Distinguished guests, ladies and gentlemen, and friends, 大家晚上好！Good evening!在這華燈璀璨的美好夜晚，全球孔子學院大家庭歡聚一堂，共慶第五屆孔子學院大會的開幕，我和大家一樣感到由衷的高興。在此，我代表中國政府和中國人民，向來自世界各地的朋友們表示熱烈歡迎和誠摯問候！

I take great pleasure to be here with you in this family reunion of the world Confucius Institutes to celebrate the opening of the 5th Confucius Institute conference in this dazzling evening.On behalf of the Chinese government and the Chinese people, I would like to extend my warmest welcome and sincere greetings to all of you, friends from all over the world.過去的一年，在各國政府和人民的熱情關心和大力支持下，中外雙方齊心協(xié)力，開拓創(chuàng)新，全球孔子學院取得可喜成績：一是穩(wěn)步發(fā)展，勢頭良好。今年新增孔子學 院40所、中小學孔子課堂97個。目前已在96個國家和地區(qū)建立了322所孔子學院和369個孔子課堂。注冊學員比去年增加了56%，達到 36萬人。網(wǎng)絡孔子學院開通9個語種，注冊用戶達10萬人。這些努力為所在國民眾學習漢語拓寬了渠道。二是教師素質不斷提升。專兼職教師凈增1000人，達到4000人，其中中外雙方各占一半。有3000人參加了總部實施的培訓計劃，總部還為各國孔子學院提供2000個獎學金名額，培養(yǎng)本土教師，促進了中 外院長和教師業(yè)務素質的提升。三是教材創(chuàng)編實現(xiàn)新進展。編寫出版了45個語種的9套漢語教材和工具書，向各國孔子學院贈送圖書40多萬冊，目前104所孔 子學院編寫出版了77種本土漢語教材，緩解了教材匱乏問題。2500名外國中小學教師來華接受教材培訓，推動了所在地區(qū)的漢語教學。四是品牌活動形成新聲 勢。今年，300名校長、2000多名院長和教師應邀參觀上海世博會，親身感受了世界多元文化的交相輝映。部分亞洲國家孔子學院所在大學校長參觀了廣州亞 運會。中國與俄羅斯、中國與西班牙合作舉辦“漢語年”，兩國孔子學院發(fā)揮了主力軍作用，開展活動600多場，30多萬人參加。在50多個國家300多所孔 子學院開展文藝巡演、教材巡展和文化巡講活動，拓展了孔子學院的文化交流功能，提升了在當?shù)厣鐣挠绊懥ΑＮ迨墙涣骱献魅〉眯鲁晒?。各孔子學院之間的交流 精彩紛呈。在所在國政府和社區(qū)的大力支持下，新家坡南洋理工大學、新西蘭奧克蘭大學、智力圣托馬斯大學、英國倫敦南岸大學、喀麥隆雅溫得第二大學、俄羅斯 新西伯利亞國立技術大學等，成功舉辦亞洲、大洋洲、西語地區(qū)、歐洲、非洲、東歐中亞地區(qū)等6個地區(qū)性孔子學院會議。美國大學理事會和亞洲協(xié)會成功舉辦了全 美漢語大會。這些活動促進了各國孔子學院、漢語教學機構之間的信息溝通和經(jīng)驗交流，起到了相互借鑒、共同提高的效果。

In this past year, with the unprecedented enthusiasm and unwavering support from the governments and people of all the relevant countries, and with the concerted, innovative, and pioneering efforts by both the Chinese and international colleagues, Confucius Institutes around the globe have made remarkable achievements.First and foremost, we have witnessed the momentum of stable growth.This year, about 40 Confucius Institutes and 97 Confucius Classrooms have been newly established.So far a total of 322 Confucius Institutes and 369 Confucius Classrooms have been put in place in 96 countries and regions.The total number of registered students has increased by 56% over the previous year, amounting up to 360,000 in total.The Confucius Institute Online has opened channels in 9 languages, with 100,000 registered users.Such efforts have greatly facilitated people from the host countries to learn Chinese.Secondly, we have ensured higher quality of teachers.The total number of teachers, part-time and full-time alike, has reached 4,000, with a net increase of 1,000 this year.Among them, half are from China, and half from the local countries.About 3,000 people have participated in the training programs organized by the Confucius Institute Headquarters.Moreover, the Headquarters has provided 2,000 scholarships for Confucius Institutes to train local teachers.All these endeavors have enhanced the performance of directors and teachers.Thirdly, we have made new progress in the development of teaching materials.About 9 collections of Chinese language teaching materials and reference books in 45 languages have been published and more than 400,000 books have been donated to Confucius Institutes.Currently, about 104 Confucius Institutes have developed and published 77 local Chinese language teaching materials, thus greatly alleviating the pressure of textbook shortage.We have provided training on the use of teaching materials in China to 2,500 primary and secondary school teachers from abroad, boosting Chinese language instruction in the host countries.Fourthly, there emerges a new surge of brand name events.This year, about 300 university presidents and 2000 Confucius Institute directors and teachers have been invited to visit the Shanghai World Expo to get a first-hand feel about the harmonious coexistence of the multiculturalism in the world.Some presidents from Asia also visited the Guangzhou Asian Games.During the “Chinese Language Year” in Russia and Spain, Confucius Institutes in these two countries played a major role by staging more than 600 events, attracting more than 300,000 participants.Performance, textbook exhibition and cultural lecture tours have been taken place in more than 300 Confucius Institutes in over 50 countries, further tapping into the cultural functioning of Confucius Institutes, and enhancing their influences in the local communities.Last but not least, our efforts have resulted in more exchanges and cooperation.Robust exchange programs have been carried out amongst Confucius Institutes.Supported by the government and communities of the host countries, for instance, Nanyang Technology University in Singapore, Auckland University of New Zealand, University of Saint Thomas in Chile, London Southbank University in United Kingdom, University of Yaounde II in Cameroon and Novosibirsk State University of Technology in Russia have successfully held 6 regional Confucius Institute joint conferences for Asia, Oceania, Ibero-American countries, Europe, Africa, East-Europe and Central Asia, respectively.The College Board and Asia Society of US successfully convened the National Chinese Language Conference.All these events mentioned above have promoted the information-sharing and exchange of experience among Confucius Institutes and other Chinese language teaching institutions, enabling them to learn from each other with mutual improvement.這些成績的取得，歸功于在座各位代表的積極推動，歸功于中外合作院校的共同努力，歸功于各國政府和人民的大力支持。在此，謹向大家并通過你們向所有為孔子學院發(fā)展做出貢獻的各國朋友，表示衷心的感謝！

Such afore-mentioned achievements would have been impossible without the steady endeavor of all the representatives present, the concerted efforts of all the Chinese and host universities, and the support from the governments and the people in all the host countries.Here I would like to express our heartfelt gratitude to all of you, your colleagues and friends whose efforts are indispensable to the great accomplishments in the sustainable development of Confucius Institutes around the globe.女士們，先生們，朋友們，Ladies and gentlemen, and friends, 孔子學院走過了5年不平凡的歷程，取得了令人矚目的顯著成就，已站在一個新的起點上。面向未來，實現(xiàn)孔子學院可持續(xù)發(fā)展，需要我們把握機遇，認真思考，積極謀劃。

The Confucius Institute has gone through an extraordinary journey in the past five years, having attained remarkable achievements.Now we are at a brand new starting point.Looking into the future, we need to seize the opportunities, think carefully and make strategic planning for the sustainable development of Confucius Institutes.首先，世界多樣文明的交流對話與人類社會和諧共生的理想，為孔子學院發(fā)展賦予了新使命。當今世界正處在大發(fā)展、大變革、大調(diào)整時期，世界多極化、經(jīng)濟全球 化深入發(fā)展，和平、發(fā)展、合作的時代潮流更加強勁。同時，國際金融危機影響深遠，氣候變化、糧食安全、能源資源安全、公共衛(wèi)生安全、重大自然災害等全球性 挑戰(zhàn)日益突出。作為“地球村”的一員，每個國家對這些問題既不能置之度外，也難以獨自解決。應對共同挑戰(zhàn)，呼喚各國同舟共濟、密切合作，構建和諧世界，需 要不同文明交流對話、理解包容。語言文化的相互學習與交流，是促進各國人民溝通理解，構建持久和平、共同繁榮的和諧世界的重要途徑?？鬃訉W院以國際漢語教 育為已任，致力于滿足世界各國人民學習漢語的需求，致力于促進中外語言文化交流，優(yōu)勢獨特，使命光榮。

