——在二十國(guó)集團(tuán)領(lǐng)導(dǎo)人第四次峰會(huì)上的講話

尊敬的哈珀總理,各位同事:
很高興來(lái)到多倫多參加二十國(guó)集團(tuán)領(lǐng)導(dǎo)人第四次峰會(huì),同各位同事共同討論推動(dòng)世界經(jīng)濟(jì)全面復(fù)蘇這個(gè)重大議題。首先,我謹(jǐn)對(duì)哈珀總理和加拿大政府為本次峰會(huì)所作的積極努力和周到安排,表示衷心的感謝!我還要感謝大家對(duì)上海世博會(huì)給予的寶貴支持和幫助。
在二十國(guó)集團(tuán)成員和國(guó)際社會(huì)共同努力下,世界經(jīng)濟(jì)正在逐步復(fù)蘇,但復(fù)蘇基礎(chǔ)不牢固、進(jìn)程不平衡,存在較大不確定性。部分國(guó)家主權(quán)債務(wù)風(fēng)險(xiǎn)持續(xù)上升,一些系統(tǒng)重要性金融機(jī)構(gòu)的問(wèn)題集中暴露,主要貨幣匯率大幅波動(dòng),國(guó)際金融市場(chǎng)動(dòng)蕩不定,大宗商品價(jià)格高位震蕩,各種形式的保護(hù)主義明顯增多。這表明,國(guó)際金融危機(jī)深層次影響尚未消除,世界經(jīng)濟(jì)系統(tǒng)性和結(jié)構(gòu)性風(fēng)險(xiǎn)仍十分突出。我們要深刻認(rèn)識(shí)國(guó)際金融危機(jī)深層次影響的嚴(yán)重性和復(fù)雜性,繼續(xù)發(fā)揚(yáng)同舟共濟(jì)、合作共贏的精神。
匹茲堡峰會(huì)提出的“強(qiáng)勁、可持續(xù)、平衡增長(zhǎng)框架”對(duì)世界經(jīng)濟(jì)長(zhǎng)遠(yuǎn)健康發(fā)展具有重要意義。為了推動(dòng)世界經(jīng)濟(jì)盡早進(jìn)入強(qiáng)勁、可持續(xù)、平衡增長(zhǎng),我愿提出以下建議。
第一,推動(dòng)二十國(guó)集團(tuán)從應(yīng)對(duì)國(guó)際金融危機(jī)的有效機(jī)制轉(zhuǎn)向促進(jìn)國(guó)際經(jīng)濟(jì)合作的主要平臺(tái)。當(dāng)前,世界經(jīng)濟(jì)形勢(shì)仍然十分復(fù)雜,需要二十國(guó)集團(tuán)發(fā)揮引領(lǐng)作用。我們應(yīng)該著眼長(zhǎng)遠(yuǎn),推動(dòng)二十國(guó)集團(tuán)從協(xié)同刺激轉(zhuǎn)向協(xié)調(diào)增長(zhǎng)、從短期應(yīng)急轉(zhuǎn)向長(zhǎng)效治理、從被動(dòng)應(yīng)對(duì)轉(zhuǎn)向主動(dòng)謀劃。要加強(qiáng)二十國(guó)集團(tuán)成員宏觀經(jīng)濟(jì)政策協(xié)調(diào),保持合理政策力度,支持發(fā)生主權(quán)債務(wù)危機(jī)的國(guó)家克服當(dāng)前面臨的困難。要審慎穩(wěn)妥把握經(jīng)濟(jì)刺激政策退出的時(shí)機(jī)、節(jié)奏、力度,鞏固世界經(jīng)濟(jì)復(fù)蘇勢(shì)頭。要全面落實(shí)前3次峰會(huì)作出的決定和達(dá)成的共識(shí),共同維護(hù)二十國(guó)集團(tuán)信譽(yù)和效力,本著循序漸進(jìn)、互利共贏的原則推進(jìn)二十國(guó)集團(tuán)機(jī)制化建設(shè),妥善處理各種矛盾和分歧,確保二十國(guó)集團(tuán)峰會(huì)機(jī)制在健康軌道上向前發(fā)展。要處理好二十國(guó)集團(tuán)機(jī)制同其他國(guó)際組織和多邊機(jī)制的關(guān)系,確保二十國(guó)集團(tuán)在促進(jìn)國(guó)際經(jīng)濟(jì)合作和全球經(jīng)濟(jì)治理中發(fā)揮核心作用。
第二,加快建立公平、公正、包容、有序的國(guó)際金融新秩序。我們應(yīng)該牢記國(guó)際金融危機(jī)的深刻教訓(xùn),正本清源,對(duì)癥下藥,本著簡(jiǎn)單易行、便于問(wèn)責(zé)的原則推進(jìn)國(guó)際金融監(jiān)管改革,建立有利于實(shí)體經(jīng)濟(jì)發(fā)展的國(guó)際金融體系。要建立并執(zhí)行嚴(yán)格的資本和杠桿率要求,將影子銀行體系納入監(jiān)管,制訂全球統(tǒng)一的會(huì)計(jì)準(zhǔn)則。要著力加強(qiáng)對(duì)系統(tǒng)重要性金融機(jī)構(gòu)的監(jiān)管,采取必要的預(yù)防性措施,防止風(fēng)險(xiǎn)投機(jī)過(guò)度。要強(qiáng)調(diào)國(guó)際監(jiān)管核心原則和標(biāo)準(zhǔn)的一致性,同時(shí)要充分考慮不同國(guó)家金融市場(chǎng)的差異性,提高金融監(jiān)管的針對(duì)性和有效性。要加強(qiáng)對(duì)信用評(píng)級(jí)機(jī)構(gòu)的監(jiān)管,減少對(duì)信用評(píng)級(jí)機(jī)構(gòu)的依賴,完善信用評(píng)級(jí)機(jī)構(gòu)行為準(zhǔn)則和問(wèn)責(zé)制度,特別是要制定客觀、公正、合理、統(tǒng)一的主權(quán)信用評(píng)級(jí)方法和標(biāo)準(zhǔn),使有關(guān)評(píng)級(jí)結(jié)果準(zhǔn)確反
映一國(guó)經(jīng)濟(jì)狀況和信用級(jí)別。要繼續(xù)推進(jìn)國(guó)際金融機(jī)構(gòu)改革,加快完成國(guó)際貨幣基金組織份額調(diào)整,推動(dòng)更多新興市場(chǎng)國(guó)家和發(fā)展中國(guó)家人員出任國(guó)際金融機(jī)構(gòu)高管,提高發(fā)展中國(guó)家代表性和發(fā)言權(quán)。要加強(qiáng)國(guó)際貨幣基金組織能力建設(shè)和監(jiān)督改革,加強(qiáng)對(duì)各方特別是主要儲(chǔ)備貨幣發(fā)行經(jīng)濟(jì)體宏觀經(jīng)濟(jì)政策的監(jiān)督。
第三,促進(jìn)建設(shè)開(kāi)放自由的全球貿(mào)易體制。我們必須以實(shí)際行動(dòng)反對(duì)各種形式的保護(hù)主義,堅(jiān)決倡導(dǎo)和支持自由貿(mào)易,繼續(xù)承諾并嚴(yán)格執(zhí)行不對(duì)商品、投資、服務(wù)設(shè)置新的限制措施。發(fā)達(dá)國(guó)家要以更加開(kāi)放的態(tài)度促進(jìn)國(guó)際貿(mào)易發(fā)展,本著互利共贏、共同發(fā)展的原則,堅(jiān)持以對(duì)話協(xié)商妥善處理貿(mào)易摩擦。要按照維護(hù)多哈授權(quán)、鎖定已有成果、以現(xiàn)有談判案文為基礎(chǔ)的原則,推動(dòng)多哈回合談判取得全面、均衡的成果,盡早實(shí)現(xiàn)發(fā)展回合目標(biāo)。
各位同事!
我們要牢牢把握強(qiáng)勁、可持續(xù)、平衡增長(zhǎng)三者的有機(jī)統(tǒng)一。確保強(qiáng)勁增長(zhǎng)是當(dāng)前世界經(jīng)濟(jì)發(fā)展的首要任務(wù),可持續(xù)增長(zhǎng)是長(zhǎng)期目標(biāo),通過(guò)轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式實(shí)現(xiàn)平衡增長(zhǎng)是客觀要求。我們應(yīng)該積極推動(dòng)強(qiáng)勁增長(zhǎng),著力發(fā)展實(shí)體經(jīng)濟(jì),促進(jìn)民眾就業(yè),加強(qiáng)新興產(chǎn)業(yè)領(lǐng)域國(guó)際合作,在前進(jìn)中克服困難,在增長(zhǎng)中解決問(wèn)題。我們應(yīng)該注重保持可持續(xù)增長(zhǎng),不僅要保持環(huán)境可持續(xù)性,也要保持財(cái)政、貨幣、貿(mào)易、產(chǎn)業(yè)等政策的可持續(xù)性,減少宏觀經(jīng)濟(jì)波動(dòng)和風(fēng)險(xiǎn)。我們應(yīng)該努力實(shí)現(xiàn)平衡增長(zhǎng),既要實(shí)現(xiàn)各國(guó)國(guó)內(nèi)不同區(qū)域、不同產(chǎn)業(yè)平衡增長(zhǎng),也要實(shí)現(xiàn)不同國(guó)家和地區(qū)平衡增長(zhǎng)。實(shí)現(xiàn)世界經(jīng)濟(jì)強(qiáng)勁、可持續(xù)、平衡增長(zhǎng)是一個(gè)長(zhǎng)期復(fù)雜的過(guò)程,不可能一蹴而就,既要持之以恒、堅(jiān)定推進(jìn),也要照顧到不同國(guó)家國(guó)情,尊重各國(guó)發(fā)展道路和發(fā)展模式的多樣性。
中國(guó)在推動(dòng)經(jīng)濟(jì)發(fā)展過(guò)程中始終努力推進(jìn)經(jīng)濟(jì)強(qiáng)勁增長(zhǎng),從1978年到2008年中國(guó)經(jīng)濟(jì)年均增長(zhǎng)9.8%。國(guó)際金融危機(jī)發(fā)生以來(lái),中國(guó)全面實(shí)施并不斷豐富完善應(yīng)對(duì)國(guó)際金融危機(jī)沖擊的一攬子計(jì)劃和政策措施,2009年中國(guó)經(jīng)濟(jì)增長(zhǎng)8.7%,為地區(qū)和世界經(jīng)濟(jì)復(fù)蘇作出了自己的貢獻(xiàn)。2010年,中國(guó)經(jīng)濟(jì)繼續(xù)保持平穩(wěn)較快發(fā)展勢(shì)頭,一季度經(jīng)濟(jì)增長(zhǎng)11.9%。中國(guó)始終重視增長(zhǎng)的可持續(xù)性,把財(cái)政赤字控制在占國(guó)內(nèi)生產(chǎn)總值3%的范圍之內(nèi)。今年以來(lái),我們?cè)诒3趾暧^經(jīng)濟(jì)政策連續(xù)性和穩(wěn)定性的同時(shí),強(qiáng)調(diào)要根據(jù)新形勢(shì)新情況提高政策的針對(duì)性和靈活性,妥善處理好保持經(jīng)濟(jì)平穩(wěn)較快發(fā)展、調(diào)整經(jīng)濟(jì)結(jié)構(gòu)、管理通脹預(yù)期的關(guān)系,著力增強(qiáng)經(jīng)濟(jì)增長(zhǎng)的可持續(xù)性。中國(guó)始終高度重視平衡增長(zhǎng)。在應(yīng)對(duì)國(guó)際金融危機(jī)沖擊的過(guò)程中,中國(guó)各項(xiàng)擴(kuò)大內(nèi)需政策取得明顯成效,2009年在貨物出口總額減少16%的情況下,社會(huì)消費(fèi)品零售總額實(shí)際增長(zhǎng)近17%,全社會(huì)固定資產(chǎn)投資增長(zhǎng)約30%,經(jīng)常項(xiàng)目順差占國(guó)內(nèi)生產(chǎn)總值的比重降至6.1%。今年以來(lái),中國(guó)貿(mào)易順差繼續(xù)大幅減少,經(jīng)常項(xiàng)目收支加快趨向平衡,經(jīng)濟(jì)協(xié)調(diào)發(fā)展良好勢(shì)頭進(jìn)一步增強(qiáng)。
我們清醒地認(rèn)識(shí)到,中國(guó)人口多、底子薄,城鄉(xiāng)、區(qū)域發(fā)展不平衡,環(huán)境和資源約束矛盾突出,尤其是中國(guó)每年城鎮(zhèn)需要安排就業(yè)的勞動(dòng)力2400萬(wàn)人,大量農(nóng)村富余勞動(dòng)力需要轉(zhuǎn)移就業(yè),同時(shí)還有相當(dāng)數(shù)量的貧困人口未脫貧。為了解決這些困難和問(wèn)題,我們堅(jiān)持以人為本、全面協(xié)調(diào)可持續(xù)發(fā)展的科學(xué)發(fā)展觀,把加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式作為貫徹落實(shí)科學(xué)發(fā)展觀的重要目標(biāo)和戰(zhàn)略舉措,重點(diǎn)加快調(diào)整國(guó)民收入分配結(jié)構(gòu)、城鄉(xiāng)結(jié)構(gòu)、區(qū)域結(jié)構(gòu)、產(chǎn)業(yè)結(jié)構(gòu),加快推進(jìn)科技創(chuàng)新,加快建設(shè)現(xiàn)代農(nóng)業(yè)、生態(tài)文明、文化產(chǎn)業(yè)、社會(huì)保障體系,努力推動(dòng)經(jīng)濟(jì)社會(huì)協(xié)調(diào)發(fā)展。這些調(diào)整和轉(zhuǎn)變不僅有利于中國(guó)經(jīng)濟(jì)全面協(xié)調(diào)可持續(xù)發(fā)展,也將對(duì)世界經(jīng)濟(jì)發(fā)展產(chǎn)生積極影響。轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式是一個(gè)長(zhǎng)期復(fù)雜的過(guò)程,需要付出艱苦努力。
中方愿同各方相互借鑒、取長(zhǎng)補(bǔ)短、平等合作、共同發(fā)展,推動(dòng)世界經(jīng)濟(jì)形成更加合理的產(chǎn)業(yè)分工結(jié)構(gòu)、更加均衡的金融貿(mào)易結(jié)構(gòu)、更加科學(xué)的資源配置結(jié)構(gòu)、更加公平的利益共享結(jié)構(gòu),實(shí)現(xiàn)世界經(jīng)濟(jì)持續(xù)協(xié)調(diào)發(fā)展。
各位同事!
