在社會各界的大力支持下，“第四屆中國計劃生育/生殖健康新技術新產(chǎn)品博覽會”隆重開幕了！借此機會，我代表國家人口計生委對科技部、衛(wèi)生部、食品藥品監(jiān)管局、質(zhì)檢總局等協(xié)辦單位表示感謝！對聯(lián)合國人口基金駐華代表處、人口與發(fā)展南南合作伙伴組織、世界衛(wèi)生組織駐華代表處、聯(lián)合國艾滋病規(guī)劃署駐華代表處、帕斯適宜衛(wèi)生科技組織、瑪利斯特普國際組織等機構(gòu)的大力支持表示感謝！對所有國內(nèi)外參展單位和蒞臨開幕式的各位嘉賓表示誠摯的歡迎！

十幾年來，伴隨著我國人口和計劃生育工作思路、工作方法發(fā)生重大轉(zhuǎn)變的歷史進程，生殖健康產(chǎn)業(yè)得到不斷壯大，已經(jīng)成為我國現(xiàn)代社會發(fā)展的產(chǎn)業(yè)群體，成為國民經(jīng)濟社會發(fā)展新的增長點，成為推動整個社會和諧、文明、進步的動力之一。

黨中央、國務院高度重視生殖健康產(chǎn)業(yè)的發(fā)展。2000年3月，《中共中央國務院關于加強人口與計劃生育工作穩(wěn)定低生育水平的決定》提出“以事業(yè)帶動產(chǎn)業(yè)，以產(chǎn)業(yè)促進事業(yè)”的戰(zhàn)略構(gòu)想。2003年3月，中央明確賦予國家人口和計

劃生育委員會“促進生殖健康產(chǎn)業(yè)發(fā)展”的職責。2006年12月，《中共中央國務院關于全面加強人口和計劃生育工作統(tǒng)籌解決人口問題的決定》再次提出“大力發(fā)展計劃生育生殖健康產(chǎn)業(yè)”的戰(zhàn)略任務。

計劃生育生殖健康產(chǎn)業(yè)的發(fā)展，對于穩(wěn)定低生育水平，提高出生人口素質(zhì)，推進國民經(jīng)濟的結(jié)構(gòu)性調(diào)整，促進經(jīng)濟增長方式的轉(zhuǎn)變，推動公共服務事業(yè)發(fā)展，促進社會公平、公正與和諧，滿足群眾生殖健康多元化需求，促進人口與發(fā)展領域的國際交流與合作等多方面，都發(fā)揮著十分重要的作用。堅定不移地以科學發(fā)展觀統(tǒng)領經(jīng)濟社會發(fā)展全局，堅持以人為本，促進人的全面發(fā)展；堅持以不斷提高全國人民的生活水平和生命質(zhì)量為核心，促進計劃生育生殖健康產(chǎn)業(yè)發(fā)展。

當前的主要任務是：

（一）加強生殖健康科技創(chuàng)新。包括避孕節(jié)育新方法、新技術和新材料的研究，重大出生缺陷干預技術的研究，性病/艾滋病及其他重大生殖系統(tǒng)疾病的研究，生殖健康中醫(yī)藥學研究和生殖健康醫(yī)療設備研究等。

（二）促進生殖健康產(chǎn)業(yè)資源整合。理順生殖健康產(chǎn)業(yè)監(jiān)管和發(fā)展的關系，促進生殖健康產(chǎn)業(yè)資源有效整合，合理

布局；強化品牌意識，加強質(zhì)量監(jiān)管力度，對推廣應用的生殖健康技術產(chǎn)品質(zhì)量和使用情況，進行長期、系統(tǒng)地監(jiān)測，為生殖健康高新技術產(chǎn)品面向國內(nèi)和國際市場提供有效服務。

（三）擴大生殖健康產(chǎn)品的社會服務。根據(jù)人口流動和分布情況，及時引入新技術、新產(chǎn)品，調(diào)整免費發(fā)放計劃生育藥具管理和服務模式；對育齡人群的計劃生育藥具和生殖健康產(chǎn)品服務需求進行有針對性的市場細分，將免費服務和社會營銷有機結(jié)合起來；穩(wěn)步擴大計劃生育社會營銷試點，逐步建立符合條件和要求的計劃生育藥具和生殖健康產(chǎn)品的連鎖經(jīng)營專門機構(gòu)。

