尊敬的多諾霍會(huì)長(zhǎng)，女士們、先生們，大家上午好。很高興與各位在北京相遇，共同討論中美雙向投資以及未來(lái)的合作問(wèn)題。我再次代表中國(guó)國(guó)際經(jīng)濟(jì)交流中心向來(lái)自于美國(guó)和中國(guó)的一些企業(yè)家和前政要們表示熱烈的歡迎，對(duì)美國(guó)全國(guó)商會(huì)為本次會(huì)議所做的努力致以誠(chéng)摯的感謝。

上個(gè)世紀(jì)中葉以來(lái)，經(jīng)濟(jì)的全球化的進(jìn)程深刻改變著并重塑了我們世界，商品和生產(chǎn)要素在全球的范圍內(nèi)進(jìn)行了流動(dòng)與優(yōu)化配臵，加深各國(guó)間 的相互聯(lián)系和依賴，提高了經(jīng)濟(jì)效率，促進(jìn)了全球經(jīng)濟(jì)發(fā)展，大量的民眾因此而擺脫貧困，世界經(jīng)濟(jì)發(fā)展不平衡的問(wèn)題也在很大程度上得到了改善。順應(yīng)全球化的大趨勢(shì)，特別是發(fā)揮全球化在經(jīng)濟(jì)增長(zhǎng)、收入分配和宏觀經(jīng)濟(jì)穩(wěn)定方面的作用，要求各國(guó)繼續(xù)提高開(kāi)放的水平，堅(jiān)持貿(mào)易投資自由化和便利化的基本原則。改革開(kāi)放以來(lái)，中國(guó)的經(jīng)濟(jì)快速的融入了經(jīng)濟(jì)全球的分工，與世界互動(dòng)加深，實(shí)現(xiàn)了經(jīng)濟(jì)快速發(fā)展。在這一過(guò)程中，美國(guó)對(duì)華投資起到了十分重要的作用，對(duì)中國(guó)加快產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整和優(yōu)化升級(jí)，促進(jìn)技術(shù)進(jìn)步以及擴(kuò)大就業(yè)都做出了貢獻(xiàn)。但目前來(lái)看，中美兩國(guó)的投資規(guī)模還不大，中國(guó)對(duì)美國(guó)的直接投資存量不足一百億，甚至遠(yuǎn)遠(yuǎn)低于一些小型的經(jīng)濟(jì)體對(duì)美國(guó)的投資，美國(guó)在中國(guó)的直接投資存量約700億美元，也只占中國(guó)吸收外國(guó)直接投資總量的不大的比例，這與中美兩國(guó)在世界經(jīng)濟(jì)中的地位很不相符，從投資的數(shù)量看，兩國(guó)之間也還面臨著比較明顯的投資不平衡的問(wèn)題。根據(jù)經(jīng)濟(jì)理論界的研究，投資不平衡容易導(dǎo)致兩國(guó)的貿(mào)易不平衡以及經(jīng)濟(jì)的失衡。

C-E CI Week Seven 中美雙向投資規(guī)模小，有中國(guó)和美國(guó)雙方面的原因，從美國(guó)對(duì)華投資來(lái)看，美國(guó)投資者有一些訴求，特別是在服務(wù)業(yè)市場(chǎng)準(zhǔn)入，知識(shí)產(chǎn)權(quán)保護(hù)，政府采購(gòu)和自主創(chuàng)新政策方面，這些訴求其中有一些是合理的，中國(guó)將會(huì)在進(jìn)一步改革開(kāi)放的政策中重點(diǎn)的進(jìn)行考慮和解決。部分跨國(guó)公司 認(rèn)為中國(guó)的投資環(huán)境在變，變差，甚至擔(dān)心中國(guó)的開(kāi)放政策發(fā)生變化，應(yīng)該說(shuō)中國(guó)政府始終堅(jiān)持互利共贏的開(kāi)放戰(zhàn)略，一貫致力于對(duì)外界創(chuàng)造 更加開(kāi)放、更加優(yōu)化的投資環(huán)境。我們歡迎具有先進(jìn)技術(shù)和管理經(jīng)驗(yàn)的外國(guó)公司來(lái)華投資興業(yè)。

2010年以來(lái)，中國(guó)年度外資吸收額上千億美元，已經(jīng)是全球第二位，當(dāng)前的投資環(huán)境趨緊，主要是受全球和中國(guó)經(jīng)濟(jì)增長(zhǎng)放緩的影響，再加上日益嚴(yán)峻的環(huán)境壓力，以及能源、原材料、勞動(dòng)力等生產(chǎn)成本上升較快，跨國(guó)公司在中國(guó)的經(jīng)營(yíng)難免也會(huì)遇到一些困難。中國(guó)政府也正在積極的制定政策，克服這些困難，和不利的影響，隨著各項(xiàng)政策實(shí)施到位，中國(guó)的投資環(huán)境會(huì)繼續(xù)得到改善。中國(guó)對(duì)美投資近年來(lái)有較快的增長(zhǎng)，但遇到的困難也不少，一方面中國(guó)企業(yè)在人才、技術(shù)、管理和營(yíng)銷(xiāo)方面與美國(guó)等發(fā)達(dá)國(guó)家相比都還不具有明顯的優(yōu)勢(shì)，對(duì)美國(guó)的政治、經(jīng)濟(jì)、法律和文化背景缺乏足夠的了解，但另一方面，中國(guó)企業(yè)在美投資也面臨著很多的障礙，美國(guó)的一些領(lǐng)域，特別是公用事業(yè)和基礎(chǔ)設(shè)施行業(yè)還沒(méi)有完全開(kāi)放。美國(guó)的技術(shù)出口管制政策在很大程度上影響了中國(guó)企業(yè)赴美投資的領(lǐng)域，美國(guó)的外國(guó)投資委員會(huì)對(duì)外資并購(gòu)的安全審查缺乏足夠的透明度，部門(mén)之間存在著相互制約，審查過(guò)程繁瑣，特別是對(duì)中國(guó)國(guó)有企業(yè)和主權(quán)財(cái)富基金赴美投資存在著偏見(jiàn)。

