Good evening.Tonight, I can report to the American people and to the world that the United States has conducted an operation that killed Osama bin Laden, the leader of al Qaeda, and a terrorist who’s responsible for the murder of thousands of innocent men, women, and children.It was nearly 10 years ago that a bright September day was darkened by the worst attack on the American people in our history.The images of 9/11 are seared into our national memory--hijacked planes cutting through a cloudless September sky;the Twin Towers collapsing to the ground;black smoke billowing up from the Pentagon;the wreckage of Flight 93 in Shanksville, Pennsylvania, where the actions of heroic citizens saved even more heartbreak and destruction.And yet we know that the worst images are those that were unseen to the world.The empty seat at the dinner table.Children who were forced to grow up without their mother or their father.Parents who would never know the feeling of their child’s embrace.Nearly 3,000 citizens taken from us, leaving a gaping hole in our hearts.On September 11, 2001, in our time of grief, the American people came together.We offered our neighbors a hand, and we offered the wounded our blood.We reaffirmed our ties to each other, and our love of community and country.On that day, no matter where we came from, what God we prayed to, or what race or ethnicity we were, we were united as one American family.We were also united in our resolve to protect our nation and to bring those who committed this vicious attack to justice.We quickly learned that the 9/11 attacks were carried out by al Qaeda--an organization headed by Osama bin Laden, which had openly declared war on the United States and was committed to killing innocents in our country and around the globe.And so we went to war against al Qaeda to protect our citizens, our friends, and our allies.Over the last 10 years, thanks to the tireless and heroic work of our military and our counterterrorism professionals, we’ve made great strides in that effort.We’ve disrupted terrorist attacks and strengthened our homeland defense.In Afghanistan, we removed the Taliban government, which had given bin Laden and al Qaeda safe haven and support.And around the globe, we worked with our friends and allies to capture or kill scores of al Qaeda terrorists, including several who were a part of the 9/11 plot.Yet Osama bin Laden avoided capture and escaped across the Afghan border into Pakistan.Meanwhile, al Qaeda continued to operate from along that border and operate through its affiliates across the world.And so shortly after taking office, I directed Leon Panetta, the director of the CIA, to make the killing or capture of bin Laden the top priority of our war against al Qaeda, even as we continued our broader efforts to disrupt, dismantle, and defeat his network.Then, last August, after years of painstaking work by our intelligence community, I was briefed on a possible lead to bin Laden.It was far from certain, and it took many months to run this thread to ground.I met repeatedly with my national security team as we developed more information about the possibility that we had located bin Laden hiding within a compound deep inside of Pakistan.And finally, last week, I determined that we had enough intelligence to take action, and authorized an operation to get Osama bin Laden and bring him to justice.Today, at my direction, the United States launched a targeted operation against that compound in Abbottabad, Pakistan.A small team of Americans carried out the operation with extraordinary courage and capability.No Americans were harmed.They took care to avoid civilian casualties.After a firefight, they killed Osama bin Laden and took custody of his body.For over two decades, bin Laden has been al Qaeda’s leader and symbol, and has continued to plot attacks against our country and our friends and allies.The death of bin Laden marks the most significant achievement to date in our nation’s effort to defeat al Qaeda.Yet his death does not mark the end of our effort.There’s no doubt that al Qaeda will continue to pursue attacks against us.We must –-and we will--remain vigilant at home and abroad.As we do, we must also reaffirm that the United States is not –-and never will be-– at war with Islam.I’ve made clear, just as President Bush did shortly after 9/11, that our war is not against Islam.Bin Laden was not a Muslim leader;he was a mass murderer of Muslims.Indeed, al Qaeda has slaughtered scores of Muslims in many countries, including our own.So his demise should be welcomed by all who believe in peace and human dignity.Over the years, I’ve repeatedly made clear that we would take action within Pakistan if we knew where bin Laden was.That is what we’ve done.But it’s important to note that our counterterrorism cooperation with Pakistan helped lead us to bin Laden and the compound where he was hiding.Indeed, bin Laden had declared war against Pakistan as well, and ordered attacks against the Pakistani people.Tonight, I called President Zardari, and my team has also spoken with their Pakistani counterparts.They agree that this is a good and historic day for both of our nations.And going forward, it is essential that Pakistan continue to join us in the fight against al Qaeda and its affiliates.The American people did not choose this fight.It came to our shores, and started with the senseless slaughter of our citizens.After nearly 10 years of service, struggle, and sacrifice, we know well the costs of war.These efforts weigh on me every time I, as Commander-in-Chief, have to sign a letter to a family that has lost a loved one, or look into the eyes of a service member who’s been gravely wounded.So Americans understand the costs of war.Yet as a country, we will never tolerate our security being threatened, nor stand idly by when our people have been killed.We will be relentless in defense of our citizens and our friends and allies.We will be true to the values that make us who we are.And on nights like this one, we can say to those families who have lost loved ones to al Qaeda’s terror: Justice has been done.Tonight, we give thanks to the countless intelligence and counterterrorism professionals who’ve worked tirelessly to achieve this outcome.The American people do not see their work, nor know their names.But tonight, they feel the satisfaction of their work and the result of their pursuit of justice.We give thanks for the men who carried out this operation, for they exemplify the professionalism, patriotism, and unparalleled courage of those who serve our country.And they are part of a generation that has borne the heaviest share of the burden since that September day.Finally, let me say to the families who lost loved ones on 9/11 that we have never forgotten your loss, nor wavered in our commitment