。全片共8集，分別是《東方危急》《共赴國難》《浴血堅持》《艱苦卓絕》《同盟抗敵》《民族血脈》《大地堅韌》《正義必勝》，以世界反法西斯戰(zhàn)爭及中國抗戰(zhàn)各階段與東方主戰(zhàn)場主題有關(guān)的重大史實為依據(jù)，真實再現(xiàn)歷史。

1945年8月15日，日本宣布無條件投降。1945年底，在蘇皖邊區(qū)政府南面還有一座縣城沒有解放，仍然被日偽軍占據(jù)著，這就是高郵城。當(dāng)年12月底，華中野戰(zhàn)軍司令員粟裕親自部署指揮，發(fā)動了一次重大戰(zhàn)役——高郵戰(zhàn)役，用了一周時間成功收復(fù)高郵城。這場戰(zhàn)役是中國抗日戰(zhàn)爭中對日寇的最后一戰(zhàn)，高郵也是我軍從日寇手中解放的最后一座縣城。

今年5月，《東方主戰(zhàn)場》攝制組特地來到高郵，專題拍攝了“抗戰(zhàn)最后一役”相關(guān)內(nèi)容，鏡頭聚焦了在侵華日軍投降處舊址建成的，以照片、實物、油畫、場景、微電影等形式展示高郵戰(zhàn)役全過程的“抗日戰(zhàn)爭最后一役紀(jì)念館”,并現(xiàn)場采訪了當(dāng)年參加受降儀式的親歷者——今年87歲的陳秀嵐女士（時年16歲的陳秀嵐是新四軍一名文藝兵），她向我國和世界人民介紹了中國人民八年浴血抗戰(zhàn)的歷程。

（二）回望《東方主戰(zhàn)場》最后一集，盡管其影像系統(tǒng)之“形”略顯得有些散，其“神”卻相當(dāng)?shù)木劢梗麄€影像文本明確地指向一個意涵，那就是——正義的力量，必將戰(zhàn)勝邪惡；文明的力量，終將戰(zhàn)勝野蠻?？v觀整個系列片，與這集贊美正義的力量主題相關(guān)，還能解讀到更深層次的一些內(nèi)涵，那就是一種對于歷史的態(tài)度的變化：表現(xiàn)為由原本過多沉浸于屈辱苦難的哀怨傾訴，轉(zhuǎn)向于對英雄正義的贊嘆歌頌。

這種變化的出現(xiàn)，與現(xiàn)實的語境有關(guān)，與一個國家民族的自信心有關(guān)。解讀歷史，有多種方法，也會得到多重的結(jié)果。與影視界長期以來常見的消費主義姿態(tài)不同，系列片《東方主戰(zhàn)場》的價值取向明晰理性得多。

面對人類歷史上規(guī)模最大的這場戰(zhàn)爭，這部系列片在追溯、還原、梳理的同時，也著眼于沉淀、反思、超越。而對于這場紛繁復(fù)雜的戰(zhàn)爭的描述，采用的格局理念，以及具體的方法技巧，都成為這部系列片的明顯特征。比如把發(fā)生在中國土地上的抗日戰(zhàn)爭，與整個亞洲的抗戰(zhàn)，以及歐洲反法西斯戰(zhàn)爭，放置于同一個戰(zhàn)爭的大格局上來觀照。同時，采用大量新的研究成果和數(shù)據(jù)還原構(gòu)建真實的歷史圖景，印證中國作為世界反法西斯整個戰(zhàn)線中不可替代作用，如發(fā)生在中國土地抗日戰(zhàn)爭長達(dá)14年，重要戰(zhàn)役20余次，大小戰(zhàn)斗20多萬次；中國軍民傷亡3500萬，殲滅日軍150余萬，占日軍整體傷亡總?cè)藬?shù)的70%,直接經(jīng)濟損失1000億美元，間接經(jīng)濟損失5000億美元；等等。同時，直面在中國的這場戰(zhàn)爭中國民黨領(lǐng)導(dǎo)的正面戰(zhàn)場和共產(chǎn)黨領(lǐng)導(dǎo)的敵后戰(zhàn)場，并對各自的功能和作用分別進(jìn)行了描述。

