      只限于主套餐,副套餐照常清零:以中移動(dòng)方案為例,相當(dāng)于將流量使用期限從原先的一個(gè)月延長(zhǎng)到兩個(gè)月。需要注意的條件:當(dāng)月不清零僅限于主套餐流量,疊加的流量包不算。

      2、非套餐用戶 資費(fèi)標(biāo)準(zhǔn) 0.01/MB-0.30/MB

      電信運(yùn)營(yíng)商說法:

      1、時(shí)間短:

      2、補(bǔ)貼放大,收入少:

      中國(guó)移動(dòng)并未公布補(bǔ)貼資源情況,可按照各方面營(yíng)銷費(fèi)用同比例壓降進(jìn)行初步預(yù)估。2013年中國(guó)移動(dòng)補(bǔ)貼263億元,兩次壓降20%之后是170億元。

      此外,和中國(guó)聯(lián)通類似,還有一定規(guī)模的話費(fèi)補(bǔ)貼。

      收入“剪刀差”進(jìn)一步增加:中移動(dòng)數(shù)據(jù)流量與2014年上半年同比增長(zhǎng)154.2%,收入僅同比增長(zhǎng)41.6%;中國(guó)聯(lián)通的移動(dòng)手機(jī)寬帶流量雖然同比增長(zhǎng)54%,但移動(dòng)寬帶收入?yún)s下降了7.8%;中國(guó)電信的人均手機(jī)流量增幅高達(dá)76.7%,但是收入增幅卻只增加17.5%。

      3、考核壓力大:發(fā)改委以及國(guó)資委對(duì)基礎(chǔ)運(yùn)營(yíng)商的考核并沒有變化。