女士們、先生們，作為世界上最大的發(fā)達(dá)國(guó)家與最大的發(fā)展中國(guó)家，美中兩國(guó)的要素資源稟賦以及產(chǎn)業(yè)成熟的不同，在很長(zhǎng)時(shí)間內(nèi)會(huì)有互補(bǔ)性，能夠?yàn)閮蓢?guó)投資創(chuàng)造一個(gè)廣闊的空間。增加中美雙向投資，不僅有利于再平衡兩國(guó)經(jīng)濟(jì)關(guān)系，而且也有利于促進(jìn)兩國(guó)經(jīng)濟(jì)的發(fā)展，提高就業(yè)水平和人民的福祉。目前，中美兩國(guó)都在致力于經(jīng)濟(jì)結(jié)構(gòu)調(diào)整，美國(guó)提出了回歸實(shí)業(yè)，實(shí)施出口倍增計(jì)劃，發(fā)展新興產(chǎn)業(yè)。中國(guó)鼓勵(lì)國(guó)內(nèi)擴(kuò)大消費(fèi)、發(fā)展工業(yè)，并推進(jìn)城市化和工業(yè)化，蘊(yùn)含著巨大的投資機(jī)會(huì)，美國(guó)企業(yè)在創(chuàng)新高技術(shù)產(chǎn)業(yè)以及現(xiàn)代服務(wù)業(yè)等方面具有絕對(duì)的優(yōu)勢(shì)。中國(guó)企業(yè)在基礎(chǔ)設(shè)施建設(shè)以及制造業(yè)能力上具有比較優(yōu)勢(shì)，兩國(guó)應(yīng)該在結(jié)構(gòu)

C-E CI Week Seven 調(diào)整中找到利益的共同點(diǎn)，發(fā)揮各自的優(yōu)勢(shì)，挖掘經(jīng)濟(jì)合作的潛力，提升中美兩國(guó)投資水平需要兩國(guó)政府和商業(yè)界加強(qiáng)合作，特別是要在政治、經(jīng)濟(jì)領(lǐng)域建立互信，加強(qiáng)對(duì)經(jīng)濟(jì)、社會(huì)發(fā)展模式、治理理念和意識(shí)形態(tài)的理解和溝通，為兩國(guó)企業(yè)投資創(chuàng)造一個(gè)良好的氣候和氛圍。

這次會(huì)議旨在為大家提供一個(gè)交流的平臺(tái)，希望美方人士多介紹美國(guó)的政治、經(jīng)濟(jì)、投資環(huán)境，以及投資審查等情況。幫助中國(guó)企業(yè)赴美投資。中方在政府官員和企業(yè)家在介紹中國(guó)投資的市場(chǎng)情況外，也要認(rèn)真的聽(tīng)取美方的介紹和意見(jiàn)，多了解美國(guó)的情況，通過(guò)大家共同的努力，真正推動(dòng)兩國(guó)雙向投資上一個(gè)新的臺(tái)階。最后，預(yù)祝本次論壇取得圓滿成功。謝謝。

非常高興受邀出席今天的中美企業(yè)投資合作論壇。首先，我代表商務(wù)部美大司，對(duì)美國(guó)駐廣州總領(lǐng)館、華南美國(guó)商會(huì)、商務(wù)部投促局和廈門(mén)市各有關(guān)部門(mén)為本次論壇的舉辦所付出的努力表示衷心感謝，對(duì)出席今天論壇的中美兩國(guó)各界朋友表示誠(chéng)摯的問(wèn)候！

中美企業(yè)投資合作論壇是中美兩國(guó)政府有關(guān)部門(mén)于2008年共同發(fā)起，依托中國(guó)國(guó)際投資貿(mào)易洽談會(huì)，旨在推動(dòng)中美兩國(guó)雙向投資、促進(jìn)中美經(jīng)貿(mào)合作的重要平臺(tái)。幾年來(lái)，論壇的知名度不斷提高，影響力日益擴(kuò)大，受到中美兩國(guó)政府、企業(yè)、商協(xié)會(huì)、學(xué)術(shù)界的高度重視和積極響應(yīng)。我衷心希望，與會(huì)各位朋友能夠珍惜論壇提供的良機(jī)，暢敘友誼，坦誠(chéng)交流，務(wù)實(shí)合作，共謀發(fā)展，推動(dòng)中美投資合作取得新的、更大的成果。

中美關(guān)系是當(dāng)今世界最為重要的雙邊關(guān)系，兩國(guó)關(guān)系能否穩(wěn)定健康發(fā)展，關(guān)乎世界的和平、穩(wěn)定與繁榮。作為兩國(guó)總體關(guān)系的重要組成部分，中美經(jīng)貿(mào)關(guān)系在兩國(guó)建交后的三十多年里取得令世人矚目的發(fā)展。雙邊貿(mào)易額從1979年的不足25億美元，迅速增長(zhǎng)到2009年的2982.6億美元（2008年雙邊貿(mào)易額曾經(jīng)超過(guò)3000億美元），增長(zhǎng)近120倍。

多年來(lái)，中美在投資領(lǐng)域也開(kāi)展了卓有成效的合作。截至2010年7月底，美對(duì)華投資項(xiàng)目累計(jì)達(dá)58984個(gè)，合同金額1520.43億美元，實(shí)際投入640.43億美元。美國(guó)是中國(guó)最大的外資來(lái)源地之一。相比之下，中國(guó)企業(yè)赴美投資尚處于起步階段，但已經(jīng)出現(xiàn)喜人的發(fā)展勢(shì)頭。

互利和共贏是中美企業(yè)開(kāi)展投資合作的基礎(chǔ)。美國(guó)企業(yè)通過(guò)對(duì)華投資，既為中國(guó)帶來(lái)了先進(jìn)的理念、高端的技術(shù)和急需的資金，同時(shí)也為企業(yè)自身帶來(lái)了巨大的回報(bào)。根據(jù)中方不完全統(tǒng)計(jì)，美國(guó)在華投資企業(yè)每年實(shí)現(xiàn)銷(xiāo)售收入超過(guò)2000億美元，實(shí)現(xiàn)凈利潤(rùn)近80億美元。據(jù)我所知，絕大多數(shù)美國(guó)企業(yè)對(duì)中國(guó)市場(chǎng)前景感到樂(lè)觀，愿繼續(xù)擴(kuò)大在華投資，深耕中國(guó)市場(chǎng)。中國(guó)美國(guó)商會(huì)今年4月發(fā)布的2010《美國(guó)企業(yè)在中國(guó)》白皮書(shū)顯示，91%的企業(yè)對(duì)未來(lái)五年在華發(fā)展充滿信心，82%企業(yè)對(duì)未來(lái)一年中國(guó)經(jīng)濟(jì)發(fā)展前景表示樂(lè)觀，79%企業(yè)有意在2010年擴(kuò)大在華投資。這些數(shù)據(jù)充分表明，中美投資合作的深入發(fā)展是大勢(shì)所趨，人心所向，符合兩國(guó)的根本利益。