要真正實(shí)現(xiàn)世界經(jīng)濟(jì)長(zhǎng)期持續(xù)增長(zhǎng),必須幫助廣大發(fā)展中國(guó)家實(shí)現(xiàn)充分發(fā)展,縮小南北發(fā)展差距。在國(guó)際金融危機(jī)中,發(fā)展中國(guó)家受到的沖擊十分嚴(yán)重,克服國(guó)際金融危機(jī)影響面臨的困難也十分嚴(yán)重。二十國(guó)集團(tuán)成員主要是發(fā)達(dá)國(guó)家、新興市場(chǎng)國(guó)家、工業(yè)化程度較高的發(fā)展中國(guó)家,成員國(guó)國(guó)內(nèi)生產(chǎn)總值占世界的85%,但我們不能忽視超過(guò)世界國(guó)家總數(shù)85%的其他發(fā)展中國(guó)家的發(fā)展訴求。二十國(guó)集團(tuán)有責(zé)任為解決發(fā)展問(wèn)題提供更強(qiáng)政治動(dòng)力、更多經(jīng)濟(jì)資源、更好制度保障。
國(guó)際金融危機(jī)使聯(lián)合國(guó)千年發(fā)展目標(biāo)進(jìn)程面臨新的困難,2015年前完成預(yù)期目標(biāo)任重道遠(yuǎn)。我們應(yīng)該在發(fā)展問(wèn)題上采取更多實(shí)際行動(dòng),保障發(fā)展資源,完善發(fā)展機(jī)制,促進(jìn)發(fā)展合作,確保如期實(shí)現(xiàn)聯(lián)合國(guó)千年發(fā)展目標(biāo)。發(fā)達(dá)國(guó)家應(yīng)該切實(shí)兌現(xiàn)官方發(fā)展援助承諾、開(kāi)放市場(chǎng)、減免債務(wù),加大對(duì)發(fā)展中國(guó)家的資金和技術(shù)支持,提高發(fā)展中國(guó)家自我發(fā)展能力。世界銀行、國(guó)際貨幣基金組織等國(guó)際金融機(jī)構(gòu)的資源應(yīng)該優(yōu)先用于幫助發(fā)展中國(guó)家尤其是最不發(fā)達(dá)國(guó)家。
國(guó)際金融危機(jī)發(fā)生以來(lái),中國(guó)通過(guò)各種方式和渠道向發(fā)展中國(guó)家提供援助。我們向國(guó)際貨幣基金組織增資500億美元,明確要求將資金優(yōu)先用于最不發(fā)達(dá)國(guó)家。我們同有關(guān)國(guó)家和地區(qū)簽署了總額達(dá)6500億元人民幣的雙邊貨幣互換協(xié)議,共同應(yīng)對(duì)國(guó)際金融危機(jī)沖擊。我們?cè)O(shè)立100億美元的中國(guó)—東盟投資合作基金,向東盟國(guó)家提供150億美元信貸支持,積極參與推動(dòng)以清邁倡議多邊化和亞洲債券市場(chǎng)發(fā)展倡議為主要內(nèi)容的東亞財(cái)金合作,維護(hù)地區(qū)經(jīng)濟(jì)金融形勢(shì)穩(wěn)定。我們向上海合作組織其他成員國(guó)提供100億美元的信貸支持。我們向非洲國(guó)家提供100億美元優(yōu)惠貸款,免除非洲重債窮國(guó)和最不發(fā)達(dá)國(guó)家債務(wù),逐步給予非洲同中國(guó)建交的最不發(fā)達(dá)國(guó)家95%的產(chǎn)品免關(guān)稅待遇。我愿代表中國(guó)政府莊嚴(yán)承諾,中國(guó)將在南南合作框架內(nèi)繼續(xù)向發(fā)展中國(guó)家提供力所能及的援助,盡力幫助發(fā)展中國(guó)家實(shí)現(xiàn)發(fā)展。

很高興來(lái)到戛納出席二十國(guó)集團(tuán)領(lǐng)導(dǎo)人第六次峰會(huì),同各位同事共商應(yīng)對(duì)風(fēng)險(xiǎn)挑戰(zhàn)、推動(dòng)世界發(fā)展大計(jì)。首先,我謹(jǐn)對(duì)薩科齊總統(tǒng)和法國(guó)政府為本次峰會(huì)所作的積極努力和周到安排,表示衷心的感謝!
當(dāng)前,世界經(jīng)濟(jì)形勢(shì)值得我們高度關(guān)注,一些主要經(jīng)濟(jì)體經(jīng)濟(jì)增速下滑,一些國(guó)家主權(quán)債務(wù)問(wèn)題突出,國(guó)際金融市場(chǎng)動(dòng)蕩不已,新興市場(chǎng)國(guó)家通脹壓力仍然較大,各種形式的保護(hù)主義愈演愈烈,西亞北非局勢(shì)持續(xù)動(dòng)蕩,極端氣候和自然災(zāi)害頻發(fā)也給世界經(jīng)濟(jì)帶來(lái)負(fù)面影響,世界經(jīng)濟(jì)復(fù)蘇的不穩(wěn)定性不確定性突出,風(fēng)險(xiǎn)挑戰(zhàn)增多。
2008年國(guó)際金融危機(jī)發(fā)生以來(lái)的種種情況表明,我們面對(duì)的不是一場(chǎng)單純的經(jīng)濟(jì)金融危機(jī),這場(chǎng)危機(jī)暴露出若干體制機(jī)制、政策理念、發(fā)展方式的弊端。世界經(jīng)濟(jì)發(fā)展正處在何去何從的十字路口,全球經(jīng)濟(jì)治理正面臨十分艱巨的任務(wù),需要我們登高望遠(yuǎn),超越具體分歧,超越一時(shí)得失,共同探索走出危機(jī)、實(shí)現(xiàn)發(fā)展的正確途徑。作為國(guó)際經(jīng)濟(jì)合作的主要論壇,二十國(guó)集團(tuán)應(yīng)該繼續(xù)發(fā)揚(yáng)同舟共濟(jì)、合作共贏的精神,在這個(gè)關(guān)鍵時(shí)刻抓住主要矛盾,共同提振市場(chǎng)信心,積極化解風(fēng)險(xiǎn)挑戰(zhàn),努力促進(jìn)世界經(jīng)濟(jì)增長(zhǎng)和金融穩(wěn)定。為此,我愿提出幾點(diǎn)建議。
第一,堅(jiān)持在增長(zhǎng)中兼顧平衡。在強(qiáng)勁、可持續(xù)、平衡這3個(gè)目標(biāo)中,確保強(qiáng)勁增長(zhǎng)是首要。尤其是在當(dāng)前世界經(jīng)濟(jì)面臨重大風(fēng)險(xiǎn)、市場(chǎng)動(dòng)蕩不定的情況下,保增長(zhǎng)、促穩(wěn)定應(yīng)該成為二十國(guó)集團(tuán)領(lǐng)導(dǎo)人峰會(huì)的當(dāng)務(wù)之急。我們應(yīng)該出臺(tái)新的有力舉措,把財(cái)政和貨幣政策落
到實(shí)處,確保資金流向?qū)嶓w經(jīng)濟(jì)部門,擴(kuò)大生產(chǎn),增加就業(yè)。我們應(yīng)該重點(diǎn)關(guān)注扶持中小企業(yè)發(fā)展,通過(guò)融資、財(cái)稅等手段幫助它們盡快擺脫困境,為各國(guó)經(jīng)濟(jì)復(fù)蘇提供堅(jiān)實(shí)支撐。我們應(yīng)該充分挖掘科技潛力,積極培育增長(zhǎng)亮點(diǎn),增強(qiáng)經(jīng)濟(jì)復(fù)蘇的內(nèi)在動(dòng)力。同時(shí),我們應(yīng)該加快各自經(jīng)濟(jì)結(jié)構(gòu)調(diào)整步伐,努力實(shí)現(xiàn)世界經(jīng)濟(jì)相對(duì)平衡增長(zhǎng)。
第二,堅(jiān)持在合作中謀求共贏。目前,各國(guó)經(jīng)濟(jì)發(fā)展面臨的形勢(shì)不同,利益訴求差異加大,矛盾和摩擦增多。市場(chǎng)信心嚴(yán)重不足。形勢(shì)越嚴(yán)峻,越顯示出加強(qiáng)國(guó)際協(xié)調(diào)和合作的必要和迫切。我們應(yīng)該加強(qiáng)團(tuán)結(jié),釋放合作謀共贏的強(qiáng)有力信號(hào),增強(qiáng)國(guó)際社會(huì)對(duì)世界經(jīng)濟(jì)復(fù)蘇和發(fā)展的信心。我們應(yīng)該加強(qiáng)溝通和協(xié)調(diào),努力形成相互支持、相互補(bǔ)充的政策措施,妥善化解主權(quán)債務(wù)、跨境資本大規(guī)模無(wú)序流動(dòng)等金融風(fēng)險(xiǎn),控制大宗商品價(jià)格波動(dòng),有效緩解全球通脹壓力,避免各國(guó)經(jīng)濟(jì)政策效果相互抵消。
第三,堅(jiān)持在改革中完善治理。國(guó)際金融危機(jī)凸顯了全球經(jīng)濟(jì)治理體系的弊端,也促使我們開(kāi)啟了推進(jìn)全球經(jīng)濟(jì)治理新體系建設(shè)的歷史進(jìn)程。我們注意到,國(guó)際金融機(jī)構(gòu)和金融監(jiān)管改革取得一定進(jìn)展,新興市場(chǎng)國(guó)家和發(fā)展中國(guó)家代表性和發(fā)言權(quán)有所增加。同時(shí),我們也應(yīng)該看到,國(guó)際貨幣體系、國(guó)際貿(mào)易體系、大宗商品價(jià)格形成機(jī)制等仍需大力改革和完善。我們應(yīng)該穩(wěn)妥推進(jìn)國(guó)際貨幣體系改革,擴(kuò)大國(guó)際貨幣基金組織特別提款權(quán)的使用,改革其貨幣組成籃子,建立幣值穩(wěn)定、供應(yīng)有序、總量可調(diào)的國(guó)際儲(chǔ)備貨幣體系。我們應(yīng)該繼續(xù)高舉自由貿(mào)易旗幟,反對(duì)貿(mào)易和投資保護(hù)主義,堅(jiān)定推動(dòng)多哈回合談判,重申不采取新的貿(mào)易保護(hù)主義措施的承諾,致力于建立公平、合理、非歧視的國(guó)際貿(mào)易體系。我們應(yīng)該推動(dòng)形成更加合理透明的大宗商品定價(jià)和調(diào)控機(jī)制,擴(kuò)大產(chǎn)能、穩(wěn)定供求、加強(qiáng)監(jiān)管、抑制投機(jī),實(shí)現(xiàn)和保持大宗商品價(jià)格合理穩(wěn)定,著力保障全球能源安全和糧食安全,尤其是要保障發(fā)展中國(guó)家能源和糧食消費(fèi)需求。我們應(yīng)該堅(jiān)持推進(jìn)改革的決心不動(dòng)搖,朝著更加公正合理的全球經(jīng)濟(jì)治理體系不斷邁進(jìn)。
