Mr.Chairman,Dear Colleagues,首先，我代表中方對(duì)上海合作組織阿富汗問(wèn)題特別國(guó)際會(huì)議成功召開表示祝賀，感謝東道國(guó)俄羅斯為會(huì)議所做的精心準(zhǔn)備和周到安排。

First of all, I wish to extend, on behalf of China, congratulations on the successful opening of the Special Conference on Afghanistan convened under the auspices of the Shanghai Cooperation Organization(SCO).I would like to thank Russia, the hosting country, for making good preparations and thoughtful arrangements for the conference.本次會(huì)議是上海合作組織框架內(nèi)首次就阿富汗問(wèn)題舉行的專門國(guó)際會(huì)議，在新的國(guó)際和地區(qū)政治、安全、經(jīng)濟(jì)形勢(shì)下，具有特殊意義。

This conference is the first within the SCO framework that focuses solely on the issue of Afghanistan.It is highly relevant given the new international and regional political, security and economic situations.近年來(lái)，在阿政府和人民的共同努力以及國(guó)際社會(huì)的大力支持下，阿和平進(jìn)程與經(jīng)濟(jì)重建取得了積極進(jìn)展，不斷邁向穩(wěn)定發(fā)展的目標(biāo)。同時(shí)也要看到，阿國(guó)內(nèi)局勢(shì)仍存在諸多不穩(wěn)定因素，特別是面臨恐怖主義回潮、毒品走私和跨國(guó)有組織犯罪猖獗、重建進(jìn)程緩慢等嚴(yán)峻挑戰(zhàn)。上述問(wèn)題產(chǎn)生的外溢效應(yīng)已影響到地區(qū)安全與穩(wěn)定。阿局勢(shì)正處于一個(gè)重要的十字路口，其發(fā)展不僅關(guān)系到阿富汗重建進(jìn)程能否順利推進(jìn)，也事關(guān)國(guó)際反恐斗爭(zhēng)的成敗。

In recent years, thanks to the concerted efforts of the Afghan government and people and the strong support of the international community, Afghanistan has made positive progress in its peace process and economic reconstruction and moved steadily toward the goal of stability and development.But at the same time, there are still many destabilizing factors in the Afghan domestic situation, in particular grave challenges posed by resurging terrorism, rampant drug trafficking and transnational organized crimes, and slow progress of reconstruction.The spillover effect of these issues is taking its toll on peace and stability in the region.The situation in Afghanistan is at a crossroads.In which direction it moves will determine the success or failure of the Afghan reconstruction process and the international

counter-terrorism campaign.中方認(rèn)為，為有效應(yīng)對(duì)上述挑戰(zhàn)，國(guó)際社會(huì)應(yīng)齊心協(xié)力，配合阿政府采取標(biāo)本兼治的綜合手段，加大打擊本地區(qū)恐怖主義、毒品走私和有組織犯罪力度，幫助阿實(shí)現(xiàn)國(guó)家穩(wěn)定、經(jīng)濟(jì)發(fā)展。

China believes that if the above-mentioned challenges are to be tackled effectively, the international community should work in synergy, cooperate with the Afghan government in adopting a comprehensive approach that treats both symptoms and root causes, fight more vigorously against terrorism, drug trafficking and organized crimes in the region, and help Afghanistan achieve stability and economic development.第一，支持聯(lián)合國(guó)阿富汗援助團(tuán)在阿重建進(jìn)程中發(fā)揮主導(dǎo)和協(xié)調(diào)作用。過(guò)去一年中，該援助團(tuán)的努力得到了阿富汗政府和民眾的高度評(píng)價(jià)，提升了聯(lián)合國(guó)在援阿行動(dòng)中的協(xié)調(diào)能力。我們應(yīng)繼續(xù)支持其進(jìn)一步加強(qiáng)與阿政府、國(guó)際安全援助部隊(duì)、援阿各方的聯(lián)系，進(jìn)一步發(fā)揮協(xié)調(diào)與監(jiān)督作用，發(fā)揮更大作用。

