We are all aware that China’s emergence as a political heavyweight and an economic superpower has wide and far-reaching implications.It is a country with a long history and many different faces.Change in China is taking place at great speed.眾所周知，作為政治大國(guó)和經(jīng)濟(jì)強(qiáng)國(guó)，中國(guó)的崛起會(huì)對(duì)未來(lái)世界產(chǎn)生廣泛和長(zhǎng)遠(yuǎn)的影響。中國(guó)擁有悠久的歷史和多元性。中國(guó)正在經(jīng)歷著高速的變革。

Against this backdrop, the SMU China Forum has been organised to provide business leaders, entrepreneurs, policymakers and researchers with a more comprehensive and integrated understanding of some of the influences and trends that are shaping China’s growth and development.It aims to enable participants of this Forum, as the theme suggests, to “Be China Ready,” by coming together to share, discuss and debate ideas and issues about China that are current and relevant.在這種背景下，對(duì)于中國(guó)的成長(zhǎng)與發(fā)展產(chǎn)生的影響和趨勢(shì)，新大中國(guó)論壇會(huì)給商業(yè)領(lǐng)袖、企業(yè)家、政策決策者和研究人員一個(gè)更綜合、完整的解讀。如同論壇主題“透析中國(guó)，蓄勢(shì)待發(fā)＂所示，此論壇旨在讓與會(huì)者在一起分享、討論和辯論與中國(guó)現(xiàn)今發(fā)展相關(guān)的想法和問(wèn)題。

SMU China Initiatives

This Forum is an integral part of SMU's China Initiatives which was established in the second quarter of 2012.The SMU China Initiatives aims to raise our profile in China as a research university in the broad field of social sciences.By doing so, we want to contribute to the Singapore-China collaboration in business, government and civic society by nurturing China-ready and bicultural graduates who are able to function effectively in the business and financial environment in China.We do so by providing many more opportunities for exchange and internships.The other major undertaking of the SMU China Initiatives is to actively drive and strengthen our collaboration with existing and new partner universities in research and postgraduate education.Our aim is to play a key role in creating and sharing knowledge and thought leadership that will benefit both Singapore and China.新大中國(guó)事務(wù)是2012年第二季度成立的，中國(guó)論壇是其重要的組成部分。新大是一所涵蓋社會(huì)科學(xué)各領(lǐng)域的研究型大學(xué)。中國(guó)事務(wù)旨在提高其在 中國(guó)的知名度。我們希望培養(yǎng)了解中國(guó)，有雙語(yǔ)文化背景的畢業(yè)生，讓他們能夠在中國(guó)的貿(mào)易和金融環(huán)境中有效發(fā)揮他們的學(xué)識(shí)，為新中兩國(guó)在經(jīng)貿(mào)、政府和城市社 會(huì)方面的合作做出貢獻(xiàn)。我們會(huì)提供更多交換學(xué)習(xí)和實(shí)習(xí)的機(jī)會(huì)，來(lái)實(shí)現(xiàn)這一目標(biāo)。中國(guó)事務(wù)的另一個(gè)主要任務(wù)是積極促進(jìn)和加強(qiáng)在學(xué)術(shù)研究和研究生教育方面與中 國(guó)相關(guān)大學(xué)現(xiàn)有的以及新的合作。我們的目標(biāo)是在創(chuàng)造、分享知識(shí)和領(lǐng)導(dǎo)思想的過(guò)程中扮演重要角色，這將對(duì)新中兩國(guó)均有裨益。

Our China Strategy

新大中國(guó)戰(zhàn)略

SMU's long-term strategy in China consists of four priorities:

First, and as I mentioned already, we want to raise the profile and reputation of SMU in China.This is part of our overall strategy to build the SMU brand and image internationally.We have strong collaborations in Europe and the US, and have started moving into China, India and ASEAN.In fact, SMU started our engagement with China back in 2007 when our Lee Kong Chian School of Business began collaborating with Xiamen University on a Master of Applied Finance China programme.By raising our profile in China, SMU hopes to continue to attract high quality Chinese faculty and postgraduate students to undertake teaching, research and learning in a holistic environment at SMU.This will enable us to contribute to SMU’s mission to generate leading-edge research with global impact and produce broad-based, creative and entrepreneurial leaders for the knowledge-based economy.首先，我之前已經(jīng)提到，我們想要提高新大在中國(guó)的知名度和聲譽(yù)。這是我們建立新大國(guó)際品牌和形象的整體策略的一部分。我們和歐洲以及美國(guó)有 很強(qiáng)的合作關(guān)系，現(xiàn)在開(kāi)始進(jìn)軍中國(guó)、印度和東盟。實(shí)際上，新大開(kāi)始和中國(guó)合作，可以追溯到2007年，我們的李光前商學(xué)院和廈門(mén)大學(xué)合作，開(kāi)辦應(yīng)用金融中 國(guó)項(xiàng)目的碩士。通過(guò)提高在中國(guó)的知名度，新大希望繼續(xù)吸引高水準(zhǔn)的中國(guó)教職員和研究生，在新大這個(gè)整體的環(huán)境中從事教學(xué)、研究和學(xué)習(xí)。這將使我們?yōu)橐灾R(shí) 為基礎(chǔ)的經(jīng)濟(jì)，產(chǎn)生影響全球的前沿研究和培養(yǎng)出有廣泛基礎(chǔ)、具有創(chuàng)造性的企業(yè)領(lǐng)袖，為完成新大的使命貢獻(xiàn)力量。

