借此機(jī)會,我也要感謝第四屆中加經(jīng)貿(mào)合作論壇的組織方——加中貿(mào)易理事會、中國貿(mào)促會共同為準(zhǔn)備這次活動付出的努力。長期以來,加中貿(mào)易理事會和在 座各位朋友為增進(jìn)中加兩國人民相互了解和友誼、促進(jìn)中加關(guān)系發(fā)展作出積極貢獻(xiàn)。我謹(jǐn)向你們并通過你們,向所有關(guān)心和支持中加友好事業(yè)的加拿大各界人士,表 示誠摯的謝意!
在中加建交40周年之際,我很高興應(yīng)邀再次對加拿大進(jìn)行國事訪問。今天,我同米夏埃爾·讓總督、哈珀總理進(jìn)行了富有成果的會見會談,達(dá)成廣泛共識。我們一致同意,致力于發(fā)展中加戰(zhàn)略伙伴關(guān)系,以兩國建交40周年為契機(jī),在新的起點(diǎn)上將中加關(guān)系全面推向前進(jìn)。女士們、先生們!
1970年10月,中加兩國領(lǐng)導(dǎo)人從兩國和兩國人民根本利益出發(fā),順應(yīng)時(shí)代潮流,作出兩國建交的戰(zhàn)略決策,掀開了中加關(guān)系發(fā)展新篇章。40年來,在 雙方共同努力下,兩國關(guān)系走過了成績斐然的發(fā)展歷程。兩國高層和各級別交往頻繁。兩國務(wù)實(shí)合作取得豐碩成果,雙方年貿(mào)易額從建交之初的1.5億美元發(fā)展到 2009年的297億美元,中國已成為加拿大第二大貿(mào)易伙伴和第三大出口市場。雙方文化、教育、衛(wèi)生、司法執(zhí)法等領(lǐng)域互利合作不斷擴(kuò)大和深化,在許多重大 國際和地區(qū)問題上保持有效溝通和協(xié)調(diào)。近年來,兩國每年往來人員總數(shù)超過70萬人次,平均每天有超過2000人往返于太平洋兩岸,雙方締結(jié)7對友好省和 37對友好城市。
事實(shí)表明,中加關(guān)系發(fā)展不僅給兩國人民帶來了實(shí)實(shí)在在的利益,也有力促進(jìn)了亞太地區(qū)乃至世界和平、穩(wěn)定、繁榮。雖然中加國情不同,但雙方?jīng)]有根本利 害沖突,共同利益遠(yuǎn)遠(yuǎn)超過分歧。只要雙方堅(jiān)持相互尊重、平等互利、求同存異的原則,牢牢把握兩國關(guān)系正確方向,中加關(guān)系就完全能夠成為不同社會制度、不同 發(fā)展水平、不同發(fā)展模式國家間關(guān)系的典范。女士們、先生們!
新形勢下,中加兩國各自的發(fā)展都給對方帶來重要機(jī)遇,雙方共同利益日益增多,各領(lǐng)域合作潛力巨大。一個(gè)健康穩(wěn)定、積極發(fā)展的中加關(guān)系有利于中國,有利于加拿大,也有利于亞太地區(qū)乃至整個(gè)世界。為了更好推進(jìn)中加關(guān)系發(fā)展,我們雙方應(yīng)該從戰(zhàn)略高度和長遠(yuǎn)角度出發(fā),堅(jiān)持中加戰(zhàn)略伙伴關(guān)系大方向不動搖,不斷為兩國關(guān)系發(fā)展注入新的動力;應(yīng)該繼續(xù) 加強(qiáng)高層往來,保持和擴(kuò)大各級別、各層次磋商,不斷增進(jìn)相互了解和信任;應(yīng)該繼續(xù)推進(jìn)各領(lǐng)域務(wù)實(shí)合作,探索合作新途徑新方式,讓兩國人民切身體會到中加合 作成果;應(yīng)該加強(qiáng)在重大國際和地區(qū)問題上的協(xié)調(diào),加強(qiáng)在氣候變化、核安全、糧食安全、公共衛(wèi)生安全、反恐等問題上的磋商和合作,推動國際秩序朝著更加公正 合理的方向發(fā)展;應(yīng)該尊重和照顧對方核心利益和重大關(guān)切,妥善處理敏感問題,確保中加關(guān)系不受干擾地向前發(fā)展;應(yīng)該積極推動兩國社會各界廣泛開展交流,努 力增進(jìn)兩國人民相互了解和友誼,不斷夯實(shí)中加友好社會基礎(chǔ)。女士們、先生們!