First, we should support the leading and coordinating role of the UN Assistance Mission in Afghanistan(UNAMA)in the reconstruction process.In the past year, UNAMA's efforts have won the appreciation of the Afghan government and people, leading to enhanced ability of the United Nations in coordinating assistance operations in the country.We should continue to support closer interactions between UNAMA and the Afghan government, the International Security Assistance Force(ISAF)and donors, so that UNAMA can play a greater coordinating and monitoring role.第二，協(xié)助阿政府順利舉行大選。阿總統(tǒng)選舉已拉開序幕。確保大選順利進(jìn)行是當(dāng)前阿重要任務(wù)，也是維護(hù)阿政治穩(wěn)定、實(shí)現(xiàn)和平重建的重要基礎(chǔ)。中方呼吁國(guó)際社會(huì)從資金、安全等方面提供協(xié)助，為大選順利、平安進(jìn)行創(chuàng)造有利條件。

Second, we should assist the Afghan government in holding a smooth general election.The presidential election campaign in Afghanistan has already begun.To ensure a smooth general election is an immediate priority for Afghanistan, and an essential basis for political stability and peaceful reconstruction in the country.China calls upon the international community to provide assistance in funding, security and other areas in order to create an enabling environment for a smooth and peaceful general election.第三，尊重阿富汗政府在阿事務(wù)中的主導(dǎo)地位。幫助阿政府全面提升執(zhí)政能力，加大對(duì)阿軍警培訓(xùn)和援助力度，使其早日獨(dú)立承擔(dān)阿安全防衛(wèi)職責(zé)。國(guó)際社會(huì)應(yīng)與阿政府有關(guān)部門密切配合，采取綜合措施和聯(lián)合行動(dòng)，有效打擊阿境內(nèi)恐怖活動(dòng)。

Third, we should respect the leading role of the Afghan government in its own affairs.We should help the Afghan government enhance its governance capacity in an all-round

manner and step up training for and assistance to its military and police forces, so that they can independently take up security and defense responsibilities in Afghanistan at an early date.The international community should work closely with relevant departments of the Afghan government to effectively combat terrorist activities in Afghanistan through comprehensive measures and joint operations.第四，進(jìn)一步重視阿發(fā)展問(wèn)題。加大對(duì)阿民生領(lǐng)域投入，優(yōu)先向阿農(nóng)業(yè)、教育、衛(wèi)生等領(lǐng)域提供援助支持，改善基礎(chǔ)設(shè)施。支持落實(shí)《阿富汗契約》，加快執(zhí)行阿《國(guó)家發(fā)展戰(zhàn)略》，提高援助效率，幫助阿加強(qiáng)自身“造血”功能，實(shí)現(xiàn)阿社會(huì)經(jīng)濟(jì)良性發(fā)展，切實(shí)幫助阿民眾改善并提高生活水平，逐步鏟除阿恐怖主義、毒品走私和跨國(guó)有組織犯罪滋生的土壤。