First of all, the exchanges and dialogues between civilizations and their harmonious coexistence have inspired us to undertake a new mission for Confucius Institutes down the road.Today's world is in an era of great development, profound changes and radical transformations, with in-depth development of the world multi-polarization, economic globalization and stronger trends of peace, development and cooperation.Meanwhile, we also feel the profound impact from the international financial crisis and, more prominently, from the global challenges such as the climate change, food security, energy and resource security, public health threats, and major natural disasters.As a member of the “global village”, no country can stand immune or deal with the challenges alone.To tackle such common challenges, all countries need to stay together and work closely for a harmonious world and push for dialogues, exchanges and tolerance between and among civilizations.Mutual learning and exchanges of languages and cultures are important ways to enhance the communication and understanding among nations in order to build a harmonious world featuring sustained peace and common prosperity.Confucius Institutes are committed to the global Chinese language education, to meeting the demands of people around the world to learn Chinese, and to the exchange of languages across cultures between China and other countries.Needless to day, Confucius Institutes have a unique and glorious role to play.其次，開放發(fā)展的中國不斷深化與各國的互利合作，為孔子學院發(fā)展提供了新機遇。當前，中國正經(jīng)歷著一場歷史上規(guī)模最大、范圍最廣的工業(yè)化、城鎮(zhèn)化進程，現(xiàn) 代化建設不斷邁出新步伐。但我們清醒地認識到，中國仍然是世界上最大的發(fā)展中國家，實現(xiàn)現(xiàn)代化建設的目標還需要長期艱苦努力。中國政府正在制定未來五年國 民經(jīng)濟和社會發(fā)展規(guī)劃，這一規(guī)劃以科學發(fā)展為主題，以加快轉變經(jīng)濟發(fā)展方式為主線，通過加快科技創(chuàng)新，保障改善民生，促進社會公平正義，讓人民共享發(fā)展成 果，努力推動經(jīng)濟社會又好又快發(fā)展。中國人民深知，當代中國的前途命運同世界的發(fā)展緊密相連。中國的發(fā)展離不開世界，世界的發(fā)展也離不開中國。中國將始終 堅持走和平發(fā)展道路，奉行互利共盈的開放戰(zhàn)略，不僅積極推動與各國的政治互信、經(jīng)貿(mào)合作，而且在深化人文交流方面不斷做出新的探索?？鬃訉W院作為人文交流 的重要平臺，將伴隨中外合作不斷深化的步伐，奠定未來發(fā)展更加堅實的基礎。

Secondly, the continued, intensified, and mutually beneficial cooperation between China and other countries has provided new opportunities for Confucius Institutes.At present, China is undergoing an unprecedented process of urbanization and industrialization in terms of scale and range, with new strides constantly made in the modernization drive.But we are keenly aware that China still remains the largest developing country in the world and there is an arduous task ahead before the goals of modernization are reached.The Chinese government is now drafting the national economic and social development plan for the next five years.China will adhere to the theme of sustainable development by accelerating scientific and technological innovation, ensuring and improving people's living standards, promoting social fairness and justice, enabling its people to enjoy the benefit of economic growth and ensuring the quality and rapid development of the economic society.The Chinese people know that the destiny of modern China is interdependent on the development of the world.China's development cannot be isolated from the world's development and vice versa.China will stick to the path of peaceful development and adopt the opening-door strategy for mutual-benefit in a win-win situation.Apart from its endeavor to promote political mutual-trust, economic and trade cooperation between countries, the Chinese government has renewed its efforts to strengthen people-to-people communication.As an important platform for such communication to occur, Confucius Institutes will lay a solid foundation for more intensified collaborations and cooperation between China and other countries.第三，中國擴大教育開放與國際交流，為孔子學院發(fā)展增添了新動力。在現(xiàn)代化進程中，中國始終把教育擺在優(yōu)先發(fā)展的戰(zhàn)略位置。今年7月，中國召開了新世紀第 一次全國教育大會，頒布了面向未來10年的教育改革和發(fā)展規(guī)劃綱要，綱要強調(diào)要擴大教育對外開放，鼓勵各級各類學校開展國際交流與合作，加強國際理解教 育，增進師生對不同國家、不同文化的認知，提高教育國際化水平。中國政府鼓勵公民學習其他國家的語言，現(xiàn)在中國大多數(shù)大中小學校都開設了外語課，涉及56 個語種，其中學習英語的就有兩億人。中國將擴大派出留學生規(guī)模，到2012年當年公派留學生達2.5萬人，比今年翻一番。還將增加政府獎學金數(shù)量，擴大來 華留學生規(guī)模，支持外國知名學校和教育機構來華合作辦學，鼓勵更多的外國專家學者和學術團隊來華從事教學、科研和管理工作?？鬃訉W院是教育對外開放與國際 交流的重要窗口。教育規(guī)劃綱要明確提出，要支持國際漢語教育，提高孔子學院的辦學質量和水平。中國將一如既往的大力支持孔子學院和國際漢語教育事業(yè)發(fā)展。使其在中外教育交流與合作中穩(wěn)步推進，蓬勃發(fā)展。

Thirdly, the expanded educational endeavors and international exchanges between China and other countries will further strengthen the development of Confucius Institutes.In its drive for modernization, the Chinese government always prioritizes education in its agenda.This July, China held the inaugural Conference on National Education in the new century and issued the educational reform and development plan outline for the next ten years.The Outline highlights in particular that educational opening-up should be expanded and schools at all levels are encouraged to conduct international exchanges and cooperation and improve Education for International Understanding(EIU), so as to increase faculty's and students' understanding of other countries and their cultures, and make China's education more internationalized.The Chinese government encourages citizens to learn languages of other countries and now the vast majority of Chinese schools, from primary schools to universities, have opened courses of up to 56 languages, among which 200 million people are learning English.China will send more students to study abroad.By the end of 2012, about 25,000 students will be sponsored by the government to study abroad, doubling the number of this year.The Chinese government will also increase the number of government-granted scholarships and accommodate more international students to study in China.China will support world-renowned foreign universities and educational institutions to carry out cooperation programs in China and encourage more foreign experts, scholars and academic teams to teach and work in China.The Confucius Institute is an important window for educational opening-up and international exchange.The educational plan outline clearly states that support will be given to international Chinese language education and improving the operation and performance of Confucius Institutes.As always China will support the development of Confucius Institutes and international Chinese language education and ensure their growth and prosperity amongst educational exchanges and cooperation between China and other countries.總之，作為最大的發(fā)展中國家和新興經(jīng)濟體，中國愿意并且正在以開放包容的胸懷、科學發(fā)展的思維、積極務實的態(tài)度，努力與世界各國加強溝通與交流、增進理解 與友誼。我們希望發(fā)揮孔子學院在人文交流中的獨特作用，通過漢語教學，加大多元文化的交流與融合，促進各種文明之間的相互理解和包容，造福各國人民，并為 世界和平與人類進步做出貢獻。

In general, as the largest developing country and an emerging economy, China is ready to and has remained open-minded, guided by the concept of scientific development, being pragmatic and proactive, to strengthen communication and exchanges with other countries and enhance understanding and friendship among one another.We hope to give full play to the unique role of Confucius Institutes in people-to-people communication.Through the exchange and integration among different cultures, civilizations in the world can understand and tolerate each other to the benefit of the people of the world at large, as well as world peace and human development.女士們，先生們，朋友們，Ladies and gentlemen, and friends, 孔子學院誕生以來，在各國人民的熱情呵護和多元文化的雨露滋潤下茁壯成長，為各國人民在家門口學習漢語、了解中華文化提供了便捷途徑。面對新的形勢和機遇，我們?nèi)詰獔猿种型怆p方共建、共有、共管、共享的原則，攜手合作，順勢而為，努力促進孔子學院的可持續(xù)發(fā)展。

With the support from people of all the relevant countries and the benefits from multiculturlism, Confucius Institutes have grown strongly since their inception, providing convenience for people around the world to learn Chinese and understand the Chinese culture in their home countries.Facing the new situation and opportunities, we still need to adhere to the principle that Confucius Institutes are jointly built, owned, managed and shared by both the Chinese and host institutions.We need to join hands, seize the momentum, and make concerted efforts to strengthen the sustainable development of Confucius Institutes.第一，創(chuàng)新形勢，融入本土，使孔子學院成為增進中外交流與友誼的重要橋梁紐帶。語言文化交流具有基礎性、廣泛性和持久性。面對不同國情、不同文化背景和不 同國家民眾學習漢語的需求，希望各國孔子學院因地制宜，扎根本土，辦出特色，尊重和體現(xiàn)文化多樣性，貼近和滿足學習者實際需求，更好的適應當?shù)厣鐣?，產(chǎn)生更大影響。要面向各個階層的不同人群，堅持大眾化、普及型，真正深入民間、深入社區(qū)，與當?shù)孛癖娊⒘己藐P系。要吸引各國精英人才，支持學術交流活 動，開展國際理解和跨文化交流研究。要繼續(xù)辦好網(wǎng)絡孔子學院，更大范圍的為全球漢語教學服務。