to see that we do whatever it takes to prevent another attack on our shores.And tonight, let us think back to the sense of unity that prevailed on 9/11.I know that it has, at times, frayed.Yet today’s achievement is a testament to the greatness of our country and the determination of the American people.The cause of securing our country is not complete.But tonight, we are once again reminded that America can do whatever we set our THE PRESIDENT: Good evening.Tonight, I can report to the American people and to the world that the United States has conducted an operation that killed Osama bin Laden, the leader of al Qaeda, and a terrorist who’s responsible for the murder of thousands of innocent men, women, and children.It was nearly 10 years ago that a bright September day was darkened by the worst attack on the American people in our history.The images of 9/11 are seared into our national memory--hijacked planes cutting through a cloudless September sky;the Twin Towers collapsing to the ground;black smoke billowing up from the Pentagon;the wreckage of Flight 93 in Shanksville, Pennsylvania, where the actions of heroic citizens saved even more heartbreak and destruction.And yet we know that the worst images are those that were unseen to the world.The empty seat at the dinner table.Children who were forced to grow up without their mother or their father.Parents who would never know the feeling of their child’s embrace.Nearly 3,000 citizens taken from us, leaving a gaping hole in our hearts.On September 11, 2001, in our time of grief, the American people came together.We offered our neighbors a hand, and we offered the wounded our blood.We reaffirmed our ties to each other, and our love of community and country.On that day, no matter where we came from, what God we prayed to, or what race or ethnicity we were, we were united as one American family.We were also united in our resolve to protect our nation and to bring those who committed this vicious attack to justice.We quickly learned that the 9/11 attacks were carried out by al Qaeda--an organization headed by Osama bin Laden, which had openly declared war on the United States and was committed to killing innocents in our country and around the globe.And so we went to war against al Qaeda to protect our citizens, our friends, and our allies.Over the last 10 years, thanks to the tireless and heroic work of our military and our counterterrorism professionals, we’ve made great strides in that effort.We’ve disrupted terrorist attacks and strengthened our homeland defense.In Afghanistan, we removed the Taliban government, which had given bin Laden and al Qaeda safe haven and support.And around the globe, we worked with our friends and allies to capture or kill scores of al Qaeda terrorists, including several who were a part of the 9/11 plot.Yet Osama bin Laden avoided capture and escaped across the Afghan border into Pakistan.Meanwhile, al Qaeda continued to operate from along that border and operate through its affiliates across the world.And so shortly after taking office, I directed Leon Panetta, the director of the CIA, to make the killing or capture of bin Laden the top priority of our war against al Qaeda, even as we continued our broader efforts to disrupt, dismantle, and defeat his network.Then, last August, after years of painstaking work by our intelligence community, I was briefed on a possible lead to bin Laden.It was far from certain, and it took many months to run this thread to ground.I met repeatedly with my national security team as we developed more information about the possibility that we had located bin Laden hiding within a compound deep inside of Pakistan.And finally, last week, I determined that we had enough intelligence to take action, and authorized an operation to get Osama bin Laden and bring him to justice.Today, at my direction, the United States launched a targeted operation against that compound in Abbottabad, Pakistan.A small team of Americans carried out the operation with extraordinary courage and capability.No Americans were harmed.They took care to avoid civilian casualties.After a firefight, they killed Osama bin Laden and took custody of his body.For over two decades, bin Laden has been al Qaeda’s leader and symbol, and has continued to plot attacks against our country and our friends and allies.The death of bin Laden marks the most significant achievement to date in our nation’s effort to defeat al Qaeda.Yet his death does not mark the end of our effort.There’s no doubt that al Qaeda will continue to pursue attacks against us.We must –-and we will--remain vigilant at home and abroad.As we do, we must also reaffirm that the United States is not –-and never will be-– at war with Islam.I’ve made clear, just as President Bush did shortly after 9/11, that our war is not against Islam.Bin Laden was not a Muslim leader;he was a mass murderer of Muslims.Indeed, al Qaeda has slaughtered scores of Muslims in many countries, including our own.So his demise should be welcomed by all who believe in peace and human dignity.Over the years, I’ve repeatedly made clear that we would take action within Pakistan if we knew where bin Laden was.That is what we’ve done.But it’s important to note that our counterterrorism cooperation with Pakistan helped lead us to bin Laden and the compound where he was hiding.Indeed, bin Laden had declared war against Pakistan as well, and ordered attacks against the Pakistani people.Tonight, I called President Zardari, and my team has also spoken with their Pakistani counterparts.They agree that this is a good and historic day for both of our nations.And going forward, it is essential that Pakistan continue to join us in the fight against al Qaeda and its affiliates.The American people did not choose this fight.It came to our shores, and started with the senseless slaughter of our citizens.After nearly 10 years of service, struggle, and sacrifice, we know well the costs of war.These efforts weigh on me every time I, as Commander-in-Chief, have to sign a letter to a family that has lost a loved one, or look into the eyes of a service member who’s been gravely wounded.So Americans understand the costs of war.Yet as a country, we will never tolerate our security being threatened, nor stand idly by when our people have been killed.We will be relentless in defense of our citizens and our friends and allies.We will be true to the values that make us who we are.And on nights like this one, we can say to those families who have lost loved 而使這一切變成現(xiàn)實(shí)的方案就是復(fù)興法（Recovery Act）。沒錯(cuò)，正是《復(fù)興法案》，也就是人們通常所稱的《刺激法案》，左派和右派經(jīng)濟(jì)學(xué)家都認(rèn)為是它保住了工作崗位，避免災(zāi)難的發(fā)生。但是你不必完全相信他們的話。那么和鳳凰城的企業(yè)主談?wù)劙伞Ｋ麄儠?huì)告訴你這項(xiàng)法案使他們的職工總數(shù)提高兩倍。你也可以與費(fèi)城的制造企業(yè)人員交談，他們會(huì)說一開始對(duì)這項(xiàng)法案還充滿質(zhì)疑，但隨后看到工時(shí)提高以后打消疑慮。