中國(guó)加入世界貿(mào)易組織以來(lái)，以真誠(chéng)的態(tài)度履行了市場(chǎng)開(kāi)放的承諾。目前，中國(guó)已經(jīng)躋身市場(chǎng)最為開(kāi)放的發(fā)展中國(guó)家行列。不久前，世界貿(mào)易組織總干事拉米先生對(duì)于中國(guó)履行加入世貿(mào)承諾給予了高度評(píng)價(jià)。日益開(kāi)放的中國(guó)市場(chǎng)既帶來(lái)了前所未有的發(fā)展機(jī)遇，同時(shí)也帶來(lái)了日益激烈的競(jìng)爭(zhēng)。希望外資企業(yè)抓住機(jī)遇，迎接挑戰(zhàn)，不斷提升自身在技術(shù)、管理、營(yíng)銷(xiāo)等方面的競(jìng)爭(zhēng)能力，力爭(zhēng)在中國(guó)這個(gè)具有廣闊發(fā)展前景的大市場(chǎng)立于不敗之地。

當(dāng)前，中國(guó)正在努力轉(zhuǎn)變經(jīng)濟(jì)增長(zhǎng)方式，著力提高國(guó)家整體創(chuàng)新能力，這無(wú)疑將為中外企業(yè)家和在華的外商投資企業(yè)提供了新的合作領(lǐng)域和更大的發(fā)展空間。中國(guó)的創(chuàng)新是開(kāi)放的創(chuàng)新，不會(huì)歧視、排斥來(lái)自世界其他地方的智慧結(jié)晶。我們將平等對(duì)待外商投資企業(yè)和中資企業(yè)在中國(guó)的創(chuàng)新和產(chǎn)品。我們鼓勵(lì)包括美國(guó)企業(yè)在內(nèi)的外商投資企業(yè)積極參與中國(guó)建設(shè)創(chuàng)新型國(guó)家的宏偉進(jìn)程。

前天，聯(lián)合國(guó)貿(mào)發(fā)會(huì)議第二屆世界投資論壇在廈門(mén)隆重舉行，習(xí)近平副主席在開(kāi)幕式上鄭重指出，中國(guó)過(guò)去、現(xiàn)在、將來(lái)都把利用好國(guó)際國(guó)內(nèi)兩個(gè)市場(chǎng)、兩種資源，把引進(jìn)外資和對(duì)外投資作為對(duì)內(nèi)促進(jìn)科學(xué)發(fā)展、和諧發(fā)展，對(duì)外堅(jiān)持和平發(fā)展、合作發(fā)展的長(zhǎng)期戰(zhàn)略方針。當(dāng)前，中國(guó)正積極致力于為廣大外商投資企業(yè)營(yíng)造更加開(kāi)放、更加優(yōu)化的投資環(huán)境。今年4月，中國(guó)國(guó)務(wù)院發(fā)布了《關(guān)于進(jìn)一步做好利用外資工作的若干意見(jiàn)》，未來(lái)，中國(guó)將不斷完善利用外資法律法規(guī)，持續(xù)加大知識(shí)產(chǎn)權(quán)保護(hù)力度，努力為外資企業(yè)在華發(fā)展提供更多便利。我相信，隨著中國(guó)開(kāi)放型經(jīng)濟(jì)不斷發(fā)展，外商在華投資必將獲得更加廣闊的空間和更加豐厚的回報(bào)。

我注意到，今天有很多中國(guó)企業(yè)界人士出席論壇活動(dòng)。近年來(lái)，中國(guó)企業(yè)對(duì)赴美投資也表現(xiàn)出極大的熱情。美國(guó)企業(yè)對(duì)華投資，為中國(guó)經(jīng)濟(jì)發(fā)展做出了貢獻(xiàn)。中國(guó)企業(yè)赴美投資，同樣可以帶動(dòng)美國(guó)當(dāng)?shù)鼐蜆I(yè)，同樣可以為美國(guó)經(jīng)濟(jì)的復(fù)蘇和發(fā)展貢獻(xiàn)一份力量。借此機(jī)會(huì)，我呼吁中美兩國(guó)政府進(jìn)一步加強(qiáng)合作，為中國(guó)企業(yè)赴美投資提供更多的便利。

女士們、先生們，在這里，我要特別提及，中國(guó)商務(wù)部將與中央政府10多個(gè)部門(mén)合作，于今年11月24-27日在北京舉辦“2010年中國(guó)綠色經(jīng)濟(jì)和綠色產(chǎn)業(yè)國(guó)際博覽會(huì)”，本次博覽會(huì)將展示世界各國(guó)在發(fā)展綠色經(jīng)濟(jì)方面的最新成果。我們歡迎中國(guó)和世界各國(guó)企業(yè)積極參與此次博覽會(huì)。

氣候變化和能源短缺是當(dāng)今世界面臨的共同挑戰(zhàn)，需要各國(guó)通過(guò)合作攜手應(yīng)對(duì)。中美是世界上兩個(gè)最大的能源生產(chǎn)和消費(fèi)國(guó)，雙方開(kāi)展清潔能源領(lǐng)域的合作擁有廣闊的空間。

近年來(lái)，中美兩國(guó)在能源環(huán)保領(lǐng)域開(kāi)展了形式多樣、內(nèi)容豐富的合作交流。去年11月奧巴馬總統(tǒng)訪華期間，兩國(guó)政府簽署了《中美關(guān)于加強(qiáng)氣候變化、能源和環(huán)境合作的諒解備忘錄》，就深化在自然資源保護(hù)、工業(yè)、建筑及消費(fèi)品能效、能源節(jié)約、碳捕獲及封存、電動(dòng)汽車(chē)研發(fā)及產(chǎn)業(yè)化、清潔能源及新能源開(kāi)發(fā)利用等廣泛領(lǐng)域的合作達(dá)成重要共識(shí)。今年5月，美國(guó)商務(wù)部駱家輝部長(zhǎng)率領(lǐng)美國(guó)清潔能源商務(wù)發(fā)展代表團(tuán)來(lái)華訪問(wèn)，雙方在能源環(huán)保領(lǐng)域的合作又向前邁出了堅(jiān)實(shí)的步伐。

