      根據(jù)省市縣關(guān)于“煤礦六個(gè)標(biāo)準(zhǔn)考核實(shí)施辦法”的通知要求,我礦認(rèn)真貫徹執(zhí)行“六個(gè)標(biāo)準(zhǔn)”相關(guān)內(nèi)容,成立了工作領(lǐng)導(dǎo)小組,將每個(gè)標(biāo)準(zhǔn)細(xì)化到相關(guān)責(zé)任人,全面細(xì)致掌握了“六個(gè)標(biāo)準(zhǔn)”的執(zhí)行情況。同時(shí)將“六個(gè)標(biāo)準(zhǔn)”貫徹落實(shí)工作和日常安全管理緊密結(jié)合,對(duì)“六個(gè)標(biāo)準(zhǔn)”進(jìn)行了及時(shí)、全面、不留死角的全方位排查和整改?,F(xiàn)將我礦“六個(gè)標(biāo)準(zhǔn)”貫徹執(zhí)行情況匯報(bào)如下:

      我礦成立了以礦長(zhǎng)為組長(zhǎng)的貫徹落實(shí)“六個(gè)標(biāo)準(zhǔn)”工作領(lǐng)導(dǎo)組,全面負(fù)責(zé)本礦“六個(gè)標(biāo)準(zhǔn)”的貫徹落實(shí)工作,指導(dǎo)、協(xié)調(diào)和監(jiān)督各職能部門(mén)認(rèn)真開(kāi)展標(biāo)準(zhǔn)推進(jìn)落實(shí)工作,具體如下:

      工作領(lǐng)導(dǎo)組分專(zhuān)業(yè)、明責(zé)任、限時(shí)間,根據(jù)礦制定的推進(jìn)落實(shí)方案積極開(kāi)展了“六個(gè)標(biāo)準(zhǔn)”推進(jìn)落實(shí)工作。

      三、推進(jìn)落實(shí)方案的制定和實(shí)施情況

      我礦有關(guān)部門(mén)和單位認(rèn)真制定“六個(gè)標(biāo)準(zhǔn)”推進(jìn)落實(shí)方案,明確具體的責(zé)任部門(mén)和責(zé)任人,認(rèn)真組織“六個(gè)標(biāo)準(zhǔn)”貫標(biāo)培訓(xùn)、對(duì)標(biāo)檢查和達(dá)標(biāo)考核。由領(lǐng)導(dǎo)組牽頭,每月召開(kāi)礦長(zhǎng)辦公會(huì)議時(shí),專(zhuān)門(mén)布置“六個(gè)標(biāo)準(zhǔn)”的推進(jìn)落實(shí)工作,針對(duì)存在的問(wèn)題,有計(jì)劃、有目標(biāo)地組織落實(shí),結(jié)合實(shí)際制定“六個(gè)標(biāo)準(zhǔn)”工作落實(shí)考核獎(jiǎng)罰辦法,并嚴(yán)格執(zhí)行。

      (一)落實(shí)推進(jìn)《煤礦企業(yè)辦礦標(biāo)準(zhǔn)》 組長(zhǎng):礦長(zhǎng)

      該領(lǐng)導(dǎo)組成員在組長(zhǎng)的領(lǐng)導(dǎo)下,按照創(chuàng)新辦礦管理模式的思路,以辦礦企業(yè)的規(guī)模、專(zhuān)業(yè)技術(shù)職稱(chēng)及管理煤礦經(jīng)歷年限、主要專(zhuān)業(yè)技術(shù)人員中級(jí)及以上職稱(chēng)人數(shù)、百萬(wàn)噸死亡率、安全培訓(xùn)機(jī)構(gòu)、安全建設(shè)管理機(jī)構(gòu)設(shè)置、安全建設(shè)管理制度的建立及礦井掘進(jìn)機(jī)械化程度、安全質(zhì)量標(biāo)準(zhǔn)化礦井達(dá)標(biāo)率、現(xiàn)場(chǎng)管理和注冊(cè)資本等條件進(jìn)行管理。對(duì)資金、人才、管理、安全等方面具有優(yōu)勢(shì)的資源配置等方面予以積極支持。按照山西省辦礦企業(yè)等級(jí)標(biāo)準(zhǔn),我礦資質(zhì)符合乙級(jí)標(biāo)準(zhǔn)。

      (二)落實(shí)推進(jìn)《煤礦管理標(biāo)準(zhǔn)》 組長(zhǎng):礦長(zhǎng)

