      I'd also like to take this opportunity to stress that your presence in Hong Kong matters very much to us120 consulates-general or consulates, and five officially recognised bodies.Your presence here helps to foster deeper economic and cultural exchangesbut on making them broader and deeper for our mutual benefit.It also means making new friends, exploring new markets and developing new contacts.香港能夠繁榮興盛,因?yàn)槲覀兣c全球各地建立縱深廣闊的聯(lián)系。要鞏固香港作為環(huán)球金融、貿(mào)易及商業(yè)中心的地位,我們不但需要維持,更要努力開拓現(xiàn)有的國際聯(lián)系,達(dá)到各方互惠共贏。我們也要致力開發(fā)新市場,與更多國家地區(qū)交往。

      It is important to note that there is a constitutional underpinning to everything we do on the international front.Chapter VII of the Basic Law specifically empowers us to maintain and develop relations with foreign states and regions in areas such as the economy, trade, finance and monetary affairs, shipping, communications, tourism, culture and sport.香港的國際關(guān)系受到憲法保障?!痘痉ā返谄哒沦x予香港權(quán)力在經(jīng)濟(jì)、貿(mào)易、金融、航運(yùn)、通訊、旅游、文化、體育等方面,與世界各國及地區(qū)保持和發(fā)展關(guān)系。

      THE HONOURABLE DONALD TSANG, CHIEF EXECUTIVE

      HONG KONG, CHINA December 2005

      First of all, I wish to extend a warm Hong Kong welcome to all of you.Hong Kong, China is deeply honored to be the host of the Sixth Ministerial Conference of the World Trade Organization.This week, under this very roof, we have a once-in-a-generation opportunity to enhance the existing international trading environment;to generate wealth on a broader and deeper scale globally;and, most important of all, to help alleviate the pain of poverty for millions of people living in the poorer parts of this world.I am pleased that Hong Kong, China is today at the centre of this admirable enterprise.I cannot emphasize strongly enough the importance of the WTO.It is the only international organization that deals with the rules of trade between economies.It is the rules-based forum at which 149 Member Economies negotiate agreements and resolve disputes over trade issues.The WTO is also a powerful force in countering the currents of protectionism and discrimination which are responsible to a large extent for the economic hardship suffered by less wealthy and less well-endowed economies.And, ultimately, the WTO is a key component in the global effort to attain the United Nations' Millennium Goal of Development in tackling the scourge of poverty and hunger.Nor can I over-emphasize the importance of the WTO to Hong Kong.As a small, externally-oriented economy with no natural resources other than a magnificent deep water port, Hong Kong has relied on free trade and an entrepreneurial and hardworking population to transform this once sleepy fishing village into an international and regional business hub.So I urge you to take some time during the next few days, and after the conference if you can, to look around our great city.You will see why President Bill Clinton once described Hong Kong as Exhibit A in the case for global interdependence and its benefits.As a free trader, our support for the multilateral trading system is unconditional.And it goes back a long way.We became a separate Contracting Party to the General Agreement on Tariffs and Trade in 1986.We were a founding Member of the WTO in 1995.Our Membership did not change after reunification in 1997.Indeed, Hong Kong's continued participation in the WTO, and in international trade agreements under the name “Hong Kong, China”, is enshrined in the Basic Law, the constitution of the Hong Kong Special Administrative Region.We treasure the certainty, protection and benefits that the WTO brings to our economy and community.We offered to host this Sixth WTO Ministerial Conference because we recognized that it would become a key staging post to the successful conclusion of the multilateral trade negotiations under the Doha Development Agenda.We want to play our part in the collective effort to realize the ambitions of the Round.We regard the WTO Members' acceptance of our offer as recognition of our contribution to the multilateral trading system, and an acknowledgement of our competence as a world city in handling whatever challenges that may arise from the Ministerial Conference.We in Hong Kong are determined to make this important event a success.Secretary John Tsang is committed to creating an environment of comfort for all delegates to conduct negotiations freely, frankly and constructively in the coming days.He has traveled the globe taking part in many of the key meetings which have paved the way for the negotiations that will take place over the next few days.Thousands of men and women in our communityhave been working tirelessly since the WTO accepted our offer to host this Conference two years ago.We have a common objective: we want to stage a Conference that is well organized, transparent, inclusive, and above all, efficient.The fruits of this community-wide endeavor are now before you.Ladies and gentlemen, we are at an historic juncture.Trade liberalization and economic growth is a permanent goal for all of us as WTO Members.While I acknowledge that in some parts of the world this goal is seen as a threat rather than an opportunity, the negotiations under the Doha Development Agenda must press ahead.We must vigorously defend the integrity and effectiveness of the multilateral trading system.This Conference is a golden opportunity for us to demonstrate our collective resolve to improve the lives of peoples throughout the world through progressive trade liberalization.That is what we committed ourselves to do when the Round was launched four years ago in Doha.This week, all eyes are on Hong Kong.As host and Chair of the Conference, we will do our utmost to bring about a successful outcome.But we cannot do it ourselves.We are relying on your support and commitment to accomplish this mission.I am sure it will be forthcoming.參考譯文:

      Anthony, distinguished guests and speakers, ladies and gentlemen, 胡定旭主席、各位嘉賓:

      Thank you very much for this opportunity to join you today, and to share with you some of my thoughts on leadership.很高興今日有機(jī)會(huì)和大家分享我對(duì)領(lǐng)袖之道的看法。

      Leadership is but a single word, and yet it encompasses so much.領(lǐng)袖這個(gè)詞語只有兩個(gè)字,但包含的意義非常豐富。

      Anyone who is married — in particular those who have shared a long and happy marriage — will know that even in the home environment leadership is required on a daily, sometimes even hourly, basis.Now, many of us men like to think that we are the head of the household and the family leader.And that’s certainly true? but only for as long as our wives let us think we are!在座的已婚人士,特別是婚姻長久而幸福的朋友,一定明白家中時(shí)刻都需要領(lǐng)袖主持大局?,F(xiàn)今的男士一般都認(rèn)為自己是一家之主。這當(dāng)然是千真萬確的?要是我們的太太同意的話。

      And anyone who has had the good fortune to enjoy a happy married life and a loving family environment will also know that it involves a lot of love, a lot of trust, a lot of patience, a lot of communication, a lot of perseverance — basically a lot of hard work.But the results far outweigh the effort.And I think it is true that many of the lessons — sometimes hard lessons — we learn at home can be applied in any discussion on leadership.Confucius once said: “The strength of a nation derives from the integrity of the home.”

      要維系愉快婚姻和美滿家庭,大家要付出大量的愛和信任,努力溝通和忍耐。簡而言之,就是要不懈努力。幸好,收獲往往會(huì)比付出多。我相信,我們?cè)诩依飳W(xué)到的,亦可應(yīng)用于領(lǐng)袖的討論??鬃诱f:“欲治其國者先齊其家”,就是這個(gè)道理。

      I mention this because, in discussing leadership, we need to frame the context of what we are talking about.History is full of great military and political leaders — but the leadership required during war is different to that required during peace time.Captains of industry and enterprise are often held up as leadership role models — but the leadership required of a multi-national chairman of the board may not be the same as that needed by an eager entrepreneur hoping to start a cha chaan teng franchise.What lessons can we learn from the leaders of great sporting teams? What are the secrets of leadership in the cultural sphere?       As we see also from the excellent range of speakers you have today, leadership is required in every sphere of our daily life — in politics, in business, in community work, in civil society, in arts and culture, in urban development, in the creative industries — just to name a few.今日的講者來自不同界別。由此可見,領(lǐng)袖在生活不同范疇,例如政治、商業(yè)、社區(qū)及民間工作、文化藝術(shù)、市區(qū)發(fā)展、創(chuàng)意工業(yè)等,都是不可或缺的。The Bauhinia Foundation itself is a leader in the sphere of public policy research in Hong Kong — and here I must congratulate the Foundation on its 5th anniversary this year, and for providing such a wealth of policy perspectives during that time.The work of the Foundation and other think-thanks is not just a useful reference point for the government — it contributes significantly to the knowledge bank of experience and ideas on which the public and media can draw when discussing important issues facing our society.So, on this occasion, I must thank the Foundation and its members for all of the thought leadership you have provided for Hong Kong’s benefit since your inception in 2006.智經(jīng)研究中心本身,就是本港公共政策研究方面的領(lǐng)袖。我在此祝賀智經(jīng)成立五周年,感謝各位在這段日子提出大量政策觀點(diǎn)。智經(jīng)和其他智庫的工作,不單對(duì)政府有參考作用,亦為公眾和傳媒在討論重要社會(huì)議題時(shí),提供豐富的經(jīng)驗(yàn)和意見。智經(jīng)及其成員自中心于二○○六年成立以來,以香港的利益為大前提,為我們提供思維上的領(lǐng)導(dǎo),我藉此衷心致謝。

      Leadership is a subject that has featured in the news quite a bit lately — and I am sure it will continue to be featured even more in the next nine months or so as we choose our next Chief Executive.So, this conference and workshop today and tomorrow come at a rather interesting time.領(lǐng)袖近日亦成為媒體的熱門話題。我相信,在下任行政長官選舉前未來九個(gè)月,都會(huì)繼續(xù)成為城中熱話。因此,論壇和工作坊在今明兩天舉行,時(shí)間的配合實(shí)在巧妙。

      Indeed, having heard and read so much lately about my style of governance for Hong Kong, some might say that the Foundation have been charitable in asking me to talk to you on the topic of leadership.Or perhaps it shows the Foundation’s perceptiveness and objectivity in trying to study this subject against a larger canvas of global political evolution from the past, to the present, and peeking into the future.的確,近來已有許多關(guān)于我治港風(fēng)格的論述。有人看過和聽過后或者會(huì)說,智經(jīng)中心真是包容,竟然邀請(qǐng)?zhí)厥渍務(wù)擃I(lǐng)袖之道。也許這正好表現(xiàn)智經(jīng)的洞察力和客觀態(tài)度,把研究這個(gè)課題放在全球政治演化的大背景上,做到回顧過去,透視現(xiàn)在,展望將來。