First, Confucius Institutes should strive for innovation, integrate themselves into the local communities, and serve as the bridge and bond for the enhanced international exchanges and friendship among different peoples.The exchange of languages and cultures, by essence, is fundamental, extensive, and durable.In line with different national situations, diversified cultural backgrounds and multifaceted demands of Chinese language learning in different countries, Confucius Institutes are expected to adapt to the local situations, mingle with the local particularities, and strive for their own unique styles.They need to respect and embody cultural diversities, approach learners and better cater to their actual needs.Confucius Institutes need to better adapt themselves to the local social life and exert more influence.Confucius Institutes should be oriented to all the population groups of different social status, remain close to the general public, reach out to the local communities and establish good connections with the local people.Confucius Institutes should attract elite talents of all countries in conducting research on international understanding and cross-cultural exchanges.We need to continue our efforts to run Confucius Institute Online and service Chinese language instruction to a greater extent.第二，注重質量，夯實基礎，著力提升孔子學院的辦學水平。以教師、教材和教法為重點的基礎能力建設，是孔子學院提高質量、辦出特色的支撐?！叭獭苯ㄔO要遵循語言教育與推廣規(guī)律，緊跟當今國際語言教育發(fā)展潮流，適應不同人群學習漢語的不同要求。教師的本土化是師資建設的重要方向。我們希望通 過擴大“孔子學院獎學金”名額，多種形式培訓本土教師，同時加大派出教師和志愿者的力度，盡快造就一支兼通兩種語言、兼融中外文化的高素質院長和教師隊 伍。教材開發(fā)是國際漢語教育的重要依托?？偛繉⒔M織中外優(yōu)勢力量，采取有力措施，爭取用幾年時間，實現(xiàn)開設漢語課的國家都有適用漢語教材。同時鼓勵各國孔 子學院和教育機構編寫本土教材?？茖W的教學方法是提高質量的重要基礎。要總結推廣各國孔子學院的成功經(jīng)驗，結合實際創(chuàng)新方法，激發(fā)學生持續(xù)學習的興趣，讓 漢語教學更加生動活潑、深入人心。

Second, Confucius Institutes should focus on quality control, do the basics right and improve their performance.The capacity building focusing on teachers, teaching materials and teaching methodology is the pillar for better operation and functioning of Confucius Institutes.The work to tackle issues related to teachers, teaching materials and teaching methodology should follow the principles of language instruction, keep in line with the current trend in today's international language education and cater to various demands of different group of learners.The localization of teachers is the direction to build a sustainable teaching force.We hope to expand the range of “Confucius Institute Scholarship” to train local teachers on the one hand, and send more teachers and volunteers from China on the other, so that we can create a pipeline for qualified directors and teachers who are both bilingual and bicultural in the shortest time span as possible.The textbook development provides major support for international Chinese language education.The Confucius Institute Headquarters will mobilize resources from home and abroad and take forceful measures to ensure that all countries that offer Chinese language courses are equipped with suitable Chinese textbooks.As such, Confucius Institutes and educational institutions in all countries are encouraged to compile their local teaching materials.The scientific teaching methodology serves as the basis for quality improvement.We need to identify and accumulate the best practices among Confucius Institutes and create innovative teaching methods to stimulate students' interest and make Chinese language instruction more attractive and appealing.第三，拓展功能，完善服務，不斷豐富孔子學院的辦學內(nèi)涵。語言是文化的載體?？鬃訉W院獨具人文內(nèi)涵，在語言教學和文化交流等方面發(fā)揮著積極作用。幾年來，孔子學院從啟蒙和普及出發(fā)，為各國民眾學習漢語提供便利，把漢語帶到了世界各地。今后，要在搞好語言教學的同時，加強文化交流與互動，提供經(jīng)貿(mào)、科技合作 的信息咨詢等服務，豐富和拓展發(fā)展空間。我們將支持各國孔子學院開展豐富多彩的文化活動，繼續(xù)辦好文藝巡演、教材巡展、文化巡講等品牌活動，推動中醫(yī)、武 術、氣功、書法、戲曲、中國畫、中國歌舞、烹飪等走進社區(qū)，增進普通民眾對中國的興趣和對真實中國的了解。充分利用經(jīng)貿(mào)交流、國際會議、企業(yè)合作、組織旅 游等多種渠道和載體，促進國際漢語教育，讓孔子學院越辦越精彩，道路越走越寬廣。

Thirdly, Confucius Institutes should enhance their capability, improve the service and diversify the operation mode.Language is the carrier of culture.Confucius Institutes are unique because of their humanitarian elements and capability to play an active role in language instruction and cultural exchanges.In the past few years, starting with enlightenment and dissemination, Confucius Institutes have provided convenience for people of different countries and brought the Chinese language to all corners of the world.In the near future, while doing a good job in language instruction, Confucius Institutes should strengthen cultural exchanges and interactions by offering consultations on the cooperation of economy, trade and science and technology, thus creating more room for development.We will support Confucius Institutes in organizing cultural events and continue our efforts on brand name events such as art performances, textbook exhibitions and cultural lectures.We will approach the local communities with Chinese traditional medicine, Kongfu, Qigong, calligraphy, Chinese painting, Chinese songs and dances as well as Chinese cuisine to increase the general public's interest in China and understanding of what China is today.We will utilize multi-channels and media such as economic and trade exchange, international conferences, inter-business cooperation and tourism to promote international Chinese language education so that Confucius Institutes will reach the next level of excellence in performance, and marching towards a more promising future.第四，積極支持，凝聚合力，為孔子學院可持續(xù)發(fā)展提供切實保障。經(jīng)費保障事關孔子學院運行發(fā)展。我愿再次重申，總部在孔子學院經(jīng)費投入方面，將一如既往給 予穩(wěn)定支持；既要堅持中外雙方1：1投入原則，又要適當照顧一些發(fā)展中國家的孔子學院。要建立中外合作評估機制，加強經(jīng)費使用管理，努力提高資金使用效 益。中外院校合作是孔子學院創(chuàng)立發(fā)展的重要形式。雙方學校在平等合作中相互學習，擴大了知名度，實現(xiàn)了雙贏。中方高校要對孔子學院工作予以重點支持，在選 派院長、配備師資、合作機制等方面做好長遠安排，努力滿足孔子學院發(fā)展需求。希望外方高校繼續(xù)與中方密切配合，共同落實雙方合作承諾，在人員配備、辦學場 地和資金投入等方面給予更有力的支持。中國派出教師和志愿者帶著友誼與理想來到異國他鄉(xiāng)工作，希望所在外方學校給予關懷，幫助他們盡快適應工作環(huán)境。廣泛 的社會參與是孔子學院發(fā)展的新動力。孔子學院沒有照搬其他國家語言推廣機構政府間合作的單一模式，而是既與學校合作，又與政府、企業(yè)和社團合作，形式靈活 多樣。要進一步拓寬渠道，激發(fā)社會力量參與辦學的積極性，完善企業(yè)投入和社會捐贈的機制，把多方資源統(tǒng)籌到孔子學院可持續(xù)發(fā)展上來。

Fourth, we need to remain supportive and create synergies in providing assurance for the sustainable development of Confucius Institutes.As we know, the financial support is crucial to the operation and growth of Confucius Institutes.I would like to reiterate that we will adhere to the principle of 50:50 cost share between China and host institutions, and give preferential treatment to Confucius Institutes in some developing countries if necessary.We need to establish the assessment mechanism featuring international cooperation and better manage the fund to increase its efficiency and effectiveness.The cooperation between Chinese and foreign institutions is an essence in establishing and developing Confucius Institutes.In the equal-footed cooperation, universities from both sides have learnt from each other, increased their brand visibility and reached a win-win situation.Chinese universities should prioritize their support to Confucius Institutes and make long-term arrangements in selecting directors and teachers and in defining the cooperation mechanism.We hope the host universities continue to work closely with their Chinese partners, honor the cooperative commitments and give more support with regard to staffing, venue and facility provision, and fund allocation.Teachers and volunteers from China are dispatched to work on a foreign land with the spirit of friendship and volunteerism.We hope host universities will give them more care, tolerance and assistance so that they can adapt themselves to the new surroundings as quickly as possible.Broad participation from other social sectors can generate new dynamism for the development of Confucius Institutes.The model of Confucius Institutes is nowhere to be found in the existing language organizations of other countries.Instead, apart from working together with schools, Confucius Institutes work closely with governments, business sectors, communities, and organizations.We need to further expand the resources to Confucius Institutes from other social sectors and improve the mechanism of business sponsorship and social donation so as to mobilize resources of all sorts for the sustainable development of Confucius Institutes.女士們，先生們，朋友們，Ladies and gentlemen, friends, “相知無遠近，萬里尚為鄰。”語言文化的交流是人與人之間心與心的交流。辦好孔子學院是一項功在當代、利在千秋的崇高事業(yè)。相信通過大家的共同努力，國際漢語教育事業(yè)一定會興旺發(fā)達，孔子學院的明天一定會更加美好！

