國際教育與交流中心團總支召開緊急會議——認清目前中日關(guān)系形勢和維護校園穩(wěn)

定工作的專題報告會議

針對目前中日關(guān)系緊張的問題和當(dāng)前學(xué)校存在不穩(wěn)定因素的情況下，國際教育與交流中心團總支與2010年10月17日早上8點在A14號樓系辦公室召開緊急會議，該系團總支書記程洪濤領(lǐng)導(dǎo)和08級，09級，10級的團小組以及部分學(xué)生干部一起參加會議。會上，國際教育與交流中心團總支書記程洪濤傳達了關(guān)于新鄉(xiāng)學(xué)院關(guān)于“正確處理中日關(guān)系和維護校園穩(wěn)定工作”的相關(guān)事項，并且明確指出同學(xué)們要正確表達愛國熱情，禁止利用假期組織大型游行示威活動，同時要杜絕同學(xué)之中搞串聯(lián)和煽動性活動。其中，團總支書記程洪濤嚴(yán)格要求學(xué)生干部要密切關(guān)注同學(xué)們的思想和行為動向，同時要定期做好思想?yún)R報工作.,使同學(xué)們把愛國思想正確的落實到實踐中去。

本次會議成功召開，使該系團小組和部分學(xué)生會干部認識到目前中日關(guān)系復(fù)雜和維護校園穩(wěn)定工作的重要性，而從有利于同學(xué)們以清醒理智的態(tài)度來關(guān)注現(xiàn)實，保證了教學(xué)和生活的秩序。

中教國際教育交流中心簡介

China Center for International Educational Exchange 教育部中國教育國際交流協(xié)會（CEAIE）是中國教育界開展對外教育交流的全國性非盈利、非官方機構(gòu)。1981年7月經(jīng)中華人民共和國國務(wù)院批準(zhǔn)，1991年在中華人民共和國民政部注冊，1993年在聯(lián)合國注冊為國際非政府組織，柳斌同志（全國人大常委、原國家教委副主任、國家總督學(xué)）任會長。

中教國際教育交流中心是由中國教育國際交流協(xié)會主辦（簡稱“中教國際”），是以促進中國教育同世界各國教育交流與合作為主旨，以中國教育國際交流協(xié)會的全國網(wǎng)絡(luò)和積累20多年的國際教育交流經(jīng)驗、關(guān)系和渠道為依托，廣泛開展國內(nèi)外教育資源整合、中外合作辦學(xué)、國內(nèi)外會展論壇、出國考察及留學(xué)服務(wù)等業(yè)務(wù)，經(jīng)過多年的不斷發(fā)展，中心已在中國國際教育交流領(lǐng)域發(fā)揮了重要的作用。

