This document presents（介紹）a systematic approach for tendering and awarding of contracts（簽訂合同）for international construction projects.It is intended to assist the employer / engineer to receive sound competitive tenders（公開投標(biāo)）in accordance with the tender（招標(biāo)）documents so that they can be quickly and efficiently assessed.At the same time, an effort has been made to provide the opportunity and incentive（鼓勵）to contractors to respond easily to invitations to tender for（投標(biāo)）projects which they are qualified to implement.It is hoped that the adoption of this procedure will minimize tendering costs and ensure that all tenderers receive a fair and equal（公正與公平）opportunity to submit（提交）their offers（建議）on a reasonable and comparable（同等的）basis.確定采購方式與招標(biāo)形式。在本文件的內(nèi)容中，“項目”這個詞包括從建設(shè)某一特定有形資產(chǎn)的初步構(gòu)思，一直到雇主對竣工的工程最終驗收這一過程中的全部階段。

項目可按照不同的策略去組織和執(zhí)行。何種策略最適合項目的目標(biāo)，取決于項目的性質(zhì)和復(fù)雜程度、融資渠道、項目的生命周期費用、雇主的技術(shù)和管理能力，以及總體的政治、經(jīng)濟(jì)環(huán)境等。

項目策略確定了項目執(zhí)行的方式，決定了參與各方所扮演的角色，并在某些情況下規(guī)定了項目今后運營的方式。因此，各方之間的合同好關(guān)系以及每方的權(quán)利、義務(wù)和風(fēng)險在很大程度上也是由項目決定的。

在項目的執(zhí)行階段，招標(biāo)是保證按照競爭的條件來采購工程的一種方式。策略的選擇屬于一項重大的決策，它能產(chǎn)生深遠(yuǎn)的影響。策略一旦制定，則保證它在整個項目的執(zhí)行過程中得以遵照執(zhí)行是十分重要的，不嚴(yán)格遵照該策略，可

能導(dǎo)致采購過程中的疏漏，引起索賠和爭端，致使參與各方付出額外費用。

原則上講，能夠單獨訂立合同的項目的任何部分均可以采用招標(biāo)形式。

在項目策略決定之后，在工程師的輔助下，雇主應(yīng)盡快確定項目采用的采購方式和招標(biāo)方式。

采購方式和招標(biāo)方式由確定下列各項內(nèi)容而確定：

（1）招標(biāo)項目的各個部分

（2）將采用的合同條件

（3）授予合同的標(biāo)準(zhǔn)

（4）招標(biāo)程序

這些基本的先決條件一旦確定并在雇主和工程師之間達(dá)成一致意見之后，便可以開始計劃招標(biāo)何時進(jìn)行，以及采用何種方式了。

如果由于不可預(yù)見的原因?qū)е略陧椖亢竺娴碾A段必須改動招標(biāo)的原則和形式時，則必須對此類變動涉及的影響認(rèn)真地加以考慮和判定。

編制招標(biāo)計劃。本文件所述之招標(biāo)程序意指，為項目的每一部分單獨招標(biāo)須執(zhí)行的系列工作。

此類工作要按系統(tǒng)的、迅速的方式來進(jìn)行，這一點是很重要的。因而，對這些工作要認(rèn)真計劃，并納入項目的總體計劃中。

一般說來，在項目的初期階段，要準(zhǔn)備一份關(guān)于項目各項重要工作的初步總體計劃。作為最低要求，該計劃應(yīng)包括項目的主要階段，即：

項目確定

招標(biāo)程序

設(shè)計

施工

驗收

并應(yīng)確定與每一階段相關(guān)的所有里程碑日期。

Establishment of Procurement Method and Form of Tendering In the context（上下文）of this

document the word “project’ covers all the stages from the initial idea to construct a given physical asset（有形資產(chǎn)）to the final taking-over（接收）by the employer of the completed work.Projects may be organized and implemented in accordance with different strategies.Which strategy is best suited for the purpose depends on, for example, the nature and complexity of the project, the access to finance（融資渠道）, life cycle（生命周期）costs of the projects, the technical and administrative capability of the employer and the general political and economic environment.The project strategy defines（規(guī)定）the way in which the project will be implemented, determines the role of each party involved and, where appropriate（適當(dāng)處）, specifies（指定）the way the project will operate.To a large degree contractual relationship（合同關(guān)系）between the parties and their individual rights, duties and risks are thereby also determined by the project strategy.At the implementation stage of a project, tendering serves as a method to ensure that the work is procured（獲得）at competitive terms（條件）.The choice of strategy is a major（較重要的）decision which has far-reaching consequences（深遠(yuǎn)意義）.Once a strategy has been settled it is of great importance that it be followed（遵循）throughout the implementation of the project.Lack of（沒有）strict adherence（遵守）to the strategy may lead to flaws in the procurement process（獲取過程）, resulting in claims（索賠）, disputes（爭端）and extra cost for all concerned.Any part of a project which can be covered by a separate contract may in principle（通常）be made subject to（根據(jù)）tendering.As soon as the project strategy has been decided, the employer, assisted by his engineer, should establish procurement methods and forms of tendering to be used in the project.The procurement methods and forms of tendering are established by determining:

（1）The parts of the project for which tenders are to

be sought（試圖獲得）;

（2）The conditions of contract to be adopted;

