Along with the increasing environmental pollution, the measures for protecting environment are widely taken in the world, among which levying environmental taxes is considered to be effective.Since car sales have reached a historic peak these days, the government suggests that private car owners should be taxed for pollution.As far as I’m concerned, it’s not so much a solution as a gesture，because basically it can’t alleviate the pressing environmental issues.To begin with, though large in number, private car is not the only factor causing environmental pollution.If private car owners were taxed for pollution, other public vehicles, including buses and trains, should be taxed as well for the simple reason that they are also not environmental friendly.If not, complaints will accumulate concerning the unfairness, which thus will damage the harmony of our society.Also, taxing the private car owners fails to decrease the number of cars running on the road as expected.For those who are accustomed to it, an extra tax will never stop them from enjoying the convenience and pleasure of car driving.What’s more, levying a tax may make pollution becomes “reasonable”, because they would think they have paid for it.Obviously, it means nothing to protecting environment.As a result, it’s far from a good solution to tax private car owners for pollution, assuming it will solve environmental problems.On the contrary, immediate actions should be taken to develop new energy so as to cut down car pollution as a whole⑨.SECTION B NOTE-WRITING[10 MIN]

（一）I.簡介：

1.教學(xué)大綱要求：

根據(jù)《高等院校英語專業(yè)基礎(chǔ)階段英語教學(xué)大綱》對聽力理解部分的要求：能聽懂英語國家人士關(guān)于日常生活﹑社會(huì)生活的講演或交談，聽懂難度與TOEFL中Minitalk等相同的材料，及以BBC和VOA為主的國際新聞節(jié)目的內(nèi)容，并就以上材料進(jìn)行推理﹑分析。

2.考試大綱要求：

根據(jù)1997年出版的《高等院校英語專業(yè)基礎(chǔ)階段英語考試大綱》（修訂本），聽力理解部分共包含三個(gè)部分：單人陳述﹑兩人對話﹑新聞廣播。所選材料可以是描述性﹑解釋性或說明性的，反映日常生活的句子﹑對話，及一般性的新聞報(bào)道和短評等，題材涉及社會(huì)﹑文化﹑經(jīng)濟(jì)﹑科學(xué)﹑藝術(shù)﹑人文等等。其中出現(xiàn)的語法難度不超出大綱的相關(guān)規(guī)定，詞匯原則上不超過大綱對四級(jí)的詞匯要求，但BBC和VOA中有個(gè)別新聞報(bào)道的用語或生詞，要求考生能根據(jù)上下文猜測。背景知識(shí)應(yīng)在考生掌握或理解的常識(shí)之內(nèi)，不會(huì)出現(xiàn)超出原文專門測試背景知識(shí)或智力的題目。

聽力理解部分為客觀測試題型，共25道題目，要求考生從所提供的四個(gè)選擇項(xiàng)中選擇一個(gè)最佳答案，每題僅限選擇一個(gè)答案，多選無效，答錯(cuò)不倒扣分。

聽力理解材料的錄音由來自英美國家的專家錄制，有英式也有美式英語，但不帶明顯的地方口音。錄音的語速為120詞/每分鐘，只念一遍，在每個(gè)問句后留有約10秒的間隙，供考生回答問題?？荚嚂r(shí)間長度共20分鐘，原始積分為25分，在總分中所占比重為15%。

II.建議：

聽力雖然屬于接受性技能，但聽力理解部分的考試實(shí)際上是對考生進(jìn)行聽﹑讀﹑理解和記憶能力的綜合性測試。它要求考生在聽懂語言材料后，運(yùn)用語言知識(shí)，如語音語調(diào)﹑語義﹑句法，以及調(diào)動(dòng)非語言知識(shí)，如文化背景﹑常識(shí)，推測并判斷出合乎原文的正確答案。但是由于聽力內(nèi)容瞬間即逝的特點(diǎn)，還要求考生具有一定的記憶能力。因此，聽力考試對非英語國家的學(xué)生來說，一直是個(gè)頗具挑戰(zhàn)的項(xiàng)目。那么如何提高考生的成績呢？ 那就要考生從聽力測試所涉及的幾個(gè)方面有的放矢地提早做些準(zhǔn)備。

1.語言知識(shí)方面：

（1）語音語調(diào)：只有掌握標(biāo)準(zhǔn)的讀音，熟悉連讀﹑重讀﹑弱讀﹑爆破﹑同化的英語發(fā)音特點(diǎn)，考生才能不受答案項(xiàng)中的語音干擾；了解美式與英式發(fā)音的異同，才能正確理解所聽內(nèi)容。除了具有一般的語調(diào)知識(shí)外，還要特別注意口語中語調(diào)的的表意功能：因?yàn)橥痪湓捰貌煌恼Z調(diào)，表達(dá)的是說話者也許完全相反的情緒和態(tài)度，如：陳述句通常用降調(diào)表示肯定，而有時(shí)用升調(diào)，表達(dá)的就不是肯定語氣，而是相反，即不肯定﹑疑惑﹑驚奇等；通常情況下用升調(diào)的一般疑問句，如果用降調(diào)，更多的是表示肯定而非疑問。只有具備扎實(shí)的基礎(chǔ)，才能更快更準(zhǔn)確地理解原文；只有長期堅(jiān)持不懈地進(jìn)行大量的泛聽，接觸各種不同題材﹑不同語音語調(diào)的聽音材料，才能為此做好準(zhǔn)備。

（2）詞匯：單詞是構(gòu)成一切語言的基礎(chǔ)。我們強(qiáng)調(diào)的不是脫離大綱的難詞﹑偏詞，而是對大綱內(nèi)的詞匯的熟練程度。在此基礎(chǔ)上積累詞組﹑習(xí)慣用語﹑成語﹑同義詞﹑近義詞及諺語

等方面的知識(shí)。如：在問題中經(jīng)常要求對原文釋義（What does the speaker mean），而答案項(xiàng)通常用與原文不同的詞或詞組表達(dá)與原文相同或相近的意思，不徹底了解單詞詞組或慣用語，沒有足夠的詞匯量，即便聽懂了，面對四個(gè)選擇也只能是束手無策。同時(shí)考生要養(yǎng)成用英語思維的習(xí)慣，用英英字典查詢，用英語的概念理解原文，潛移默化，才能更快作出反應(yīng)。

（3）句法結(jié)構(gòu)：掌握不同的句型結(jié)構(gòu)，有助于正確理解其所表達(dá)的功能和意念。如：“No sooner...than...”，如果我們了解這個(gè)結(jié)構(gòu)，就知道它所表示的時(shí)間前后關(guān)系了。