局長姜帆等出席會議，做了講話。欒德成副主任首先對近期的安全生產(chǎn)情況做了通報，他指出，北京市建筑施工現(xiàn)場的安全生產(chǎn)形勢已經(jīng)達到了近10 幾年來最為嚴(yán)峻的程度，分析事故原因，主要有三，一是安全生產(chǎn)責(zé)任制、尤其是項目經(jīng)理安全生產(chǎn)責(zé)任制不落實，違章指揮、違規(guī)作業(yè)現(xiàn)象嚴(yán)重；二是各級領(lǐng)導(dǎo)對安全生產(chǎn)工作重視程度有很大差距，有些單位未設(shè)立獨立的安全部門，有些單位安全部門形同虛設(shè)，人員配備嚴(yán)重不足；三是施工現(xiàn)場管理漏洞大管理人員、安全員、監(jiān)理人員脫崗、漏崗現(xiàn)象嚴(yán)重。他要求各單位立即行動起來，在9月全市安全整頓月的基礎(chǔ)上，制定杜絕傷亡事故、確保施工安全的具體措施；加強對施工人員的安全教育和培訓(xùn)，培養(yǎng)外施人員良好的安全技能和安全習(xí)慣；特別要加強安全監(jiān)管工作，強化責(zé)任制落實和責(zé)任追究手段，加大對事故相關(guān)責(zé)任人的處罰力度。隨后，姜帆副局長和劉巖副局長分別結(jié)合軌道交通建設(shè)特點和全市安全生產(chǎn)形勢，對建筑工地的安全生產(chǎn)工作提出了具體要求。最后，劉永富主任再次重申，安全生產(chǎn)事關(guān)人命，北京市建筑施工現(xiàn)場的安全生產(chǎn)形勢已經(jīng)嚴(yán)峻到不能再發(fā)展下去的程度，各單位領(lǐng)導(dǎo)務(wù)必要以對人民群眾生命安全高度負責(zé)的態(tài)度，把安全生產(chǎn)工作當(dāng)作切實落實“三個代表”的具體行動，堅決做好安全生產(chǎn)工作。他強調(diào)，做好安全生產(chǎn)工作，關(guān)鍵是要切實提高企業(yè)對安全生產(chǎn)的認識，特別是各級領(lǐng)導(dǎo)干部，要切實將安全生產(chǎn)工作重視起來；其次要強化施工現(xiàn)場管理，切實將安全管理措施落實到位，要解決普遍存在的“以包代管、包而不管”的問題，形成全面抓安全、全員抓安全的安全生產(chǎn)局面；第三要將安全生產(chǎn)責(zé)任制落實到施工現(xiàn)場每個施工角落，建立完善的責(zé)任制包保體系，加強對責(zé)任制落實的監(jiān)督檢查，加大責(zé)任追究力度；第四要加大對事故的追究處罰力度，依法嚴(yán)肅處理責(zé)任單位和責(zé)任人，對觸犯刑律的，要堅決追究其刑事責(zé)任。劉永富主任要求，各單位在會后一定要將會議精神切實落實下去，從根本上扭轉(zhuǎn)本單位的安全生產(chǎn)局面，重點要做好4個方面的工作：一是各集團、各區(qū)縣建委要立即組織開展為期一周的安全生產(chǎn)大檢查，各集團、公司將全市所有的建筑工地徹查一遍，各區(qū)縣建委要重點檢查各集團、公司的檢查落實情況，確保查完的工地不再存在安全隱患；二是全市建筑工地，無論大小必須配備專職安全員，大的群體工程必須設(shè)立安全機構(gòu)；三是各施工企業(yè)要建立一套有效的安全包保體系；四是各集團、公司老總要向建委遞交一份《安全保證書》，保證本企業(yè)在今年剩余的建設(shè)施工過程中不再發(fā)生傷亡事故。

國際合作與交流中心2015工作總結(jié)

2015，國際合作與交流中心在省教育廳、省臺辦等上級主管部門的悉心指導(dǎo)下，在校黨委、校行政的高度重視下，在相關(guān)部門和學(xué)院的配合幫助下，穩(wěn)步推進國際交流互訪、校際合作辦學(xué)、教師海外研修、學(xué)生交換學(xué)習(xí)等主要工作，同時加強中心內(nèi)部建設(shè)，加強對以往檔案資料的搜集整理和回溯歸檔，中心網(wǎng)站欄目的建設(shè)等工作。一年來，各項工作開展穩(wěn)定有序，扎實有效，現(xiàn)總結(jié)如下： 積極開展國際交流，通過“請進來”和“走出去”，開拓國際視野 1.1 與XX大學(xué)實現(xiàn)互訪：本，我校組織5人代表團赴XX大學(xué)訪問1次，XX大學(xué)來我校訪問2次，雙方簽署了全面友好合作交流協(xié)議，就加強兩校合作交流的內(nèi)容和模式方面進行深入了探討，在深化合作辦學(xué)方面取得了諸多共識和成果；

1.2 與美國XX大學(xué)實現(xiàn)互訪：本，我校組織6人代表團赴XX大學(xué)訪問1次，XX大學(xué)來我校訪問1次，雙方根據(jù)各自辦學(xué)條件和實際情況，經(jīng)過協(xié)商，在教師研修和相關(guān)專業(yè)學(xué)生“2+2”和“3+1”本科雙學(xué)位及“3+1+1”本碩聯(lián)合培養(yǎng)方面達成合作共識；同時我校教師認真觀摩學(xué)習(xí)對方的教學(xué)方式方法，取得圓滿成果；

1.3 接待馬來西亞XX大學(xué)訪問團來訪：成功接待了XX大學(xué)訪問團一行5人的來訪，兩校就學(xué)生交換、師資交流、聯(lián)合培養(yǎng)碩士研究生等合作事宜進行了友好協(xié)商，并達成共識，簽訂了友好合作交流協(xié)議；

1.4 接待美國XX大學(xué)代表團來訪：成功接待了美國XX大學(xué)代表團一行3人的來訪，雙方就學(xué)術(shù)合作與學(xué)生交流進行了深入的會談與磋商，并簽訂了《諒解備忘錄》及《美國強化英語體驗項目協(xié)議》；