尊敬的各位來賓，女士們，先生們，朋友們：

下午好！

歲末的北京，“冬至雪初霽，豐年瑞已成”。在這個孕育希望的季節(jié)里，第四屆全球孔子學院大會隆重開幕了。孔子學院是個大家庭，今天是家人的聚會，是喜慶的日子。借此機會，我謹代表中國政府和人民，向大家表示熱烈歡迎！并通過你們向全球孔子學院的師生們致以親切問候！

這次大會以“孔子學院與社區(qū)服務”為主題，深入探討孔子學院服務社區(qū)的各種方式和途徑，對豐富孔子學院發(fā)展內(nèi)涵、更好地推動漢語國際教育事業(yè)發(fā)展，很有意義。

即將過去的2009 年對整個世界來說是不平凡的一年，對孔子學院來說也是不平凡的一年。在各方面共同努力下，孔子學院克服各種困難和不利影響，在繼承中不斷創(chuàng)新，在開拓中不斷發(fā)展，保持了良好發(fā)展勢頭，取得了令人振奮的成績。

—— 孔子學院有序發(fā)展。目前，在88 個國家和地區(qū)建立了282 所孔子學院和272 個孔子課堂；注冊學生23 萬多人，同比增加10 萬人；開設漢語課程8000多班次，同比增長2000 班次，孔子學院品牌知名度和影響力進一步提升。目前，還有50 個國家的160 多個教育機構提出申辦孔子學院。

—— 師資建設取得突破。總部繼續(xù)加大教師和志愿者派出規(guī)模，各國孔子學院加大選聘當?shù)貪h語教師的力度，專兼職教師達到3100 人，比2008 凈增1000 人；啟動本土漢語教師培養(yǎng)工作，設立“孔子學院獎學金”，從50 個國家招收了1021 名學生來華攻讀漢語國際教育專業(yè)碩士學位，并在相關大學設立800 個漢語教師獎學金名額。

—— 教學資源更加豐富。編譯了45個語種的漢語教材，向各國孔子學院贈送圖書82 萬冊，各國孔子學院主動編寫適合當?shù)匦枰慕滩?00 多種；為230多所孔子學院統(tǒng)一配備“中華文化體驗中心”軟硬件設施和“長城漢語”等網(wǎng)絡課件；網(wǎng)絡孔子學院建設取得可喜成績，50 個中英文頻道已啟動運營。

—— 多方合作得到加強。舉辦亞、非、歐、北美、南美和大洋洲及中亞東歐等7個地區(qū)性聯(lián)席會議，促進信息溝通和經(jīng)驗交流；舉辦“漢語橋”世界大、中學生中文演講比賽，并組織專家對15 個國家50 多所孔子學院進行了現(xiàn)場評估，提升了合作辦學的整體水平。

—— 服務社區(qū)蓬勃開展。各國孔子學院深入社區(qū)，舉辦各類文化活動6600多場次，參加人數(shù)260 多萬；開發(fā)和形成了一批有特色的活動和項目，如“漢語角”、漢語速成班、中華文化講座等；派出40 多支師生小分隊，同270 多所孔子學院聯(lián)合開展中華文化巡講、巡演、巡展活動，產(chǎn)生良好社會影響。

孔子學院已經(jīng)發(fā)展成為國際漢語教育與推廣的重要品牌、中外教育文化友好交往的合作平臺。孔子學院取得的成績來之不易，這是中外雙方共同努力的結果，凝聚著在座各位代表和朋友的智慧與貢獻，凝聚著全球孔子學院教師職工的辛勞與汗水，凝聚著各國政府和人民的關心與支持。在此，我謹向所有孔子學院的教師職工，向所有幫助孔子學院發(fā)展的朋友們，致以崇高的敬意和衷心的感謝！女士們，先生們，朋友們，世紀，是經(jīng)濟全球化的世紀，也是多樣文明大放光彩的世紀。世界如此豐富，是因為各種文明交相輝映；歷史長河奔騰不息，是因為各種文明相互激蕩。不同文明存在差異，但沒有優(yōu)劣之分。將世界各國人民長期形成的多樣文明變成所謂單一文明，是不可想象的；那種失去了多姿多彩的單調(diào)文明，也是我們無法接受的。正如中國俗語所說，“一枝獨秀不是春，百花齊艷春滿園”。

單一文明的鮮花不足以裝點整個人類的藝術殿堂，唯有多樣文明的鮮花競相怒放，才能盡情展示人類文化春天的無窮魅力。當今世界，同住“地球村”的人們，共同利益與日俱增，相互依存愈益加深。特別是面對國際金融危機的持續(xù)影響和甲型流感的快速蔓延，各國人民的命運從未像今天這樣風雨同舟、休戚與共。在這樣一個時代，加強不同文明間的對話、交流與融合尤為重要。因此，需要我們沖破思想的束縛和阻礙，拋棄誤解和偏見，相互尊重、坦誠以待；需要我們擁有睿智的心靈、超凡的膽略和博大的胸懷，相互學習、取長補短；需要我們跨越意識形態(tài)、社會制度和發(fā)展模式的不同，相互包容、求同存異。只有我們真正踐行孔子所倡導的“已所不欲，勿施于人”，在差異中求和諧，在合作中求發(fā)展，才能實現(xiàn)世界的持久和平與共同繁榮。

中華文明歷來強調(diào)溝通和交融。一部延綿五千年的中華文明發(fā)展史，也是中華民族與世界其他民族的交往史。作為世界多樣文明大家庭的重要成員，中華文明歷來崇尚“以和為貴”、“協(xié)和萬邦”、“和而不同”，歷來崇尚“兼收并蓄”、“有容乃大”，歷來崇尚“開明”、“革新”。

這些理念深入每一個中國人的心髓，引領了中華民族與世界其他民族長達數(shù)千年的交流合作。新中國成立60 年特別是改革開放30 年來，中國人民秉承中華文化的核心理念，同心同德、開拓創(chuàng)新、自強不息，古老神州發(fā)生了翻天覆地的變化。60 年來，實現(xiàn)了經(jīng)濟持續(xù)快速增長，經(jīng)濟總量增長77 倍，當前中國人民一天創(chuàng)造的財富量，就超過1952 年一年的總量；形成了全方位、多層次、寬領域對外開放格局，進出口貿(mào)易總額增長2265 倍，居世界第三，并在政治、經(jīng)濟、文化和安全等方面同國際社會建立了前所未有的聯(lián)系；人民生活質量大幅提高，城鎮(zhèn)居民收入增長約150 倍，農(nóng)村居民收入增長約100 倍，人均壽命從1949 年35 歲提高到73 歲，教育、文化、衛(wèi)生、體育等社會事業(yè)發(fā)生了根本性變化；中國積極穩(wěn)妥地推進政治體制改革，不斷完善人民代表大會制度、多黨合作和政治協(xié)商制度、民族區(qū)域自治制度和基層群眾自治制度，人民享有前所未有的社會參與和言論自由。

2008 年以來，面對國際金融危機的嚴重沖擊，中國作為一個負責任的大國，及時出臺一攬子計劃，在擴大內(nèi)需、調(diào)整結構、改善民生、節(jié)能減排、環(huán)境保護等方面加大力度，全年城鎮(zhèn)新增就業(yè)有望超過1100 萬人，年內(nèi)有望實現(xiàn)經(jīng)濟增長8%的目標。2009 年11 月，為妥善應對氣候變化，造福全人類，中國政府向全世界莊嚴承諾：到2020 年，單位國內(nèi)生產(chǎn)總值二氧化碳排放，比2005 年下降40% 至45%。實現(xiàn)這些行動目標，保持中國經(jīng)濟長期平穩(wěn)較快發(fā)展，不僅會給中國13 億人民帶來福祉，也將給世界各國發(fā)展帶來更多機遇、提供更廣闊的市場。

同時，我們也清醒地認識到，中國仍然是一個發(fā)展中國家。人口多，底子薄，發(fā)展不平衡，人均GDP 排在世界100 位之后，有8300 萬的殘疾人。按照世界銀行的標準，我國還有1 億左右貧困人口。

中國實現(xiàn)現(xiàn)代化還有很長的路要走。中國將堅定不移地走和平發(fā)展道路，通過維護世界和平來發(fā)展自己，通過自身的發(fā)展來促進世界和平。

歷史與實踐告訴我們：中國必須進一步了解世界，世界也需要進一步了解中國。語言作為文化載體和交流工具，是文明之間對話的橋梁。鼓勵跨文化交流是中國政府的一貫立場。我們提倡本國人民，特別是廣大青少年學習和使用世界其他民族的語言。外國語言文化在中國的廣泛傳播，不僅使中國人民增進了對世界的認知，還幫助中華民族從其他民族優(yōu)秀文化中汲取營養(yǎng)。我們真誠地歡迎世界各國來華推廣本國語言。本屆孔子學院大會期間，將舉辦“多國語言展”，大家會領略到幾十個國家語言文化的絢麗風采。

