Ladies and Gentlemen, On behalf of the Bureau International des Expositions, it is my great pleasure to be here amongst you all today on this occasion for several reasons.First and foremost, this Summit Forum, which concludes a whole series of forums which you have held, reminds us of the importance of the theme of the Shanghai World Expo, the theme of a better city for a better life.A World Expo such as this one that we have experienced over the last six months is a grand celebration, but the future of World Expos is also instilled in a reflection on the themes concerning the great challenges to which our planet is confronted with today.The theme of the Shanghai World Expo is particularly relevant at a time when the majority of our planet’s population is living in cities and while a large migration of the world’s rural population is moving into the cities, in particular within developing countries.女士們，先生們，我很高興能代表國際展覽局，與在座各位一起參加今天全天的活動，原因有幾點。首先，本次論壇是對前期舉辦的一系列論壇的總結，再次喚起我們每個人對上海世博會“城市，讓生活更美好”這一主題的重視。我們在過去六個月中所經歷的世博會是一場歡慶的盛會，而世博會的未來也體現在其主題涉及到當今世界所面臨的各項重大挑戰(zhàn)。當前，全球大部分人口生活在城市，大量農村居民還在不斷向城市遷移，因此上海世博會的主題特別具有現實意義。

Secondly, the Shanghai Declaration which crowns your thoughts is a positive element as it reminds once again the consequences of a savage urbanisation;insecurity, pollution, heavy traffic, isolation of peoples, poverty sitting right next to richness, all these must be tackled head on.These challenges can find solutions: the Shanghai Declaration reminds us that technological advances contribute by delivering remedies.But nothing can progress without the political will of us all.Finally, my third and last message is that this declaration will only be worth the attention and follow-up that we all give to it.Too many declarations in the past have remained just words on a piece of paper, and many fixed objectives have failed due to the difficulties of implementation.其次，凝聚著大家思想精華的《上海宣言》是一項積極的成果，它再次提醒我們注意粗放式城市化帶來的各種后果，包括不安全感、氣候污染、交通堵塞、人際疏遠、貧富分化等等，所有這些都需要我們直面應對。這些挑戰(zhàn)是可以戰(zhàn)勝的，《上海宣言》告訴我們，科技進步能幫助我們找到補救的方法。但要取得進步，需要我們每一個人都拿出政治意愿。我想談的第三點也是最后一點是，只有重視《上海宣言》并持續(xù)跟進，才能確保實現其價值。過去達成的太多宣言最終都成了一紙空文，許多既定目標也由于在執(zhí)行過程中困難重重而無法實現。

In this respect, I can but hope that, in the name of the Bureau International des Expositions, cooperation with the Chinese authorities, and in accordance with the methods that need to be defined, regular meetings together with the grass roots actors, the Mayors of large cities, architects, urbanists, sociologists and NGOs, will draft regular assessments of the implementation of this declaration that we have just adopted, in all our countries.The Shanghai Declaration crowns Expo 2010 Shanghai China.為此，我謹以國際展覽局的名義，希望能與中國有關部門一起，根據有待進一步確定的各項辦法，與基層工作者、各大城市市長、建筑設計師、城市規(guī)劃師、社會學家和非政府組織開展經常性交流，對《上海宣言》在各國的實施情況進行定期評估?！渡虾Ｐ浴反砹?010年上海世博會的最好成就。謝謝。

尊敬的胡錦濤主席和夫人，各位政府領導人，各位總代表，女士們、先生們：國際展覽局代表其157個成員國，對以城市為主題的2010年世博會在上海舉辦，在中國這個世界人口最多、歷史最悠久、文化底蘊最深厚，同時正在經歷巨大和史無前例的城市革命的國家舉辦，感到無比高興。

這次精彩的世博會將展示21世紀初中國的崛起。

通過各個國家的展館和第一次在世博會上設立的以世界城市和地區(qū)相互學習和對話為內容的城市最佳實踐區(qū)，你們將把世博會辦成一次全球性的盛會。最后，由于通訊技術的進步，通過圖像和研討會的展示，你們也將把世博會辦成全球盛會。