Secondly, we aim to improve the quality of students from China admitted into SMU’s undergraduate, postgraduate and executive programmes.第二，我們致力于提高新大錄取的來(lái)自中國(guó)的本科生、研究生和高層行政管理課程學(xué)生的素質(zhì)。

Thirdly, we want to broaden the engagement between SMU faculty members and their counterparts at leading Chinese universities in joint research and PhD co-supervision.This is part of our strategic goal of developing SMU as an Asian Knowledge Hub.Our emphasis is on generating rigorous, high-impact, cross-disciplinary research that addresses Asian issues of global relevance, SMU is therefore constantly looking for opportunities to deepen the creation and transmission of knowledge by working with like-minded partners, including our counterparts in China.I am sure the unique insights of China generated from this research will be useful to our students, the academia, governments, and businesses.第三，我們希望拓展新大和中國(guó)其它頂尖大學(xué)的教師之間的研究合作和博士生聯(lián)合培養(yǎng)。這是使新大成為亞洲知識(shí)樞紐的一個(gè)重要戰(zhàn)略組成部分。我 們的發(fā)展重點(diǎn)是推進(jìn)嚴(yán)肅的、高強(qiáng)度的、跨學(xué)科的研究課題。這些課題是亞洲的課題，但卻具有全球影響力。因此，新大將持續(xù)不斷的尋求與具有同樣目標(biāo)的合作機(jī) 構(gòu)，包括中國(guó)的合作機(jī)構(gòu)，加深知識(shí)的創(chuàng)造與變革。我相信從些研究中產(chǎn)生的對(duì)中國(guó)的獨(dú)特見(jiàn)解，將使我們的學(xué)生，學(xué)者，政府官員和商業(yè)人士受益。

Our fourth priority is to enhance student exchange programmes and internships in China for SMU students.At SMU, one of the ways we promote multicultural learning is by giving our students global exposure.We believe this will help broaden our students’ view of the world, and develop their cross-cultural knowledge and competencies which are critical in the world we live in.As many of you will already know, our aim is to have 100% of our students experience some form of global exposure.In 2011 to 2012, we registered a 77% participation rate which has since seen an increase to 84% for this year's graduating cohort.At the same time, we have hosted the largest number of international exchange students-834 students from 168 university partners spanning 43 countries.China, which has a number of leading universities and numerous world-renowned companies, will be invaluable in enhancing our students’ learning experiences and broadening their understanding of the country.第四，我們希望推進(jìn)新大學(xué)生去中國(guó)的學(xué)生交換項(xiàng)目和實(shí)習(xí)機(jī)會(huì)。在新大，我們推崇多元文化的學(xué)習(xí)，其中一個(gè)重要途徑就是為我們的學(xué)生提供全球 視野。我們相信這將幫助我們的學(xué)生拓寬他們的世界觀(guān)，發(fā)展他們跨文化的知識(shí)和能力，這些能力在現(xiàn)今的世界和時(shí)代非常關(guān)鍵。正如你們其中大部分人都知道的，我們的目標(biāo)是使所有學(xué)生都具有國(guó)際經(jīng)驗(yàn)。在2011年至2012年間，我們77%的學(xué)生參與國(guó)際交換項(xiàng)目。這一比例在今年的這屆畢業(yè)生中提高到84%。同 時(shí)，我們也今年迎來(lái)了最大數(shù)目的國(guó)際交換學(xué)生——來(lái)自全世界43個(gè)國(guó)家的168所大學(xué)的834名學(xué)生。中國(guó)擁有眾多的頂尖大學(xué)和享譽(yù)世界的企業(yè)，這對(duì)加強(qiáng) 我們學(xué)生的學(xué)習(xí)經(jīng)驗(yàn)和擴(kuò)展他們對(duì)中國(guó)的理解，具有寶貴的價(jià)值。

Current Collaborations

To-date, SMU has collaborations with leading Chinese institutions across research, undergraduate programmes, postgraduate programmes, and training & development.迄今為止，與新大合作的中國(guó)領(lǐng)先的機(jī)構(gòu)跨越了研究，本科課程，研究生課程，以及培訓(xùn)和發(fā)展。

(a)Research

In Research, the six schools at SMU have already published research papers on China and are also collaborating with Chinese universities and corporate partners on specific areas of research.To give you an idea of the varied research work done at SMU, let me give you a few examples.Our School of Accountancy focus its research on corporate governance whilst our Lee Kong Chian School of Business has done a fair bit of research on corporate philanthropy and finance.Our School of Law is undertaking research on the World Trade Organisation and business laws in China;and at the same time, our School of Economics is focusing on innovation, health and labour issues in China.In addition, the School of Information Systems is working on research in social media and big data transfer, while the School of Social Sciences is conducting research on social development and China's international relations.新大的六個(gè)學(xué)院已經(jīng)在中國(guó)發(fā)表了研究論文，并且與中國(guó)的大學(xué)合作，并在特定的研究領(lǐng)域有企業(yè)合作伙伴。為了讓大家了解到新大做的各種研究工 作，我舉幾個(gè)例子。我們會(huì)計(jì)學(xué)院注重對(duì)公司治理的研究，而我們的李光前商學(xué)院定位于企業(yè)慈善事業(yè)和金融的研究。我們的法學(xué)院主要研究世界貿(mào)易組織（WTO）和中國(guó)的商法，而經(jīng)濟(jì)學(xué)院則致力于研究中國(guó)的創(chuàng)新，衛(wèi)生和勞工問(wèn)題。此外，信息系統(tǒng)學(xué)院在做關(guān)于社會(huì)媒體和大數(shù)據(jù)遷移的研究，社會(huì)科學(xué)學(xué)院則正 在開(kāi)展關(guān)于社會(huì)發(fā)展和中國(guó)國(guó)際關(guān)系的研究。