經(jīng)貿(mào)合作是中加關(guān)系的重要組成部分。深化中加經(jīng)貿(mào)合作,符合兩國和兩國人民根本利益,也是全面推進(jìn)中加戰(zhàn)略伙伴關(guān)系的必然要求。中加經(jīng)濟(jì)互補(bǔ)性很 強(qiáng),合作空間廣闊。目前,雙邊貿(mào)易額占各自外貿(mào)總額的1%和6%左右,加拿大對華投資尚不到中國吸引外資總額的1%,中加經(jīng)貿(mào)合作大有可為。雙方應(yīng)該把握 機(jī)遇,開拓思路,堅(jiān)持互利雙贏,挖掘合作潛力,豐富合作內(nèi)容,創(chuàng)新合作方式,推動經(jīng)貿(mào)合作向更大規(guī)模、更寬領(lǐng)域、更高水平發(fā)展。為此,我建議雙方在以下幾 方面進(jìn)行努力。
第一,擴(kuò)大雙邊貿(mào)易。中方歡迎加拿大繼續(xù)推進(jìn)貿(mào)易多元化和全球商務(wù)戰(zhàn)略,擴(kuò)大對華貿(mào)易。中國不刻意追求對加貿(mào)易順差,愿在互利雙贏的基礎(chǔ)上擴(kuò)大進(jìn)口 加拿大優(yōu)勢產(chǎn)品特別是高新技術(shù)產(chǎn)品,也希望雙方共同采取措施提升雙邊貿(mào)易水平。這次訪問期間,雙方一致同意爭取到2015年將中加貿(mào)易額提高至600億美 元。相信這一目標(biāo)將為推動中加經(jīng)貿(mào)關(guān)系發(fā)展注入新的動力。
第二,促進(jìn)雙向投資。中國政府將繼續(xù)鼓勵(lì)有實(shí)力的中國企業(yè)通過多種形式參與國際經(jīng)貿(mào)合作。中方在港口、鐵路、公路、電信等基礎(chǔ)設(shè)施建設(shè)方面有一定優(yōu) 勢,希望更多參與加拿大實(shí)施“亞太門戶計(jì)劃”。同時(shí),我們也歡迎加拿大企業(yè)參與中國實(shí)施西部大開發(fā)、東北地區(qū)等老工業(yè)基地振興、促進(jìn)中部地區(qū)崛起等區(qū)域發(fā) 展戰(zhàn)略。
第三,深化能源資源合作。加拿大能源礦產(chǎn)資源豐富,中國是最具潛力、穩(wěn)定可靠的消費(fèi)市場,擁有一批實(shí)力較強(qiáng)的能源礦產(chǎn)企業(yè)和成熟的技術(shù)及勞動力,中 加開展能源資源合作前景廣闊。雙方應(yīng)該繼續(xù)支持兩國企業(yè)擴(kuò)大合作,在能源資源領(lǐng)域建立長期穩(wěn)定的伙伴關(guān)系,也可以進(jìn)一步探討在核能、天然氣等清潔能源方面 的合作。
第四,拓展合作新領(lǐng)域。中國正在加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式和調(diào)整經(jīng)濟(jì)結(jié)構(gòu),加快建設(shè)創(chuàng)新型國家,加快建設(shè)資源節(jié)約型、環(huán)境友好型社會。加拿大在環(huán)保、金 融、信息、生物醫(yī)藥等領(lǐng)域擁有先進(jìn)技術(shù)和理念。中加可以優(yōu)勢互補(bǔ)、加強(qiáng)合作,使高技術(shù)產(chǎn)業(yè)、服務(wù)業(yè)、綠色經(jīng)濟(jì)成為合作新增長點(diǎn)。
第五,反對各種形式的保護(hù)主義。經(jīng)濟(jì)全球化深入發(fā)展使世界各國緊密聯(lián)系在一起。只有秉持開放理念、堅(jiān)持市場開放,才能實(shí)現(xiàn)世界經(jīng)濟(jì)全面復(fù)蘇和持續(xù)發(fā)展。中加應(yīng)該以實(shí)際行動抵制保護(hù)主義,努力維護(hù)開放、公平、公正的世界經(jīng)濟(jì)貿(mào)易體系。
女士們、先生們!