      I have been careful in framing the context of what I am talking about today.I do not want there to be any doubt that what I say is anything other than my own personal reflections on leadership in the public sector of Hong Kong.It is not a recipe for success for universal application.It is not a list of pre-requisites.It is a distillation of my own experience over almost 45 years of government and political work in Hong Kong — my hopes, my failures, my disappointments and, dare I say, my occasional triumphs in my own home town.在準(zhǔn)備今天演講內(nèi)容時(shí),我經(jīng)過一番考慮。我想與各位分享我在香港公營界別作領(lǐng)導(dǎo)的個(gè)人反思。所以,我所說的不是什么全球通用的領(lǐng)袖成功要素,也不是領(lǐng)袖先決條件的清單。我和大家分享的,是過去差不多四十五年里,自己在香港政府及政界的經(jīng)驗(yàn)總結(jié),包括我的希冀、失敗和挫折、及容許我這樣說,偶爾的成功。

      This distillation of thoughts has been further concentrated by my service as the Chief Executive of this great city for the past six years.My thoughts on leadership have been very much shaped by Hong Kong and its people — what I have learnt and experienced from living and working in a free, open and pluralistic society, and a free and open economy, that is under the ever-watchful eye of a free and unfettered media environment.過去六年,我擔(dān)任行政長官,我藉此把自己對(duì)領(lǐng)袖的想法進(jìn)一步聚焦。我這些想法,扎根吾土吾民,是香港和香港人的實(shí)際體驗(yàn)。我們身處的,是一個(gè)自由開放、文化多元的社會(huì),經(jīng)濟(jì)方面同樣自由開放,而城市的日常運(yùn)作,均在自由報(bào)道,并無束縛的傳媒監(jiān)察之下進(jìn)行。我且以自己在香港生活和工作為基礎(chǔ),向大家作經(jīng)驗(yàn)之談。

      And on that note, I would like to share my thoughts with you.以下讓我和各位分享一些想法。

      The leadership of a politician, I believe, is founded on the personal qualities that he possesses and projects by his actions and words.Integrity comes first.You need the highest moral and ethical standards because without them you will never be able to build trust with the community that you lead and serve.我相信,政要的領(lǐng)導(dǎo)能力,建基于個(gè)人素質(zhì),而這些素質(zhì)亦透過他們一言一行表現(xiàn)出來。誠信是領(lǐng)導(dǎo)之本。要是他沒有最高的道德倫理標(biāo)準(zhǔn),根本不可能為他所領(lǐng)導(dǎo)和服務(wù)的社會(huì)大眾信任。

      Next comes passion — passion for the people of Hong Kong.Passion to understand their aspirations and changing moods — at the grass root levels, through the middle class to the well-to-do.Passion to establish empathy with them.Passion to work with them, to identify the real life situation we face today.Passion to make it a better place for our children and grandchildren.Without passion you just won’t have the drive to do the hard miles.Passion also means that you believe in this place, you must have passion for Hong Kong, you believe and trust in its people, and you believe in its future.其次是熱誠,即盡心為港人服務(wù)的熱誠。領(lǐng)袖人物必須要了解香港市民的期望,掌握他們的情緒變化,由草根市民、中產(chǎn)以至富裕階層,與他們和當(dāng)前環(huán)境同呼吸、共感應(yīng)。這種服務(wù)熱誠,甚至須跨越世代,以子孫后代的祉為念,構(gòu)建美好將來。領(lǐng)袖人物若沒有這種熱誠,在形勢困厄之際,根本難有作為。熱誠之本,在于熱愛香港這個(gè)家,信任香港人,信任大家的未來。

      In the broader context, passion for our country, or patriotism, is just as important for a leader of Hong Kong.We are part of China.Our futures are forever linked.I strongly believe that Hong Kong people love their country and want to see it prosper.But I also feel that after a separation of one and a half centuries, we need to understand her more deeply.Without that understanding Hong Kong can never discover fully the unique role that it can play in the development of our nation.And what changes that development can make to the lives of people on the Mainland and in Hong Kong.Not just in terms of dollars and cents, economic benefit or what we get out of it.Our community and our leaders need to look for ways in which we can contribute more to the national agenda by bringing into play our experience, skills and international outlook.Any such contributions will be richly rewarded.The Chief Executive must always remember that he is responsible to the Central Government as well as to the people of Hong Kong.作為香港的領(lǐng)袖,熱愛國家與熱愛香港同樣重要。香港是中國一部分,血脈相連,榮辱與共。我堅(jiān)信,香港人都熱愛祖國,希望國家昌盛富強(qiáng)。但我亦感受到,兩地經(jīng)過一個(gè)半世紀(jì)的分隔,香港必須對(duì)祖國有更深入的了解。缺乏這種了解,香港難以充份體現(xiàn)自己在國家發(fā)展中可擔(dān)當(dāng)?shù)莫?dú)特角色,以及明白這些發(fā)展如何改變廣大同胞和市民的生活。當(dāng)中涉及的,不單只是錢財(cái)、經(jīng)濟(jì)利益或其他好處。我們的領(lǐng)袖和社會(huì)各界,必須想方設(shè)法,憑借自己的經(jīng)驗(yàn)專長和國際視野,為國家的發(fā)展多作貢獻(xiàn)。這些貢獻(xiàn),一定會(huì)帶來豐盛回報(bào)。作為行政長官,必須經(jīng)常謹(jǐn)記,自己同時(shí)向中央政府和香港市民負(fù)責(zé)。