美國(guó)在清潔能源、新能源、可再生能源和節(jié)能減排等領(lǐng)域擁有技術(shù)、資金和經(jīng)驗(yàn)優(yōu)勢(shì)，而中國(guó)擁有全球最大的綠色技術(shù)、產(chǎn)品和服務(wù)消費(fèi)市場(chǎng)。我認(rèn)為，兩國(guó)開(kāi)展合作的互補(bǔ)性遠(yuǎn)大于彼此間的競(jìng)爭(zhēng)性。中美企業(yè)家應(yīng)發(fā)揮各自優(yōu)勢(shì)，牢牢把握中美新能源產(chǎn)業(yè)發(fā)展和合作的歷史機(jī)遇，在提升企業(yè)自身經(jīng)濟(jì)效益的同時(shí)，為兩國(guó)乃至世界經(jīng)濟(jì)的可持續(xù)發(fā)展做出一份貢獻(xiàn)。

Distinguished Secretary of Commerce Penny Pritzker, Trade Representative Michael Froman, ladies and gentlemen，非常高興出席今天的論壇。首先，我謹(jǐn)代表中國(guó)政府，對(duì)論壇的舉辦表示熱烈的祝賀，對(duì)論壇的組織者表示衷心的感謝。對(duì)為中美旅游合作做出貢獻(xiàn)的各界人士致以崇高的敬意。

It’s my great pleasure to attend this forum.Firstly, on behalf of the Chinese government, I would like to congratulate and thank the organizers for successfully convening this forum.I also extend the great respect to the persons of all circles who have contributed to the tourism cooperation between China and the US.中美旅游合作論壇是本屆商貿(mào)聯(lián)委會(huì)改革的―幸運(yùn)兒‖。今年年中，普利茨克部長(zhǎng)向我提議，在本屆聯(lián)委會(huì)舉辦一場(chǎng)專題合作論壇，我深表贊同，并建議選擇旅游合作這個(gè)主題，因?yàn)槁糜魏献魇请p方共識(shí)最多、矛盾最少、投入最低、效果最好的領(lǐng)域。

This forum is a good result of the US-China Joint Commission on Commerce and Trade’s(JCCT’s)reform efforts.By the middle of this year, Mrs.Pritzker proposed to hold a cooperation forum during this session of JCCT.I simply couldn’t agree more with his proposal and recommended tourism cooperation as the theme of the forum.That’s because this field is where China and the US share the most consensuses, have the least conflicts and can achieve the best effects with the lowest inputs.―國(guó)之交在民相親?！訌?qiáng)旅游合作，不僅是兩國(guó)政府的共識(shí)，更是兩國(guó)人民的心愿。上個(gè)月，奧巴馬總統(tǒng)訪問(wèn)北京的時(shí)候，中國(guó)的新華網(wǎng)和騰訊網(wǎng)聯(lián)合開(kāi)展了一項(xiàng)民意調(diào)查，大約有9萬(wàn)名網(wǎng)民參與了調(diào)查，調(diào)查里邊有一個(gè)問(wèn)題是―做什么才能讓中美兩國(guó)和諧相處？‖51%的人選擇了―中美民眾增進(jìn)了解‖這個(gè)答案，居第一位。這反映了兩國(guó)人民都有一個(gè)美好的愿望，就是多走動(dòng)、多接觸，架起友誼與合作的橋梁，而旅游是最好的平臺(tái)。

Since ―two countries’ relation relies on people-to-people exchanges‖, the enhancement of China-US tourism cooperation has been not only agreed by the two countries’ government but also wished by their people.Last month when President Obama visited Beijing, China’s xinhuanet.com and qq.com carried out a joint opinion poll participated by about 90,000 netizens.In the poll, there is a question saying how China and the US can get along with each other.The option of ―enhancing the mutual understanding of the Chinese and US people‖ has been chosen by 51% of the persons surveyed, ranking the first place.Such a result reflects that the two countries’ people want to make more contacts and exchanges so as to build up a bridge of friendship and cooperation.To this end, tourism is for sure the best platform.旅游是高品位的人生活動(dòng)。西方哲人說(shuō)過(guò)，世界就像一本書(shū)，不旅行的人只讀了其中第一頁(yè)。中國(guó)著名旅行家徐霞客說(shuō)過(guò)一句名言：讀萬(wàn)卷書(shū)，行萬(wàn)里路。現(xiàn)在喜愛(ài)旅游的中國(guó)人說(shuō)，讀萬(wàn)卷書(shū)，不如行萬(wàn)里路。

Tours are human activities which reveal refined tastes.One Western philosopher ever said, ―The world is a book and those who do not travel read only one page.‖ As a famous saying by the renowned traveller of ancient China Xu Xiake goes, ―Read 10,000 books and travel 10,000 miles‖.Now the Chinese travelling enthusiasts say that ―Travelling a lot is better than reading a lot.‖

旅游合作是中美經(jīng)貿(mào)合作和人文交流最活躍、最具潛力的部分。近10年來(lái)，中美游客往來(lái)累計(jì)2800多萬(wàn)人次，年平均增長(zhǎng)10%，平均每周有250個(gè)航班往返于中美之間，僅芝加哥到中國(guó)的航班每周就有30多個(gè)。旅游合作的持續(xù)發(fā)展，不僅給雙方帶來(lái)了經(jīng)濟(jì)利益，而且增進(jìn)了兩國(guó)人民之間的了解和友誼，為中美關(guān)系發(fā)展奠定了堅(jiān)實(shí)的民意基礎(chǔ)。

Tourism cooperation has become the most active and potential part of China-US economic & trade cooperation and their cultural & people-to-people exchanges.In the last decade, the tourists travelling between China and the US have topped 28 million, growing at an average annual rate of 10%.There are averagely 250 flights flying between the two countries per week and those from Chicago to China alone exceeded 30.The continuous advancement in tourism cooperation brings the two sides economic profits and enhances their people’s understanding and friendship, laying a solid public opinion foundation for a better China-US relationship.女士們、先生們：

Ladies and gentlemen，當(dāng)前，中國(guó)人均GDP約7000美元，城鄉(xiāng)居民消費(fèi)需求快速升級(jí)，出國(guó)旅游意愿顯著增強(qiáng)，旅游業(yè)正迎來(lái)黃金發(fā)展期。中國(guó)現(xiàn)在已經(jīng)頒布了旅游法，出臺(tái)了《國(guó)民旅游休閑綱要》，推出了一系列促進(jìn)旅游發(fā)展的政策，目的是將旅游業(yè)培育為中國(guó)經(jīng)濟(jì)發(fā)展的支柱產(chǎn)業(yè)。美國(guó)剛剛將中國(guó)游客短期旅游簽證有效期從一年延長(zhǎng)至10年，這是中美旅游合作的重大的利好消息，預(yù)示著兩國(guó)旅游合作將迎來(lái)前所未有的機(jī)遇，我們應(yīng)乘勢(shì)而上，全面提升兩國(guó)旅游合作水平，盡快實(shí)現(xiàn)雙方游客往來(lái)突破500萬(wàn)人次，向著1000萬(wàn)人次的目標(biāo)前進(jìn)。