中國作為國際社會負(fù)責(zé)任的成員,愿繼續(xù)積極參與國際合作,妥善應(yīng)對各種風(fēng)險(xiǎn)和挑戰(zhàn),為實(shí)現(xiàn)世界經(jīng)濟(jì)全面復(fù)蘇作出更大貢獻(xiàn)。我們也愿同包括加拿大在內(nèi)的各方保持密切協(xié)調(diào)和合作,共同推動即將舉行的二十國集團(tuán)領(lǐng)導(dǎo)人第四次峰會取得積極務(wù)實(shí)的成果。女士們、先生們!

The Rt.Hon.Prime Minister Stephen Harper, Ladies and Gentlemen, Dear Friends, Let me begin by expressing heartfelt thanks to Prime Minister Harper for hosting this grand banquet and delivering warm remarks.I also wish to take this opportunity to extend appreciation to the Canada China Business Council(CCBC)and the China Council for the Promotion of International Trade(CCPIT)for their efforts to organize the Fourth China Canada Business Forum.Over the years, the CCBC and all of you present have made active contributions to deepening mutual understanding and friendship between our two peoples and pushing forward relations between our two countries.I wish to extend my heartfelt appreciation to you and, through you, to the people from various sectors of Canada who have cared for and supported the growth of China-Canada friendship.I am delighted to once again pay a state visit to Canada on the occasion of the 40th anniversary of our diplomatic relations.Today, I had fruitful meetings and talks with Governor General Micha?lle Jean and Prime Minister Harper, and we reached extensive consensus in our discussions.We reaffirmed our commitment to the China-Canada strategic partnership and agreed to take the opportunity of the 40th anniversary of our diplomatic relations to further advance our bilateral ties in all respects.Ladies and Gentlemen, In October 1970, leaders of China and Canada, acting in the fundamental interests of the two countries and peoples, took the strategic decision to establish diplomatic relations between us.It was a move that met the trend of the time and turned a new page in China-Canada relations.Since then, our bilateral relations have made remarkable achievements thanks to efforts of both sides.The two countries have had frequent contacts at the top and other levels.We have carried out fruitful practical cooperation.Annual trade volume surged from a mere US$150 million in the early days of our diplomatic ties to US$29.7 billion in 2009.China is now Canada's second largest trading partner and third largest export market.Bilateral mutually-beneficial cooperation in culture, education, health care, justice and law enforcement has grown in both scope and depth.And we have maintained effective communication and coordination on many major international and regional issues.In recent years, there have been more than 700,000 mutual visits between the people of our two countries each year.It means that each day over 2,000 people travel across the Pacific Ocean between our two countries.We have established seven sister-province relationships and 37 sister-city relationships.What has happened shows that the growing China-Canada relationship has brought concrete benefits to our peoples, and contributed significantly to peace, stability and prosperity in the Asia-Pacific region and beyond.Though our national conditions differ, there exists no conflict of fundamental interests between us, and our common interests far outweigh our differences.As long as we both adhere to the principles of mutual respect, equality, mutual benefit and seeking common ground while reserving differences, as long as we keep to the right direction of bilateral relations, we will make our relationship a model for relations between countries different in social system and level and model of development.Ladies and Gentlemen, Under the new circumstances, China and Canada can benefit greatly from each other's development.Our common interests are broadening and our cooperation in all areas holds tremendous potential.A sound, stable, positive and growing China-Canada relationship serves the interests of China, Canada, the Asia-Pacific region and the world at large.To advance China-Canada relations, we must take a strategic and long-term perspective, maintain our strategic partnership, and inject new impetus into the growth of our relations.We must increase high-level exchanges and continue and expand consultations at various levels to increase mutual understanding and trust.We must push forward practical cooperation in all fields and explore new ways and means of cooperation, so that the people can feel for themselves the benefits of our cooperation.We must intensify coordination on major international and regional issues, enhance consultations and cooperation on climate change, nuclear security, food security, public health security and counter-terrorism, and contribute our share to a more just and equitable international order.We must respect and accommodate each other's core interests and major concerns and appropriately handle sensitive issues to ensure that our bilateral relations will move forward without disruption.We must encourage extensive exchanges between various sectors of the two countries and increase the mutual understanding and friendship between the two peoples with a view to consolidating public support for China-Canada friendship.Ladies and Gentlemen, Trade and economic cooperation is a key component of China-Canada relations.Deeper business cooperation serves the fundamental interests of our two countries and peoples.It is also essential to our efforts to advance our strategic partnership in an all-round way.Our two economies are highly complementary and our cooperation has bright prospects.Trade between us now accounts for only 1% of China's total foreign trade and less than 6% of that of Canada's.Canada's investment