It is a privilege to open this inaugural meeting of the Strategic and Economic Dialogue between the United States and China.I am especially pleased to join my co-chair, Secretary Geithner, and to welcome State Councilor Dai and Vice Premier Wang.I look forward to resuming the productive discussions I had with Councilor Dai, President Hu, and Premier Wen on my trip to China in February, and to build on President Obama and President Hu’s meeting in London.十分榮幸能在美中兩國之間的戰(zhàn)略與經(jīng)濟對話首次會議開幕式上致辭。我特別高興能與蓋特納（Geithner）部長共同主持會議，并歡迎王岐山副總理和戴秉國國務(wù)委員。我期待著繼續(xù)我2月訪華期間與戴秉國國務(wù)委員、胡錦濤主席和溫家寶總理進行的富有成果的討論，并在奧巴馬總統(tǒng)和胡錦濤主席倫敦會晤的基礎(chǔ)上取得更多成果。

This is both a culmination, and a beginning.A culmination of actions taken by our predecessors 30 years ago, when the United States and China established formal diplomatic relations, and Deng Xiaoping launched China’s economic reform and opening to the world.What followed was a blossoming of Chinese economic growth and diplomatic engagement that has allowed our nations to reach this place of opportunity today.這一對話既是一個結(jié)果又是一個開端。作為結(jié)果，它源于我們的前任們30年前所采取的行動。那時，美中兩國建立了正式外交關(guān)系，鄧小平發(fā)起了中國的經(jīng)濟改革并實行對外開放。隨之而來的是中國經(jīng)濟的蓬勃發(fā)展和使我們兩國到達今天機遇之地的外交接觸。

Although past relations between the United States and China have been influenced by the idea of a balance of power among great nations, the fresh thinking of the 21st century can move us from a multi-polar world to a multi-partner world.And it is our hope that the dialogue we initiate today will enable us to shape that common agenda.盡管美國和中國以往的關(guān)系受到大國間權(quán)力平衡的觀點的影響，但21世紀全新的思維能使我們從一個多極世界走向一個多伙伴世界。我們希望今天啟動的對話將使我們能夠確立這個共同議程。

Our nations face common global threats, from the economic crisis, to non-proliferation, climate change and clean energy, pandemic disease and global poverty, North Korea, Iran, and extremism in Afghanistan and Pakistan.我們兩國面臨著同樣的全球性威脅，從經(jīng)濟危機到防擴散，從氣候變化到清潔能源，從大規(guī)模流行性疾病到全球貧困，從北韓到伊朗，還有阿富汗和巴基斯坦的極端主義勢力。

When I was in China in February, it was my first time back in almost a decade.And I was struck, as many visitors are, by the transformation that had taken place.Driving on the third ring road in Beijing, I felt like was watching a movie in fast-forward.From a few high rise buildings on my last trip, to a gleaming Olympic complex and corporate skyscrapers today.From millions of Flying Pigeon bicycles navigating the streets, to cars of every model traversing modern thoroughfares.And for those traveling to Shanghai, an already cosmopolitan city soon to add the Shanghai Expo.我今年二月訪問中國時，距我前一次訪問已有將近十年之久。我像很多來訪者一樣，被今昔的變化所震撼。驅(qū)車行駛在三環(huán)路上，我感到仿佛是在觀看一部快進的電影。我上次來時高樓大廈屈指可數(shù)，如今奧林匹克場館和摩天商務(wù)大廈令人眼花繚亂。過去有千百萬輛飛鴿牌自行車在大街小巷穿行，如今有各種型號的汽車在現(xiàn)代化公路上行駛。那些去上海的人還會看到上海世博會將為這個已經(jīng)發(fā)展成型的大都市增添光彩。