      I also feel that humility and self-reflection are very important personal qualities, if you want to be a leader in Hong Kong.Great leaders are not known to be shrinking violets, or to have much self-doubt.What I have learnt throughout my career is that the higher you go, the more humble you need to become.That is because the burden of responsibility also increases — there are more people relying on you and your judgment.There are more views that need to be considered and to be reconciled.There are different ways of approaching a problem than perhaps you alone may have considered.This does not mean that you put aside your vision, convictions or principles — it just means that in pursuit of your objective, you must try to put your ego to one side and acknowledge and admit that other people may have a better proposal to achieve your own objective.Humility also means that if you get knocked down you accept that setback, get back up again, and move on.在香港要當(dāng)領(lǐng)袖,我覺得謙卑態(tài)度和自省能力也非常重要。歷來的偉大領(lǐng)袖,很少怯懦之輩。從個(gè)人工作經(jīng)驗(yàn)所得,我認(rèn)為越是身處高位,越要兢兢業(yè)業(yè),因?yàn)樨?zé)任重大,許多人都依靠領(lǐng)袖的判斷和表現(xiàn)。當(dāng)然,涉及的考慮因素很多,而處理問題的方式,亦不局限于個(gè)人之見。但這并不代表領(lǐng)袖把自己的愿景、信念和原則擱在一旁。他們反而要在追尋目標(biāo)的過程中,盡量放下一己執(zhí),承認(rèn)并接納他人或有達(dá)致目標(biāo)的更好辦法。謙卑之道,亦在于遇挫敗而敢承認(rèn),百折不撓,堅(jiān)毅求進(jìn)。Leadership indeed requires vision.But it must be a vision that is relevant to the people, relevant to the time, and possible to achieve.I have often used the word pragmatic to describe my approach to policy making, which is really all about how you bring your vision to life.A key aspect of this is to ensure that your vision — your policies and your planning for the longer term — are clearly explained and articulated.Why you have this vision.What it means for Hong Kong.Why it’s important for our future.What’s in it for the people of Hong Kong.Vision is nothing without discipline and perseverance — you need to make good on your promises.To use an often quoted phrase: You can’t just talk the talk;you have to walk the walk.If you believe in your vision, you need to fight the good fight because, if you don’t, that will ultimately erode your credibility.領(lǐng)導(dǎo)需要抱持愿景,那必須是貼近民眾、適時(shí)和能夠?qū)崿F(xiàn)的愿景。我經(jīng)常以務(wù)實(shí)這個(gè)詞語來形容我的施政方針,那其實(shí)就是務(wù)求把愿景實(shí)現(xiàn)過來。要做到這一點(diǎn),關(guān)鍵在于必須清楚說明并闡述愿景--你的長遠(yuǎn)政策和規(guī)劃。為什么有這樣的愿景?對(duì)香港有什么意義?為什么對(duì)香港的未來這么重要?香港人有什么可以做?你必須有紀(jì)律并堅(jiān)定地實(shí)行,才能實(shí)現(xiàn)愿景,兌現(xiàn)承諾。我們經(jīng)常說:凡事都要說得到做得到。如果你相信自己的愿景,那必須堅(jiān)守信念,奮勇向前,否則最終必會(huì)損害自己的公信力。

      Once you have your vision and set your agenda, then I believe leadership requires diligence.I recall that Bill Clinton once said something along the lines that ‘every day is an election day’ or governance is ‘a(chǎn) permanent campaign’.That is, every day you need to work hard to deliver on your promises and vision, as well as deal with the myriad and varied issues that clamour for time and attention.Unless you are diligent, you can’t deliver — because the devil is in the detail.有了愿景和綱領(lǐng),我相信領(lǐng)袖還需要勤勉用心。我記得克林頓先生說過類似的話:“每日都是競選日”,或者管治就是“長久作戰(zhàn)”。那是說你需要每日勤勉工作,才能履行承諾實(shí)現(xiàn)愿景,處理各類耗時(shí)費(fèi)心的繁重問題。你一定要勤勉用心,否則無法做好,因?yàn)楣ぷ骷?xì)節(jié)是最容易出錯(cuò)的地方。

      Now, leaders can’t keep an eye on every little detail of every policy of every issue — there’s just not enough hours in the day to do that.But what leaders can do is set the example for others to follow.Entrust your team to remain diligent in developing and implementing policy.Yet for major issues, or in times of emergency, you need to be there yourself attending to the details of the mission.今日,領(lǐng)袖不可能時(shí)刻留意每個(gè)問題每項(xiàng)政策的每一步工作,時(shí)間上確實(shí)不可能做到。不過,領(lǐng)袖可以樹立榜樣讓其他人跟隨。把工作交托給你的團(tuán)隊(duì)繼續(xù)用心制訂政策并切實(shí)執(zhí)行。當(dāng)然,遇有重大問題或緊急情況,你必須親力親為,并注意工作每項(xiàng)細(xì)節(jié)。

