（一）彬彬有禮：尊稱、客套話不能省略，但要恰到好處
（二）、真摯親切：重在感情交流
（三）、簡潔：處于禮節(jié)需要，所要表達的內(nèi)容是點到為止
（四）、委婉：只講相關(guān)事物的基本點和原則，不涉及或不直接涉及雙方有爭議的觀點和看法。

正如你在祝酒時講的那樣，中國人民是偉大的人民，美國人民也是偉大的人民。如果我們兩國人民互相為敵，那么我們共同居住的這個世界的前途就的確很暗淡。但是，如果我們能夠找到進行合作的共同點，那么實現(xiàn)世界和平的機會就將無可估量地大大增加。
我希望我們這個星期的會談將是坦率的。本著這種坦率的精神，讓我們在一開始就認(rèn)識到這樣幾點：過去一些時候我們曾是敵人。今天我們?nèi)杂兄卮蟮姆制纭Ｊ刮覀冏叩揭黄鸬?，是我們有超越這些分歧的共同利益。在我們討論我們的分歧時，我們哪一方都不會在自己的原則上妥協(xié)。但是，雖然我們不能彌合雙方之間的鴻溝，我們卻能夠設(shè)法架起一座橋梁，以便我們能夠越過它進行會談。
因此，讓我們在今后的五天里一起開始一次長征吧，不是因循守舊，而是經(jīng)由不同的道路向同一個目標(biāo)前進。這個目標(biāo)就是建立一個和平和正義的世界結(jié)構(gòu)，在這個世界結(jié)構(gòu)中，所有的人都可以在一起享有同等的尊嚴(yán)；每個國家，不論大小，都有權(quán)利決定它自己政府的形式，而不受外來的干涉或統(tǒng)治。全世界在注視著。全世界在傾聽著。全世界在等待著看我們將做些什么。這個世界是怎樣的呢？就我個人來講，我想到我的大女兒，今天是她的生日。當(dāng)我想到她的時候，我就想到全世界所有的兒童，亞洲，非洲，歐洲以及美洲的兒童，他們大多數(shù)都是在中華人民共和國成立以后出生的。
我們將給我們的孩子們留下什么遺產(chǎn)呢？他們是要為那些使舊世界蒙受苦難的仇恨而死亡呢，還是由于 1 我們有締造一個新世界的遠見而活下去呢？
我們沒有理由要成為敵人。我們哪一方都不企圖取得對方的領(lǐng)土；我們哪一方都不企圖統(tǒng)治對方。我們哪一方都不企圖伸出手去統(tǒng)治世界。
毛主席寫過：“多少事，從來急；天地轉(zhuǎn)，光陰迫。一萬年太久，只爭朝夕。”
現(xiàn)在就是只爭朝夕的時候了，是我們兩國人民上升到締造一個嶄新的、更美好的世界的偉大境界的時候了。
本著這種精神，我請求諸位同我一起舉杯，為毛主席，為周總理，為能夠給全世界所有人民帶來友誼與和平的中美兩國人民之間的友誼，干杯。// 市長先生閣下，中國朋友們，女士們，先生們: 這是我首次訪問你們這座美麗的城市，我為此深感榮幸。我愿借此機會，代表我們代表團的全體成員，對我們東道主的盛情邀請，對我們一踏上這塊充滿魅力的土地便受到的友好款待，向東道主表示真誠的感謝。//

金秋十月，我們迎來了第86 屆中國出口商品交易會，迎來了來自五湖四海的嘉賓朋友。// 改革開放20 多年來，廣東的對外貿(mào)易得到了長足的發(fā)展，進出口總值平均每年遞增24.6%，1998 年廣東外貿(mào)出口總值達到了757.2 億美元，占全國出口總值的41.2%。廣東省本的進出口總額達1300 億美元，占全國凈出口總額的40.1%。// 到目前為止，廣東已和世界上180 多個國家和地區(qū)建立了經(jīng)濟貿(mào)易合作關(guān)系，出口商品不斷優(yōu)化，工業(yè)制成品和機電產(chǎn)品的出口已分別占全國總值的39.44%和43.22%。農(nóng)副產(chǎn)品和土特產(chǎn)品更是異彩紛呈。//
本屆交易會正值世紀(jì)之交，是本世紀(jì)最后一次中國出口商品交易的盛會。// 廣東交易團將積極貫徹廣東省委、省政府外向帶動戰(zhàn)略，正視和克服外貿(mào)出口面臨的種種困難，精心準(zhǔn)備，把握機遇，積極擴大 3 對外成交，力爭實現(xiàn)出口增長目標(biāo)。//

