      19 難民つくらぬ世界へ

      臨近21世紀(jì),為了構(gòu)筑一個沒有難民的世界,特別指定產(chǎn)生難民的根本原因,有必要采取有效的應(yīng)對。雖然20年前難民的數(shù)量是250萬,但在東西方冷戰(zhàn)結(jié)束時,也就是1990年達到1500萬人左右,現(xiàn)在是1995年5月,聯(lián)合國難民高級專員事務(wù)所管轄下的難民月2300萬人。作為現(xiàn)在世界的特色之一,差不多115人中就有1個人在不安、危險、不安定中,因為住處而工作,追逐。在靠近21世紀(jì)時,如何消除作為現(xiàn)在世界性的課題而被廣泛討論。

      雖然解決難民問題很困難,但我想到3個解決戰(zhàn)略。緊急事態(tài)對策的強化、促進自主返回環(huán)境額準(zhǔn)備、然后是預(yù)防。接下來我想關(guān)于此事稍微具體的講解一下。

      首先,如何做到緊急事態(tài)對策強化。我在(1991年1月)成為難民高級專員之后,產(chǎn)生了庫爾德難民、舊南斯拉夫難民、盧旺達布隆迪難民。經(jīng)歷這些之后,不管怎樣為了提高緊急應(yīng)對能力,必須充實人力、物力和財力。首先是人力,為應(yīng)對緊急事態(tài)成立五人專業(yè)官員,每五人一隊。然后是物力,他們外出的時候得準(zhǔn)備一套緊急用具(有電腦、紙、無線電臺等設(shè)備的四輪驅(qū)動自行車)。在錢的方面,準(zhǔn)備2500玩美元的緊急救助金。只有這些是不夠的,多國、NGO,瑞典、美國的保健省等和丹麥、挪威、瑞典的民間團體做了緊急支援的協(xié)定,一旦有事發(fā)生,72小時內(nèi)會出動約100人員,而且協(xié)定出動的都是有過一定訓(xùn)練過的人員。第二,關(guān)于促進返回環(huán)境的準(zhǔn)備,在和平的基礎(chǔ)上準(zhǔn)備能夠回國的條件,然后難民就回去了。人最終還是想回到自己的家。最近作為最成功的回國的例子,37萬人在經(jīng)歷了十四五年的難民生活后回到柬埔寨。難民回國以什么樣的形式對之后的那個國家的安定做貢獻呢?考,到面向21世紀(jì)的開發(fā)可能性,首先是和平協(xié)議,也就是政治上達成協(xié)議后在開始考慮難民回國的事情。然后我們開始回國的支援。首先回去的交通方式,回國的食物供給,收集回去之后重建家園的的物資。在柬埔寨,因為他們幾乎都是農(nóng)民,回去之后要設(shè)立再次從事農(nóng)業(yè)的土地。然后進行土地測量,進行各種調(diào)查,不管怎么說地雷很多。除去地雷,然后提供土地,直到回去要花費多長時間是我所不知道的。在柬埔寨,為新國家建設(shè)的選舉的時間是事先決定的,必須在期限內(nèi)回去,出動只有聯(lián)合國有的維和部隊是不能長時間駐扎的。因此,那是要考慮的是,如果不能提供土地、那么提供現(xiàn)金并用于生活重建怎么樣,是要土地還是錢,給難民提供這樣一個選擇。這樣的話,驚訝的人們會選擇金錢,多虧這樣才能促進(他們)回國。最后是預(yù)防。預(yù)防是在所有國家中,如果有能做到好的政權(quán),通過民主的程序搞政治,經(jīng)濟安定,尊重人權(quán)這些條件的話,我想就不會有紛爭,難民也不會出逃了。但是,期待那樣的事情,最后這樣的世界就像天堂一樣,這無論如何都辦不到。因此,用現(xiàn)在有的方法什么樣的預(yù)防才是可能的呢?我的回答只有一個。我認為在有紛爭的國家,要確保國際影響力。在國際、地域憑借某種影響力,不能只看狀況,除了嘗試各種形式額“軟介入”還要有其他的。以預(yù)防為中心立刻想到的是前蘇聯(lián)各國。前蘇聯(lián)人們移動不規(guī)則,而且僑居海外的俄羅斯人在各共和國少數(shù)民族化,在加上保護不周,也存在蘊藏危險的地方。因此,我等設(shè)立聯(lián)絡(luò)事務(wù)所網(wǎng),遇到危險狀況時,或是面臨法律上的問題,通過這些法律上的準(zhǔn)備來應(yīng)對的話會怎么樣,事先要注意法律上的支援。