We also welcome China’s role in promoting peace and stability in the Asia Pacific.Over the past 30 years, the United States has helped foster security in the region – a critical factor in China’s growth, and an important strategic interest of our own.In the future, we will remain actively engaged in promoting the security of Asia.When misunderstandings or disagreements arise, we will work through them peacefully and through intensive dialogue.我們還歡迎中國為促進亞太地區(qū)的和平與穩(wěn)定所發(fā)揮的作用。過去30年來，美國幫助建立該地區(qū)的安全，這對中國的增長至關(guān)重要，對我們自身的戰(zhàn)略利益也意義重大。未來，我們將繼續(xù)積極參與促進亞洲的安全。出現(xiàn)誤解或分歧時，我們將以和平方式并通過積極對話來予以解決。

This Strategic and Economic Dialogue differs from past dialogues in scope, substance, and approach.It is comprehensive by design, meant to enlist the full range of talent within our governments and to include cross-cutting challenges that are neither bureaucratically neat, nor easily compartmentalized.本屆戰(zhàn)略與經(jīng)濟對話在廣度、實質(zhì)乃至方法上均不同于過去的對話。其形式結(jié)構(gòu)力求全面，以便充分利用兩國政府內(nèi)部的聰明才智，解決那些在行政體制上無法按部門截然劃分的問題。

With this dialogue we are laying, brick by brick, the foundation of a stronger relationship – improving lines of communication;increasing understanding;setting priorities;and creating a work plan.通過這一對話，我們正腳踏實地為加強關(guān)系而奠定基礎(chǔ)，改善交流途徑，增強理解，制定重點目標和工作計劃。

Our agenda will focus on several areas:

First, the economic recovery.Repairing the global economy is a priority for both the United States and China.We have taken aggressive action at home to stimulate our economy and stabilize our financial institutions.China has taken similarly bold steps and we both agree that further economic and financial cooperation is necessary for global recovery.第一，經(jīng)濟復(fù)蘇。修復(fù)全球經(jīng)濟是美中兩國的首要目標。我們已在國內(nèi)采取果斷行動，以刺激經(jīng)濟和穩(wěn)定金融機構(gòu)。中國已采取類似的大膽措施，而且我們雙方均認為，進一步的經(jīng)濟和金融合作對全球復(fù)蘇是必要的。

Second, climate change and clean energy.As the world’s two biggest emitters, we must demonstrate to the developed and developing world that clean energy and economic growth can go hand-in-hand.We are already involved in promising partnerships.In Beijing, I toured a geo-thermal plant that is a true U.S.-Chinese collaboration.General Electric has provided high-tech equipment to produce heat and power with half the emissions, and far less water usage than the coal plants that are typically relied on.And Chinese businesses build the steam turbines that help to power the plant.This plant saves costs and provides clean energy – including heat for the U.S.Embassy.第二，氣候變化和清潔能源。作為世界上兩個最大的排放國，我們必須向發(fā)達和發(fā)展中國家表明，清潔能源和經(jīng)濟增長能夠同步進行。我們已在進行充滿希望的合作。在北京期間，我參觀了一家地?zé)峁S，這是名副其實的美中合作。通用電氣公司提供的高科技設(shè)備被用于產(chǎn)熱發(fā)電，與通常燃煤的火力發(fā)電相比，排放減少了一半，用水量也大大下降。中國公司則制造了工廠發(fā)電用的燃氣輪機。該廠在節(jié)省成本的基礎(chǔ)上提供了清潔能源，包括為美國大使館提供熱能。

Third, security challenges.I just attended the ASEAN conference in Thailand, where the North Korean regime’s recent provocations were a subject of great concern.China and the United States both appreciate the dangers of escalating tensions and a prospective arms race in East Asia;and the proliferation of weapons of mass destruction.第三，安全挑戰(zhàn)。我剛剛出席了在泰國舉行的東盟會議，北韓政權(quán)最近的挑釁行動成了大會十分關(guān)注的議題。中國和美國均認識到緊張局勢升級以及東亞可能發(fā)生的軍備競賽所導(dǎo)致的危險以及大規(guī)模毀滅性武器擴散的危險。