女士們，先生們，朋友們，自2004 年以來，孔子學院已走過5年的風雨歷程。2010 年是新一個5 年的開始，國際漢語教育事業(yè)也將邁入新的階段。辦好每一所學院，教好每一個學生是我們的目標，為促進孔子學院可持續(xù)發(fā)展，我提幾點建議，供大家參考。

第一，立足當前，著眼長遠，謀劃好孔子學院的未來發(fā)展。辦好孔子學院，是一項值得我們長期努力的崇高事業(yè)。希望大家在做好當前工作的同時，從孔子學院持續(xù)發(fā)展的總體需要出發(fā)，系統(tǒng)考慮基礎性、長遠性工作，在辦學模式、辦學條件、選派院長和配備師資等方面做好長期安排。

要適應許多地方在中小學開設漢語教學的需要，積極發(fā)展孔子課堂，為中小學生學習漢語提供支持和幫助。中國有句古話，“凡事預則立，不預則廢”?？偛磕壳罢谧ゾo制定國際漢語教育與推廣發(fā)展規(guī)劃，將進一步明確發(fā)展目標和戰(zhàn)略部署，從體制機制、法律政策、經(jīng)費等方面提供保障和支撐。這項工作需要凝聚中外各方智慧，需要各孔子學院鼎立支持，歡迎大家建言獻策。第二，協(xié)調(diào)發(fā)展，注重質量，切實提高國際漢語教育的水平。質量是孔子學院的生命線。教師、教材和教學方法是提高教學質量的三個環(huán)節(jié)。要加快建設一支高質量的師資隊伍。增派教師和加強培訓是教師隊伍建設的兩個支柱。2010 年，總部計劃繼續(xù)擴大“孔子學院獎學金”范圍，重點提高教師的漢語教學技能與跨文化交際能力，爭取增加專兼職合格教師1000 人。要精心打造各種品牌教材、品牌課件，盡快出齊45 個語種對照的漢語教材，支持各孔子學院切合實地自編教材。要比較分析漢語言文化和所在國文化的異同點，創(chuàng)新漢語教學本土化方法，增強教學的針對性和實效性。

要辦好網(wǎng)絡孔子學院，充分利用網(wǎng)絡和多媒體技術，發(fā)揮大規(guī)模、低成本、高效益的優(yōu)勢，促進優(yōu)質教學資源全球共享。正式啟動“示范孔子學院”項目建設，發(fā)揮好示范和引領作用。

第三，尊重統(tǒng)一性，鼓勵多樣性，支持孔子學院大膽創(chuàng)新、辦出特色。孔子學院長遠目標是成為當?shù)貪h語教學中心，漢語師資培訓中心和中外文化交流與研究中心，為此制定了統(tǒng)一品牌和章程，但各國國情不同，文化背景不同，這就要求孔子學院因地制宜、科學定位、積極創(chuàng)新，走多樣性和特色化發(fā)展道路。要靈活多樣，積極開發(fā)各具特色的課程和社會服務項目，既面向高校、企業(yè)、社區(qū)的成人，又面向中小學生；既有學歷教育，又有非學歷教育；既有語言教學，又有中醫(yī)、武術、京劇等文化活動。要鼓勵創(chuàng)新管理模式，動員社會力量參與，探索市場化運作，重視市場調(diào)研和品牌宣傳，積極培育漢語學習的市場。要善于爭取和統(tǒng)籌各類資源，特別是在市場中籌集孔子學院發(fā)展的資源?？傊?，只要有利于中外教育文化的交流交融，有利于加深各國人民對漢語言文化的了解，有利于促進中國人民和各國人民的友誼，孔子學院都可以大膽探索，勇于嘗試。第四，加強溝通，精誠合作，齊心協(xié)力推進孔子學院蓬勃發(fā)展?？鬃訉W院不僅屬于中國，而且屬于世界，是中國與各國教育系統(tǒng)真誠合作的結晶。要堅持相互尊重、友好協(xié)商、平等合作，因為這是孔子學院得以創(chuàng)立和發(fā)展的基石。中國政府和人民十分重視和關心漢語國際教育與推廣事業(yè)，將給予長期穩(wěn)定的支持。中外合作院校應精心呵護、倍加珍視已經(jīng)建立的緊密關系，將合作提升到新的水平。中方院校要精心選派業(yè)務素質好，熱愛孔子學院事業(yè)，了解所在國國情的人員擔任院長。

中方院長和教師要虛心向合作伙伴和當?shù)孛癖妼W習，遵守所在國法律，尊重當?shù)亓曀?，努力提高教學和工作水平?？偛恳浞职l(fā)揮把握全局、協(xié)調(diào)各方的作用，進一步做好對各國孔子學院的服務工作。同時，也希望外方理事和院校多做工作，積極爭取各國政府和社會各界給予孔子學院更多的關心和支持，為孔子學院長遠發(fā)展創(chuàng)造更好環(huán)境。希望各國大學和舉辦機構更好地擔負起辦學主體責任，盡可能提供良好的硬件保障和資金支持；關心中方派出人員，為他們的工作和生活提供方便，幫助他們盡快適應新環(huán)境；在穩(wěn)定外方院長和教師隊伍的同時，逐步實現(xiàn)孔子學院教職人員的專職化。

國際漢語教育的蓬勃發(fā)展，為漢學研究提供了前所未有的歷史機遇，為當代漢學家提供了施展才華的廣闊舞臺。

希望漢學家和對中國歷史、文化、現(xiàn)實感興趣的學者，進一步加強和發(fā)展?jié)h學研究，既研究古老厚重的中國，又研究現(xiàn)代多彩的中國。我相信，通過大家的共同努力，漢學研究一定能迸發(fā)出時代的光芒，為孔子學院長期發(fā)展奠定深厚基礎，為世界了解一個真實的中國作出更大貢獻。

女士們，先生們，朋友們，孔子學院是我們大家共同的事業(yè)，要讓這項事業(yè)枝繁葉茂，還必須與當?shù)厣鐓^(qū)緊密地聯(lián)系起來，這樣孔子學院才能得到更為廣泛的歡迎和支持，才能真正融入當?shù)貙崿F(xiàn)本土化發(fā)展。此次大會主題，給我們提供了一個事關孔子學院長遠發(fā)展的研究課題。對于孔子學院如何深入開展社區(qū)服務，我有幾點理解，供大家參考：一是堅持以人為本，提高社區(qū)服務質量。要重視人的發(fā)展，關注人的需求，因人而異，因地制宜，開展多種形式、多種內(nèi)容、多個層面的高質量社區(qū)服務。二是堅持溝通為要，促進語言學以致用。要積極“走出去”，深入社區(qū)，廣泛溝通交流，發(fā)現(xiàn)不同語言的區(qū)別，激發(fā)語言學習的興趣，提高語言運用的能力。三是堅持文化為媒，提升社區(qū)服務內(nèi)涵。要在社區(qū)廣泛開展多樣化的文化交流，加深對彼此歷史和現(xiàn)狀的了解，滿足當?shù)孛癖娏私庵腥A文化的需要，增進中國人民同世界各國人民的感情和友誼。四是堅持經(jīng)貿(mào)為橋，擴大雙邊多邊往來。要與社區(qū)的功能定位和發(fā)展需要緊密結合，利用好孔子學院搭建的人文交流平臺，有針對性提供教育、科技、經(jīng)貿(mào)、文化等信息和咨詢服務，發(fā)揮孔子學院的綜合效益。五是堅持和諧為貴，推動世界共同繁榮。要秉承孔子學院辦學宗旨，博采眾長，彼此借鑒，求同存異，擴大共識，為建設一個持久和平、共同繁榮的和諧世界作出貢獻。

在這華燈璀璨的美好夜晚，全球孔子學院大家庭歡聚一堂，共慶第五屆孔子學院大會的開幕，我和大家一樣感到由衷的高興。在此，我代表中國政府和中國人民，向來自世界各地的朋友們表示熱烈歡迎和誠摯問候！

