《財(cái)富》論壇香港年會(huì)今晚7點(diǎn)舉行了開幕晚宴。中國(guó)國(guó)家主席江澤民在晚宴上發(fā)表了主旨演講。以下是他的講話全文：

李文先生，董建華先生，各位嘉賓，女士們，先生們：

在這個(gè)美好的夜晚，與各位在中國(guó)的香港特別行政區(qū)歡聚一堂，感到十分高興。我代表中國(guó)政府和人民，向前來參加美國(guó)在線時(shí)代華納集團(tuán)舉辦的“二零零一《財(cái)富》全球論壇”活動(dòng)的朋友們，表示熱烈的歡迎！

這次論壇的主題“亞洲新一代”，是很有意義的。亞洲的發(fā)展，不僅關(guān)系亞洲各國(guó)各地區(qū)的發(fā)展和繁榮，也關(guān)系世界的發(fā)展和繁榮。

在二十世紀(jì)的百年歷程中，亞洲人民為爭(zhēng)取國(guó)家獨(dú)立和民族解放，為擺脫貧窮落后，實(shí)現(xiàn)發(fā)展繁榮，進(jìn)行了不屈不撓的斗爭(zhēng)，取得了舉世矚目的成就，為亞洲和世界的和平與發(fā)展作出了重大貢獻(xiàn)。亞洲的巨變和興起，是亞洲人民創(chuàng)造的偉大奇，也是二十世紀(jì)世界發(fā)展和進(jìn)步的一個(gè)重要標(biāo)志。

當(dāng)前，世界多極化和經(jīng)濟(jì)全球化深入發(fā)展，科學(xué)技術(shù)突飛猛進(jìn)，給亞洲的發(fā)展帶來新的機(jī)遇，也帶來新的挑戰(zhàn)。

亞洲有四十九個(gè)國(guó)家和地區(qū)，大部分是發(fā)展中經(jīng)濟(jì)體。經(jīng)濟(jì)全球化，有利于它們更多地獲得資金尤其是跨國(guó)公司的直接投資，加快經(jīng)濟(jì)發(fā)展和結(jié)構(gòu)調(diào)整；有利于它們更好地利用自身優(yōu)勢(shì)，開拓國(guó)際市場(chǎng)，發(fā)展對(duì)外經(jīng)濟(jì)貿(mào)易；有利于它們更快地得到先進(jìn)技術(shù)、管理經(jīng)驗(yàn)，發(fā)揮后發(fā)優(yōu)勢(shì)，實(shí)現(xiàn)技術(shù)跨越。

同時(shí)也必須看到，經(jīng)濟(jì)全球化是一把“雙刃劍”。由于不合理、不公正的國(guó)際政治經(jīng)濟(jì)秩序沒有得到根本改變，經(jīng)濟(jì)全球化加劇了各國(guó)各地區(qū)發(fā)展的不平衡性，尤其是使南北的發(fā)展差距、貧富差距進(jìn)一步擴(kuò)大。經(jīng)濟(jì)全球化也使發(fā)展中國(guó)家更容易受到外部經(jīng)濟(jì)波動(dòng)和金融危機(jī)的影響。上個(gè)世紀(jì)九十年代末發(fā)生的亞洲金融危機(jī)，就使亞洲一些國(guó)家和地區(qū)受到猛烈沖擊。

毋庸諱言，亞洲的經(jīng)濟(jì)發(fā)展存在一些突出問題，主要是一些國(guó)家和地區(qū)的經(jīng)濟(jì)結(jié)構(gòu)不合理，科技水平不高，金融體系抗風(fēng)險(xiǎn)能力不強(qiáng)，對(duì)外部經(jīng)濟(jì)的依賴性比較大。亞洲金融危機(jī)爆發(fā)后，亞洲國(guó)家特別是遭受沖擊比較嚴(yán)重的國(guó)家和地區(qū)，更加深切地感到解決這些問題的緊迫性，正在積極采取措施，推動(dòng)經(jīng)濟(jì)增長(zhǎng)。