Currently, China’s per-capita GDP has stood at about USD 7,000 and the spending demands of both urban and rural residents are increasing rapidly.Against such a background, the Chinese people demonstrate a remarkably increased willingness to travel abroad and the tourism also steps into a golden period for development.To foster tourism into a pillar industry, China has promulgated the Tourism Law, issued the Outline for National Tourism and Leisure, and introduced a series of tourism-boosted policies.Recently, the United States has increased the validity of short-term tourist visas for the Chinese applicants from one to ten years.This is a piece of great news and indicates unprecedented opportunities for the tourism cooperation between China and the US.Therefore, we will seize these opportunities to push the number of tourists between the two countries to exceed 5 million and move towards 10 million as soon as possible.——我們要營(yíng)造更加便利的旅游環(huán)境。中方鼓勵(lì)更多城市對(duì)美國(guó)游客實(shí)行72小時(shí)過(guò)境免簽政策，也希望美國(guó)進(jìn)一步簡(jiǎn)化出入境手續(xù)，采取更加便利的簽證措施，讓游客乘興而來(lái)，滿意而歸。中方支持雙方航空公司繼續(xù)增加直航城市和航班，鼓勵(lì)發(fā)展旅游包機(jī)業(yè)務(wù)，便利游客出行。鼓勵(lì)美國(guó)企業(yè)到中國(guó)推介旅游產(chǎn)品，使中國(guó)人更加了解美國(guó)，支持雙方的企業(yè)開(kāi)展旅游市場(chǎng)和旅游產(chǎn)品的聯(lián)合開(kāi)發(fā)。

中國(guó)是世界上最大的發(fā)展中國(guó)家，非洲是發(fā)展中國(guó)家最集中的大陸。千年更替、世紀(jì)之交，中國(guó)和非洲都面臨著爭(zhēng)取更大發(fā)展的歷史機(jī)遇，也面臨著前所未有的挑戰(zhàn)。在這個(gè)重要的歷史時(shí)刻，雙方深入探討如何加強(qiáng)合作、促進(jìn)共同發(fā)展，必將對(duì)中非關(guān)系的跨世紀(jì)發(fā)展，對(duì)促進(jìn)南南合作和推動(dòng)建立公正合理的國(guó)際政治經(jīng)濟(jì)新秩序，產(chǎn)生重要而深遠(yuǎn)的影響。

二十世紀(jì)，中國(guó)和非洲都發(fā)生了翻天覆地的變化。為了爭(zhēng)取民族獨(dú)立與自由、謀求和平與發(fā)展，中國(guó)人民和非洲各國(guó)人民前仆后繼，頑強(qiáng)奮斗，在推動(dòng)各自國(guó)家的歷史進(jìn)步中取得了舉世矚目的偉大成就。

第二次世界大戰(zhàn)期間，中國(guó)人民和非洲人民在各自的戰(zhàn)線上英勇戰(zhàn)斗，為世界反法西斯戰(zhàn)爭(zhēng)的最終勝利作出了巨大的貢獻(xiàn)。

非洲人民砸碎了歷時(shí)幾個(gè)世紀(jì)的殖民統(tǒng)治的枷鎖，贏得了民族解放和國(guó)家獨(dú)立，并在社會(huì)和經(jīng)濟(jì)發(fā)展方面取得了可喜的進(jìn)步。

中國(guó)人民推翻了帝國(guó)主義、封建主義和官僚資本主義三座大山，建立了人民當(dāng)家作主的中華人民共和國(guó)，逐步探索出了建設(shè)有中國(guó)特色社會(huì)主義的發(fā)展道路，并沿著這條道路勝利前進(jìn)。

回顧百年歷史，我們可以得出一個(gè)結(jié)論：中國(guó)人民和非洲人民珍視獨(dú)立，熱愛(ài)和平，渴求發(fā)展，是維護(hù)世界和平、促進(jìn)共同發(fā)展的重要力量。正是由于包括中國(guó)和非洲各國(guó)人民在內(nèi)的全世界人民的不懈努力，世界和平力量不斷增長(zhǎng)，世界發(fā)展事業(yè)進(jìn)展顯著。

當(dāng)今世界正在走向多極化，國(guó)際形勢(shì)總體上繼續(xù)趨向緩和。以信息科技和生命科技為核心的現(xiàn)代科學(xué)技術(shù)日新月異，經(jīng)濟(jì)全球化繼續(xù)發(fā)展，各國(guó)的合作與交流日益廣泛。人類(lèi)和平與發(fā)展的崇高事業(yè)，展現(xiàn)出光明的前景。

但是，世界的發(fā)展極不平衡。霸權(quán)主義和強(qiáng)權(quán)政治依然存在。發(fā)展中國(guó)家維護(hù)國(guó)家的主權(quán)、安全和利益的任務(wù)依然艱巨。南北之間貧富差距越拉越大，而且在科技領(lǐng)域的差距也迅速擴(kuò)大，出現(xiàn)了令人憂慮的“數(shù)字鴻溝”。一些發(fā)展中國(guó)家由于長(zhǎng)期貧困和落后，加上各種外部因素的影響，潛在的民族、宗教和社會(huì)矛盾被激化，不斷出現(xiàn)沖突與戰(zhàn)亂，國(guó)家的穩(wěn)定和發(fā)展嚴(yán)重受損。

造成這些狀況的根本原因是，現(xiàn)行的國(guó)際政治經(jīng)濟(jì)秩序存在許多不公正、不合理的因素，不利于世界和平與發(fā)展問(wèn)題的解決，不利于廣大發(fā)展中國(guó)家的穩(wěn)定和發(fā)展。

在人類(lèi)即將跨入新世紀(jì)之際，建立公正合理的國(guó)際政治經(jīng)濟(jì)新秩序已成為時(shí)代發(fā)展的要求，是全世界人民的共同呼聲。讓我們拿出智慧和勇氣，為推動(dòng)建立這種新秩序，為人類(lèi)和平與發(fā)展的崇高事業(yè)，團(tuán)結(jié)奮斗，攜手共進(jìn)。

和平共處五項(xiàng)原則、聯(lián)合國(guó)憲章的宗旨和原則、非統(tǒng)憲章的原則和精神以及其他公認(rèn)的國(guó)際法準(zhǔn)則，應(yīng)成為國(guó)際新秩序的政治基礎(chǔ)。在各國(guó)人民形成共識(shí)的前提下，還應(yīng)根據(jù)世界的發(fā)展變化確立一些反映時(shí)代精神的新原則。

