      It gives me great pleasure to attend the fifth G20 summit in Seoul and discuss with you the important subject of promoting economic recovery and world development.Let me begin by extending sincere thanks to President Lee Myung-bak and the ROK government for the active preparations and thoughtful arrangements they have made for the meeting.I would also like to take this opportunity to warmly congratulate all countries on their wonderful exhibition at Expo 2010 Shanghai China.在二十國集團和國際社會共同努力下,世界經(jīng)濟正在緩慢復蘇,但總需求依然不足,缺少新的經(jīng)濟增長點。各國經(jīng)濟政策目標有差異,宏觀經(jīng)濟政策協(xié)調(diào)難度增大,世界經(jīng)濟復蘇的脆弱性和不平衡性進一步顯現(xiàn)。主要發(fā)達經(jīng)濟體復蘇動力不足,失業(yè)率居高不下,財政和債務風險加大。新興經(jīng)濟體面臨資本大量流入、內(nèi)需不足、通脹風險上升等多重壓力。國際金融市場起伏不定,主要貨幣匯率大幅波動,大宗商品價格高位震蕩,保護主義明顯增強。這表明,國際金融危機深層次影響仍在發(fā)酵,全球發(fā)展問題更加突出。我們要本著對歷史、對未來負責的態(tài)度,站在維護人類共同利益的高度,發(fā)揚同舟共濟精神,再接再厲,努力促進世界經(jīng)濟強勁、可持續(xù)、平衡增長。

      Thanks to the concerted efforts of the G20 and the entire international community, the world economy is slowly recovering.However, total demand remains insufficient in the absence of new sources of growth.Countries differ in policy objectives, making macroeconomic policy coordination even more difficult and global recovery even more fragile and uneven.Major advanced economies are plagued by sluggish recovery, high unemployment and greater fiscal and debt risks.Emerging economies are confronted with the pressure of massive capital inflow, lagging domestic demand and rising inflation risks.International financial markets suffer from persistent volatility, the exchange rates of major currencies fluctuate drastically, commodity prices hover at high levels, and protectionism is notably on the rise.All this shows that the deep-seated impact of the international financial crisis is still reverberating.Global development issues are more pronounced.We must adopt an attitude responsible to history and the future, bear in mind the common interests of mankind, build on what we have already achieved and continue to work in concert for strong, sustainable and balanced growth of the world economy.為實現(xiàn)這一目標,我愿提出以下建議。

      To this end, I wish to make the following proposals:

      第一,完善框架機制,推動合作發(fā)展。促進世界經(jīng)濟強勁、可持續(xù)、平衡增長,對世界具有重要意義。當前,世界經(jīng)濟正處于企穩(wěn)復蘇的關(guān)鍵時期,實現(xiàn)經(jīng)濟強勁增長是我們的首要任務。一年前,二十國集團領(lǐng)導人在匹茲堡峰會上決定建立強勁、可持續(xù)、平衡增長框架,為包括發(fā)達國家和新興市場國家在內(nèi)的世界主要經(jīng)濟體加強宏觀經(jīng)濟政策協(xié)調(diào)構(gòu)建了重要平臺。當前,二十國集團正處于從應對國際金融危機的有效機制向促進國際經(jīng)濟合作的主要平臺轉(zhuǎn)變。我們應該繼續(xù)堅持成員國主導原則,充分考慮各國不同國情和發(fā)展階段,理解并尊重各國選擇發(fā)展道路和發(fā)展政策的自主權(quán)。我們應該繼續(xù)完善和改進評估標準,強勁、可持續(xù)、平衡增長三者同等重要,在標準制定和實施過程中要統(tǒng)籌兼顧、全面推進。我們應該完善框架,使框架從短期應急向長效治理轉(zhuǎn)變,加強各國中長期政策協(xié)調(diào)。我們應該加強宏觀經(jīng)濟政策協(xié)調(diào),大力推動國際新興產(chǎn)業(yè)和科技合作,想方設(shè)法創(chuàng)造就業(yè)機會,支持發(fā)展中國家采取調(diào)整結(jié)構(gòu)、擴大內(nèi)需、增加出口等措施,促進各國經(jīng)濟優(yōu)勢互補和互惠增長。只要我們堅持互利共贏的發(fā)展伙伴精神,推動世界經(jīng)濟強勁、可持續(xù)、平衡增長的目標就能夠?qū)崿F(xiàn)。

      First, improve the Framework for Strong, Sustainable and Balanced Growth and promote cooperative development.Strong, sustainable and balanced economic growth is of great significance to the whole world.As the world economy is at a critical juncture of stabilizing and recovering, achieving strong growth is our primary task.A year ago, we decided at the Pittsburgh Summit to launch the Framework for Strong, Sustainable and Balanced Growth.This Framework is an important platform for major advanced and emerging market economies to strengthen macroeconomic policy coordination.The G20 is now transforming from an effective mechanism in tackling the financial crisis to the premier forum for international economic cooperation.We should stick to the country-led principle, take into full account the different national circumstances and development stages of various members, and appreciate and respect each country's independent choice of development path and policies.The assessment criteria should be further improved.Since strong growth, sustainable growth and balanced growth are equally important, we must give them equal attention and push forward growth in a comprehensive way in the formulation and implementation of assessment criteria.We need to improve the Framework so that the Framework can shift its focus from emergency response to long-term governance and contribute to more effective medium-to long-term global policy coordination.We should strengthen macroeconomic policy coordination, energetically advance international cooperation in new industries and science and technology, employ every means to create jobs, and support developing countries in adopting measures to adjust economic structure, expand domestic demand and increase exports.We should encourage various economies to draw on each other's strengths for mutually beneficial growth.As long as we remain committed to the spirit of mutually beneficial partnership for development, the goal of strong, sustainable and balanced global economic growth will be achieved.第二,倡導開放貿(mào)易,推動協(xié)調(diào)發(fā)展。以各國資源稟賦為基礎(chǔ)開展國際分工和自由貿(mào)易,體現(xiàn)了經(jīng)濟規(guī)律的客觀要求,順應了經(jīng)濟全球化深入發(fā)展的歷史潮流。世界近現(xiàn)代史的發(fā)展歷程表明,貿(mào)易越是自由,世界就越是發(fā)展;經(jīng)濟越是開放,發(fā)展就越是迅速。當前形勢下,我們應該堅定不移推進自由貿(mào)易,堅定不移恪守歷次峰會承諾,堅定不移反對各種形式的保護主義,取消已有的貿(mào)易保護措施。我們應該大幅減少各種貿(mào)易和投資壁壘,不斷擴大共同利益,通過平等對話妥善處理摩擦和分歧,取消對高新技術(shù)產(chǎn)品出口的不合理限制,共同營造自由開放、公平公正的全球貿(mào)易環(huán)境;提倡協(xié)調(diào),不搞對抗,加強對話,擴大合作,為世界經(jīng)濟增長營造良好環(huán)境,努力實現(xiàn)互利共贏。我們應該把貿(mào)易和發(fā)展有機結(jié)合起來,體現(xiàn)二十國集團以共同發(fā)展為導向、以共同繁榮為己任的全球經(jīng)濟治理精神。我們應該恪守承諾,按照維護多哈授權(quán)、鎖定已有成果、以現(xiàn)有談判案文為基礎(chǔ)的原則,推動多哈回合談判早日取得全面均衡的成果,實現(xiàn)發(fā)展回合目標,促進建立開放自由的全球貿(mào)易體制。

      Second, champion open trade and promote coordinated development.To pursue international division of labor and free trade based on the resources endowment of individual countries reflects the law of economics and conforms to the historical trend of globalization.Modem world histoiy shows that freer trade brings greater development to the world and a more open economy leads to more rapid development.In the current situation, we must be firmly committed to free trade, to the consensus reached at previous G20 summits, and to the effort of opposing all forms of protectionism and removing existing trade protectionist measures.We should substantially reduce trade and investment barriers, broaden common interests, properly handle frictions and differences through dialogue on an equal footing, lift unreasonable restrictions on high-tech exports and jointly foster a free, open, equitable and just global trading environment.We should encourage coordination, refrain from confrontation and step up dialogue and cooperation so as to shape a favorable environment for global economic growth and win-win progress.We should coordinate trade and development strategies to reflect the G20 spirit of global economic governance for common development and shared prosperity.We should honor our commitments and work for comprehensive and balanced outcomes at the Doha Round negotiations in order to attain the goals of the development round at an early date and establish an open and free global trading system.To do this, we should uphold the mandate of the Doha Round, lock in previous achievements and work on the basis of the existing negotiating text.第三,完善金融體系,推動穩(wěn)定發(fā)展。今年,世界銀行投票權(quán)和國際貨幣基金組織份額的兩項改革都取得了進展,應該按照已確定的時間落實到位。國際金融機構(gòu)改革是長期和動態(tài)的過程,份額和投票權(quán)改革只是一個起點,還有許多任務尚未完成。我們應該繼續(xù)推動以公平擇優(yōu)為原則選擇國際金融機構(gòu)管理層,提高發(fā)展中國家中高層管理人員比例,填補發(fā)展中國家在國際企融機構(gòu)制度框架中的管理缺口。我們應該推動國際貨幣基金組織加強資本流動監(jiān)測預警,防止資金大進大出對單個經(jīng)濟體的破壞性沖擊。加強國際金融監(jiān)管應該著眼于平衡金融監(jiān)管和金融創(chuàng)新、政府干預、市場調(diào)節(jié)的關(guān)系,致力于解決國際金融體系中存在的系統(tǒng)性、根源性問題,使金融體系依靠、服務、促進實體經(jīng)濟發(fā)展;堅持高標準、嚴要求,跟蹤評估各成員執(zhí)行新監(jiān)管標準情況;加強對信用評級機構(gòu)、影子銀行體系和跨境資本流動的監(jiān)管。我們應該完善國際貨幣體系,建立幣值穩(wěn)定、供應有序、總量可調(diào)的國際儲備貨幣體系,主要儲備貨幣發(fā)行經(jīng)濟體應該實施負責任的政策、保持匯率相對穩(wěn)定,增強新興市場國家和發(fā)展中國家應對金融風險能力,緩和并逐步解決造成外匯流動性風險的根本矛盾。

      Third, reform the financial system and promote stable development.Both the World Bank voting power reform and the IMF quota reform have made progress this year, and what has been decided should be implemented within the agreed timeframe.The reform of international financial institutions(IFIs)is a long and dynamic process.Quota and voting power reforms are just a starting point and much remains to be done.We should continue to push for fair and merit-based selection of the management of international financial institutions, enable more people from developing countries to take up mid-level and senior management positions and redress the underrepresentation of developing countries at the management level in the institutional framework of IFIs.We should support the IMF in its effort to strengthen the monitoring and early warning of capital flows and prevent the destructive impact of large capital movement, both inward and outward, on individual economies.While tightening international financial supervision and regulation, we need to seek the right balance between financial regulation and innovation, and between government intervention and market forces, and address the systemic and fundamental problems in the international financial system so that the system will become one that relies on, serves and buttresses the development of the real economy.We should rigorously track and assess G20 members' compliance with the new regulatory standards.We should strengthen supervision and regulation over credit rating agencies, the shadow banking system and trans-border capital flows.We should improve the international monetary system and build an international reserve currency system with stable value, rule-based issuance and manageable supply.The major reserve currency issuing economies should adopt responsible policies, maintain relative stability of exchange rates and help enhance the resilience of emerging market economies and developing countries against financial risks, thus easing and gradually removing the fundamental problems behind foreign exchange liquidity risks.第四,縮小發(fā)展差距,推動平衡發(fā)展。世界經(jīng)濟發(fā)展不平衡表現(xiàn)在方方面面,最突出的是南北發(fā)展嚴重失衡。深層原因是國際秩序不公正、制度不完善、機會不均等。從根本上說,沒有廣大發(fā)展中國家充分發(fā)展就談不上世界真正發(fā)展,沒有最不發(fā)達國家脫貧致富就談不上世界持久繁榮。前不久,聯(lián)合國成功召開千年發(fā)展目標高級別會議,各方承諾努力克服困難,全力推動實現(xiàn)千年發(fā)展目標。這是聯(lián)合國的莊嚴承諾,也是二十國集團成員的共同責任。我們應該建立更平等、更均衡的新型全球發(fā)展伙伴關(guān)系,促進發(fā)達國家和發(fā)展中國家相互理解、相互協(xié)調(diào),避免走相互指責、公開對立的老路;重視二十國集團宏觀經(jīng)濟政策對發(fā)展中國家的外溢效應,著力推動南北合作,拓展利益交匯點,樹立以發(fā)展促增長、以合作抗風險的新發(fā)展理念;提升發(fā)展問題在國際議程中的位置,從宏觀和戰(zhàn)略高度推動解決發(fā)展問題。我們應該支持聯(lián)合國及其專門機構(gòu)在國際發(fā)展合作中繼續(xù)發(fā)揮重要作用,增強世界銀行等國際機構(gòu)發(fā)展職能,為國際發(fā)展合作提供堅實機制保障。我們應該倡導和推廣新的發(fā)展方式,降低人為技術(shù)轉(zhuǎn)讓壁壘,為廣大發(fā)展中國家早日實現(xiàn)綠色發(fā)展和可持續(xù)發(fā)展創(chuàng)造條件。我們應該共同推動坎昆氣候變化大會繼續(xù)堅持共同但有區(qū)別的責任原則,堅持“巴厘路線圖”雙軌談判機制和授權(quán),堅持減緩、適應、資金、技術(shù)并重,堅持公開透明、廣泛參與、協(xié)商一致的談判方式,注意傾聽廣大發(fā)展中國家呼聲,在哥本哈根氣候變化大會所取得成果基礎(chǔ)上,在《哥本哈根協(xié)議》政治共識指導下,進一步取得積極成果。