這樣的故事在美國(guó)到處都有。在經(jīng)歷兩年的經(jīng)濟(jì)衰退以后，美國(guó)經(jīng)濟(jì)正在復(fù)蘇，退休基金也開始升值，經(jīng)濟(jì)領(lǐng)域重新獲得投資，企業(yè)也開始再次雇傭新員工。

但是我明白在每一個(gè)成功的故事里人們?cè)馐艿目嚯y。每天人們都是從極度痛苦中醒來(lái)，不知道從哪兒獲得以后的收入。他們不斷發(fā)送簡(jiǎn)歷，但未得到任何回復(fù)。這就是我們將就業(yè)列為2010年頭等大事的原因，也是我要求今晚獲得一項(xiàng)新就業(yè)提案的原因。

創(chuàng)造就業(yè)崗位的真正引擎永遠(yuǎn)是美國(guó)商業(yè)。但是美國(guó)政府會(huì)為企業(yè)創(chuàng)造必要的條件，以便于企業(yè)擴(kuò)大就業(yè)。

首先，我們應(yīng)該開始于主要?jiǎng)?chuàng)建新就業(yè)崗位的小型企業(yè)領(lǐng)域。這里不僅是大多數(shù)新就業(yè)崗位的來(lái)源之地，也是大型企業(yè)的發(fā)源地。憑借勇氣和決心，小型企業(yè)經(jīng)受了經(jīng)濟(jì)衰退的考驗(yàn)，準(zhǔn)備發(fā)展壯大。但是當(dāng)你和小企業(yè)交談時(shí)會(huì)發(fā)現(xiàn)，華爾街的大銀行將大部分資金借給大型企業(yè)。而小型企業(yè)要想獲得資金卻非常艱難，即使它們已經(jīng)開始盈利。

所以今晚，我提議從華爾街金融機(jī)構(gòu)償還的資金中拿出300億美元幫助社區(qū)銀行，給小型企業(yè)提供維持運(yùn)營(yíng)所需的貸款。我同時(shí)提議對(duì)小型企業(yè)提供新的稅收優(yōu)惠措施。其中一項(xiàng)將覆蓋一百萬(wàn)家小型企業(yè)。它們征收新員工和提高工資都會(huì)享受稅收減免政策。接下來(lái)，我們可以讓現(xiàn)在的美國(guó)人修建未來(lái)所需的基礎(chǔ)設(shè)施。從第一條鐵路到洲際高速公路，美國(guó)一直在建設(shè)基礎(chǔ)設(shè)施，與其它國(guó)家展開競(jìng)爭(zhēng)。沒有任何理由只有歐洲、中國(guó)擁有全球速度最快的高速鐵路，或者能生產(chǎn)清潔能源產(chǎn)品的新工廠。

明天我將前往佛羅里達(dá)州的坦帕市。受益于復(fù)興法案的支持，那里正在建設(shè)一條全新的高速鐵路。美國(guó)國(guó)內(nèi)還有許多類似的建設(shè)項(xiàng)目，將創(chuàng)造就業(yè)崗位，幫助貨物運(yùn)輸、信息傳遞。

我們應(yīng)該讓更多的美國(guó)人參與建設(shè)清潔能源設(shè)施，同時(shí)向使家庭更為節(jié)能的美國(guó)人提供折扣。為了鼓勵(lì)美國(guó)企業(yè)留在美國(guó)本土，我們對(duì)將工作崗位轉(zhuǎn)移到美國(guó)以外地區(qū)的企業(yè)應(yīng)該取消稅收優(yōu)惠，而將這些優(yōu)惠提供給為美國(guó)人創(chuàng)造就業(yè)崗位的公司。