      該領(lǐng)導(dǎo)組成員在礦長(zhǎng)的領(lǐng)導(dǎo)下,加強(qiáng)煤礦資源和礦山生態(tài)恢

      -3-復(fù)管理,堅(jiān)持開(kāi)發(fā)和保護(hù)并重原則,堅(jiān)持合理開(kāi)采順序,不斷優(yōu)化礦井和采區(qū)設(shè)計(jì),積極推廣采煤新工藝、新技術(shù)提高煤礦資源回采率。突出現(xiàn)場(chǎng)管理,加大隱患排查力度,加強(qiáng)現(xiàn)場(chǎng)管理,嚴(yán)格執(zhí)行“三大規(guī)程”,落實(shí)瓦斯、水患、頂板等重大災(zāi)害防治機(jī)構(gòu)、隊(duì)伍、資金及安全措施;并落實(shí)建設(shè)過(guò)程管理領(lǐng)導(dǎo)責(zé)任,嚴(yán)格領(lǐng)導(dǎo)帶班下井和下井人員數(shù)量核查制度,帶班下井領(lǐng)導(dǎo)和當(dāng)班下井人數(shù)在井口電子顯示屏公示。按有關(guān)規(guī)定期限完成了六大系統(tǒng)建設(shè),并投入使用。此外,還按規(guī)定建立應(yīng)急救援隊(duì)伍并與具有資質(zhì)的朔州市救護(hù)大隊(duì)簽訂救護(hù)協(xié)議。

      (三)落實(shí)推進(jìn)《煤礦現(xiàn)代化標(biāo)準(zhǔn)》 組長(zhǎng):總工程師

      成員:各職能科室、生產(chǎn)區(qū)隊(duì)

      該領(lǐng)導(dǎo)組成員在總工程師的領(lǐng)導(dǎo)下堅(jiān)持開(kāi)發(fā)與保護(hù)并重的原則,合理確定開(kāi)采順序,不斷優(yōu)化礦井和采區(qū)設(shè)計(jì),科學(xué)合理開(kāi)發(fā)煤炭資源。簡(jiǎn)化開(kāi)拓系統(tǒng)、提高采掘設(shè)備能力、提升自動(dòng)控制水平、減少用人、提高效率。通過(guò)系統(tǒng)簡(jiǎn)單化、裝備自動(dòng)化、管理信息化、控制智能化,實(shí)現(xiàn)減人提效、安全建設(shè)。建立健全安全建設(shè)管理機(jī)構(gòu)和各項(xiàng)安全建設(shè)管理制度,嚴(yán)格執(zhí)行國(guó)家現(xiàn)行標(biāo)準(zhǔn)、規(guī)范、規(guī)程、規(guī)定,努力使我礦達(dá)到安全質(zhì)量標(biāo)準(zhǔn)化省一級(jí)標(biāo)準(zhǔn)。

      該領(lǐng)導(dǎo)組成員在安全礦長(zhǎng)的領(lǐng)導(dǎo)下,安全質(zhì)量標(biāo)準(zhǔn)化辦公室、各專(zhuān)業(yè)負(fù)責(zé)人嚴(yán)格按照《山西省煤礦安全質(zhì)量標(biāo)準(zhǔn)化標(biāo)準(zhǔn)》狠抓安全質(zhì)量標(biāo)準(zhǔn)化工作,加快建立和完善與新形勢(shì)相適應(yīng)的安全質(zhì)量標(biāo)準(zhǔn)化工作體系,精心組織,強(qiáng)力推進(jìn),狠抓落實(shí),扎實(shí)推進(jìn)安全質(zhì)量標(biāo)準(zhǔn)化。成立專(zhuān)門(mén)的安全質(zhì)量標(biāo)準(zhǔn)化達(dá)標(biāo)活動(dòng)工作領(lǐng)導(dǎo)組和具體管理機(jī)構(gòu);明確分管領(lǐng)導(dǎo)和具體責(zé)任人,完善辦公場(chǎng)所和條件,配備專(zhuān)業(yè)技術(shù)人員,不斷創(chuàng)新管理方法,堅(jiān)持定期檢查和隨機(jī)抽查相結(jié)合,嚴(yán)格考核;為安全建設(shè)奠定堅(jiān)實(shí)的基礎(chǔ);加大對(duì)安全質(zhì)量標(biāo)準(zhǔn)化建設(shè)的投入,積極推廣使用新技術(shù)、新工藝、新裝備,不斷提升礦井安全質(zhì)量標(biāo)準(zhǔn)化基礎(chǔ)裝備水平。