I take great pleasure to be here with you in this family reunion of the world Confucius Institutes to celebrate the opening of the 5th Confucius Institute conference in this dazzling evening.On behalf of the Chinese government and the Chinese people, I would like to extend my warmest welcome and sincere greetings to all of you, friends from all over the world.過去的一年，在各國政府和人民的熱情關心和大力支持下，中外雙方齊心協(xié)力，開拓創(chuàng)新，全球孔子學院取得可喜成績：In this past year, with the unprecedented enthusiasm and unwavering support from the governments and people of all the relevant countries, and with the concerted, innovative, and pioneering efforts by both the Chinese and international colleagues, Confucius Institutes around the globe have made remarkable achievements.一是穩(wěn)步發(fā)展，勢頭良好。今年新增孔子學院40所、中小學孔子課堂97個。目前已在96個國家和地區(qū)建立了322所孔子學院和369個孔子課堂。注冊學員比去年增加了56%，達到 36萬人。網(wǎng)絡孔子學院開通9個語種，注冊用戶達10萬人。這些努力為所在國民眾學習漢語拓寬了渠道。First and foremost, we have witnessed the momentum of stable growth.This year, about 40 Confucius Institutes and 97 Confucius Classrooms have been newly established.So far a total of 322 Confucius Institutes and 369 Confucius Classrooms have been put in place in 96 countries and regions.The total number of registered students has increased by 56% over the previous year, amounting up to 360,000 in total.The Confucius Institute Online has opened channels in 9 languages, with 100,000 registered users.Such efforts have greatly facilitated people from the host countries to learn Chinese.二是教師素質不斷提升。專兼職教師凈增1000人，達到4000人，其中中外雙方各占一半。有3000人參加了總部實施的培訓計劃，總部還為各國孔子學院提供2000個獎學金名額，培養(yǎng)本土教師，| 促進了中外院長和教師業(yè)務素質的提升。Secondly, we have ensured higher quality of teachers.The total number of teachers, part-time and full-time alike, has reached 4,000, with a net increase of 1,000 this year.Among them, half are from China, and half from the local countries.About 3,000 people have participated in the training programs organized by the Confucius Institute Headquarters.Moreover, the Headquarters has provided 2,000 scholarships for Confucius Institutes to train local teachers.All these endeavors have enhanced the performance of directors and teachers.三是教材創(chuàng)編實現(xiàn)新進展。編寫出版了45個語種的9套漢語教材和工具書，向各國孔子學院贈送圖書40多萬冊，目前104所孔子學院編寫出版了77種本土漢語教材，緩解了教材匱乏問題。2500名外國中小學教師來華接受教材培訓，推動了所在地區(qū)的漢語教學。Thirdly, we have made new progress in the development of teaching materials.About 9 collections of Chinese language teaching materials and reference books in 45 languages have been published and more than 400,000 books have been donated to Confucius Institutes.Currently, about 104 Confucius Institutes have developed and published 77 local Chinese language teaching materials, thus greatly alleviating the pressure of textbook shortage.We have provided training on the use of teaching materials in China to 2,500 primary and secondary school teachers from abroad, boosting Chinese language instruction in the host countries.四是品牌活動形成新聲勢。今年，300名校長、2000多名院長和教師應邀參觀上海世博會，親身感受了世界多元文化的交相輝映。部分亞洲國家孔子學院所在大學校長參觀了廣州亞運會。中國與俄羅斯、中國與西班牙合作舉辦“漢語年”，兩國孔子學院發(fā)揮了主力軍作用，開展活動600多場，30多萬人參加。在50多個國家300多所孔子學院開展文藝巡演、教材巡展和文化巡講活動，拓展了孔子學院的文化交流功能，提升了在當?shù)厣鐣挠绊懥?。Fourthly, there emerges a new surge of brand name events.This year, about 300 university presidents and 2000 Confucius Institute directors and teachers have been invited to visit the Shanghai World Expo to get a first-hand feel about the harmonious coexistence of the multiculturalism in the world.Some presidents from Asia also visited the Guangzhou Asian Games.During the “Chinese Language Year” in Russia and Spain, Confucius Institutes in these two countries played a major role by staging more than 600 events, attracting more than 300,000 participants.Performance, textbook exhibition and cultural lecture tours have been taken place in more than 300 Confucius Institutes in over 50 countries, further tapping into the cultural functioning of Confucius Institutes, and enhancing their influences in the local communities.五是交流合作取得新成果。各孔子學院之間的交流精彩紛呈。在所在國政府和社區(qū)的大力支持下，新家坡南洋理工大學、新西蘭奧克蘭大學、智力圣托馬斯大學、英國倫敦南岸大學、喀麥隆雅溫得第二大學、俄羅斯新西伯利亞國立技術大學等，成功舉辦亞洲、大洋洲、西語地區(qū)、歐洲、非洲、東歐中亞地區(qū)等6個地區(qū)性孔子學院會議。美國大學理事會和亞洲協(xié)會成功舉辦了全美漢語大會。這些活動促進了各國孔子學院、漢語教學機構之間的信息溝通和經(jīng)驗交流，起到了相互借鑒、共同提高的效果。

Last but not least, our efforts have resulted in more exchanges and cooperation.Robust exchange programs have been carried out amongst Confucius Institutes.Supported by the government and communities of the host countries, for instance, Nanyang Technology University in Singapore, Auckland University of New Zealand, University of Saint Thomas in Chile, London Southbank University in United Kingdom, University of Yaounde II in Cameroon and Novosibirsk State University of Technology in Russia have successfully held 6 regional Confucius Institute joint conferences for Asia, Oceania, Ibero-American countries, Europe, Africa, East-Europe and Central Asia, respectively.The College Board and Asia Society of US successfully convened the National Chinese Language Conference.All these events mentioned above have promoted the information-sharing and exchange of experience among Confucius Institutes and other Chinese language teaching institutions, enabling them to learn from each other with mutual improvement.這些成績的取得，歸功于在座各位代表的積極推動，歸功于中外合作院校的共同努力，歸功于各國政府和人民的大力支持。在此，謹向大家并通過你們向所有為孔子學院發(fā)展做出貢獻的各國朋友，表示衷心的感謝！

The Confucius Institute has gone through an extraordinary journey in the past five years, having attained remarkable achievements.Now we are at a brand new starting point.Looking into the future, we need to seize the opportunities, think carefully and make strategic planning for the sustainable development of Confucius Institutes.首先，世界多樣文明的交流對話與人類社會和諧共生的理想，為孔子學院發(fā)展賦予了新使命。當今世界正處在大發(fā)展、大變革、大調(diào)整時期，世界多極化、經(jīng)濟全球化深入發(fā)展，和平、發(fā)展、合作的時代潮流更加強勁。

First of all, the exchanges and dialogues between civilizations and their harmonious coexistence have inspired us to undertake a new mission for Confucius Institutes down the road.Today's world is in an era of great development, profound changes and radical transformations, with in-depth development of the world multi-polarization, economic globalization and stronger trends of peace, development and cooperation.同時，國際金融危機影響深遠，氣候變化、糧食安全、能源資源安全、公共衛(wèi)生安全、重大自然災害等全球性挑戰(zhàn)日益突出。

Meanwhile, we also feel the profound impact from the international financial crisis and, more prominently, from the global challenges such as the climate change, food security, energy and resource security, public health threats, and major natural disasters.作為“地球村”的一員，每個國家對這些問題既不能置之度外，也難以獨自解決。應對共同挑戰(zhàn)，呼喚各國同舟共濟、密切合作，構建和諧世界，需要不同文明交流對話、理解包容。As a member of the “global village”, no country can stand immune or deal with the challenges alone.To tackle such common challenges, all countries need to stay together and work closely for a harmonious world and push for dialogues, exchanges and tolerance between and among civilizations.語言文化的相互學習與交流，是促進各國人民溝通理解，構建持久和平、共同繁榮的和諧世界的重要途徑?？鬃訉W院以國際漢語教育為已任，致力于滿足世界各國人民學習漢語的需求，致力于促進中外語言文化交流，優(yōu)勢獨特，使命光榮。Mutual learning and exchanges of languages and cultures are important ways to enhance the communication and understanding among nations in order to build a harmonious world featuring sustained peace and common prosperity.Confucius Institutes are committed to the global Chinese language education, to meeting the demands of people around the world to learn Chinese, and to the exchange of languages across cultures between China and other countries.Needless to day, Confucius Institutes have a unique and glorious role to play.其次，開放發(fā)展的中國不斷深化與各國的互利合作，為孔子學院發(fā)展提供了新機遇。當前，中國正經(jīng)歷著一場歷史上規(guī)模最大、范圍最廣的工業(yè)化、城鎮(zhèn)化進程，現(xiàn)代化建設不斷邁出新步伐。但我們清醒地認識到，中國仍然是世界上最大的發(fā)展中國家，實現(xiàn)現(xiàn)代化建設的目標還需要長期艱苦努力。