Fourth, we should attach greater importance to the development of Afghanistan.More needs to be done to improve the Afghan people's well-being.Assistance should be given on a priority basis to agriculture, education, public health and infrastructure.We should support the implementation of the Afghanistan Compact and accelerate the execution of the Afghanistan National Development Strategy(ANDS).We should raise the efficiency of assistance, help Afghanistan to improve its own “blood-making” capability and achieve benign social and economic development in the country.We should earnestly help the Afghan people to improve their living conditions and gradually eliminate the root causes for terrorism, drug trafficking and transnational organized crimes in Afghanistan.中國(guó)政府將繼續(xù)根據(jù)《喀布爾睦鄰友好宣言》精神，加強(qiáng)與阿及有關(guān)鄰國(guó)合作，根據(jù)阿方實(shí)際需要，繼續(xù)向阿提供力所能及的幫助，并在經(jīng)貿(mào)、海關(guān)、禁毒、安全等領(lǐng)域?yàn)榘⑴嘤?xùn)人才。The Chinese government will continue to enhance cooperation with Afghanistan and its neighboring countries in the spirit of the Kabul Declaration on Good Neighborly Relations.China will continue to provide, to the best of its ability, assistance to meet Afghanistan's needs and train Afghan personnel in the fields of economy and trade, customs, anti-drug trafficking and security.第五，不斷完善和加強(qiáng)地區(qū)合作機(jī)制。阿各鄰國(guó)應(yīng)積極參與阿重建進(jìn)程，同時(shí)吸收阿加入?yún)^(qū)域合作機(jī)制。這不僅有利于阿自身的穩(wěn)定和發(fā)展，對(duì)維持本地區(qū)的安全與穩(wěn)定也至關(guān)重要。Fifth, we should continue to improve and strengthen regional cooperation mechanisms.The neighboring countries of Afghanistan should actively engage in Afghanistan's reconstruction and involve Afghanistan in regional cooperation mechanisms.This is not only conducive to the stability and development of Afghanistan, but also crucial to the security and stability of the region.阿富汗6個(gè)鄰國(guó)中，有5個(gè)是上海合作組織成員國(guó)或觀察員國(guó)。作為新興的區(qū)域合作組織，上海合作組織始終致力于維護(hù)包括阿富汗在內(nèi)的本地區(qū)和平與穩(wěn)定，促進(jìn)發(fā)展與繁榮，并發(fā)揮著越來(lái)越重要的作用，得到國(guó)際社會(huì)的充分肯定和高度評(píng)價(jià)。成員國(guó)利用“上海合作組織

—阿富汗”聯(lián)絡(luò)組這一便捷渠道，與阿方制訂加強(qiáng)合作的具體措施和計(jì)劃，取得積極成果。Among the six neighboring countries of Afghanistan, five are member states or observer states of the SCO.As an emerging regional cooperation organization, the SCO has been consistently committed to peace and stability, development and prosperity of the region, including in Afghanistan.The SCO's role is becoming more important and its efforts have been fully recognized and positively assessed by the international community.Through the convenient channel of the SCO-Afghanistan Contact Group, the SCO member states have formulated concrete measures and plans for stronger cooperation and achieved positive results.中方認(rèn)為，上海合作組織在打擊恐怖主義、毒品走私和跨國(guó)有組織犯罪方面，可著重從加強(qiáng)組織內(nèi)部合作以及同阿有關(guān)部門密切配合入手，做好幾項(xiàng)工作：一是加強(qiáng)邊界管控和成員國(guó)與阿有關(guān)部門的聯(lián)合執(zhí)法；二是逐步吸收阿參與上海合作組織打擊地區(qū)“三股勢(shì)力”合作；三是加強(qiáng)上海合作組織成員國(guó)之間的合作和信息交流。中方支持上海合作組織和阿富汗在本次會(huì)議上通過(guò)《關(guān)于打擊恐怖主義、毒品走私和有組織犯罪的聲明》及其行動(dòng)計(jì)劃，歡迎與會(huì)國(guó)家達(dá)成新的共識(shí)。