1.5 接待了加拿大XX大學(xué)來訪人員：該校人員來本市就相關(guān)生物工程項目引進工作進行考察，同時希望在該項目實施以及在產(chǎn)學(xué)研、人才培養(yǎng)等方面與我校進行交流合作；

1.6赴臺灣XX大學(xué)：組織由15名青年教師組成的教學(xué)法研習(xí)團赴臺灣XX大學(xué)進行教學(xué)法研習(xí)，體驗了以“教學(xué)卓越”為主體的“學(xué)程架構(gòu)與課程規(guī)

劃”、“學(xué)習(xí)氣氛營造與課堂管理”、“教學(xué)資訊系統(tǒng)Moodle運用”、“問題教學(xué)法、個案教學(xué)法”等14門專題課程，開拓了青年教師的教學(xué)視野； 建立戰(zhàn)略合作伙伴關(guān)系，加強教師研習(xí)交流和學(xué)生交換學(xué)習(xí)，培養(yǎng)國際化人才

2.1 簽署合作協(xié)議，拓展合作領(lǐng)域，深化合作交流：今年來，我處積極加強與國（境）外高校溝通聯(lián)系，與美國XX大學(xué)、美國XX大學(xué)、美國XX大學(xué)、美國xxx大學(xué)、臺北xx大學(xué)簽署戰(zhàn)略合作備忘錄，與韓國xx大學(xué)簽訂全面合作友好交流協(xié)議，以及已經(jīng)與我校開展合作的馬來西亞xxx大學(xué)、臺灣xx大學(xué)、臺灣xx大學(xué)、日本xx大學(xué)，與我校建立合作關(guān)系的國（境）外高校達到10所；

2.2 加強教師海外研修學(xué)習(xí)，培養(yǎng)國際化視野人才：今年來，我校共24人次赴國（境）外研修，分別為：15名教師赴臺灣xx大學(xué)參加“教學(xué)法研習(xí)班”；6人赴美國xx大學(xué)觀摩教學(xué)方法改革創(chuàng)新研修；1人赴新加坡參加“開放課程背景下的教學(xué)方法與教學(xué)模式改革創(chuàng)新研修”；2人赴德國參加“智能裝備制造產(chǎn)業(yè)創(chuàng)新培訓(xùn)班”；

2.3 參加國際性學(xué)術(shù)研討會議，提升學(xué)校的海外影響力：今年來，我校共3人次赴國（境）外參加學(xué)術(shù)研討會議，分別為： 1人赴美國參加“首屆國際xx學(xué)術(shù)研討會”；1人赴意大利參加“國際藝術(shù)、設(shè)計與媒體院校聯(lián)盟年會”；1人赴臺灣參加“第十二屆兩岸高校人力資源開發(fā)與管理研討會”；

2.4 培養(yǎng)出國留學(xué)（訪學(xué)）人才和外派對外漢語教師：今年來，我校共4人赴海外參與訪學(xué)和對外漢語教師教學(xué)工作，分別為：1人赴加拿大xxx大學(xué)進行訪學(xué)；3人分別赴克羅地亞xx大學(xué)、土耳其xx大學(xué)、韓國xx大學(xué)擔(dān)任對外漢語教師；

2.5 推動在校學(xué)生的外出交流學(xué)習(xí)，增強生活閱歷和學(xué)習(xí)經(jīng)驗：今年來，我校共遴選出21名學(xué)生參加國（境）外交換生學(xué)習(xí)項目，分別為：韓國xx大學(xué)4人；馬來西亞xx理工大學(xué)4人，臺灣xx大學(xué)3人，臺灣xx大學(xué)

3人；日本xx大學(xué)7人；

2.6 有序開展下一階段的教師研修和交換生遴選工作：目前，新西蘭xx學(xué)院、美國xx大學(xué)2016的教師研修項目正在積極跟進；xx大學(xué)、xx大學(xué)、xx大學(xué)、馬來西亞xx大學(xué)2016的交換生項目正在籌備、實施當(dāng)中。努力做好外國專家聘任、管理和服務(wù)工作

認真研讀國家外專局、教育部和省外專局關(guān)于各類引智項目的文件要求，進一步改革我校外國專家聘請機制和流程，努力提高我校外國專家的層次，同時加強外國專家的管理和服務(wù)。