Secondly, the continued, intensified, and mutually beneficial cooperation between China and other countries has provided new opportunities for Confucius Institutes.At present, China is undergoing an unprecedented process of urbanization and industrialization in terms of scale and range, with new strides constantly made in the modernization drive.But we are keenly aware that China still remains the largest developing country in the world and there is an arduous task ahead before the goals of modernization are reached.中國政府正在制定未來五年國民經(jīng)濟和社會發(fā)展規(guī)劃，這一規(guī)劃以科學發(fā)展為主題，以加快轉變經(jīng)濟發(fā)展方式為主線，通過加快科技創(chuàng)新，保障改善民生，促進社會公平正義，讓人民共享發(fā)展成果，努力推動經(jīng)濟社會又好又快發(fā)展。中國人民深知，當代中國的前途命運同世界的發(fā)展緊密相連。中國的發(fā)展離不開世界，世界的發(fā)展也離不開中國。中國將始終堅持走和平發(fā)展道路，奉行互利共盈的開放戰(zhàn)略，不僅積極推動與各國的政治互信、經(jīng)貿(mào)合作，而且在深化人文交流方面不斷做出新的探索。The Chinese government is now drafting the national economic and social development plan for the next five years.China will adhere to the theme of sustainable development by accelerating scientific and technological innovation, ensuring and improving people's living standards, promoting social fairness and justice, enabling its people to enjoy the benefit of economic growth and ensuring the quality and rapid development of the economic society.The Chinese people know that the destiny of modern China is interdependent on the development of the world.China's development cannot be isolated from the world's development and vice versa.China will stick to the path of peaceful development and adopt the opening-door strategy for mutual-benefit in a win-win situation.Apart from its endeavor to promote political mutual-trust, economic and trade cooperation between countries, the Chinese government has renewed its efforts to strengthen people-to-people communication.孔子學院作為人文交流的重要平臺，將伴隨中外合作不斷深化的步伐，奠定未來發(fā)展更加堅實的基礎。

As an important platform for such communication to occur, Confucius Institutes will lay a solid foundation for more intensified collaborations and cooperation between China and other countries.第三，中國擴大教育開放與國際交流，為孔子學院發(fā)展增添了新動力。在現(xiàn)代化進程中，中國始終把教育擺在優(yōu)先發(fā)展的戰(zhàn)略位置。

With the support from people of all the relevant countries and the benefits from multiculturlism, Confucius Institutes have grown strongly since their inception, providing convenience for people around the world to learn Chinese and understand the Chinese culture in their home countries.Facing the new situation and opportunities, we still need to adhere to the principle that Confucius Institutes are jointly built, owned, managed and shared by both the Chinese and host institutions.We need to join hands, seize the momentum, and make concerted efforts to strengthen the sustainable development of Confucius Institutes.第一，創(chuàng)新形勢，融入本土，使孔子學院成為增進中外交流與友誼的重要橋梁紐帶。First, Confucius Institutes should strive for innovation, integrate themselves into the local communities, and serve as the bridge and bond for the enhanced international exchanges and friendship among different peoples.語言文化交流具有基礎性、廣泛性和持久性。The exchange of languages and cultures, by essence, is fundamental, extensive, and durable.面對不同國情、不同文化背景和不同國家民眾學習漢語的需求，希望各國孔子學院因地制宜，扎根本土，辦出特色，尊重和體現(xiàn)文化多樣性，貼近和滿足學習者實際需求，更好的適應當?shù)厣鐣?，產(chǎn)生更大影響。In line with different national situations, diversified cultural backgrounds and multifaceted demands of Chinese language learning in different countries, Confucius Institutes are expected to adapt to the local situations, mingle with the local particularities, and strive for their own unique styles.They need to respect and embody cultural diversities, approach learners and better cater to their actual needs.Confucius Institutes need to better adapt themselves to the local social life and exert more influence.要面向各個階層的不同人群，堅持大眾化、普及型，真正深入民間、深入社區(qū)，與當?shù)孛癖娊⒘己藐P系。要吸引各國精英人才，支持學術交流活動，開展國際理解和跨文化交流研究。要繼續(xù)辦好網(wǎng)絡孔子學院，更大范圍的為全球漢語教學服務。Confucius Institutes should be oriented to all the population groups of different social status, remain close to the general public, reach out to the local communities and establish good connections with the local people.Confucius Institutes should attract elite talents of all countries in conducting research on international understanding and cross-cultural exchanges.We need to continue our efforts to run Confucius Institute Online and service Chinese language instruction to a greater extent.第二，注重質量，夯實基礎，著力提升孔子學院的辦學水平。Second, Confucius Institutes should focus on quality control, do the basics right and improve their performance.以教師、教材和教法為重點的基礎能力建設，是孔子學院提高質量、辦出特色的支撐。

The capacity building focusing on teachers, teaching materials and teaching methodology is the pillar for better operation and functioning of Confucius Institutes.“三教”建設要遵循語言教育與推廣規(guī)律，緊跟當今國際語言教育發(fā)展潮流，適應不同人群學習漢語的不同要求。

The work to tackle issues related to teachers, teaching materials and teaching methodology should follow the principles of language instruction, keep in line with the current trend in today's international language education and cater to various demands of different group of learners.教師的本土化是師資建設的重要方向。我們希望通過擴大“孔子學院獎學金”名額，多種形式培訓本土教師，同時加大派出教師和志愿者的力度，盡快造就一支兼通兩種語言、兼融中外文化的高素質院長和教師隊伍。教材開發(fā)是國際漢語教育的重要依托。總部將組織中外優(yōu)勢力量，采取有力措施，爭取用幾年時間，實現(xiàn)開設漢語課的國家都有適用漢語教材。同時鼓勵各國孔子學院和教育機構編寫本土教材?？茖W的教學方法是提高質量的重要基礎。要總結推廣各國孔子學院的成功經(jīng)驗，結合實際創(chuàng)新方法，激發(fā)學生持續(xù)學習的興趣，讓漢語教學更加生動活潑、深入人心。The localization of teachers is the direction to build a sustainable teaching force.We hope to expand the range of “Confucius Institute Scholarship” to train local teachers on the one hand, and send more teachers and volunteers from China on the other, | so that we can create a pipeline for qualified directors and teachers who are both bilingual and bicultural in the shortest time span as possible.The textbook development provides major support for international Chinese language education.The Confucius Institute Headquarters will mobilize resources from home and abroad and take forceful measures to ensure that all countries that offer Chinese language courses are equipped with suitable Chinese textbooks.As such, Confucius Institutes and educational institutions in all countries are encouraged to compile their local teaching materials.The scientific teaching methodology serves as the basis for quality improvement.We need to identify and accumulate the best practices among Confucius Institutes unique because of their humanitarian elements and capability to play an active role in language instruction and cultural exchanges.幾年來，孔子學院從啟蒙和普及出發(fā)，為各國民眾學習漢語提供便利，把漢語帶到了世界各地。In the past few years, starting with enlightenment and dissemination, Confucius Institutes have provided convenience for people of different countries and brought the Chinese language to all corners of the world.今后，要在搞好語言教學的同時，加強文化交流與互動，提供經(jīng)貿(mào)、科技合作的信息咨詢等服務，豐富和拓展發(fā)展空間。In the near future, while doing a good job in language instruction, Confucius Institutes should strengthen cultural exchanges and interactions by offering consultations on the cooperation of economy, trade and science and technology, thus creating more room for development.我們將支持各國孔子學院開展豐富多彩的文化活動，繼續(xù)辦好文藝巡演、教材巡展、文化巡講等品牌活動，推動中醫(yī)、武術、氣功、書法、戲曲、中國畫、中國歌舞、烹飪等走進社區(qū)，增進普通民眾對中國的興趣和對真實中國的了解。We will support Confucius Institutes in organizing cultural events and continue our efforts on brand name events such as art performances, textbook exhibitions and cultural lectures.We will approach the local communities with Chinese traditional medicine, Kongfu, Qigong, calligraphy, Chinese painting, Chinese songs and dances as well as Chinese cuisine to increase the general public's interest in China and understanding of what China is today.充分利用經(jīng)貿(mào)交流、國際會議、企業(yè)合作、組織旅游等多種渠道和載體，促進國際漢語教育，讓孔子學院越辦越精彩，道路越走越寬廣。We will utilize multi-channels and media such as economic and trade exchange, international conferences, inter-business cooperation and tourism to promote international Chinese language education so that Confucius Institutes will reach the next level of excellence in performance, and marching towards a more promising future.第四，積極支持，凝聚合力，為孔子學院可持續(xù)發(fā)展提供切實保障。Fourth, we need to remain supportive and create synergies in providing assurance for the sustainable development of Confucius Institutes.經(jīng)費保障事關孔子學院運行發(fā)展。我愿再次重申，總部在孔子學院經(jīng)費投入方面，將一如既往給予穩(wěn)定支持；既要堅持中外雙方1：1投入原則，又要適當照顧一些發(fā)展中國家的孔子學院。As we know, the financial support is crucial to the operation and growth of Confucius Institutes.I would like to reiterate that we will adhere to the principle of 50:50 cost share between China and host institutions, and give preferential treatment to Confucius Institutes in some developing countries if necessary.要建立中外合作評估機制，加強經(jīng)費使用管理，努力提高資金使用效益。中外院校合作是孔子學院創(chuàng)立發(fā)展的重要形式。雙方學校在平等合作中相互學習，擴大了知名度，實現(xiàn)了雙贏。We need to establish the assessment mechanism featuring international cooperation and better manage the fund to increase its efficiency and effectiveness.The cooperation between Chinese and foreign institutions is an essence in establishing and developing Confucius Institutes.In the equal-footed cooperation, universities from both sides have learnt from each other, increased their brand visibility and reached a win-win situation.中方高校要對孔子學院工作予以重點支持，在選派院長、配備師資、合作機制等方面做好長遠安排，努力滿足孔子學院發(fā)展需求。Chinese universities should prioritize their support to Confucius Institutes and make long-term arrangements in selecting directors and teachers and in defining the cooperation mechanism.希望外方高校繼續(xù)與中方密切配合，共同落實雙方合作承諾，在人員配備、辦學場地和資金投入等方面給予更有力的支持。We hope the host universities continue to work closely with their Chinese partners, honor the cooperative commitments and give more support with regard to staffing, venue and facility provision, and fund allocation.中國派出教師和志愿者帶著友誼與理想來到異國他鄉(xiāng)工作，希望所在外方學校給予關懷，幫助他們盡快適應工作環(huán)境。廣泛的社會參與是孔子學院發(fā)展的新動力?？鬃訉W院沒有照搬其他國家語言推廣機構政府間合作的單一模式，而是既與學校合作，又與政府、企業(yè)和社團合作，形式靈活多樣。要進一步拓寬渠道，激發(fā)社會力量參與辦學的積極性，完善企業(yè)投入和社會捐贈的機制，把多方資源統(tǒng)籌到孔子學院可持續(xù)發(fā)展上來。Teachers and volunteers from China are dispatched to work on a foreign land with the spirit of friendship and volunteerism.We hope host universities will give them more care, tolerance and assistance so that they can adapt themselves to the new surroundings as quickly as possible.Broad participation from other social sectors can generate new dynamism for the development of Confucius Institutes.The model of Confucius Institutes is nowhere to be found in the existing language organizations of other countries.Instead, apart from working together with schools, Confucius Institutes work closely with governments, business sectors, communities, and organizations.We need to further expand the resources to Confucius Institutes from other social sectors and improve the mechanism of business sponsorship and social donation so as to mobilize resources of all sorts for the sustainable development of Confucius Institutes.女士們，先生們，朋友們，Ladies and gentlemen, friends，“相知無遠近，萬里尚為鄰?！闭Z言文化的交流是人與人之間心與心的交流。辦好孔子學院是一項功在當代、利在千秋的崇高事業(yè)。相信通過大家的共同努力，國際漢語教育事業(yè)一定會興旺發(fā)達，孔子學院的明天一定會更加美好！