亞洲是地球上最大的洲，面積占世界陸地近百分之三十，人口約占世界總?cè)丝诘陌俜种?，市?chǎng)需求潛力巨大，發(fā)展基礎(chǔ)良好。亞洲有著豐富的自然資源和人力資源。亞洲有著悠久的歷史文化，黃河流域、印度河流域、幼發(fā)拉底河和底格里斯河流域是著名的人類文明發(fā)源地。這種多樣性的文化為其發(fā)展帶來了旺盛的活力。

更重要的是，亞洲各國(guó)人民有著強(qiáng)烈的自尊自信、自立自強(qiáng)精神，這是激勵(lì)變革創(chuàng)新的重要?jiǎng)恿Α?/p>

亞洲各國(guó)人民深知各國(guó)之間平等相待、互利合作、和睦相處之珍貴，深知不同歷史文化、社會(huì)制度的國(guó)家和平共處，是發(fā)展友好合作的重要政治條件。

目前，亞洲國(guó)家和地區(qū)正在積極調(diào)整經(jīng)濟(jì)結(jié)構(gòu)，努力提高自身的發(fā)展能力，改善投資和貿(mào)易環(huán)境，加強(qiáng)對(duì)金融風(fēng)險(xiǎn)的防范。同時(shí)，亞洲國(guó)家和地區(qū)也正在積極深化區(qū)域經(jīng)濟(jì)技術(shù)合作，注重加強(qiáng)在科技交流、人力資源開發(fā)、基礎(chǔ)設(shè)施建設(shè)等方面的合作，促進(jìn)多邊貿(mào)易體制的健康發(fā)展，實(shí)現(xiàn)優(yōu)勢(shì)互補(bǔ)。

亞洲依然是世界上最具經(jīng)濟(jì)活力的地區(qū)。在新世紀(jì)里，只要充分發(fā)揮自己的優(yōu)勢(shì)，亞洲一定能夠?yàn)榇龠M(jìn)世界的和平與發(fā)展作出更大的貢獻(xiàn)。

實(shí)行對(duì)外開放，是中國(guó)推進(jìn)現(xiàn)代化建設(shè)的一項(xiàng)重大決策，也是中國(guó)一項(xiàng)長(zhǎng)期的基本國(guó)策。

二十多年來，中國(guó)全方位對(duì)外開放的格局已基本形成，開放型經(jīng)濟(jì)迅速發(fā)展。目前，中國(guó)對(duì)外貿(mào)易排名世界第七，吸收外資連續(xù)八年居發(fā)展中國(guó)家之首，中國(guó)同世界各國(guó)各地區(qū)的經(jīng)濟(jì)技術(shù)交流與合作廣泛開展。這不僅對(duì)中國(guó)的經(jīng)濟(jì)社會(huì)發(fā)展發(fā)揮了有力的推動(dòng)作用，也為各國(guó)各地區(qū)企業(yè)到中國(guó)尋找商機(jī)、進(jìn)行合作創(chuàng)造了有利條件。

當(dāng)今世界，任何國(guó)家都難以在封閉的狀態(tài)下得到發(fā)展。中國(guó)政府將堅(jiān)定不移地實(shí)行對(duì)外開放政策，以更加積極地推進(jìn)全方位、多層次、寬領(lǐng)域的對(duì)外開放，在更大范圍和更深程度上參與國(guó)際經(jīng)濟(jì)合作與競(jìng)爭(zhēng)。