通過這次世博會的宏偉規(guī)模、豐富的創(chuàng)意、各種新創(chuàng)舉以及主題的選擇，例如今天上海的“城市”，米蘭的“滋養(yǎng)地球、生命之源”，或麗水的“海洋”，國際展覽局看到，世博會越來越充滿活力。同時，世博會也回應了我們時代發(fā)展進步、對話交流和相互競爭的需要，而這種需要不僅局限于體育競技。

The International Expositions' Bureau with a membership of 157 countries feel very pleased that the World Expo, 2010 will be hosted by Shanghai, China, a country with largest population, longest history and deepest cultural depositions, which is embracing the tremendous and unparalleled urban reform.國際展覽局代表其157個成員國，對以城市為主題的2010年世博會在上海舉辦，在中國這個世界人口最多、歷史最悠久、文化底蘊最深厚，同時正在經歷巨大和史無前例的城市革命的國家舉辦，感到無比高興。

This splendid World Expo will display the rising China at the beginning of the 21st century.這次精彩的世博會將展示21世紀初中國的崛起。

You will turn the World Expo into a grand event for the whole world, through all the pavilions of all countries and the best urban practicing areas featuring mutual learning and dialogues among cities and regions incepted in the first World Expo.In the meantime, the display of images and symposiums deprived from the advancement of telecommunications, will also serve that end.通過各個國家的展館和第一次在世博會上設立的以世界城市和地區(qū)相互學習和對話為內容的城市最佳實踐區(qū)，你們將把世博會辦成一次全球性的盛會。最后，由于通訊技術的進步，通過圖像和研討會的展示，你們也將把世博會辦成全球盛會。

The International Expositions' Bureau has witnessed the dynamism of the World Expos through the grand scale, a variety of innovations, all kinds of imitative of the current one, and the themes, for example Shanghai themed city, Milan themed Feeding the Planet, Energy of Life, Yeosu

themed Ocean.Meanwhile, the World Expo also responses the requirements of development, discussions and exchanges, and mutual competitions.And these requirements shouldn't only be embodied in sports.通過這次世博會的宏偉規(guī)模、豐富的創(chuàng)意、各種新創(chuàng)舉以及主題的選擇，例如今天上海的“城市”，米蘭的“滋養(yǎng)地球、生命之源”，或麗水的“海洋”，國際展覽局看到，世博會越來越充滿活力。同時，世博會也回應了我們時代發(fā)展進步、對話交流和相互競爭的需要，而這種需要不僅局限于體育競技。

Choosing the theme of “better city, better life”, with the majority of our planet’s population living in city today, we see the urban population will increase to 3 billion in the decades to come, which claims us to improve the quality of life for citizens, not only of course in developing countries, but also in developed countries, for both are too often suffering from pollution, poverty, social segregation and insecurity.I hope this World Expo of Shanghai will contribute all of us to aware social awakening, so that our cities will become more sustainable, fairer, safer, and more harmonious.I wish the World Expo 2010, Shanghai, China a complete success.本次主題“城市，讓生活更美好”的選擇，表明今后全球大部分人口將遷入城市。未來幾十年中，城市人口將增加近30億，這將促使我們提升發(fā)展中國家和發(fā)達國家城市居民的生活條件，他們都同樣面對污染、貧窮、社會差距和不安全等問題的困擾。這次世博會將促使人們提高認識，努力建設更持久、更公正、更安全、更和諧的城市。

Your Excellency Premier Wen Jiabao,Distinguished Guests,Ladies and Gentlemen,尊敬的溫家寶總理，尊敬的各位來賓，女士們，先生們：

For the last 184 days we have worked hand in hand for a World Expo that has united us around a major goal: to create a grand international gathering of nations and cultures with the goal of educating citizens and promoting progress for “Better City and Better Life” for today and tomorrow.在過去的184天中，我們在世博會攜手合作，團結在一個重要目標周圍：創(chuàng)建一場全球參與的各國和各文化之間交流的國際盛會，在當前和未來進一步推進“城市，讓生活更美好”的理念，普及大眾對這一理念的認識。

Shanghai 2010 has inspired a mindset of cooperation, solidarity and openness which are essential to tackle the major challenges facing humanity.For visitors and participants alike, this Expo has offered unmatched opportunities to experience cultural differences, to understand ongoing global efforts and to learn about different paths for future progress.2010年上海世博會所激發(fā)的合作、團結、開放精神對全人類應對各種重大挑戰(zhàn)至關重要。無論是對參觀者或參展方，本屆世博會都提供了前所未有的機遇，讓人們得以體驗文化差異，了解正在進行的努力，知曉未來前進的各種道路。