大的國家商業(yè)界的聯(lián)系而做出的努力和起到的橋梁作用。我感謝理事會所有成員為促進加中貿(mào)易做出的努力。// 加拿大是一個工業(yè)發(fā)達、資源豐富的國家，中國則是一個勞動力充足、市場巨大的國家。我們希望看到加拿大的企業(yè)能夠充分利用自己在技術(shù)和財力上的優(yōu)勢，贏得中國市場。// 基本情況是這樣的，外國直接在華投資可以在最大程度上發(fā)揮有關(guān)雙方的優(yōu)勢。// 中國幅員遼闊，自然資源豐富，廉價勞動力充裕，稅收低，消費者市場不斷增長，基礎(chǔ)設(shè)施不斷改善。此外，中國還有穩(wěn)定的社會政治環(huán)境以及誘人的投資政策。所有這些優(yōu)勢難以在其他國家中找到。// 而來自發(fā)達國家和地區(qū)的外國投資者則有充足的資金、先進的技術(shù)和管理知識。同作進出口貿(mào)易生意相比，在華直接投資的經(jīng)濟回報率則更高。// 海外人士近年來在珠江三角洲的投資翻了兩番。// 出現(xiàn)這一高漲不止的投資熱有許多緣由。除了中國是世界上經(jīng)濟增長最快的國家之一這個原因外，中國政府和地方政府很重視對外全面開放，不僅開放沿海城市，也開放內(nèi)地，盡可能吸引外資。// 另外，許多海外團體與個人投資者認(rèn)為在中國直接投資比同中國公司做生意更有利可圖。// 在中國的投資方式很多，你可以同中方公司合資辦企業(yè)，也可以獨資辦公司。// 投資興辦合資企業(yè)時，通常外方提供資金、機械、先進技術(shù)和管理方法，而中方則提供土地、勞工以及部分用于基礎(chǔ)設(shè)施建設(shè)的資金。至于獨資企業(yè)，外商提供所有的資金，賺取所有的利潤，同時承擔(dān)所有的風(fēng)險。// 你可以自己喜歡的方式經(jīng)營獨資公司，當(dāng)然不可超越中國的法律。// 此外，我國政府強化了對外貿(mào)的控管，強化了商會這類中介機構(gòu)的服務(wù)與協(xié)調(diào)功能。//我們希望繼續(xù)加強外貿(mào)體制改革，使外貿(mào)逐漸走向競爭，并使之受到諸如關(guān)稅、匯率和利率等法律和經(jīng)濟手段的制約。// 所有這些都應(yīng)有助于加速中國外貿(mào)的國際化進程，為我們宏觀經(jīng)貿(mào)局面的出現(xiàn)創(chuàng)造一個良好的環(huán)境。通過促進商貿(mào)業(yè)、制造業(yè)、農(nóng)業(yè)、技術(shù)產(chǎn)業(yè)和銀行之間的更為密切的合作，我們能夠為國際市場提供更多、更好的產(chǎn)品。// 總統(tǒng)先生, 克林頓夫人，女士們，先生們：

各位同事，女士們，先生們：
金秋10月，很高興能與大家聚會上海，共同審議本屆亞太經(jīng)合組織（APEC）部長級會議的各項議題。我謹(jǐn)代表中國政府對各位部長的到來表示熱烈的歡迎。
正如你們所見到的，作為中國經(jīng)濟社會快速發(fā)展的一個縮影，上海這一充滿生機與活力的城市經(jīng)過開發(fā)與建設(shè)，現(xiàn)代化建設(shè)日新月異，古老的“東方明珠”在新世紀(jì)正綻放出璀璨的光芒。
過去的10年，同樣是亞太區(qū)域合作快速發(fā)展的10年，在此期間APEC取得了輝煌的成就。它制定了發(fā)達成員于2010年、發(fā)展中成員于2020年實現(xiàn)貿(mào)易投資自由化的茂物目標(biāo)；創(chuàng)造了單邊行動與集體行動相結(jié)合的合作方式；有力地推動了全球多邊貿(mào)易體制的發(fā)展；開展了多種形式的經(jīng)濟技術(shù)合作活動。毋庸置疑，APEC已經(jīng)成為亞太地區(qū)乃至世界上最重要的經(jīng)濟合作組織之一。它為亞太地區(qū)各成員領(lǐng)導(dǎo)人進行對話和交流提供了難得的場所，同時就全球和地區(qū)經(jīng)濟的前沿性問題進行討論，在許多問題的政策框架制定上起到了引導(dǎo)方向的作用。因此，APEC對于保持亞太地區(qū)的和平與穩(wěn)定，促進地區(qū)經(jīng)濟繁榮與發(fā)展，做出了積極的貢獻。