in China takes up less than 1% of total foreign investment in China.This shows that a lot can be done in boosting our trade and economic cooperation.We must seize the opportunities and broaden our vision to expand our business cooperation and raise it to a higher level.We should, on the basis of mutual benefit and win-win progress, tap the potential, enrich the substance, and innovate the ways of our cooperation.To this end, I wish to make the following proposals.First, we need to expand bilateral trade.China welcomes Canada's continued commitment to following a diversified global commerce strategy and pursuing greater trade with China.On the Chinese side, it is not our intention to seek trade surplus with Canada.We are willing to increase import of competitive Canadian products, particularly high-tech products, on the basis of mutual benefit and hope that the two sides can take joint steps to elevate the level of bilateral trade.During my visit, the two sides have agreed to work together to increase bilateral trade to US$60 billion by 2015.I am confident that this target will serve as a new driving force for the advancement of our economic and trade ties.Second, we need to promote two-way investment.The Chinese government will continue to encourage competitive Chinese enterprises to take part in international economic and trade cooperation through multiple forms.China has an advantage in infrastructure development, including port, railway, highway and telecommunication networks.We look forward to greater participation in the implementation of Canada's Asia-Pacific Gateway and Corridor Initiative.At the same time, we welcome the participation of Canadian businesses in China's regional development strategies, including the development of the western region, the reinvigoration of the northeastern provinces and other old industrial bases and the further development of the central provinces.Third, we need to deepen cooperation on energy and resources.Canada is endowed with rich energy and mineral resources while China provides a stable, reliable and the most promising consumer market.China has a number of well-established energy and mineral companies as well as mature technologies and labor force.Cooperation between our two countries in energy and resources promises a bright future.We need to give continued support to our companies in expanding their cooperation and setting up a long-term and stable partnership in the energy and resources sector.And we may discuss further our cooperation in nuclear energy, natural gas and other clean energy sources.Fourth, we need to let our cooperation branch out into new areas.China is now accelerating the transformation of its economic development pattern and economic restructuring.It is moving at a faster pace towards an innovation-driven country and a resource conserving and environment friendly society.Canada has advanced technologies and ideas in environmental protection, finance, information and bio-medicine.We can draw upon each other's strengths and advance cooperation in these sectors to make high technologies, the service industry and green economy new growth areas in our cooperation.Fifth, we need to oppose all forms of protectionism.As economic globalization gathers momentum, countries in the world have become more than ever closely linked.We need to adopt an inclusive approach and keep our markets open.This is vitally important if we are to achieve the full recovery and sustainable development of the world economy.China and Canada must take concrete actions to resist protectionism and uphold an open, fair and just economic and trading system in the world.Ladies and Gentlemen, As a responsible member of the international community, China will continue to actively participate in international cooperation, appropriately handle risks and challenges and make greater contribution to the full recovery of the world economy.We want to maintain close coordination and cooperation with Canada and other parties to help bring about positive and practical outcomes at the upcoming fourth G20 summit.Ladies and Gentlemen, The friendly and mutually beneficial cooperation between China and Canada has brought and will continue to bring tangible 第三,深化能源資源合作。加拿大能源礦產(chǎn)資源豐富,中國是最具潛力、穩(wěn)定可靠的消費(fèi)市場,擁有一批實(shí)力較強(qiáng)的能源礦產(chǎn)企業(yè)和成熟的技術(shù)及勞動力,中加開展能源資源合作前景廣闊。雙方應(yīng)該繼續(xù)支持兩國企業(yè)擴(kuò)大合作,在能源資源領(lǐng)域建立長期穩(wěn)定的伙伴關(guān)系,也可以進(jìn)一步探討在核能、天然氣等清潔能源方面的合作。

Speech by President Hu Jintao at the Banquet Hosted by Prime Minister Stephen Harper The Rt.Hon.Prime Minister Stephen Harper, Ladies and Gentlemen, Dear Friends, Let me begin by expressing heartfelt thanks to Prime Minister Harper for hosting this grand banquet and delivering warm remarks.I also wish to take this opportunity to extend appreciation to the Canada China Business Council(CCBC)and the China Council for the Promotion of International Trade(CCPIT)for their efforts to organize the Fourth China Canada Business Forum.Over the years, the CCBC and all of you present have made active contributions to deepening mutual understanding and friendship between our two peoples and pushing forward relations between our two countries.I wish to extend my heartfelt appreciation to you and, through you, to the people from various sectors of Canada who have cared for and supported the growth of China-Canada friendship.I am delighted to once again pay a state visit to Canada on the occasion of the 40th anniversary of our diplomatic relations.Today, I had fruitful meetings and talks with Governor General Micha?lle Jean and Prime Minister Harper, and we