Already, China and the United States have worked together to contain dangerous actions on the part of North Korea.We are grateful for the Chinese government’s leadership in establishing the Six Party Talks and for its close cooperation in response to North Korean missile launches.In this dialogue, we will discuss ways to work jointly to persuade the regime to agree to denuclearization and end its international isolation.中美兩國已經(jīng)在進行合作，以遏制北韓方面的危險行動。我們感謝中國政府為設(shè)立六方會談所發(fā)揮的主導(dǎo)作用以及在應(yīng)對北韓導(dǎo)彈發(fā)射問題上所進行的密切合作。本屆對話期間，我們將探討如何共同努力以說服該政權(quán)同意實現(xiàn)無核化并結(jié)束其國際孤立狀態(tài)。

Fourth, development.Under President Obama, development, like diplomacy, is an equally important pillar of American foreign policy.Many of the world’s threats stem from lack of opportunity which, in turn, leads to poverty, social erosion, and political instability.By addressing global scourges such as hunger, illiteracy, disease, and economic marginalization from the bottom up, and by insisting on accountability and adherence to the rule of law, we can widen opportunity and prosperity for more people in more places.第四，發(fā)展。在奧巴馬總統(tǒng)領(lǐng)導(dǎo)下，發(fā)展同外交一樣，是美國對外政策的重要支柱。世界上許多威脅的根源來自機會的缺乏，而機會缺乏進而導(dǎo)致貧困、社會解體及政治動蕩。通過自下而上地消除饑餓、文盲、疾病以及經(jīng)濟邊緣化等全球性災(zāi)難，堅持問責(zé)制和法治，我們能夠為更多地區(qū)的更多人帶來機會和繁榮。

None of these problems will be easy to solve, and results won’t happen overnight.We will not always see eye-to-eye, as is the case with human rights, where the United States will continue to be guided by the ideal that the rights of all people must be respected.Still, solutions to many of today’s global challenges are within reach if we work cooperatively where our interests intersect, and are honest with each other when they don’t.這些問題無一能輕易解決，也不會一夜之間就產(chǎn)生結(jié)果。我們的觀點并非全部一致，人權(quán)便是一例。美國將繼續(xù)恪守這樣的理念：所有人的權(quán)利都必須得到尊重。盡管如此，如果我們在利益一致的領(lǐng)域進行合作，并且在利益不一致時能做到開誠布公，那么我們就能夠成功應(yīng)對當今的許多全球性挑戰(zhàn)。

A well-known Chinese saying speaks of a sacred mountain in northern China near Confucius’ home.It says: “When people are of one mind and heart, they can move Mt.Tai."

We cannot expect to be united at every turn, but we can be of one mind and heart on the need to find common ground as we confront the shared challenges of the 21st century.The Obama Administration has embraced this dialogue with China early and energetically because we want to see it to fruition.This is an issue of great importance to me as Secretary of State, and I know the same is true for my colleagues and for our President.我們無法期待事事處處都保持一致，但就面臨21世紀的共同挑戰(zhàn)有必要找到共同立足點而言，我們能夠齊心協(xié)力。奧巴馬政府上任伊始就決定大力與中國展開對話，因為我們希望看到它結(jié)出碩果。作為國務(wù)卿，這對我本人是一個十分重要的問題，并且我知道對我的同事們和奧巴馬總統(tǒng)也是如此。

As President Obama says, the United States remains committed to building a cooperative partnership based on mutual benefit and mutual respect.Since we launched this dialogue three years ago, high-ranking officials from both our governments have criss-crossed the Pacific dozens of times.Our relationship has grown closer and more consequential, and the web of connections that link our nations is increasing.如同歐巴馬總統(tǒng)所言，美國繼續(xù)致力于建設(shè)一種基于互惠與互相尊重的合作關(guān)系。自從我們在三年前啟動這項對話以來，雙方政府的高級官員已在太平洋兩岸往返了數(shù)十次。我們的關(guān)系更加密切也更富成效，聯(lián)系我們兩國的紐帶也與日俱增。