第四,堅(jiān)持在創(chuàng)新中不斷前進(jìn)。目前這場(chǎng)危機(jī)再次十分嚴(yán)肅地向我們提出了人類生產(chǎn)生活活動(dòng)應(yīng)該如何開(kāi)展這個(gè)重大命題,考驗(yàn)著我們的智慧和能力,亟待我們采取行動(dòng)。創(chuàng)新是人類社會(huì)發(fā)展的不竭動(dòng)力。應(yīng)對(duì)這場(chǎng)危機(jī),需要銳意進(jìn)取,不斷完善和創(chuàng)新經(jīng)濟(jì)社會(huì)發(fā)展的理念、體制、模式,處理好政府和市場(chǎng)、勞動(dòng)和資本、生產(chǎn)和消費(fèi)、公平和效率等重要關(guān)系。我們既應(yīng)該充分發(fā)揮市場(chǎng)在資源配置中的基礎(chǔ)性作用,又不能放任唯利是圖、惡性競(jìng)爭(zhēng);既
應(yīng)該充分發(fā)揮政府在宏觀調(diào)控和維護(hù)社會(huì)公平正義方面的關(guān)鍵作用,又要避免脫離實(shí)際、大包大攬。我們既應(yīng)該大力提倡科技創(chuàng)新、不斷提高產(chǎn)業(yè)技術(shù)水平,又應(yīng)該始終把增加就業(yè)、改善民生擺在首位,使科技進(jìn)步和擴(kuò)大就業(yè)相得益彰。我們既應(yīng)該大力促進(jìn)生產(chǎn)、不斷夯實(shí)社會(huì)發(fā)展的物質(zhì)基礎(chǔ),又應(yīng)該更加注重收入的合理分配,使社會(huì)生產(chǎn)能力提高和民眾生活改善相互促進(jìn)。
第五,堅(jiān)持在發(fā)展中共促繁榮。從根本上看,世界經(jīng)濟(jì)發(fā)展的最大瓶頸在于廣大發(fā)展中國(guó)家未能實(shí)現(xiàn)充分發(fā)展,使世界范圍內(nèi)有效需求增長(zhǎng)未能跟上生產(chǎn)力發(fā)展步伐。長(zhǎng)期以來(lái),發(fā)達(dá)國(guó)家和發(fā)展中國(guó)家資源占有失衡,財(cái)富分配不公,發(fā)展機(jī)會(huì)不均,形成“越不發(fā)展越落后,越落后就越難發(fā)展”的惡性循環(huán),最終制約了世界經(jīng)濟(jì)持久穩(wěn)定增長(zhǎng)。加快發(fā)展中國(guó)家經(jīng)濟(jì)社會(huì)發(fā)展,既是聯(lián)合國(guó)確定的千年發(fā)展目標(biāo),也是實(shí)現(xiàn)世界繁榮的必由之路,國(guó)際社會(huì)應(yīng)該在這方面多想辦法、多出政策。首爾峰會(huì)通過(guò)了《共享增長(zhǎng)的“首爾發(fā)展共識(shí)”》和跨行動(dòng)計(jì)劃,對(duì)縮小發(fā)展鴻溝、推動(dòng)共同增長(zhǎng)具有重要意義。我們應(yīng)該繼續(xù)挖掘新興市場(chǎng)國(guó)家和發(fā)展中國(guó)家經(jīng)濟(jì)發(fā)展?jié)摿?,大力促進(jìn)發(fā)展中國(guó)家經(jīng)濟(jì)發(fā)展,帶動(dòng)全球總需求擴(kuò)大。我們應(yīng)該充分反映世界經(jīng)濟(jì)格局變化,繼續(xù)增加新興市場(chǎng)國(guó)家和發(fā)展中國(guó)家在全球經(jīng)濟(jì)治理中的發(fā)言權(quán),為發(fā)展中國(guó)家發(fā)展創(chuàng)造良好制度環(huán)境。我們應(yīng)該推動(dòng)建立更加平等、更加均衡的新型全球發(fā)展伙伴關(guān)系,加強(qiáng)南北對(duì)話和南南合作,加強(qiáng)同聯(lián)合國(guó)在發(fā)展領(lǐng)域的協(xié)調(diào)和合作,支持聯(lián)合國(guó)及其專門機(jī)構(gòu)繼續(xù)在發(fā)展領(lǐng)域發(fā)揮重要作用。中國(guó)作為發(fā)展中國(guó)家的一員,愿意同其他發(fā)展中國(guó)家開(kāi)展互幫互助,共同致力于促進(jìn)世界持久和平與共同繁榮。
各位同事!
今年以來(lái),二十國(guó)集團(tuán)在發(fā)展領(lǐng)域重點(diǎn)討論了糧食安全、基礎(chǔ)設(shè)施以及向最不發(fā)達(dá)國(guó)家提供免關(guān)稅、免配額待遇等問(wèn)題。這些都是中國(guó)在南南合作框架內(nèi)幫助其他發(fā)展中國(guó)家的重點(diǎn)領(lǐng)域。在糧食安全領(lǐng)域,截至2010年底,中國(guó)通過(guò)雙邊渠道累計(jì)提供糧食援助共計(jì)約43億元人民幣。為幫助非洲國(guó)家應(yīng)對(duì)罕見(jiàn)的干旱災(zāi)害和糧食危機(jī),中國(guó)已宣布向有關(guān)國(guó)家提供總計(jì)5.332億元人民幣的緊急糧援。在基礎(chǔ)設(shè)施領(lǐng)域,截至2010年底,中國(guó)共幫助發(fā)展中國(guó)家建設(shè)基礎(chǔ)設(shè)施項(xiàng)目632個(gè)。2010至2012年間將向非洲提供100億美元的優(yōu)惠性質(zhì)貸款,主要用于基礎(chǔ)設(shè)施建設(shè)。2011至2015年間將為發(fā)展中國(guó)家
援建200個(gè)清潔能源和環(huán)保等基礎(chǔ)設(shè)施項(xiàng)目。
中方堅(jiān)持通過(guò)減免關(guān)稅等多種途徑,為發(fā)展中國(guó)家對(duì)華出口各類產(chǎn)品創(chuàng)造條件。為進(jìn)一步幫助最不發(fā)達(dá)國(guó)家發(fā)展,中方愿在南南合作框架內(nèi),對(duì)同中國(guó)建交的最不發(fā)達(dá)國(guó)家97%的稅目的產(chǎn)品給予零關(guān)稅待遇。我們希望此舉同時(shí)有助于推動(dòng)多哈回合談判早日實(shí)現(xiàn)發(fā)展回合目標(biāo)。

今年是中國(guó)加入世貿(mào)組織10周年。10年來(lái),中國(guó)經(jīng)濟(jì)發(fā)展實(shí)現(xiàn)了新的跨越,對(duì)世界經(jīng)濟(jì)增長(zhǎng)的貢獻(xiàn)日益增大。10年來(lái),中國(guó)平均關(guān)稅水平從15.3%降至9.8%,達(dá)到并超過(guò)了世貿(mào)組織對(duì)發(fā)展中國(guó)家的要求。10年來(lái),中國(guó)總計(jì)從海外進(jìn)口達(dá)8.5萬(wàn)億美元,為各國(guó)發(fā)展提供了廣闊市場(chǎng)。特別是國(guó)際金融危機(jī)發(fā)生以來(lái),一方面,中國(guó)積極應(yīng)對(duì)內(nèi)外各種挑戰(zhàn),努力保持自身經(jīng)濟(jì)強(qiáng)勁增長(zhǎng)、為地區(qū)和世界經(jīng)濟(jì)復(fù)蘇增添動(dòng)力;另一方面,中國(guó)對(duì)國(guó)際金融機(jī)構(gòu)大幅增資,向發(fā)展中國(guó)家伸出援手,從發(fā)達(dá)國(guó)家增購(gòu)債券,為促進(jìn)有關(guān)國(guó)家經(jīng)濟(jì)社會(huì)發(fā)展、穩(wěn)定國(guó)際經(jīng)濟(jì)金融形勢(shì)作出了貢獻(xiàn)。今后5年中國(guó)進(jìn)口總規(guī)模有望超過(guò)8萬(wàn)億美元,這將是中國(guó)對(duì)世界經(jīng)濟(jì)的重大貢獻(xiàn)。