      Fourth, narrow the development gap and promote balanced development.Among the various imbalances in the world economy, the most prominent is the serious development imbalance between the North and the South.The underlying reason is that the international order is unfair, with institutional deficiencies and lack of equal access to opportunities.In the final analysis, without the full development of developing countries, there can be no genuine global development.And if the least developed countries remain in poverty, enduring global prosperity can only be empty talk.At the recent UN High-Level Plenary Meeting on the Millennium Development Goals(MDGs), all parties committed to overcome difficulties and do everything possible to achieve the MDGs.This represents the solemn commitment of the United Nations and the common responsibility of G20 members.We must endeavor to build a new and more equal and balanced global partnership and encourage developed and developing countries to have more mutual understanding and closer coordination rather than follow the old path of trading accusations and public confrontation.We should pay attention to the spillover effect of G20 macroeconomic policies on developing countries.We should make great efforts to promote North-South cooperation, expand common interests and embrace a new development concept that promotes growth through development and overcomes risks through cooperation.We should move development up on the international agenda and address the issue of development from a macro and strategic perspective.We should support the United Nations and its specialized agencies in continuing to play an important role in international development cooperation and strengthen the development function of the World Bank and other international institutions so as to provide strong institutional guarantee for international development cooperation.We should advocate new ways of development and reduce artificial barriers to technology transfer in order to create conditions for developing countries to achieve green and sustainable development at an early date.We should work together to ensure that the Cancun climate change conference will continue to follow the principle of common but differentiated responsibilities and the dual-track negotiation mechanism and mandate of the Bali Roadmap.The Cancun conference should give equal importance to mitigation, adaptation, funding and technological support, adhere to the principle of openness, transparency, broad participation and consensus-building in conducting negotiations and pay more attention to the voice of developing countries.It should seek positive outcomes by building on the achievements of the Copenhagen conference and following the guidance of the political consensus embodied in the Copenhagen Accord.各位同事!Dear Colleagues,中國發(fā)展是世界發(fā)展的重要組成部分。改革開放以來,中國人民克服困難、艱苦奮斗,減少了兩億多絕對貧困人口,解決了13億人的溫飽問題,正在向著全面建設(shè)小康社會目標邁進。與此同時,中國盡己所能、向其他發(fā)展中國家提供真誠無私援助,積極促進南南合作,努力為世界發(fā)展作出貢獻。

      China's development is an important part of world development.Since reform and opening-up, China has lifted over 200 million people out of absolute poverty and provided for the basic needs of 1.3 billion Chinese.We are now working towards the goal of building a moderately prosperous society in all respects.We have made our achievements through strenuous efforts and by overcoming numerous difficulties.Meanwhile, China has offered sincere and selfless assistance to fellow developing countries as its ability permits and actively promoted South-South cooperation, contributing its share to world development.進入21世紀第二個10年,中國發(fā)展進入新的歷史時期。我們根據(jù)國內(nèi)外形勢發(fā)展變化,提出了加快轉(zhuǎn)變經(jīng)濟發(fā)展方式的戰(zhàn)略目標,重點加快調(diào)整國民收入分配結(jié)構(gòu)、城鄉(xiāng)結(jié)構(gòu)、區(qū)域結(jié)構(gòu)、產(chǎn)業(yè)結(jié)構(gòu),加快推進科技創(chuàng)新,加快建設(shè)現(xiàn)代農(nóng)業(yè)、生態(tài)文明、文化產(chǎn)業(yè)、社會保障體系,努力推動經(jīng)濟社會協(xié)調(diào)發(fā)展。為擴大內(nèi)需,中國采取了一系列政策措施,取得了明顯成效。2009年,中國社會消費品零售總額增長15.5%,最終消費帶動經(jīng)濟增長4.1個百分點,對經(jīng)濟增長的貢獻率回升到45.4%。2010年1月至9月,中國社會消費品零售總額增長18.3%,內(nèi)需對經(jīng)濟的拉動作用進一步增強。同期,中國進口額和出口額分別增長42.4%和34.0%,貿(mào)易順差同比下降10.5%,外貿(mào)平衡狀況和國際收支平衡進一步改善。

      With the advent of the second decade of the 21st century, China's development has entered a new stage.In the light of changing domestic and external situation, we have set the strategic goal of accelerating the transformation of economic development pattern.We will speed up efforts to adjust the income distribution structure, urban-rural development structure, regional development structure and industrial structure, promote scientific and technological innovation, and develop modern agriculture, conservation culture, cultural industries and the social safety net to bring about balanced economic and social development.The series of policies and measures China adopted to boost domestic demand has produced notable results.In 2009, China's total retail sales rose by 15.5%.Final consumption accounted for 4.1 percentage points in the economic growth rate.In other words, it contributed 45.4% to last year's economic growth.In the first nine months of this year, total retail sales in China grew by 18.3%, reflecting the greater role of domestic demand in economic growth.In the same period, China's imports and exports were up by 42.4% and 34.0% respectively and trade surplus was down by 10.5% year-on-year, a demonstration of further improvement in foreign trade balance and international balance of payments.中國已經(jīng)確立了今后5年發(fā)展的總體方向和戰(zhàn)略任務,我們將堅持以科學發(fā)展為主題,以加快轉(zhuǎn)變經(jīng)濟發(fā)展方式為主線,深化改革開放,保障和改善民生,促進經(jīng)濟長期平穩(wěn)較快發(fā)展和社會和諧穩(wěn)定。轉(zhuǎn)變經(jīng)濟發(fā)展方式、擴大內(nèi)需、改善民生將是我們推動經(jīng)濟社會發(fā)展的重點。我們將圍繞增強居民消費能力、改善居民消費預期、培育壯大消費熱點、完善消費環(huán)境等制定政策措施,加快調(diào)整國民收入分配格局,多渠道增加居民收入,提高社會保障水平,逐步提高最低工資標準,擴大消費信貸,加強商貿(mào)流通體系等基礎(chǔ)設(shè)施建設(shè),促進居民消費持續(xù)較快增長,繼續(xù)促進經(jīng)濟增長向依靠消費、投資、出口協(xié)調(diào)拉動轉(zhuǎn)變,實現(xiàn)全面協(xié)調(diào)可持續(xù)發(fā)展,為世界經(jīng)濟發(fā)展作出新的貢獻。

      China has identified the overall direction and strategic tasks of development in the next five years.Staying committed to scientific development and focusing on transforming the economic development pattern at a faster pace, we will deepen reform and opening up, ensure and improve people's livelihood and strive for sustained, stable and fast economic development and social harmony and stability.Transforming the economic development pattern, expanding domestic demand and improving people's well-being will be our priority tasks in advancing economic and social development.We will introduce policy measures to enhance people's spending power, improve consumption expectations, cultivate areas of high consumer demand and foster a better environment for consumption.We will expedite the adjustment of income distribution pattern, increase people's income through multiple channels, upgrade the level of social security and steadily raise the minimum wage.We will expand consumer credit and develop better commercial distribution infrastructure in order to achieve sustained and fast growth in consumer spending.We will continue with our effort to shift the driver of economic growth to consumption, investment and export.All in all, we will strive for comprehensive, balanced and sustainable development and make new contributions to world economic development.各位同事!

      It gives me great pleasure to attend the fifth G20 summit in Seoul and discuss with you the important subject of promoting economic recovery and world development.Let me begin by extending sincere thanks to President Lee Myung-bak and the ROK government for the active preparations and thoughtful arrangements they have made for the meeting.I would also like to take this opportunity to warmly congratulate all countries on their wonderful exhibition at Expo 2010 Shanghai China.在二十國集團和國際社會共同努力下,世界經(jīng)濟正在緩慢復蘇,但總需求依然不足,缺少新的經(jīng)濟增長點。各國經(jīng)濟政策目標有差異,宏觀經(jīng)濟政策協(xié)調(diào)難度增大,世界經(jīng)濟復蘇的脆弱性和不平衡性進一步顯現(xiàn)。主要發(fā)達經(jīng)濟體復蘇動力不足,失業(yè)率居高不下,財政和債務風險加大。新興經(jīng)濟體面臨資本大量流入、內(nèi)需不足、通脹風險上升等多重壓力。國際金融市場起伏不定,主要貨幣匯率大幅波動,大宗商品價格高位震蕩,保護主義明顯增強。這表明,國際金融危機深層次影響仍在發(fā) 酵,全球發(fā)展問題更加突出。我們要本著對歷史、對未來負責的態(tài)度,站在維護人類共同利益的高度,發(fā)揚同舟共濟精神,再接再厲,努力促進世界經(jīng)濟強勁、可持 續(xù)、平衡增長。

      Thanks to the concerted efforts of the G20 and the entire international community, the world economy is slowly recovering.However, total demand remains insufficient in the absence of new sources of growth.Countries differ in policy objectives, making macroeconomic policy coordination even more difficult and global recovery even more fragile and uneven.Major advanced economies are plagued by sluggish recovery, high unemployment and greater fiscal and debt risks.Emerging economies are confronted with the pressure of massive capital inflow, lagging domestic demand and rising inflation risks.International financial markets suffer from persistent volatility, the exchange rates of major currencies fluctuate drastically, commodity prices hover at high levels, and protectionism is notably on the rise.All this shows that the deep-seated impact of the international financial crisis is still reverberating.Global development issues are more pronounced.We must adopt an attitude responsible to history and the future, bear in mind the common interests of mankind, build on what we have already achieved and continue to work in concert for strong, sustainable and balanced growth of the world economy.為實現(xiàn)這一目標,我愿提出以下建議。