目前我校聘請外國專家3名，其中愛爾蘭籍1名，美國籍1名，韓國籍1名；在日常工作和生活中，盡可能為外教提供方便，中秋節(jié)和圣誕節(jié)期間，組織探望和節(jié)日慰問，讓他們感受溫暖；并為外專來華工作證件的辦理、延期等手續(xù)提供服務(wù)。積極加強中心業(yè)務(wù)能力建設(shè)，提升外事工作服務(wù)水平

4.1 補足、補強專業(yè)外事工作人員：本，國際交流中心引進具有xx學(xué)位的英語專業(yè)人才1名擔(dān)任中心主任；引進具有xx秘書工作經(jīng)歷的人員1名擔(dān)任中心秘書；目前，本中心工作人員3名，外事工作能力明顯增強； 4.2 加強外事檔案、資料搜集整理、回溯歸檔工作：外事工作中會涉及各級各類重要文件材料，包括上級主管部門的指示、批復(fù)、回函等，以及學(xué)校審批、紀(jì)要、去函等，合作院校雙方簽署的協(xié)議、備忘錄、邀請函等，個人出（國）境審批表等；對各類文件資料的搜集歸檔、留案備查工作至關(guān)重要；本中心積極加強對以往外事材料的搜集整理，按時間、按類別整理歸檔，共整理出近一年來出（國）境審批表29份，合作協(xié)議、備忘錄9份，出（國）境人員辦理的各類手續(xù)3人份；

4.3 加強中心網(wǎng)站建設(shè)：網(wǎng)站是本中心工作宣傳的重要窗口和便捷辦公的有效途徑，一年來，及時上傳各類外事工作的新聞報道13篇；上傳外事工作通知、公告7篇；更新、上傳《xx省省直黨政機關(guān)因公臨時出國經(jīng)費管理辦法》等政策規(guī)定14篇；更新、上傳各類出（國）境審批表格11份；

調(diào)整、上傳《xx教職工因公出國（境）手續(xù)辦理指南》、《外國專家證辦理指南》等材料11份；同時調(diào)整、公布了最新的中心成員、聯(lián)系方式等信息，暢通了與師生溝通辦事的渠道，有效提高了中心的外事服務(wù)能力；

一年來，國際合作與交流中心在對外合作互訪交流、教師研修培訓(xùn)、學(xué)生交換學(xué)習(xí)項目等方面取得一定的成果；在新一將再接再厲，在青年教師海外研修、對外合作辦學(xué)、聯(lián)合培養(yǎng)項目等方面拓展優(yōu)質(zhì)渠道，提升合作層次，為我校教育國際化工作邁向新的臺階。

本市召開預(yù)防重特大道路交通事故緊急會議

本報訊 今天（10月18日）上午，市道路交通安全工作聯(lián)席會議召開預(yù)防重特大道路交通事故緊急會議。市道路交通安全工作聯(lián)席會議召集人、市政府肖貴玉副秘書長；市道路交通安全工作聯(lián)席會議各成員單位領(lǐng)導(dǎo)；市公安局交警總隊領(lǐng)導(dǎo)和有關(guān)部門負責(zé)人；各公安分（縣）局交警支（大）隊長等參加了會議。會議由市道路交通安全工作聯(lián)席會議辦公室主任、市公安局副局長朱偉明主持。

