We are aware of the responsibility that the legal language carries more than any other kind of language.A small difference in wording can make a big difference in people’s lives.This course seeks to enable students to build their legal vocabulary, classroom expression skills, and presentation capabilities.Our English for law course covers many different types of law, for example, commercial law, criminal law, intellectual property law, media law, human rights law, to name but a few.This course focuses on developing theses skills:

一、課程的定義

對課程的概念或定義，目前尚存在一些紛爭。綜觀我國對課程內(nèi)涵的理解，研究者在這一問題的認(rèn)識越來越深入，對概念的定義也越來越精確。有的提出課程是學(xué)校學(xué)科及其安排和進(jìn)程，如吳杰認(rèn)為“課程是指一定的學(xué)科有目的有計劃的教學(xué)進(jìn)程。這個進(jìn)程有量、質(zhì)方面的要求。它也泛指各級各類學(xué)校某級學(xué)生所應(yīng)學(xué)習(xí)的學(xué)科總和及其進(jìn)程和安排。”陳俠認(rèn)為“課程可以理解為為了實(shí)現(xiàn)各級學(xué)校的教育目標(biāo)而規(guī)定的教學(xué)科目及其目的、內(nèi)容、范圍、分量和進(jìn)程的總和?！蔽鞅睅煷罄畋轮骶幍摹督虒W(xué)論》認(rèn)為：“課程就是課堂教學(xué)、課外學(xué)習(xí)以及自學(xué)活動的內(nèi)容綱要和目標(biāo)體系，是教學(xué)和學(xué)生各種學(xué)習(xí)活動的總體規(guī)劃及其過程。《高中英語新課程標(biāo)準(zhǔn)》指出課程是符合課程目標(biāo)要求的一系列比較系統(tǒng)的間接經(jīng)驗與學(xué)生的某些直接經(jīng)驗組成的用以構(gòu)成學(xué)校課程的基本材料。課程的概念揭示了各級各類學(xué)校課程共同的本質(zhì)屬性。而基礎(chǔ)教育課程的突出特點(diǎn)是具有基礎(chǔ)性。

二、課程的產(chǎn)生與發(fā)展

課程的產(chǎn)生與發(fā)展受到許多因素的制約。但是，從課程與許多因素之間的內(nèi)部聯(lián)系來分析，課程的產(chǎn)生和發(fā)展主要受社會發(fā)展的要求、科學(xué)文化知識的增長和學(xué)生成長需要的制約。社會、知識、學(xué)生三因素對課程的綜合要求是課程產(chǎn)生和發(fā)展的客觀基礎(chǔ)。

隨著科學(xué)技術(shù)信息化和經(jīng)濟(jì)活動全球化的到來，世界各國的基礎(chǔ)教育課程都在發(fā)生深刻的變革。縱覽整個變革趨勢，其目標(biāo)指向都是培養(yǎng)身心健康發(fā)展的人，其目的是提高國民素質(zhì)，迎接新世紀(jì)的挑戰(zhàn)和激烈的國際競爭。而原有的高中英語課程總體上還是過分注重對語言知識的系統(tǒng)講解，過分強(qiáng)調(diào)記憶的功能和機(jī)械的訓(xùn)練，缺乏對學(xué)生語言運(yùn)用能力的培養(yǎng)，對學(xué)生的情感需求和自主學(xué)習(xí)能力的培養(yǎng)關(guān)注不夠。課程內(nèi)容與學(xué)生的生活聯(lián)系還不夠緊密，與學(xué)生所學(xué)的其他學(xué)科知識的聯(lián)系也需要加強(qiáng)。教學(xué)中忽視對學(xué)生提取信息和處理信息能力的培養(yǎng)，忽視對學(xué)生分析問題、解決問題能力的培養(yǎng)，單一的、滿堂灌的教學(xué)方法和被動的學(xué)習(xí)方式難以使學(xué)生形成聽說讀寫的綜合語言運(yùn)用能力，難以發(fā)展學(xué)生的思維能力和分析問題、解決問題的能力。高考外語科目近年來逐步在改革，從重語言知識轉(zhuǎn)向重語言能力，加強(qiáng)了對學(xué)生聽力和閱讀能力培養(yǎng)的導(dǎo)向。

近年來，各地高中英語教學(xué)改革的要求越來越迫切。有些地區(qū)和學(xué)校已經(jīng)進(jìn)行了多項教學(xué)改革實(shí)驗并取得了令人矚目的成果。部分教師的教學(xué)觀念和教學(xué)方法有了較大的轉(zhuǎn)變。在條件較好的高中，高中教師的業(yè)務(wù)水平、學(xué)校的教學(xué)條件、課程的資源都發(fā)生了很大的變化，學(xué)生的英語水平已有明顯的提高。現(xiàn)行的教材和教學(xué)大綱的要求已不能適應(yīng)學(xué)生發(fā)展思維能力和語用能力的需要。我國的這次基礎(chǔ)教育整體改革就是在這樣的背景下進(jìn)行的。