美國(guó)眾議院已經(jīng)通過一項(xiàng)就業(yè)法案，其中就包括了以上部分條款。作為今年商業(yè)領(lǐng)域的頭等大事，我認(rèn)為美國(guó)參議院也會(huì)通過這項(xiàng)法案。我知道他們會(huì)這樣做。人們失去工作，正在承受痛苦，需要我們的幫助。我希望就業(yè)法案可以盡快提交到我的辦公桌上。

但實(shí)際上，這些措施無(wú)法讓所有失業(yè)人員重新就業(yè)。在過去兩年內(nèi)，一共有700萬(wàn)人喪失工作。讓所有美國(guó)人實(shí)現(xiàn)就業(yè)的唯一方法就是為美國(guó)的長(zhǎng)期經(jīng)濟(jì)發(fā)展奠定新的基礎(chǔ)，最終解決美國(guó)家庭在數(shù)年以來(lái)碰到的問題。

我們無(wú)法再次承受所謂的“經(jīng)濟(jì)擴(kuò)張”。在過去十年，就業(yè)崗位增長(zhǎng)最為緩慢，美國(guó)家庭的平均收入下降，而醫(yī)療成本和學(xué)費(fèi)達(dá)到新高。當(dāng)時(shí)的經(jīng)濟(jì)繁榮是建立在房地產(chǎn)泡沫和金融投機(jī)的基礎(chǔ)上。

從第一天擔(dān)任美國(guó)總統(tǒng)開始，別人就告訴我，解決較大的挑戰(zhàn)顯得過于野心勃勃，為此付出的努力會(huì)受到很大的爭(zhēng)議。我還聽說我們的政治體制已陷入僵局。我們這屆政府應(yīng)該將問題暫時(shí)擱置。

對(duì)于這些主張，我有一個(gè)簡(jiǎn)單的疑問：我們應(yīng)該等多久？美國(guó)還要將自己的未來(lái)擱置多久？

你瞧，美國(guó)政府在過去幾十年一直在等待，即使美國(guó)存在的問題日益惡化。與此同時(shí)，中國(guó)卻沒有等待，實(shí)施經(jīng)濟(jì)改革。德國(guó)、印度也沒有等待。這些國(guó)家沒有原地踏步，也不想成為次要國(guó)家。它們更加注重?cái)?shù)學(xué)和科學(xué)領(lǐng)域，改造基礎(chǔ)設(shè)施，在清潔能源領(lǐng)域投入大量資金，因?yàn)樗鼈兿Ｍ@得這些就業(yè)崗位。我無(wú)法接受美國(guó)成為二等國(guó)家。奧巴馬：對(duì)懲罰銀行機(jī)構(gòu)不感興趣 堅(jiān)定金融改革

現(xiàn)在是我們認(rèn)真對(duì)待，解決阻礙經(jīng)濟(jì)發(fā)展問題的時(shí)刻。我們可以先從金融改革開始。我對(duì)懲罰銀行機(jī)構(gòu)并不感興趣。一個(gè)強(qiáng)大、健康的金融市場(chǎng)可以幫助企業(yè)獲得貸款，創(chuàng)造就業(yè)機(jī)會(huì)。金融市場(chǎng)會(huì)吸收家庭儲(chǔ)蓄，然后投資企業(yè)，從而提高個(gè)人收入。但只有當(dāng)我們采取措施避免發(fā)生第二次金融危機(jī)之時(shí)，上述一切才能實(shí)現(xiàn)。

我們需要確保消費(fèi)者和中產(chǎn)階級(jí)家庭獲得做出財(cái)務(wù)決定所需的金融信息。我們不能允許金融機(jī)構(gòu)采取冒險(xiǎn)行動(dòng)，從而威脅整體經(jīng)濟(jì)發(fā)展。

在對(duì)金融改革方案進(jìn)行部分修改以后，美國(guó)眾議院已經(jīng)通過這一法案。一些游說團(tuán)體試圖阻止改革方案獲得審批，但我們沒有讓他們得逞。

接下來(lái)，我們需要鼓勵(lì)創(chuàng)新。去年，我們向基礎(chǔ)研究領(lǐng)域投入了巨額資金，創(chuàng)造歷史。這筆投資將帶來(lái)全世界價(jià)格最為低廉的太陽(yáng)能電池或者找到殺死癌細(xì)胞而不傷害健康細(xì)胞的治療方法。沒有任何一個(gè)領(lǐng)域比能源行業(yè)更適合創(chuàng)新。去年，美國(guó)在北卡萊羅納州對(duì)清潔能源進(jìn)行投資。這將創(chuàng)造1200個(gè)就業(yè)崗位，生產(chǎn)更為先進(jìn)的電池。

不過，為了在清潔能源領(lǐng)域創(chuàng)造更多的就業(yè)崗位，我們需要提高產(chǎn)量、提高效率和更多刺激措施。這不僅意味著需要建立新一代安全和清潔的核電站；也意味著需要作出艱難的選擇，開放近海地區(qū)，開發(fā)石油和天然氣；還意味著對(duì)生物燃料和清潔煤技術(shù)持續(xù)投資。美國(guó)國(guó)會(huì)需要通過一項(xiàng)全面的能源和氣候法案，為清潔能源推廣提供優(yōu)惠措施，從而使清潔能源成為一種人們可以承受的能源。