      To this end, I wish to make the following proposals: 第一,完善框架機制,推動合作發(fā)展。促進世界經(jīng)濟強勁、可持續(xù)、平衡增長,對世界具有重要意義。當前,世界經(jīng)濟正處于企穩(wěn)復蘇的關(guān)鍵時期,實現(xiàn)經(jīng)濟強勁增 長是我們的首要任務。一年前,二十國集團領(lǐng)導人在匹茲堡峰會上決定建立強勁、可持續(xù)、平衡增長框架,為包括發(fā)達國家和新興市場國家在內(nèi)的世界主要經(jīng)濟體加 強宏觀經(jīng)濟政策協(xié)調(diào)構(gòu)建了重要平臺。當前,二十國集團正處于從應對國際金融危機的有效機制向促進國際經(jīng)濟合作的主要平臺轉(zhuǎn)變。我們應該繼續(xù)堅持成員國主導 原則,充分考慮各國不同國情和發(fā)展階段,理解并尊重各國選擇發(fā)展道路和發(fā)展政策的自主權(quán)。我們應該繼續(xù)完善和改進評估標準,強勁、可持續(xù)、平衡增長三者同 等重要,在標準制定和實施過程中要統(tǒng)籌兼顧、全面推進。我們應該完善框架,使框架從短期應急向長效治理轉(zhuǎn)變,加強各國中長期政策協(xié)調(diào)。我們應該加強宏觀經(jīng) 濟政策協(xié)調(diào),大力推動國際新興產(chǎn)業(yè)和科技合作,想方設(shè)法創(chuàng)造就業(yè)機會,支持發(fā)展中國家采取調(diào)整結(jié)構(gòu)、擴大內(nèi)需、增加出口等措施,促進各國經(jīng)濟優(yōu)勢互補和互 惠增長。只要我們堅持互利共贏的發(fā)展伙伴精神,推動世界經(jīng)濟強勁、可持續(xù)、平衡增長的目標就能夠?qū)崿F(xiàn)。

      First, improve the Framework for Strong, Sustainable and Balanced Growth and promote cooperative development.Strong, sustainable and balanced economic growth is of great significance to the whole world.As the world economy is at a critical juncture of stabilizing and recovering, achieving strong growth is our primary task.A year ago, we decided at the Pittsburgh Summit to launch the Framework for Strong, Sustainable and Balanced Growth.This Framework is an important platform for major advanced and emerging market economies to strengthen macroeconomic policy coordination.The G20 is now transforming from an effective mechanism in tackling the financial crisis to the premier forum for international economic cooperation.We should stick to the country-led principle, take into full account the different national circumstances and development stages of various members, and appreciate and respect each country's independent choice of development path and policies.The assessment criteria should be further improved.Since strong growth, sustainable growth and balanced growth are equally important, we must give them equal attention and push forward growth in a comprehensive way in the formulation and implementation of assessment criteria.We need to improve the Framework so that the Framework can shift its focus from emergency response to long-term governance and contribute to more effective medium-to long-term global policy coordination.We should strengthen macroeconomic policy coordination, energetically advance international cooperation in new industries and science and technology, employ every means to create jobs, and support developing countries in adopting measures to adjust economic structure, expand domestic demand and increase exports.We should encourage various economies to draw on each other's strengths for mutually beneficial growth.As long as we remain committed to the spirit of mutually beneficial partnership for development, the goal of strong, sustainable and balanced global economic growth will be achieved.第二,倡導開放貿(mào)易,推動協(xié)調(diào)發(fā)展。以各國資源稟賦為基礎(chǔ)開展國際分工和自由貿(mào)易,體現(xiàn)了經(jīng)濟規(guī)律的客觀要求,順應了經(jīng)濟全球化深入發(fā)展的歷史潮流。世界近現(xiàn)代史的發(fā)展歷程表明,貿(mào)易越是自由,世界就越是發(fā)展;經(jīng)濟越是開放,發(fā)展就越是迅速。當前形勢下,我們應該堅定不移推進自由貿(mào)易,堅定不移恪守歷次峰 會承諾,堅定不移反對各種形式的保護主義,取消已有的貿(mào)易保護措施。我們應該大幅減少各種貿(mào)易和投資壁壘,不斷擴大共同利益,通過平等對話妥善處理摩擦和 分歧,取消對高新技術(shù)產(chǎn)品出口的不合理限制,共同營造自由開放、公平公正的全球貿(mào)易環(huán)境;提倡協(xié)調(diào),不搞對抗,加強對話,擴大合作,為世界經(jīng)濟增長營造良 好環(huán)境,努力實現(xiàn)互利共贏。我們應該把貿(mào)易和發(fā)展有機結(jié)合起來,體現(xiàn)二十國集團以共同發(fā)展為導向、以共同繁榮為己任的全球經(jīng)濟治理精神。我們應該恪守承 諾,按照維護多哈授權(quán)、鎖定已有成果、以現(xiàn)有談判案文為基礎(chǔ)的原則,推動多哈回合談判早日取得全面均衡的成果,實現(xiàn)發(fā)展回合目標,促進建立開放自由的全球 貿(mào)易體制。

      Second, champion open trade and promote coordinated development.To pursue international division of labor and free trade based on the resources endowment of individual countries reflects the law of economics and conforms to the historical trend of globalization.Modem world histoiy shows that freer trade brings greater development to the world and a more open economy leads to more rapid development.In the current situation, we must be firmly committed to free trade, to the consensus reached at previous G20 summits, and to the effort of opposing all forms of protectionism and removing existing trade protectionist measures.We should substantially reduce trade and investment barriers, broaden common interests, properly handle frictions and differences through dialogue on an equal footing, lift unreasonable restrictions on high-tech exports and jointly foster a free, open, equitable and just global trading environment.We should encourage coordination, refrain from confrontation and step up dialogue and cooperation so as to shape a favorable environment for global economic growth and win-win progress.We should coordinate trade and development strategies to reflect the G20 spirit of global economic governance for common development and shared prosperity.We should honor our commitments and work for comprehensive and balanced outcomes at the Doha Round negotiations in order to attain the goals of the development round at an early date and establish an open and free global trading system.To do this, we should uphold the mandate of the Doha Round, lock in previous achievements and work on the basis of the existing negotiating text.第三,完善金融體系,推動穩(wěn)定發(fā)展。今年,世界銀行投票權(quán)和國際貨幣基金組織份額的兩項改革都取得了進展,應該按照已確定的時間落實到位。國際金融機構(gòu)改 革是長期和動態(tài)的過程,份額和投票權(quán)改革只是一個起點,還有許多任務尚未完成。我們應該繼續(xù)推動以公平擇優(yōu)為原則選擇國際金融機構(gòu)管理層,提高發(fā)展中國家 中高層管理人員比例,填補發(fā)展中國家在國際企融機構(gòu)制度框架中的管理缺口。我們應該推動國際貨幣基金組織加強資本流動監(jiān)測預警,防止資金大進大出對單個經(jīng) 濟體的破壞性沖擊。加強國際金融監(jiān)管應該著眼于平衡金融監(jiān)管和金融創(chuàng)新、政府干預、市場調(diào)節(jié)的關(guān)系,致力于解決國際金融體系中存在的系統(tǒng)性、根源性問題,使金融體系依靠、服務、促進實體經(jīng)濟發(fā)展;堅持高標準、嚴要求,跟蹤評估各成員執(zhí)行新監(jiān)管標準情況;加強對信用評級機構(gòu)、影子銀行體系和跨境資本流動的監(jiān) 管。我們應該完善國際貨幣體系,建立幣值穩(wěn)定、供應有序、總量可調(diào)的國際儲備貨幣體系,主要儲備貨幣發(fā)行經(jīng)濟體應該實施負責任的政策、保持匯率相對穩(wěn)定,增強新興市場國家和發(fā)展中國家應對金融風險能力,緩和并逐步解決造成外匯流動性風險的根本矛盾。

      Third, reform the financial system and promote stable development.Both the World Bank voting power reform and the IMF quota reform have made progress this year, and what has been decided should be implemented within the agreed timeframe.The reform of international financial institutions(IFIs)is a long and dynamic process.Quota and voting power reforms are just a starting point and much remains to be done.We should continue to push for fair and merit-based selection of the management of international financial institutions, enable more people from developing countries to take up mid-level and senior management positions and redress the underrepresentation of developing countries at the management level in the institutional framework of IFIs.We should support the IMF in its effort to strengthen the monitoring and early warning of capital flows and prevent the destructive impact of large capital movement, both inward and outward, on individual economies.While tightening international financial supervision and regulation, we need to seek the right balance between financial regulation and innovation, and between government intervention and market forces, and address the systemic and fundamental problems in the international financial system so that the system will become one that relies on, serves and buttresses the development of the real economy.We should rigorously track and assess G20 members' compliance with the new regulatory standards.We should strengthen supervision and regulation over credit rating agencies, the shadow banking system and trans-border capital flows.We should improve the international monetary system and build an international reserve currency system with stable value, rule-based issuance and manageable supply.The major reserve currency issuing economies should adopt responsible policies, maintain relative stability of exchange rates and help enhance the resilience of emerging market economies and developing countries against financial risks, thus easing and gradually removing the fundamental problems behind foreign exchange liquidity risks.第四,縮小發(fā)展差距,推動平衡發(fā)展。世界經(jīng)濟發(fā)展不平衡表現(xiàn)在方方面面,最突出的是南北發(fā)展嚴重失衡。深層原因是國際秩序不公正、制度不完善、機會不均 等。從根本上說,沒有廣大發(fā)展中國家充分發(fā)展就談不上世界真正發(fā)展,沒有最不發(fā)達國家脫貧致富就談不上世界持久繁榮。前不久,聯(lián)合國成功召開千年發(fā)展目標 高級別會議,各方承諾努力克服困難,全力推動實現(xiàn)千年發(fā)展目標。這是聯(lián)合國的莊嚴承諾,也是二十國集團成員的共同責任。我們應該建立更平等、更均衡的新型 全球發(fā)展伙伴關(guān)系,促進發(fā)達國家和發(fā)展中國家相互理解、相互協(xié)調(diào),避免走相互指責、公開對立的老路;重視二十國集團宏觀經(jīng)濟政策對發(fā)展中國家的外溢效應,著力推動南北合作,拓展利益交匯點,樹立以發(fā)展促增長、以合作抗風險的新發(fā)展理念;提升發(fā)展問題在國際議程中的位置,從宏觀和戰(zhàn)略高度推動解決發(fā)展問題。我們應該支持聯(lián)合國及其專門機構(gòu)在國際發(fā)展合作中繼續(xù)發(fā)揮重要作用,增強世界銀行等國際機構(gòu)發(fā)展職能,為國際發(fā)展合作提供堅實機制保障。我們應該倡導和推 廣新的發(fā)展方式,降低人為技術(shù)轉(zhuǎn)讓壁壘,為廣大發(fā)展中國家早日實現(xiàn)綠色發(fā)展和可持續(xù)發(fā)展創(chuàng)造條件。我們應該共同推動坎昆氣候變化大會繼續(xù)堅持共同但有區(qū)別 的責任原則,堅持“巴厘路線圖”雙軌談判機制和授權(quán),堅持減緩、適應、資金、技術(shù)并重,堅持公開透明、廣泛參與、協(xié)商一致的談判方式,注意傾聽廣大發(fā)展中 國家呼聲,在哥本哈根氣候變化大會所取得成果基礎(chǔ)上,在《哥本哈根協(xié)議》政治共識指導下,進一步取得積極成果。

      Fourth, narrow the development gap and promote balanced development.Among the various imbalances in the world economy, the most prominent is the serious development imbalance between the North and the South.The underlying reason is that the international order is unfair, with institutional deficiencies and lack of equal access to opportunities.In the final analysis, without the full development of developing countries, there can be no genuine global development.And if the least developed countries remain in poverty, enduring global prosperity can only be empty talk.At the recent UN High-Level Plenary Meeting on the Millennium Development Goals(MDGs), all parties committed to overcome difficulties and do everything possible to achieve the MDGs.This represents the solemn commitment of the United Nations and the common responsibility of G20 members.We must endeavor to build a new and more equal and balanced global partnership and encourage developed and developing countries to have more mutual understanding and closer coordination rather than follow the old path of trading accusations and public confrontation.We should pay attention to the spillover effect of G20 macroeconomic policies on developing countries.We should make great efforts to promote North-South cooperation, expand common interests and embrace a new development concept that promotes growth through development and overcomes risks through cooperation.We should move development up on the international agenda and address the issue of development from a macro and strategic perspective.We should support the United Nations and its specialized agencies in continuing to play an important role in international development cooperation and strengthen the development function of the World Bank and other international institutions so as to provide strong institutional guarantee for international development cooperation.We should advocate new ways of development and reduce artificial barriers to technology transfer in order to create conditions for developing countries to achieve green and sustainable development at an early date.We should work together to ensure that the Cancun climate change conference will continue to follow the principle of common but differentiated responsibilities and the dual-track negotiation mechanism and mandate of the Bali Roadmap.The Cancun conference should give equal importance to mitigation, adaptation, funding and technological support, adhere to the principle of openness, transparency, broad participation and consensus-building in conducting negotiations and pay more attention to the voice of developing countries.It should seek positive outcomes by building on the achievements of the Copenhagen conference and following the guidance of the political consensus embodied in the Copenhagen Accord.各位同事!Dear Colleagues, 中國發(fā)展是世界發(fā)展的重要組成部分。改革開放以來,中國人民克服困難、艱苦奮斗,減少了兩億多絕對貧困人口,解決了13億人的溫飽問題,正在向著全面建設(shè) 小康社會目標邁進。與此同時,中國盡己所能、向其他發(fā)展中國家提供真誠無私援助,積極促進南南合作,努力為世界發(fā)展作出貢獻。