      Sensitivity to the changing world and sensitivity to the changing needs and priorities of the community is another aspect of leadership.Some might call it a radar system or even an early warning system.This is particularly important — and challenging — nowadays with such a multitude of avenues for people to express their views and opinions.I just mentioned the need for diligence in pushing forward your policy agenda.You also need to be diligent in listening to people’s views.It’s not easy or pleasant to change your plans or approach because, of course, you already believe it has been well thought through!But in my experience, no plan is perfect and often you can improve it by taking on board some new ideas or perspectives;or by acknowledging that community priorities have changed or moved on.領(lǐng)袖的另一要素是靈敏反應(yīng)——對(duì)不斷轉(zhuǎn)變的世界和民眾訴求,必須更快領(lǐng)悟掌握。有些人說領(lǐng)袖需要有雷達(dá)偵測系統(tǒng)、甚至是預(yù)警系統(tǒng)那種靈敏度。這點(diǎn)特別重要,難度也高,因?yàn)槿罕姮F(xiàn)在有各式各樣的途徑表達(dá)意見。我剛才提到有需要勤勉推動(dòng)你的施政綱領(lǐng),也有需要用心聽取民眾的意見。如果你相信自己的施政計(jì)劃和方針乃經(jīng)過深思熟慮才定立,最終卻要改變,要接受這做法的確不容易,也不好受。不過,據(jù)我經(jīng)驗(yàn)所得,沒有一項(xiàng)計(jì)劃是完美無瑕的。采納一些新意念或新角度,或是隨民眾的新取向更改某些計(jì)劃,也的確能夠把施政工作做得更好。Another lesson I have learnt about leadership is that you can’t do it alone.You need a good team of people to work with you.No leader can survive without a good team.In my current role, I have a dedicated group of Principal Officials supported by a political cadre as my immediate team.And of course we have the support and input of one of the finest civil services in the world, which works hand-in-hand with the political team to undertake policy and administrative planning, and to see through the implementation of our policies and decisions.All along the chain of command there are teams of people attending to the details of the daily business of government.And every team, in every division, of every department is important for the smooth and efficient running of Hong Kong.另一個(gè)我學(xué)懂的道理,是不能夠孤軍作戰(zhàn)。你需要一個(gè)好的團(tuán)隊(duì)。沒有好班子的領(lǐng)袖是難以成功的。以我目前的崗位,我有一班盡忠職守的政治任命主要官員輔助施政,當(dāng)然還有一支全球最優(yōu)秀的公務(wù)員隊(duì)伍支援協(xié)助。公務(wù)員隊(duì)伍與政治團(tuán)隊(duì)合力制訂政策方針和施政計(jì)劃,確保各項(xiàng)措施和決定得以切實(shí)執(zhí)行。在整個(gè)管理系統(tǒng)中,有各級(jí)人員處理日常施政的每一步工作,每個(gè)部門每一科系組別的同事,都對(duì)香港順暢而高效的施政十分重要。

      As a leader of Hong Kong, you really have to be a team player.You set the strategic direction and make it known to your team.After that you need to spend time with your team, to share your views with team members, to make sure they understand what you want them to do, and to give ample room for them to contribute their best.While it is important to monitor the progress of that work, it is equally important to empower your team to just get on with the job at hand — to trust them to deliver and to have faith in their ability.Leadership also means about standing by your team if something doesn’t go quite according to plan;and working with them to rectify any problems or to get a project back on track.身為香港的領(lǐng)袖,你必須具備團(tuán)隊(duì)精神。你制定策略方向,并向你的團(tuán)隊(duì)清楚解說?;c(diǎn)時(shí)間與你的隊(duì)員交流理念,確保他們明白你的要求,然后給予他們充足空間自行發(fā)揮。監(jiān)察工作進(jìn)展固然重要,把任務(wù)全權(quán)交托他們、信任他們的辦事能力同樣重要。若計(jì)劃進(jìn)展未如理想,身為領(lǐng)袖的必須全力支持團(tuán)隊(duì),與他們一起糾正問題,使計(jì)劃能夠回復(fù)正軌妥善推行。

      Communication is of course a vital aspect of leadership.We have to tell the community what we want to achieve.We have to explain our policies and decisions.We have to answer questions and address criticisms.We have to listen to what people have to say.We have to engage in a dialogue with civil society.Hong Kong is fortunate to have such a free and robust media that keeps the government on its toes.There can never be any doubt in Hong Kong that we do not know what the public thinks about any particular issue.Technological advances have made communication with the public both easier and more challenging in recent years — not just here in Hong Kong but for governments around the world.We are trying hard to meet the public’s expectations in this regard with greater use of social media platforms.領(lǐng)袖的另一要素當(dāng)然是重視溝通。我們必須向民眾解釋我們的目標(biāo)、政策和決定,并且回應(yīng)公眾的提問和批評(píng)。我們必須聆聽市民的意見,與他們對(duì)話交流。香港有一支自由而蓬勃的傳媒隊(duì)伍,監(jiān)察政府謹(jǐn)慎行事。市民的時(shí)評(píng)議論,我們不會(huì)聽不到。科技發(fā)達(dá),政府與市民近年的溝通變得更容易,也更富挑戰(zhàn)。這情況不限于香港,世界各地都一樣。我們會(huì)多使用社交媒體與市民互動(dòng)交流。If you talk about YouTube or Facebook or Twitter, then naturally you think about the younger generations — the post-70s, or the post-80s, or the post 90s as we like to call them.This leads me to another important lesson about leadership and that is the need to nurture talent and to provide opportunities for our younger people to contribute their talents, and to develop their own leadership style and skills.說到Y(jié)ouTube或Facebook或Twitter,我們很自然會(huì)想到年輕一代,套用流行用語,就是“70后”、“80后”或“90后”。這帶出領(lǐng)袖的另一項(xiàng)重要工作,就是培育人才,提供機(jī)會(huì)予年輕人發(fā)揮所長,讓他們發(fā)展自己一套領(lǐng)導(dǎo)風(fēng)格和技巧。It has often been said that the youth of today are the leaders of tomorrow — and that is so true.New ideas, new approaches to problems, new ways of communicating — all of these can be harnessed by a leader who brings on board young talent to the team.In Hong Kong, we are still in the relatively early stages of developing party politics — but we can see that more and more young people are becoming interested in politics and the issues which will shape the future of our city.I think that is a very positive development which augers well for the future of public administration in our city.我們經(jīng)常說今日的年輕人是明日的社會(huì)棟梁。這話十分正確。領(lǐng)袖透過提拔年輕才俊進(jìn)入領(lǐng)導(dǎo)團(tuán)隊(duì),可以帶來新意念、處理問題的新方法,以及新溝通方式。香港的政黨政治發(fā)展仍然處于較初步階段,但我們看到越來越多年輕人有興趣參與政治和與香港未來有關(guān)的課題。我認(rèn)為這是可喜的發(fā)展,也有利于香港未來的公共行政。