（3）The award criteria;and

（4）The tendering procedure.Once these basic preconditions（前提）have been determined and agreed between the employer and his engineer, the planning of when and how the tendering can be carried out may commence.If, for unforeseen（無法預(yù)料的）reasons, changes in principle and form have to be made at

a later stage in the project the implications（含意）of such changes have to be considered and assessed carefully.Preparation of Programmes The tendering procedure, as described in this document, implies that certain activities have to be carried out in connection with（連同）each part of the project for which a separate tender is to be called（招標(biāo)）.It is important that these activities are carried out in a systematic and timely（適時的）manner.They should therefore be planned carefully and incorporated in（并入）the programme for the project.Normally, preliminary overall programme covering all major activities of the project is prepared in the initial stage of the project.As a minimum（作為最低要求）, such programme should comprise the main phases of the project, that is:

Project definition

Tendering procedure

Design

Construction

Taking-over

and should establish all milestones of significance in connection with（與..有關(guān)的）each phase.Calling tenders for a given part of the project should be carried out in compliance with（按照）the overall programme.In order to ensure this compliance（一致性）, detailed programmes should be made for implementing the tendering procedure for each part of the project.As a minimum, these programmes should specify duration（持續(xù)時間）and deadlines（最終期限）for the following activities in connection with each potential contract.Preparation of tender documents

Time should be allowed（留出）in each programme for the employer to make necessary decisions and give required approvals（批準(zhǔn)）.Further information about content and scope of each of these activities is given in the following section of this document.Prepration of Prequalification Documents General: Prequalification is recommended to ensure that tenders are sought only from contractors whom the employer / engineer has already established（確定）as having the requisite（必要的）resources and experience to perform the intended（預(yù)期）work satisfactorily.The aim of prequalification is to establish a list of capable（有可能的）firms whilst（同

時）ensuring that a proper level of competition is safeguarded（維護(hù)）.To achieve these objectives and to give added（更多的）encouragement for contractors to respond to invitations to tender（招標(biāo)）, no more than seven organizations should be prequalified unless the rules of the employer or financing institution otherwise dictate（另外規(guī)定）.

劍橋大學(xué)外語考試部已編寫了新版的BEC考試大綱（BEC Handbook for Teachers），已將該手冊放到中國教育考試網(wǎng)BEC考試項目考試大綱欄目下，考生可登錄該網(wǎng)站瀏覽或下載該手冊，具體網(wǎng)址為：

成績評定及證書頒發(fā)

考試由英國劍橋大學(xué)考試委員會評卷，評出成績后打印成績單（包括不及格的N﹑F﹑D﹑E）和成績證書向考生頒發(fā)。成績證書終生有效。

BEC標(biāo)準(zhǔn)級：分Pass with merit﹑Pass﹑N﹑F 四等；

BEC中高級：分A﹑B﹑C﹑D﹑E五等；

BEC高級：分A﹑B﹑C﹑D﹑E五等；

成績證書的認(rèn)可

由于BEC考試特別注重考生運用英語在商務(wù)環(huán)境中進(jìn)行交際的能力，因此該證書在全國商業(yè)界得到廣泛的認(rèn)可。在中國各涉外經(jīng)濟(jì)部門以及在華投資的 跨國公司中更是被受青睞。目前我國已有數(shù)百家外資企業(yè)把BEC證書作為衡量應(yīng)聘人員英語水平的可靠標(biāo)準(zhǔn)。在英國和其他一些國家，許多大學(xué)認(rèn)可獲得BEC高 級證書成績可免修工商管理碩士（MBA）學(xué)位商務(wù)英語課程。在英國，已有69所大學(xué)認(rèn)可BEC高級證書為參加大學(xué)本科學(xué)習(xí)的語言能力證明。考點聯(lián)系電話：22866626（新校區(qū)）

老師，同學(xué)們大家好，我，東曉洋，相信大家都已經(jīng)認(rèn)識。今天，我?guī)Т蠹艺J(rèn)識一下我的家人吧！我的爺爺奶奶都已經(jīng)不在了，但是我愛他們，無論他們在哪里。爺爺和奶奶一共有5個孩子，我爸爸是他們第3個兒子，我爸爸還有兩個妹妹。大爹已經(jīng)去世，留下了兩個女兒，她們都結(jié)婚了，我的姐夫們都同樣帥。二爹和爸爸都是做生意的，最近爸爸和二爹鬧矛盾了，我雖然不知道為什么，但是希望他們趕快和好。我的兩個姑姑都在外地，他們生活的都很幸福，爸爸和姑父們相處的很好。爸爸很辛苦，但是他從來都沒有讓我們吃苦，他和媽媽都很愛我們。但是我和弟弟都不聽話，常常讓他們傷心，不過我現(xiàn)在已經(jīng)長大了，我會慢慢讓他們開心的！說一下我的弟弟吧，他有時候真的是很討厭，總是讓爸爸媽媽生氣，還總是仗著自己是男孩欺負(fù)我!現(xiàn)在，他在外地上學(xué)，突然發(fā)現(xiàn)竟然有點想他，我好像也沒有那么討厭他了，我想做為姐姐應(yīng)該要照顧他。所以，等他放假回來，我請他吃火鍋！這些，就是我的家人啦！我很愛很愛他們的，希望他們每一個人都永遠(yuǎn)幸福快樂！聽完我的介紹，你一定會發(fā)現(xiàn)，我們這個普通的家庭處處充滿愛！