      China's development is an important part of world development.Since reform and opening-up, China has lifted over 200 million people out of absolute poverty and provided for the basic needs of 1.3 billion Chinese.We are now working towards the goal of building a moderately prosperous society in all respects.We have made our achievements through strenuous efforts and by overcoming numerous difficulties.Meanwhile, China has offered sincere and selfless assistance to fellow developing countries as its ability permits and actively promoted South-South cooperation, contributing its share to world development.進入21世紀第二個10年,中國發(fā)展進入新的歷史時期。我們根據(jù)國內(nèi)外形勢發(fā)展變化,提出了加快轉(zhuǎn)變經(jīng)濟發(fā)展方式的戰(zhàn)略目標,重點加快調(diào)整國民收入分配結(jié) 構(gòu)、城鄉(xiāng)結(jié)構(gòu)、區(qū)域結(jié)構(gòu)、產(chǎn)業(yè)結(jié)構(gòu),加快推進科技創(chuàng)新,加快建設(shè)現(xiàn)代農(nóng)業(yè)、生態(tài)文明、文化產(chǎn)業(yè)、社會保障體系,努力推動經(jīng)濟社會協(xié)調(diào)發(fā)展。為擴大內(nèi)需,中 國采取了一系列政策措施,取得了明顯成效。2009年,中國社會消費品零售總額增長15.5%,最終消費帶動經(jīng)濟增長4.1個百分點,對經(jīng)濟增長的貢獻率 回升到45.4%。2010年1月至9月,中國社會消費品零售總額增長18.3%,內(nèi)需對經(jīng)濟的拉動作用進一步增強。同期,中國進口額和出口額分別增長 42.4%和34.0%,貿(mào)易順差同比下降10.5%,外貿(mào)平衡狀況和國際收支平衡進一步改善。

      With the advent of the second decade of the 21st century, China's development has entered a new stage.In the light of changing domestic and external situation, we have set the strategic goal of accelerating the transformation of economic development pattern.We will speed up efforts to adjust the income distribution structure, urban-rural development structure, regional development structure and industrial structure, promote scientific and technological innovation, and develop modern agriculture, conservation culture, cultural industries and the social safety net to bring about balanced economic and social development.The series of policies and measures China adopted to boost domestic demand has produced notable results.In 2009, China's total retail sales rose by 15.5%.Final consumption accounted for 4.1 percentage points in the economic growth rate.In other words, it contributed 45.4% to last year's economic growth.In the first nine months of this year, total retail sales in China grew by 18.3%, reflecting the greater role of domestic demand in economic growth.In the same period, China's imports and exports were up by 42.4% and 34.0% respectively and trade surplus was down by 10.5% year-on-year, a demonstration of further improvement in foreign trade balance and international balance of payments.中國已經(jīng)確立了今后5年發(fā)展的總體方向和戰(zhàn)略任務,我們將堅持以科學發(fā)展為主題,以加快轉(zhuǎn)變經(jīng)濟發(fā)展方式為主線,深化改革開放,保障和改善民生,促進經(jīng)濟 長期平穩(wěn)較快發(fā)展和社會和諧穩(wěn)定。轉(zhuǎn)變經(jīng)濟發(fā)展方式、擴大內(nèi)需、改善民生將是我們推動經(jīng)濟社會發(fā)展的重點。我們將圍繞增強居民消費能力、改善居民消費預 期、培育壯大消費熱點、完善消費環(huán)境等制定政策措施,加快調(diào)整國民收入分配格局,多渠道增加居民收入,提高社會保障水平,逐步提高最低工資標準,擴大消費 信貸,加強商貿(mào)流通體系等基礎(chǔ)設(shè)施建設(shè),促進居民消費持續(xù)較快增長,繼續(xù)促進經(jīng)濟增長向依靠消費、投資、出口協(xié)調(diào)拉動轉(zhuǎn)變,實現(xiàn)全面協(xié)調(diào)可持續(xù)發(fā)展,為世 界經(jīng)濟發(fā)展作出新的貢獻。

      China has identified the overall direction and strategic tasks of development in the next five years.Staying committed to scientific development and focusing on transforming the economic development pattern at a faster pace, we will deepen reform and opening up, ensure and improve people's livelihood and strive for sustained, stable and fast economic development and social harmony and stability.Transforming the economic development pattern, expanding domestic demand and improving people's well-being will be our priority tasks in advancing economic and social development.We will introduce policy measures to enhance people's spending power, improve consumption expectations, cultivate areas of high consumer demand and foster a better environment for consumption.We will expedite the adjustment of income distribution pattern, increase people's income through multiple channels, upgrade the level of social security and steadily raise the minimum wage.We will expand consumer credit and develop better commercial distribution infrastructure in order to achieve sustained and fast growth in consumer spending.We will continue with our effort to shift the driver of economic growth to consumption, investment and export.All in all, we will strive for comprehensive, balanced and sustainable development and make new contributions to world economic development.各位同事!Dear Colleagues, 讓我們拿出百倍的勇氣和智慧,攜手并肩,團結(jié)向前,共同推動世界全面發(fā)展,共同開創(chuàng)人類美好明天!

      很高興來到多倫多參加二十國集團領(lǐng)導人第四次峰會,同各位同事共同討論推動世界經(jīng)濟全面復蘇這個重大議題。首先,我謹對哈珀總理和加拿大政府為本次峰會所作的積極努力和周到安排,表示衷心的感謝!我還要感謝大家對上海世博會給予的寶貴支持和幫助。

      在二十國集團成員和國際社會共同努力下,世界經(jīng)濟正在逐步復蘇,但復蘇基礎(chǔ)不牢固、進程不平衡,存在較大不確定性。部分國家主權(quán)債務風險持續(xù)上 升,一些系統(tǒng)重要性金融機構(gòu)的問題集中暴露,主要貨幣匯率大幅波動,國際金融市場動蕩不定,大宗商品價格高位震蕩,各種形式的保護主義明顯增多。這表明,國際金融危機深層次影響尚未消除,世界經(jīng)濟系統(tǒng)性和結(jié)構(gòu)性風險仍十分突出。我們要深刻認識國際金融危機深層次影響的嚴重性和復雜性,繼續(xù)發(fā)揚同舟共濟、合 作共贏的精神。

      匹茲堡峰會提出的“強勁、可持續(xù)、平衡增長框架”對世界經(jīng)濟長遠健康發(fā)展具有重要意義。為了推動世界經(jīng)濟盡早進入強勁、可持續(xù)、平衡增長,我愿提出以下建議。

      第一,推動二十國集團從應對國際金融危機的有效機制轉(zhuǎn)向促進國際經(jīng)濟合作的主要平臺。當前,世界經(jīng)濟形勢仍然十分復雜,需要二十國集團發(fā)揮引領(lǐng) 作用。我們應該著眼長遠,推動二十國集團從協(xié)同刺激轉(zhuǎn)向協(xié)調(diào)增長、從短期應急轉(zhuǎn)向長效治理、從被動應對轉(zhuǎn)向主動謀劃。要加強二十國集團成員宏觀經(jīng)濟政策協(xié) 調(diào),保持合理政策力度,支持發(fā)生主權(quán)債務危機的國家克服當前面臨的困難。要審慎穩(wěn)妥把握經(jīng)濟刺激政策退出的時機、節(jié)奏、力度,鞏固世界經(jīng)濟復蘇勢頭。要全 面落實前3次峰會作出的決定和達成的共識,共同維護二十國集團信譽和效力,本著循序漸進、互利共贏的原則推進二十國集團機制化建設(shè),妥善處理各種矛盾和分 歧,確保二十國集團峰會機制在健康軌道上向前發(fā)展。要處理好二十國集團機制同其他國際組織和多邊機制的關(guān)系,確保二十國集團在促進國際經(jīng)濟合作和全球經(jīng)濟 治理中發(fā)揮核心作用。

      第二,加快建立公平、公正、包容、有序的國際金融新秩序。我們應該牢記國際金融危機的深刻教訓,正本清源,對癥下藥,本著簡單易行、便于問責的 原則推進國際金融監(jiān)管改革,建立有利于實體經(jīng)濟發(fā)展的國際金融體系。要建立并執(zhí)行嚴格的資本和杠桿率要求,將影子銀行體系納入監(jiān)管,制訂全球統(tǒng)一的會計準 則。要著力加強對系統(tǒng)重要性金融機構(gòu)的監(jiān)管,采取必要的預防性措施,防止風險投機過度。要強調(diào)國際監(jiān)管核心原則和標準的一致性,同時要充分考慮不同國家金 融市場的差異性,提高金融監(jiān)管的針對性和有效性。要加強對信用評級機構(gòu)的監(jiān)管,減少對信用評級機構(gòu)的依賴,完善信用評級機構(gòu)行為準則和問責制度,特別是要 制定客觀、公正、合理、統(tǒng)一的主權(quán)信用評級方法和標準,使有關(guān)評級結(jié)果準確反映一國經(jīng)濟狀況和信用級別。要繼續(xù)推進國際金融機構(gòu)改革,加快完成國際貨幣基 金組織份額調(diào)整,推動更多新興市場國家和發(fā)展中國家人員出任國際金融機構(gòu)高管,提高發(fā)展中國家代表性和發(fā)言權(quán)。要加強國際貨幣基金組織能力建設(shè)和監(jiān)督改 革,加強對各方特別是主要儲備貨幣發(fā)行經(jīng)濟體宏觀經(jīng)濟政策的監(jiān)督。

      第三,促進建設(shè)開放自由的全球貿(mào)易體制。我們必須以實際行動反對各種形式的保護主義,堅決倡導和支持自由貿(mào)易,繼續(xù)承諾并嚴格執(zhí)行不對商品、投 資、服務設(shè)置新的限制措施。發(fā)達國家要以更加開放的態(tài)度促進國際貿(mào)易發(fā)展,本著互利共贏、共同發(fā)展的原則,堅持以對話協(xié)商妥善處理貿(mào)易摩擦。要按照維護多 哈授權(quán)、鎖定已有成果、以現(xiàn)有談判案文為基礎(chǔ)的原則,推動多哈回合談判取得全面、均衡的成果,盡早實現(xiàn)發(fā)展回合目標。

      各位同事!