Now, having said that, we understand too that building a cooperative, resilient, mutually beneficial relationship is not easy.That’s why this dialogue is so critical as well as the Strategic Security Dialogue that took place here yesterday.We are discussing how the talks are opening economic activity to advance prosperity, support innovation, and improve the lives of people, how to promote greater military transparency to avoid misunderstandings, to build trust and maintain mutual stability, how to tackle some of the world’s most urgent crises from climate change to proliferation.在此基礎(chǔ)上，我們也理解要建立一種合作、堅韌、互惠的關(guān)系并不容易。這就是這一對話以及昨天在此舉行的戰(zhàn)略安全對話如此重要的原因。我們討論了對話如何開啟經(jīng)濟活動以促進繁榮、支持創(chuàng)新并改善人民生活，如何提倡提高軍事透明度以避免誤解，建立信任并維護共同穩(wěn)定，如何應(yīng)對全世界從氣候變化到核擴散的一系列最緊迫的危機。

The United States welcomes China’s increased engagement on the highest priority regional and global issues, and in our strategic track, we will be discussing these.For example, on Iran, the United States and China share the goal of preventing Iran from acquiring a nuclear weapon.And we had a productive first meeting as members of the P-5+1 in Istanbul, and are looking forward to the next meeting in Baghdad because we both understand it is critical to keep pressure on Iran to meet its international obligations, to negotiate seriously, and prove that its nuclear program is solely for peaceful purposes.美國歡迎中國日益投入于最重要的地區(qū)和全球事務(wù)，我們將在戰(zhàn)略會談中對此進行討論。舉例而言，在伊朗問題上，美國和中國都抱有制止伊朗獲得核武器的目標。作為5常加1的成員，我們已在伊斯坦布爾召開了富于成效的第一次會議，并期待下一次會議在巴格達召開，因為我們雙方都理解，繼續(xù)對伊朗施壓以使它履行其國際義務(wù)、嚴肅地進行談判、并證明其核項目完全用于和平目的，都是至關(guān)重要的。

In Syria, we are absolutely committed to end the brutal violence against civilians, and therefore, it is essential that the international community work together to hold the regime and the others involved in violence accountable, because regrettably, the Security Council on which we both serve as current members is at stake.在敘利亞，我們堅定不移地致力于結(jié)束傷害平民的野蠻暴力行為；因此，國際社會協(xié)力追究實施暴力行為的敘利亞政權(quán)及其他人的責(zé)任至關(guān)重要；因為令人遺憾的是，我們目前都是其成員的安理會面臨信譽危機。

This Strategic and Economic Dialogue differs from past dialogues in scope, substance, and approach.It is comprehensive by design, meant to enlist the full range of talent within our governments and to include cross-cutting challenges that are neither bureaucratically neat, nor easily compartmentalized.本屆戰(zhàn)略與經(jīng)濟對話在廣度、實質(zhì)乃至方法上均不同于過去的對話。其形式結(jié)構(gòu)力求全面，以便充分利用兩國政府內(nèi)部的聰明才智，解決那些在行政體制上無法按部門截然劃分的問題。

Our agenda will focus on several areas: 我們的議程將側(cè)重于以下幾個方面：

Third, security challenges.I just attended the ASEAN conference in Thailand, where the North Korean regime’s recent provocations were a subject of great concern.China and the United States both appreciate the dangers of escalating tensions and a prospective arms race in East Asia;and the proliferation of weapons of mass destruction.第三，安全挑戰(zhàn)。我剛剛出席了在泰國舉行的東盟會議，北韓政權(quán)最近的挑釁行動成了大會十分關(guān)注的議題。中國和美國均認識到緊張局勢升級以及東亞可能發(fā)生的軍備競賽所導(dǎo)致的危險以及大規(guī)模毀滅性武器擴散的危險。

Fourth, development.Under President Obama, development, like diplomacy, is an equally important pillar of American foreign policy.Many of the world’s threats stem from lack of opportunity which, in turn, leads to poverty, social erosion, and political instability.By addressing global scourges such as hunger, illiteracy, disease, and economic marginalization from the bottom up, and by insisting on accountability and adherence to the rule of law, we can widen opportunity and prosperity for more people in more places.第四，發(fā)展。在奧巴馬總統(tǒng)領(lǐng)導(dǎo)下，發(fā)展同外交一樣，是美國對外政策的重要支柱。世界上許多威脅的根源來自機會的缺乏，而機會缺乏進而導(dǎo)致貧困、社會解體及政治動蕩。通過自下而上地消除饑餓、文盲、疾病以及經(jīng)濟邊緣化等全球性災(zāi)難，堅持問責(zé)制和法治，我們能夠為更多地區(qū)的更多人帶來機會和繁榮。