以史為鑒，是對于歷史最好的一種紀(jì)念和尊重。面對如此災(zāi)難深重這場民族浩劫，我們理應(yīng)把它衍化為一筆財富和一股精神力量。對于“天下興亡、匹夫有責(zé)的愛國情懷，視死如歸、寧死不屈的民族氣節(jié)，不畏強暴、血戰(zhàn)到底的英雄氣概，百折不撓、堅忍不拔的必勝信念”抗戰(zhàn)精神的提取和內(nèi)化，是整個中華民族積極必要的一項工程，遺憾的是，長期以來缺少認(rèn)真嚴(yán)肅的對待。甚至在影視作品中，對待這段歷史的姿態(tài)和心態(tài)時有偏差，出現(xiàn)類似抗戰(zhàn)神劇、消解厚重歷史的現(xiàn)象，偏離了歷史認(rèn)知方向，同時也稀釋了歷史價值。

抗戰(zhàn)，應(yīng)該對中華民族精神氣質(zhì)的塑造，發(fā)揮正面意義。這應(yīng)該是對于那場災(zāi)難性戰(zhàn)爭最具價值的記憶，也是對于在那場戰(zhàn)爭中犧牲的人的最好緬懷。從這個意義上來說，《東方主戰(zhàn)場》提供給人們思考的一種新緯度。

第三篇：歷史紀(jì)錄片《東方主場》第二集共赴國難心得體會

印象中，近年來沒有一部歷史紀(jì)錄片享受過大型紀(jì)錄片《東方主戰(zhàn)場》這么高的待遇，片子的熱播既是難得的榮耀，更是一種巨大的壓力。

也許沒有人比我更適合評價《東方主戰(zhàn)場》。畢竟我研究抗戰(zhàn)已30年，參與歷史紀(jì)錄片創(chuàng)作也有16年，主創(chuàng)過與抗戰(zhàn)直接相關(guān)的紀(jì)錄片8部，包括抗戰(zhàn)勝利 60周年中央電視臺主推的紀(jì)錄片《抗戰(zhàn)》。這次深度介入《東方主戰(zhàn)場》的創(chuàng)作，更有著全新的感受，國家立場、國際水準(zhǔn)、扛鼎之作、一號工程等豪氣干云的定位，令參與其中的創(chuàng)作者意識到了自己的渺小與使命的艱辛。用8集片子來承載4億人14年抗戰(zhàn)的歷史，還要勾連起中國與世界，并要求文字簡潔。對每一集的撰稿和編導(dǎo)而言，都是難以應(yīng)付，又必須面對的巨大挑戰(zhàn)。

昨晚觀看《東方主戰(zhàn)場》第二集，一幕幕共赴國難的勇壯場景令人心潮澎湃，不禁為編導(dǎo)的成功應(yīng)對叫好。這一集中，僅有名有姓的國共將領(lǐng)就將近40位，涉及的大小戰(zhàn)役近20個，此外還沒有遺忘海軍、空軍的作戰(zhàn)。頭緒如此紛繁，卻安排得環(huán)環(huán)相扣，凸顯出全民族面對強敵寧愿站著死也不跪著生的驚人意志。

這里要贊一下張寶平編導(dǎo)，盡管片中內(nèi)容極為龐雜，這位軍人氣質(zhì)的導(dǎo)演仍然掌控自如，使得感人的細(xì)節(jié)依舊充沛，淞滬會戰(zhàn)中一位死不瞑目的無名老兵、平型關(guān)大捷后朱德總司令感人至深的家書等令人難忘。本集最有特點的是，雖然戰(zhàn)爭是慘烈的，但畫面并未只是血雨腥風(fēng)，而是動靜結(jié)合，做到好整以暇。觀眾可以欣賞到七七抗戰(zhàn)爆發(fā)前夕盧溝橋的靜謐夜色和石獅子的迥異表情;淞滬大戰(zhàn)開場前，可以聽到江海關(guān)大樓的悅耳鐘聲，見到學(xué)生忙于考試的場景;南京大屠殺的慘絕人寰和戰(zhàn)前古城墻青藤纏繞、秦淮河的槳聲燈影帶來視覺上的震撼。這樣的藝術(shù)處理，不僅畫面上的黑白與彩色的節(jié)奏交替，避免觀眾視覺疲勞，同時更營造出和平的美好與戰(zhàn)爭的殘酷的強烈對比。另外，值得一提的是，片中音樂的使用頗見功力，山西梆子的蒼涼與平型關(guān)大捷的神奇、到敵人后方去的輕快而靈動的旋律與八路軍、新四軍勇敢的挺進(jìn)敵后，肅殺的戰(zhàn)場因為音樂恰到好處的引入而別有洞天。再加上動漫、地圖的巧妙運用，本集充分展現(xiàn)了紀(jì)錄片作為綜合藝術(shù)的特有魅力。