      我們要牢牢把握強勁、可持續(xù)、平衡增長三者的有機統(tǒng)一。確保強勁增長是當前世界經(jīng)濟發(fā)展的首要任務,可持續(xù)增長是長期目標,通過轉(zhuǎn)變經(jīng)濟發(fā)展方 式實現(xiàn)平衡增長是客觀要求。我們應該積極推動強勁增長,著力發(fā)展實體經(jīng)濟,促進民眾就業(yè),加強新興產(chǎn)業(yè)領(lǐng)域國際合作,在前進中克服困難,在增長中解決問 題。我們應該注重保持可持續(xù)增長,不僅要保持環(huán)境可持續(xù)性,也要保持財政、貨幣、貿(mào)易、產(chǎn)業(yè)等政策的可持續(xù)性,減少宏觀經(jīng)濟波動和風險。我們應該努力實現(xiàn)平衡增長,既要實現(xiàn)各國國內(nèi)不同區(qū)域、不同產(chǎn)業(yè)平衡增長,也要實現(xiàn)不同國家和地區(qū)平衡增長。實現(xiàn)世界經(jīng)濟強勁、可持續(xù)、平衡增長是一個長期復雜的過程,不 可能一蹴而就,既要持之以恒、堅定推進,也要照顧到不同國家國情,尊重各國發(fā)展道路和發(fā)展模式的多樣性。

      中國在推動經(jīng)濟發(fā)展過程中始終努力推進經(jīng)濟強勁增長,從1978年到2008年中國經(jīng)濟年均增長9.8%。國際金融危機發(fā)生以來,中國全面實施 并不斷豐富完善應對國際金融危機沖擊的一攬子計劃和政策措施,2009年中國經(jīng)濟增長8.7%,為地區(qū)和世界經(jīng)濟復蘇作出了自己的貢獻。2010年,中國 經(jīng)濟繼續(xù)保持平穩(wěn)較快發(fā)展勢頭,一季度經(jīng)濟增長11.9%。中國始終重視增長的可持續(xù)性,把財政赤字控制在占國內(nèi)生產(chǎn)總值3%的范圍之內(nèi)。今年以來,我們 在保持宏觀經(jīng)濟政策連續(xù)性和穩(wěn)定性的同時,強調(diào)要根據(jù)新形勢新情況提高政策的針對性和靈活性,妥善處理好保持經(jīng)濟平穩(wěn)較快發(fā)展、調(diào)整經(jīng)濟結(jié)構(gòu)、管理通脹預 期的關(guān)系,著力增強經(jīng)濟增長的可持續(xù)性。中國始終高度重視平衡增長。在應對國際金融危機沖擊的過程中,中國各項擴大內(nèi)需政策取得明顯成效,2009年在貨 物出口總額減少16%的情況下,社會消費品零售總額實際增長近17%,全社會固定資產(chǎn)投資增長約30%,經(jīng)常項目順差占國內(nèi)生產(chǎn)總值的比重降至6.1%。今年以來,中國貿(mào)易順差繼續(xù)大幅減少,經(jīng)常項目收支加快趨向平衡,經(jīng)濟協(xié)調(diào)發(fā)展良好勢頭進一步增強。

      我們清醒地認識到,中國人口多、底子薄,城鄉(xiāng)、區(qū)域發(fā)展不平衡,環(huán)境和資源約束矛盾突出,尤其是中國每年城鎮(zhèn)需要安排就業(yè)的勞動力2400萬 人,大量農(nóng)村富余勞動力需要轉(zhuǎn)移就業(yè),同時還有相當數(shù)量的貧困人口未脫貧。為了解決這些困難和問題,我們堅持以人為本、全面協(xié)調(diào)可持續(xù)發(fā)展的科學發(fā)展觀,把加快轉(zhuǎn)變經(jīng)濟發(fā)展方式作為貫徹落實科學發(fā)展觀的重要目標和戰(zhàn)略舉措,重點加快調(diào)整國民收入分配結(jié)構(gòu)、城鄉(xiāng)結(jié)構(gòu)、區(qū)域結(jié)構(gòu)、產(chǎn)業(yè)結(jié)構(gòu),加快推進科技創(chuàng)新,加快建設(shè)現(xiàn)代農(nóng)業(yè)、生態(tài)文明、文化產(chǎn)業(yè)、社會保障體系,努力推動經(jīng)濟社會協(xié)調(diào)發(fā)展。這些調(diào)整和轉(zhuǎn)變不僅有利于中國經(jīng)濟全面協(xié)調(diào)可持續(xù)發(fā)展,也將對世界經(jīng)濟 發(fā)展產(chǎn)生積極影響。轉(zhuǎn)變經(jīng)濟發(fā)展方式是一個長期復雜的過程,需要付出艱苦努力。中方愿同各方相互借鑒、取長補短、平等合作、共同發(fā)展,推動世界經(jīng)濟形成更 加合理的產(chǎn)業(yè)分工結(jié)構(gòu)、更加均衡的金融貿(mào)易結(jié)構(gòu)、更加科學的資源配置結(jié)構(gòu)、更加公平的利益共享結(jié)構(gòu),實現(xiàn)世界經(jīng)濟持續(xù)協(xié)調(diào)發(fā)展。

      各位同事!

      要真正實現(xiàn)世界經(jīng)濟長期持續(xù)增長,必須幫助廣大發(fā)展中國家實現(xiàn)充分發(fā)展,縮小南北發(fā)展差距。在國際金融危機中,發(fā)展中國家受到的沖擊十分嚴重,克服國際金融危機影響面臨的困難也十分嚴重。二十國集團成員主要是發(fā)達國家、新興市場國家、工業(yè)化程度較高的發(fā)展中國家,成員國國內(nèi)生產(chǎn)總值占世界的 85%,但我們不能忽視超過世界國家總數(shù)85%的其他發(fā)展中國家的發(fā)展訴求。二十國集團有責任為解決發(fā)展問題提供更強政治動力、更多經(jīng)濟資源、更好制度保 障。

      國際金融危機使聯(lián)合國千年發(fā)展目標進程面臨新的困難,2015年前完成預期目標任重道遠。我們應該在發(fā)展問題上采取更多實際行動,保障發(fā)展資 源,完善發(fā)展機制,促進發(fā)展合作,確保如期實現(xiàn)聯(lián)合國千年發(fā)展目標。發(fā)達國家應該切實兌現(xiàn)官方發(fā)展援助承諾、開放市場、減免債務,加大對發(fā)展中國家的資金 和技術(shù)支持,提高發(fā)展中國家自我發(fā)展能力。世界銀行、國際貨幣基金組織等國際金融機構(gòu)的資源應該優(yōu)先用于幫助發(fā)展中國家尤其是最不發(fā)達國家。

      國際金融危機發(fā)生以來,中國通過各種方式和渠道向發(fā)展中國家提供援助。我們向國際貨幣基金組織增資500億美元,明確要求將資金優(yōu)先用于最不發(fā) 達國家。我們同有關(guān)國家和地區(qū)簽署了總額達6500億元人民幣的雙邊貨幣互換協(xié)議,共同應對國際金融危機沖擊。我們設(shè)立100億美元的中國-東盟投資合作 基金,向東盟國家提供150億美元信貸支持,積極參與推動以清邁倡議多邊化和亞洲債券市場發(fā)展倡議為主要內(nèi)容的東亞財金合作,維護地區(qū)經(jīng)濟金融形勢穩(wěn)定。我們向上海合作組織其他成員國提供100億美元的信貸支持。我們向非洲國家提供100億美元優(yōu)惠貸款,免除非洲重債窮國和最不發(fā)達國家債務,逐步給予非洲 同中國建交的最不發(fā)達國家95%的產(chǎn)品免關(guān)稅待遇。我愿代表中國政府莊嚴承諾,中國將在南南合作框架內(nèi)繼續(xù)向發(fā)展中國家提供力所能及的援助,盡力幫助發(fā)展 中國家實現(xiàn)發(fā)展。