We believe that in the SCO's efforts to fight terrorism, illicit drug trafficking and transnational organized crimes, it should focus on strengthening cooperation within itself and with the relevant departments of Afghanistan.In particular, it should, first, tighten border control and increase joint law enforcement between its member states and the relevant Afghan departments;second, involve Afghanistan in SCO cooperation in fighting the “three forces” in a step-by-step manner;and third, strengthen cooperation and information sharing among the SCO member states.China supports the adoption of the statement and plan of action by the SCO member states and Afghanistan on combating terrorism, illicit drug trafficking and organized crime at the Conference and welcomes new consensus by participating states.阿富汗是中國(guó)的友好鄰邦。中阿友誼源遠(yuǎn)流長(zhǎng)，深入人心。阿新政府成立以來(lái)，中國(guó)積極致力于發(fā)展中阿關(guān)系，積極參與阿重建進(jìn)程。政治上，簽署《睦鄰友好合作條約》，建立全面合作伙伴關(guān)系；經(jīng)濟(jì)上，中方注重幫助阿富汗改善民生和增強(qiáng)自主發(fā)展能力，為阿援建了醫(yī)院、水利等民生工程。中方迄已向阿提供了近1.8億美元經(jīng)濟(jì)援助，免除了阿全部到期債務(wù)。中方還為阿方培訓(xùn)各類專業(yè)技術(shù)人員超過(guò)千人；安全上，中阿簽署禁毒合作和打擊跨國(guó)犯罪等協(xié)議，在反恐、禁毒領(lǐng)域開展了有效合作。中方還通過(guò)軍援和人員培訓(xùn)等方式幫助阿建設(shè)國(guó)民軍。中方愿本著互利共贏、共同發(fā)展的精神，繼續(xù)通過(guò)多、雙邊渠道向阿提供長(zhǎng)期支持，為幫助阿富汗實(shí)現(xiàn)長(zhǎng)治久安作出不懈努力。

Afghanistan is a friendly neighbor of China.The friendship between China and Afghanistan has a long history and is deeply rooted in the hearts of our peoples.Since the new Afghan government was formed, China has been committed to developing relations with Afghanistan and has taken an active part in the Afghan reconstruction.On the political front, the two sides signed the Treaty of Good Neighborly Friendship and Cooperation Between the Islamic Republic of Afghanistan and the People's Republic of China and established the China-Afghanistan comprehensive and cooperative

partnership.On the economic front, China has focused its assistance on improving the Afghan people's livelihood and putting Afghanistan on a more solid footing for independent development.We have built a hospital, a water conservancy project and other projects aimed at improving people's well-being in Afghanistan.Up to now, China has provided nearly US$180 million in economic assistance to Afghanistan and cancelled all the matured debts Afghanistan owed to China.In addition, China has trained over one thousand Afghan technical personnel from various fields.On the security front, China and Afghanistan have signed agreements on combating illicit drug trafficking and transnational crimes and conducted effective cooperation in fighting terrorism and illicit drug trafficking.China has also assisted in developing the Afghan national army by providing military assistance and personnel training.We stand ready to continue to provide long-term support to Afghanistan through multilateral and bilateral channels and make unremitting efforts, in the spirit of mutual benefit and common development, for Afghanistan's long-term peace and stability.各位同事，Dear Colleagues,中國(guó)政府決定，將承諾向阿提供的7500萬(wàn)美元優(yōu)惠貸款全部轉(zhuǎn)為無(wú)償援助，從2009年起分五年實(shí)施。

The Chinese government has decided to turn the previously committed US$75 million concessional loans into grant assistance, which will be delivered in five years starting from 2009.各位同事，Dear Colleagues,阿富汗走上和平、穩(wěn)定、和諧、發(fā)展之路，是飽經(jīng)憂患的阿人民的迫切期待，也是世界各國(guó)的共同心愿。這既需要阿富汗政府和人民繼續(xù)做出艱苦努力，也需要包括上海合作組織在內(nèi)的整個(gè)國(guó)際社會(huì)的持續(xù)關(guān)注和大力支持。作為上海合作組織負(fù)責(zé)任的一員，中方愿同本組織成員國(guó)、觀察員國(guó)及有關(guān)各方一道，為實(shí)現(xiàn)阿富汗和平美好的未來(lái)作出應(yīng)有的貢獻(xiàn)。

To achieve peace, stability, harmony and development in Afghanistan is the urgent desire of the Afghan people who have endured so many hardships and the common aspiration of the entire international community.This demands not only the hard work of the Afghan government and people, but also the sustained attention and vigorous support of the entire international community, including the SCO.As a responsible member of the SCO, China is ready to work with other member states, observer states and other related parties to make due contribution to a peaceful and bright future of Afghanistan.謝謝大家。