國(guó)際政治經(jīng)濟(jì)新秩序，應(yīng)該保障各國(guó)享有主權(quán)平等和內(nèi)政不受干涉的權(quán)利。國(guó)家不分大小、強(qiáng)弱和貧富，相互尊重主權(quán)和獨(dú)立，這對(duì)于維護(hù)世界和平是極其重要的。各國(guó)有權(quán)根據(jù)自身的國(guó)情決定發(fā)展道路和模式。任何國(guó)家都無(wú)權(quán)把自己的社會(huì)制度和意識(shí)形態(tài)強(qiáng)加給其他國(guó)家，更無(wú)權(quán)對(duì)其他國(guó)家的內(nèi)政指手劃腳。維和活動(dòng)，必須堅(jiān)持征得當(dāng)事方同意、中立、非自衛(wèi)不使用武力以及經(jīng)聯(lián)合國(guó)安理會(huì)授權(quán)等基本原則，必須堅(jiān)持維護(hù)和平的目的，不能成為謀求私利的工具。

國(guó)際政治經(jīng)濟(jì)新秩序，應(yīng)該保障各國(guó)享有平等參與國(guó)際事務(wù)的權(quán)利。世界發(fā)展的主體是各國(guó)人民，世界的管理必須由各國(guó)人民共同參與。應(yīng)該推進(jìn)國(guó)際關(guān)系民主化，協(xié)商解決國(guó)際問(wèn)題，共同應(yīng)對(duì)人類(lèi)面臨的挑戰(zhàn)。世界政治多極化的發(fā)展，有利于推動(dòng)國(guó)際關(guān)系民主化。聯(lián)合國(guó)的積極作用應(yīng)大力加強(qiáng)。發(fā)展中國(guó)家及其國(guó)際和地區(qū)性組織的地位和作用也應(yīng)得到加強(qiáng)。

國(guó)際政治經(jīng)濟(jì)新秩序，應(yīng)該保障各個(gè)民族和各種文明共同發(fā)展的權(quán)利。世界是豐富多彩的。各國(guó)的歷史、文化和發(fā)展道路不同，不同民族和文明之間必然存在差別，也各有自己的優(yōu)勢(shì)。這是世界充滿活力的根本原因。只有尊重世界的多樣性，各個(gè)民族、各種文明才能和諧相處，相互學(xué)習(xí)，相互借鑒，相得益彰。各個(gè)民族和各種文明應(yīng)在彼此尊重、平等對(duì)待、求同存異的基礎(chǔ)上實(shí)現(xiàn)共同進(jìn)步與提高。彼此的不同和差異，應(yīng)成為促進(jìn)共同發(fā)展的動(dòng)力。這樣，世界文明的百花園才能異彩紛呈。

建立公正合理的國(guó)際政治經(jīng)濟(jì)新秩序，不可能一蹴而就，要經(jīng)歷一個(gè)逐步發(fā)展的過(guò)程。只要包括中國(guó)和非洲在內(nèi)的國(guó)際社會(huì)共同努力，一個(gè)能夠充分反映各國(guó)人民要求與愿望的國(guó)際政治經(jīng)濟(jì)新秩序就一定能夠建立起來(lái)。女士們，先生們，中國(guó)和非洲都是人類(lèi)古老文明的發(fā)源地，雙方悠久的歷史和文化，是世界文明的重要組成部分。

毛澤東、周恩來(lái)、鄧小平等我國(guó)老一輩領(lǐng)導(dǎo)人和非洲民族解放運(yùn)動(dòng)的先驅(qū)們，共同締造和培育了偉大的中非友誼，中非人民的友誼有著深厚的基礎(chǔ)。半個(gè)世紀(jì)以來(lái)，雙方高層領(lǐng)導(dǎo)人互訪頻繁，中非人民的友誼與日俱增。我們?cè)趪?guó)際事務(wù)中一貫相互理解、相互尊重、相互同情、相互支持。在政治、經(jīng)貿(mào)、科技、文教、衛(wèi)生、體育和社會(huì)等各個(gè)方面進(jìn)行了平等互利、富有成效的合作。中非在長(zhǎng)期友好合作中，孕育了許多具有強(qiáng)大生命力的處理國(guó)際關(guān)系的重要原則。

一、加強(qiáng)團(tuán)結(jié)，積極推動(dòng)南南合作。南南合作是發(fā)展中國(guó)家迎接國(guó)際形勢(shì)變化以及經(jīng)濟(jì)全球化挑戰(zhàn)的重要途徑，它有利于發(fā)展中國(guó)家充分發(fā)揮自然和人力資源優(yōu)勢(shì)，深入挖掘各自的生產(chǎn)和科技潛力，取長(zhǎng)補(bǔ)短，共同提高。各發(fā)展中國(guó)家的自我發(fā)展能力和實(shí)力的增強(qiáng)，是它們加快發(fā)展的根本保證。

二、促進(jìn)對(duì)話，努力改善南北關(guān)系。世界的繁榮離不開(kāi)發(fā)展中國(guó)家的發(fā)展，人類(lèi)的進(jìn)步需要世界各國(guó)共同作出努力。發(fā)達(dá)國(guó)家和發(fā)展中國(guó)家應(yīng)開(kāi)展對(duì)話，消除偏見(jiàn)，求同存異，相互尊重。發(fā)達(dá)國(guó)家應(yīng)充分考慮和照顧處于弱勢(shì)地位的發(fā)展中國(guó)家的利益，增加對(duì)發(fā)展中國(guó)家的資金投入和技術(shù)轉(zhuǎn)讓，幫助其提高自我發(fā)展能力?？s小南北的發(fā)展差距，改善南北的政治經(jīng)濟(jì)關(guān)系，是建立公正合理的國(guó)際政治經(jīng)濟(jì)新秩序的重要基礎(chǔ)。

三、積極進(jìn)取，平等參與國(guó)際事務(wù)。中國(guó)與非洲國(guó)家應(yīng)在雙邊和多邊領(lǐng)域加強(qiáng)磋商、協(xié)調(diào)、合作，以積極的姿態(tài)參與國(guó)際事務(wù)的管理和國(guó)際規(guī)則的制定，促進(jìn)國(guó)際政治、經(jīng)濟(jì)、金融、貿(mào)易體制的改革，讓世界更多地聽(tīng)到發(fā)展中國(guó)家的聲音，創(chuàng)造公平的國(guó)際環(huán)境，使發(fā)展中國(guó)家的正當(dāng)權(quán)益得到真正的維護(hù)。