To the young people like-a 13-year-old Anne Riddell from Mayfield, Ohio, who had been saving for two years to go to Disney World and decided to use her savings instead to travel to Pennsylvania with her mom and volunteer there, as well.To the veterans, to the childhood friends, to New Yorkers and Arkansans-who traveled across the country, telling anyone who would listen why you supported me.And to all of those women in their 80s and their 90s-born before women could vote, who cast their votes for our campaign.I've told you before about Florence Stein of South Dakota who was 88 years old and insisted that her daughter bring an absentee ballot to her hospice bedside.Her daughter and a friend put an American flag behind her bed and helped her fill out the ballot.She passed away soon after and, under state law, her ballot didn't count, but her daughter later told a reporter，“My dad's an ornery, old cowboy, and he didn't like it when he heard mom's vote wouldn't be counted.I don't think he had voted in 20 years, but he voted in place of my mom.”

I'm getting ready for a lot of things.A lot of things.It's spring, so we're starting to get the gardens ready and my tomatoes are legendary here in my own neighborhood.My daughter is about to start kindergarten next year, and so we're moving just so she can belong to a better school.......My brother and I are starting our first business......After five years of raising my children, I am now going back to work.Every day we're trying to get more and more ready and more prepared.Baby boy, coming your way.Right now I'm applying for jobs.It's a look into what the real world will look like after college.I'm getting married this summer to someone I really care about.I'm gonna be in the play and I'm gonna be in a fish costume.From little tiny fishes.I'm getting ready to retire soon.Retirement means reinventing yourself in many ways.Well we've been doing a lot of home renovations.But, most importantly, we just want to teach our dog to quit eating the trash.And so we have high hopes for 2015 that that's going to happen.I've started a new career recently.This is a fifth generation company which means a lot to me.This country was founded on hard work and it really feels good to be a part of that.I'm getting ready to do something, too.I'm running for president.Americans have fought their way back from tough economic times but the deck is still stacked in favor of those at the top.Everyday Americans need a champion, and I want to be that champion.So, you can do more than just get by, you can get ahead.And stay ahead!Because when families are strong, America is strong.So, I'm hitting the road to earn your vote.Because it's your time, and I hope you'll join me on this journey.我已準備好了要做很多事，特別多的事。

With this in mind, I would like to read a few lines of a letter from President Obama that I will be personally handing to President Hu Jintao.President Obama wrote: “Our relationship with China is guided by the recognition that we live in an inter-connected world.One country's success need not come at the expense of another.Our progress can be shared.Indeed, the United States welcomes China as a strong, prosperous, and successful member of the community of nations.” 考慮到這種情況，我在此宣讀我將親自向胡錦濤主席轉(zhuǎn)交的奧巴馬總統(tǒng)信中的幾句話。奧巴馬總統(tǒng)寫道：“我們生活在一個相互聯(lián)系的世界上，我們與中國的關(guān)系正是以這樣一種認識為指導(dǎo)。一個國家的成功不必以另一個國家的利益為代價。我們可以共享進步。美國真誠地歡迎中國成為國際大家庭中一個強大、繁榮和成功的成員?！?/p>

Over the past 16 months, we have worked together to lay the foundation for that positive, cooperative, and comprehensive relationship that President Obama and President Hu have committed our nations to pursuing.We launched the strategic and economic dialogue last year in Washington, as the premier convening mechanism in our relationship.And this year we have assembled an even broader and deeper team, here in China, to address our growing agenda.We have built avenues of cooperation and identified areas of mutual interest.奧巴馬總統(tǒng)和胡錦濤主席要求兩國建立積極、合作和全面的關(guān)系，過去16個月來我們共同努力，為雙方的關(guān)系奠定了基礎(chǔ)。去年，我們在華盛頓啟動了戰(zhàn)略與經(jīng)濟對話，為兩國關(guān)系建立了主要的對話機制。今年，我們派出代表性更廣泛和更深入的團隊，前來中國討論日益增多的議程。我們構(gòu)建了合作的平臺，確定了擁有共同利益的領(lǐng)域。