      Finally, perhaps most relevant for me at this point in time, is the understanding that change is inevitable and that all things must come to an end.Perhaps the word I am looking for is wisdom.History is littered with great leaders who stayed on too long — from heads of state right down to the chairman of a local social club.My time is very limited.I have made good progress in delivering the pledges I made at the beginning of my current term in 2007 — pledges set according to my vision for Hong Kong.Yet we can still feel the momentum for change building up in the community.I have no intention of winding down before my term expires on June 30 next year — indeed that would go against all of what I have just said about leadership.But the last year of any political leader’s term does throw up particular challenges as far as leadership is concerned.The most obvious, of course, is relevance.People will say: “ Donald will be gone next year so we need to start thinking about what we want the next CE to do.” There’s nothing we can do to stop those types of discussions taking place — and I would not want to.最后一點(diǎn),或許也最切合我目前的情況,就是領(lǐng)袖必須明白轉(zhuǎn)變是必然的,萬事萬物都會(huì)有終結(jié)的一天。這或者需要智慧去理解。歷史上許多在位時(shí)間太長的偉大領(lǐng)袖,上至國家元首,下至社團(tuán)會(huì)所主席。我的時(shí)間是有限的。我在二○○七年就任本屆行政長官時(shí),為香港的愿景定下施政承諾,這些工作計(jì)劃至今進(jìn)展良好。不過,社會(huì)要求變革的動(dòng)力還是越來越大。在明年六月三十日任期屆滿之前,我絕不會(huì)松懈下來,否則便有違我剛才所說的領(lǐng)袖要素。然而,任何政治領(lǐng)袖在任期最后一年,都會(huì)面對(duì)一些領(lǐng)導(dǎo)上的轉(zhuǎn)變。當(dāng)中最明顯的,自是某些事情好像與自己沒有多大關(guān)連。人們會(huì)說:“曾蔭權(quán)明年便卸任,我們要開始思考要求下任行政長官做些什么了!”我們無法制止、也不想制止這類討論。

      All I would say is that it is a tremendous honour and privilege to be the Chief Executive of the Hong Kong Special Administrative Region and I pledge to continue serving the people of Hong Kong with the integrity, vision, diligence and sensitivity I have just spoken about.My team and I are now working on our last Policy Address in October, and we will not shy away from the important issues that are of concern to the community — housing, bridging the wealth gap and elderly services.We will be starting our consultation exercise soon and I urge you all to provide your input.And of course, I am sure that the Bauhinia Foundation will have a submission or two to make as well.我想說的是,能擔(dān)任香港特別行政區(qū)行政長官,是我莫大的榮幸。我承諾會(huì)以我剛才所說的領(lǐng)袖要素——誠懇正直、抱持愿景、勤勉用心、靈敏反應(yīng),繼續(xù)服務(wù)香港市民。我和我的團(tuán)隊(duì)現(xiàn)正編寫我將于十月發(fā)表的最后一份《施政報(bào)告》,我們不會(huì)回避社會(huì)關(guān)心的重要課題,包括房屋、貧富懸殊及安老服務(wù)等。我們即將展開諮詢,我在這里呼吁大家踴躍發(fā)表意見。我相信智經(jīng)研究中心也會(huì)為《施政報(bào)告》提交一兩份意見書。Thank you very much.謝謝。

      Members of the University Family, Ladies and Gentlemen,各位香港大學(xué)的成員、各位先生、女士:

      One hundred years ago, on this very day, a small foundation stone was laid for what would become a great university in China, in Asia and in the world.Even the most optimistic champion of this project at that time would probably not have been able to imagine the growth, development and advancement that this august institution has seen over the past century.一百年前的這一天,一塊小石為香港奠下這所“懷抱中華、標(biāo)領(lǐng)亞洲、曠眼世界”的巍巍學(xué)府。當(dāng)年的創(chuàng)校先賢,即使是最樂觀的,大概都想像不到香港大學(xué)過去一個(gè)世紀(jì)的茁壯成長和長足發(fā)展。

