When it comes to those cybersecurity issues like hacking or theft,those are not issues that are unique to the U.S.-China relationship.Those are issues that are of international concern.Oftentimes it’s non-state actors who are engaging in these issues as well.And we’re going to have to work very hard to build a system of defenses and protections,both in the private sector and in the public sector,even as we negotiate with other countries around setting up common rules of the road.黑客攻擊和盜版這類網(wǎng)絡(luò)安全問題并非是美中關(guān)系中獨(dú)有的問題。這些是國際關(guān)切的問題。一些非國家行為者往往也進(jìn)行這類活動。即便我們在和其他國家就建立共同遵守的行為規(guī)則進(jìn)行磋商的同時,我們也要以極大努力既在私營行業(yè)也在政府部門建立起防范和保護(hù)系統(tǒng)。

Q: I’m with China Central Television and my question for President Xi is,what are the main issues that were discussed in the longer-than-expected meeting this afternoon? And what are the major areas of consensus that have emerged from the discussion? And last year,when you were visiting the United States,you raised the concept of the two sides working together to explore what you call a new model of major country relationship,something that is unprecedented in the relationship and that can inspire future generations.And after this concept was raised,there has been much discussion and comment on it,both in China and the United States and in the world more broadly.So did you have further discussion on this issue in your meeting this afternoon?

習(xí)近平表示,中國和日本是一衣帶水的鄰邦。在中日兩國2000多年的交往中,和平友好是歷史主流。令人遺憾的是,在中國人民抗日戰(zhàn)爭和世界反法西斯戰(zhàn)爭勝利69年的今天,日本一些政治組織和政治人物依然在矢口否認(rèn)日軍侵略的野蠻罪行,依然在執(zhí)意參拜雙手沾滿鮮血的戰(zhàn)犯亡靈。這些做法,不僅違背了日本政府在歷史問題上的承諾,而且背離了中日關(guān)系的政治基礎(chǔ),嚴(yán)重傷害了中國人民和廣大亞洲國家人民的感情。中國人民有比海洋、天空更為寬廣的胸懷,但我們的眼睛里也絕容不下沙子。

習(xí)近平兩月內(nèi)兩赴盧溝橋以紀(jì)念抗戰(zhàn)
9月3日,坐落在盧溝橋畔宛平城的中國人民抗日戰(zhàn)爭紀(jì)念館,習(xí)近平在兩個月之內(nèi),第二次來到這里。這種頻率并不多見。
兩月內(nèi)兩次紀(jì)念抗戰(zhàn) 今年是中國人民抗日戰(zhàn)爭和世界反法西斯戰(zhàn)爭勝利69周年。按照往年慣例,“逢五”、“逢十”的年頭才會有大規(guī)模紀(jì)念,黨和國家領(lǐng)導(dǎo)人參加紀(jì)念活動。今年打破了這一規(guī)律。
9月3日上午9時56分,習(xí)近平等政治局7位常委來到中國人民抗日戰(zhàn)爭紀(jì)念館,參加紀(jì)念活動。
而在此前的7月7日,習(xí)近平等黨和國家領(lǐng)導(dǎo)人也是來到中國人民抗日戰(zhàn)爭紀(jì)念館,同1000多名各界代表一起參加抗戰(zhàn)紀(jì)念。習(xí)近平同參加過抗日戰(zhàn)爭的新四軍老戰(zhàn)士焦?jié)櫪?、國民黨老戰(zhàn)士林上元,以及兩名少年兒童一起,為“獨(dú)立自由勛章”雕塑揭幕。據(jù)新華社報道,這是首次有國家最高領(lǐng)導(dǎo)人在“七七”這一天參與官方紀(jì)念。
習(xí)近平當(dāng)時在講話中表示,歷史就是歷史,事實(shí)就是事實(shí),任何人都不可能改變歷史和事實(shí)。付出了巨大犧牲的中國人民,將堅定不移捍衛(wèi)用鮮血和生命寫下的歷史。任何人想要否認(rèn)、歪曲甚至美化侵略歷史,中國人民和各國人民決不答應(yīng)!
人大立法后首次紀(jì)念
在中國抗戰(zhàn)紀(jì)念史上,今年是一個特殊的年份。這是全國人大以法定形式確定9月3日為抗戰(zhàn)勝利紀(jì)念日后的首次紀(jì)念。
上海師范大學(xué)人文與傳播學(xué)院院長、中國“慰安婦”問題專家蘇智良此前曾表示,“類似今年這種普通年份,紀(jì)念規(guī)格之高,很罕見”。
高規(guī)格紀(jì)念的一個重要原因,就是人大的立法。
今年2月,全國人大將9月3日確定為中國人民抗日戰(zhàn)爭勝利紀(jì)念日。1945年9月2日,日本政府代表簽署投降書。9月3日,中國舉國歡慶,慶??箲?zhàn)勝利。1999年9月18日,國務(wù)院修訂《全國年節(jié)及紀(jì)念日放假辦法》,將9月3日定為抗戰(zhàn)勝利紀(jì)念日。今年,全國人大以立法形式將其再一次確認(rèn)。
此外,今年中國紀(jì)念抗戰(zhàn)的活動集中、形式多樣。除了常規(guī)的紀(jì)念活動,還有人大立法、公布45名日本侵華戰(zhàn)犯的罪行自供、公布第一批抗日英烈名錄等。
紀(jì)念意在表明中國立場
兩個月內(nèi),習(xí)近平兩次參加抗戰(zhàn)紀(jì)念。專家表示,這種頻率此前并不多見。
吉林大學(xué)副校長、吉林大學(xué)東北亞研究中心主任王勝今認(rèn)為,除了人大立法確定的原因外,國家領(lǐng)導(dǎo)人參加活動是在以實(shí)際行動維護(hù)二戰(zhàn)的勝利成果。在“中國夢”的背景下,激勵全體中華兒女熱愛祖國,珍視歷史,以史為鑒。
“日本在歷史問題上開倒車,少數(shù)右翼分子右傾嚴(yán)重。國家領(lǐng)導(dǎo)人參加抗戰(zhàn)紀(jì)念活動,意在表明中國的立場。”王勝今表示,明年是中國人民抗日戰(zhàn)爭和世界反法西斯戰(zhàn)爭勝利70周年,紀(jì)念形式會更隆重。
蘇智良認(rèn)為,針對抗戰(zhàn)的紀(jì)念,我們會逐漸形成一種成熟的紀(jì)念形式,成為今后的樣本。

聲 音 安倍上臺后,日本在處理對華關(guān)系問題上,如釣魚島問題,以及處理自身內(nèi)政問題上,如強(qiáng)化自衛(wèi)隊等,軍國主義復(fù)蘇勢頭很明顯。黨和國家領(lǐng)導(dǎo)人出席此類活動,也是提醒我們的人民,對日本的動態(tài)要有高度的警覺,堅決保護(hù)國家安全、主權(quán)和領(lǐng)土完整。