Our job, moving forward, is to translate that common interest into common action and, in turn, to translate that action into results that improve the lives of our people, and contribute to global progress.Over the long term, these results are how our relationship will be measured.著眼未來，我們的工作是把我們的共同利益轉(zhuǎn)變成共同行動，進而將這種行動轉(zhuǎn)化為改善兩國人民生活，促進全球進步的結(jié)果。從長遠來看，這些結(jié)果是衡量我們關(guān)系的標準。

We are conscious that meaningful progress against great global challenges is the work of years, not days.We know that this gathering, in and of itself, is a foundation for ongoing cooperation that has to take place every day at every level of our government.And so, we will blend urgency and persistence in pursuit of shared goals.我們認識到，應(yīng)對全球性的挑戰(zhàn)取得有意義的進展需要經(jīng)過多年的努力，并非指日可待。我們知道，這次會議本身為我們政府各級日常必須進行的持續(xù)合作奠定了基礎(chǔ)。因此，為了實現(xiàn)共同的目標，我們既需要有緊迫性又需要有持久性。We have already begun to see progress on some of the key areas of common concern that we laid out in our first dialogue last year.But there is much work to be done.我們已經(jīng)開始看到，對于去年雙方第一輪對話期間確定的共同關(guān)心的問題，在主要領(lǐng)域的某些方面取得了進展。但還有許多工作需要做。

First, on international security challenges, the United States and China have consulted closely on the challenge posed by Iran's nuclear program.The prospect of a nuclear-armed Iran concerns us all.And to address that threat, together we have pursued a dual-track approach of engagement and pressure, aimed at encouraging Iran's leaders to change course.The draft resolution agreed to by all of our P-5+1 partners and circulated at the Security Council sends a clear message to the Iranian leadership: Live up to your obligation, or face growing isolation and consequences.As we continue to cooperate in New York, the burden is on Iran to demonstrate through its actions that it will uphold its responsibility.首先，對于國際安全方面的挑戰(zhàn)，美國和中國就伊朗核項目構(gòu)成的挑戰(zhàn)進行了密切協(xié)商。伊朗擁有核武器的可能性受到我們大家的關(guān)注。為了消除這個威脅，我們共同采取了接觸與施壓的雙軌方式，目的是促使伊朗領(lǐng)導(dǎo)人改弦易轍。我們 “5常+1”的伙伴一致達成的決議草案已在安理會分發(fā)，此舉向伊朗的領(lǐng)導(dǎo)層發(fā)出了一個明確的信息：履行你的義務(wù)，否則將日益受孤立，面臨更嚴重的后果。我們在紐約繼續(xù)進行合作之際，伊朗有責(zé)任通過自己的行動表明將承擔本身的責(zé)任。

Now, beyond these pressing challenges there are other shared security concerns that I look forward to discussing, including the fight against violent extremism in Afghanistan and Pakistan, counter-piracy efforts, and deeper military-to-military cooperation.現(xiàn)在，除了這些緊迫的挑戰(zhàn)之外，我還期待著討論其它有關(guān)共同安全的問題，其中包括在阿富汗和巴基斯坦打擊暴力極端主義，以及打擊海盜的行動和更深入的軍方與軍方的合作。

Second, on climate and energy, we have built on the memorandum of understanding signed at the last round of the dialogues, collaborating on new, clean energy research, including a center.We have committed ourselves to an electrical vehicle initiative, and a renewable energy partnership, and more.At Copenhagen, for the first time, all major economies, including both the United States and China, made national commitments to curb carbon emissions and transparently report on their mitigation efforts.Now we must work to implement the Copenhagen accord with balanced commitments that are reflected in the ongoing negotiation.其次，在氣候和能源方面，我們在第一輪對話期間簽署備忘錄的基礎(chǔ)上繼續(xù)努力，為研究新的清潔能源進行合作，包括建設(shè)一個中心。我們已對電動汽車計劃、可再生能源伙伴關(guān)系等給予承諾。在哥本哈根，所有主要經(jīng)濟體，包括美國和中國，第一次以國家的名義承諾限制二氧化碳排放并就各國緩解氣候變化的努力提供透明的報告?，F(xiàn)在我們必須努力實施哥本哈根協(xié)定，堅持正在進行的談判所反映的實現(xiàn)整體平衡的承諾。