SMU's School of Social Sciences is working with Fudan University's State Innovative Institute for Public Management and Public Policy Studies to set up a Joint Research Centre on Development Studies.The Centre will conduct research on issues related to social development in China, including rural reforms, land policy, urbanisation, migration and ageing.This is SMU’s first joint research centre with a university in China.新加坡管理大學(xué)的社會(huì)科學(xué)院正在和復(fù)旦大學(xué)的國(guó)家創(chuàng)新研究所一起開(kāi)展對(duì)公共管理和公共政策的研究，我們合建了一個(gè)發(fā)展研究中心。這個(gè)中心將 開(kāi)展關(guān)于中國(guó)社會(huì)發(fā)展的研究，包括農(nóng)村改革、土地政策、城市化、人口遷徙和老齡化問(wèn)題。這次新加坡管理大學(xué)首次和中國(guó)大學(xué)合建研究中心。

The School of Social Sciences has also received a $400,000 Tier 2 research grant from Singapore's Ministry of Education to undertake a three-year research project to systematically examine a series of social changes that have been sweeping through rural China in recent years.The research will focus on policies in three areas: land management, agricultural modernisation, and social welfare.新加坡教育部向社會(huì)科學(xué)學(xué)院提供了40萬(wàn)美元的資金，開(kāi)展一個(gè)為期三年的項(xiàng)目，以便系統(tǒng)地研究最近幾年橫掃中國(guó)農(nóng)村的一系列社會(huì)變化。該項(xiàng)調(diào)研將關(guān)注3個(gè)領(lǐng)域的政策：土地管理、農(nóng)業(yè)現(xiàn)代化和社會(huì)福利。

SMU's School of Information Systems has set up a research lab with Ping An Banking and Insurance Group to promote research, application and technology transfer of ”Big Data".This is the first research partnership between SMU and a major Chinese corporation.Our School of Information Systems will utilise its expertise in analytics, data analysis and data mining to provide a range of business solutions to Ping An.These include analysing user behaviour base on large-scale social media data, and establishing a customised information extraction and filtering system for better and timely social information tracking, filtering and responding.新加坡管理大學(xué)的信息系統(tǒng)學(xué)院已經(jīng)和中國(guó)平安銀行和保險(xiǎn)集團(tuán)共同建立了一個(gè)研發(fā)實(shí)驗(yàn)室，用于推行對(duì)“大數(shù)據(jù)”的研究、應(yīng)用和技術(shù)遷移。這是 新加坡管理大學(xué)第一次和中國(guó)的關(guān)鍵公司建立合作伙伴關(guān)系。我們信息系統(tǒng)學(xué)院將利用他們?cè)诜治鰧W(xué)、數(shù)據(jù)分析和數(shù)據(jù)挖掘方面專(zhuān)業(yè)性為平安集團(tuán)提供了一攬子的商 業(yè)解決方案。其中包括在大范圍社會(huì)媒體數(shù)據(jù)基礎(chǔ)上對(duì)用戶(hù)行為的分析，以及建立一個(gè)定制的信息提取和過(guò)濾系統(tǒng)以便更好和及時(shí)地進(jìn)行社會(huì)信息的跟蹤。

In undergraduate programmes, we want to provide SMU students with opportunities to network with some of the best brains in China and to be China-ready.To do this, SMU has inked new student exchange MOUs with top Chinese universities including Tsinghua University, Peking University, Fudan University, Shanghai Jiao Tong University, and Southwest University of Finance and Economics.在本科教學(xué)中，我們希望為新加坡管理大學(xué)的學(xué)生們提供與中國(guó)最好的精英建立聯(lián)系的機(jī)會(huì)，并且讓他們成為為中國(guó)而準(zhǔn)備好的人。為此，新加坡管理大學(xué)與中國(guó)的頂尖學(xué)府建立了新的學(xué)生交換備忘錄，如清華大學(xué)、北京大學(xué)、復(fù)旦大學(xué)、上海交通大學(xué)和西南財(cái)經(jīng)大學(xué)。

In addition, SMU is working with a number of major corporations in different Chinese cities to provide our students with structured internships whilst the students are on exchange in China.We want to make the exchange programmes more attractive and enriching, and encourage our students to opt for Chinese universities for their exchange since this is coupled with internship opportunities.For a start, we are working with Singapore-based companies and MNCs with presence in China, before extending our collaboration to include Chinese companies.此外，新加坡管理大學(xué)還和中國(guó)各個(gè)城市的主要企業(yè)建立了聯(lián)系，這樣，當(dāng)我們的學(xué)生作為交換生來(lái)到中國(guó)的時(shí)候，就可以為他們提供結(jié)構(gòu)化的實(shí)習(xí)機(jī)會(huì)。我們希望能提供更吸引人和更加豐富的交換生項(xiàng)目，既然有了實(shí)習(xí)的機(jī)會(huì)，那么我們就會(huì)鼓勵(lì)學(xué)生們選擇中國(guó)的大學(xué)作為他們的交換目的地。作為初級(jí)階段，我們是在跟那些在中國(guó)的新加坡公司以及跨國(guó)公司合作，今后會(huì)逐漸把這種合作擴(kuò)展到中國(guó)公司。

