在談?wù)撔抡?，?qǐng)?jiān)试S我談一談最近剛剛發(fā)生過的一件事情。女王陛下要求我組建新一屆政府，我接受了這一要求。與十年前相比，這個(gè)國(guó)家對(duì)內(nèi)更加開放，對(duì)外更加富有同情心，我們都應(yīng)該為此感到高興。

我謹(jǐn)代表這個(gè)國(guó)家，對(duì)長(zhǎng)期致力于公共服務(wù)的前任首相深表贊揚(yáng)。

就未來而言，我們的國(guó)家擁有無任何黨派占明顯多數(shù)的議會(huì)，我們面臨著一些深刻而緊迫的問題------災(zāi)年 龐大的赤字、深刻的社會(huì)問題以及需要改革政治制度。

基于這些原因，我計(jì)劃在保守黨和自由民主黨間組建適當(dāng)并充分的聯(lián)盟。我想，這是為國(guó)家提供一個(gè)我認(rèn)為我們非常需要的強(qiáng)大、穩(wěn)定、完善、體面的政府的正確途徑。

尼克 克萊格(Nick Clegg)和我都是希望撇開黨派差異、為公益事業(yè)、為國(guó)家利益而努力的領(lǐng)導(dǎo)人。我認(rèn)為，這是打造我們所需要的強(qiáng)大政府的最佳途徑，是打造今天我們需要的果斷的政府的最佳途徑。

很明顯，我們的任務(wù)之一就是重建對(duì)政治體系的信任。是的，這就要求我們清理開支、改革議會(huì)、保證對(duì)人民的管理并確保政治家始終是人們的公仆，而非主人。

我之所以從政，是因?yàn)槲覠釔圻@個(gè)國(guó)家，我相信最好的日子還在前面，我深信公共服務(wù)。我認(rèn)為，服務(wù)國(guó)家最重要的是直面我們真正的大挑戰(zhàn)，直面我們的問題，做出艱難的決定，并領(lǐng)導(dǎo)人民克服這些困難，這樣我們就能夠一起邁向更美好的明天。

但是我相信還有其他方面。這關(guān)乎于，要誠(chéng)實(shí)地表現(xiàn)政府可能達(dá)到的業(yè)績(jī)。真正的變革不是僅靠政府之力就能完成的。真正的變革需要所有人齊心協(xié)力、眾志成城，需要我們每個(gè)人完成自己的責(zé)任，為自己，為家庭，為社會(huì)，也為其他人。

我希望幫助不列顛建立一個(gè)更加有責(zé)任感的社會(huì)。在這樣一個(gè)社會(huì)，我們不會(huì)只問“我們的權(quán)利是什么”，而是要問“我們的責(zé)任是什么”；在這樣一個(gè)社會(huì)，我們不會(huì)只問“我應(yīng)該感激誰”，而是問“我能夠給與什么”。為了實(shí)現(xiàn)這樣的社會(huì)，不管是對(duì)那些能夠做到、愿意做到還是不能做到的人，我們都應(yīng)該始終給與幫助。

我希望你們知道，我的政府一直在照顧我們國(guó)家的老者、弱者和貧困者。我們必須讓大家和我們一起面對(duì)一些我們之前曾面對(duì)過的困難決定。

總而言之，這將是一個(gè)建立在有著清晰價(jià)值觀上的政府 這個(gè)價(jià)值觀就是自由、公平和責(zé)任。我希望我們能夠打造這樣一個(gè)讓工作有所回報(bào)的經(jīng)濟(jì)體制，我希望我們能夠建設(shè)一個(gè)擁有更堅(jiān)固家庭、更完善社區(qū)的社會(huì)，我希望帶來一個(gè)人民能夠信任并且再次令人民尊敬的政治體系。

這需要艱苦卓絕的工作。聯(lián)合政府將面對(duì)各種各樣的挑戰(zhàn)。但是我堅(jiān)信，基于這樣的價(jià)值觀 重建家庭、重建社區(qū)、重建我們國(guó)家的責(zé)任感，我們能夠提供我們國(guó)家所需要的堅(jiān)強(qiáng)而穩(wěn)定的政府。