Third, on education, health, and development, tomorrow I will meet with State Councilor Lio to launch a new dialogue on educational and cultural exchanges that will deepen understanding and cooperation between our people.I am very pleased that Secretary of Health and Human Services Kathleen Sebelius has joined us this year to expand cooperation on infectious diseases and other international health challenges.Our ambassador for global women's issues, Melanne Verveer, is also here because we recognize that the roles and rights of women are central to many of the issues we face, including devising a global strategy for development that is both sustainable and effective.第三，教育、衛(wèi)生與發(fā)展問題。明天我將會晤劉國務(wù)委員，開始新的關(guān)于教育和文化交流的對話，加深兩國人民的相互理解和合作。我很高興衛(wèi)生與公眾服務(wù)部部長凱瑟琳·西貝利厄斯今年加入我們的行列，為應(yīng)對傳染病和國際衛(wèi)生領(lǐng)域其它方面的挑戰(zhàn)擴大相互間的合作。我國全球婦女問題大使梅拉妮·弗維爾也在座，因為我們認識到，婦女的作用和權(quán)利對于解決我們面臨的許多問題都舉足輕重，其中包括制定可持續(xù)和切實有效的全球發(fā)展戰(zhàn)略。

The Obama Administration has worked to advance a long-term investment-driven approach to development.And Administrator Raj Shah is leading our efforts.We have elevated development as a core pillar of our foreign policy, and we seek to coordinate with China and other donors to meet country-led needs and to comply with internationally-agreed standards.對于發(fā)展問題，奧巴馬政府努力促進長期投資驅(qū)動的模式。拉吉夫沙赫署長負責(zé)主持這方面的工作。我們已經(jīng)把發(fā)展提升為我國外交政策的一個核心支柱，我們正爭取與中國和其他捐助方進行協(xié)調(diào)，以滿足國家主導(dǎo)的需求，同時遵循國際公認的標準。

Now, our discussions in these few days are unlikely to solve the shared challenges we face.But they can and should provide a framework for delivering real results to our people.We will not agree on every issue.But we will discuss them openly, as between friends and partners.And that includes America's commitment to universal human rights and dignity, and so much else that is on both Chinese and American minds.當然，我們短短幾天進行的討論不可能解決我們共同面臨的挑戰(zhàn)，但我們能夠而且應(yīng)該提供一個有利于為兩國人民帶來實惠的框架。我們不可能在每一問題上達成一致，但我們能夠像朋友和伙伴一樣坦率地討論這些問題，其中包括美國對普遍人權(quán)和尊嚴的承諾，以及中方和美方關(guān)心的許許多多其它問題。There is a Chinese proverb that speaks of treading different paths that lead to the same destination.Our two nations have unique histories.China is home to an ancient civilization, as I saw in the Chinese Pavilion when I visited, with the scroll that has been made to come alive, showing life in this city 1,000 years ago.America is a young nation.But we know that our future, both our challenges and our opportunities, will be shared.We have traveled different paths, but that shared future is our common destination and responsibility.And, ultimately, that is what this dialogue is about.中國有個成語，殊途同歸。我們兩國都有著獨特的歷史。中國是古代文明的發(fā)祥地之一。我在上海參觀中國館時看到的圖像栩栩如生地展示了一千年以前的城市生活場景。美國是一個年輕的國家，但我們都知道，我們的未來，包括我們的挑戰(zhàn)和機遇，都將是共同的。我們行進在不同的道路上，但共有的未來是我們共同的目的地和責(zé)任所在，歸根結(jié)底也是這場對話的目的。