      21世紀(jì)的難民問題是世界人道問題,也是關(guān)系大世界政治、安全保障的大問題。以世界人道問題為頭緒,這之后,不真正地樹立世界合作態(tài)勢是不行的,而且,地球上居住的所有人員的合作也是必要的,這就是我對世界難民問題從心底日夜發(fā)出的呼聲。

      一、教材簡說

      課文寫的是殘疾女孩英子內(nèi)心很自卑,一個偶然的機會讓她不得不面對全班同學(xué)的目光。想不到的是,同學(xué)們給了她鼓勵的掌聲。掌聲從此改變了英子的生活態(tài)度,她變成了一個活潑開朗的人,開始“微笑著面對生活”。課文通過英子的變化表現(xiàn)了同學(xué)之間的鼓勵和關(guān)愛。

      一、揭示問疑:

      ⒈ 小朋友們,有人給你鼓過掌嗎?因為什么給你鼓掌?得到別人掌聲你心情怎樣?你為別人鼓過掌嗎?為什么為別人鼓掌呢? ⒉今天我們來學(xué)習(xí)一篇課文,題目是:掌聲 ⒊讀了課題,你能提出什么問題嗎?

      二、初讀課文 ⒈請小朋友帶到剛才的問題認真的讀書,遇到不認識的字,看課后生字表。⒉請同學(xué)讀課后生字,注意看清字音、讀準(zhǔn)字音。反饋檢查。重點讀好下列字音。⒊請小朋友繼續(xù)讀課文,把不認識的生字的拼音寫在生字上面。讀完。寫完后請同學(xué)們記組它。反饋檢查。指名讀,同桌互讀,小組輪讀。⒋看一看下面詞語你會不會讀。指名讀,男生讀,女生讀。

      ⒌下面請同學(xué)們在讀課文,努力做到正確、流利。反饋檢查,指名讀,師生評議,齊讀。

      1、同學(xué)們,一首關(guān)于掌聲的歌曲動聽悅耳,就讓我們踏著音樂的節(jié)拍繼續(xù)走進關(guān)于掌聲的故事,相信你會有更多的感想。齊讀課題。

      2、通過上節(jié)課的學(xué)習(xí)我們知道掌聲它代表著歡迎,飽含著鼓勵,還曾經(jīng)改變了小英的生活。這不,事隔多年后,小英寫來了一封信。(媒體出示來信)指名讀。

      二、前后對照,感受小英變化 1。.學(xué)習(xí)第1自然段。

      過渡:小英感謝掌聲,因為掌聲改變了小英,讓我們一起走進小英的生活,看看以前的小英是個什么樣的孩子?指名讀第一自然段。(1)指名回答并板書:憂郁、自卑(媒體出示畫面)

      (2)同學(xué)們體會得真好,你們是從哪些詞句中感受到這一點的呢?指名說。(3)你能把小英的這種心情讀出來嗎?指名讀。評價。

      把小英的憂郁、自卑,通過朗讀表現(xiàn)在你的臉上,溶進你的聲音里。齊讀。

      2、學(xué)習(xí)第5自然段。

      過渡:因為身體的殘疾,以前的小英孤獨自卑、憂郁沉默,對生活失去了希望,我們再來看看現(xiàn)在的小英發(fā)生了什么變化?(媒體出示畫面)小組讀第5自然段。(1)指名回答并板書:活潑、自信(2)你從哪里體會到的?指名說。(3)這個省略號里會寫些什么?指名回答。

      3、真替小英的變化感到高興呀!你們能把她的活潑開朗讀出來嗎?齊讀。

      4、(媒體展示畫面)以前的小英憂郁自卑,現(xiàn)在的小英活潑自信,能從你們的朗讀中把這種變化表現(xiàn)出來嗎?(女生讀第1自然段、男生讀第5自然段。)

      5、小英的變化真大呀!是什么改變了她?所以,她最想說的是——(媒體展示來信)小組讀。

      三、感悟重點,領(lǐng)會掌聲內(nèi)涵

      過渡:真是沒有想到,掌聲擁有這么神奇的力量,會改變一個人,讓我們回到那次難忘的演講中去。

      (一)掌聲前。

      1、請同學(xué)們默讀課文2、3、4自然段,用——畫出掌聲響起前描寫小英的動作、神態(tài)的句子。細細地體會小英的內(nèi)心。

      2、生默讀課文,邊讀邊劃。師巡視指導(dǎo)。

      3、交流。

      4、研讀三句話。(媒體相機點擊句)