(c)Postgraduate Programmes

In postgraduate programmes, our School of Information Systems had signed a Double-Masters agreement with Peking University's School of Software and Microelectronics in June 2013 where students graduate with a Peking University Masters degree and a SMU MITB Master degree.The programme welcomed its first batch of 28 students in September this year.SMU's School of Economics has also tied-up with Xiamen University, Huazhong University of Science and Technology and Southwest University of Finance and Economics for its Master of Science in Financial Economics programme.今年6月，我們的信息系統(tǒng)學(xué)院各年北京大學(xué)的軟件和微電子學(xué)院簽訂了一項(xiàng)雙碩士協(xié)議，我們的學(xué)生在畢業(yè)后可以拿到北京大學(xué)的碩士學(xué)位和新加 坡管理大學(xué)的MITB碩士學(xué)位。該項(xiàng)目于今年9月招收了第一批學(xué)生。新加坡管理大學(xué)也同廈門(mén)大學(xué)、華中科技大學(xué)、西南財(cái)經(jīng)大學(xué)合作設(shè)立了金融經(jīng)濟(jì)學(xué)的碩士 學(xué)位。

Last month, a SMU delegation which I led met with Mr Hao Ping, Vice Minister of China’s Ministry of Education and Chairman of China Scholarship Council, to discuss collaboration in PhD programmes.SMU is proud to announce that we have been included into the China Scholarship Council's list of partners.Our university will be providing scholarships to high quality PhD candidates from China to undergo PhD co-supervision programmes at SMU and to pursue SMU PhD programmes.上個(gè)月，中國(guó)教育部副部長(zhǎng)和中國(guó)國(guó)家留學(xué)基金管理委員會(huì)會(huì)長(zhǎng)郝平和我們討論了博士項(xiàng)目。我很自豪地告訴大家，新加坡管理大學(xué)已經(jīng)被中國(guó)國(guó)家 留學(xué)基金管理委員會(huì)列入了其合作伙伴名單。我們大學(xué)可以為來(lái)自中國(guó)的高素質(zhì)博士生候選人提供聯(lián)合協(xié)同管理的博士項(xiàng)目，并在新加坡管理大學(xué)獲得相關(guān)學(xué)位。

(d)Training and Development

On training and development, SMU's Centre for Professional Studies and the Singapore Chinese Chamber Institute of Business signed an MOU to leverage on the strengths of both parties to organise training and networking programmes for government officials and business executives from China.新大的職業(yè)研究研究中心和新加坡中華總商會(huì)簽署了一項(xiàng)諒解備忘錄，利用雙方的優(yōu)勢(shì)，組織針對(duì)中國(guó)政府官員和企業(yè)高管的網(wǎng)絡(luò)培訓(xùn)課程。

At the same time, our Centre for Professional Studies is collaborating with Sichuan Administration Institute for training and research partnerships.與此同時(shí)，我們的職業(yè)研究中心還與四川行政學(xué)院建立了培訓(xùn)和研究合作伙伴關(guān)系。Just last week, SMU's Business Families Institute signed an agreement with Zhejiang Family Business Centre to undertake research aimed at helping Chinese families look at succession planning.就在上周，新大的家族企業(yè)研究所與浙江家族企業(yè)中心簽署了一項(xiàng)協(xié)議，旨在幫助中國(guó)家庭規(guī)劃家族繼承。

For the past five to six years, SMU students have been involved in several community service projects in China.These include our undergraduates sharing with under-privileged students the basic business, innovation and accounting skills.SMU students have also reached out to a number of primary schools in rural China to develop confidence in the children, acquaint them with arts, and introduce them to other enrichment activities.在過(guò)去的五六年中，新大學(xué)生在中國(guó)參與各種各樣的社區(qū)服務(wù)，包括與貧困學(xué)生分享基本的商業(yè)、創(chuàng)新和財(cái)會(huì)知識(shí)和技能。新大的學(xué)生在眾多的中國(guó)鄉(xiāng)村小學(xué)，幫助那里的學(xué)生樹(shù)立自信，欣賞藝術(shù)，帶他們參與其他豐富多彩的活動(dòng)。

Since 2011, SMU has sent students on cultural exchanges to the city of Kashgar in China's Xinjiang Province.Our students have set up three cultural centres to help preserve the ethnic cultures there, and also helped trainee teachers in Kashgar on their conversational English.In August this year, during Prime Minister Lee Hsien Loong's visit to China, SMU and Kashgar Teachers College(KTC)agreed to co-organise an annual English Festival to promote international exchange and to cultivate conversational English ability of KTC students.自2011年，新大開(kāi)始從學(xué)生去中國(guó)新疆的喀什參與文化交換項(xiàng)目。我們的學(xué)生在那里建立了3個(gè)文化中心，幫助當(dāng)?shù)厝吮Ｗo(hù)少數(shù)民族文化，并且 幫助喀什的實(shí)習(xí)教師提高英文會(huì)話(huà)。今年8月，在新加坡李顯龍總理訪(fǎng)問(wèn)中國(guó)行程中，新大和喀什師范學(xué)院達(dá)成協(xié)議，通過(guò)舉辦英語(yǔ)文化周來(lái)推進(jìn)國(guó)際交流，培養(yǎng)喀 什師范學(xué)院學(xué)生的英語(yǔ)會(huì)話(huà)能力。