四、面向未來(lái)，建立中非長(zhǎng)期穩(wěn)定、平等互利的新型伙伴關(guān)系。中非之間建立更加密切的友好合作關(guān)系符合雙方人民的利益，符合世界和平與發(fā)展的潮流。我們要通過(guò)各種交往，特別是雙方高層領(lǐng)導(dǎo)人之間的直接接觸，加深相互了解和信任；要采取各種措施，進(jìn)一步挖掘雙方經(jīng)貿(mào)合作的潛力，拓展新的合作方式和領(lǐng)域，逐步形成互利互惠、共同發(fā)展的中非經(jīng)貿(mào)關(guān)系新格局；要調(diào)動(dòng)各方面的積極性，開(kāi)展中非之間全方位的友好工作，特別要加強(qiáng)對(duì)年輕一代的教育，使中非傳統(tǒng)友誼代代相傳。

Take a Long-term Perspective and Work Together for New Progress in China-US Cooperation Speech at the Opening Session of the China-US Economic and Trade Cooperation Forum

Secretary Bryson，Governor Brown, Mayor Villaraigosa, Ladies and Gentlemen, Dear Friends，今天，我很高興在尼克松總統(tǒng)訪華和中美《上海公報(bào)》發(fā)表40周年之際，來(lái)到美麗的洛杉磯，出席中美經(jīng)貿(mào)合作論壇開(kāi)幕式。洛杉磯是美國(guó)對(duì)華經(jīng)貿(mào)交往的重要門(mén)戶，洛杉磯關(guān)稅區(qū)每年吞吐著40%的中美貿(mào)易總量。中美經(jīng)貿(mào)合作論壇在這里舉行，為兩國(guó)工商界加強(qiáng)交流、深化合作提供了良好平臺(tái)。我謹(jǐn)對(duì)論壇的開(kāi)幕表示熱烈祝賀！向所有為推動(dòng)中美經(jīng)貿(mào)關(guān)系發(fā)展作出貢獻(xiàn)的朋友們，表示誠(chéng)摯的問(wèn)候和良好的祝愿！

It is a real pleasure to come to the beautiful city of Los Angeles and attend the opening session of the China-US Economic and Trade Cooperation Forum on the occasion of the 40th anniversary of President Nixon’s visit to China and the issuance of the Shanghai Communiqué.Los Angeles is a major hub in China-US economic and trade exchanges.About 40% of China-US trade is handled here through the Los Angeles Customs District every year.It is therefore a fitting venue for the China-US Economic and Trade Cooperation Forum, which offers a good platform for closer exchanges and deeper cooperation between our business communities.I wish to express my sincere congratulations on the opening of the forum, and extend warm greetings and best wishes to all the friends who have played their part in promoting China-US business ties.40年來(lái)，特別是中美建交33年來(lái)，中美兩國(guó)已從昔日幾乎彼此隔絕走到今天相互交往日益密切、利益交匯日益加深。不僅兩國(guó)政府層面建立起不同級(jí)別、不同領(lǐng)域的60多個(gè)雙邊對(duì)話機(jī)制，兩國(guó)普通民眾往來(lái)也日益密切?，F(xiàn)在，中美兩國(guó)每年人員往來(lái)超過(guò)300萬(wàn)人次，平均每天有近1萬(wàn)人往返于太平洋兩岸。中美關(guān)系已發(fā)展成為當(dāng)今世界最重要、最富活力和最具潛力的雙邊關(guān)系之一?；仡欀忻澜?jīng)貿(mào)關(guān)系的發(fā)展歷程，我對(duì)以下3點(diǎn)感受極為深刻。

Over the past 40 years, especially over the past 33 years since the establishment of diplomatic relations, China and the United States have moved from mutual estrangement to close exchanges, with their interests increasingly intertwined.The two governments have put in place over 60 dialogue mechanisms at various levels and in different fields.Our people-to-people exchanges have been growing.More than three million mutual visits are made every year, with nearly 10,000 people traveling across the Pacific each day.China-US relationship has become one of the most important, dynamic and promising bilateral relationships in the world.As I look back over the years, I find the following three aspects most impressive in China-US business relations.第一，經(jīng)貿(mào)合作已成為中美兩國(guó)關(guān)系的最大亮點(diǎn)。現(xiàn)在，互利互惠的中美經(jīng)貿(mào)關(guān)系正呈現(xiàn)合作領(lǐng)域持續(xù)拓展、合作規(guī)模日益擴(kuò)大、合作層次不斷提高的發(fā)展態(tài)勢(shì)，雙邊貿(mào)易額已從建交當(dāng)年不足25億美元發(fā)展到2011年的4466億美元，增長(zhǎng)近180倍，按目前增長(zhǎng)速度，今年有望突破5000億美元。兩國(guó)早已互為第二大貿(mào)易伙伴，中國(guó)已連續(xù)10年成為美國(guó)增長(zhǎng)最快的出口市場(chǎng)之一，既是美國(guó)農(nóng)產(chǎn)品第一大出口市場(chǎng)，也是美國(guó)汽車(chē)、飛機(jī)等機(jī)電產(chǎn)品的重要海外市場(chǎng)。2011年，美國(guó)向中國(guó)出口農(nóng)產(chǎn)品達(dá)到233億美元，平均每個(gè)農(nóng)場(chǎng)向中國(guó)出口農(nóng)產(chǎn)品超過(guò)1萬(wàn)美元，每個(gè)農(nóng)民向中國(guó)出口農(nóng)產(chǎn)品接近4000美元。First, business cooperation has become the biggest highlight in China-US relations.The mutually beneficial business cooperation between China and the United States is expanding both in scope and scale and is moving toward a higher level.At the time when we established diplomatic ties, our two-way trade was less than US$2.5 billion.Last year, it reached US$446.6 billion, representing an increase of more than 180 folds.At the current growth rate, it is expected to exceed US$500 billion this year.China and the United States have long become each other’s second largest trading partners.For ten years running, China has been one of the fastest growing export markets for the United States.It is the biggest market for American agricultural exports and an important market for American machinery and electronic products such as automobiles and aircraft.In 2011, the United States exported US$23.3 billion worth of agricultural products to China.It means that on average, each American farm sold to China more than US$10,000 worth of farm produce, and each American farmer, nearly US$4,000.兩國(guó)雙向協(xié)議投資總規(guī)模已接近1700億美元。目前在華美國(guó)投資項(xiàng)目6萬(wàn)多個(gè)，2010年在華實(shí)現(xiàn)銷(xiāo)售收入2232億美元。中國(guó)美國(guó)商會(huì)去年的一項(xiàng)調(diào)查顯示，2010年，85%的在華美資企業(yè)實(shí)現(xiàn)收入增長(zhǎng)，41%的在華美資企業(yè)利潤(rùn)率超過(guò)全球平均利潤(rùn)率。中國(guó)企業(yè)赴美投資積極性也不斷高漲，目前已在美設(shè)立直接投資企業(yè)1600多家，覆蓋制造、批發(fā)零售、商務(wù)服務(wù)、金融、科研技術(shù)服務(wù)和地質(zhì)勘探等行業(yè)。可喜的是，這樣的投資勢(shì)頭方興未艾。