中國(guó)經(jīng)濟(jì)社會(huì)發(fā)展的總體形勢(shì)是好的。今年以來(lái),在世界經(jīng)濟(jì)形勢(shì)依然復(fù)雜多變的情況下,中國(guó)有針對(duì)性地加強(qiáng)和改善宏觀調(diào)控,著力穩(wěn)物價(jià)、調(diào)結(jié)構(gòu)、保民生、促和諧,經(jīng)濟(jì)增長(zhǎng)由政策刺激向自主增長(zhǎng)有序轉(zhuǎn)變,國(guó)民經(jīng)濟(jì)繼續(xù)朝著宏觀調(diào)控的預(yù)期方向發(fā)展。今年前三季度,中國(guó)國(guó)內(nèi)生產(chǎn)總值同比增長(zhǎng)9.4%;城鎮(zhèn)居民人均可支配收入和農(nóng)村居民人均現(xiàn)金收入實(shí)際分別增長(zhǎng)7.8%和13.6%;社會(huì)消費(fèi)品零售總額增長(zhǎng)17%;進(jìn)口增長(zhǎng)超過(guò)出口增長(zhǎng),貿(mào)易順差比去年同期有所減少,經(jīng)濟(jì)增長(zhǎng)的內(nèi)外需動(dòng)力更趨協(xié)調(diào)。同時(shí),中國(guó)經(jīng)濟(jì)保持平穩(wěn)較快發(fā)展也面臨不少挑戰(zhàn),一些長(zhǎng)期積累的體制性、結(jié)構(gòu)性矛盾依然存在,影響經(jīng)濟(jì)穩(wěn)定運(yùn)行的不利因素較多,價(jià)格總水平仍然較高,部分中小企業(yè)經(jīng)營(yíng)困難,就業(yè)壓力增大,節(jié)能減排形勢(shì)嚴(yán)峻,這些都需要我們高度關(guān)注并認(rèn)真加以解決。
為了鞏固經(jīng)濟(jì)社會(huì)發(fā)展良好勢(shì)頭,我們將堅(jiān)持以科學(xué)發(fā)展為主題、以加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式為主線,繼續(xù)加強(qiáng)和改善宏觀調(diào)控,繼續(xù)處理好保持經(jīng)濟(jì)平穩(wěn)較快發(fā)展、調(diào)整經(jīng)濟(jì)結(jié)構(gòu)、管理通脹預(yù)期的關(guān)系,更加注重以人為本,更加注重全面協(xié)調(diào)可持續(xù)發(fā)展,更加注重統(tǒng)籌兼
顧,更加注重改革開(kāi)放,更加注重保障和改善民生。我堅(jiān)信,經(jīng)過(guò)我們自己的艱苦努力,加上國(guó)際社會(huì)的理解和支持,中國(guó)經(jīng)濟(jì)發(fā)展的前景是光明的。中國(guó)經(jīng)濟(jì)保持平穩(wěn)較快發(fā)展,對(duì)世界經(jīng)濟(jì)發(fā)展無(wú)疑將是有利的。

很高興來(lái)到多倫多參加二十國(guó)集團(tuán)領(lǐng)導(dǎo)人第四次峰會(huì),同各位同事共同討論推動(dòng)世界經(jīng)濟(jì)全面復(fù)蘇這個(gè)重大議題。首先,我謹(jǐn)對(duì)哈珀總理和加拿大政府為本次峰會(huì)所作的積極努力和周到安排,表示衷心的感謝!我還要感謝大家對(duì)上海世博會(huì)給予的寶貴支持和幫助。
在二十國(guó)集團(tuán)成員和國(guó)際社會(huì)共同努力下,世界經(jīng)濟(jì)正在逐步復(fù)蘇,但復(fù)蘇基礎(chǔ)不牢固、進(jìn)程不平衡,存在較大不確定性。部分國(guó)家主權(quán)債務(wù)風(fēng)險(xiǎn)持續(xù)上 升,一些系統(tǒng)重要性金融機(jī)構(gòu)的問(wèn)題集中暴露,主要貨幣匯率大幅波動(dòng),國(guó)際金融市場(chǎng)動(dòng)蕩不定,大宗商品價(jià)格高位震蕩,各種形式的保護(hù)主義明顯增多。這表明,國(guó)際金融危機(jī)深層次影響尚未消除,世界經(jīng)濟(jì)系統(tǒng)性和結(jié)構(gòu)性風(fēng)險(xiǎn)仍十分突出。我們要深刻認(rèn)識(shí)國(guó)際金融危機(jī)深層次影響的嚴(yán)重性和復(fù)雜性,繼續(xù)發(fā)揚(yáng)同舟共濟(jì)、合 作共贏的精神。
匹茲堡峰會(huì)提出的“強(qiáng)勁、可持續(xù)、平衡增長(zhǎng)框架”對(duì)世界經(jīng)濟(jì)長(zhǎng)遠(yuǎn)健康發(fā)展具有重要意義。為了推動(dòng)世界經(jīng)濟(jì)盡早進(jìn)入強(qiáng)勁、可持續(xù)、平衡增長(zhǎng),我愿提出以下建議。
第一,推動(dòng)二十國(guó)集團(tuán)從應(yīng)對(duì)國(guó)際金融危機(jī)的有效機(jī)制轉(zhuǎn)向促進(jìn)國(guó)際經(jīng)濟(jì)合作的主要平臺(tái)。當(dāng)前,世界經(jīng)濟(jì)形勢(shì)仍然十分復(fù)雜,需要二十國(guó)集團(tuán)發(fā)揮引領(lǐng) 作用。我們應(yīng)該著眼長(zhǎng)遠(yuǎn),推動(dòng)二十國(guó)集團(tuán)從協(xié)同刺激轉(zhuǎn)向協(xié)調(diào)增長(zhǎng)、從短期應(yīng)急轉(zhuǎn)向長(zhǎng)效治理、從被動(dòng)應(yīng)對(duì)轉(zhuǎn)向主動(dòng)謀劃。要加強(qiáng)二十國(guó)集團(tuán)成員宏觀經(jīng)濟(jì)政策協(xié) 調(diào),保持合理政策力度,支持發(fā)生主權(quán)債務(wù)危機(jī)的國(guó)家克服當(dāng)前面臨的困難。要審慎穩(wěn)妥把握經(jīng)濟(jì)刺激政策退出的時(shí)機(jī)、節(jié)奏、力度,鞏固世界經(jīng)濟(jì)復(fù)蘇勢(shì)頭。要全 面落實(shí)前3次峰會(huì)作出的決定和達(dá)成的共識(shí),共同維護(hù)二十國(guó)集團(tuán)信譽(yù)和效力,本著循序漸進(jìn)、互利共贏的原則推進(jìn)二十國(guó)集團(tuán)機(jī)制化建設(shè),妥善處理各種矛盾和分 歧,確保二十國(guó)集團(tuán)峰會(huì)機(jī)制在健康軌道上向前發(fā)展。要處理好二十國(guó)集團(tuán)機(jī)制同其他國(guó)際組織和多邊機(jī)制的關(guān)系,確保二十國(guó)集團(tuán)在促進(jìn)國(guó)際經(jīng)濟(jì)合作和全球經(jīng)濟(jì) 治理中發(fā)揮核心作用。
第二,加快建立公平、公正、包容、有序的國(guó)際金融新秩序。我們應(yīng)該牢記國(guó)際金融危機(jī)的深刻教訓(xùn),正本清源,對(duì)癥下藥,本著簡(jiǎn)單易行、便于問(wèn)責(zé)的 原則推進(jìn)國(guó)際金融監(jiān)管改革,建立有利于實(shí)體經(jīng)濟(jì)發(fā)展的國(guó)際金融體系。要建立并執(zhí)行嚴(yán)格的資本和杠桿率要求,將影子銀行體系納入監(jiān)管,制訂全球統(tǒng)一的會(huì)計(jì)準(zhǔn) 則。要著力加強(qiáng)對(duì)系統(tǒng)重要性金融機(jī)構(gòu)的監(jiān)管,采取必要的預(yù)防性措施,防止風(fēng)險(xiǎn)投機(jī)過(guò)度。要強(qiáng)調(diào)國(guó)際監(jiān)管核心原則和標(biāo)準(zhǔn)的一致性,同時(shí)要充分考慮不同國(guó)家金 融市場(chǎng)的差異性,提高金融監(jiān)管的針對(duì)性和有效性。要加強(qiáng)對(duì)信用評(píng)級(jí)機(jī)構(gòu)的監(jiān)管,減少對(duì)信用評(píng)級(jí)機(jī)構(gòu)的依賴,完善信用評(píng)級(jí)機(jī)構(gòu)行為準(zhǔn)則和問(wèn)責(zé)制度,特別是要 制定客觀、公正、合理、統(tǒng)一的主權(quán)信用評(píng)級(jí)方法和標(biāo)準(zhǔn),使有關(guān)評(píng)級(jí)結(jié)果準(zhǔn)確反映一國(guó)經(jīng)濟(jì)狀況和信用級(jí)別。要繼續(xù)推進(jìn)國(guó)際金融機(jī)構(gòu)改革,加快完成國(guó)際貨幣基 金組織份額調(diào)整,推動(dòng)更多新興市場(chǎng)國(guó)家和發(fā)展中國(guó)家人員出任國(guó)際金融機(jī)構(gòu)高管,提高發(fā)展中國(guó)家代表性和發(fā)言權(quán)。要加強(qiáng)國(guó)際貨幣基金組織能力建設(shè)和監(jiān)督改 革,加強(qiáng)對(duì)各方特別是主要儲(chǔ)備貨幣發(fā)行經(jīng)濟(jì)體宏觀經(jīng)濟(jì)政策的監(jiān)督。
第三,促進(jìn)建設(shè)開(kāi)放自由的全球貿(mào)易體制。我們必須以實(shí)際行動(dòng)反對(duì)各種形式的保護(hù)主義,堅(jiān)決倡導(dǎo)和支持自由貿(mào)易,繼續(xù)承諾并嚴(yán)格執(zhí)行不對(duì)商品、投 資、服務(wù)設(shè)置新的限制措施。發(fā)達(dá)國(guó)家要以更加開(kāi)放的態(tài)度促進(jìn)國(guó)際貿(mào)易發(fā)展,本著互利共贏、共同發(fā)展的原則,堅(jiān)持以對(duì)話協(xié)商妥善處理貿(mào)易摩擦。要按照維護(hù)多 哈授權(quán)、鎖定已有成果、以現(xiàn)有談判案文為基礎(chǔ)的原則,推動(dòng)多哈回合談判取得全面、均衡的成果,盡早實(shí)現(xiàn)發(fā)展回合目標(biāo)。
各位同事!
