南京財(cái)經(jīng)大學(xué)2013年MBA政治理論復(fù)試試題

背景說明：中央經(jīng)濟(jì)工作會(huì)議是判斷當(dāng)前經(jīng)濟(jì)形勢和定調(diào)第二年宏觀經(jīng)濟(jì)政策最權(quán)威風(fēng)向標(biāo)，也是每年級別最高的經(jīng)濟(jì)工作會(huì)議。其任務(wù)是總結(jié)一年來的經(jīng)濟(jì)工作成績；應(yīng)對當(dāng)前國際國內(nèi)經(jīng)濟(jì)情況的變化；制定宏觀經(jīng)濟(jì)發(fā)展規(guī)劃；部署明年的經(jīng)濟(jì)工作。

同時(shí)，中央經(jīng)濟(jì)工作會(huì)議還說，城鎮(zhèn)化是我國現(xiàn)代化建設(shè)的歷史任務(wù)，也是擴(kuò)大內(nèi)需的最大潛力所在，要圍繞提高城鎮(zhèn)化質(zhì)量，因勢利導(dǎo)、趨利避害，積極引導(dǎo)城鎮(zhèn)化健康發(fā)展。

1、社會(huì)主義核心價(jià)值體系的基本內(nèi)容包括四個(gè)方面：

（一）馬克思主義指導(dǎo)思想是社會(huì)主義核心價(jià)值體系的靈魂。建設(shè)社會(huì)主義核心價(jià)值體系，最根本的是堅(jiān)持馬克思主義的指導(dǎo)地位。馬克思主義是我們黨的根本指導(dǎo)思想，是社會(huì)主義意識(shí)形態(tài)的旗幟，它決定了社會(huì)主義核心價(jià)值體系的性質(zhì)和方向。

（三）民族精神和時(shí)代精神是社會(huì)主義核心價(jià)值體系的精髓。大力弘揚(yáng)民族精神和時(shí)代精神，使全體人民始終保持昂揚(yáng)向上的精神狀態(tài)，是和諧文化建設(shè)的主旋律。把握了這一點(diǎn)，就把握了社會(huì)主義核心價(jià)值體系的精髓。

（四）以“八榮八恥”為主要內(nèi)容的社會(huì)主義榮辱觀是社會(huì)主義核心價(jià)值體系的基礎(chǔ)。建設(shè)社會(huì)主義核心價(jià)值體系，就是要把這四個(gè)方面的基本要求融入國民教育和精神文明建設(shè)的全過程，融入經(jīng)濟(jì)、政治、文化、社會(huì)建設(shè)的各個(gè)領(lǐng)域，使之成為全民族奮發(fā)向上的精神力量和團(tuán)結(jié)和睦的精神紐帶。

答：高舉中國特色社會(huì)主義偉大旗幟，以鄧小平理論和“三個(gè)代表”重要思想為指導(dǎo)，深入貫徹落實(shí)科學(xué)發(fā)展觀，實(shí)施科教興國戰(zhàn)略和人才強(qiáng)國戰(zhàn)略，優(yōu)先發(fā)展教育，完善中國特色社會(huì)主義現(xiàn)代教育體系，辦好人民滿意的教育，建設(shè)人力資源強(qiáng)國。

《教育規(guī)劃綱要》是21世紀(jì)我國第一個(gè)中長期教育改革和發(fā)展規(guī)劃，是今后一個(gè)時(shí)期指導(dǎo)全國教育改革和發(fā)展的綱領(lǐng)性文件。教育是民族振興、社會(huì)進(jìn)步的基石，是提高國民素質(zhì)、促進(jìn)人的全面發(fā)展的根本途徑，寄托著億萬家庭對美好生活的期盼。強(qiáng)國必先強(qiáng)教。中國未來發(fā)展、中華民族偉大復(fù)興，關(guān)鍵靠人才，基礎(chǔ)在教育。制定并實(shí)施《教育規(guī)劃綱要》，優(yōu)先發(fā)展教育，提高教育現(xiàn)代化水平，對滿足人民群眾接受良好教育需求，實(shí)現(xiàn)全面建設(shè)小康社會(huì)奮斗目標(biāo)、建設(shè)富強(qiáng)民主文明和諧的社會(huì)主義現(xiàn)代化國家具有決定性意義。