三、《高中英語新課程標(biāo)準(zhǔn)》的特點(diǎn)。

高中英語課程改革的目的是要使新世紀(jì)的每一位高中畢業(yè)生都具有基本的英語語言素養(yǎng)，也就是具備共同的語言能力基礎(chǔ)，使他們不論是升學(xué)還是就業(yè)，都具有終身學(xué)習(xí)所必備的英語語言基礎(chǔ)知識和基本技能，具有一定的自主學(xué)習(xí)的愿望和能力，具有初步的跨文化交際的意識和能力，這一共同的語言能力基礎(chǔ)應(yīng)該成為普通高中教育為每個學(xué)生未來發(fā)展所創(chuàng)設(shè)的平臺和機(jī)會。同時，高中課程還應(yīng)在為每個學(xué)生打好共同語言能力的基礎(chǔ)上，使他們能夠按照個人的能力、潛力、特長與志趣，以及未來的職業(yè)傾向和長遠(yuǎn)發(fā)展的目標(biāo)來學(xué)習(xí)適合自己的課程，學(xué)會規(guī)劃自己的人生，做出自己的選擇，從而使高中階段的英語課程成為具有體現(xiàn)基礎(chǔ)性學(xué)習(xí)、擴(kuò)展性學(xué)習(xí)、提高性學(xué)習(xí)、個性化學(xué)習(xí)和自主性學(xué)習(xí)特點(diǎn)的課程，在學(xué)習(xí)的過程中，為每個學(xué)生的充分發(fā)展和表現(xiàn)提供機(jī)會和條件。為了實(shí)現(xiàn)這一目標(biāo)，新的《高中英語新課程標(biāo)準(zhǔn)》建立了新的評價體系，使評價有利于激勵學(xué)生學(xué)習(xí)，幫助他們建立自信心，有效地促進(jìn)學(xué)生自主和具有創(chuàng)造性地參與學(xué)習(xí)活動，也使評價更加公正、全面和綜合地評價學(xué)生的學(xué)習(xí)過程和學(xué)習(xí)結(jié)果?！陡咧杏⒄Z課程標(biāo)準(zhǔn)》引導(dǎo)高中英語課程更加注重培養(yǎng)學(xué)生學(xué)英語和用英語的能力，學(xué)用結(jié)合，促進(jìn)積極思維和有效表達(dá)。特別是在今天的信息社會，學(xué)會獲取信息和處理信息、分析問題和解決問題是每個公民必須具備的能力，高中階段應(yīng)該特別重視對這一能力的培養(yǎng)，使學(xué)生能夠終身受益，為他們今后更好地學(xué)習(xí)和工作打下良好的基礎(chǔ)。《高中英語新課程標(biāo)準(zhǔn)》把英語課程的設(shè)置同提高整個民族的素質(zhì)聯(lián)系起來，強(qiáng)調(diào)了英語課程對促進(jìn)對外交往和增強(qiáng)國力具有重要的意義。它指出，“高中學(xué)生學(xué)習(xí)外語，一方面可以促進(jìn)心智、情感、態(tài)度與價值觀的發(fā)展和綜合人文素養(yǎng)的提高；另一方面，掌握一門國際通用語種可以為學(xué)習(xí)國外先進(jìn)的文化、科學(xué)和進(jìn)行國際交往創(chuàng)造條件。開設(shè)英語課程有利于提高民族素質(zhì)，有利于我國的對外開放和國際交往，有利于增強(qiáng)我國的綜合國力”。

四、高中英語課程設(shè)計。

高中英語課程的設(shè)計體現(xiàn)了時代性、基礎(chǔ)性和選擇性。高中英語課程分為必修課程和選修課程兩大類。必修課程的設(shè)計以義務(wù)教育階段的五級為基礎(chǔ)，通過學(xué)習(xí)使學(xué)生逐步達(dá)到七級目標(biāo)要求。高中英語必修課程共分10個學(xué)分，學(xué)生修滿10個必修學(xué)分即達(dá)到英語學(xué)科的合格畢業(yè)要求。學(xué)生需完成必修學(xué)分，并通過英語七級證書考試(即達(dá)到七級水平)方能獲得申請大學(xué)學(xué)習(xí)的資格。

英語選修課程分為順序選修課程和任意選修課程兩大類。順序選修課程是在英語七級水平的基礎(chǔ)上，為學(xué)生提供達(dá)到八級和九級的課程。順序選修課程共有五個模塊，學(xué)生可以按順序選修。任意選修課程允許學(xué)生在高中階段任意選擇，沒有順序要求。任意選修課程有三個系列，即語言知識與技能類、語言運(yùn)用類和欣賞類。

五、高中英語課程的基本結(jié)構(gòu)。

高中英語課程采取必修課與選修課相結(jié)合的課程設(shè)置模式。必修課的目的是使學(xué)生獲得基本的英語語言能力，形成積極向上的學(xué)習(xí)態(tài)度、靈活多樣的學(xué)習(xí)策略以及跨文化交際意識和能力，為終身學(xué)習(xí)奠定基礎(chǔ)。選修課的目的是為了滿足不同學(xué)生的就業(yè)選擇、升學(xué)深造以及個人的興趣和發(fā)展的需要。