市道路交通安全工作聯(lián)席會議辦公室副主任、市公安局交警總隊總隊長陳志康首先傳達了公安部預(yù)防重特大道路交通事故會議精神，通報了近期全國和本市道路交通事故情況，其中據(jù)統(tǒng)計，今年截至10月18日，全市共發(fā)生一般以上道路交通事故1599起，死亡710人，傷1361人，同比分別下降7%、9.2%和9%。發(fā)生一次死亡3人及以上事故6起、死亡30人，同比減少4起、5人。陳志康總隊長還對下一階段本市道路交通安全管理工作進行了部署：一是立即開展交通事故隱患排查整治工作。各單位要深刻汲取國慶期間全國連續(xù)發(fā)生3起特大道路交通事故的教訓(xùn)，清醒認識本市“9〃14”、“10.16”事故暴露出的不足和問題，舉一反三，采取綜合措施，全面排查整治各類交通事故隱患。各單位分管領(lǐng)導(dǎo)要親自牽頭組織，會同安監(jiān)、交通等部門開展交通事故隱患排查整治工作。工作重點是：對道路交通標(biāo)志標(biāo)識、安全設(shè)施等進行全面檢查；對客運車輛（包括旅游巴士）進行重點檢查，注意發(fā)現(xiàn)違規(guī)的租賃、轉(zhuǎn)包等情況，并抓緊清理客運車輛和駕駛員的交通違法記錄；對容易發(fā)生超速、超載等嚴(yán)重交通違法行為的重點路段要增加“電子警察”，并有針對性地調(diào)整路面警力勤務(wù)部署，加強現(xiàn)場執(zhí)法檢查，發(fā)現(xiàn)一起、查處一起。凡是排查出的問題，各單位要抓緊解決。二是立即開展“三個必查”工作：對7座以上的客運車輛，在出入市境道口要做到“逢車必查”；對始發(fā)站開出的客運車輛，必須嚴(yán)格實行“始發(fā)必查”，有一輛查一輛。在督促運營單位對車輛性能、安全設(shè)施等加強檢查的同時，要加強嚴(yán)禁中途上下客、嚴(yán)禁攜帶易燃易爆危險物品及嚴(yán)禁超載、超速等方面的宣傳教育；對超員、超速的車輛必查。對超員的客運車輛，要責(zé)令當(dāng)場轉(zhuǎn)駁超員乘客，確保安全隱患消除后方可放行。此外，要注意及時發(fā)現(xiàn)在高速公路、城市快速路、高架道路上違規(guī)停車的情況，一旦發(fā)現(xiàn)要立即派員到場處置。三是加強對“四類車輛”的安全檢查。各單位要會同交通、旅游等部門，從“源頭”上加強對旅游巴士、租賃車輛、客運車輛（包括校車）以及長途大客車的安全檢查，督促落實旅游組織單位的交通安全主體責(zé)任，杜絕發(fā)生私自租車、包車、攬客等違法行為，盡最大努力將安全隱患消除在出車之前。要重點對旅游巴士、租賃車輛、客運車輛的運營資質(zhì)、車容車況等進行檢查，并加強對駕駛員安全行車的宣傳教育。對于長途大客車，要在實施市境道口“逢車必查”措施的基礎(chǔ)上，加強行駛途中的執(zhí)法檢查，發(fā)現(xiàn)問題一律嚴(yán)肅處理。四是積極落實應(yīng)急聯(lián)動處置措施。第四季度是雨、雪、迷霧、冰凍等惡劣天氣高發(fā)時期。遇惡劣天氣，各單位一定要結(jié)合工作實際，落實各項應(yīng)急處置工作預(yù)案。公安、交通、安監(jiān)等部門要完善應(yīng)急聯(lián)動機制。對高速公路要加強隱患排查整治，并在易積雪、結(jié)冰路段和事故多發(fā)點段儲備鹽、沙、草墊、防滑鏈、融雪劑等應(yīng)急物資和大型清雪、除冰設(shè)備，派駐人員加強值守。各級公安交警部門要發(fā)揮屯兵街面的優(yōu)勢，最大限度地安排警力上路，強化對雨、雪、霧和結(jié)冰路段的巡邏管控，及時發(fā)現(xiàn)天氣變化對道路交通安全帶來的不利影響，及時發(fā)出預(yù)警和安全提示。各區(qū)（縣）政府要組織好力量，對于雨霧等惡劣天氣及可能發(fā)生的突發(fā)狀況，要提早謀劃應(yīng)對措施，確保第一時間快速、有效處置。

最后，肖秘書長就做好下階段道路交通安全重點工作提出兩點要求：一是要齊抓共管、形成合力，進一步落實各項路面交通安全隱患整治工作措施，加大重大事故隱患治理力度，加強路面交通秩序管控力度以及加強交通安全宣傳力度；二是要突出重點、強化源頭，進一步深化客貨運安全隱患整治專項行動，加強客貨運隱患排查整改，強化交通安全責(zé)任制落實，加強客貨運駕駛?cè)藛T教育管理。

此外，肖秘書長還對今年第四季度的排堵保暢工作提出了具體要求，他表示今年8月中下旬開始，一系列工程項目陸續(xù)開工建設(shè)，加上受國慶、元旦等節(jié)假日及交通出行需求旺盛、機動車保有量持續(xù)增長等因素影響，預(yù)計第四季度交通出行總量較前期將有明顯上升，道路交通可能面臨較大壓力。為此，他強調(diào)，公安、建設(shè)、交通等部門一定要相互配合、形成合力，共同將各種影響通行的不利因素降到最小限度，確保本市不發(fā)生人為因素、管理不到位引發(fā)的大面積、長時間擁堵。