中國(guó)將繼續(xù)大力發(fā)展對(duì)外貿(mào)易，更好地實(shí)施以質(zhì)取勝、市場(chǎng)多元化和科技興貿(mào)戰(zhàn)略，擴(kuò)大貨物和服務(wù)貿(mào)易進(jìn)出口。中國(guó)將堅(jiān)持積極合理有效地利用外資的政策，繼續(xù)改善投資環(huán)境，擴(kuò)大利用外資，積極探索采用收購(gòu)、兼并、投資基金和證券投資等多種方式利用外資，提高利用外資的質(zhì)量。中國(guó)將進(jìn)一步擴(kuò)大對(duì)外開放的領(lǐng)域和地域，有步驟地開放銀行、保險(xiǎn)、電信、貿(mào)易等服務(wù)領(lǐng)域，推動(dòng)中西部地區(qū)的對(duì)外開放。中國(guó)將大力發(fā)展電子商務(wù)，加快信息化進(jìn)程，支持企業(yè)運(yùn)用現(xiàn)代信息網(wǎng)絡(luò)技術(shù)開展國(guó)際合作和交流。中國(guó)將積極參加多邊貿(mào)易體系和國(guó)際區(qū)域經(jīng)濟(jì)合作，全面發(fā)展多邊和雙邊經(jīng)貿(mào)關(guān)系。

今后五到十年，是中國(guó)經(jīng)濟(jì)和社會(huì)發(fā)展的重要時(shí)期，中國(guó)經(jīng)濟(jì)將保持持續(xù)快速健康發(fā)展。中國(guó)已經(jīng)確定了今后五年的發(fā)展藍(lán)圖，提出要堅(jiān)持把發(fā)展作為主題，把結(jié)構(gòu)調(diào)整作為主線，把改革開放和科技進(jìn)步作為動(dòng)力，把提高人民生活水平作為根本出發(fā)點(diǎn)，繼續(xù)推進(jìn)經(jīng)濟(jì)增長(zhǎng)和社會(huì)進(jìn)步。中國(guó)正在進(jìn)行經(jīng)濟(jì)結(jié)構(gòu)的戰(zhàn)略性調(diào)整，加快產(chǎn)業(yè)結(jié)構(gòu)、地區(qū)結(jié)構(gòu)、城鄉(xiāng)結(jié)構(gòu)和所有制結(jié)構(gòu)的調(diào)整，把發(fā)展科技教育放在突出位置，加快國(guó)民經(jīng)濟(jì)和社會(huì)信息化，進(jìn)一步加強(qiáng)環(huán)境保護(hù)，加快城鎮(zhèn)建設(shè)，完善公共服務(wù)體系。到二○○五年，預(yù)計(jì)中國(guó)國(guó)內(nèi)生產(chǎn)總值將達(dá)到十二萬五千億人民幣。中國(guó)的發(fā)展將為世界各國(guó)工商界提供巨大的商機(jī)。初步估計(jì)，從二○○一年至二○○五年，中國(guó)將進(jìn)口約一萬四千億美元的設(shè)備、技術(shù)和產(chǎn)品。歡迎各國(guó)工商界進(jìn)一步擴(kuò)大對(duì)華投資，來華興辦新的投資項(xiàng)目，建立長(zhǎng)期穩(wěn)定的合作關(guān)系。

中國(guó)加入世界貿(mào)易組織的談判已經(jīng)進(jìn)行了十五年。中國(guó)的立場(chǎng)始終如一。加入世界貿(mào)易組織后，中國(guó)將有步驟地?cái)U(kuò)大商品和服務(wù)貿(mào)易領(lǐng)域的對(duì)外開放，為國(guó)內(nèi)外企業(yè)創(chuàng)造公開、統(tǒng)一、平等競(jìng)爭(zhēng)的條件，建立和健全符合國(guó)際經(jīng)濟(jì)通行規(guī)則、符合中國(guó)國(guó)情的對(duì)外經(jīng)濟(jì)貿(mào)易體制，為國(guó)外企業(yè)來華進(jìn)行經(jīng)貿(mào)合作提供更多、更穩(wěn)定的市場(chǎng)準(zhǔn)入機(jī)會(huì)。中國(guó)加入世界貿(mào)易組織，將為中國(guó)和亞洲以及世界各國(guó)各地區(qū)經(jīng)濟(jì)的發(fā)展注入新的活力，中國(guó)人民將從中受益，亞洲和世界各國(guó)人民也將從中受益。