As an old Chinese saying goes: “Bosom friends know no distance, and neighbors remain regardless of thousands of miles”.The exchange of languages and cultures lies in the hearts of human beings.Running Confucius Institutes well is a noble act that will not only benefit today's people, but also generations down the road.The cause of international Chinese language education is bigger than ourselves.I am convinced that, through our concerted efforts, Confucius Institutes will enjoy a brighter and more prosperous future!

在全縣上下深入學習貫徹省第十四次黨代會精神，喜迎黨的二十大勝利召開的關鍵時刻，我們克服新冠肺炎疫情影響，如期舉辦第四屆*·*發(fā)展大會暨重點產(chǎn)業(yè)鏈云招商大會。

本屆發(fā)展大會，是在國家推進以縣城為重要載體的城鎮(zhèn)化建設和省上實施強縣域行動新的時代背景下召開的，大會的主題是：聚焦產(chǎn)業(yè)鏈招商，助推強縣域行動。首先，我代表中共*縣委、*縣人民政府，向蒞臨大會的各位領導、各位嘉賓表示熱烈的歡迎和誠摯的問候！向多年來為*發(fā)展做出貢獻的企業(yè)家朋友和社會各界人士表示崇高的敬意和衷心的感謝！

這種信心，來自于*越來越有競爭力的優(yōu)勢特色產(chǎn)業(yè)。*是全國100個重點產(chǎn)煤縣之一、全國優(yōu)質肉牛優(yōu)勢產(chǎn)區(qū)、全國蘋果最佳適生區(qū)，有18.8億噸煤炭儲量和豐富的土、水、風、光、熱資源，龍泉寺國家4A級、華夏古槐王國家3A級旅游景區(qū)潛力巨大，*紅牛、*蘋果等多種農(nóng)產(chǎn)品通過國家地理標志認證，清潔能源、特色文旅、生態(tài)養(yǎng)殖、優(yōu)質果菜“四大產(chǎn)業(yè)”基礎良好。按照市上“3659”發(fā)展思路，謀劃確定的清潔能源及煤炭分質轉化利用、平?jīng)黾t牛、生豬、優(yōu)質蘋果、設施蔬菜、綠色建材及制造、文旅康養(yǎng)、生態(tài)環(huán)保8條重點產(chǎn)業(yè)鏈，市場空間巨大，發(fā)展前景廣闊，是務實合作、投資興業(yè)的理想選擇。

這種信心，來自于*越來越有承載力的基礎設施條件。隨著靈華高速、鳳平公路建成，白龍江引水和新基建等重大基礎設施建設，縣域現(xiàn)代基礎設施體系將更加完備，縣工業(yè)集中區(qū)和各類農(nóng)業(yè)園區(qū)基礎設施和產(chǎn)業(yè)配套能力不斷增強，搭建了招商引資、承接產(chǎn)業(yè)的良好平臺，將日益成為投資“洼地”和發(fā)展“高地”。

這種信心，來自于*越來越有吸引力的綠水青山資源。*地處黃河流域上游，貫穿全境的汭河、黑河、達溪河碧水清流，重巒疊嶂的唐帽山、五龍山、老爺山草木蔥蘢，全縣森林覆蓋率達到46.64%。隨著國家“雙碳”戰(zhàn)略和我縣國家“兩山”實踐創(chuàng)新基地建設加快推進，綠水青山的水庫、錢庫、糧庫、碳庫價值逐步顯現(xiàn)，綠色生態(tài)產(chǎn)業(yè)、綠色健康產(chǎn)品、綠色生活方式引領時代新風尚。

這種信心，來自于*越來越有創(chuàng)造力的干事創(chuàng)業(yè)環(huán)境。近年來，我們持續(xù)深化“放管服”改革，大力推行“不來即享”、“管家+保姆”等服務機制，為創(chuàng)新創(chuàng)業(yè)者提供優(yōu)質高效的服務。我們在全面落實減稅降費、留抵退稅等政策的基礎上，出臺招商引資12條措施，企業(yè)若有所需，政府必有所應。我們創(chuàng)新踐行“抓工作首先抓黨建、抓黨建關鍵抓班子，抓落實首先抓干部、抓干部關鍵抓作風”的總抓法，全縣上下爭先進位、加快發(fā)展的氛圍日益濃厚。

各位來賓、朋友們！

前不久勝利閉幕的省第十四次黨代會，做出了推動構建“一核三帶”區(qū)域發(fā)展格局、實施“四強”行動的戰(zhàn)略部署，擘畫了全面建設社會主義現(xiàn)代化幸福美好新*的宏偉藍圖，為*縣域經(jīng)濟社會發(fā)展提供了根本遵循。

任振鶴省長在我縣調(diào)研時指出，*要打好“區(qū)位牌”、“資源牌”、“生態(tài)牌”、“*牌”。這“四張牌”，把準了*高質量發(fā)展脈搏，點準了*強縣域行動核心競爭力之所在。

實施強縣域行動，關鍵在行動。我們將在打好“區(qū)位牌”上聚力突破，用好國家黃河戰(zhàn)略和省上構建“一核三帶”發(fā)展格局等重大機遇，突出工業(yè)主導型、農(nóng)業(yè)優(yōu)先型發(fā)展定位，協(xié)調(diào)推進重大基礎設施建設，促進經(jīng)濟總量和綜合實力趕超提升，加快建設城鄉(xiāng)融合發(fā)展先行縣、新型工業(yè)化創(chuàng)新發(fā)展縣、現(xiàn)代循環(huán)農(nóng)業(yè)示范縣、宜居宜游宜創(chuàng)業(yè)的生態(tài)文明縣，讓高質量發(fā)展成為強縣域行動最鮮明的主題。

我們將在打好“資源牌”上聚力突破，突出抓好8條重點產(chǎn)業(yè)鏈建設，打好產(chǎn)業(yè)基礎高級化、產(chǎn)業(yè)鏈現(xiàn)代化攻堅戰(zhàn)，加快建設工業(yè)強縣、文旅名縣，把*建設成為隴東綜合能源基地重要支撐板塊，讓重點產(chǎn)業(yè)鏈建設成為強縣域行動最硬核的支撐。

我們將在打好“生態(tài)牌”上聚力突破，加快國家“兩山”實踐創(chuàng)新基地和國家森林城市、園林縣城創(chuàng)建，堅定不移走生態(tài)產(chǎn)業(yè)化、產(chǎn)業(yè)生態(tài)化發(fā)展之路，加快建設生態(tài)優(yōu)縣，進一步打響“山水龍泉·養(yǎng)生*”品牌，彰顯“神奇山水樹·美麗汭河灣”的特色魅力，讓綠色成為強縣域行動最鮮亮的底色。