我們要牢牢把握強(qiáng)勁、可持續(xù)、平衡增長(zhǎng)三者的有機(jī)統(tǒng)一。確保強(qiáng)勁增長(zhǎng)是當(dāng)前世界經(jīng)濟(jì)發(fā)展的首要任務(wù),可持續(xù)增長(zhǎng)是長(zhǎng)期目標(biāo),通過(guò)轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方 式實(shí)現(xiàn)平衡增長(zhǎng)是客觀要求。我們應(yīng)該積極推動(dòng)強(qiáng)勁增長(zhǎng),著力發(fā)展實(shí)體經(jīng)濟(jì),促進(jìn)民眾就業(yè),加強(qiáng)新興產(chǎn)業(yè)領(lǐng)域國(guó)際合作,在前進(jìn)中克服困難,在增長(zhǎng)中解決問(wèn) 題。我們應(yīng)該注重保持可持續(xù)增長(zhǎng),不僅要保持環(huán)境可持續(xù)性,也要保持財(cái)政、貨幣、貿(mào)易、產(chǎn)業(yè)等政策的可持續(xù)性,減少宏觀經(jīng)濟(jì)波動(dòng)和風(fēng)險(xiǎn)。我們應(yīng)該努力實(shí)現(xiàn)平衡增長(zhǎng),既要實(shí)現(xiàn)各國(guó)國(guó)內(nèi)不同區(qū)域、不同產(chǎn)業(yè)平衡增長(zhǎng),也要實(shí)現(xiàn)不同國(guó)家和地區(qū)平衡增長(zhǎng)。實(shí)現(xiàn)世界經(jīng)濟(jì)強(qiáng)勁、可持續(xù)、平衡增長(zhǎng)是一個(gè)長(zhǎng)期復(fù)雜的過(guò)程,不 可能一蹴而就,既要持之以恒、堅(jiān)定推進(jìn),也要照顧到不同國(guó)家國(guó)情,尊重各國(guó)發(fā)展道路和發(fā)展模式的多樣性。
中國(guó)在推動(dòng)經(jīng)濟(jì)發(fā)展過(guò)程中始終努力推進(jìn)經(jīng)濟(jì)強(qiáng)勁增長(zhǎng),從1978年到2008年中國(guó)經(jīng)濟(jì)年均增長(zhǎng)9.8%。國(guó)際金融危機(jī)發(fā)生以來(lái),中國(guó)全面實(shí)施 并不斷豐富完善應(yīng)對(duì)國(guó)際金融危機(jī)沖擊的一攬子計(jì)劃和政策措施,2009年中國(guó)經(jīng)濟(jì)增長(zhǎng)8.7%,為地區(qū)和世界經(jīng)濟(jì)復(fù)蘇作出了自己的貢獻(xiàn)。2010年,中國(guó) 經(jīng)濟(jì)繼續(xù)保持平穩(wěn)較快發(fā)展勢(shì)頭,一季度經(jīng)濟(jì)增長(zhǎng)11.9%。中國(guó)始終重視增長(zhǎng)的可持續(xù)性,把財(cái)政赤字控制在占國(guó)內(nèi)生產(chǎn)總值3%的范圍之內(nèi)。今年以來(lái),我們 在保持宏觀經(jīng)濟(jì)政策連續(xù)性和穩(wěn)定性的同時(shí),強(qiáng)調(diào)要根據(jù)新形勢(shì)新情況提高政策的針對(duì)性和靈活性,妥善處理好保持經(jīng)濟(jì)平穩(wěn)較快發(fā)展、調(diào)整經(jīng)濟(jì)結(jié)構(gòu)、管理通脹預(yù) 期的關(guān)系,著力增強(qiáng)經(jīng)濟(jì)增長(zhǎng)的可持續(xù)性。中國(guó)始終高度重視平衡增長(zhǎng)。在應(yīng)對(duì)國(guó)際金融危機(jī)沖擊的過(guò)程中,中國(guó)各項(xiàng)擴(kuò)大內(nèi)需政策取得明顯成效,2009年在貨 物出口總額減少16%的情況下,社會(huì)消費(fèi)品零售總額實(shí)際增長(zhǎng)近17%,全社會(huì)固定資產(chǎn)投資增長(zhǎng)約30%,經(jīng)常項(xiàng)目順差占國(guó)內(nèi)生產(chǎn)總值的比重降至6.1%。今年以來(lái),中國(guó)貿(mào)易順差繼續(xù)大幅減少,經(jīng)常項(xiàng)目收支加快趨向平衡,經(jīng)濟(jì)協(xié)調(diào)發(fā)展良好勢(shì)頭進(jìn)一步增強(qiáng)。
我們清醒地認(rèn)識(shí)到,中國(guó)人口多、底子薄,城鄉(xiāng)、區(qū)域發(fā)展不平衡,環(huán)境和資源約束矛盾突出,尤其是中國(guó)每年城鎮(zhèn)需要安排就業(yè)的勞動(dòng)力2400萬(wàn) 人,大量農(nóng)村富余勞動(dòng)力需要轉(zhuǎn)移就業(yè),同時(shí)還有相當(dāng)數(shù)量的貧困人口未脫貧。為了解決這些困難和問(wèn)題,我們堅(jiān)持以人為本、全面協(xié)調(diào)可持續(xù)發(fā)展的科學(xué)發(fā)展觀,把加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式作為貫徹落實(shí)科學(xué)發(fā)展觀的重要目標(biāo)和戰(zhàn)略舉措,重點(diǎn)加快調(diào)整國(guó)民收入分配結(jié)構(gòu)、城鄉(xiāng)結(jié)構(gòu)、區(qū)域結(jié)構(gòu)、產(chǎn)業(yè)結(jié)構(gòu),加快推進(jìn)科技創(chuàng)新,加快建設(shè)現(xiàn)代農(nóng)業(yè)、生態(tài)文明、文化產(chǎn)業(yè)、社會(huì)保障體系,努力推動(dòng)經(jīng)濟(jì)社會(huì)協(xié)調(diào)發(fā)展。這些調(diào)整和轉(zhuǎn)變不僅有利于中國(guó)經(jīng)濟(jì)全面協(xié)調(diào)可持續(xù)發(fā)展,也將對(duì)世界經(jīng)濟(jì) 發(fā)展產(chǎn)生積極影響。轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式是一個(gè)長(zhǎng)期復(fù)雜的過(guò)程,需要付出艱苦努力。中方愿同各方相互借鑒、取長(zhǎng)補(bǔ)短、平等合作、共同發(fā)展,推動(dòng)世界經(jīng)濟(jì)形成更 加合理的產(chǎn)業(yè)分工結(jié)構(gòu)、更加均衡的金融貿(mào)易結(jié)構(gòu)、更加科學(xué)的資源配置結(jié)構(gòu)、更加公平的利益共享結(jié)構(gòu),實(shí)現(xiàn)世界經(jīng)濟(jì)持續(xù)協(xié)調(diào)發(fā)展。

要真正實(shí)現(xiàn)世界經(jīng)濟(jì)長(zhǎng)期持續(xù)增長(zhǎng),必須幫助廣大發(fā)展中國(guó)家實(shí)現(xiàn)充分發(fā)展,縮小南北發(fā)展差距。在國(guó)際金融危機(jī)中,發(fā)展中國(guó)家受到的沖擊十分嚴(yán)重,克服國(guó)際金融危機(jī)影響面臨的困難也十分嚴(yán)重。二十國(guó)集團(tuán)成員主要是發(fā)達(dá)國(guó)家、新興市場(chǎng)國(guó)家、工業(yè)化程度較高的發(fā)展中國(guó)家,成員國(guó)國(guó)內(nèi)生產(chǎn)總值占世界的 85%,但我們不能忽視超過(guò)世界國(guó)家總數(shù)85%的其他發(fā)展中國(guó)家的發(fā)展訴求。二十國(guó)集團(tuán)有責(zé)任為解決發(fā)展問(wèn)題提供更強(qiáng)政治動(dòng)力、更多經(jīng)濟(jì)資源、更好制度保 障。
國(guó)際金融危機(jī)使聯(lián)合國(guó)千年發(fā)展目標(biāo)進(jìn)程面臨新的困難,2015年前完成預(yù)期目標(biāo)任重道遠(yuǎn)。我們應(yīng)該在發(fā)展問(wèn)題上采取更多實(shí)際行動(dòng),保障發(fā)展資 源,完善發(fā)展機(jī)制,促進(jìn)發(fā)展合作,確保如期實(shí)現(xiàn)聯(lián)合國(guó)千年發(fā)展目標(biāo)。發(fā)達(dá)國(guó)家應(yīng)該切實(shí)兌現(xiàn)官方發(fā)展援助承諾、開(kāi)放市場(chǎng)、減免債務(wù),加大對(duì)發(fā)展中國(guó)家的資金 和技術(shù)支持,提高發(fā)展中國(guó)家自我發(fā)展能力。世界銀行、國(guó)際貨幣基金組織等國(guó)際金融機(jī)構(gòu)的資源應(yīng)該優(yōu)先用于幫助發(fā)展中國(guó)家尤其是最不發(fā)達(dá)國(guó)家。
國(guó)際金融危機(jī)發(fā)生以來(lái),中國(guó)通過(guò)各種方式和渠道向發(fā)展中國(guó)家提供援助。我們向國(guó)際貨幣基金組織增資500億美元,明確要求將資金優(yōu)先用于最不發(fā) 達(dá)國(guó)家。我們同有關(guān)國(guó)家和地區(qū)簽署了總額達(dá)6500億元人民幣的雙邊貨幣互換協(xié)議,共同應(yīng)對(duì)國(guó)際金融危機(jī)沖擊。我們?cè)O(shè)立100億美元的中國(guó)-東盟投資合作 基金,向東盟國(guó)家提供150億美元信貸支持,積極參與推動(dòng)以清邁倡議多邊化和亞洲債券市場(chǎng)發(fā)展倡議為主要內(nèi)容的東亞財(cái)金合作,維護(hù)地區(qū)經(jīng)濟(jì)金融形勢(shì)穩(wěn)定。我們向上海合作組織其他成員國(guó)提供100億美元的信貸支持。我們向非洲國(guó)家提供100億美元優(yōu)惠貸款,免除非洲重債窮國(guó)和最不發(fā)達(dá)國(guó)家債務(wù),逐步給予非洲 同中國(guó)建交的最不發(fā)達(dá)國(guó)家95%的產(chǎn)品免關(guān)稅待遇。我愿代表中國(guó)政府莊嚴(yán)承諾,中國(guó)將在南南合作框架內(nèi)繼續(xù)向發(fā)展中國(guó)家提供力所能及的援助,盡力幫助發(fā)展 中國(guó)家實(shí)現(xiàn)發(fā)展。

At the Fourth G20 Summit
Prime Minister Stephen Harper, Dear Colleagues, It gives me great pleasure to attend the fourth G20 Summit in Toronto and discuss with you the important subject of promoting full recovery of the world economy.Let me begin by thanking Prime Minister Harper and the Canadian government for their active efforts and thoughtful arrangements for this meeting.I also wish to take this opportunity to express thanks to all of you for giving valuable support and assistance to Expo 2010 Shanghai.With the concerted efforts of G20 members and the entire international community, the world economy is gradually recovering.But the recovery is neither firmly established nor balanced and there are still quite many uncertainties down the road.Sovereign debt risks continue to rise in some countries.A host of problems have been exposed in some systemically-important financial institutions.Exchange rates of major currencies fluctuate drastically and international financial markets suffer from persistent volatility.Commodity prices hover at a high level and protectionism of various forms is notably growing.All this shows that the deeper impact of the international financial crisis is yet to be overcome and systemic and structural risks in the world economy remain very serious.We must fully recognize the gravity and complexity of the deep impact of the international financial crisis and continue to work in a spirit of unity and win-win progress.The Framework for Strong, Sustainable and Balanced Growth launched at the Pittsburgh Summit is of great importance to the long-term healthy growth of the world economy.I wish to offer the following proposals concerning the efforts required for bringing about strong, sustainable and balanced world economic growth at an early date.First, we need to turn the G20 from an effective mechanism to counter the international financial crisis to a premier platform for advancing international economic cooperation.The complex world economic situation makes it necessary for the G20 to play a guiding role.We need to take a longer-term perspective and shift the focus of the G20 from coordinating stimulus measures to coordinating growth, from addressing short-term contingencies to promoting long-term governance and from passive response to proactive planning.We should strengthen coordination of macroeconomic policies among G20 members, keep the right intensity of our policies and support countries hit by the sovereign debt crisis in overcoming the current difficulties.We must act in a cautious and appropriate way concerning the timing, pace and intensity of an exit from the economic stimulus packages and consolidate the momentum of recovery of the world economy.We must follow through on the decisions and consensus of the previous G20 summits and uphold together the credibility and effectiveness of the G20.We must advance the G20's institutional-building under the principle of seeking gradual progress and win-win outcomes, and properly handle various problems and differences in order to ensure the sound development of the G20 summit mechanism.We need to well manage the G20's relationship with other international organizations and multilateral mechanisms and ensure that the G20 plays a core role in promoting international economic cooperation and global economic governance.Second, we need to accelerate the establishment of a new international financial order that is fair, equitable, inclusive and well-managed.We must learn the hard lessons of the international financial crisis, take effective measures to address the root causes of the crisis, and push forward reform to ensure that the future international financial supervisory and regulatory regime is easy to operate and highly accountable.It is important to establish an international financial system that is good for the growth of the real economy.We need to establish and enforce strict capital and leverage ratio requirements, bring the shadow banking system under supervision and regulation and formulate globally consistent accounting rules.We need to make greater efforts to strengthen supervision and regulation of systemically-important financial institutions and take necessary precautionary measures to forestall excessive risks and speculation.We need to stress the consistency of core principles and standards of international supervision and regulation and, at the same time, take into full consideration the differences between financial markets of individual countries to make financial supervision and regulation more focused and effective.We need to strengthen regulation of credit rating agencies, reduce dependence on these agencies and improve their code of conduct and accountability system.It is particularly important to establish objective, fair, reasonable and uniform methodologies and standards for sovereign credit rating so that the rating results can accurately reflect the state of a country's economy and credit worthiness.We need to continue to push forward the reform of international financial institutions, complete the adjustment of IMF quotas at a faster pace, enable more people from emerging markets and developing countries to assume senior management posts at international financial institutions, and increase the representation