堅(jiān)持“一國(guó)兩制”、“港人治港”、高度自治的方針，保持香港長(zhǎng)期繁榮穩(wěn)定，是中國(guó)政府的既定方針和政策。

這次《財(cái)富》全球論壇在香港舉行，使各位有機(jī)會(huì)領(lǐng)略“一國(guó)兩制”下的香港充滿活力、多姿多彩的新風(fēng)貌。

香港回歸祖國(guó)以來，“一國(guó)兩制”、“港人治港”、高度自治的方針和基本法正在全面貫徹落實(shí)。中央政府嚴(yán)格按照基本法辦事，堅(jiān)定地支持行政長(zhǎng)官和特別行政區(qū)政府的工作，不干預(yù)特區(qū)政府自治范圍內(nèi)的事務(wù)。實(shí)踐證明，以董建華先生為行政長(zhǎng)官的特別行政區(qū)政府是有智能、有能力駕馭復(fù)雜局勢(shì)的，香港人是能夠管理好香港的。

香港回歸祖國(guó)以來，原有的資本主義制度和生活方式繼續(xù)保持不變。香港居民享有充分的自由和前所未有的民主權(quán)利。我們高興地看到，香港各界人士的國(guó)家民族觀念不斷增強(qiáng)，正在以主人翁的姿態(tài)，積極參與香港的各項(xiàng)社會(huì)事務(wù)。

香港回歸以來，尤其是香港成功應(yīng)對(duì)亞洲金融危機(jī)的沖擊、并較快地實(shí)現(xiàn)經(jīng)濟(jì)恢復(fù)性增長(zhǎng)的實(shí)踐表明，香港自身經(jīng)濟(jì)基礎(chǔ)比較穩(wěn)固，金融體系、市場(chǎng)機(jī)制和法律制度較為完善。偉大的祖國(guó)始終是香港保持繁榮穩(wěn)定的堅(jiān)強(qiáng)后盾。我相信，中國(guó)內(nèi)地經(jīng)濟(jì)持續(xù)快速健康發(fā)展，香港經(jīng)濟(jì)體系不斷自我完善，繼續(xù)保持和加強(qiáng)香港作為中國(guó)內(nèi)地與國(guó)際市場(chǎng)連接的重要橋梁作用，香港經(jīng)濟(jì)就一定會(huì)有更加廣闊的發(fā)展前景。

我愿借此機(jī)會(huì)重申，實(shí)行“一國(guó)兩制”、“港人治港”、高度自治的方針，是中國(guó)政府的長(zhǎng)期基本國(guó)策，不管出現(xiàn)什么情況，都不會(huì)動(dòng)搖和改變。

和平與發(fā)展是時(shí)代的主題。世界各國(guó)人民應(yīng)攜手合作，繼續(xù)推進(jìn)人類和平與發(fā)展的崇高事業(yè)。

和平的環(huán)境，是一個(gè)國(guó)家、一個(gè)地區(qū)以至全球發(fā)展的重要前提。沒有和平，沒有穩(wěn)定的政治局面，就談不上經(jīng)濟(jì)發(fā)展。歷史和現(xiàn)實(shí)都充分說明了這一點(diǎn)。

當(dāng)今世界，國(guó)際局勢(shì)總體上趨向緩和，但各種因素引發(fā)的沖突甚至局部戰(zhàn)爭(zhēng)此起彼伏，一些地區(qū)的緊張態(tài)勢(shì)依然存在，妨礙了有關(guān)國(guó)家和地區(qū)的經(jīng)濟(jì)發(fā)展，也對(duì)世界經(jīng)濟(jì)產(chǎn)生了不利影響。一切負(fù)責(zé)任的政治家和政府，都應(yīng)該遵守《聯(lián)合國(guó)憲章》的宗旨和公認(rèn)的國(guó)際關(guān)系基本準(zhǔn)則，為實(shí)現(xiàn)普遍、持久、全面的和平而努力，而不能違背各國(guó)人民的利益去人為地挑起緊張態(tài)勢(shì)，甚至制造武力沖突。