9月18日上午，臨沂市委副書記張宏偉來到平邑縣人民醫(yī)院，代表臨沂市委市政府看望張紀(jì)民家屬潘進(jìn)惠。張宏偉說，發(fā)生了這種事件我們感到非常痛心，說明我們的工作沒有做好，真誠地向你和家人表示歉意，請相信調(diào)查組一定會依法迅速查明事件真相，對涉及到的違紀(jì)違法人員嚴(yán)肅處理，還你們一個公道。

張宏偉詳細(xì)了解了潘進(jìn)惠的病情，要求醫(yī)院對潘進(jìn)惠的身體狀況作進(jìn)一步的全面檢查，安排專人精心醫(yī)治調(diào)理，醫(yī)療費用要全部免除。張宏偉對潘進(jìn)惠兩 個女兒的情況十分關(guān)心，要求學(xué)校要安排責(zé)任心強的老師，認(rèn)真細(xì)致地做好課程輔導(dǎo)、生活照料、心理疏導(dǎo)等工作，幫助孩子盡快走出家庭變故的影響。同時，要求平邑縣要妥善安排好潘進(jìn)惠出院后的住房問題，切實幫助解決好生活困難。

9月14日，山東省臨沂市平邑縣地方鎮(zhèn)后東固村村民張紀(jì)民在家中被燒身亡。該事件是否與當(dāng)?shù)貜姴鹩嘘P(guān)、死者死因真相等一時成為輿論熱議焦點。

9月17日，山東臨沂市委市政府正式回應(yīng)媒體，認(rèn)為這是一起因基層干部法紀(jì)觀念淡薄、作風(fēng)簡單粗暴、強制拆遷引發(fā)的群眾生命財產(chǎn)受到嚴(yán)重侵害的 惡劣事件，要求充分認(rèn)識這起事件的嚴(yán)重性，并立即成立調(diào)查工作組，依法處置“平邑9·14”事件，切實維護群眾利益，維護公平正義。

此前，平邑官方發(fā)布的三次相關(guān)微博均將該事件定性為“平邑9.14民宅火災(zāi)事件”，并公布火災(zāi)起因初步調(diào)查結(jié)果，排除他人人為縱火，火災(zāi)系死者自身行為所致。

經(jīng)臨沂市“平邑9·14”事件調(diào)查處置工作組調(diào)查確認(rèn)，在地方鎮(zhèn)東崮社區(qū)后東崮村舊村改造房屋拆遷過程中，有關(guān)人員對當(dāng)事人張紀(jì)民死亡負(fù)有責(zé)任。

目前，平邑縣公安機關(guān)已依法對平邑縣地方鎮(zhèn)黨委副書記魏運波、平邑縣地方鎮(zhèn)東崮工作區(qū)書記兼東崮社區(qū)黨總支書記管彥省、平邑縣地方鎮(zhèn)政府工作人員高群等相關(guān)責(zé)任人刑事拘留。

據(jù)了解，臨沂市已成立由市委領(lǐng)導(dǎo)牽頭，紀(jì)委、檢察、公安、消防等部門組成的臨沂市“平邑9·14”事件調(diào)查處置工作組，依法迅速查清張紀(jì)民房屋 起火和死亡原因，組織精干力量查清拆遷過程中是否存在失職瀆職、違紀(jì)違法行為，是否存在嚴(yán)重侵害群眾合法利益的行為，查清張紀(jì)民家屬被抓被打事實真相，以 事實為依據(jù)，對相關(guān)責(zé)任人依法依紀(jì)追究問責(zé)，還群眾一個公道。

此外，平邑縣地方鎮(zhèn)東崮社區(qū)舊村改造項目拆遷工作被責(zé)令立即停止，將進(jìn)一步聽取群眾意見，切實做到政策到位、補償?shù)轿?、思想工作到位，依靠群眾做好拆遷安置工作。