教育規(guī)劃綱要有四大亮點(diǎn)：第一個(gè)亮點(diǎn)是目標(biāo)非常明確，開宗明義講要從人力資源大國向人力資源強(qiáng)國邁進(jìn)，把建設(shè)人力資源強(qiáng)國作為綱要非常重要的目標(biāo)。第二個(gè)亮點(diǎn)，要建成一批國際知名有特色的高水平高等學(xué)校。建設(shè)若干所世界一流的大學(xué)，建設(shè)一批世界知名的高水平大學(xué)。第三個(gè)亮點(diǎn)，各級各類教育把提高質(zhì)量作為重點(diǎn)，各類教育都把提高教育質(zhì)量作為改革發(fā)展的核心。第四個(gè)亮點(diǎn)，整個(gè)教育要上一個(gè)新的臺(tái)階。到2020年要基本普及學(xué)前教育，普及高中階段教育，毛入學(xué)率達(dá)到90%，這對中國教育改革來說是一個(gè)很大的提高。

3、黨的十七屆五中全會(huì)是在國家“十一五”規(guī)劃即將完成、小康社會(huì)建設(shè)進(jìn)入關(guān)

鍵時(shí)期的一次具有重大歷史意義的會(huì)議，是國家經(jīng)濟(jì)發(fā)展方式重大轉(zhuǎn)變的標(biāo)志性會(huì)議；是在全面總結(jié)“十一五”取得巨大成就的基礎(chǔ)上，為十三億多中國人民描繪了“十二五”期間國家經(jīng)濟(jì)社會(huì)發(fā)展的宏偉藍(lán)圖；是對下一個(gè)五年期間推動(dòng)經(jīng)濟(jì)社會(huì)科學(xué)發(fā)展、推動(dòng)發(fā)展方式實(shí)現(xiàn)重大轉(zhuǎn)變、保障改善民生、維護(hù)社會(huì)穩(wěn)定、加強(qiáng)黨的建設(shè)等重大問題作出了戰(zhàn)略部署。

學(xué)習(xí)貫徹落實(shí)好全會(huì)精神，重點(diǎn)要把握以下五個(gè)方面：

一是要認(rèn)真把握“十一五”時(shí)期我國經(jīng)濟(jì)社會(huì)發(fā)展的巨大成就和取得的寶貴經(jīng)驗(yàn)，從中汲取加快科學(xué)發(fā)展的實(shí)踐經(jīng)驗(yàn)。

二是要認(rèn)真把握國家“十二五”時(shí)期的戰(zhàn)略構(gòu)想、發(fā)展目標(biāo)和總體部署，為各級政府高質(zhì)量編制“十二五”規(guī)劃提供科學(xué)的指導(dǎo)和遵循。

三是要認(rèn)真把握處理好經(jīng)濟(jì)社會(huì)發(fā)展速度和發(fā)展質(zhì)量的關(guān)系這一核心思想，實(shí)現(xiàn)從片面追求經(jīng)濟(jì)增長指標(biāo)向兼顧增長質(zhì)量和和諧穩(wěn)定轉(zhuǎn)變，讓更多的民眾廣泛分享經(jīng)濟(jì)繁榮的成果。

四是要認(rèn)真把握加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式這條主線。中央提出的“四個(gè)更加注重”和“五個(gè)堅(jiān)持”，是著眼于解決經(jīng)濟(jì)發(fā)展中存在的不平衡、不協(xié)調(diào)、不可持續(xù)等深層次矛盾和問題，對如何加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式在實(shí)踐路徑上的具體化，為我們在全面均衡發(fā)展之下實(shí)現(xiàn)經(jīng)濟(jì)增長、社會(huì)進(jìn)步與人民生活改善同步進(jìn)行提供了重要指導(dǎo)原則。