在這個(gè)世界上仍舊有少數(shù)利益集團(tuán)，總想通過在這樣那樣的地方制造緊張態(tài)勢(shì)來謀利，這是違背大多數(shù)人民的意志和時(shí)代潮流的。而且，只有不斷推進(jìn)和平與發(fā)展的事業(yè)，各國(guó)人民安居樂業(yè)，集中精力發(fā)展經(jīng)濟(jì)，創(chuàng)新科技，才能創(chuàng)造巨大的市場(chǎng)需求和促進(jìn)經(jīng)濟(jì)繁榮。

我希望，在座各位，以及一切愛好和平的人們攜起手來，為共同促進(jìn)世界的持久和平和各國(guó)各地區(qū)的普遍發(fā)展與繁榮而努力！

Ladies and gentlemen, On this splendid moonlit night in mid-autumn, as we gather in the beautiful city of Shanghai, located on the coast of the Eastern Sea, let me, on behalf of the Chinese government and people, extend a warm welcome to the friends who have come to take part in the '99 Fortune Global Forum, which is sponsored by Time-Warner Group Inc.This forum's theme is “China: the next 50 years.” China is a large developing socialist country, and its future development will not only directly affect the future of the Chinese people, but will also have important impact on the development and progress of Asia and the world.Over the past hundred-odd years, the Chinese people have gone through storm and stress, and in the course of vigorous struggle they have accomplished a great historic transformation.New China's 50 years of development have resulted in accomplishments that have astonished the world.Only six years ago, in this Lujiazui District of Shanghai's Pudong area, where we are gathered this evening, there were only run-down houses and farms.Now it is a vibrant modern financial and business zone, full of highrise buildings.Over fifty years ago, I was in Shanghai attending university.At that time, I had a deep sense of the poverty, backwardness and feebleness of the old China.It was then that I decided to devote myself to the noble task of building an independent, free, democratic, unified, rich and powerful New China, and I have been struggling for that to this very day.Fourteen years ago, I became mayor of Shanghai and experienced the process of reform, opening-up and modernization in this, China's biggest city.I'm sure that all of you have seen with your own eyes the constant and unceasing transformation of Shanghai.The growth of Shanghai is one reflection of the enormous changes taking place in China.In the first 50 years of the 20th century, the Chinese people made unflagging efforts to change the tragic fate that had been theirs ever since the Opium War.After arduous and valiant struggle, they finally ended their semi-colonial and semi-feudal history, won independence for the nation and freedom for the people, and founded the People's Republic of China under the leadership of the Communist Party of China.In the latter half of the 20th century, relying on their own efforts, the Chinese people went all out to make their country strong, and began socialist construction.On the poor and deprived foundation of old China, they built a relatively complete industrial structure and national economic framework, raising the levels of their cultural and material lives significantly.China started marching forward steadily toward prosperity.Now, the Chinese people are confidently taking the road to the future, the road of socialism with Chinese characteristics pioneered by Comrade Deng Xiaoping.These historic initiatives of the Chinese people have fundamentally transformed the tragic fate of modern China, and they are also great contributions made by the Chinese people to the cause of human progress.At this moment in time, when we are about to step into the 21st century and look ahead at the prospects for the next 50 years, we are filled with confidence.The Chinese people will firmly and unswervingly follow the path of reform and opening-up.Our goal is to realize modernization by the middle of the coming century, to make our country a wealthy, strong, democratic and civilized modern socialist country, and to achieve the great revival of the Chinese nation.Here, I would like to speak to you about some basic values of the Chinese people.Without an understanding of these, it is difficult to make sense of present and future events in China.The Chinese people have always respected the dignity and worth of human beings.The Communist Party of China led the people in revolution, construction and reform for the very purpose of realizing freedom, democracy and human rights for all the people of China.The great vitality displayed nowadays in China vividly demonstrates the tremendous space that the Chinese people have to freely and democratically exercise their creativity.China has a population of over 1.2 billion, but its social production is still not well developed, and we must first and foremost safeguard the people's rights to survival and development;otherwise we cannot even begin to talk about other rights.The fact that China has assured the rights to survival and development of over 1.2 billion people is a major contribution to the cause of the progress of human rights all over the world.The Chinese people