黨中央、國(guó)務(wù)院高度重視生殖健康產(chǎn)業(yè)的發(fā)展。2000年3月，《中共中央國(guó)務(wù)院關(guān)于加強(qiáng)人口與計(jì)劃生育工作穩(wěn)定低生育水平的決定》提出“以事業(yè)帶動(dòng)產(chǎn)業(yè)，以產(chǎn)業(yè)促進(jìn)事業(yè)”的戰(zhàn)略構(gòu)想。2003年3月，中央明確賦予國(guó)家人口和計(jì)

劃生育委員會(huì)“促進(jìn)生殖健康產(chǎn)業(yè)發(fā)展”的職責(zé)。2006年12月，《中共中央國(guó)務(wù)院關(guān)于全面加強(qiáng)人口和計(jì)劃生育工作統(tǒng)籌解決人口問(wèn)題的決定》再次提出“大力發(fā)展計(jì)劃生育生殖健康產(chǎn)業(yè)”的戰(zhàn)略任務(wù)。

當(dāng)前的主要任務(wù)是：

（一）加強(qiáng)生殖健康科技創(chuàng)新。包括避孕節(jié)育新方法、新技術(shù)和新材料的研究，重大出生缺陷干預(yù)技術(shù)的研究，性病/艾滋病及其他重大生殖系統(tǒng)疾病的研究，生殖健康中醫(yī)藥學(xué)研究和生殖健康醫(yī)療設(shè)備研究等。

（二）促進(jìn)生殖健康產(chǎn)業(yè)資源整合。理順生殖健康產(chǎn)業(yè)監(jiān)管和發(fā)展的關(guān)系，促進(jìn)生殖健康產(chǎn)業(yè)資源有效整合，合理

布局；強(qiáng)化品牌意識(shí)，加強(qiáng)質(zhì)量監(jiān)管力度，對(duì)推廣應(yīng)用的生殖健康技術(shù)產(chǎn)品質(zhì)量和使用情況，進(jìn)行長(zhǎng)期、系統(tǒng)地監(jiān)測(cè)，為生殖健康高新技術(shù)產(chǎn)品面向國(guó)內(nèi)和國(guó)際市場(chǎng)提供有效服務(wù)。

（三）擴(kuò)大生殖健康產(chǎn)品的社會(huì)服務(wù)。根據(jù)人口流動(dòng)和分布情況，及時(shí)引入新技術(shù)、新產(chǎn)品，調(diào)整免費(fèi)發(fā)放計(jì)劃生育藥具管理和服務(wù)模式；對(duì)育齡人群的計(jì)劃生育藥具和生殖健康產(chǎn)品服務(wù)需求進(jìn)行有針對(duì)性的市場(chǎng)細(xì)分，將免費(fèi)服務(wù)和社會(huì)營(yíng)銷有機(jī)結(jié)合起來(lái)；穩(wěn)步擴(kuò)大計(jì)劃生育社會(huì)營(yíng)銷試點(diǎn)，逐步建立符合條件和要求的計(jì)劃生育藥具和生殖健康產(chǎn)品的連鎖經(jīng)營(yíng)專門機(jī)構(gòu)。

（四）加快生殖健康科技成果轉(zhuǎn)化和推廣。依據(jù)社會(huì)需求，建立生殖健康產(chǎn)業(yè)基地，引導(dǎo)和組織企業(yè)對(duì)優(yōu)秀的生殖健康科技成果進(jìn)行及時(shí)轉(zhuǎn)化、生產(chǎn)。整合政府、企業(yè)、社會(huì)和網(wǎng)絡(luò)資源，充分發(fā)揮科研院所的技術(shù)優(yōu)勢(shì)和人口計(jì)生技術(shù)服務(wù)系統(tǒng)的網(wǎng)絡(luò)優(yōu)勢(shì)，建立生殖健康高新技術(shù)產(chǎn)品的服務(wù)推廣體系，積極推廣應(yīng)用生殖健康高新技術(shù)產(chǎn)品，滿足人民群眾的生殖健康服務(wù)需求。