and voice of developing countries.We need to enhance the IMF's capacity-building and surveillance reform, and we need to strengthen supervision over macroeconomic policies of various parties, particularly major reserve currency issuing economies.Third, we need to advance the building of an open and free global trading regime.We must take concrete actions to reject all forms of protectionism, and unequivocally advocate and support free trade.We must renew our commitment not to impose new restrictions on goods, investment and services, and earnestly follow through on this commitment.Developed countries should promote international trade with greater openness.It is important to address trade frictions appropriately through dialogue and consultation and under the principle of mutual benefit and common development.We should work for comprehensive and balanced outcomes from the Doha round negotiations and attain the goals of this development round at an early date.And we should do so by upholding the Doha mandate, locking up the existing achievements, and working on the basis of the existing negotiating text.Dear Colleagues, We must recognize that “strong, sustainable and balanced growth” is an integral concept.To ensure strong growth is the top priority in today's world economic development;to enable sustainable growth is our long-term objective;and to achieve balanced growth through the transformation of the economic development pattern is necessitated by the calling of our times.We need to take proactive steps to ensure strong growth, make great efforts to develop the real economy, create jobs for the people and step up international cooperation in emerging industries.We should overcome difficulties in the course of progress and tackle challenges through growth.We should value sustainable growth, which includes sustainability of the environment as well as sustainability of fiscal, monetary, trade and industrial policies, and reduce macroeconomic fluctuations and risks.We should strive for balanced growth, including balanced growth both among different parts and industries of a country and among different countries and regions.It will take a long and complex process to achieve strong, sustainable and balanced growth of the world economy.It cannot be done overnight.We must make persistent efforts to push forward this process.And in doing so, we must also take into account specific circumstances of individual countries and respect their diverse development paths and models.In its pursuit of economic development, China has all along worked hard to promote strong economic growth.Between 1978 and 2008, the Chinese economy grew at an average annual rate of 9.8%.Since the outbreak of the international financial crisis, China has comprehensively implemented and continuously enriched and improved its package plan and other policy measures in response.As a result, the Chinese economy grew by 8.7% in 2009 and contributed its part to regional and global economic recovery.Since the start of 2010, the Chinese economy has maintained steady and relatively fast growth.In the first quarter, the economy grew by 11.9%.China has always valued sustainable growth, as evidenced by its efforts to keep budget deficit under 3% of GDP.Since the beginning of this year, as we work to maintain the consistency and stability of our macroeconomic policies, we have also stressed the need to make our policies more responsive and flexible in the light of evolving circumstances, strike the right balance between ensuring steady and relatively fast economic growth, restructuring the economy and managing inflation expectations, and put in greater efforts to make economic growth more sustainable.China has always attached great importance to balanced growth.In countering the international financial crisis, the various policies China has adopted to boost domestic demand have shown notable results.In 2009, while China's total exports in goods dropped by 16%, its retail sales were up by nearly 17% in real terms, fixed asset investment increased by about 30%, and current account surplus relative to GDP fell to 6.1%.Since the start of this year, China's trade surplus has continued to drop by a big margin.The trend towards current account balance has picked up speed.And balanced economic development has gathered even stronger momentum.We are soberly aware of the difficulties and challenges that China faces, including a large population, a weak economic foundation, lack of balance in the development between urban and rural areas and among different regions, and serious environmental and resource constraints.Each year, 24 million urban residents enter the job market and a huge number of surplus rural workers need to find non-agricultural jobs.And a considerable number of people are yet to be lifted out of poverty.To address these difficulties and challenges, we have been following a scientific outlook on development that puts people first and seeks comprehensive, balanced and sustainable development.A key objective and strategic move in our endeavor to implement this scientific outlook is to accelerate the transformation of economic development pattern.We are focusing our efforts on readjusting at a faster pace national income distribution pattern, urban-rural development structure, regional development structure and industrial structure.We are speeding up efforts to encourage scientific and technological innovation, and expediting the development of modern agriculture, conservation culture, cultural industries and the social security system.Our goal is to promote balanced economic and social progress.These adjustments and transformations will not only contribute to the comprehensive, balanced and sustainable growth of the Chinese economy, but also benefit the world economy.To transform the pattern of economic growth is a long-term and complex process that requires tremendous efforts.China stands ready to work with other parties to draw on each others' strength, pursue cooperation on the basis of equality and common development, and bring about a more rational division of international labor, a more balanced financial and trade structure, a more scientific pattern for resource allocation and a more equitable system for interest sharing so as to put the world economy on the track of sustained and balanced growth.Dear Colleagues, To achieve genuine long-term and sustainable growth of the world economy, it is imperative to help developing countries achieve full development and narrow the development gap between the North and the South.Developing countries have been hit hard by the financial crisis and they find it a daunting task to overcome the difficulties caused by the crisis.The G20 is primarily composed of developed countries, emerging markets and developing nations with a relatively higher level of industrialization.The combined GDP of G20 members accounts for 85% of the world's total.However, we should not neglect the development aspirations of other developing countries, which take up over 85% of countries in the world.It is incumbent upon the G20 to provide stronger political drive, greater economic resources and better institutional guarantee for development.The international financial crisis has made it more difficult to attain the UN Millennium Development Goals(MDGs).It will be an uphill battle to achieve the set objectives by 2015.We must take more credible actions to address the issue of development.We must secure development resources, improve development institutions and promote development cooperation to ensure that the UN MDGs will be met on schedule.Developed countries should honor in good faith their commitments on official development assistance, market opening, and debt reduction and cancellation.They should scale up financial and technological support for developing countries and help them build stronger capacity for self development.The World Bank, the IMF and other international financial institutions should use their resources to help, on a priority basis, developing countries, the least developed countries in particular.Since the outbreak of the international financial crisis, China has provided assistance to developing countries through multiple means and channels.We contributed US$50 billion to IMF's resource increase with an explicit request that the resources be used, first and foremost, to help the least developed countries.We signed bilateral currency swap agreements worth RMB650 billion yuan with relevant countries and regions in a joint response to the financial crisis.To maintain regional economic and financial stability, we have established a US$10 billion China-ASEAN Investment Fund, provided US$15 billion of credit support to ASEAN countries, and actively engaged in and pushed forward East Asian financial cooperation focusing mainly on Chiang Mai Initiative Multilateralization and the Asian Bond Market initiative.We have provided US$10 billion of credit support to other member states of the Shanghai Cooperation Organization.We made the decision to provide US$10 billion in concessional loans to African countries and cancel the debts owed by heavily indebted poor countries and least developed countries in Africa and we will phase in zero-tariff treatment to 95% of the products from the least developed African countries having diplomatic ties with China.On behalf of the Chinese government, I would like to make the solemn commitment that China will continue to offer assistance to other developing countries as its ability permits within the framework of South-South cooperation, and do its utmost to help other developing countries achieve development.Dear Colleagues, It is up to all of us to work together to shape the future of the G20 and the world as a whole.Let us unite as one and work side by side to plan for and build an even better future for the world economy.Thank you.