五是要認(rèn)真把握加強(qiáng)黨的領(lǐng)導(dǎo)是實(shí)現(xiàn)“十二五”時(shí)期經(jīng)濟(jì)社會(huì)發(fā)展目標(biāo)的根本保證。通過以改革創(chuàng)新精神不斷加強(qiáng)黨的執(zhí)政能力建設(shè)和先進(jìn)性建設(shè)，不斷提高各級領(lǐng)導(dǎo)班子和領(lǐng)導(dǎo)干部領(lǐng)導(dǎo)經(jīng)濟(jì)社會(huì)發(fā)展的能力和水平。

4、“十二五”規(guī)劃建議與此前的十一個(gè)規(guī)劃建議有著本質(zhì)的不同，此不同在于過去的十一個(gè)規(guī)劃追求“國強(qiáng)”，現(xiàn)在的“十二五”規(guī)劃更側(cè)重于追求“民富”，但這并不是說，建國60年來特別是改革30年來百姓的生活沒有提高，而是指相對于GDP的增長，作為整體的民眾的富裕程度沒有GDP增長快。何況，按照聯(lián)合國的貧困標(biāo)準(zhǔn)，中國至少還有一億多人生活在貧困線下。

另外，從近幾年的情況看，中國社會(huì)的很多問題都跟貧富差距和民眾的普遍不富裕有著直接的關(guān)系。如結(jié)構(gòu)調(diào)整和經(jīng)濟(jì)轉(zhuǎn)型的問題、消費(fèi)和內(nèi)需不足的問題，乃至一些群體性事件，都有著貧富分化的影子。貧富分化甚至直接影響到中國社會(huì)的穩(wěn)定。所以，“十二五”規(guī)劃政策的著力點(diǎn)應(yīng)該轉(zhuǎn)到把提高居民收入、縮小貧富差距、富裕人民群眾作為全新思路和戰(zhàn)略，圍繞著如何“富民”問題，制定行動(dòng)路線圖。而經(jīng)過30年的發(fā)展，中國今天的經(jīng)濟(jì)實(shí)力也已經(jīng)為解決“富民”問題提供了物質(zhì)基礎(chǔ)。

民乃國之本。對于“民富與國強(qiáng)”的關(guān)系，是先有民富而后才有國強(qiáng)，而不是相反。事實(shí)上，多少國家興衰的歷史也告訴人們，民富雖然不必然等于國強(qiáng)，但民不富，國家必然不強(qiáng)；即使表現(xiàn)出一定程度的強(qiáng)，也只能是外強(qiáng)中干。只有建立在普遍民富基礎(chǔ)上的強(qiáng)大，才是根本性的強(qiáng)大。因此，中國政府需要更新觀念，在政策上，把“富民”作為一個(gè)明確的目標(biāo)和任務(wù)。這就有必要在編制“十二五”規(guī)劃時(shí)，制定一個(gè)長期的提高福利的戰(zhàn)略規(guī)劃，這個(gè)戰(zhàn)略規(guī)劃的目的，是為建立一個(gè)有競爭力和公平正義的福利國家打下基礎(chǔ)。

5、胡錦濤總書記在慶祝中國共產(chǎn)黨成立90周年大會(huì)上發(fā)表的重要講話，以馬克思列寧主義、毛澤東思想、鄧小平理論和“三個(gè)代表”重要思想為指導(dǎo)，深入貫

徹落實(shí)科學(xué)發(fā)展觀，堅(jiān)持解放思想、實(shí)事求是、與時(shí)俱進(jìn)，回顧了我們黨90年的光輝歷程和取得的偉大成就，總結(jié)了黨和人民創(chuàng)造的寶貴經(jīng)驗(yàn)，提出了新的歷史條件下提高黨的建設(shè)科學(xué)化水平的目標(biāo)任務(wù)，闡述了在新的歷史起點(diǎn)上把中國特色社會(huì)主義偉大事業(yè)全面推向前進(jìn)的大政方針，是一篇馬克思主義的綱領(lǐng)性文獻(xiàn)。講話思想深刻，內(nèi)容豐富，對做好黨和國家各項(xiàng)工作、推進(jìn)中國特色社會(huì)主義偉大事業(yè)和黨的建設(shè)新的偉大工程具有重大而深遠(yuǎn)的指導(dǎo)意義。