advocate the close interlinking of collective human rights with individual human rights, of economic, social and cultural rights with citizens' political rights.This is the road we must take for the cause of promoting human rights in light of China's national conditions.The Chinese people have always insisted on independence.They cherish the rights of independence that they have won over a long period of struggle, and they resolutely uphold the right of all people to enjoy these rights.We also believe that every country has the right to choose the social system, ideology, economic system and path of development that suit its national conditions.Countries with different social systems should respect each other's sovereignty and territorial integrity;they should treat each other as equals and coexist peacefully.We oppose any efforts by any country to impose its own social system and ideology on another country.The Chinese people have always loved freedom and peace.The Chinese people have suffered greatly from wars and invasions in modern times, and they feel deeply how precious peace is.As it engages in modernization, China needs a peaceful international environment.We hope that all people will be able to live in a world without war and without violence.China carries out a foreign policy with peace as its goal, and resolutely opposes any acts that endanger world peace.China's development does not pose a threat to anyone, instead, it will only help to advance world peace, stability and development.It is the Chinese people's solemn promise to the world never to seek hegemony.The Chinese people have always prized national unity.To safeguard the unity of the motherland is the firm aspiration of the entire Chinese people.Hong Kong has already returned to the motherland;Macao will return on December 20 this year.It is certain that the Taiwan question will eventually be resolved.No country will allow its own territory to be split off, nor will it allow any foreign force to create or support such a split.Our guideline for solving the Taiwan question is “peaceful reunification and one country, two systems.” In resolving the Taiwan question, we will not undertake to renounce the use of force precisely for the purpose of bringing about a peaceful resolution of the Taiwan question.The Chinese people have both the determination and ability to achieve the complete reunification of their motherland.The series of recent severe earthquakes that occurred in the region of Taiwan weight heavily on the heart of everyone in China.I would like to take this opportunity to again express profound condolences to our compatriots in Taiwan who have suffered from the earthquakes.The world is a colorful and varied one.The people of each country follow the path of development they have chosen for themselves and pursue their own ideals.This is an I inevitable demand and basic criterion for the progress of human civilization and world democracy.It is therefore an unstoppable tide of history.We believe that the different social systems that exist in the world and the dissimilarities in political beliefs should not be used as obstacles to the various kinds of normal economic and technological cooperation and exchange.All you business leaders tonight are outstanding achievers in your respective fields.You have a wealth of successful experiences and strategic vision.Set your eyes on China.China welcomes you.China's modernization needs your participation, and China's economic development will also offer you tremendous opportunities.I hope that Chinese enterprises will learn from the advanced experiences of foreign enterprises.They must go out and temper themselves in the winds and storms of economic globalization, and build up their own competitiveness.The Chinese government will offer good terms to and create a better environment for foreign enterprises investing here.China's development and that of other countries, the development of the South and that of the North in the world are all interlinked and complementary.They should step up exchanges and cooperation on the basis of equality and mutual benefit.The Chinese people hope to lead peaceful and happy lives, and also hope that the people of other countries will enjoy peaceful and happy lives.The people of all countries should strive hand in hand to overcome all the challenges to human survival, protect the ecological environment, narrow the gap between rich and poor, build a just and rational international economic order, and achieve common development and universal prosperity.The developed countries should assume more responsibilities in this regard, and the developing countries should constantly seek to do better for Ladies and gentlemen,On this splendid moonlit night in mid-autumn, as we gather in the beautiful city of Shanghai, located on the coast of the Eastern Sea, let me, on