Our China Strategy

SMU's long-term strategy in China consists of four priorities:

首屆中國(guó)包裝財(cái)富論壇開(kāi)幕了，請(qǐng)?jiān)试S我代表中國(guó)包協(xié)，對(duì)大家來(lái)到這座現(xiàn)代化的大都市——上海參加今天的盛會(huì)，表示最熱烈的歡迎和由衷地感謝。

本屆中國(guó)包裝財(cái)富論壇的主題是：“包裝·財(cái)富·發(fā)展”，圍繞“世界包裝潮流與發(fā)展趨勢(shì)”和“中國(guó)宏觀(guān)經(jīng)濟(jì)和相關(guān)政策對(duì)包裝的影響”兩大議題，根據(jù)當(dāng)前

世界經(jīng)濟(jì)的取向和我國(guó)經(jīng)濟(jì)形勢(shì)的特點(diǎn)，以科學(xué)的發(fā)展觀(guān)為指導(dǎo)，探討中國(guó)包裝工業(yè)的發(fā)展之策。今天應(yīng)邀發(fā)表演講的都是國(guó)際、國(guó)內(nèi)造詣很深、德高望重的專(zhuān)家、學(xué)者。我深信，通過(guò)這次論壇的舉辦，無(wú)論是對(duì)于包裝行業(yè)本身的發(fā)展，還是對(duì)于中國(guó)經(jīng)濟(jì)的發(fā)展，都將產(chǎn)生十分重要的作用。

眾所周知，經(jīng)過(guò)二十多年的改革開(kāi)放，中國(guó)的經(jīng)濟(jì)發(fā)展取得了巨大的成就，綜合國(guó)力不斷增強(qiáng)，人民的物質(zhì)、文化生活水平有了極大的提高。去年國(guó)內(nèi)生產(chǎn)總值（gdp）達(dá)到11.67萬(wàn)億元，按現(xiàn)行匯率計(jì)算，人均國(guó)內(nèi)生產(chǎn)總值突破1000美元。同樣，中國(guó)的包裝工業(yè)也成績(jī)斐然。二十多年來(lái)，在鄧小平理論和“三個(gè)代表”重要思想的指引下，在黨中央、國(guó)務(wù)院的正確領(lǐng)導(dǎo)下，經(jīng)過(guò)全國(guó)包裝行業(yè)同志們的共同努力，包裝行業(yè)已從一個(gè)門(mén)類(lèi)缺失、分散游離、產(chǎn)品單

一、質(zhì)量低下、嚴(yán)重供給不足、制約國(guó)民經(jīng)濟(jì)發(fā)展的瓶頸行業(yè)，發(fā)展成了一個(gè)門(mén)類(lèi)比較齊全、能基本滿(mǎn)足國(guó)民經(jīng)濟(jì)發(fā)展需要的大行業(yè)，去年包裝工業(yè)產(chǎn)值達(dá)2700億元。中國(guó)名符其實(shí)地成為世界的“包裝大國(guó)”。

但是，同時(shí)也應(yīng)該看到，我國(guó)包裝產(chǎn)業(yè)總體競(jìng)爭(zhēng)力還不很強(qiáng)，與發(fā)達(dá)國(guó)家相比還有較大差距。主要問(wèn)題是產(chǎn)業(yè)集約化程度不高、結(jié)構(gòu)趨同、總體技術(shù)水平不高、產(chǎn)品附加值低、回收循環(huán)利用率低等。我國(guó)包裝產(chǎn)業(yè)必需的設(shè)備、原輔材料、包裝精品，很多還依賴(lài)發(fā)達(dá)國(guó)家的大型包裝企業(yè)。為了徹底改變這種現(xiàn)狀，推動(dòng)包裝行業(yè)的更大發(fā)展，我們?cè)谌ツ晔抡匍_(kāi)的中國(guó)包裝技術(shù)協(xié)會(huì)第六次全國(guó)代表大會(huì)上提出，要認(rèn)真總結(jié)協(xié)會(huì)成立以來(lái)的成績(jī)與經(jīng)驗(yàn)，研究在新世紀(jì)、新形勢(shì)下包裝行業(yè)面臨的形勢(shì)與任務(wù)，團(tuán)結(jié)全國(guó)廣大包裝工作者，繼往開(kāi)來(lái)、創(chuàng)新發(fā)展，爭(zhēng)取在不久的將來(lái)把我國(guó)建設(shè)成為現(xiàn)代化的包裝強(qiáng)國(guó)的奮斗目標(biāo)。當(dāng)前，世界制造中心正在逐步向中國(guó)轉(zhuǎn)移，我國(guó)經(jīng)濟(jì)將繼續(xù)保持持續(xù)、穩(wěn)定、快速增長(zhǎng)的勢(shì)頭，這勢(shì)必推動(dòng)我國(guó)包裝產(chǎn)業(yè)的進(jìn)一步發(fā)展。要保持包裝產(chǎn)業(yè)的持續(xù)、穩(wěn)定、快速增長(zhǎng)，我們必須我國(guó)包裝產(chǎn)業(yè)的進(jìn)一步發(fā)展。要保持包裝產(chǎn)業(yè)的持續(xù)、穩(wěn)定、快速增長(zhǎng)，我們必須牢固樹(shù)立和切實(shí)貫徹全面、協(xié)調(diào)、可持續(xù)和科學(xué)發(fā)展觀(guān)，大力吸收國(guó)外先進(jìn)技術(shù)和管理經(jīng)驗(yàn)，加快推進(jìn)包裝產(chǎn)業(yè)結(jié)構(gòu)調(diào)整，強(qiáng)化我國(guó)包裝產(chǎn)業(yè)的優(yōu)勢(shì)，提升包裝產(chǎn)業(yè)整體水平，全面建立綠色包裝工業(yè)體系。