      Much of course has changed in that time.Hong Kong is no longer the little colony it was back in 1910;our country is no longer ruled by an Emperor.時(shí)移勢易,香港今日不再是一九一零年那細(xì)小的殖民地,而我們的國家也不再由皇帝統(tǒng)治。

      What hasn't changed, though, is the University's vision to contribute to the advancement of society and the development of leaders.Throughout the years, the University of Hong Kong has remained an institution that embodies freedom, diversity and integrity;has embraced interaction with the world;and has instilled in different generations of students a sense of mission and a willingness to accommodate new ideas, face new challenges and undertake new ventures.不過,港大“樹人淑世、明德新民”的理想,卻始終如一。悠悠百載,港大一直體現(xiàn)自由多元,力求進(jìn)步完善,促進(jìn)與世界各地的學(xué)術(shù)交流,培育的每一代學(xué)生莫不勇于承擔(dān)使命,樂于接受新思維新考驗(yàn),敢于開創(chuàng)新天地新里程。

      Since its foundation, HKU has grown side by side with our city.It has nurtured more than 130,000 graduates, many of whom have become leaders in their various fields;it has contributed to the social, cultural and economic development of our society;and, it has engaged in pioneering research that has put Hong Kong on the world map.These achievements would not have been possible without the concerted efforts of academics, students, Council members, and all those who have given support to the university.The recent ranking of HKU as “No.1 in Asia” could not have come at a more appropriate time and is indeed the best reward for all who have helped build the university's commitment to excellence over the past 100 years.建校以來,港大與本港并肩成長,至今培育出超過13萬名畢業(yè)生,不少已成為各行各業(yè)的精英翹楚。港大對(duì)本港的社會(huì)、文化和經(jīng)濟(jì)發(fā)展貢獻(xiàn)宏大。港大參與的先導(dǎo)研究,使香港在全球穩(wěn)占一席。這些輝煌成就,全賴學(xué)者、同學(xué)、校務(wù)委員會(huì)成員同心協(xié)力,以及社會(huì)各界的鼎力支持。在最近一項(xiàng)大學(xué)排名中,港大居“亞洲第一”。這項(xiàng)殊榮來得正好,可說是對(duì)百年以來所有致力協(xié)助港大向前奮進(jìn)的人士的最佳回報(bào)。

      Knowledge recognises no borders.Since the College of Medicine era, this university has become home to scholars and students from every corner of the globe.Whether they settle here, or move on, their presence has enriched the academic life at HKU, and the networks of alumni and faculty is a lasting source of inspiration.These networks have made HKU all the stronger, to the benefit of our students and Hong Kong as a whole.知識(shí)無分疆界。自醫(yī)學(xué)院年代起,港大已經(jīng)是世界各地不少學(xué)者和學(xué)生安身立命的地方。不論最終是否長居香港,他們的事跡都豐富了港大的校園生活,開拓了一個(gè)經(jīng)久不衰、寬廣有力的校友和教職人員網(wǎng)絡(luò),讓港大不斷壯大,利惠本校學(xué)生和香港整體社會(huì)。

      I admire the vision of our predecessors, and I urge you to keep pushing the boundaries of excellence that has become a hallmark of HKU.In the same vein, the Government has stepped up efforts to develop Hong Kong as a regional education hub.We will achieve this through the

      internationalisation and diversification of our higher education sector;through better promotion;by maintaining a robust quality assurance regime, developing a healthy self-financing sector, and with the unwavering support of our excellent publicly-funded institutions.The University of Hong Kong has a vital role to play in this important process.我欽佩港大先賢的遠(yuǎn)大目光,期盼與大家秉承港大生生不息、不懈求進(jìn)的精神。政府方面已經(jīng)增撥資源,發(fā)展香港為區(qū)域教育樞紐。為實(shí)現(xiàn)目標(biāo),本港的高等教育將邁向國際化、多元化,我們會(huì)加強(qiáng)課程推廣,維持穩(wěn)健的質(zhì)素保證制度,發(fā)展健全的自資高等教育。這些工作,有賴本港由公帑資助的全體院校繼續(xù)支持,其中港大當(dāng)可發(fā)揮重大作用。

      At the foundation stone laying ceremony 100 years ago, Governor Frederick Lugard said that the beginnings of this University are, and I quote, “the nucleus of what will some day be a great and beneficent institution whose proportion will transcend and exceed our scheme of today, as much as the completed building will transcend and exceed this small and comparatively insignificant block of granite”.一百年前,總督盧嘉爵士在港大奠基儀式上說:“這里將孕育出一所卓越不凡、惠澤社的學(xué)府。它往后的發(fā)展將遠(yuǎn)超我們今天的預(yù)期,正如建筑物落成之日,也會(huì)遠(yuǎn)超這塊卑微的花崗小石?!?/p>

      Members of the University Family, Ladies and Gentlemen,各位香港大學(xué)的成員、各位先生、女士:

      One hundred years ago, on this very day, a small foundation stone was laid for what would become a great university in China, in Asia and in the world.Even the most optimistic champion of this project at that time would probably not have been able to imagine the growth, development and advancement that this august institution has seen over the past century.一百年前的這一天,一塊小石為香港奠下這所“懷抱中華、標(biāo)領(lǐng)亞洲、曠眼世界”的巍巍學(xué)府。當(dāng)年的創(chuàng)校先賢,即使是最樂觀的,大概都想像不到香港大學(xué)過去一個(gè)世紀(jì)的茁壯成長和長足發(fā)展。

      Much of course has changed in that time.Hong Kong is no longer the little colony it was back in 1910;our country is no longer ruled by an Emperor.時(shí)移勢易,香港今日不再是一九一零年那細(xì)小的殖民地,而我們的國家也不再由皇帝統(tǒng)治。

      What hasn't changed, though, is the University's vision to contribute to the advancement of society and the development of leaders.Throughout the years, the University of Hong Kong has remained an institution that embodies freedom, diversity and integrity;has embraced interaction with the world;and has instilled in different generations of students a sense of mission and a willingness to

      accommodate new ideas, face new challenges and undertake new ventures.不過,港大“樹人淑世、明德新民”的理想,卻始終如一。悠悠百載,港大一直體現(xiàn)自由多元,力求進(jìn)步完善,促進(jìn)與世界各地的學(xué)術(shù)交流,培育的每一代學(xué)生莫不勇于承擔(dān)使命,樂于接受新思維新考驗(yàn),敢于開創(chuàng)新天地新里程。

      Since its foundation, HKU has grown side by side with our city.It has nurtured more than 130,000 graduates, many of whom have become leaders in their various fields;it has contributed to the social, cultural and economic development of our society;and, it has engaged in pioneering research that has put Hong Kong on the world map.These achievements would not have been possible without the concerted efforts of academics, students, Council members, and all those who have given support to the university.The recent ranking of HKU as “No.1 in Asia” could not have come at a more appropriate time and is indeed the best reward for all who have helped build the university's commitment to excellence over the past 100 years.建校以來,港大與本港并肩成長,至今培育出超過13萬名畢業(yè)生,不少已成為各行各業(yè)的精英翹楚。港大對(duì)本港的社會(huì)、文化和經(jīng)濟(jì)發(fā)展貢獻(xiàn)宏大。港大參與的先導(dǎo)研究,使香港在全球穩(wěn)占一席。這些輝煌成就,全賴學(xué)者、同學(xué)、校務(wù)委員會(huì)成員同心協(xié)力,以及社會(huì)各界的鼎力支持。在最近一項(xiàng)大學(xué)排名中,港大居“亞洲第一”。這項(xiàng)殊榮來得正好,可說是對(duì)百年以來所有致力協(xié)助港大向前奮進(jìn)的人士的最佳回報(bào)。

      Knowledge recognises no borders.Since the College of Medicine era, this university has become home to scholars and students from every corner of the globe.Whether they settle here, or move on, their presence has enriched the academic life at HKU, and the networks of alumni and faculty are lasting source of inspiration.These networks have made HKU all the stronger, to the benefit of our students and Hong Kong as a whole.知識(shí)無分疆界。自醫(yī)學(xué)院年代起,港大已經(jīng)是世界各地不少學(xué)者和學(xué)生安身立命的地方。不論最終是否長居香港,他們的事跡都豐富了港大的校園生活,開拓了一個(gè)經(jīng)久不衰、寬廣有力的校友和教職人員網(wǎng)絡(luò),讓港大不斷壯大,利惠本校學(xué)生和香港整體社會(huì)。

      I admire the vision of our predecessors, and I urge you to keep pushing the boundaries of excellence that has become a hallmark of HKU.In the same vein, the Government has stepped up efforts to develop Hong Kong as a regional education hub.We will achieve this through the internationalisation and diversification of our higher education sector;through better promotion;by maintaining a robust quality assurance regime, developing a healthy self-financing sector, and with the unwavering support of our excellent publicly-funded institutions.The University of Hong Kong has a vital role to play in this important process.我欽佩港大先賢的遠(yuǎn)大目光,期盼與大家秉承港大生生不息、不懈求進(jìn)的精神。政府方面已經(jīng)增撥資源,發(fā)展香港為區(qū)域教育樞紐。為實(shí)現(xiàn)目標(biāo),本港的高等教育將邁向國際化、多元化,我們會(huì)加強(qiáng)課程推廣,維持穩(wěn)健的質(zhì)素保證制度,發(fā)展健全的自資高等教育。這些工作,有賴本港由公帑資助的全體院校繼續(xù)支持,其中港大當(dāng)可發(fā)揮重大作用。

      At the foundation stone laying ceremony 100 years ago, Governor Frederick Lugard said that the beginnings of this University are, and I quote, “the nucleus of what will some day be a great and beneficent institution whose proportion will transcend and exceed our scheme of today, as much as the completed building will transcend and exceed this small and comparatively insignificant block of granite”.一百年前,總督盧嘉爵士在港大奠基儀式上說:“這里將孕育出一所卓越不凡、惠澤社的學(xué)府。它往后的發(fā)展將遠(yuǎn)超我們今天的預(yù)期,正如建筑物落成之日,也會(huì)遠(yuǎn)超這塊卑微的花崗小石?!?/p>