reached extensive consensus in our discussions.We reaffirmed our commitment to the China-Canada strategic partnership and agreed to take the opportunity of the 40th anniversary of our diplomatic relations to further advance our bilateral ties in all respects.Ladies and Gentlemen, In October 1970, leaders of China and Canada, acting in the fundamental interests of the two countries and peoples, took the strategic decision to establish diplomatic relations between us.It was a move that met the trend of the time and turned a new page in China-Canada relations.Since then, our bilateral relations have made remarkable achievements thanks to efforts of both sides.The two countries have had frequent contacts at the top and other levels.We have carried out fruitful practical cooperation.Annual trade volume surged from a mere US$150 million in the early days of our diplomatic ties to US$29.7 billion in 2009.China is now Canada's second largest trading partner and third largest export market.Bilateral mutually-beneficial cooperation in culture, education, health care, justice and law enforcement has grown in both scope and depth.And we have maintained effective communication and coordination on many major international and regional issues.In recent years, there have been more than 700,000 mutual visits between the people of our two countries each year.It means that each day over 2,000 people travel across the Pacific Ocean between our two countries.We have established seven sister-province relationships and 37 sister-city relationships.What has happened shows that the growing China-Canada relationship has brought concrete benefits to our peoples, and contributed significantly to peace, stability and prosperity in the Asia-Pacific region and beyond.Though our national conditions differ, there exists no conflict of fundamental interests between us, and our common interests far outweigh our differences.As long as we both adhere to the principles of mutual respect, equality, mutual benefit and seeking common ground while reserving differences, as long as we keep to the right direction of bilateral relations, we will make our relationship a model for relations between countries different in social system and level and model of development.Ladies and Gentlemen, Under the new circumstances, China and Canada can benefit greatly from each other's development.Our common interests are broadening and our cooperation in all areas holds tremendous potential.A sound, stable, positive and growing China-Canada relationship serves the interests of China, Canada, the Asia-Pacific region and the world at large.To advance China-Canada relations, we must take a strategic and long-term perspective, maintain our strategic partnership, and inject new impetus into the growth of our relations.We must increase high-level exchanges and continue and expand consultations at various levels to increase mutual understanding and trust.We must push forward practical cooperation in all fields and explore new ways and means of cooperation, so that the people can feel for themselves the benefits of our cooperation.We must intensify coordination on major international and regional issues, enhance consultations and cooperation on climate change, nuclear security, food security, public health security and counter-terrorism, and contribute our share to a more just and equitable international order.We must respect and accommodate each other's core interests and major concerns and appropriately handle sensitive issues to ensure that our bilateral relations will move forward without disruption.We must encourage extensive exchanges between various sectors of the two countries and increase the mutual understanding and friendship between the two peoples with a view to consolidating public support for China-Canada friendship.Ladies and Gentlemen, Trade and economic cooperation is a key component of China-Canada relations.Deeper business cooperation serves the fundamental interests of our two countries and peoples.It is also essential to our efforts to advance our strategic partnership in an all-round way.Our two economies are highly complementary and our cooperation has bright prospects.Trade between us now accounts for only 1% of China's total foreign trade and less than 6% of that of Canada's.Canada's investment in China takes up less than 1% of total foreign investment in China.This shows that a lot can be done in boosting our trade and economic cooperation.We must seize the opportunities and broaden our vision to expand our business cooperation and raise it to a higher level.We should, on the basis of mutual benefit and win-win progress, tap the potential, enrich the substance, and innovate the ways of our cooperation.To this end, I wish to make the following proposals.First, we need to expand bilateral trade.China welcomes Canada's continued commitment to following a diversified global commerce strategy and pursuing greater trade with China.On the Chinese side, it is not our intention to seek trade surplus with Canada.We are willing to increase import of competitive Canadian products, particularly high-tech products, on the basis of mutual benefit and hope that the two sides can take joint steps to elevate the level of bilateral trade.During my visit, the two sides have agreed to work together to increase bilateral trade to US$60 billion by 2015.I am confident that this target will serve as a new driving force for the advancement of our economic and trade ties.Second, we need to promote two-way investment.The Chinese government will continue to encourage competitive Chinese enterprises to