Afghanistan is a friendly neighbor of China.The friendship between China and Afghanistan has a long history and is deeply rooted in the hearts of our peoples.Since the new Afghan government was formed, China has been committed to developing relations with Afghanistan and has taken an active part in the Afghan reconstruction.On the political front, the two sides signed the Treaty of Good Neighborly Friendship and Cooperation Between the Islamic Republic of Afghanistan and the People's Republic of China and established the China-Afghanistan comprehensive and cooperative partnership.On the economic front, China has focused its assistance on improving the Afghan people's livelihood and putting Afghanistan on a more solid footing for independent development.We have built a hospital, a water conservancy project and other projects aimed at improving people's well-being in Afghanistan.Up to now, China has provided nearly US$180 million in economic assistance to Afghanistan and cancelled all the matured debts Afghanistan owed to China.In addition, China has trained over one thousand Afghan technical personnel from various fields.On the security front, China and Afghanistan have signed agreements on combating illicit drug trafficking and transnational crimes and conducted effective cooperation in fighting terrorism and illicit drug trafficking.China has also assisted in developing the Afghan national army by providing military assistance and personnel training.We stand ready to continue to provide long-term support to Afghanistan through multilateral and bilateral channels and make unremitting efforts, in the spirit of mutual benefit and common development, for Afghanistan's long-term peace and stability.各位同事，Dear Colleagues，中國(guó)政府決定，將承諾向阿提供的7500萬(wàn)美元優(yōu)惠貸款全部轉(zhuǎn)為無(wú)償援助，從2009年起分五年實(shí)施。

2010年1月28日，中國(guó)外交部長(zhǎng)楊潔篪出席了在倫敦舉行的阿富汗問(wèn)題國(guó)際會(huì)議并發(fā)表講話，全面闡述了中方在阿富汗問(wèn)題上的立場(chǎng)和主張。

The following is the full text of the remarks made by Yang Jiechi, Minister of Foreign Affairs of the People's Republic of China, at the London Conference on Afghanistan, which opened here on Thursday:

主席先生、各位同事：

Dear Colleagues,阿富汗重建進(jìn)程既經(jīng)歷坎坷，又充滿希望。阿富汗人民成功舉行大選，翻開了歷史新篇章?？栐量偨y(tǒng)在就職演說(shuō)中提出了未來(lái)五年的施政綱領(lǐng)，令人鼓舞。國(guó)際社會(huì)應(yīng)持續(xù)關(guān)注阿富汗，并加大支持和援助力度，通過(guò)加強(qiáng)阿富汗的主權(quán)、自主權(quán)和發(fā)展能力，為過(guò)渡到全面的“阿人治阿”做好準(zhǔn)備。對(duì)下階段阿富汗重建工作，中方有以下四點(diǎn)建議：

Afghanistan's reconstruction process has gone through twists and turns, yet its future holds great promise.The successful elections held by the Afghan people have opened a new chapter in the history of Afghanistan.We are encouraged by the priorities set out by President Karzai in his inaugural speech for the next five years.We believe that the international community should give continued attention to Afghanistan and offer greater support and assistance to that country.It is of particular importance to help Afghanistan strengthen its sovereignty, ownership and development capacity, thus laying the groundwork for a full transition to governance of Afghanistan by the Afghan people.Regarding the next stage of Afghan reconstruction, China wishes to make the following four proposals:

第一，確保安全。安全形勢(shì)動(dòng)蕩是阿富汗重建面臨的突出挑戰(zhàn)。阿富汗政府準(zhǔn)備承擔(dān)起維護(hù)國(guó)家和人民安全的責(zé)任，我們對(duì)這一決心感到高興，國(guó)際社會(huì)應(yīng)為此創(chuàng)造條件。阿富汗面臨的各項(xiàng)挑戰(zhàn)相互關(guān)聯(lián)，改進(jìn)安全局勢(shì)也要采取綜合辦法，包括加快阿富汗軍隊(duì)、警察部隊(duì)的建設(shè)，促進(jìn)民族和解進(jìn)程，增強(qiáng)其包容性。國(guó)際社會(huì)向阿富汗移交安全權(quán)力的進(jìn)程應(yīng)以確保阿富汗的安全和穩(wěn)定為前提，逐步、穩(wěn)妥、有計(jì)劃地進(jìn)行。