強拆之火

山東平邑農(nóng)民張紀(jì)民被燒死前后

社會萬象南方都市報 [微博] 占才強2015-09-18 11:29 9月14日上午8點多，山東平邑縣地方鎮(zhèn)后東崮村村民張紀(jì)華接到弟弟張紀(jì)民的電話，被告知弟媳潘進(jìn)惠“失蹤了”。

事發(fā)前張紀(jì)民妻子潘進(jìn)惠被打后扔在路邊

那天是星期一，潘進(jìn)惠一早送兩個女兒上學(xué)，先送12歲的小女兒文文到村小學(xué)，再把16歲的大女兒靖靖送到鎮(zhèn)中學(xué)。過了慣常的回家時間，張紀(jì)民開始是擔(dān)心妻子出了意外，隨后又擔(dān)心她“被人綁架了”。

當(dāng)時，張紀(jì)民的堂哥張紀(jì)友也接到了找人電話。張紀(jì)友稱，張紀(jì)民在電話中表露出擔(dān)憂，說房屋拆遷還沒談攏，怕有人使壞。

潘進(jìn)惠確實遇到了麻煩。事后她回憶，離開大女兒學(xué)校不遠(yuǎn)，自己正騎著電動車，被8個二十來歲的小青年強行帶上了一輛面包車，“有車在路邊停著，下來一個人，拖著我就上車，我就喊救命，他就說你再吆喝我就殺你……”

另據(jù)張紀(jì)民的大嫂范文香轉(zhuǎn)述，潘進(jìn)惠被帶上車后，手機馬上被掏走，且遭到恐嚇、毆打和以刀威脅。車行四五個小時后，潘進(jìn)惠被扔到村里的馬路邊，昏迷過去，后被范文香發(fā)現(xiàn)。范文香描述，當(dāng)時潘進(jìn)惠耳朵、嘴唇青紫，臉上發(fā)黃，臉上還趴著幾只蒼蠅。

范文香搖醒潘進(jìn)惠，被告知送完大女兒回家途中“遭遇綁架”。潘進(jìn)惠的手機和電動車都不見了，但當(dāng)時她身邊有王開蘭守著。王開蘭是鄰村西東崮村的村支書，其并未回復(fù)范文香為何要守著潘進(jìn)惠，但后在范文香的要求下將潘進(jìn)惠送到醫(yī)院。

對于潘進(jìn)惠的遭遇，官方最新通報提到：“查清張紀(jì)民家屬被抓被打事實真相，以事實為依據(jù)，堅決依紀(jì)依法對相關(guān)責(zé)任人追究問責(zé)。”

事發(fā)當(dāng)日，拖運挖掘機到強拆現(xiàn)場的大卡車。

潘進(jìn)惠失聯(lián)同時張紀(jì)民家遭數(shù)十人圍堵

就在張家親屬找尋潘進(jìn)惠之時，張紀(jì)民家遭到四五十個身份不明人員的圍堵。多名目擊者指出，帶頭的是地方鎮(zhèn)東崮工作區(qū)書記兼東崮社區(qū)黨總支書記管彥省。目 擊村民稱，這群人有的開面包車、有的騎摩托到達(dá)，用白酒瓶和礦泉水瓶帶了淺黃色的液體，“應(yīng)該是汽油”，還帶有4個紅色的干粉滅火器。目擊者還描述，這些 年輕人開的是無牌車，部分人身上有文身和刺青。

“他們是來搞拆遷的。”張紀(jì)友見來者不善，怕張紀(jì)民被打，馬上與張紀(jì)民通電話。張紀(jì)友還記得，自己勸說張紀(jì)民盡量妥協(xié)，同意政府要求，為了人身安全寧愿放棄樓房，張紀(jì)民則回復(fù)稱，這群年輕人不敢打他，他們沒那么大膽量。

事態(tài)僵持，有人報警。張紀(jì)友稱，大約上午9點40分，現(xiàn)場來了另一輛汽車，但很快就離開了。

張紀(jì)友曾給后東崮村村主任高學(xué)明打去電話，沒有回應(yīng)。范文香還曾當(dāng)面找到高學(xué)明，被告知不知為何來了這么多不明身份的人，但高也不愿管、不愿問。事后，高學(xué)明告訴媒體，當(dāng)時自己不在現(xiàn)場，不知道情況。