Today’s Summit Forum is the tip of the iceberg: it reflects the thematic wisdom of Shanghai 2010;and it is the product of a cooperation effort between participants, governments and international organizations that is unprecedented in Expo history.今天舉行的高峰論壇是冰山的一角，它反映了2010年上海世博會的主題智慧，也是世博會歷史上參展方、各國政府和國際組織空前合作的成果。

In this sense, Shanghai 2010 has truly materialized the vision for the World Expos of the 21st Century.由此看來，2010年上海世博會的確體現了21世紀世博會的發(fā)展愿景。

In a world where the channels by which we interact and learn about one another are completely transformed and in a world where actions have global impact, Expos are called to fulfill a new role, which is potentially more powerful than the one in the past.當今世界，人類互動與學習的渠道發(fā)生了翻天覆地的變化，同時人們的行為也會產生全球性影響。人們因此希望世博會扮演新的角色，一個比過去更為強大的角色。

Today, to be effective platforms for education and progress, Expos must inspire and connect the actions of governments and civil society in their common effort to develop and implement sustainable solutions to the universal challenges we all face.今天，為了有效履行教育與進步平臺的職責，世博會必須喚起政府和公民社會的共同行動，使之共同努力尋找并實施可持續(xù)的解決方案，應對我們面臨的共同挑戰(zhàn)。

Expos build bridges that connect different spheres of society.As such, they help promote ideas and initiatives with new publics, they foster the development of new forms of cooperation and, last but not least, they introduce a degree accountability for the actions of governmental institutions and civil society alike, as we are all called to contribute solutions to our common problems.世博會架起橋梁，溝通了社會的方方面面。因此，世博會能夠借助新政策推動人們的思想和創(chuàng)意，培養(yǎng)新型合作模式，并為政府機構和公民社會的行動引入問責制度，因為我們需要為

應對共同的挑戰(zhàn)貢獻力量。

This is why more recent Expos have elected the theme as their central core and organizing principle.這就是為什么最近幾屆世博會越來越多地選擇將這種主題作為其核心理念與組織原則。

Since the year 2000, there is a strong connexion between the selection of Expo themes and the main agendas established by the United Nations, through different programmes and agreements such as Agenda 21 from the 1992 Rio Conference and the Millennium Development Goals.自2000年起，世博會主題的選擇就與聯合國主要議程緊密相連，例如1992年里約熱內盧地球峰會通過的《21世紀議程》及千年發(fā)展目標等計劃與協(xié)議。

The future Expo of Yeosu 2012 focussed on the environmental protection of oceans and coasts makes reference to the 2012 UN Conference on Sustainable Development.Milan 2015, with its theme Feeding the Planet, Energy for Life, will help promote the Millennium Development Goals.下一屆韓國2012年麗水世博會將聚焦海洋與海岸的環(huán)境保護，這正契合了2012年聯合國可持續(xù)發(fā)展大會。意大利2015年米蘭世博會的主題 “滋養(yǎng)地球，生命之源”也將有助于宣傳聯合國的千年發(fā)展目標。

As you can see, Expos are becoming key assets for governments and international organizations in their effort to communicate to the public the major issues at the top of their global agendas.They are new platforms for multilateral public diplomacy that help fill the existing awareness and knowledge gaps amongst citizens.如大家所見，世博會正成為政府與國際組織的重要財富，幫助他們就其全球議程上的重要議題與民眾展開交流。世博會也為多邊公共外交提供了新的平臺，有助于彌補公民在意識和知識方面的現有差距。

As Shanghai 2010 has proven, in the 21st century, Expos are engines of change that strongly support the top-down policy efforts of governments and international organizations.上海世博會已經證明，世博會是21世紀變革的推動引擎，能有力地支持政府和國際組織自上而下貫徹政策的各種努力。

They translate complex and high-level concept into a visual language that is easily accessible to people from all walks of life.They show change by implementing it directly in both material and intangible ways through architecture, urban planning, services, culture and education.世博會將復雜、高層次的概念轉化為社會各界人士都易理解的視覺語言，通過建筑、城市規(guī)劃、服務、文化與教育等實物展示或抽象方式直接向人們呈現世界的變化。