behalf of the Chinese government and people, extend a warm welcome to the friends who have come to take part in the 99 Fortune Global Forum, which is sponsored by Time-Warner Group Inc.This forums theme is “China: the next 50 years.” China is a large developing socialist country, and its future development will not only directly affect the future of the Chinese people, but will also have important impact on the development and progress of Asia and the world.Over the past hundred-odd years, the Chinese people have gone through storm and stress, and in the course of vigorous struggle they have accomplished a great historic transformation.New Chinas 50 years of development have resulted in accomplishments that have astonished the world.Only six years ago, in this Lujiazui District of Shanghais Pudong area, where we are gathered this evening, there were only run-down houses and farms.Now it is a vibrant modern financial and business zone, full of highrise buildings.Over fifty years ago, I was in Shanghai attending university.At that time, I had a deep sense of the poverty, backwardness and feebleness of the old China.It was then that I decided to devote myself to the noble task of building an independent, free, democratic, unified, rich and powerful New China, and I have been struggling for that to this very day.Fourteen years ago, I became mayor of Shanghai and experienced the process of reform, opening-up and modernization in this, Chinas biggest city.Im sure that all of you have seen with your own eyes the constant and unceasing transformation of Shanghai.The growth of Shanghai is one reflection of the enormous changes taking place in China.In the first 50 years of the 20th century, the Chinese people made unflagging efforts to change the tragic fate that had been theirs ever since the Opium War.After arduous and valiant struggle, they finally ended their semi-colonial and semi-feudal history, won independence for the nation and freedom for the people, and founded the Peoples Republic of China under the leadership of the Communist Party of China.In the latter half of the 20th century, relying on their own efforts, the Chinese people went all out to make their country strong, and began socialist construction.On the poor and deprived foundation of old China,they built a relatively complete industrial structure and national economic framework, raising the levels of their cultural and material lives significantly.China started marching forward steadily toward prosperity.Now, the Chinese people are confidently taking the road to the future, the road of socialism with Chinese characteristics pioneered by Comrade Deng Xiaoping.These historic initiatives of the Chinese people have fundamentally transformed the tragic fate of modern China, and they are also great contributions made by the Chinesepeople to the cause of human progress.At this moment in time, when we are about to step into the 21st century and look ahead at the prospects for the next 50 years, we are filled with confidence.The Chinese people will firmly and unswervingly follow the path of reform and opening-up.Our goal is to realize modernization by the middle of the coming century, to make our country a wealthy, strong, democratic and civilized modern socialist country, and to achieve the great revival of the

Chinese nation.Here, I would like to speak to you about some basic values of the Chinese people.Without an understanding of these, it is difficult to make sense of present and future events in China.The Chinese people have always respected the dignity and worth of human beings.The Communist Party of China led the people in revolution, construction and reform for the very purpose of realizing freedom, democracy and human rights for all the people of China.The great vitality displayed nowadays in China vividly demonstrates the tremendous space that the Chinese people have to freely and democratically exercise their creativity.China has a population of over 1.2 billion, but its social production is still not well developed, and we must first and foremost safeguard the peoples rights to survival and development;otherwise we cannot even begin to talk about other rights.The fact that China has assured the rights to survival and development of over 1.2 billion people is a major contribution to the cause of the progress of human rights all over the world.The Chinese people advocate the close interlinking of collective human rights with individual human rights, of economic, social and cultural rights with citizens political rights.This is the road we must take for the cause of promoting human rights in light of Chinas national conditions.The Chinese people have always insisted on independence.They cherish the rights of independence that they have won over a long period of struggle, and they resolutely uphold the right of all people to enjoy
