尊敬的領(lǐng)導(dǎo)：

我是江西省信豐縣崇仙鄉(xiāng)山壩村的一名挖掘機(jī)機(jī)主，名叫賴(lài)福生，男。本人因2012年10月初在朱定祥的邀請(qǐng)下，給李?lèi)偭祭习逶诮魇〈笥嗫h河洞鄉(xiāng)長(zhǎng)嶺村古城洞的一個(gè)山場(chǎng)開(kāi)工時(shí)，被廣東省仁化縣長(zhǎng)江鎮(zhèn)里周村以村支書(shū)和村主任及一身穿制服的林業(yè)局人員為首帶領(lǐng)三十左右人，把我辛辛苦苦借了幾十萬(wàn)元買(mǎi)來(lái)的挖掘機(jī)強(qiáng)行燒毀一事向您匯報(bào)，希望上級(jí)部門(mén)及各位領(lǐng)導(dǎo)在百忙之中引起重視，幫我這個(gè)平民百姓討回一個(gè)公道。

事情的經(jīng)過(guò)是這樣的：2012年10月7日下午約三時(shí)左右，我叫朱定祥到工地商討如何開(kāi)路的時(shí)候，突然來(lái)了約三十左右的人，手持柴刀、木棒、有人還用迷彩服包囊著槍支，來(lái)到我們的施工現(xiàn)場(chǎng)，為首的是廣東省仁化縣長(zhǎng)江鎮(zhèn)里周村的村支書(shū)和村主任以及一位身穿制服的林業(yè)局人員等，他們到來(lái)后二話不說(shuō)就欲用手上所持有的鐵棍、木棒、砸壞了我的挖機(jī)，當(dāng)時(shí)我們很恐懼也很害怕要打電話報(bào)警，他們強(qiáng)制威脅我們不準(zhǔn)打電話，誰(shuí)打電話就先弄死誰(shuí)，為了我們的人身安全，只好請(qǐng)求他們打電話給政府部門(mén)來(lái)處理或叫老板來(lái)協(xié)調(diào)....。為首的村支書(shū)和主任卻說(shuō)：“不要理會(huì)他們，把他們的挖機(jī)燒了再來(lái)處理.....”于是他們就像土匪一樣為所欲為的點(diǎn)起了火，把我的挖掘機(jī)燒著了，我們百般哀求下都是無(wú)濟(jì)于事。無(wú)奈，我只能眼睜睜的看著自己借了幾十萬(wàn)買(mǎi)來(lái)的挖機(jī)被他們強(qiáng)行燒毀，當(dāng)時(shí)還有他們的村支書(shū)和村主任及林業(yè)派出所的人員都沒(méi)有半點(diǎn)勸阻或制止，燒毀后他們便揚(yáng)袖走人，見(jiàn)他們走后，我們立即到江西省大余縣河洞鄉(xiāng)當(dāng)?shù)嘏沙鏊鶊?bào)了案，第二天又到廣東省仁化縣長(zhǎng)江鎮(zhèn)派出所報(bào)了案，然而，事隔七日后10月14日，我們向江西省大余縣當(dāng)?shù)嘏沙鏊蛄穗娫捔私獍讣M(jìn)展情況時(shí)，江西省大余縣當(dāng)?shù)嘏沙鏊鶆t回復(fù)說(shuō)：“我們已與廣東省仁化縣公安局協(xié)商由廣東仁化縣公安局處理此案”。于是我們即于（2012年10月15號(hào)）前往廣東省仁化縣公安局和信協(xié)辦了解案件進(jìn)展情況，然而得到的答復(fù)是：“我們還沒(méi)立案，正在調(diào)查中”。今天我們又向韶關(guān)市公安局和韶關(guān)市信訪辦反映了情況，韶關(guān)市公安局隨即去電仁化縣公安局了解案情，得到的答復(fù)卻是：“我們與江西省大余縣公安局還沒(méi)商定案件由誰(shuí)來(lái)處理......”。試問(wèn)？老百姓的財(cái)物就不是財(cái)物嗎？在法制社會(huì)的今天，案件的管轄和立案就那么的難嗎？發(fā)案至今十多天了，依據(jù)我國(guó)《刑法》的有關(guān)規(guī)定，這分明是損毀私人財(cái)物數(shù)額巨大的刑事案件，而犯罪嫌疑人卻至今仍逍遙法外，這犯罪嫌疑人的背后明顯有保護(hù)傘在保護(hù)，這明顯與廣東省省委汪洋書(shū)記提出的“三打、兩建”精神相違背，因此特向尊敬的各位領(lǐng)導(dǎo)和上級(jí)政府求助，敬請(qǐng)尊敬的各位領(lǐng)導(dǎo)和上級(jí)有關(guān)部門(mén)指點(diǎn)迷津————怎樣才能使這些犯罪嫌疑人及其保護(hù)傘得到應(yīng)有的懲罰？并請(qǐng)尊敬的各位領(lǐng)導(dǎo)和上級(jí)有關(guān)部門(mén)督促當(dāng)?shù)赜嘘P(guān)部門(mén)盡快處理案件，還我一個(gè)公道，叩首為盼！

文體概述

求助人：0000、男、000族，生于XXX年XX月XXX日，住湖北省XXX縣XX鎮(zhèn)XX鄉(xiāng)。

求助人因在云南省遭遇交通事故于2011年2月9日入迪慶香格里拉人民醫(yī)院住院治療，入院以后，院方為求助人做腿部X線拍片檢查兩次，治療后于2011年3月3日出院。出院時(shí)迪慶香格里拉人民醫(yī)院診斷為“左大腿軟組織挫傷”，出院小結(jié)上轉(zhuǎn)歸結(jié)果為“治愈”。2011年8月19日，求助人在湖北省鶴峰縣中心醫(yī)院做CR檢查，診斷為“左髖臼陳舊性骨折拌左側(cè)股骨頭內(nèi)嵌”。2011年9月10日又在云南省麗江市人民醫(yī)院復(fù)查CT片及檢查報(bào)告單示：

另外，求助人家里還有兩個(gè)小孩，一個(gè)母親，（5832.00元×3年÷2）為8748.00元（5832.00元×16年÷2）為46656.00元。（5832.00元×15年÷2）為43740.00元。共計(jì)為99136.00元

求助人在迪慶香格里拉人民醫(yī)院漏診，既給我身體帶來(lái)了不堪忍受的苦痛，同時(shí)給我精神上造成了終身難民彌合的精神損害，其所受損害本無(wú)法用金錢(qián)衡量，但出現(xiàn)這樣的結(jié)果又不得有不用金錢(qián)來(lái)量化，要求精神撫慰金50000.00元。

綜上，因迪慶香格里拉人民醫(yī)院的漏診。迪慶香格里拉人民醫(yī)院應(yīng)賠償求助人569536.50元。

現(xiàn)求助人身處異鄉(xiāng)。孤立無(wú)援，不得已只好向貴州求助，請(qǐng)求政府向我抻出援手，求民于危難之中，責(zé)令迪慶香格里拉人民醫(yī)院培償損失。甚謝！