我非常感謝美國(guó)眾議院去年通過類似法案，而今年我希望這項(xiàng)法案能夠得到美國(guó)參議院批準(zhǔn)。

我很清楚人們對(duì)于美國(guó)在此嚴(yán)峻的經(jīng)濟(jì)環(huán)境下是否能夠承受這樣的變化表示質(zhì)疑。我也知道一些人對(duì)于氣候變暖的證據(jù)還充滿疑惑。但是即使這些證據(jù)值得懷疑，鼓勵(lì)清潔能源發(fā)展對(duì)于我們的未來(lái)也是一項(xiàng)正確的事情。因?yàn)榍鍧嵞茉唇?jīng)濟(jì)的領(lǐng)導(dǎo)者將成為領(lǐng)導(dǎo)全球經(jīng)濟(jì)的國(guó)家。美國(guó)必須扮演這樣的角色。

第三，我需要向外出口更多的產(chǎn)品。

因?yàn)槲覀兿蚱渌鼑?guó)家出口的產(chǎn)品越多，美國(guó)出現(xiàn)的就業(yè)崗位就會(huì)越多。所以，我在今天晚上設(shè)立一個(gè)新的目標(biāo)：我們將在未來(lái)五年使出口量增長(zhǎng)一倍，為美國(guó)增加200萬(wàn)個(gè)就業(yè)崗位。未來(lái)實(shí)現(xiàn)這一目標(biāo)。我們推出國(guó)家出口倡議（National Export Initiative），幫助農(nóng)場(chǎng)主和小型企業(yè)增加出口量，對(duì)出口管制措施進(jìn)行改革，保護(hù)國(guó)家安全。

我們必須像競(jìng)爭(zhēng)對(duì)手一樣積極開拓新市場(chǎng)，如果其它國(guó)家簽署貿(mào)易協(xié)議而我們卻坐在場(chǎng)外，美國(guó)將喪失創(chuàng)造就業(yè)機(jī)會(huì)的機(jī)遇。但要得到這些好處，我們必須執(zhí)行這些協(xié)議，讓我們的貿(mào)易伙伴遵守游戲規(guī)則。這就是我們繼續(xù)推動(dòng)多哈貿(mào)易協(xié)定的原因，也是美國(guó)加強(qiáng)與亞洲國(guó)家關(guān)系的原因。與此同時(shí)，美國(guó)也在加強(qiáng)與韓國(guó)、巴拿馬和哥倫比亞等關(guān)鍵合作伙伴的關(guān)系。

第四，我們需要投資教育和技能培養(yǎng)。

今年，我們發(fā)動(dòng)一場(chǎng)全國(guó)范圍內(nèi)的競(jìng)賽，改善了學(xué)校教學(xué)環(huán)境，從而打破了左右兩方存在的僵局。這個(gè)思路其實(shí)很簡(jiǎn)單：只獎(jiǎng)勵(lì)成功，不鼓勵(lì)失敗。不再為了維持現(xiàn)狀而投資，而是為了改革而投資。這些改革包括提高學(xué)生成績(jī)、鼓勵(lì)學(xué)生在數(shù)學(xué)和科學(xué)領(lǐng)域取得突破、改善教育失敗的學(xué)校。在美國(guó)，兒童的成功應(yīng)該更依賴于他們的潛力，而不是他們的出生。

當(dāng)我們延續(xù)中小學(xué)教育法案有效期的時(shí)候，我們會(huì)與國(guó)會(huì)一起將教育領(lǐng)域的改革擴(kuò)展到全部50個(gè)州。然而，在現(xiàn)有經(jīng)濟(jì)狀況下，高學(xué)歷不再確保能夠得到一份好工作。所以，我催促參議院效仿眾議院批準(zhǔn)一項(xiàng)恢復(fù)社區(qū)大學(xué)的法案。這將是許多工薪家庭子女獲取工作技能的重要場(chǎng)所。

為了降低大學(xué)費(fèi)用，這項(xiàng)法案將停止無(wú)擔(dān)保的納稅人補(bǔ)貼。取而代之的是向美國(guó)家庭提供總額達(dá)到10000美元的稅收減免政策，同時(shí)增加獎(jiǎng)學(xué)金。我們要告訴另外一百萬(wàn)學(xué)生，當(dāng)他們畢業(yè)時(shí)，只需要支付學(xué)生貸款中10%的資金。全部債務(wù)可以在一定期限內(nèi)免除。因?yàn)樵诿览麍?jiān)合眾國(guó)，任何一個(gè)人都不應(yīng)該因?yàn)樯洗髮W(xué)而破產(chǎn)。

順便說一句，現(xiàn)在是大學(xué)院校采取認(rèn)真態(tài)度減少自身成本的時(shí)候。因?yàn)樗鼈兺瑯佑胸?zé)任幫助解決教育問題。