      At the Fourth G20 Summit

      Prime Minister Stephen Harper, Dear Colleagues, It gives me great pleasure to attend the fourth G20 Summit in Toronto and discuss with you the important subject of promoting full recovery of the world economy.Let me begin by thanking Prime Minister Harper and the Canadian government for their active efforts and thoughtful arrangements for this meeting.I also wish to take this opportunity to express thanks to all of you for giving valuable support and assistance to Expo 2010 Shanghai.With the concerted efforts of G20 members and the entire international community, the world economy is gradually recovering.But the recovery is neither firmly established nor balanced and there are still quite many uncertainties down the road.Sovereign debt risks continue to rise in some countries.A host of problems have been exposed in some systemically-important financial institutions.Exchange rates of major currencies fluctuate drastically and international financial markets suffer from persistent volatility.Commodity prices hover at a high level and protectionism of various forms is notably growing.All this shows that the deeper impact of the international financial crisis is yet to be overcome and systemic and structural risks in the world economy remain very serious.We must fully recognize the gravity and complexity of the deep impact of the international financial crisis and continue to work in a spirit of unity and win-win progress.The Framework for Strong, Sustainable and Balanced Growth launched at the Pittsburgh Summit is of great importance to the long-term healthy growth of the world economy.I wish to offer the following proposals concerning the efforts required for bringing about strong, sustainable and balanced world economic growth at an early date.First, we need to turn the G20 from an effective mechanism to counter the international financial crisis to a premier platform for advancing international economic cooperation.The complex world economic situation makes it necessary for the G20 to play a guiding role.We need to take a longer-term perspective and shift the focus of the G20 from coordinating stimulus measures to coordinating growth, from addressing short-term contingencies to promoting long-term governance and from passive response to proactive planning.We should strengthen coordination of macroeconomic policies among G20 members, keep the right intensity of our policies and support countries hit by the sovereign debt crisis in overcoming the current difficulties.We must act in a cautious and appropriate way concerning the timing, pace and intensity of an exit from the economic stimulus packages and consolidate the momentum of recovery of the world economy.We must follow through on the decisions and consensus of the previous G20 summits and uphold together the credibility and effectiveness of the G20.We must advance the G20's institutional-building under the principle of seeking gradual progress and win-win outcomes, and properly handle various problems and differences in order to ensure the sound development of the G20 summit mechanism.We need to well manage the G20's relationship with other international organizations and multilateral mechanisms and ensure that the G20 plays a core role in promoting international economic cooperation and global economic governance.Second, we need to accelerate the establishment of a new international financial order that is fair, equitable, inclusive and well-managed.We must learn the hard lessons of the international financial crisis, take effective measures to address the root causes of the crisis, and push forward reform to ensure that the future international financial supervisory and regulatory regime is easy to operate and highly accountable.It is important to establish an international financial system that is good for the growth of the real economy.We need to establish and enforce strict capital and leverage ratio requirements, bring the shadow banking system under supervision and regulation and formulate globally consistent accounting rules.We need to make greater efforts to strengthen supervision and regulation of systemically-important financial institutions and take necessary precautionary measures to forestall excessive risks and speculation.We need to stress the consistency of core principles and standards of international supervision and regulation and, at the same time, take into full consideration the differences between financial markets of individual countries to make financial supervision and regulation more focused and effective.We need to strengthen regulation of credit rating agencies, reduce dependence on these agencies and improve their code of conduct and accountability system.It is particularly important to establish objective, fair, reasonable and uniform methodologies and standards for sovereign credit rating so that the rating results can accurately reflect the state of a country's economy and credit worthiness.We need to continue to push forward the reform of international financial institutions, complete the adjustment of IMF quotas at a faster pace, enable more people from emerging markets and developing countries to assume senior management posts at international financial institutions, and increase the representation and voice of developing countries.We need to enhance the IMF's capacity-building and surveillance reform, and we need to strengthen supervision over macroeconomic policies of various parties, particularly major reserve currency issuing economies.Third, we need to advance the building of an open and free global trading regime.We must take concrete actions to reject all forms of protectionism, and unequivocally advocate and support free trade.We must renew our commitment not to impose new restrictions on goods, investment and services, and earnestly follow through on this commitment.Developed countries should promote international trade with greater openness.It is important to address trade frictions appropriately through dialogue and consultation and under the principle of mutual benefit and common development.We should work for comprehensive and balanced outcomes from the Doha round negotiations and attain the goals of this development round at an early date.And we should do so by upholding the Doha mandate, locking up the existing achievements, and working on the basis of the existing negotiating text.Dear Colleagues, We must recognize that “strong, sustainable and balanced growth” is an integral concept.To ensure strong growth is the top priority in today's world economic development;to enable sustainable growth is our long-term objective;and to achieve balanced growth through the transformation of the economic development pattern is necessitated by the calling of our times.We need to take proactive steps to ensure strong growth, make great efforts to develop the real economy, create jobs for the people and step up international cooperation in emerging industries.We should overcome difficulties in the course of progress and tackle challenges through growth.We should value sustainable growth, which includes sustainability of the environment as well as sustainability of fiscal, monetary, trade and industrial policies, and reduce macroeconomic fluctuations and risks.We should strive for balanced growth, including balanced growth both among different parts and industries of a country and among different countries and regions.It will take a long and complex process to achieve strong, sustainable and balanced growth of the world economy.It cannot be done overnight.We must make persistent efforts to push forward this process.And in doing so, we must also take into account specific circumstances of individual countries and respect their diverse development paths and models.In its pursuit of economic development, China has all along worked hard to promote strong economic growth.Between 1978 and 2008, the Chinese economy grew at an average annual rate of 9.8%.Since the outbreak of the international financial crisis, China has comprehensively implemented and continuously enriched and improved its package plan and other policy measures in response.As a result, the Chinese economy grew by 8.7% in 2009 and contributed its part to regional and global economic recovery.Since the start of 2010, the Chinese economy has maintained steady and relatively fast growth.In the first quarter, the economy grew by 11.9%.China has always valued sustainable growth, as evidenced by its efforts to keep budget deficit under 3% of GDP.Since the beginning of this year, as we work to maintain the consistency and stability of our macroeconomic policies, we have also stressed the need to make our policies more responsive and flexible in the light of evolving circumstances, strike the right balance between ensuring steady and relatively fast economic growth, restructuring the economy and managing inflation expectations, and put in greater efforts to make economic growth more sustainable.China has always attached great importance to balanced growth.In countering the international financial crisis, the various policies China has adopted to boost domestic demand have shown notable results.In 2009, while China's total exports in goods dropped by 16%, its retail sales were up by nearly 17% in real terms, fixed asset investment increased by about 30%, and current account surplus relative to GDP fell to 6.1%.Since the start of this year, China's trade surplus has continued to drop by a big margin.The trend towards current account balance has picked up speed.And balanced economic development has gathered even stronger momentum.We are soberly aware of the difficulties and challenges that China faces, including a large population, a weak economic foundation, lack of balance in the development between urban and rural areas and among different regions, and serious environmental and resource constraints.Each year, 24 million urban residents enter the job market and a huge number of surplus rural workers need to find non-agricultural jobs.And a considerable number of people are yet to be lifted out of poverty.To address these difficulties and challenges, we have been following a scientific outlook on development that puts people first and seeks comprehensive, balanced and sustainable development.A key objective and strategic move in our endeavor to implement this scientific outlook is to accelerate the transformation of economic development pattern.We are focusing our efforts on readjusting at a faster pace national income distribution pattern, urban-rural development structure, regional development structure and industrial structure.We are speeding up efforts to encourage scientific and technological innovation, and expediting the development of modern agriculture, conservation culture, cultural industries and the social security system.Our goal is to promote balanced economic and social progress.These adjustments and transformations will not only contribute to the comprehensive, balanced and sustainable growth of the Chinese economy, but also benefit the world economy.To transform the pattern of economic growth is a long-term and complex process that requires tremendous efforts.China stands ready to work with other parties to draw on each others' strength, pursue cooperation on the basis of equality and common development, and bring about a more rational division of international labor, a more balanced financial and trade structure, a more scientific pattern for resource allocation and a more equitable system for interest sharing so as to put the world economy on the track of sustained and balanced growth.Dear Colleagues, To achieve genuine long-term and sustainable growth of the world economy, it is imperative to help developing countries achieve full development and narrow the development gap between the North and the South.Developing countries have been hit hard by the financial crisis and they find it a daunting task to overcome the difficulties caused by the crisis.The G20 is primarily composed of developed countries, emerging markets and developing nations with a relatively higher level of industrialization.The combined GDP of G20 members accounts for 85% of the world's total.However, we should not neglect the development aspirations of other developing countries, which take up over 85% of countries in the world.It is incumbent upon the G20 to provide stronger political drive, greater economic resources and better institutional guarantee for development.The international financial crisis has made it more difficult to attain the UN Millennium Development Goals(MDGs).It will be an uphill battle to achieve the set objectives by 2015.We must take more credible actions to address the issue of development.We must secure development resources, improve development institutions and promote development cooperation to ensure that the UN MDGs will be met on schedule.Developed countries should honor in good faith their commitments on official development assistance, market opening, and debt reduction and cancellation.They should scale up financial and technological support for developing countries and help them build stronger capacity for self development.The World Bank, the IMF and other international financial institutions should use their resources to help, on a priority basis, developing countries, the least developed countries in particular.Since the outbreak of the international financial crisis, China has provided assistance to developing countries through multiple means and channels.We contributed US$50 billion to IMF's resource increase with an explicit request that the resources be used, first and foremost, to help the least developed countries.We signed bilateral currency swap agreements worth RMB650 billion yuan with relevant countries and regions in a joint response to the financial crisis.To maintain regional economic and financial stability, we have established a US$10 billion China-ASEAN Investment Fund, provided US$15 billion of credit support to ASEAN countries, and actively engaged in and pushed forward East Asian financial cooperation focusing mainly on Chiang Mai Initiative Multilateralization and the Asian Bond Market initiative.We have provided US$10 billion of credit support to other member states of the Shanghai Cooperation Organization.We made the decision to provide US$10 billion in concessional loans to African countries and cancel the debts owed by heavily indebted poor countries and least developed countries in Africa and we will phase in zero-tariff treatment to 95% of the products from the least developed African countries having diplomatic ties with China.On behalf of the Chinese government, I would like to make the solemn commitment that China will continue to offer assistance to other developing countries as its ability permits within the framework of South-South cooperation, and do its utmost to help other developing countries achieve development.Dear Colleagues, It is up to all of us to work together to shape the future of the G20 and the world as a whole.Let us unite as one and work side by side to plan for and build an even better future for the world economy.Thank you.

      (記者吳綺敏、莽九晨)二十國集團領(lǐng)導人第五次峰會12日在韓國首都首爾舉行,國家主席胡錦濤出席峰會并發(fā)表重要講話。胡錦濤強調(diào)指出,我們要本著對歷史、對未來負責的態(tài)度,站在維護人類共同利益的高度,發(fā)揚同舟共濟精神,再接再厲,努力促進世界經(jīng)濟強勁、可持續(xù)、平衡增長。

      這次峰會在首爾的會展中心舉行,主要討論世界經(jīng)濟形勢,強勁、可持續(xù)、平衡增長框架,國際金融機構(gòu)改革,國際金融監(jiān)管,全球金融安全網(wǎng),發(fā)展和貿(mào)易等問題。

      當?shù)貢r間上午9時50分許,峰會開始。二十國集團輪值主席國韓國總統(tǒng)李明博主持會議。與會領(lǐng)導人圍繞會議議題發(fā)言。胡錦濤發(fā)表了題為《再接再厲 共促發(fā)展》的重要講話。

      胡錦濤指出,在二十國集團和國際社會共同努力下,世界經(jīng)濟正在緩慢復蘇,但總需求依然不足,缺少新的經(jīng)濟增長點。各國經(jīng)濟政策目標有差異,宏觀經(jīng)濟政策協(xié)調(diào)難度增大,世界經(jīng)濟復蘇的脆弱性和不平衡性進一步顯現(xiàn)。國際金融危機深層次影響仍在發(fā)酵,全球發(fā)展問題更加突出。

      為實現(xiàn)促進世界經(jīng)濟強勁、可持續(xù)、平衡增長這一目標,胡錦濤提出四點建議。

      第一,完善框架機制,推動合作發(fā)展。促進世界經(jīng)濟強勁、可持續(xù)、平衡增長,對世界具有重要意義。我們應該繼續(xù)堅持成員國主導原則,充分考慮各國不同國情和發(fā)展階段,理解并尊重各國選擇發(fā)展道路和發(fā)展政策的自主權(quán);繼續(xù)完善和改進評估標準,強勁、可持續(xù)、平衡增長三者同等重要,在標準制定和實施過程中要統(tǒng)籌兼顧、全面推進;完善框架,使框架從短期應急向長效治理轉(zhuǎn)變,加強各國中長期政策協(xié)調(diào),促進各國經(jīng)濟優(yōu)勢互補和互惠增長。

      第二,倡導開放貿(mào)易,推動協(xié)調(diào)發(fā)展。我們應該堅定不移推進自由貿(mào)易,堅定不移反對各種形式的保護主義,取消已有的貿(mào)易保護措施;大幅減少各種貿(mào)易和投資壁壘,不斷擴大共同利益,通過平等對話妥善處理摩擦和分歧,取消對高新技術(shù)產(chǎn)品出口的不合理限制,共同營造自由開放、公平公正的全球貿(mào)易環(huán)境。我們應該恪守承諾,推動多哈回合談判早日取得全面均衡的成果,實現(xiàn)發(fā)展回合目標,促進建立開放自由的全球貿(mào)易體制。

      第三,完善金融體系,推動穩(wěn)定發(fā)展。我們應該繼續(xù)推動以公平擇優(yōu)為原則選擇國際金融機構(gòu)管理層,提高發(fā)展中國家中高層管理人員比例;推動國際貨幣基金組織加強資本流動監(jiān)測預警,致力于解決國際金融體系中存在的系統(tǒng)性、根源性問題;完善國際貨幣體系,建立幣值穩(wěn)定、供應有序、總量可調(diào)的國際儲備貨幣體系,主要儲備貨幣發(fā)行經(jīng)濟體應該實施負責任的政策、保持匯率相對穩(wěn)定,增強新興市場國家和發(fā)展中國家應對金融風險能力,緩和并逐步解決造成外匯流動性風險的根本矛盾。

      第四,縮小發(fā)展差距,推動平衡發(fā)展。我們應該建立更平等、更均衡的新型全球發(fā)展伙伴關(guān)系,促進發(fā)達國家和發(fā)展中國家相互理解、相互協(xié)調(diào);重視二十國集團宏觀經(jīng)濟政策對發(fā)展中國家的外溢效應,著力推動南北合作,拓展利益交匯點,樹立以發(fā)展促增長、以合作抗風險的新發(fā)展理念;提升發(fā)展問題在國際議程中的位置,從宏觀和戰(zhàn)略高度推動解決發(fā)展問題。我們應該倡導和推廣新的發(fā)展方式,降低人為技術(shù)轉(zhuǎn)讓壁壘,為廣大發(fā)展中國家早日實現(xiàn)綠色發(fā)展和可持續(xù)發(fā)展創(chuàng)造條件。我們應該共同推動坎昆氣候變化大會繼續(xù)堅持共同但有區(qū)別的責任原則,在哥本哈根氣候變化大會所取得成果基礎(chǔ)上,在《哥本哈根協(xié)議》政治共識指導下,進一步取得積極成果。

      胡錦濤指出,中國發(fā)展是世界發(fā)展的重要組成部分。改革開放以來,中國人民克服困難、艱苦奮斗,減少了兩億多絕對貧困人口,解決了13億人的溫飽問題,正在向著全面建設(shè)小康社會目標邁進。與此同時,中國盡己所能向其他發(fā)展中國家提供真誠無私援助,積極促進南南合作,努力為世界發(fā)展作出貢獻。中國已經(jīng)確立了今后5年發(fā)展的總體方向和戰(zhàn)略任務,我們將堅持以科學發(fā)展為主題,以加快轉(zhuǎn)變經(jīng)濟發(fā)展方式為主線,深化改革開放,保障和改善民生,促進經(jīng)濟長期平穩(wěn)較快發(fā)展和社會和諧穩(wěn)定,為世界經(jīng)濟發(fā)展作出新的貢獻。

      再接再厲 共促發(fā)展

      11月12日,國家主席胡錦濤在韓國首爾出席二十國集團領(lǐng)導人第五次峰會并發(fā)表重要講話。

      尊敬的李明博總統(tǒng),各位同事:

      很高興來到首爾參加二十國集團領(lǐng)導人第五次峰會,同各位同事共商促進經(jīng)濟復蘇、推動世界發(fā)展大計。首先,我謹對李明博總統(tǒng)和韓國政府為本次峰會所作的積極努力和周到安排表示衷心的感謝!對各國在上海世博會的精彩展示表示誠摯的祝賀!