今天在上海舉辦這次中國(guó)包裝財(cái)富論壇，為我們提供了一次非常好的交流和學(xué)習(xí)的機(jī)會(huì)，我衷心希望與會(huì)的各位同仁、各位專(zhuān)家、學(xué)者能暢所欲言，為中國(guó)經(jīng)濟(jì)和包裝行業(yè)的發(fā)展諫言獻(xiàn)策。

同志們、朋友們：剛剛閉幕的第十屆全國(guó)人大二次會(huì)議和全國(guó)政協(xié)第十屆二次會(huì)議，在全面分析國(guó)際、國(guó)內(nèi)形勢(shì)的基礎(chǔ)上審時(shí)度勢(shì)，作出要堅(jiān)持科學(xué)發(fā)展觀(guān)，按照“五個(gè)統(tǒng)籌”的要求，更加注重搞好宏觀(guān)調(diào)控，更加注重統(tǒng)籌兼顧，更加注重以人為本，更加注重改革創(chuàng)新，著力解決經(jīng)濟(jì)社會(huì)發(fā)展中的突出矛盾，著力解決關(guān)系人民群眾切身利益的突出問(wèn)題，正確處理改革發(fā)展穩(wěn)定的關(guān)系，推動(dòng)經(jīng)濟(jì)社會(huì)全面、協(xié)調(diào)、可持續(xù)發(fā)展，實(shí)現(xiàn)社會(huì)主義物質(zhì)文明、政治文明、精神文明共同進(jìn)步的發(fā)展決策。我們要團(tuán)結(jié)在以胡錦濤同志為總書(shū)記的黨中央周?chē)?，按照黨中央、國(guó)務(wù)院確定的經(jīng)濟(jì)工作政策，開(kāi)拓創(chuàng)新、求真務(wù)實(shí)、扎實(shí)工作，把包裝行業(yè)的事情做好，做出新成績(jī)。

國(guó)務(wù)院有關(guān)部委和上海市委、市政府都十分關(guān)心和重視中國(guó)包裝行業(yè)的發(fā)展，重視和支持這次論壇在上海舉辦。國(guó)務(wù)院發(fā)展研究中心黨組書(shū)記、副主任陳清泰，國(guó)家發(fā)展改革委員會(huì)副秘書(shū)長(zhǎng)馬力強(qiáng)，上海市副市長(zhǎng)唐登杰，在百忙中抽時(shí)間專(zhuān)程來(lái)出席論壇的開(kāi)幕式，并作重要講話(huà)。在此，我謹(jǐn)代表中國(guó)包裝技術(shù)協(xié)會(huì)，對(duì)國(guó)務(wù)院有關(guān)部委領(lǐng)導(dǎo)的關(guān)心和重視，對(duì)上海市委、市政府的重視和支持，表示衷心地感謝。

促進(jìn)亞歐合作發(fā)展

——在首屆中國(guó)—亞歐經(jīng)濟(jì)發(fā)展合作論壇上的致辭

尊敬的扎爾達(dá)里總統(tǒng)、奧通巴耶娃總統(tǒng)，尊敬的沙里福夫副總理、伊謝克舍夫副總理，尊敬的邁杰希先生，女士們、先生們、朋友們：

很高興同大家相聚在烏魯木齊這一天山腳下美麗的城市，共同出席首屆中國(guó)—亞歐博覽會(huì)暨首屆中國(guó)—亞歐經(jīng)濟(jì)發(fā)展合作論壇。本屆論壇以“合作共贏與可持續(xù)發(fā)展”為主題，探討中國(guó)與中亞、西亞、南亞和歐洲國(guó)家合作發(fā)展大計(jì)，很有意義。在此，我謹(jǐn)代表中國(guó)政府，對(duì)博覽會(huì)和論壇的召開(kāi)表示熱烈祝賀！對(duì)遠(yuǎn)道而來(lái)的各位貴賓表示誠(chéng)摯歡迎！

中國(guó)與亞歐各國(guó)地處同一大陸，在人類(lèi)文明進(jìn)步中發(fā)揮了重要作用。亞歐大陸腹地歷來(lái)是東西方之間的陸上通道，也曾是世界經(jīng)濟(jì)版圖中最活躍、最發(fā)達(dá)的地區(qū)之一，孕育了多元燦爛的文明。古老的絲綢之路，見(jiàn)證了這一地區(qū)歷史上的繁榮與輝煌。這里人口眾多，幅員遼闊，具有承東啟西的區(qū)位優(yōu)勢(shì)、豐富多樣的資源優(yōu)勢(shì)、十分廣闊的市場(chǎng)空間，發(fā)展的潛力巨大。