      (五)落實(shí)推進(jìn)《煤礦建設(shè)標(biāo)準(zhǔn)》 組長(zhǎng):總工程師

      該領(lǐng)導(dǎo)組成員在總工程師的領(lǐng)導(dǎo)下,根據(jù)建設(shè)批準(zhǔn)的井田勘探地質(zhì)報(bào)告編制可行性研究報(bào)告、初步設(shè)計(jì)和施工圖設(shè)計(jì),經(jīng)煤炭行業(yè)主管部門(mén)審批,對(duì)地質(zhì)資料進(jìn)行認(rèn)真分析研究,對(duì)勘探程度、資源可靠性、開(kāi)采條件及經(jīng)濟(jì)價(jià)值等作出評(píng)價(jià)。按照科技進(jìn)步的要求,走資源利用率高、安全有保障、經(jīng)濟(jì)效益好、環(huán)境污染少的可持續(xù)發(fā)展道路。始終貫徹“安全第一、預(yù)防為主、綜合治理”的安全生產(chǎn)方針,建立健全符合設(shè)計(jì)和施工要求的各生產(chǎn)系統(tǒng)。

      (六)落實(shí)推進(jìn)《煤礦建設(shè)施工管理標(biāo)準(zhǔn)》 組長(zhǎng):總工程師

      該領(lǐng)導(dǎo)組成員在總工程師的領(lǐng)導(dǎo)下,加強(qiáng)招標(biāo)管理,嚴(yán)格煤礦施工隊(duì)伍準(zhǔn)入標(biāo)準(zhǔn),認(rèn)真審核把關(guān),切實(shí)遵循公開(kāi)、公平、公正的原則,擇優(yōu)選擇與資質(zhì)等級(jí)許可范圍相適應(yīng)的施工單位。加強(qiáng)勞動(dòng)用工管理,嚴(yán)格落實(shí)煤礦施工隊(duì)伍的安全教育與培訓(xùn)制度。加強(qiáng)施工單位安全管理,嚴(yán)格落實(shí)煤礦施工單位的全面安全責(zé)任。加強(qiáng)部門(mén)監(jiān)督管理,嚴(yán)格落實(shí)監(jiān)管責(zé)任。

      四、對(duì)標(biāo)達(dá)標(biāo)情況

      我礦屬于兼并重組整合單獨(dú)保留礦井,核定生產(chǎn)能力400萬(wàn)噸/年,屬于高瓦斯礦井,水文地質(zhì)條件中等。嚴(yán)格堅(jiān)持“一礦一井兩面要求”對(duì)礦井進(jìn)行建設(shè),設(shè)計(jì)有一個(gè)綜放工作面,兩個(gè)綜掘工作面,采掘機(jī)械化程度均達(dá)到100%,目前我礦處于生產(chǎn)狀態(tài)。礦井建立以總工程師為首的技術(shù)管理體系,安全生產(chǎn)管理機(jī)構(gòu)設(shè)置健全。煤礦“六證”、“六長(zhǎng)”齊全,各部門(mén)負(fù)責(zé)人相關(guān)專(zhuān)業(yè)學(xué)歷符合從業(yè)要求。

      按照山西省煤礦管理標(biāo)準(zhǔn)礦井考核及評(píng)分標(biāo)準(zhǔn),本礦工作領(lǐng)導(dǎo)組組織相關(guān)專(zhuān)業(yè)人員,針對(duì)我礦“一通三防”、地測(cè)防治水、采煤、掘進(jìn)、機(jī)電運(yùn)輸、安全管理等方面共11個(gè)專(zhuān)業(yè)認(rèn)真檢查,最后自評(píng)分95.26分,屬于省一級(jí)標(biāo)準(zhǔn)達(dá)標(biāo)礦井。

      五、存在問(wèn)題和差距

      -6-檢查中共查出5條問(wèn)題: 1.未安裝頂板在線監(jiān)測(cè)系統(tǒng)。

      2.工程技術(shù)人員規(guī)模低于省廳最低標(biāo)準(zhǔn)。3.工業(yè)場(chǎng)地綠化面積未達(dá)到25%以上。4.地面瓦斯抽排系統(tǒng)未建成。5.未建立完善科技研發(fā)機(jī)制。

      六、下一步整改措施

      針對(duì)對(duì)標(biāo)達(dá)標(biāo)情況檢查中查出的問(wèn)題,我礦將逐條認(rèn)真整改,嚴(yán)格按照“六個(gè)標(biāo)準(zhǔn)”建設(shè)要求貫徹執(zhí)行。

      七、自評(píng)結(jié)論

      對(duì)照評(píng)分標(biāo)準(zhǔn)我礦自評(píng)分為95.26分,屬于一級(jí)管理標(biāo)準(zhǔn)達(dá)標(biāo)礦井。我礦在“六個(gè)標(biāo)準(zhǔn)”工作中做了大量扎實(shí)有效的工作,取得了可喜成績(jī),但是還存在諸多的問(wèn)題和不足,今后我們將以此次自評(píng)檢查為契機(jī),積極整改,扎實(shí)工作,力爭(zhēng)使本礦“六個(gè)標(biāo)準(zhǔn)”建設(shè)再上一個(gè)新臺(tái)階!