take part in international economic and trade cooperation through multiple forms.China has an advantage in infrastructure development, including port, railway, highway and telecommunication networks.We look forward to greater participation in the implementation of Canada's Asia-Pacific Gateway and Corridor Initiative.At the same time, we welcome the participation of Canadian businesses in China's regional development strategies, including the development of the western region, the reinvigoration of the northeastern provinces and other old industrial bases and the further development of the central provinces.Third, we need to deepen cooperation on energy and resources.Canada is endowed with rich energy and mineral resources while China provides a stable, reliable and the most promising consumer market.China has a number of well-established energy and mineral companies as well as mature technologies and labor force.Cooperation between our two countries in energy and resources promises a bright future.We need to give continued support to our companies in expanding their cooperation and setting up a long-term and stable partnership in the energy and resources sector.And we may discuss further our cooperation in nuclear energy, natural gas and other clean energy sources.Fourth, we need to let our cooperation branch out into new areas.China is now accelerating the transformation of its economic development pattern and economic restructuring.It is moving at a faster pace towards an innovation-driven country and a resource conserving and environment friendly society.Canada has advanced technologies and ideas in environmental protection, finance, information and bio-medicine.We can draw upon each other's strengths and advance cooperation in these sectors to make high technologies, the service industry and green economy new growth areas in our cooperation.Fifth, we need to oppose all forms of protectionism.As economic globalization gathers momentum, countries in the world have become more than ever closely linked.We need to adopt an inclusive approach and keep our markets open.This is vitally important if we are to achieve the full recovery and sustainable development of the world economy.China and Canada must take concrete actions to resist protectionism and uphold an open, fair and just economic and trading system in the world.Ladies and Gentlemen, As a responsible member of the international community, China will continue to actively participate in international cooperation, appropriately handle risks and challenges and make greater contribution to the full recovery of the world economy.We want to maintain close coordination and cooperation with Canada and other parties to help bring about positive and practical outcomes at the upcoming fourth G20 summit.Ladies and Gentlemen, The friendly and mutually Mr President, Ms Nixon, comrades, friends, ladies and gentlemen,In the first place, on behalf of Chairman Mao and the government of People’s Republic of China, it’s my pleasure to extend our welcome to Mr President, Ms Nixon, and all the other American guests.At the same time, on behalf of Chinese people, I would like to take this opportunity to express our cordial greetings to the people of United States across the Pacific.That President Nixon accepted the Chinese Government’s invitation to pay a visit to China provides the leaders from both sides with chances to hold direct talks, to collaborate for the normalization of Sino-U.S.relations, and to exchange opinions over the disputes in both concerns.This is a positive act in corresponding to the wishes of both Chinese and American peoples, which marks the history of U.S-China relations as a pioneering work.The American people are a great people.The Chinese people are a great people.The peoples of both sides have long been friends.Due to the reason we all know, peoples in both country have been
suspended from contact for over 20 years.Now, with the joint efforts of both U.S.and China, the door to peoples’ friendship was eventually opened.So far, the peoples of both sides have already longed for the normalization of U.S-China relations and the striving formitigation out of tense.Peoples, and only peoples, can be the engine to create world’s history.We believe that the will of both peoples are destined to be reality one day.The systems of society between China and America are completely different, with huge divergences between the governments of both sides.However, these divergences shall not hinder our relation funding on the basis of the 5 Principles of mutual respect for sovereignty and territorial integrity, non-aggregation, non-interference of each other’s eternal affairs, mutual benefit and peaceful
coexistence.Furthermore, these divergences shall provide with even less possibility of wars.As
whatChinese government openly stated, early in 1955, that it was our doctrine,which had been long conducted, to sit down to talk rather than stand up to fight.We also noticed that the speech delivered by President Nixon ahead of this visit, mentioned that “what we ought to do is to try to make us different though rather than foes in war”.We hope that exchanging of opinions mutually in spirit offrankness, seeking for sharing points out of our divergences cleared by both, would managed to achieve a new outset of U.S-China tie.Lastly, I would like to ask for raising your glasses to the health of President Nixon and Lady Nixon, to the health of all the other guests from America, to the health of all friends and comrades present, and to the friendship between peoples of China and United States of America.