去年,二十國(guó)集團(tuán)領(lǐng)導(dǎo)人安塔利亞峰會(huì)開(kāi)得很成功。我也愿借此機(jī)會(huì),再次感謝去年主席國(guó)土耳其的出色工作和取得的積極成果。土耳其以“共同行動(dòng)以實(shí)現(xiàn)包容和穩(wěn)健增長(zhǎng)”作為峰會(huì)主題,從“包容、落實(shí)、投資”三方面推動(dòng)產(chǎn)生成果,中國(guó)一直積極評(píng)價(jià)土耳其在擔(dān)任主席國(guó)期間開(kāi)展的各項(xiàng)工作。

未來(lái)兩天,我們將圍繞峰會(huì)主題,就加強(qiáng)宏觀政策協(xié)調(diào)、創(chuàng)新增長(zhǎng)方式,更高效的全球經(jīng)濟(jì)金融治理,強(qiáng)勁的國(guó)際貿(mào)易和投資,包容和聯(lián)動(dòng)式發(fā)展,影響世界經(jīng)濟(jì)的其他突出問(wèn)題等議題展開(kāi)討論。
8年前,在國(guó)際金融危機(jī)最緊要關(guān)頭,二十國(guó)集團(tuán)臨危受命,秉持同舟共濟(jì)的伙伴精神,把正在滑向懸崖的世界經(jīng)濟(jì)拉回到穩(wěn)定和復(fù)蘇軌道。這是一次創(chuàng)舉,團(tuán)結(jié)戰(zhàn)勝了分歧,共贏取代了私利。這場(chǎng)危機(jī),讓人們記住了二十國(guó)集團(tuán),也確立了二十國(guó)集團(tuán)作為國(guó)際經(jīng)濟(jì)合作主要論壇的地位。
8年后的今天,世界經(jīng)濟(jì)又走到一個(gè)關(guān)鍵當(dāng)口。科技進(jìn)步、人口增長(zhǎng)、經(jīng)濟(jì)全球化等過(guò)去數(shù)十年推動(dòng)世界經(jīng)濟(jì)增長(zhǎng)的主要引擎都先后進(jìn)入換擋期,對(duì)世界經(jīng)濟(jì)的拉動(dòng)作用明顯減弱。上一輪科技進(jìn)步帶來(lái)的增長(zhǎng)動(dòng)能逐漸衰減,新一輪科技和產(chǎn)業(yè)革命尚未形成勢(shì)頭。主要經(jīng)濟(jì)體先后進(jìn)入老齡化社會(huì),人口增長(zhǎng)率下降,給各國(guó)經(jīng)濟(jì)社會(huì)帶來(lái)壓力。經(jīng)濟(jì)全球化出現(xiàn)波折,保護(hù)主義、內(nèi)顧傾向抬頭,多邊貿(mào)易體制受到?jīng)_擊。金融監(jiān)管改革雖有明顯進(jìn)展,但高杠桿、高泡沫等風(fēng)險(xiǎn)仍在積聚。如何讓金融市場(chǎng)在保持穩(wěn)定的同時(shí)有效服務(wù)實(shí)體經(jīng)濟(jì),仍然是各國(guó)需要解決的重要課題。
在這些因素綜合作用下,世界經(jīng)濟(jì)雖然總體保持復(fù)蘇態(tài)勢(shì),但面臨增長(zhǎng)動(dòng)力不足、需求不振、金融市場(chǎng)反復(fù)動(dòng)蕩、國(guó)際貿(mào)易和投資持續(xù)低迷等多重風(fēng)險(xiǎn)和挑戰(zhàn)。
二十國(guó)集團(tuán)聚集了世界主要經(jīng)濟(jì)體,影響和作用舉足輕重,也身處應(yīng)對(duì)風(fēng)險(xiǎn)挑戰(zhàn)、開(kāi)拓增長(zhǎng)空間的最前沿。國(guó)際社會(huì)對(duì)二十國(guó)集團(tuán)充滿期待,對(duì)這次峰會(huì)寄予厚望。我們需要通過(guò)各自行動(dòng)和集體合力,直面問(wèn)題,共尋答案。希望杭州峰會(huì)能夠在以往的基礎(chǔ)上,為世界經(jīng)濟(jì)開(kāi)出一劑標(biāo)本兼治、綜合施策的藥方,讓世界經(jīng)濟(jì)走上強(qiáng)勁、可持續(xù)、平衡、包容增長(zhǎng)之路。
第一,面對(duì)當(dāng)前挑戰(zhàn),我們應(yīng)該加強(qiáng)宏觀經(jīng)濟(jì)政策協(xié)調(diào),合力促進(jìn)全球經(jīng)濟(jì)增長(zhǎng)、維護(hù)金融穩(wěn)定。二十國(guó)集團(tuán)成員應(yīng)該結(jié)合本國(guó)實(shí)際,采取更加全面的宏觀經(jīng)濟(jì)政策,使用多種有效政策工具,統(tǒng)籌兼顧財(cái)政、貨幣、結(jié)構(gòu)性改革政策,努力擴(kuò)大全球總需求,全面改善供給質(zhì)量,鞏固經(jīng)濟(jì)增長(zhǎng)基礎(chǔ)。應(yīng)該結(jié)合制定和落實(shí)《杭州行動(dòng)計(jì)劃》,繼續(xù)加強(qiáng)政策協(xié)調(diào),減少負(fù)面外溢效應(yīng),共同維護(hù)金融穩(wěn)定,提振市場(chǎng)信心。
第二,面對(duì)當(dāng)前挑戰(zhàn),我們應(yīng)該創(chuàng)新發(fā)展方式,挖掘增長(zhǎng)動(dòng)能。二十國(guó)集團(tuán)應(yīng)該調(diào)整政策思路,做到短期政策和中長(zhǎng)期政策并重,需求側(cè)管理和供給側(cè)改革并重。今年,我們已經(jīng)就《二十國(guó)集團(tuán)創(chuàng)新增長(zhǎng)藍(lán)圖》達(dá)成共識(shí),一致決定通過(guò)創(chuàng)新、結(jié)構(gòu)性改革、新工業(yè)革命、數(shù)字經(jīng)濟(jì)等新方式,為世界經(jīng)濟(jì)開(kāi)辟新道路,拓展新邊界。要沿著這一方向堅(jiān)定走下去,幫助世界經(jīng)濟(jì)徹底擺脫復(fù)蘇乏力、增長(zhǎng)脆弱的局面,為世界經(jīng)濟(jì)迎來(lái)新一輪增長(zhǎng)和繁榮打下堅(jiān)實(shí)基礎(chǔ)。
第三,面對(duì)當(dāng)前挑戰(zhàn),我們應(yīng)該完善全球經(jīng)濟(jì)治理,夯實(shí)機(jī)制保障。二十國(guó)集團(tuán)應(yīng)該不斷完善國(guó)際貨幣金融體系,優(yōu)化國(guó)際金融機(jī)構(gòu)治理結(jié)構(gòu),充分發(fā)揮國(guó)際貨幣基金組織特別提款權(quán)作用。應(yīng)該完善全球金融安全網(wǎng),加強(qiáng)在金融監(jiān)管、國(guó)際稅收、反腐敗領(lǐng)域合作,提高世界經(jīng)濟(jì)抗風(fēng)險(xiǎn)能力。今年,我們重啟了二十國(guó)集團(tuán)國(guó)際金融架構(gòu)工作組,希望繼續(xù)向前推進(jìn),不斷提高有效性。
第四,面對(duì)當(dāng)前挑戰(zhàn),我們應(yīng)該建設(shè)開(kāi)放型世界經(jīng)濟(jì),繼續(xù)推動(dòng)貿(mào)易和投資自由化便利化。保護(hù)主義政策如飲鴆止渴,看似短期內(nèi)能緩解一國(guó)內(nèi)部壓力,但從長(zhǎng)期看將給自身和世界經(jīng)濟(jì)造成難以彌補(bǔ)的傷害。二十國(guó)集團(tuán)應(yīng)該堅(jiān)決避免以鄰為壑,做開(kāi)放型世界經(jīng)濟(jì)的倡導(dǎo)者和推動(dòng)者,恪守不采取新的保護(hù)主義措施的承諾,加強(qiáng)投資政策協(xié)調(diào)合作,采取切實(shí)行動(dòng)促進(jìn)貿(mào)易增長(zhǎng)。我們應(yīng)該發(fā)揮基礎(chǔ)設(shè)施互聯(lián)互通的輻射效應(yīng)和帶動(dòng)作用,幫助發(fā)展中國(guó)家和中小企業(yè)深入?yún)⑴c全球價(jià)值鏈,推動(dòng)全球經(jīng)濟(jì)進(jìn)一步開(kāi)放、交流、融合。
第五,面對(duì)當(dāng)前挑戰(zhàn),我們應(yīng)該落實(shí)2030年可持續(xù)發(fā)展議程,促進(jìn)包容性發(fā)展。實(shí)現(xiàn)共同發(fā)展是各國(guó)人民特別是發(fā)展中國(guó)家人民的普遍愿望。據(jù)有關(guān)統(tǒng)計(jì),現(xiàn)在世界基尼系數(shù)已經(jīng)達(dá)到左右,超過(guò)了公認(rèn)的“危險(xiǎn)線”,必須引起我們的高度關(guān)注。今年,我們把發(fā)展置于二十國(guó)集團(tuán)議程的突出位置,共同承諾積極落實(shí)2030年可持續(xù)發(fā)展議程,并制定了行動(dòng)計(jì)劃。同時(shí),我們還將通過(guò)支持非洲和最不發(fā)達(dá)國(guó)家工業(yè)化、提高能源可及性、提高能效、加強(qiáng)清潔能源和可再生能源利用、發(fā)展普惠金融、鼓勵(lì)青年創(chuàng)業(yè)等方式,減少全球發(fā)展不平等和不平衡,使各國(guó)人民共享世界經(jīng)濟(jì)增長(zhǎng)成果。
各位同事!
二十國(guó)集團(tuán)承載著世界各國(guó)期待,使命重大。我們要努力把二十國(guó)集團(tuán)建設(shè)好,為世界經(jīng)濟(jì)繁榮穩(wěn)定把握好大方向。
第一,與時(shí)俱進(jìn),發(fā)揮引領(lǐng)作用。二十國(guó)集團(tuán)應(yīng)該根據(jù)世界經(jīng)濟(jì)需要,調(diào)整自身發(fā)展方向,進(jìn)一步從危機(jī)應(yīng)對(duì)向長(zhǎng)效治理機(jī)制轉(zhuǎn)型。面對(duì)重大突出問(wèn)題,二十國(guó)集團(tuán)有責(zé)任發(fā)揮領(lǐng)導(dǎo)作用,展現(xiàn)戰(zhàn)略視野,為世界經(jīng)濟(jì)指明方向,開(kāi)拓路徑。
第二,知行合一,采取務(wù)實(shí)行動(dòng)。承諾一千,不如落實(shí)一件。我們應(yīng)該讓二十國(guó)集團(tuán)成為行動(dòng)隊(duì),而不是清談館。今年,我們?cè)诳沙掷m(xù)發(fā)展、綠色金融、提高能效、反腐敗等諸多領(lǐng)域制定了行動(dòng)計(jì)劃,要把每一項(xiàng)行動(dòng)落到實(shí)處。
第三,共建共享,打造合作平臺(tái)。我們應(yīng)該繼續(xù)加強(qiáng)二十國(guó)集團(tuán)機(jī)制建設(shè),確保合作延續(xù)和深入。廣納良言,充分傾聽(tīng)世界各國(guó)特別是發(fā)展中國(guó)家聲音,使二十國(guó)集團(tuán)工作更具包容性,更好回應(yīng)各國(guó)人民訴求。
第四,同舟共濟(jì),發(fā)揚(yáng)伙伴精神?;锇榫袷嵌畤?guó)集團(tuán)最寶貴的財(cái)富。我們雖然國(guó)情不同、發(fā)展階段不同、面臨的現(xiàn)實(shí)挑戰(zhàn)不同,但推動(dòng)經(jīng)濟(jì)增長(zhǎng)的愿望相同,應(yīng)對(duì)危機(jī)挑戰(zhàn)的利益相同,實(shí)現(xiàn)共同發(fā)展的憧憬相同。只要我們堅(jiān)持同舟共濟(jì)的伙伴精神,就能夠克服世界經(jīng)濟(jì)的驚濤駭浪,開(kāi)辟未來(lái)增長(zhǎng)的嶄新航程。

在杭州峰會(huì)籌備過(guò)程中,中國(guó)始終秉持開(kāi)放、透明、包容的辦會(huì)理念,同各成員保持密切溝通和協(xié)調(diào)。我們還舉辦了各種形式的外圍對(duì)話,走進(jìn)聯(lián)合國(guó),走進(jìn)非盟總部,走進(jìn)七十七國(guó)集團(tuán),走進(jìn)最不發(fā)達(dá)國(guó)家、內(nèi)陸國(guó)、小島國(guó),向世界各國(guó),以及所有關(guān)心二十國(guó)集團(tuán)的人們介紹杭州峰會(huì)籌備情況,傾聽(tīng)各方利益訴求。各方提出的意見(jiàn)和建議對(duì)這次峰會(huì)的籌備都發(fā)揮了重要作用。
我期待在接下來(lái)兩天的討論中,我們能夠集眾智、聚合力,努力讓杭州峰會(huì)實(shí)現(xiàn)促進(jìn)世界經(jīng)濟(jì)增長(zhǎng)、加強(qiáng)國(guó)際經(jīng)濟(jì)合作、推動(dòng)二十國(guó)集團(tuán)發(fā)展的目標(biāo)。

尊敬的卡爾德龍總統(tǒng),各位同事:
很高興在洛斯卡沃斯同大家相會(huì)。首先,我謹(jǐn)對(duì)卡爾德龍總統(tǒng)和墨西哥政府為本次峰會(huì)所作的精心準(zhǔn)備和周到安排,表示衷心的感謝!