      在二十國集團和國際社會共同努力下,世界經(jīng)濟正在緩慢復蘇,但總需求依然不足,缺少新的經(jīng)濟增長點。各國經(jīng)濟政策目標有差異,宏觀經(jīng)濟政策協(xié)調(diào)難度增大,世界經(jīng)濟復蘇的脆弱性和不平衡性進一步顯現(xiàn)。主要發(fā)達經(jīng)濟體復蘇動力不足,失業(yè)率居高不下,財政和債務風險加大。新興經(jīng)濟體面臨資本大量流入、內(nèi)需不足、通脹風險上升等多重壓力。國際金融市場起伏不定,主要貨幣匯率大幅波動,大宗商品價格高位震蕩,保護主義明顯增強。這表明,國際金融危機深層次影響仍在發(fā)酵,全球發(fā)展問題更加突出。我們要本著對歷史、對未來負責的態(tài)度,站在維護人類共同利益的高度,發(fā)揚同舟共濟精神,再接再厲,努力促進世界經(jīng)濟強勁、可持續(xù)、平衡增長。

      為實現(xiàn)這一目標,我愿提出以下建議。

      第一,完善框架機制,推動合作發(fā)展。促進世界經(jīng)濟強勁、可持續(xù)、平衡增長,對世界具有重要意義。當前,世界經(jīng)濟正處于企穩(wěn)復蘇的關(guān)鍵時期,實現(xiàn)經(jīng)濟強勁增長是我們的首要任務。一年前,二十國集團領(lǐng)導人在匹茲堡峰會上決定建立強勁、可持續(xù)、平衡增長框架,為包括發(fā)達國家和新興市場國家在內(nèi)的世界主要經(jīng)濟體加強宏觀經(jīng)濟政策協(xié)調(diào)構(gòu)建了重要平臺。當前,二十國集團正處于從應對國際金融危機的有效機制向促進國際經(jīng)濟合作的主要平臺轉(zhuǎn)變。我們應該繼續(xù)堅持成員國主導原則,充分考慮各國不同國情和發(fā)展階段,理解并尊重各國選擇發(fā)展道路和發(fā)展政策的自主權(quán)。我們應該繼續(xù)完善和改進評估標準,強勁、可持續(xù)、平衡增長三者同等重要,在標準制定和實施過程中要統(tǒng)籌兼顧、全面推進。我們應該完善框架,使框架從短期應急向長效治理轉(zhuǎn)變,加強各國中長期政策協(xié)調(diào)。我們應該加強宏觀經(jīng)濟政策協(xié)調(diào),大力推動國際新興產(chǎn)業(yè)和科技合作,想方設(shè)法創(chuàng)造就業(yè)機會,支持發(fā)展中國家采取調(diào)整結(jié)構(gòu)、擴大內(nèi)需、增加出口等措施,促進各國經(jīng)濟優(yōu)勢互補和互惠增長。只要我們堅持互利共贏的發(fā)展伙伴精神,推動世界經(jīng)濟強勁、可持續(xù)、平衡增長的目標就能夠?qū)崿F(xiàn)。

      第二,倡導開放貿(mào)易,推動協(xié)調(diào)發(fā)展。以各國資源稟賦為基礎(chǔ)開展國際分工和自由貿(mào)易,體現(xiàn)了經(jīng)濟規(guī)律的客觀要求,順應了經(jīng)濟全球化深入發(fā)展的歷史潮流。世界近現(xiàn)代史的發(fā)展歷程表明,貿(mào)易越是自由,世界就越是發(fā)展;經(jīng)濟越是開放,發(fā)展就越是迅速。當前形勢下,我們應該堅定不移推進自由貿(mào)易,堅定不移恪守歷次峰會承諾,堅定不移反對各種形式的保護主義,取消已有的貿(mào)易保護措施。我們應該大幅減少各種貿(mào)易和投資壁壘,不斷擴大共同利益,通過平等對話妥善處理摩擦和分歧,取消對高新技術(shù)產(chǎn)品出口的不合理限制,共同營造自由開放、公平公正的全球貿(mào)易環(huán)境;提倡協(xié)調(diào),不搞對抗,加強對話,擴大合作,為世界經(jīng)濟增長營造良好環(huán)境,努力實現(xiàn)互利共贏。我們應該把貿(mào)易和發(fā)展有機結(jié)合起來,體現(xiàn)二十國集團以共同發(fā)展為導向、以共同繁榮為己任的全球經(jīng)濟治理精神。我們應該恪守承諾,按照維護多哈授權(quán)、鎖定已有成果、以現(xiàn)有談判案文為基礎(chǔ)的原則,推動多哈回合談判早日取得全面均衡的成果,實現(xiàn)發(fā)展回合目標,促進建立開放自由的全球貿(mào)易體制。

      第三,完善金融體系,推動穩(wěn)定發(fā)展。今年,世界銀行投票權(quán)和國際貨幣基金組織份額的兩項改革都取得了進展,應該按照已確定的時間落實到位。國際金融機構(gòu)改革是長期和動態(tài)的過程,份額和投票權(quán)改革只是一個起點,還有許多任務尚未完成。我們應該繼續(xù)推動以公平擇優(yōu)為原則選擇國際金融機構(gòu)管理層,提高發(fā)展中國家中高層管理人員比例,填補發(fā)展中國家在國際金融機構(gòu)制度框架中的管理缺口。我們應該推動國際貨幣基金組織加強資本流動監(jiān)測預警,防止資金大進大出對單個經(jīng)濟體的破壞性沖擊。加強國際金融監(jiān)管應該著眼于平衡金融監(jiān)管和金融創(chuàng)新、政府干預、市場調(diào)節(jié)的關(guān)系,致力于解決國際金融體系中存在的系統(tǒng)性、根源性問題,使金融體系依靠、服務、促進實體經(jīng)濟發(fā)展;堅持高標準、嚴要求,跟蹤評估各成員執(zhí)行新監(jiān)管標準情況;加強對信用評級機構(gòu)、影子銀行體系和跨境資本流動的監(jiān)管。我們應該完善國際貨幣體系,建立幣值穩(wěn)定、供應有序、總量可調(diào)的國際儲備貨幣體系,主要儲備貨幣發(fā)行經(jīng)濟體應該實施負責任的政策、保持匯率相對穩(wěn)定,增強新興市場國家和發(fā)展中國家應對金融風險能力,緩和并逐步解決造成外匯流動性風險的根本矛盾。

      第四,縮小發(fā)展差距,推動平衡發(fā)展。世界經(jīng)濟發(fā)展不平衡表現(xiàn)在方方面面,最突出的是南北發(fā)展嚴重失衡。深層原因是國際秩序不公正、制度不完善、機會不均等。從根本上說,沒有廣大發(fā)展中國家充分發(fā)展就談不上世界真正發(fā)展,沒有最不發(fā)達國家脫貧致富就談不上世界持久繁榮。前不久,聯(lián)合國成功召開千年發(fā)展目標高級別會議,各方承諾努力克服困難,全力推動實現(xiàn)千年發(fā)展目標。這是聯(lián)合國的莊嚴承諾,也是二十國集團成員的共同責任。我們應該建立更平等、更均衡的新型全球發(fā)展伙伴關(guān)系,促進發(fā)達國家和發(fā)展中國家相互理解、相互協(xié)調(diào),避免走相互指責、公開對立的老路;重視二十國集團宏觀經(jīng)濟政策對發(fā)展中國家的外溢效應,著力推動南北合作,拓展利益交匯點,樹立以發(fā)展促增長、以合作抗風險的新發(fā)展理念;提升發(fā)展問題在國際議程中的位置,從宏觀和戰(zhàn)略高度推動解決發(fā)展問題。我們應該支持聯(lián)合國及其專門機構(gòu)在國際發(fā)展合作中繼續(xù)發(fā)揮重要作用,增強世界銀行等國際機構(gòu)發(fā)展職能,為國際發(fā)展合作提供堅實機制保障。我們應該倡導和推廣新的發(fā)展方式,降低人為技術(shù)轉(zhuǎn)讓壁壘,為廣大發(fā)展中國家早日實現(xiàn)綠色發(fā)展和可持續(xù)發(fā)展創(chuàng)造條件。我們應該共同推動坎昆氣候變化大會繼續(xù)堅持共同但有區(qū)別的責任原則,堅持“巴厘路線圖”雙軌談判機制和授權(quán),堅持減緩、適應、資金、技術(shù)并重,堅持公開透明、廣泛參與、協(xié)商一致的談判方式,注意傾聽廣大發(fā)展中國家呼聲,在哥本哈根氣候變化大會所取得成果基礎(chǔ)上,在《哥本哈根協(xié)議》政治共識指導下,進一步取得積極成果。

      各位同事!

      進入21世紀第二個10年,中國發(fā)展進入新的歷史時期。我們根據(jù)國內(nèi)外形勢發(fā)展變化,提出了加快轉(zhuǎn)變經(jīng)濟發(fā)展方式的戰(zhàn)略目標,重點加快調(diào)整國民收入分配結(jié)構(gòu)、城鄉(xiāng)結(jié)構(gòu)、區(qū)域結(jié)構(gòu)、產(chǎn)業(yè)結(jié)構(gòu),加快推進科技創(chuàng)新,加快建設(shè)現(xiàn)代農(nóng)業(yè)、生態(tài)文明、文化產(chǎn)業(yè)、社會保障體系,努力推動經(jīng)濟社會協(xié)調(diào)發(fā)展。為擴大內(nèi)需,中國采取了一系列政策措施,取得了明顯成效。2009年,中國社會消費品零售總額增長15.5%,最終消費帶動經(jīng)濟增長4.1個百分點,對經(jīng)濟增長的貢獻率回升到45.4%。2010年1月至9月,中國社會消費品零售總額增長18.3%,內(nèi)需對經(jīng)濟的拉動作用進一步增強。同期,中國進口額和出口額分別增長42.4%和34.0%,貿(mào)易順差同比下降10.5%,外貿(mào)平衡狀況和國際收支平衡進一步改善。

      中國已經(jīng)確立了今后5年發(fā)展的總體方向和戰(zhàn)略任務,我們將堅持以科學發(fā)展為主題,以加快轉(zhuǎn)變經(jīng)濟發(fā)展方式為主線,深化改革開放,保障和改善民生,促進經(jīng)濟長期平穩(wěn)較快發(fā)展和社會和諧穩(wěn)定。轉(zhuǎn)變經(jīng)濟發(fā)展方式、擴大內(nèi)需、改善民生將是我們推動經(jīng)濟社會發(fā)展的重點。我們將圍繞增強居民消費能力、改善居民消費預期、培育壯大消費熱點、完善消費環(huán)境等制定政策措施,加快調(diào)整國民收入分配格局,多渠道增加居民收入,提高社會保障水平,逐步提高最低工資標準,擴大消費信貸,加強商貿(mào)流通體系等基礎(chǔ)設(shè)施建設(shè),促進居民消費持續(xù)較快增長,繼續(xù)促進經(jīng)濟增長向依靠消費、投資、出口協(xié)調(diào)拉動轉(zhuǎn)變,實現(xiàn)全面協(xié)調(diào)可持續(xù)發(fā)展,為世界經(jīng)濟發(fā)展作出新的貢獻。

      合力推動增長 合作謀求共贏

      很高興來到戛納出席二十國集團領(lǐng)導人第六次峰會,同各位同事共商應對風險挑戰(zhàn)、推動世界發(fā)展大計。首先,我謹對薩科齊總統(tǒng)和法國政府為本次峰會所作的積極努力和周到安排,表示衷心的感謝!