【“出人命了”】

張紀(jì)民家有五間紅瓦磚房，位于一條新修的馬路邊，對面是正在施工的安置房建設(shè)工地。

“不知道到底是他被逼自焚，還是拆遷的人縱火”

張紀(jì)友趕到現(xiàn)場時，是上午11點多，已有大批村民圍觀。此時，一輛黃色推土車已把張紀(jì)民院子的西墻強行推倒。那群不明身份的年輕人沖進(jìn)院子，隨后房子開始冒煙起火。“他房子里有個煤氣罐，我們也不知道到底是他自己被逼著自焚，還是拆遷的人縱火?！?/p>

火滅后，可見張紀(jì)民家的兩只小煤氣罐。

目擊村民孔慶珍向媒體描述：“當(dāng)時有50多個20歲上下的年輕人圍著張紀(jì)民家院墻一圈，有人往里面扔石頭、磚塊，還有裝著黃色液體的瓶子，西邊院墻那有鏟土機在推墻?！?/p>

“一直往里面扔?xùn)|西，里面的人根本沒辦法出來。”另一位目擊村民高樹平稱，不一會，院子里冒起了白煙，又過了幾分鐘冒起了黑煙，后來躥起了四五米高的大火，“著火后，那些人繼續(xù)往里面扔?xùn)|西。”

“50多個人圍著院墻禁止村民靠近救火”

孔慶珍和高樹平均表示，50多個人圍著院墻，禁止村民靠近，村民無法救火，只能看著火越燒越大。“這些人來的時候，車上放的有滅火器，后來他們還抱著滅火器噴東西，但火越來越大，這些人都跑了。”

事發(fā)后留在現(xiàn)場的滅火器。

據(jù)新華網(wǎng)現(xiàn)場調(diào)查，9月14日上午11時48分15秒，死者張紀(jì)民家房屋開始冒煙，伴有零星火光。其后，有不明身份人員往著火房屋扔石塊等雜物，人群中 有一人拎著紅色滅火器來回跑動，但并未去滅火。中午12時04分左右，有推土機從張紀(jì)民家西側(cè)離去，此時張家西墻已倒塌。

南都記者獲 得的一段現(xiàn)場視頻顯示，張紀(jì)民家起火后首先冒出的是黑煙，房子附近有多人圍觀，且不時往房子附近跑動。大約40秒后，冒出滾滾白煙，整個房屋被籠罩。此 時，視頻拍攝者（女）開始喊出“報警”，旁邊也有人（男）提出給高新（后東崮村支書）打電話，且念叨著“你看看，張紀(jì)民死定了”。

大約2分鐘后，房屋噴出熊熊火舌，周邊的人群開始喧鬧。此時拍攝者（女）哭喊著大叫，“還不救人??！救人??！快點！”火勢越來越大，拍攝者連續(xù)喊出多聲“出人命了”。

另一段視頻顯示，著火房屋不遠(yuǎn)處就停放著一輛黃色推土機。確如新華網(wǎng)調(diào)查與諸多目擊者所言，有數(shù)人從推土機的方向走向著火的房子，并朝著房子投擲雜物。隨著火勢加大，周邊的人群開始逃散，有的騎車離開，有的乘面包車走。大約12分鐘后，黃色推土機離開，房屋西側(cè)的院墻倒塌。此時，房屋內(nèi)已明顯著火，濃煙 滾滾。再過5分鐘后，房屋白煙減少，明火減弱，屋頂一片焦黑。

【“堂屋門外掛著鎖”】

張紀(jì)民家起火時，正是西邊東崮小學(xué)的放學(xué)時間，村民楊嬸子接孩子正好從張紀(jì)民家背后路過。

村民楊嬸子：當(dāng)時門從外面插著，掛著鎖

楊嬸子稱，她上午11點40分出門，去學(xué)校時已看見張紀(jì)民的房子開始冒煙。她曾駐足看，被一光頭男子盤問后離開。等她接到孩子回來，恰好趕上推土機推張家的院墻。楊嬸子描述，那群不明身份的年輕人站在墻外，帶頭的鎮(zhèn)干部管彥省站在一輛黑色轎車旁，正在幫人傳話。