President Obama and I spoke positively of the progress made in the China-U.S.relationship since the new American administration took office.We both agreed to continue to adopt a strategic and long-term perspective, increase the dialogue exchanges and cooperation, and work together to build a positive, cooperative, and comprehensive China-U.S.relationship for the 21st century.We also agreed to take concrete actions to steadily grow a partnership between the two countries to meet our common challenges in order to contribute to world peace, stability, and prosperity.我們都認(rèn)為,保持兩國高層的密切交往,和其他各個(gè)級別的對話蹉商,對中美關(guān)系的發(fā)展至關(guān)重要,雙方同意兩國領(lǐng)導(dǎo)人繼續(xù)通過互訪、通話、通信,或在多邊場合會晤等方式,保持密切溝通。

We also exchanged views on the current international economic and financial situation, and we believed that now the world economy has shown some positive signs of stabilizing and recovery.But the foundation for this recovery is not firmly established.The two sides reiterated that they will continue to increase dialogue and cooperation in macroeconomic and financial policies, and they will continue to have consultations on an equal footing to properly resolve and address the economic and trade frictions in a joint effort to uphold the sound and steady growth of their business ties and trade.我向奧巴馬總統(tǒng)強(qiáng)調(diào),當(dāng)前形勢下,我們兩國應(yīng)該有更加堅(jiān)決的態(tài)度,反對和抵制各種形式的保護(hù)主義。

I stressed to President Obama that under the current circumstances, our two countries need to oppose and reject protectionism in all its manifestations in an even stronger stand.We both positively spoke of the important role of the G20 summit in tackling the international financial crisis.Our two countries will work with other members and comprehensively follow through on the outcomes of the various summits.We will also work together to continuously strengthen the role of G20 in global economic governance, advance the reform of international financial system, and improve the global economic governance to ward off and guard against future financial or economic crisis.我們同意擴(kuò)大兩國在氣侯變化、能源、環(huán)境領(lǐng)域的合作,在共同但有區(qū)別的原則和各自能力的基礎(chǔ)上,同有關(guān)各方一道推動哥本哈根大會取得積極成果。中美兩國的有關(guān)部門已簽署中美關(guān)于加強(qiáng)氣候變化、能源和環(huán)境合作的諒解備忘備等合作文件,并且正式啟動了中美清潔能源聯(lián)合研究中心。
We agreed to expand our cooperation on climate change, energy, and environment.We also agreed to act on the basis of the principle of the common but differentiated responsibilities and consistent with our respective capabilities to work with other parties concerned to help produce positive outcomes out of the Copenhagen conference.The complementing departments of China and the United States have already signed a number of cooperation agreements, including the MOU to enhanced cooperation on climate change, energy and environment.The two sides have also officially launched the initiative of developing a China-U.S.clean energy research center.我和奧巴馬總統(tǒng)都表示,愿意在雙向互利的基礎(chǔ)上,深化兩國反恐、執(zhí)法、科技、航天、民用航空、高速鐵路基礎(chǔ)設(shè)施建設(shè)、農(nóng)業(yè)、衛(wèi)生等領(lǐng)域的合作,并繼續(xù)推動兩軍關(guān)系取得更大的進(jìn)展。我們還就擴(kuò)大兩國的人文交流,特別是青年交流進(jìn)行了探討,支持雙方建立人文交流機(jī)制,并且加強(qiáng)互派留學(xué)生合作。

Both of us said that we will remain committed to dialogue and consultations in resolving the Korean Peninsula nuclear issue.And such approach serves the common interests of China, the United States, and other parties concerned.The two sides will work with other parties concerned to continue the denuclearization process of the Korean Peninsula and six-party talks process in a bid to uphold the peace and stability in Northeast Asia.We both stressed that to uphold the international nuclear nonproliferation regime and to appropriately resolve the Iranian nuclear issue through dialogue and negotiations is very important to stability in the Middle East and in the Gulf region.在會談中,我向奧巴馬總統(tǒng)強(qiáng)調(diào),中美兩國國情不同,雙方存在一些分歧是正常的,關(guān)鍵是要尊重和照顧對方的核心利益和重大關(guān)切。