First, ensure security.The volatile security situation is a prominent challenge to Afghan reconstruction.We are heartened by the resolve of the Afghan government to take up the responsibility for safeguarding the security of the country and its people.The international community should help create enabling conditions toward this end.Since the various challenges facing Afghanistan are interconnected, it is advisable to adopt an integrated approach in improving the security situation, including accelerating the building of Afghanistan's military and police forces, promoting national reconciliation and making the reconciliation process more inclusive.The transfer of security responsibility from the international community to Afghanistan should proceed in a gradual, prudent and well-planned way and the prerequisite for the transfer should be firm security and stability of the country.第二，發(fā)展經(jīng)濟(jì)。國(guó)際社會(huì)應(yīng)切實(shí)履行經(jīng)濟(jì)和社會(huì)發(fā)展的援助承諾，加大對(duì)阿富汗實(shí)施《國(guó)家發(fā)展戰(zhàn)略》的支持力度，讓阿富汗人民盡快享受“和平紅利”。要尊重阿富汗在經(jīng)濟(jì)重建方面的主導(dǎo)權(quán)，讓阿富汗政府和人民坐在“駕駛座”上。我們支持各國(guó)更多通過(guò)阿富汗政府實(shí)施援助，并在與其平等協(xié)商的基礎(chǔ)上，加大對(duì)阿富汗基礎(chǔ)設(shè)施、能源、礦業(yè)、農(nóng)業(yè)等領(lǐng)域的投資，并增強(qiáng)其自我發(fā)展能力，為未來(lái)發(fā)展奠定基礎(chǔ)。

Second, develop the economy.The international community should honor in good faith the commitment of economic and social development assistance, and render more support to the implementation of the Afghanistan National Development Strategy so that the Afghan people can

enjoy the “peace dividend” at an early date.It is important to respect the leading role of Afghanistan in economic reconstruction and let the Afghan government and people sit in the driver seat.China supports channeling more assistance through the Afghan government and making more investment in Afghanistan's infrastructure, energy, mining, agriculture and other sectors on the basis of equal consultations with the Afghan government.We support efforts to help Afghanistan build up capacity for self-development so as to lay the foundation for its future development.2002年以來(lái)，中國(guó)共向阿富汗政府提供9億多元人民幣的無(wú)償援助，并已全部免除阿富汗政府的到期債務(wù)。中國(guó)在阿富汗開展了大批經(jīng)濟(jì)援助項(xiàng)目，為改善阿富汗民生，提高人民生活水平發(fā)揮了積極作用。2009年中國(guó)已宣布，將此前承諾的7500萬(wàn)美元優(yōu)惠貸款全部轉(zhuǎn)為無(wú)償援助，在未來(lái)5年內(nèi)實(shí)施。目前第一筆援款已于2009年到位，中國(guó)將在今后４年內(nèi)繼續(xù)做好剩余6000萬(wàn)美元援款的落實(shí)工作。