張紀(jì)民家院子西墻倒下時，不少人向西跑開。楊嬸子隨即看到張紀(jì)民堂屋門前也起了大火?！拔页軓┦∷麄兒熬热?，他們就跑了?！?/p>

楊嬸子轉(zhuǎn)到張紀(jì)民院子?xùn)|側(cè)，繞過大門進(jìn)了院子。她發(fā)現(xiàn)，此時大門已外倒在地。楊嬸子看到，張紀(jì)民家堂屋的整個門板都被大火覆蓋了。

楊嬸子說：“當(dāng)時門是從外面插著，并掛著鎖。”對于著火的堂屋門，她已經(jīng)不能用手去拿掉鎖開門，而且也不確定鎖是否是打開的，還是鎖住的。

她大聲喊著張紀(jì)民的小名“民子”，同時從西屋門口拿了個長棍，使勁搗堂屋門?！爱?dāng)時我只看到堂屋門整個門板著火，別處都沒有火，但屋內(nèi)都是濃煙，看不清任何東西。”

她用力打了三下，燃燒著的門就整個倒向屋內(nèi)。她一直喊“民子我來救你，趕緊出來”，但沒得到回應(yīng)。隨后，屋內(nèi)的物品被堂屋門的火勢引燃，大火漸漸蔓延，楊嬸子只得退到院子外。

另一個角度看張家屋子正在燃燒。

村民王培仁：我捶了帶頭的鎮(zhèn)干部管彥省

與楊嬸子一樣，67歲的老漢王培仁接完學(xué)生后，也走了張紀(jì)民屋后這條路。王培仁看到的情形是：張紀(jì)民的院子里，有一個年輕人站在距房子一兩米的地方，正 手持滅火器往火里噴，旁邊還有數(shù)人也在救火，另外的人在倒下的院墻外張望。王培仁說，滅火器噴了一會，沒控制住火勢，那幾個年輕人就提著滅火器跑了。

其后，王培仁發(fā)現(xiàn)，張紀(jì)友跟另一人抓住了想要逃跑的鎮(zhèn)干部管彥省?！拔乙泊┻^馬路去攔管彥省，還捶了他三下?！惫軓┦『髞肀痪綆ё摺?/p>

張紀(jì)友回憶，大約中午12點后，消防隊也來到現(xiàn)場，火勢很快得到控制?；饻缌?，張紀(jì)民被人從儲物間抬出，已經(jīng)是一具被燒焦的尸體。嫂子范文香說，尸體在 屋子偏房的東北角發(fā)現(xiàn)，那間屋內(nèi)垛了棉花、棉被、花生、書本等易燃品。從現(xiàn)場傳出的圖片看，張紀(jì)民的尸體面目難辨，四肢呈環(huán)抱彎曲狀，蜷縮在一起。

張紀(jì)民的侄子張勇帶記者探訪被燒院子，屋內(nèi)幾乎被燒光。

【并村改造】

張紀(jì)民之死由“強拆”引發(fā)，背后是當(dāng)?shù)亟陙磙Z轟烈烈的“并村改造”運動。這是張家親屬和諸多受訪村民一致的看法。

事發(fā)地后東崮村位于平邑縣東南，隸屬于地方鎮(zhèn)東崮社區(qū)。東崮社區(qū)由前東崮、后東崮、西東崮三個行政村和楊家?guī)X、華家?guī)X兩個自然村合并而成，占地960余 畝，總?cè)丝?000余人。近年來，該社區(qū)啟動新的規(guī)劃建設(shè)，要將村落改造成城鎮(zhèn)社區(qū)，讓農(nóng)民集中上樓，同時建設(shè)各類社區(qū)配套設(shè)施。

宅基地按每平方米60元補助

在地方鎮(zhèn)的諸多官方文件中，東崮社區(qū)建設(shè)都被當(dāng)做重點。該鎮(zhèn)2014年政府工作報告指出，東崮社區(qū)建設(shè)工程總投資1.6億元，提升了城鎮(zhèn)建設(shè)檔次和水平，已完成16幢社區(qū)樓及配套工程。而在平邑縣2015年1月下發(fā)的《2015年各鎮(zhèn)街主要工作目標(biāo)及重點工作》文件中，地方鎮(zhèn)很大一塊任務(wù)就是搞好東崮 社區(qū)一期配套，動工建設(shè)二期工程。