不過大學(xué)費(fèi)用較高只是中產(chǎn)階級(jí)承受的負(fù)擔(dān)之一。因此，今年我要求副總統(tǒng)拜登指揮一個(gè)工作小組，專門針對(duì)中產(chǎn)階級(jí)家庭。我們提高了養(yǎng)育兒女稅收減免稅率，以便于美國(guó)人更方面為養(yǎng)老退休進(jìn)行儲(chǔ)蓄。每一個(gè)工人都能獲得一個(gè)退休賬戶，同時(shí)享受幅度更大的稅收減免。除此以外，我們還提高了房地產(chǎn)價(jià)格。我們?cè)谌ツ晖瞥龆囗?xiàng)措施，扶持房地產(chǎn)市場(chǎng)，從而允許數(shù)百萬(wàn)美國(guó)人獲得新的貸款，在按揭還貸方面也減少了1500美元的支出。

奧巴馬：醫(yī)改將使美國(guó)財(cái)政在20年內(nèi)赤字減1萬(wàn)億

今年我們將加速再融資進(jìn)程，從而使房屋擁有者可以承受抵押貸款。為了減輕中產(chǎn)階級(jí)身上的負(fù)擔(dān)，我們還需要進(jìn)行醫(yī)療體系改革。

在經(jīng)過一個(gè)世紀(jì)的努力以后，我們正在逐步接近目標(biāo)，給美國(guó)人的生命帶來(lái)保障。我們采取的方式將保護(hù)每一個(gè)美國(guó)人擺脫保險(xiǎn)業(yè)采取的最惡劣行徑。醫(yī)改法案會(huì)給小型企業(yè)和未參加保險(xiǎn)的美國(guó)人提供機(jī)遇，在一個(gè)充滿競(jìng)爭(zhēng)的市場(chǎng)選擇一份可以承受的醫(yī)療保障計(jì)劃。這一法案需要每一個(gè)保險(xiǎn)計(jì)劃都包括預(yù)防護(hù)理項(xiàng)目。

順便說一下，我的夫人今年創(chuàng)立了一項(xiàng)全國(guó)范圍內(nèi)的活動(dòng)，希望阻止兒童肥胖人數(shù)增多，使兒童更健康。謝謝。她覺得有些害羞。

我們推行的醫(yī)改方案將保留美國(guó)民眾的權(quán)利，他們可以繼續(xù)享有現(xiàn)有的醫(yī)保計(jì)劃和私人醫(yī)生。醫(yī)改方案將減少數(shù)百萬(wàn)家庭和企業(yè)的費(fèi)用支出。

然而這是一個(gè)復(fù)雜的問題，討論的時(shí)間越長(zhǎng)，對(duì)此提出質(zhì)疑的人數(shù)越多。由于在醫(yī)改方案上對(duì)美國(guó)民眾解釋的不夠，外界提出許多批評(píng)。我對(duì)此負(fù)有責(zé)任。我也知道這個(gè)問題不會(huì)消失。今晚我發(fā)言結(jié)束以后，我知道會(huì)有更多的美國(guó)人失去醫(yī)保計(jì)劃。還有數(shù)百萬(wàn)人會(huì)在今年失去醫(yī)療保險(xiǎn)，我們的赤字也會(huì)繼續(xù)增長(zhǎng)。但我不會(huì)離開這些美國(guó)民眾，在座的各位也不能袖手旁觀。

我希望大家都能再仔細(xì)看看我們提出的計(jì)劃，有很多醫(yī)生、護(hù)士和醫(yī)療衛(wèi)生專家在了解計(jì)劃后，都認(rèn)為這比目前的制度有了很大改善。當(dāng)然，要是兩黨中有誰(shuí)還有更好的辦法能夠降低醫(yī)保費(fèi)用、減少赤字、覆蓋無(wú)保險(xiǎn)人群、加強(qiáng)老年醫(yī)保，都請(qǐng)告訴我。我要對(duì)國(guó)會(huì)說的是，不要回避改革，現(xiàn)在我們已經(jīng)離得很近了。讓我們共同努力，為了美國(guó)人民完成這項(xiàng)工作。

不過，即使醫(yī)療改革能夠減少赤字，也無(wú)法幫助我們擺脫巨大的財(cái)政缺口。挑戰(zhàn)依然存在，還有其他問題難以解決。

我先從關(guān)于政府開支問題說起吧。本世紀(jì)初，美國(guó)預(yù)算曾有過超2000億美元的盈余。到我上任時(shí)，赤字達(dá)到1萬(wàn)億美元，而且預(yù)計(jì)未來(lái)10年這一數(shù)字將達(dá)到8萬(wàn)億。其中，經(jīng)濟(jì)衰退造成3萬(wàn)億美元預(yù)算缺口。這就是我來(lái)這里之前的情況。若是在正常情況下，我自然要開始減少赤字。但是，我們趕上了經(jīng)濟(jì)危機(jī)，為了防止經(jīng)濟(jì)陷入第二次大蕭條，我們的國(guó)債又添1萬(wàn)億美元。

