IS堪稱(chēng)是歷史上最富有的恐怖組織之一。IS的軍事力量目前沒(méi)有確切數(shù)字大約有20000到31500名戰(zhàn)斗人員，其中15000名是來(lái)自國(guó)外的“圣戰(zhàn)者”。IS在伊拉克和敘利亞也擁有一定的群眾基礎(chǔ)。

Part 1 On November 13, 2015,many places in Paris were attacked by gunners and unabombers.It was said by the French prosecutors that 128 people died and 99 people was injured badly at least during the attack.In the second day,IS announced that they would be responsible for the attack of Paris.IS,a terroristic organization of Islamic state, whose capital is located in Ar-Raqqah,is an extremist organization subordinating to matrix structure.It spreads widely in different countries of the Middle East,whose predecessor is Islamic state of Iraq founding in Iraq ,2006.Islamic state is aimed at eliminating the National boundaries of the modern Middle East created by Churchill, Winston and founding an emirate working for matrix structure.Stringent organization,not mobs IS is not a pure terroistic organization but a terrorist force or a hyeraggressive government.IS, with a rigorous,top-down bottom-up organization, almost is no different than a country,though their number might be small.Sufficient funds,having a certain mass base The Islamic countries declare the plan for issuing exclusive currency and fixing the luxury villa up as headquarters;IS is one of the most wealthy terroistic organization.Military power of IS don’t have an exact figure.It has about 20000-31500 combatant,which 15000 of it are Mujahideen from abroad.IS has a certain mass base in Iraq and Syria.第二點(diǎn)

2、個(gè)人——樹(shù)立正確的人生觀世界觀和價(jià)值觀，做好防范措施，遠(yuǎn)離恐怖主義。

Part 2 Terrorism is a kind of behavior that the implementer organized use of violence or threats of violence to the non-armed , by placing certain objects in terror to achieve certain political objectives.Its forms contain kidnapping,assassinations, explosions and air hijacking.Afghanistan “base” organization, Jemaah Islamiyah, Chechen rebels, the Italian “Red Brigades”, “ETA”, the LTTE, the Japanese “Red Army”, “Republic of Kurdistan” and the Algerian “Armed Islamic organizations” are both Terrorism Organizations.Over the past few years they made terrorism events such as 1970 Dawson's Field hijackings incident.and 1975 Namo Dutch Moluccan taking of hostages incident.They destructs of national harmony, hinders social development,economic progress, makes the social unrest.For nations,they should strengthen surveillance, strengthen search and strengthen education for young people.And for unity,they should establish a correct outlook on life and values, make preventive measures, away from terrorism.第三點(diǎn)

但是，恐怖主義往往并不是我們看到的那些單純的暴力活動(dòng)，恐怖組織也不只是有基地組織、IS等等這些。不知道大家對(duì)伊拉克戰(zhàn)爭(zhēng)是怎么看的，911事件之后，美國(guó)借機(jī)反恐名義打造全球戰(zhàn)略，打著維護(hù)人權(quán)的旗號(hào)，駐軍伊拉克，而實(shí)質(zhì)上，是為了控制中東的石油資源，而伊拉克戰(zhàn)爭(zhēng)也相當(dāng)于貨幣戰(zhàn)爭(zhēng)。美國(guó)也希望通過(guò)伊拉克戰(zhàn)爭(zhēng)來(lái)實(shí)現(xiàn)對(duì)中東地區(qū)的控制，同時(shí)提升自己在亞歐地區(qū)的力量以便和中國(guó)、俄羅斯制衡。其后從伊拉克戰(zhàn)爭(zhēng)到利比亞戰(zhàn)爭(zhēng)、敘利亞戰(zhàn)爭(zhēng)，以及對(duì)伊朗，朝鮮的核控制，美帝的野心也完全地暴露出來(lái)。他們利用其在軍事科技經(jīng)濟(jì)的種種優(yōu)勢(shì)，逐步確立了以維護(hù)美國(guó)霸權(quán)為總目標(biāo)的國(guó)家安全戰(zhàn)略。他們不斷向外輸出他們的價(jià)值體現(xiàn)，對(duì)他國(guó)進(jìn)行戰(zhàn)爭(zhēng)以及文化侵略，這些做法無(wú)疑也是變相的恐怖主義。

恐怖主義的發(fā)生發(fā)展有著十分復(fù)雜的社會(huì)歷史根源，反恐斗爭(zhēng)不是一朝一夕所能成就的。當(dāng)代，反恐應(yīng)從兩個(gè)方面著手：一是嚴(yán)厲打擊現(xiàn)存的恐怖主義；二是防止?jié)撛诳植乐髁x的產(chǎn)生。基于這兩個(gè)方面，有以下三點(diǎn)措施：

（一）不斷拓寬國(guó)際反恐斗爭(zhēng)合作領(lǐng)域，使恐怖分子無(wú)處藏身。對(duì)恐怖主義“一地策劃、異地實(shí)施”的活動(dòng)形式，國(guó)際反恐斗爭(zhēng)合作用雙邊合作方式較有成效。用具體的措施來(lái)充實(shí)完善各種反恐協(xié)議、協(xié)定與公約，國(guó)際反恐斗爭(zhēng)合作的領(lǐng)域也應(yīng)隨之不斷擴(kuò)大。使恐怖分子難逃法律的制裁。

（二）從挖掘恐怖主義的根源著手加強(qiáng)綜合治理?？植乐髁x披著民族的、宗教的偽裝。貧困、不公正現(xiàn)象、種族沖突等在一定程度上滋養(yǎng)了恐怖主義。要徹底鏟除恐怖主義，也應(yīng)注重解決經(jīng)濟(jì)發(fā)展、社會(huì)進(jìn)步的不平衡，緩解國(guó)際社會(huì)矛盾，減少?zèng)_突，防止?jié)撛诳植乐髁x的出現(xiàn)。

（三）加強(qiáng)聯(lián)合國(guó)在國(guó)際反恐怖斗爭(zhēng)中的主導(dǎo)作用。反恐斗爭(zhēng)是一項(xiàng)長(zhǎng)期的任務(wù)，一項(xiàng)復(fù)雜的工程，以聯(lián)合國(guó)為框架，建立和完善全球性的反恐斗爭(zhēng)合作機(jī)構(gòu)，是徹底解決恐怖主義問(wèn)題的根本出路。

The occurrence and development of terrorism have profound social and historical causes ,the anti-terror campaign cannot succeed at a short duration of time.at the contemporary era,the anti-terror campaign should kick off from two parts:on the one hand ,we should crack down on terrorism existence.on the other hand,we should prevent the formation of potential terrorists.based on above aspects,there are three measures should be taken.firstly,we need expanding the area of international cooperation against terrorism and make the terrorists have nowhere to hide themselves.the way of international cooperation is effective when it comes to the planing activity form on the implementation of long distance by terrorism.and we should enrich all kinds of treaties and agreements of anti-terror with physical measures.Secondly, we should smash terrorism from its causes.Terrorism is under the shadow of nation and religion.And poverty, injustice, racial conflicts, etc., have developed terrorism.To smash terrorism, we should also focus on solving the imbalance of economic development, social progress, easing the international social contradictions, reducing conflicts and preventing the emergence of potential terrorism.Finally, we should strengthen the leading role of the United Nations in the international anti-terrorism.The anti-terrorism is a long-term and complex mission.We should establish and improve the global anti-terrorism cooperation agencies based on the United Nations.That is the fundamental way to solve the problem of terrorism.