重點工程的基礎(chǔ)是拆遷改造。當(dāng)?shù)卮迕窠榻B，當(dāng)?shù)亍安⒋甯脑臁?013年就已開始醞釀，2014年開 始啟動拆遷。南都記者獲得的一份《地方鎮(zhèn)東崮社區(qū)拆遷安置方案》顯示，當(dāng)?shù)夭疬w補償標(biāo)準(zhǔn)為：宅基地按每平方米60元補助；房屋補償按房地產(chǎn)評估公司評估標(biāo) 準(zhǔn)執(zhí)行，以評估公司實際評估補償金額為準(zhǔn)。而與之對應(yīng)的，安置房的均價卻是1100元/平方米。“拆遷安置戶的房屋和宅基地補償款抵頂安置房的購房款，不 足安置房價款的，在安置房交付使用時一次性結(jié)清，否則視為自動放棄安置樓房。超出安置樓房款的資金，在全部安置完后現(xiàn)場兌付。”

張紀(jì)民想要安置房，得補交10萬元

張紀(jì)民家有五間房，院子長約15.5米，寬約13米。張紀(jì)民哥哥張紀(jì)華介紹，這座院子村委會評估補償5.8萬元。這意味著，張紀(jì)民要想住進(jìn)滿意的安置房，還需補交10萬元左右。張紀(jì)民一家都不滿意。

張紀(jì)民妻子潘進(jìn)惠也證實，按鎮(zhèn)里的補償方案，家里只能獲得5.8萬元。鎮(zhèn)、村兩級多次就拆遷一事與他們家交涉，但因家庭困難，無力貼錢購置新建的安置房，且本村異地?fù)Q房也未成功，所以雙方一直沒達(dá)成協(xié)議。雙方最后一次協(xié)商是在大火事件發(fā)生前一天的9月13日。

張紀(jì)民的堂哥張紀(jì)友稱，張紀(jì)民家本來已不打算再耗了，想著過幾天就搬走，沒想到遇到了強拆。

當(dāng)?shù)卮迕穹答?，在張紀(jì)民事件爆發(fā)前，還有其他村民房子曾遭遇強拆，一些村民只能到親朋好友家借住。

這個牌子后面，就是被拆遷村民安置房的小區(qū)。

村民們表示地方鎮(zhèn)拆遷問題太多了

“去年11月份，拆遷人員趁我們?nèi)胰硕疾辉诩业臅r候，悄悄給拆完了，我們還沒來得及搬家具。”鄰村西東崮村村民潘傳國說，房屋被強拆后，他們一家6口人至今仍在村委會借住，而鎮(zhèn)村兩級依然互相推諉，誰都不負(fù)責(zé)任。

2014年，有網(wǎng)友爆料后東崮村兩人因為強拆服農(nóng)藥自殺。后東崮村多位村民向南都記者確認(rèn)，此事確有發(fā)生，后來兩人被救活，但房屋已被拆掉。

此外，據(jù)《大眾日報》2013年6月報道，東崮社區(qū)前東崮村2012年末曾在村民不知情的情況下，被當(dāng)?shù)卣伤啤耙宰獯鳌比φ剂?000畝耕地，租 期17年，租金每年每畝1000元，而這些租地因為“地方鎮(zhèn)經(jīng)濟發(fā)展需要”，卻將用作建新政府、醫(yī)院、學(xué)校等設(shè)施。此事遭遇廣泛質(zhì)疑。2014年6月，《大眾日報》追蹤報道此事，當(dāng)?shù)赝恋亓鬓D(zhuǎn)中的疑似“以租代征”問題仍未得到解決。

張紀(jì)民的侄子張勇認(rèn)為，當(dāng)?shù)卣褪强瓷狭死习傩盏耐恋兀v出土地搞開發(fā)，走著“吃土地出讓金”的老路。

【官方聲音】

此事最先由張紀(jì)民的親屬發(fā)布到網(wǎng)絡(luò)，然后引爆輿論。

前四次官方通報都沒有提“拆遷”