Since 2002, China has provided a total of more than 900 million RMB yuan(132 million U.S.dollars)grant assistance to the Afghan government and canceled all its mature debts.We have launched a large number of assistance projects in Afghanistan, which have made a positive impact on the livelihood of the Afghan people.We announced last year that the 75-million-U.S.-dollar concessional loans we had previously committed would all be turned to grant assistance, to be provided over a five-year period.The first tranche of funds was delivered in 2009, and the remaining 60 million U.S.dollars will be made available in the coming four years.第三，改善治理。我們贊賞阿富汗政府承諾打擊腐敗、提高政府治理水平，歡迎國(guó)際社會(huì)向阿富汗提供幫助，并以能力建設(shè)和人力資源開發(fā)為重點(diǎn)。國(guó)際社會(huì)應(yīng)充分尊重阿富汗獨(dú)特的歷史、文化、宗教及目前所處的發(fā)展階段，考慮阿富汗國(guó)內(nèi)的實(shí)際情況及現(xiàn)實(shí)困難，傾聽阿富汗政府意見，尊重阿富汗人民的意愿，讓其自主選擇一種最適合本國(guó)實(shí)際情況的治理模式。Third, improve governance.We applaud the Afghan government's commitment to fighting corruption and improving governance.We welcome, in this connection, the international community's efforts to help Afghanistan, particularly in the areas of capacity building and human resources development.The international community should fully respect the unique history, culture and religion as well as the current development stage of Afghanistan, take into consideration the realities and difficulties facing the country, listen to the views of the Afghan government and respect the wishes of the Afghan people.In short, we should let Afghanistan choose on its own a governance model most suited to its national circumstances.中國(guó)重視幫助阿富汗政府加強(qiáng)執(zhí)政能力。截止2009年底，我們已為500多名阿富汗政府官員提供培訓(xùn)，涉及外交、經(jīng)貿(mào)、醫(yī)療衛(wèi)生、財(cái)政金融、旅游、農(nóng)業(yè)、禁毒等諸多領(lǐng)域。今后我們?cè)冈诹λ芗暗姆秶鷥?nèi)做出更大努力。

未來(lái)10年是上海合作組織發(fā)展的關(guān)鍵時(shí)期，對(duì)我們各成員國(guó)自身發(fā)展和本地區(qū)穩(wěn)定至關(guān)重要。我們應(yīng)該本著對(duì)成員國(guó)、本地區(qū)乃至世界的和平、穩(wěn)定、發(fā)展高度負(fù)責(zé)的精神，牢牢把握組織未來(lái)發(fā)展方向，全力將上海合作組織建設(shè)成為機(jī)制完善、協(xié)調(diào)順暢、合作全面、開放和諧的區(qū)域合作組織。

我們應(yīng)該為本組織未來(lái)10年的發(fā)展作出總體規(guī)劃，重點(diǎn)明確以下任務(wù)。

第一，堅(jiān)持睦鄰友好，構(gòu)建和諧地區(qū)。我們應(yīng)該堅(jiān)持不懈落實(shí)《長(zhǎng)期睦鄰友好合作條約》，加強(qiáng)在核心利益問(wèn)題上的溝通和磋商，不斷增進(jìn)互信，加大相互支持力度。要堅(jiān)持大小國(guó)家一律平等，真誠(chéng)相待，在協(xié)商一致基礎(chǔ)上決定本組織重大事項(xiàng)。

第二，增強(qiáng)本組織抵御現(xiàn)實(shí)威脅的能力，確保地區(qū)長(zhǎng)治久安。我們應(yīng)該把握影響地區(qū)安全的核心問(wèn)題和關(guān)鍵因素，建立更加完善的安全合作體系。要在尊重各國(guó)獨(dú)立、主權(quán)、領(lǐng)土完整和各國(guó)人民意愿的基礎(chǔ)上，提高組織行動(dòng)能 力和快速反應(yīng)能力。要毫不懈怠打擊“三股勢(shì)力”、販毒和跨國(guó)有組織犯罪，定期舉行聯(lián)合反恐演習(xí)。

第三，推動(dòng)實(shí)現(xiàn)區(qū)域經(jīng)濟(jì)一體化，促進(jìn)地區(qū)各國(guó)共同發(fā)展。我們應(yīng)該拓展合作領(lǐng)域，推動(dòng)貿(mào)易和投資便利化，推進(jìn)域內(nèi)交通、能源、通信基礎(chǔ)設(shè)施互聯(lián)互通，加快構(gòu)建本地區(qū)能源安全、金融安全、糧食安全合作機(jī)制，加強(qiáng)非資源和民生領(lǐng)域合作，深入發(fā)掘應(yīng)對(duì)危機(jī)和促進(jìn)可持續(xù)發(fā)展的內(nèi)生動(dòng)力。中方將繼續(xù)落實(shí)向成員國(guó)提供的優(yōu)惠貸款，努力將歐亞經(jīng)濟(jì)論壇、中國(guó)－亞歐博覽會(huì)打造成區(qū)域經(jīng)濟(jì)合作平臺(tái)，更好促進(jìn)地區(qū)經(jīng)濟(jì)發(fā)展繁榮。