新形勢(shì)下，亞歐大陸腹地國(guó)家迎來(lái)了開(kāi)放發(fā)展的新機(jī)遇。隨著經(jīng)濟(jì)全球化不斷深入和科技革命迅猛發(fā)展，區(qū)域經(jīng)濟(jì)一體化進(jìn)程明顯加快，現(xiàn)代交通運(yùn)輸體系建設(shè)逐步加強(qiáng)，帶動(dòng)本地區(qū)國(guó)家經(jīng)濟(jì)合作發(fā)展步入快車(chē)道。2010年，中亞、南亞國(guó)家經(jīng)濟(jì)平均增長(zhǎng)率分別達(dá)到6.6％、7.9％，西亞和歐洲一些國(guó)家經(jīng)濟(jì)穩(wěn)步增長(zhǎng)；中國(guó)與中亞、南亞、西亞國(guó)家貿(mào)易總額合計(jì)達(dá)到2700億美元，中國(guó)和歐洲互為主要貿(mào)易伙伴。亞歐國(guó)家經(jīng)貿(mào)合作已經(jīng)有了一個(gè)很好的基礎(chǔ)。

女士們、先生們！

適應(yīng)世情、國(guó)情深刻變化，中國(guó)制定并開(kāi)始實(shí)施“十二五”規(guī)劃。規(guī)劃的核心內(nèi)容是，推動(dòng)科學(xué)發(fā)展，加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式，著力解 決發(fā)展中不平衡、不協(xié)調(diào)、不可持續(xù)的問(wèn)題，保持經(jīng)濟(jì)長(zhǎng)期平穩(wěn)較快發(fā)展，不斷改善民生，促進(jìn)社會(huì)和諧穩(wěn)定。

擴(kuò)大內(nèi)需是中國(guó)發(fā)展的長(zhǎng)期戰(zhàn)略方針和基本立足點(diǎn)。中國(guó)是世界上人口最多的發(fā)展中國(guó)家，正處于工業(yè)化、城鎮(zhèn)化快速推進(jìn)的時(shí)期，內(nèi)需潛力很大。我們將在堅(jiān)持?jǐn)U大對(duì)外開(kāi)放的同時(shí)，著力擴(kuò)大國(guó)內(nèi)需求特別是居民消費(fèi)需求，建立長(zhǎng)效機(jī)制，激發(fā)內(nèi)在活力，拓展回旋余地，把巨大的消費(fèi)潛力轉(zhuǎn)化為內(nèi)生的發(fā)展動(dòng)力，逐步使中國(guó)國(guó)內(nèi)市場(chǎng)總體規(guī)模位居世界前列。

西部大開(kāi)發(fā)在中國(guó)區(qū)域發(fā)展總體戰(zhàn)略中處于優(yōu)先位臵。過(guò)去１１年，西部大開(kāi)發(fā)取得重大成就。當(dāng)前和今后一個(gè)時(shí)期，我們將深入實(shí)施西部大開(kāi)發(fā)戰(zhàn)略，促進(jìn)西部地區(qū)經(jīng)濟(jì)社會(huì)發(fā)展再上新臺(tái)階。新疆是西部大開(kāi)發(fā)的重點(diǎn)地區(qū)，中國(guó)政府已經(jīng)制定并正在實(shí)施支持新疆發(fā)展的一系列優(yōu)惠政策，如加大對(duì)保障和改善民生的轉(zhuǎn)移支付，增加對(duì)基礎(chǔ)設(shè)施建設(shè)和生態(tài)環(huán)境保護(hù)的資金投入，支持優(yōu)勢(shì)資源開(kāi)發(fā)轉(zhuǎn)化，實(shí)行差別化產(chǎn)業(yè)政策、優(yōu)惠的財(cái)稅政策、傾斜的土地政策，進(jìn)一步加強(qiáng)對(duì)口支援工作等，以增強(qiáng)新疆自我發(fā)展能力，促進(jìn)新疆跨越式發(fā)展和長(zhǎng)治久安。

向西開(kāi)放是中國(guó)全方位對(duì)外開(kāi)放的重大舉措。對(duì)外開(kāi)放是中國(guó)長(zhǎng)期堅(jiān)持的基本國(guó)策。面向未來(lái)，我們將堅(jiān)持以開(kāi)放促改革、促發(fā)展，在全面提升沿海開(kāi)放、向東開(kāi)放水平的同時(shí)，擴(kuò)大內(nèi)陸開(kāi)放，加快沿邊開(kāi)放，鼓勵(lì)向西開(kāi)放。新疆是新歐亞大陸橋的重要樞紐，為擴(kuò)大新疆開(kāi)放，中國(guó)政府推出了多項(xiàng)舉措，包括：在喀什、霍爾果斯設(shè)立特殊經(jīng)濟(jì)開(kāi)發(fā)區(qū)，合理布局新疆產(chǎn)業(yè)聚集園區(qū)，擴(kuò)大現(xiàn)有口岸功能并增設(shè)新的口岸，采取稅收、金融等措施支持邊貿(mào)發(fā)展，進(jìn)行跨境貿(mào)易和投資人民幣結(jié)算試點(diǎn)等。我們的目標(biāo)是，充分發(fā)揮新疆向西開(kāi)放的橋頭堡作用，把新疆建成對(duì)外開(kāi)放的重要門(mén)戶(hù)和基地。這有利于中國(guó)內(nèi)陸和西部地區(qū)開(kāi)放開(kāi)發(fā)，也必將給亞歐合作注入新的動(dòng)力。通過(guò)發(fā)揮中國(guó)—亞歐博覽會(huì)等平臺(tái)作用，中國(guó)與中亞、西亞、南亞和歐洲國(guó)家經(jīng)貿(mào)等各領(lǐng)域交流合作必將取得新的更大進(jìn)展。