9月14日晚10點50分，平邑新聞中心在官微發(fā)布此事的第一份通報：“9月14日12時許，平邑縣地方鎮(zhèn)東崮社區(qū)后東崮村一戶民宅發(fā)生火情。公安、消 防等部門接警后迅速趕往現(xiàn)場，及時控制火情并進(jìn)行人員搜救。經(jīng)勘查，現(xiàn)場發(fā)現(xiàn)一名死者，系戶主張紀(jì)民，張妻因事外出，未在現(xiàn)場。事情發(fā)生后，有人在網(wǎng)上散 布謠言，擴大事態(tài)。目前，公安部門正對火災(zāi)原因進(jìn)行調(diào)查，對于制造、散播謠言者將依法嚴(yán)懲。本微博將對相關(guān)進(jìn)展情況及時發(fā)布?！?/p>

這里并未提及親屬所言的“強拆”，同時“嚴(yán)懲謠言”的表態(tài)也被親屬視為是當(dāng)?shù)毓俜降耐{。

9月15日，多家媒體報道此事，引發(fā)熱議。平邑新聞中心在9月15日17時56分發(fā)布第二份通報，稱已對相關(guān)人員采取強制措施。

9月16日0點57分，該平臺發(fā)布第三份通報，稱由臨沂市成立了工作組，公安也已控制事件直接責(zé)任人。

9月16日中午12點26分，平邑新聞中心發(fā)布第四份通報：“經(jīng)調(diào)查，張紀(jì)民分別于9月11、13日在平邑縣地方鎮(zhèn)供銷加油站實名購買9公升汽油。經(jīng) 省、市、縣公安和消防部門現(xiàn)場勘查，走訪調(diào)查，初步認(rèn)定，排除他人人為縱火，火災(zāi)系死者張紀(jì)民自身行為所致。詳情在進(jìn)一步調(diào)查中?！?/p>

【死者親屬：鎮(zhèn)政府想私了被我們拒絕】山東平邑新聞中心昨日通報，火災(zāi)系死者張紀(jì)民自身行為所致。今天下午，死者侄子告訴記者，市公安機關(guān)正對現(xiàn)場取證。并稱，“媒體報道后政府想讓我們提條件私了，被我們拒絕，我們只想要一個真相?！本痛擞浾咧码姷胤芥?zhèn)政府，工作人員稱“不清楚”。京華記者 馬金鳳這些通報都未提及“強拆”，引發(fā)親屬向媒體連發(fā)9問質(zhì)疑。

9月17日風(fēng)向突變 三個干部被刑拘

昨日（17日），風(fēng)向突變。先是平邑縣的工作人員向新華網(wǎng)承認(rèn)此事與拆遷有關(guān)，“負(fù)責(zé)拆遷的人員工作方法不對”。其后，在現(xiàn)場調(diào)查的臨沂市公安局刑偵大隊人員又向張家親屬表示，“昨天發(fā)布那個是謠言”。

昨晚，事件調(diào)查組繞開平邑新聞中心的官微平臺，直接向媒體發(fā)布了此事的第五份通報：經(jīng)調(diào)查初步確認(rèn)，該事件負(fù)有直接責(zé)任的相關(guān)人員魏運波（地方鎮(zhèn)黨委副 書記）、管彥?。ǖ胤芥?zhèn)東崮工作區(qū)書記兼東崮社區(qū)黨總支書記）、高群（地方鎮(zhèn)政府工作人員）等已由公安機關(guān)刑事拘留。

臨沂市委書記林海峰給事件定性：強拆

臨沂市委書記林海峰在這份通報中指出，這是一起因基層干部法紀(jì)觀念淡薄、作風(fēng)簡單粗暴、強制拆遷引發(fā)的群眾生命財產(chǎn)受到嚴(yán)重侵害的惡劣事件。

林海峰提出成立“平邑9.14”事件調(diào)查處置工作組，查清起火和張紀(jì)民死亡原因，查清拆遷過程中是否存在失職瀆職、違紀(jì)違法行為，也要查清潘進(jìn)惠被抓被 打的事實真相以追責(zé)。林海峰也就做好家屬善后和媒體監(jiān)督提出要求。與之同時，林海峰叫停了平邑縣地方鎮(zhèn)東崮社區(qū)舊村改造項目的拆遷工作，要求全市堅決防止 類似事件再次發(fā)生。

對于官方最新通報，張家親屬并未感到高興——承認(rèn)強拆了，東崮社區(qū)項目也停了，但張紀(jì)民卻永遠(yuǎn)活不回來了——一位親屬表示，現(xiàn)在家里還在等一個公平公開的刑偵結(jié)果。

這或許是對死者所能有的最后的尊重。