戛納峰會(huì)以來(lái),在二十國(guó)集團(tuán)成員和國(guó)際社會(huì)共同努力下,世界經(jīng)濟(jì)保持復(fù)蘇態(tài)勢(shì),增長(zhǎng)前景有所改善。同時(shí),世界經(jīng)濟(jì)運(yùn)行中的不穩(wěn)定不確定因素依然突出,主要經(jīng)濟(jì)體增長(zhǎng)乏力,全球總需求依然不足,一些國(guó)家主權(quán)債務(wù)問(wèn)題突出,國(guó)際貿(mào)易增速明顯回落,保護(hù)主義抬頭,大宗商品價(jià)格高位波動(dòng),通脹形勢(shì)不容樂(lè)觀。
上述情況表明,導(dǎo)致國(guó)際金融危機(jī)的深層次矛盾尚未消除,新的風(fēng)險(xiǎn)又在形成和積聚。在這樣的形勢(shì)下,我們既要鞏固應(yīng)對(duì)國(guó)際金融危機(jī)的成果、保持經(jīng)濟(jì)社會(huì)穩(wěn)定和發(fā)展,又要穩(wěn)中求進(jìn),探索新思路,采取新舉措,解決新問(wèn)題,推動(dòng)世界經(jīng)濟(jì)強(qiáng)勁、可持續(xù)、平衡增長(zhǎng)。為此,我愿提出以下建議。
第一,堅(jiān)定不移推動(dòng)世界經(jīng)濟(jì)穩(wěn)定復(fù)蘇。當(dāng)前,二十國(guó)集團(tuán)成員面臨的主要任務(wù)仍然是保增長(zhǎng)、促就業(yè)、促穩(wěn)定。我們應(yīng)該繼續(xù)本著同舟共濟(jì)、合作共贏的精神,認(rèn)真分析當(dāng)前世界經(jīng)濟(jì)存在的系統(tǒng)性風(fēng)險(xiǎn),共商妥善應(yīng)對(duì)之策,鞏固和增
強(qiáng)來(lái)之不易的復(fù)蘇勢(shì)頭。我們應(yīng)該繼續(xù)以建設(shè)性、合作性方式支持一些歐洲國(guó)家解決債務(wù)問(wèn)題的努力,推動(dòng)這些國(guó)家經(jīng)濟(jì)早日邁入穩(wěn)定增長(zhǎng)軌道。我們應(yīng)該認(rèn)真落實(shí)以往峰會(huì)承諾,加強(qiáng)宏觀經(jīng)濟(jì)政策協(xié)調(diào),充分考慮各國(guó)國(guó)情和合理關(guān)切。我們應(yīng)該充分發(fā)掘創(chuàng)新潛力,推動(dòng)科技進(jìn)步和創(chuàng)新,培育新興產(chǎn)業(yè),為世界經(jīng)濟(jì)持續(xù)增長(zhǎng)提供動(dòng)力。我們應(yīng)該高度關(guān)注大宗商品價(jià)格高位波動(dòng)對(duì)世界經(jīng)濟(jì)增長(zhǎng)的負(fù)面影響,從源頭上理順價(jià)格形成機(jī)制,反對(duì)將價(jià)格上漲簡(jiǎn)單歸因于新興市場(chǎng)國(guó)家發(fā)展帶來(lái)的需求增加。
第二,堅(jiān)定不移深化國(guó)際金融體系改革。建立公平、公正、包容、有序的國(guó)際金融體系,對(duì)世界經(jīng)濟(jì)健康穩(wěn)定增長(zhǎng)十分重要。我們應(yīng)該推動(dòng)國(guó)際金融體系改革進(jìn)一步深入,當(dāng)務(wù)之急是落實(shí)好國(guó)際貨幣基金組織2010年份額和治理改革方案,為國(guó)際貨幣基金組織提供長(zhǎng)期穩(wěn)定的資金來(lái)源。中方贊同增加國(guó)際貨幣基金組織資源,提高其應(yīng)對(duì)危機(jī)和緊急救助能力,以更好履行維護(hù)全球經(jīng)濟(jì)金融穩(wěn)定職責(zé)。我們應(yīng)該提高國(guó)際金融機(jī)構(gòu)負(fù)責(zé)人遴選程序的透明度和合理性,增加發(fā)展中國(guó)家代表性和發(fā)言權(quán)。我們應(yīng)該加強(qiáng)國(guó)際金融監(jiān)管,使金融體系更好服務(wù)和促進(jìn)實(shí)體經(jīng)濟(jì)發(fā)展。我們應(yīng)該完善國(guó)際貨幣體系,擴(kuò)大國(guó)際貨幣基金組織特別提款權(quán)使用并改善其貨幣籃子組成,建立幣值穩(wěn)定、供應(yīng)有序、總量可調(diào)的國(guó)際儲(chǔ)備貨幣體系。
第三,堅(jiān)定不移促進(jìn)國(guó)際貿(mào)易健康發(fā)展。國(guó)際貿(mào)易是世界經(jīng)濟(jì)增長(zhǎng)的重要推動(dòng)力量。我們應(yīng)該重視當(dāng)前國(guó)際貿(mào)易增速回落對(duì)世界經(jīng)濟(jì)的負(fù)面影響,共同營(yíng)造自由開(kāi)放、公平公正的全球貿(mào)易環(huán)境,消除貿(mào)易障礙,增強(qiáng)貿(mào)易發(fā)展動(dòng)力。我們應(yīng)該堅(jiān)定推進(jìn)貿(mào)易自由化便利化,恪守歷次峰會(huì)承諾,反對(duì)各種形式的保護(hù)主義,繼續(xù)授權(quán)世界貿(mào)易組織、聯(lián)合國(guó)貿(mào)發(fā)會(huì)議等國(guó)際機(jī)構(gòu)加強(qiáng)對(duì)貿(mào)易和投資限制措施的監(jiān)督。我們應(yīng)該保持各種雙邊和地區(qū)自由貿(mào)易安排的開(kāi)放性和包容性,使之成為全球貿(mào)易自由化的重要促進(jìn)力量。我們應(yīng)該維護(hù)并加強(qiáng)多邊貿(mào)易體制,繼續(xù)推
進(jìn)多哈回合談判。我們應(yīng)該關(guān)注國(guó)際貿(mào)易中的價(jià)值鏈問(wèn)題,使貿(mào)易統(tǒng)計(jì)標(biāo)準(zhǔn)更加全面準(zhǔn)確地反映各國(guó)從貿(mào)易中獲益情況,更加客觀理性地看待所謂貿(mào)易失衡問(wèn)題。
第四,堅(jiān)定不移推進(jìn)發(fā)展事業(yè)。實(shí)現(xiàn)共同發(fā)展是世界經(jīng)濟(jì)持久增長(zhǎng)的根本之道。我們應(yīng)該重視有關(guān)國(guó)家應(yīng)對(duì)國(guó)際金融危機(jī)的政策措施對(duì)發(fā)展中國(guó)家的外溢效應(yīng),推動(dòng)國(guó)際社會(huì)在促進(jìn)廣大發(fā)展中國(guó)家繁榮進(jìn)步、縮小南北差距方面下真功夫并見(jiàn)到實(shí)效。二十國(guó)集團(tuán)應(yīng)該加強(qiáng)同聯(lián)合國(guó)的合作,支持聯(lián)合國(guó)及其專門機(jī)構(gòu)繼續(xù)在發(fā)展領(lǐng)域發(fā)揮重要作用,增強(qiáng)國(guó)際金融機(jī)構(gòu)推動(dòng)發(fā)展和促進(jìn)減貧功能。我們應(yīng)該加大對(duì)發(fā)展中國(guó)家開(kāi)展對(duì)外貿(mào)易的支持,切實(shí)解決發(fā)展中國(guó)家特別是最不發(fā)達(dá)國(guó)家在貿(mào)易領(lǐng)域的關(guān)切,盡快實(shí)現(xiàn)對(duì)最不發(fā)達(dá)國(guó)家產(chǎn)品的免關(guān)稅、免配額待遇。我們應(yīng)該在糧食安全、基礎(chǔ)設(shè)施等發(fā)展問(wèn)題上加大投入,著力破解導(dǎo)致南北發(fā)展失衡加劇的難題。
第五,堅(jiān)定不移倡導(dǎo)可持續(xù)發(fā)展。推動(dòng)綠色增長(zhǎng)是緩解資源環(huán)境壓力、實(shí)現(xiàn)世界經(jīng)濟(jì)可持續(xù)發(fā)展的重要手段。我們應(yīng)該積極發(fā)展節(jié)能環(huán)保等綠色產(chǎn)業(yè),增加資金投入,強(qiáng)化機(jī)制保障,努力建設(shè)資源節(jié)約型、環(huán)境友好型社會(huì)。我們應(yīng)該堅(jiān)持共同但有區(qū)別的責(zé)任原則,充分考慮各國(guó)發(fā)展綠色產(chǎn)業(yè)面臨的資源稟賦、發(fā)展階段、能力水平差異,支持各方自主選擇符合本國(guó)國(guó)情的可持續(xù)發(fā)展道路。我們應(yīng)該加強(qiáng)有利于綠色增長(zhǎng)的國(guó)際技術(shù)傳播和合作,避免產(chǎn)生新的綠色貿(mào)易壁壘。聯(lián)合國(guó)可持續(xù)發(fā)展大會(huì)即將召開(kāi),我們應(yīng)該堅(jiān)定支持聯(lián)合國(guó)在可持續(xù)發(fā)展領(lǐng)域的主渠道地位,推動(dòng)大會(huì)取得實(shí)質(zhì)性成果。

今年以來(lái),中國(guó)繼續(xù)加強(qiáng)和改善宏觀調(diào)控,著力穩(wěn)增長(zhǎng)、控物價(jià)、調(diào)結(jié)構(gòu)、惠民生、抓改革、促和諧,保持了經(jīng)濟(jì)運(yùn)行總體平穩(wěn)。同時(shí),中國(guó)經(jīng)濟(jì)發(fā)展中不
平衡、不協(xié)調(diào)、不可持續(xù)的矛盾和問(wèn)題仍很突出。中國(guó)將牢牢把握科學(xué)發(fā)展這個(gè)主題、加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式這條主線,繼續(xù)實(shí)施積極的財(cái)政政策和穩(wěn)健的貨幣政策,保持宏觀經(jīng)濟(jì)政策的連續(xù)性和穩(wěn)定性,增強(qiáng)調(diào)控的針對(duì)性、靈活性、前瞻性,繼續(xù)處理好保持經(jīng)濟(jì)平穩(wěn)較快發(fā)展、調(diào)整經(jīng)濟(jì)結(jié)構(gòu)、管理通脹預(yù)期的關(guān)系,著力擴(kuò)大國(guó)內(nèi)需求,保持經(jīng)濟(jì)平穩(wěn)較快發(fā)展和物價(jià)總水平基本穩(wěn)定,保持社會(huì)和諧穩(wěn)定。