（四）加快生殖健康科技成果轉(zhuǎn)化和推廣。依據(jù)社會需求，建立生殖健康產(chǎn)業(yè)基地，引導和組織企業(yè)對優(yōu)秀的生殖健康科技成果進行及時轉(zhuǎn)化、生產(chǎn)。整合政府、企業(yè)、社會和網(wǎng)絡資源，充分發(fā)揮科研院所的技術優(yōu)勢和人口計生技術服務系統(tǒng)的網(wǎng)絡優(yōu)勢，建立生殖健康高新技術產(chǎn)品的服務推廣體系，積極推廣應用生殖健康高新技術產(chǎn)品，滿足人民群眾的生殖健康服務需求。

為了推動計劃生育生殖健康產(chǎn)業(yè)的發(fā)展，六年來，人口計生委已經(jīng)聯(lián)合有關部門成功舉辦了三屆計劃生育生殖健康新技術新產(chǎn)品博覽會，基本實現(xiàn)了生殖健康產(chǎn)業(yè)“配置資

源、規(guī)范市場、組織企業(yè)、引導消費”的目標，帶動形成了一批擁有自主知識產(chǎn)權和知名品牌、競爭力較強的龍頭企業(yè)，推出了一批計劃生育、生殖健康、優(yōu)生優(yōu)育新技術、新產(chǎn)品，初步形成了以企業(yè)為主體、市場為導向、產(chǎn)學研相結(jié)合的技術創(chuàng)新體系。2007年3月，成立了中國生殖健康產(chǎn)業(yè)協(xié)會，這標志著生殖健康產(chǎn)業(yè)的發(fā)展進入了一個新的階段。本屆“博覽會”主要有三個顯著特點：

一是彰顯時代主旋律。本屆“博覽會”以“健康、和諧、發(fā)展”為主題，突出體現(xiàn)了實踐“三個代表”重要思想、落實科學發(fā)展觀、構(gòu)建社會主義和諧社會的時代要求，體現(xiàn)了實現(xiàn)好、維護好、發(fā)展好人民群眾切身利益和根本利益的宗旨要求；體現(xiàn)了開創(chuàng)人口和計劃生育工作新局面、統(tǒng)籌解決人口問題的重大歷史意義。

二是展示豐富獨特內(nèi)容。以生產(chǎn)經(jīng)營企業(yè)、科研院所、計劃生育及藥具服務機構(gòu)等為展示主體，組織了“展示、展覽、會議、經(jīng)貿(mào)、文化”五大版塊，宣傳人口和計劃生育事業(yè)近年來的重大事項及成就，展示國內(nèi)外計劃生育生殖健康新技術、新產(chǎn)品，開展政府采購、項目投資和貿(mào)易洽談，舉辦計劃生育生殖健康科技產(chǎn)業(yè)論壇和科普知識講座會議，進行計劃生育生殖健康信息技術和文化交流。參展單位除了國內(nèi)的許多企業(yè)以外，一些國外的知名企業(yè)也積極參展，展會

規(guī)模大、活動內(nèi)容多、技術價值高，體現(xiàn)了規(guī)模化、專業(yè)化、市場化和國際化的特色。

三是發(fā)揮資源整合效力。按照“政府搭臺，市場運作，精心策劃，防范風險，確保安全，爭取效益”的原則，引入市場運行機制，實行專項管理、項目招標等方式，將政府導向與市場運作、公益性與商業(yè)性、成果展示與產(chǎn)品技術展覽相結(jié)合，力爭實現(xiàn)經(jīng)濟效益與社會效益雙豐收。

我們相信，在科學發(fā)展觀的指導下，在社會各界的共同努力下，中國計劃生育生殖健康新技術新產(chǎn)品博覽會必將越辦越有成效，中國計劃生育生殖健康產(chǎn)業(yè)必將越來越壯大！讓我們團結(jié)攜手，堅定信心，努力拼搏，勇于創(chuàng)新，為穩(wěn)定低生育水平，統(tǒng)籌解決人口問題，促進人的全面發(fā)展和社會和諧做出更大的貢獻！