第四，加強(qiáng)人文合作，推動(dòng)人民世代友好。我們應(yīng)該堅(jiān)持不懈擴(kuò)大人文交流，拓寬民間和社會(huì)交流渠道，建設(shè)教育、醫(yī)療服務(wù)網(wǎng)絡(luò)，開展旅游和體育合作，促進(jìn)人民相互了解，夯實(shí)上海合作組織未來(lái)發(fā)展的社會(huì)基礎(chǔ)。

各位同事！

本組織觀察員、對(duì)話伙伴以及阿富汗是我們的好鄰居、好伙伴，長(zhǎng)期以來(lái)為本組織發(fā)展傾注了熱情、作出了貢獻(xiàn)。中方支持本組織繼續(xù)以開放透明的姿態(tài)參與國(guó)際和地區(qū)合作，為本地區(qū)各國(guó)發(fā)展創(chuàng)造更加有利的條件。

本次峰會(huì)閉幕后，中方將接任上海合作組織主席國(guó)。各方一致同意把這一年確定為本組織“睦鄰友好年”。我們應(yīng)該弘揚(yáng)“上海精神”，深化互利合作，保障和平發(fā)展，鞏固世代友好。中方相信，在各方不懈努力下，上海合作組織必 將在新的航程中乘風(fēng)破浪，駛向更加光明的未來(lái)！

尊敬的各位同事，各位來(lái)賓，女士們，先生們，朋友們：

大家晚上好！

很高興同各位相聚在黃海之濱的山東青島。首先，我謹(jǐn)代表中國(guó)政府和中國(guó)人民，并以我個(gè)人的名義，對(duì)來(lái)華出席上海合作組織成員國(guó)元首理事會(huì)會(huì)議的各國(guó)領(lǐng)導(dǎo)人和國(guó)際組織負(fù)責(zé)人，對(duì)各位來(lái)賓，表示熱烈的歡迎！

山東是孔子的故鄉(xiāng)和儒家文化發(fā)祥地。儒家思想是中華文明的重要組成部分。儒家倡導(dǎo)“大道之行，天下為公”，主張“協(xié)和萬(wàn)邦，和衷共濟(jì)，四海一家”。這種“和合”理念同“上海精神”有很多相通之處?！吧虾＞瘛眻?jiān)持互信、互利、平等、協(xié)商、尊重多樣文明、謀求共同發(fā)展，強(qiáng)調(diào)求同存異、合作共贏，在國(guó)際上獲得廣泛認(rèn)同和支持。

在“上海精神”引領(lǐng)下，本組織不僅在安全、經(jīng)濟(jì)、人文等合作領(lǐng)域取得豐碩成果，在機(jī)制建設(shè)方面也邁出歷史性步伐。如今，上海合作組織擁有8個(gè)成員國(guó)、4個(gè)觀察員國(guó)、6個(gè)對(duì)話伙伴，是維護(hù)地區(qū)安全、促進(jìn)共同發(fā)展、完善全球治理的重要力量。

青島是世界著名的“帆船之都”，許多船只從這里揚(yáng)帆起航、追逐夢(mèng)想。明天，我們將在這里舉行上海合作組織擴(kuò)員后的首次峰會(huì)，全面規(guī)劃本組織未來(lái)發(fā)展藍(lán)圖。

讓我們以青島峰會(huì)為新的起點(diǎn)，高揚(yáng)“上海精神”的風(fēng)帆，齊心協(xié)力，乘風(fēng)破浪，共同開啟上海合作組織發(fā)展新征程！