為了推動(dòng)計(jì)劃生育生殖健康產(chǎn)業(yè)的發(fā)展，六年來(lái)，人口計(jì)生委已經(jīng)聯(lián)合有關(guān)部門成功舉辦了三屆計(jì)劃生育生殖健康新技術(shù)新產(chǎn)品博覽會(huì)，基本實(shí)現(xiàn)了生殖健康產(chǎn)業(yè)“配置資

源、規(guī)范市場(chǎng)、組織企業(yè)、引導(dǎo)消費(fèi)”的目標(biāo)，帶動(dòng)形成了一批擁有自主知識(shí)產(chǎn)權(quán)和知名品牌、競(jìng)爭(zhēng)力較強(qiáng)的龍頭企業(yè)，推出了一批計(jì)劃生育、生殖健康、優(yōu)生優(yōu)育新技術(shù)、新產(chǎn)品，初步形成了以企業(yè)為主體、市場(chǎng)為導(dǎo)向、產(chǎn)學(xué)研相結(jié)合的技術(shù)創(chuàng)新體系。2007年3月，成立了中國(guó)生殖健康產(chǎn)業(yè)協(xié)會(huì)，這標(biāo)志著生殖健康產(chǎn)業(yè)的發(fā)展進(jìn)入了一個(gè)新的階段。本屆“博覽會(huì)”主要有三個(gè)顯著特點(diǎn)：

一是彰顯時(shí)代主旋律。本屆“博覽會(huì)”以“健康、和諧、發(fā)展”為主題，突出體現(xiàn)了實(shí)踐“三個(gè)代表”重要思想、落實(shí)科學(xué)發(fā)展觀、構(gòu)建社會(huì)主義和諧社會(huì)的時(shí)代要求，體現(xiàn)了實(shí)現(xiàn)好、維護(hù)好、發(fā)展好人民群眾切身利益和根本利益的宗旨要求；體現(xiàn)了開(kāi)創(chuàng)人口和計(jì)劃生育工作新局面、統(tǒng)籌解決人口問(wèn)題的重大歷史意義。

二是展示豐富獨(dú)特內(nèi)容。以生產(chǎn)經(jīng)營(yíng)企業(yè)、科研院所、計(jì)劃生育及藥具服務(wù)機(jī)構(gòu)等為展示主體，組織了“展示、展覽、會(huì)議、經(jīng)貿(mào)、文化”五大版塊，宣傳人口和計(jì)劃生育事業(yè)近年來(lái)的重大事項(xiàng)及成就，展示國(guó)內(nèi)外計(jì)劃生育生殖健康新技術(shù)、新產(chǎn)品，開(kāi)展政府采購(gòu)、項(xiàng)目投資和貿(mào)易洽談，舉辦計(jì)劃生育生殖健康科技產(chǎn)業(yè)論壇和科普知識(shí)講座會(huì)議，進(jìn)行計(jì)劃生育生殖健康信息技術(shù)和文化交流。參展單位除了國(guó)內(nèi)的許多企業(yè)以外，一些國(guó)外的知名企業(yè)也積極參展，展會(huì)

規(guī)模大、活動(dòng)內(nèi)容多、技術(shù)價(jià)值高，體現(xiàn)了規(guī)?；I(yè)化、市場(chǎng)化和國(guó)際化的特色。

三是發(fā)揮資源整合效力。按照“政府搭臺(tái)，市場(chǎng)運(yùn)作，精心策劃，防范風(fēng)險(xiǎn)，確保安全，爭(zhēng)取效益”的原則，引入市場(chǎng)運(yùn)行機(jī)制，實(shí)行專項(xiàng)管理、項(xiàng)目招標(biāo)等方式，將政府導(dǎo)向與市場(chǎng)運(yùn)作、公益性與商業(yè)性、成果展示與產(chǎn)品技術(shù)展覽相結(jié)合，力爭(zhēng)實(shí)現(xiàn)經(jīng)濟(jì)效益與社會(huì)效益雙豐收。