女士們、先生們！

當(dāng)前世界大調(diào)整、大變革的步伐繼續(xù)加快，國(guó)際金融危機(jī)深層次影響仍在持續(xù)，近期國(guó)際金融市場(chǎng)動(dòng)蕩，世界經(jīng)濟(jì)復(fù)蘇的不確定性、不穩(wěn)定性增加。亞洲和歐洲是世界經(jīng)濟(jì)發(fā)展的重要力量，深化亞歐各國(guó)和地區(qū)務(wù)實(shí)合作，不僅是彼此的需要，也是世界發(fā)展的需要，有利于促進(jìn)亞歐和世界經(jīng)濟(jì)強(qiáng)勁、可持續(xù)、平衡增長(zhǎng)。我們應(yīng)當(dāng)以更加長(zhǎng)遠(yuǎn)的眼光、更加開(kāi)放的胸懷，開(kāi)拓思路，創(chuàng)新機(jī)制，攜手推進(jìn)亞歐合作發(fā)展實(shí)現(xiàn)新跨越。在此，我著重從三個(gè)方面提出建議：

第一，深化貿(mào)易和投資等務(wù)實(shí)合作。貿(mào)易和投資是經(jīng)濟(jì)增長(zhǎng)的重要?jiǎng)恿?，擴(kuò)大亞歐國(guó)家貿(mào)易和投資合作潛力很大。有關(guān)國(guó)家應(yīng)進(jìn)一步擴(kuò)大市場(chǎng)開(kāi)放，增加政策透明度，完善法律保障，加強(qiáng)有關(guān)技術(shù)標(biāo)準(zhǔn)的銜接，改善通關(guān)條件，創(chuàng)造更加穩(wěn)定、透明和可預(yù)期的市場(chǎng)環(huán)境，反對(duì)任何形式的保護(hù)主義，促進(jìn)貿(mào)易和投資自由化便利化。推動(dòng)中哈霍爾果斯國(guó)際邊境合作中心建設(shè)和發(fā)展，探索毗鄰國(guó)家經(jīng)貿(mào)合作的新模式。完善區(qū)域、次區(qū)域合作機(jī)制，加快區(qū)域經(jīng)濟(jì)一體化進(jìn)程。加強(qiáng)各國(guó)科技、教育、人才開(kāi)發(fā)等領(lǐng)域合作，共同致力于消除貧困、擴(kuò)大就業(yè)、保障健康、預(yù)防和抵御重大自然災(zāi)害。

第二，促進(jìn)基礎(chǔ)設(shè)施互聯(lián)互通。亞歐許多國(guó)家深處內(nèi)陸，改善基礎(chǔ)設(shè)施對(duì)擴(kuò)大經(jīng)濟(jì)合作至關(guān)重要。有關(guān)國(guó)家應(yīng)加強(qiáng)規(guī)劃協(xié)調(diào)，推進(jìn)重大基礎(chǔ)設(shè)施網(wǎng)絡(luò)化，重點(diǎn)加強(qiáng)區(qū)域性公路、鐵路、民航、管道、通訊網(wǎng)絡(luò)等合作建設(shè)。中方愿與有關(guān)各方一道，充分挖掘新歐亞大陸橋的運(yùn)輸潛能，積極推動(dòng)跨國(guó)通道建設(shè)，簽署上海合作組織國(guó)際道路運(yùn)輸便利化協(xié)定。中國(guó)政府將繼續(xù)向有關(guān)國(guó)家提供優(yōu)惠性貸款，支持交通、通訊等基礎(chǔ)設(shè)施建設(shè)。

第三，提高產(chǎn)業(yè)和企業(yè)互利合作水平。亞歐國(guó)家經(jīng)濟(jì)互補(bǔ)性強(qiáng)，產(chǎn)業(yè)和企業(yè)合作前景廣闊。各國(guó)應(yīng)繼續(xù)加強(qiáng)政策支持和引導(dǎo)，提供高效透明的行政服務(wù)，努力打造安全穩(wěn)定的發(fā)展環(huán)境，為企業(yè)合作發(fā)展創(chuàng)造條件。深化能源資源開(kāi)發(fā)合作，把資源優(yōu)勢(shì)轉(zhuǎn)化為經(jīng)濟(jì)優(yōu)勢(shì)。積極拓展農(nóng)牧、旅游、制造、環(huán)保等合作領(lǐng)域，挖掘非資源領(lǐng)域合作發(fā) 展的潛力。經(jīng)濟(jì)合作需要資金流的暢通，而目前亞歐內(nèi)陸國(guó)家金融合作仍較薄弱，需要進(jìn)一步加強(qiáng)。在推進(jìn)大企業(yè)合作發(fā)展的同時(shí)，還應(yīng)加大對(duì)中小企業(yè)交流的關(guān)注和支持，更好地發(fā)揮各類(lèi)企業(yè)在增長(zhǎng)、就業(yè)、創(chuàng)新以及國(guó)際合作中的能動(dòng)作用。

女士們、先生們！

合作共贏符合亞歐各國(guó)的根本利益，是亞歐各國(guó)人民的共同愿望。讓我們攜手并肩，開(kāi)拓前行，為創(chuàng)造亞歐內(nèi)陸經(jīng)濟(jì)開(kāi)放開(kāi)發(fā)新局面、為亞歐地區(qū)可持續(xù)發(fā)展、為世界繁榮進(jìn)步作出更大貢獻(xiàn)。