我堅(jiān)信這么做是正確的。但是，既然全國(guó)的家庭都在節(jié)衣縮食，艱難度日，那么聯(lián)邦政府也應(yīng)該如此。所以，今晚我要提出償付去年1萬(wàn)億美元經(jīng)濟(jì)救助資金的具體步驟。從2011年起的未來(lái)三年中，我們準(zhǔn)備凍結(jié)政府開支，除了國(guó)家安全、醫(yī)療保險(xiǎn)、醫(yī)療補(bǔ)助和社會(huì)保障等不受影響外，其他所有政府項(xiàng)目均在限制之列。和所有資金短缺的家庭一樣，我們會(huì)努力把預(yù)算控制在需要范圍內(nèi)，放棄那些不需要的。為了推行這一原則，我愿意使用否決權(quán)。

我們將繼續(xù)逐項(xiàng)審查預(yù)算，取消那些我們負(fù)擔(dān)不起和沒有作用的項(xiàng)目。我們已經(jīng)為來(lái)年省下了200億美元。為了幫助工人家庭，我們將延長(zhǎng)中產(chǎn)階級(jí)減稅計(jì)劃，但考慮到創(chuàng)紀(jì)錄的赤字，石油公司、投資基金經(jīng)理和那些年收入超過25萬(wàn)美元的人不能享受這一政策。我們負(fù)擔(dān)不起。

就算做到這些，我們?nèi)詫⒚媾R我上任時(shí)就存在的巨額財(cái)政赤字。更重要的是，醫(yī)療保險(xiǎn)和補(bǔ)貼以及社會(huì)保障的花費(fèi)將繼續(xù)飛漲，所以我提出設(shè)立一個(gè)兩黨財(cái)政委員會(huì)。這絕不是要搞假裝解決問題的政治噱頭，該委員會(huì)將在一定時(shí)限內(nèi)提出解決方案。昨天，參議院阻止有關(guān)設(shè)立該委員會(huì)的法案通過。我會(huì)簽發(fā)行政命令來(lái)推動(dòng)這一計(jì)劃，因?yàn)槲也荒軐⑦@一問題再留給下一代人。明天投票時(shí)，參議院應(yīng)恢復(fù)“現(xiàn)收現(xiàn)支”法案，該法案是20世紀(jì)90年代政府實(shí)現(xiàn)創(chuàng)紀(jì)錄盈余的一個(gè)重要原因。

我知道民主黨內(nèi)有人會(huì)說，有那么多人還在受苦，我們不能只是強(qiáng)調(diào)赤字或者凍結(jié)政府支出。我同意，所以凍結(jié)政策會(huì)晚一年開始，到時(shí)經(jīng)濟(jì)會(huì)有所恢復(fù)。但同樣需要注意的是，如果我們不采取有意義的步驟來(lái)控制債務(wù)，這可能損害市場(chǎng)、增加借貸成本、危害經(jīng)濟(jì)復(fù)蘇，而所有這些都可能會(huì)對(duì)就業(yè)增長(zhǎng)和家庭收入造成更壞影響。

我知道我們會(huì)聽到不同的觀點(diǎn)，有人會(huì)說如果減少對(duì)國(guó)民的投入，延長(zhǎng)包括富人在內(nèi)的減稅計(jì)劃，取消更多的法規(guī)限制，維持醫(yī)療制度現(xiàn)狀，赤字自然就會(huì)減少。問題是，這些不正是此前8年里政府所做的嗎。正是這些使我們陷入危機(jī)，正是這些導(dǎo)致了巨額赤字，我們不能再重蹈覆轍。

不要再重復(fù)過去數(shù)十年里充斥華盛頓的那些無(wú)聊爭(zhēng)斗，是時(shí)候做些新的嘗試了。讓我們加大在國(guó)民身上的投入，不要讓他們面對(duì)如山的債務(wù)。讓我們履行對(duì)投票支持我們的公民的責(zé)任。要做到這一點(diǎn)首先必須認(rèn)識(shí)到，我們不僅是在財(cái)政方面有赤字，在信任方面同樣出現(xiàn)了赤字，人們對(duì)于華府的質(zhì)疑連年增長(zhǎng)。為了重塑民眾對(duì)政府的信心，我們要在賓夕法尼亞大道兩端同時(shí)有所作為，一方面結(jié)束院外游說集團(tuán)的超大影響力，一方面要政務(wù)公開，還民眾一個(gè)他們本應(yīng)擁有的政府。

這就是我要來(lái)這里所要做的，這就是為什么我們歷史上首次在網(wǎng)上公布白宮訪客，這就是為什么我們要將游說集團(tuán)排除在決策者、聯(lián)邦議會(huì)和各委員會(huì)之外。