During the talks, I underlined to President Obama that given our differences in national conditions, it is only normal that our two sides may disagree on some issues.What is important is to respect and accommodate each other’s core interests and major concerns.President Obama on various occasions has reiterated that the U.S.side adheres to the one-China policy, abides by the three Sino-U.S.joint communiqués, and respects China’s sovereignty and the territorial integrity when it comes to the Taiwan question and other matters.The Chinese side appreciates his statements.雙方重申互相尊重主權(quán)和領(lǐng)導(dǎo)完整這一根本原則,雙方均不支持任何勢力破壞這一原則的任何活動。我們將繼續(xù)本著平等、相互尊重、互不干涉內(nèi)政的精神,就人權(quán)和宗教等問題開展對話交流,以增進(jìn)了解,減少分歧,擴(kuò)大共識。

President Hu and I also made progress on the issue of climate change.As the two largest consumers and producers of energy, there can be no solution to this challenge without the efforts of both China and the United States.That’s why we’ve agreed to a series of important new initiatives in this area.As President Hu indicated, we are creating a joint clean energy research center, and have achieved agreements on energy efficiency, renewable energy, cleaner uses of coal, electric vehicles, and shale gas.胡主席和我在氣候變化問題上也取得了進(jìn)展。作為能源的最大消費(fèi)國和生產(chǎn)國,沒有中美兩國的共同努力就無法成功地應(yīng)對這一挑戰(zhàn)。因此我們同意在這一領(lǐng)域采取一系列新的重要行動。胡主席已說明,我們將設(shè)立一個(gè)清潔能源聯(lián)合研究中心,我們還就能效、可再生能源、清潔使用煤炭、電動車輛和頁巖氣等問題達(dá)成一致。

On the issue of nonproliferation, President Hu and I discussed our shared commitment to stop the spread of nuclear weapons, and I told him how appreciative I am of China’s support for the global nonproliferation regime as well as the verifiable elimination of North Korea’s nuclear weapons program.在防擴(kuò)散問題上,胡主席和我討論了制止核武器擴(kuò)散的共同承諾,我向胡主席表示了我對中國支持全球防擴(kuò)散制度和可驗(yàn)證地消除北韓核武器項(xiàng)目的極大贊賞。

We agreed on the importance of resuming the six-party talks as soon as possible.As I said in Tokyo, North Korea has a choice: It can continue down the path of confrontation and provocation that has led to less security, less prosperity, and more isolation from the global community, or it can choose to become a full member of the international community, which will give a better life to its people by living up to international obligations and foregoing nuclear weapons.In the same way, we agreed that the Islamic Republic of Iran must provide assurances to the international community that its nuclear program is peaceful and transparent.On this point, our two nations and the rest of our P5-plus-1 partners are unified.Iran has an opportunity to present and demonstrate its peaceful intentions, but if it fails to take this opportunity there will be consequences.同樣地,我們也一致認(rèn)為伊朗伊斯蘭共和國必須向國際社會提供保證,保證其核項(xiàng)目是和平而且透明的。在這一點(diǎn)上,我們兩國和五常加一的其他伙伴國意見一致。伊朗有此機(jī)會展示和表明其和平的目的,但如果它沒能利用這次機(jī)會,則將面臨后果。

We did note that while we recognize that Tibet is part of the People’s Republic of China, the United States supports the early resumption of dialogue between the Chinese government and representatives of the Dalai Lama to resolve any concerns and differences that the two sides may have.We also applauded the steps that the People’s Republic of China and Taiwan have already taken to relax tensions and build ties across the Taiwan Strait.Our own policy, based on the three U.S.-China communiqués and the Taiwan Relations Act, supports the further development of these ties--ties that are in the interest of both sides, as well as the broader region and the United States.基于美中三個(gè)聯(lián)合公報(bào)和《臺灣關(guān)系法》,我們自身的政策是支持繼續(xù)發(fā)展這些關(guān)系——這些關(guān)系有利于雙方,有利于更廣大的地區(qū)和美國。