The efforts of Shanghai 2010 to reach a true “universal” status, however, do not end here.然而，將上海世博會辦成真正具有普遍性的世博會的努力并未就此停止。

Recognizing that cities hold the keys to implement the solutions for building quality environments for urban life, it has invited them to be part of the Expo to exchange practices and to enhance the connection and the involvement of citizens.由于認識到城市手中握有建設更美好生活環(huán)境的鑰匙，上海世博會邀請了世界各國城市來參與，以開展實踐交流，增強公眾聯系，提高公眾參與度。

Shanghai 2010 has created an educational experience that is much greater than the sum of its parts by engaging cities in organizing the physical presentations in the Urban Best Practices area and by involving directly major international organizations in developing the framework for content.通過邀請各國城市以實物形式參展“城市最佳實踐區(qū)”，以及直接邀請各類重要國際組織參與制定其內容框架，上海世博會創(chuàng)建了“個體融匯大于簡單疊加”的教育性體驗。

Shanghai 2010 has fostered innovation and cooperation by making the Expo a place where we have been learning from each other in a spirit of cooperation, and, where we have been learning with each other, in a spirit of innovation.上海世博會有力地推動了創(chuàng)新與合作，為我們呈現了一個精誠合作、互相學習和共同學習、立志創(chuàng)新的世博園。

This Expo has given us a common laboratory for urban future where we have been allowed to exchange, discuss and experiment in a non-confrontational, constructive, practical and truly universal way.本屆世博會創(chuàng)造了一個我們可以共享的城市未來實驗室，讓我們以互不沖突的、建設性的、實用和可廣泛應用的方式進行交流、探討和實驗。

The end of an Expo carries with it a certain degree of sadness.Parting from companions after sharing a major endeavour is never easy.However, the cooperation initiatives that have been launched within this Expo show that only the event is over, our relationships will continue.一屆世博會的落幕總會令人感到傷感，共同努力奮斗后與同伴揮手告別也從來不是容易的事。但是，本屆世博會所啟動的合作倡議表明，結束的只是世博會本身，而我們彼此間的關系將持續(xù)下去。

I wish to express a particular appreciation to the United Nations for how the different organizations, agencies and programs have actively and enthusiastically contributed their expertise and know-how to support, to develop and to promote the theme of Shanghai 2010.我要特別感謝聯合國各組織、機構和項目，感謝他們積極熱情地提供各類專業(yè)知識和技術來支持、發(fā)展和推進2010年上海世博會的主題。

Through this Expo, the BIE and the UN have worked together hand in hand for the first time.It has been a successful experience that has highlighted important synergies that can only

strengthen the educational impact of future Expos amongst citizens as well as local and global leaders alike.本屆世博會是，國際展覽局和聯合國首次攜手合作。此次成功合作強調了協(xié)同作用的重要性，它能夠加強未來各屆世博會對公民乃至地方和世界領導人的啟示和影響。

Finally, I wish to congratulate China and Shanghai, our generous host and highly capable organizers, for their commitment and their ambition to support the BIE in advancing the role of Expos in this new century.最后，請允許我向我們慷慨的主人及世博會的杰出組織者——中國和上海表示祝賀！祝賀他們以承諾和雄心支持國展局在新世紀中繼續(xù)推動世博會的作用。

They have led the way showing that Expos are at the service of the ideals of our global society and function as powerful instruments that engage the world’s citizens to contribute to the efforts of our international community.他們也證明了世博會可以服務于全球人類社會的共同理想，有力地促進全世界人民為國際社會所作的努力。

In this sense, Shanghai 2010 has established even stronger foundations on which to expand Expos in the 21st Century: Shanghai has successfully demonstrated that Expo can be a core venue where citizens and global institutions come together to actively and constructively contribute to the solution of humanity’s challenges through peace, creativity and solidarity.由此看來，2010年上海世博會為21世紀接下來的各屆世博會進一步壯大打下了更加堅實的基礎：上海成功地證明了世博會能提供一個核心場所，將各國民眾與全球機構凝聚到一起，本著和平、創(chuàng)意與團結的精神，為應對人類共同面對的挑戰(zhàn)做出積極的、建設性的貢獻。