奧巴馬：要求兩黨放下黨爭(zhēng) 美國(guó)無(wú)法承受

但我們不能就此止步。現(xiàn)在是時(shí)候要求游說集團(tuán)公布其與政府或國(guó)會(huì)的所有接觸，是時(shí)候?qū)τ握f集團(tuán)向聯(lián)邦辦公室捐獻(xiàn)加以嚴(yán)格限制。上周，最高法院推翻了一項(xiàng)法律，我相信這無(wú)異于為包括外國(guó)企業(yè)在內(nèi)的特殊利益團(tuán)體打開了大門，他們將不受限制的在我們選舉中大把花錢。我不認(rèn)為選舉應(yīng)該由美國(guó)最強(qiáng)的利益團(tuán)體甚至是外國(guó)勢(shì)力提供資金，選舉應(yīng)由美國(guó)人民決定，因此我要求民主黨和共和黨通過一項(xiàng)法案，幫助糾正這一錯(cuò)誤。

最后，我們的理想和價(jià)值觀是構(gòu)建美國(guó)的基礎(chǔ)。正是這種價(jià)值觀讓來(lái)自世界各個(gè)角落的人們組成了這個(gè)國(guó)家，如今這種價(jià)值觀依然在主宰著美國(guó)民眾。每天，美國(guó)人都在履行自己對(duì)家人和雇主的責(zé)任，他們一次又一次向鄰里伸出援助之手，一次又一次回饋?zhàn)约旱膰?guó)家。他們以勞動(dòng)為榮，心靈充實(shí)而富有。支持人們生活的不是共和黨價(jià)值觀的亦不是民主黨的價(jià)值觀，是商業(yè)和勞動(dòng)價(jià)值，是美國(guó)的價(jià)值觀。

不幸的是，很多人認(rèn)為我們一些企業(yè)、媒體等機(jī)構(gòu)已經(jīng)不再彰顯這種價(jià)值觀。這些地方都有很多顯赫人物，他們做著重要的工作，促進(jìn)了國(guó)家的繁榮。然而，每當(dāng)有CEO業(yè)績(jī)不佳卻給自己大派紅包，銀行家為一己私利讓民眾面臨風(fēng)險(xiǎn)時(shí)，人們就會(huì)心生疑慮。每當(dāng)游說集團(tuán)操縱一切、政客之間相互拆臺(tái)揭短，人們就會(huì)失去信心。每當(dāng)電視批評(píng)家讓嚴(yán)肅的辯論變成愚蠢的爭(zhēng)吵，將討論問題變成了大喊口號(hào)，人們就會(huì)不再理會(huì)。

難怪有那么多的冷嘲熱諷，難怪有那么多的失望情緒。

我競(jìng)選時(shí)曾承諾改變。如今，我知道有許多美國(guó)人無(wú)法肯定他們是否還相信我們可以改變，或者說我能帶來(lái)改變。

請(qǐng)記住一點(diǎn)，我從沒有說過改變很容易實(shí)現(xiàn)，或者說憑我一已之力就能改變一切。在一個(gè)擁有3億人口的國(guó)家，民主有時(shí)可能意味著混亂和復(fù)雜。當(dāng)你嘗試作出重大改變時(shí)，總會(huì)引發(fā)爭(zhēng)論和熱議?，F(xiàn)實(shí)就是這樣。

要說我們這些公職人員大可小心行事，不去碰難題、踩雷區(qū)，可以盡力保持民意支持率，想想如何贏得下一次任期而不是為下一代人做事。但我知道，如果50年、100年甚至200年前的人們也這么想的話，那么我們今天就不會(huì)在這里了。我們今天能夠站在這里的唯一原因是歷代美國(guó)人都不畏艱難，不懼失敗，努力維系著國(guó)家和子孫后代的夢(mèng)想。

我們的政府今年在政治上遇到了一些挫折。但是，我每天早上醒來(lái)時(shí)想的都是，這和全國(guó)眾多家庭今年遇到的難題相比根本算不得什么。盡管遇到諸多挫折，但美國(guó)人骨子里的堅(jiān)定和樂觀精神促使我一直前行、一直戰(zhàn)斗。

這種精神讓一名艱難經(jīng)營(yíng)的小企業(yè)主在寫給我的信中說，“我們所有人從來(lái)沒有懷疑過我們會(huì)失敗”；這種精神讓一名婦女表示盡管自己和鄰居都深感經(jīng)濟(jì)衰退之痛，但“我們很堅(jiān)強(qiáng)，我們會(huì)振作，我們是美國(guó)人”；這種精神讓一名生活在路易斯安那州的8年歲男孩把零花錢寄給我，并問我是否愿意轉(zhuǎn)交給海地人民；還是這種精神讓無(wú)數(shù)美國(guó)人放下一切來(lái)到從未到過的地方，從瓦礫下解救素昧平生的人，當(dāng)一個(gè)生命得救后高喊“美國(guó)！美國(guó)！美國(guó)！”

這種精神在過去兩個(gè)多世紀(jì)的時(shí)間里維系著這個(gè)國(guó)家，這種精神長(zhǎng)存于每個(gè)國(guó)人心中。我們度過了艱難的一年，度過了艱難的十年，然而新的一年已經(jīng)到來(lái)，新的十年將展現(xiàn)在我們面前。我們不會(huì)放棄，我不會(huì)放棄。讓我們抓住這個(gè)時(shí)刻，重新開始，帶著夢(mèng)想前行，讓我們的國(guó)家變得更強(qiáng)。