      5指名讀第一段話。思考:小英為什么立刻把頭低了下去?在這一剎那,小英首先想到的是什么?男生齊讀

      6指名讀第二段話,注意體會帶點的詞語。

      “猶豫”是什么意思?小英猶豫什么?小英想上去嗎?為什么?小英能不上去嗎?為什么? 因此,從“慢吞吞”、“眼圈兒紅了”你們體會到小英的內(nèi)心是多么的——(生答:痛苦、無奈)。女生齊讀。

      7.師:在萬般無奈下,在無比痛苦下,在全班同學(xué)的注視下,小英終于——(引讀)。

      同學(xué)們,如果你就是小英,小英一邊慢慢地走著,一邊想:。

      8.齊讀大屏幕上的三段話,好好體會小英內(nèi)心的那種自卑、痛苦和無奈。

      (二)、掌聲時。

      1、就在小英萬般無奈之時,小英聽到了什么?(生答:掌聲)請快速默讀第四自然段,用波浪線劃出描寫掌聲的句子。、掌聲一共響了幾次?

      2、指名讀第一次掌聲。

      (1)就在小英剛剛站定的那一刻,不知是在誰的帶動下,驟然間響起了一陣掌聲。那掌聲熱烈、持久,小英感動得流下了眼淚?!绑E然間”你能換個詞嗎?

      好的,你們現(xiàn)在就是小英的同學(xué),請鼓起熱烈、持久的掌聲!

      這真是熱烈、持久的掌聲呀!你們想通過掌聲告訴小英什么呢?指名說。(鼓勵、肯定)請女生讀讀這句話,把同學(xué)們的鼓勵、小英的感動都讀出來吧!齊讀。

      3、指名讀第二次掌聲。(媒體相機點擊句子)

      (2)當(dāng)她結(jié)束演講的時候,班里又響起了經(jīng)久不息的掌聲。什么叫“經(jīng)久不息”?“經(jīng)久不息”的掌聲響起來!

      這一次你想通過掌聲對小英說什么呢?指名說:肯定、夸獎、贊揚。如果你就是小英,聽到這樣的掌聲,你想說什么?指名說

      但是她什么也沒說,她只是——(引讀:小英向大家深深地鞠了一躬,然后,在同學(xué)們的掌聲里微笑著走下講臺。)此時真是無聲勝有聲??!你的內(nèi)心和小英的內(nèi)心一樣嗎?請把你的感受表現(xiàn)在你的臉上,溶進你的聲音里。誰愿意再讀這句話?(指名讀、評價、齊讀)

      四、總結(jié)升華,品味文章主題。

      過渡:多么美好的掌聲,作者也為之動容,寫下了一段感人肺腑的話。

      1、(媒體出示:是啊,人人都需要掌聲,特別是當(dāng)一個人身處困境的時候。讓我們珍惜別人的掌聲,同時,也不要忘記把自己的掌聲獻給別人。)

      《掌聲》教學(xué)反思 《掌聲》這篇課文生動地記敘了身患殘疾而憂郁自卑的小英上臺演講時得到了同學(xué)們熱烈的掌聲,在這掌聲的激勵下,她鼓起生活的勇氣變得樂觀開朗的故事,贊美同學(xué)們的寬容和善解人意,也說明人與人之間需要尊重、鼓勵,要主動地關(guān)心別人,特別是對身處困境的人,同時也要珍惜別人的關(guān)心和鼓勵。

      課文是以小英的感情變化為主線貫穿全文的,情節(jié)感人,描寫細致。那么如何讓學(xué)生通過學(xué)習(xí)受到情感熏陶,獲得思想啟迪,在教學(xué)中我注意以下方面:

      一、情境談話,拉近人文

      我先以貼近學(xué)生生活的小故事為話題引入課文的學(xué)習(xí),激起學(xué)生學(xué)習(xí)情趣,縮小學(xué)生與文本之間的距離。

      二、加強朗讀教學(xué),放手學(xué)生自讀自悟

      “讀書百遍,其義自見”,教學(xué)本課時,我多給學(xué)生讀書思考的時間,讓他們感情體驗,抓住人物的神態(tài)、動作描寫的句子,體會人物心理變化過程,同時,也體現(xiàn)了學(xué)生是學(xué)習(xí)的主人。

      三、重視學(xué)生情感體驗,讓其融入文章角色。

      在理解體會小英的情感變化過程中,我讓學(xué)生想象自己就是小英的同學(xué),自己會怎樣做,這樣他們理解起來就容易獲得一種真切的感受了。而且,當(dāng)時也收到了這樣的效果。

      四、倡導(dǎo)自主、合作、探究的學(xué)習(xí)方式

      在學(xué)習(xí)到“小英有哪些變化?”時,我有目的地滲透自主探究、合作交流的意識,加強對閱讀方法的指導(dǎo),鼓勵學(xué)生提出富有個性化的獨特的理解。