      當前,世界經(jīng)濟形勢值得我們高度關(guān)注,一些主要經(jīng)濟體經(jīng)濟增速下滑,一些國家主權(quán)債務問題突出,國際金融市場動蕩不已,新興市場國家通脹壓力仍然較大,各種形式的保護主義愈演愈烈,西亞北非局勢持續(xù)動蕩,極端氣候和自然災害頻發(fā)也給世界經(jīng)濟帶來負面影響,世界經(jīng)濟復蘇的不穩(wěn)定性不確定性突出,風險挑戰(zhàn)增多。

      2008年國際金融危機發(fā)生以來的種種情況表明,我們面對的不是一場單純的經(jīng)濟金融危機,這場危機暴露出若干體制機制、政策理念、發(fā)展方式的弊端。世界經(jīng)濟發(fā)展正處在何去何從的十字路口,全球經(jīng)濟治理正面臨十分艱巨的任務,需要我們登高望遠,超越具體分歧,超越一時得失,共同探索走出危機、實現(xiàn)發(fā)展的正確途徑。作為國際經(jīng)濟合作的主要論壇,二十國集團應該繼續(xù)發(fā)揚同舟共濟、合作共贏的精神,在這個關(guān)鍵時刻抓住主要矛盾,共同提振市場信心,積極化解風險挑戰(zhàn),努力促進世界經(jīng)濟增長和金融穩(wěn)定。為此,我愿提出幾點建議。

      第一,堅持在增長中兼顧平衡。在強勁、可持續(xù)、平衡這3個目標中,確保強勁增長是首要。尤其是在當前世界經(jīng)濟面臨重大風險、市場動蕩不定的情況下,保增長、促穩(wěn)定應該成為二十國集團領(lǐng)導人峰會的當務之急。我們應該出臺新的有力舉措,把財政和貨幣政策落

      到實處,確保資金流向?qū)嶓w經(jīng)濟部門,擴大生產(chǎn),增加就業(yè)。我們應該重點關(guān)注扶持中小企業(yè)發(fā)展,通過融資、財稅等手段幫助它們盡快擺脫困境,為各國經(jīng)濟復蘇提供堅實支撐。我們應該充分挖掘科技潛力,積極培育增長亮點,增強經(jīng)濟復蘇的內(nèi)在動力。同時,我們應該加快各自經(jīng)濟結(jié)構(gòu)調(diào)整步伐,努力實現(xiàn)世界經(jīng)濟相對平衡增長。

      第二,堅持在合作中謀求共贏。目前,各國經(jīng)濟發(fā)展面臨的形勢不同,利益訴求差異加大,矛盾和摩擦增多。市場信心嚴重不足。形勢越嚴峻,越顯示出加強國際協(xié)調(diào)和合作的必要和迫切。我們應該加強團結(jié),釋放合作謀共贏的強有力信號,增強國際社會對世界經(jīng)濟復蘇和發(fā)展的信心。我們應該加強溝通和協(xié)調(diào),努力形成相互支持、相互補充的政策措施,妥善化解主權(quán)債務、跨境資本大規(guī)模無序流動等金融風險,控制大宗商品價格波動,有效緩解全球通脹壓力,避免各國經(jīng)濟政策效果相互抵消。

      第三,堅持在改革中完善治理。國際金融危機凸顯了全球經(jīng)濟治理體系的弊端,也促使我們開啟了推進全球經(jīng)濟治理新體系建設(shè)的歷史進程。我們注意到,國際金融機構(gòu)和金融監(jiān)管改革取得一定進展,新興市場國家和發(fā)展中國家代表性和發(fā)言權(quán)有所增加。同時,我們也應該看到,國際貨幣體系、國際貿(mào)易體系、大宗商品價格形成機制等仍需大力改革和完善。我們應該穩(wěn)妥推進國際貨幣體系改革,擴大國際貨幣基金組織特別提款權(quán)的使用,改革其貨幣組成籃子,建立幣值穩(wěn)定、供應有序、總量可調(diào)的國際儲備貨幣體系。我們應該繼續(xù)高舉自由貿(mào)易旗幟,反對貿(mào)易和投資保護主義,堅定推動多哈回合談判,重申不采取新的貿(mào)易保護主義措施的承諾,致力于建立公平、合理、非歧視的國際貿(mào)易體系。我們應該推動形成更加合理透明的大宗商品定價和調(diào)控機制,擴大產(chǎn)能、穩(wěn)定供求、加強監(jiān)管、抑制投機,實現(xiàn)和保持大宗商品價格合理穩(wěn)定,著力保障全球能源安全和糧食安全,尤其是要保障發(fā)展中國家能源和糧食消費需求。我們應該堅持推進改革的決心不動搖,朝著更加公正合理的全球經(jīng)濟治理體系不斷邁進。

      第四,堅持在創(chuàng)新中不斷前進。目前這場危機再次十分嚴肅地向我們提出了人類生產(chǎn)生活活動應該如何開展這個重大命題,考驗著我們的智慧和能力,亟待我們采取行動。創(chuàng)新是人類社會發(fā)展的不竭動力。應對這場危機,需要銳意進取,不斷完善和創(chuàng)新經(jīng)濟社會發(fā)展的理念、體制、模式,處理好政府和市場、勞動和資本、生產(chǎn)和消費、公平和效率等重要關(guān)系。我們既應該充分發(fā)揮市場在資源配置中的基礎(chǔ)性作用,又不能放任唯利是圖、惡性競爭;既

      應該充分發(fā)揮政府在宏觀調(diào)控和維護社會公平正義方面的關(guān)鍵作用,又要避免脫離實際、大包大攬。我們既應該大力提倡科技創(chuàng)新、不斷提高產(chǎn)業(yè)技術(shù)水平,又應該始終把增加就業(yè)、改善民生擺在首位,使科技進步和擴大就業(yè)相得益彰。我們既應該大力促進生產(chǎn)、不斷夯實社會發(fā)展的物質(zhì)基礎(chǔ),又應該更加注重收入的合理分配,使社會生產(chǎn)能力提高和民眾生活改善相互促進。

      第五,堅持在發(fā)展中共促繁榮。從根本上看,世界經(jīng)濟發(fā)展的最大瓶頸在于廣大發(fā)展中國家未能實現(xiàn)充分發(fā)展,使世界范圍內(nèi)有效需求增長未能跟上生產(chǎn)力發(fā)展步伐。長期以來,發(fā)達國家和發(fā)展中國家資源占有失衡,財富分配不公,發(fā)展機會不均,形成“越不發(fā)展越落后,越落后就越難發(fā)展”的惡性循環(huán),最終制約了世界經(jīng)濟持久穩(wěn)定增長。加快發(fā)展中國家經(jīng)濟社會發(fā)展,既是聯(lián)合國確定的千年發(fā)展目標,也是實現(xiàn)世界繁榮的必由之路,國際社會應該在這方面多想辦法、多出政策。首爾峰會通過了《共享增長的“首爾發(fā)展共識”》和跨行動計劃,對縮小發(fā)展鴻溝、推動共同增長具有重要意義。我們應該繼續(xù)挖掘新興市場國家和發(fā)展中國家經(jīng)濟發(fā)展?jié)摿?,大力促進發(fā)展中國家經(jīng)濟發(fā)展,帶動全球總需求擴大。我們應該充分反映世界經(jīng)濟格局變化,繼續(xù)增加新興市場國家和發(fā)展中國家在全球經(jīng)濟治理中的發(fā)言權(quán),為發(fā)展中國家發(fā)展創(chuàng)造良好制度環(huán)境。我們應該推動建立更加平等、更加均衡的新型全球發(fā)展伙伴關(guān)系,加強南北對話和南南合作,加強同聯(lián)合國在發(fā)展領(lǐng)域的協(xié)調(diào)和合作,支持聯(lián)合國及其專門機構(gòu)繼續(xù)在發(fā)展領(lǐng)域發(fā)揮重要作用。中國作為發(fā)展中國家的一員,愿意同其他發(fā)展中國家開展互幫互助,共同致力于促進世界持久和平與共同繁榮。

      今年以來,二十國集團在發(fā)展領(lǐng)域重點討論了糧食安全、基礎(chǔ)設(shè)施以及向最不發(fā)達國家提供免關(guān)稅、免配額待遇等問題。這些都是中國在南南合作框架內(nèi)幫助其他發(fā)展中國家的重點領(lǐng)域。在糧食安全領(lǐng)域,截至2010年底,中國通過雙邊渠道累計提供糧食援助共計約43億元人民幣。為幫助非洲國家應對罕見的干旱災害和糧食危機,中國已宣布向有關(guān)國家提供總計5.332億元人民幣的緊急糧援。在基礎(chǔ)設(shè)施領(lǐng)域,截至2010年底,中國共幫助發(fā)展中國家建設(shè)基礎(chǔ)設(shè)施項目632個。2010至2012年間將向非洲提供100億美元的優(yōu)惠性質(zhì)貸款,主要用于基礎(chǔ)設(shè)施建設(shè)。2011至2015年間將為發(fā)展中國家

      援建200個清潔能源和環(huán)保等基礎(chǔ)設(shè)施項目。

      中方堅持通過減免關(guān)稅等多種途徑,為發(fā)展中國家對華出口各類產(chǎn)品創(chuàng)造條件。為進一步幫助最不發(fā)達國家發(fā)展,中方愿在南南合作框架內(nèi),對同中國建交的最不發(fā)達國家97%的稅目的產(chǎn)品給予零關(guān)稅待遇。我們希望此舉同時有助于推動多哈回合談判早日實現(xiàn)發(fā)展回合目標。

      各位同事!

      今年是中國加入世貿(mào)組織10周年。10年來,中國經(jīng)濟發(fā)展實現(xiàn)了新的跨越,對世界經(jīng)濟增長的貢獻日益增大。10年來,中國平均關(guān)稅水平從15.3%降至9.8%,達到并超過了世貿(mào)組織對發(fā)展中國家的要求。10年來,中國總計從海外進口達8.5萬億美元,為各國發(fā)展提供了廣闊市場。特別是國際金融危機發(fā)生以來,一方面,中國積極應對內(nèi)外各種挑戰(zhàn),努力保持自身經(jīng)濟強勁增長、為地區(qū)和世界經(jīng)濟復蘇增添動力;另一方面,中國對國際金融機構(gòu)大幅增資,向發(fā)展中國家伸出援手,從發(fā)達國家增購債券,為促進有關(guān)國家經(jīng)濟社會發(fā)展、穩(wěn)定國際經(jīng)濟金融形勢作出了貢獻。今后5年中國進口總規(guī)模有望超過8萬億美元,這將是中國對世界經(jīng)濟的重大貢獻。

      中國經(jīng)濟社會發(fā)展的總體形勢是好的。今年以來,在世界經(jīng)濟形勢依然復雜多變的情況下,中國有針對性地加強和改善宏觀調(diào)控,著力穩(wěn)物價、調(diào)結(jié)構(gòu)、保民生、促和諧,經(jīng)濟增長由政策刺激向自主增長有序轉(zhuǎn)變,國民經(jīng)濟繼續(xù)朝著宏觀調(diào)控的預期方向發(fā)展。今年前三季度,中國國內(nèi)生產(chǎn)總值同比增長9.4%;城鎮(zhèn)居民人均可支配收入和農(nóng)村居民人均現(xiàn)金收入實際分別增長7.8%和13.6%;社會消費品零售總額增長17%;進口增長超過出口增長,貿(mào)易順差比去年同期有所減少,經(jīng)濟增長的內(nèi)外需動力更趨協(xié)調(diào)。同時,中國經(jīng)濟保持平穩(wěn)較快發(fā)展也面臨不少挑戰(zhàn),一些長期積累的體制性、結(jié)構(gòu)性矛盾依然存在,影響經(jīng)濟穩(wěn)定運行的不利因素較多,價格總水平仍然較高,部分中小企業(yè)經(jīng)營困難,就業(yè)壓力增大,節(jié)能減排形勢嚴峻,這些都需要我們高度關(guān)注并認真加以解決。

      為了鞏固經(jīng)濟社會發(fā)展良好勢頭,我們將堅持以科學發(fā)展為主題、以加快轉(zhuǎn)變經(jīng)濟發(fā)展方式為主線,繼續(xù)加強和改善宏觀調(diào)控,繼續(xù)處理好保持經(jīng)濟平穩(wěn)較快發(fā)展、調(diào)整經(jīng)濟結(jié)構(gòu)、管理通脹預期的關(guān)系,更加注重以人為本,更加注重全面協(xié)調(diào)可持續(xù)發(fā)展,更加注重統(tǒng)籌兼

      顧,更加注重改革開放,更加注重保障和改善民生。我堅信,經(jīng)過我們自己的艱苦努力,加上國際社會的理解和支持,中國經(jīng)濟發(fā)展的前景是光明的。中國經(jīng)濟保持平穩(wěn)較快發(fā)展,對世界經(jīng)濟發(fā)展無疑將是有利的。