APEC的成功發(fā)展，源于各成員希望通過合作實現(xiàn)經(jīng)濟持續(xù)增長的普遍愿望，也源于我們根據(jù)亞太地區(qū) 5 的特點，遵循自主自愿、協(xié)商一致、靈活漸進的“APEC合作方式”，更源于APEC本身能夠順應(yīng)全球和地區(qū)經(jīng)濟的最新發(fā)展，始終站在時代的前沿，與時俱進。
本次會議是APEC步入新世紀(jì)后的第一次部長級會議。我們面臨著許多新的機遇與挑戰(zhàn)。全球及亞太地區(qū)總體經(jīng)濟增長速度減緩，“9.11”恐怖主義襲擊事件對經(jīng)濟的沖擊已顯現(xiàn)出來。如何促進增長，重振市場信心，是我們需要解決的頭等大事。與此同時，經(jīng)濟全球化與新經(jīng)濟不斷發(fā)展，為我們的地區(qū)和人民帶來更多的利益與商機，但能否使各個群體都能獲益，避免造成新的發(fā)展差距，也是我們必須面對的重要挑戰(zhàn)。此外，多邊貿(mào)易體制處在一個關(guān)鍵時刻，11月WTO多哈會議為世人所矚目。APEC如何發(fā)揮它的獨特作用，深化合作，保持地區(qū)經(jīng)濟的持續(xù)增長，這些都是我們需要加以探討和解決的問題。
為此，我們將今年APEC會議的主題確定為“新世紀(jì)、新挑戰(zhàn)：參與、合作，促進共同繁榮?！痹诮窈蟮膬商靸?nèi)，我們將圍繞這一主題，就以下幾個方面的問題進行討論。
第一，推動貿(mào)易與投資。我們將在APEC范圍內(nèi)就如何為WTO第四屆部長級會議做出貢獻進一步交換意見，提出有關(guān)加強能力建設(shè)方面的具體建議；APEC為實現(xiàn)貿(mào)易投資自由化的目標(biāo)而制定的單邊行動計劃、貿(mào)易便利化原則及其它新倡議將成為我們討論的主要議題。
第二，使亞太地區(qū)從全球化和新經(jīng)濟中受益。我們將在APEC人力資源能力建設(shè)高峰會所取得的成果基礎(chǔ)上探討如何加強政府、學(xué)術(shù)界和工商界的三方合作；APEC在開展經(jīng)濟技術(shù)合作過程中應(yīng)建立更為有效的參與機制；我們將同時就如何在新經(jīng)濟時代實現(xiàn)“數(shù)字APEC藍圖”提出設(shè)想與實施方案。
第三，促進亞太經(jīng)濟的可持續(xù)增長。我們希望通過我們的討論，在應(yīng)對目前宏觀經(jīng)濟形勢所面臨的挑戰(zhàn)方面擴大共識，采取切實的財政金融措施，穩(wěn)定市場，恢復(fù)信心，促進增長，使APEC各成員的經(jīng)濟盡快走出經(jīng)濟放緩及“9.11事件”造成的陰影，重新走上持續(xù)穩(wěn)定增長的道路。為此，我們將同財政部長們進一步合作，加強APEC成員間的宏觀經(jīng)濟政策對話，并在金融領(lǐng)域的能力建設(shè)方面取得進展，為本地區(qū)經(jīng)濟的未來發(fā)展奠定堅實的基礎(chǔ)。
同時，我們要進一步聯(lián)系更廣泛的社會群體，擴大與各界的交流與合作，使工商界、青年、婦女等真正體會到APEC開展的經(jīng)濟合作活動給他們所帶來的益處。各位同事:
秋天是收獲的季節(jié)。經(jīng)過我們的官員們在過去數(shù)月的努力工作，今年APEC的各項工作已基本就緒，我相信此次部長級會議的討論必然能夠在以上各個領(lǐng)域結(jié)出豐碩的果實，提交給今年的領(lǐng)導(dǎo)人會議。我希望我們的努力不僅能取得切實的成果，而且為APEC第二個10年的發(fā)展注入新的活力并規(guī)劃出其未來前進的藍圖。