Two-way contracted investment between China and the United States is now approaching US$170 billion.There are over 60,000 US-invested projects in China and their total sales revenue reached US$223.2 billion in 2010.A survey by AmCham-China last year shows that in 2010, 85% of US-invested companies in China saw their revenue grow and 41% of them had a profitability higher than their global average.At the same time, Chinese companies are getting increasingly enthusiastic about investing in the United States.Over 1,600 companies have been established in the United States through direct Chinese investment, and they cover manufacturing, wholesale and retail, business services, finance, R&D services, geological prospecting and so on.It is gratifying to see the strong momentum of such investment activities.第二，互利共贏是中美經(jīng)貿(mào)合作的最大特點(diǎn)。有一種觀點(diǎn)認(rèn)為，美國(guó)在兩國(guó)經(jīng)貿(mào)合作中吃了虧，而中國(guó)占了便宜。事實(shí)并非如此。40年來(lái)特別是建交33年來(lái)，中國(guó)從發(fā)展中美經(jīng)貿(mào)關(guān)系中固然收益良多，美國(guó)也同樣獲利豐厚。所以中美雙方都是贏家，是實(shí)實(shí)在在的互利雙贏。

Second, mutual benefit has been the most salient feature of China-US economic and trade cooperation.There is a view which suggests that China is the winner and the United States the loser in bilateral economic and trade relations.Such a view does not square with facts.China has indeed benefited a lot from its growing business ties with the United States over the past 40 years, especially the past 33 years since the establishment of diplomatic relations.So has the United States.Both China and the United States are winners.This is a truly win-win situation.首先，美國(guó)從中國(guó)進(jìn)口的大量質(zhì)優(yōu)價(jià)廉的產(chǎn)品，提高了美國(guó)民眾實(shí)際消費(fèi)能力和生活水平，為美國(guó)經(jīng)濟(jì)保持增長(zhǎng)提供了助力。據(jù)美中貿(mào)易全國(guó)委員會(huì)公布的研究結(jié)果，中美經(jīng)貿(mào)合作促進(jìn)了美國(guó)經(jīng)濟(jì)增長(zhǎng)，使美國(guó)消費(fèi)品價(jià)格相對(duì)較低，這相當(dāng)于美國(guó)每個(gè)家庭每年可支配收入增加1000美元。

First of all, the large import of quality and inexpensive goods from China has helped the American people improve their real spending power and living standards and contributed to the efforts of the United States to maintain growth.According to the findings of the US-China Business Council, economic cooperation and trade with China has served to propel economic growth and keep consumer prices relatively low in the United States.Business cooperation with China has, in effect, added an extra US$1,000 to the annual disposable income of each American household.其次，日益密切的中美經(jīng)貿(mào)關(guān)系為美國(guó)創(chuàng)造了大量就業(yè)機(jī)會(huì)。據(jù)不完全統(tǒng)計(jì)，2001年至2010年，美國(guó)對(duì)華出口共為美國(guó)增加了300多萬(wàn)個(gè)就業(yè)崗位。中國(guó)在美投資企業(yè)也為促進(jìn)美國(guó)就業(yè)作出了貢獻(xiàn)。比如，中國(guó)海運(yùn)集團(tuán)在洛杉磯投資興建的中海運(yùn)西港池碼頭連同配套服務(wù)行業(yè)，共為美國(guó)創(chuàng)造就業(yè)機(jī)會(huì)近1萬(wàn)個(gè)。中國(guó)萬(wàn)向集團(tuán)在美投資的近30個(gè)項(xiàng)目，為美國(guó)創(chuàng)造就業(yè)機(jī)會(huì)近5000個(gè)。中國(guó)海爾集團(tuán)自1999年在美國(guó)南卡羅來(lái)納州建立中國(guó)海爾工業(yè)園以來(lái)，為坎登市創(chuàng)造了上千個(gè)就業(yè)崗位，該市每10個(gè)家庭中就有一個(gè)家庭有海爾的員工。更值得一提的是，2009年美國(guó)有一家著名跨國(guó)公司經(jīng)營(yíng)遇到嚴(yán)重困難，但這家公司在華合資企業(yè)產(chǎn)品銷(xiāo)售額卻占有中國(guó)市場(chǎng)最高份額，成為這家公司全球最大收入來(lái)源。正是在華合資企業(yè)的贏利給了這家公司寶貴的現(xiàn)金流和底氣，使它得以重整旗鼓、重歸股市，最終挽回了該公司及其上下游企業(yè)在美國(guó)境內(nèi)數(shù)以萬(wàn)計(jì)的就業(yè)崗位。

In addition, the growing China-US business ties have created lots of job opportunities in the United States.Available statistics show that between 2001 and 2010, over three million new jobs were created in the United States thanks to exports to China.Chinese companies in the United States have also contributed to job creation.For instance, the West Basin Container Terminal in Long Beach, Los Angeles, invested by China Shipping, has altogether offered nearly 10,000 job opportunities for the United States.China’s Wanxiang Group has invested in roughly 30 projects in the United States, providing some 5,000 jobs locally.The opening of the Haier Industrial Park in South Carolina in 1999 by China’s Haier Group has created over 1,000 jobs for the city of Camden, with at least one employee coming from every ten Camden households.Let me give you another example.In 2009, a renowned US multinational ran into serious difficulties.Yet its joint venture in China was the market leader, whose product sales represented the largest source of revenue for the parent company.The profits of its joint venture in China gave the company the much needed cash flow and confidence.It eventually pulled itself together and returned to the stock market, thus saving tens of thousands of jobs for the company and its associated businesses in the United States.第三，結(jié)構(gòu)互補(bǔ)是中美經(jīng)貿(mào)合作的最大優(yōu)點(diǎn)。中國(guó)擁有豐富的熟練勞動(dòng)力和后發(fā)市場(chǎng)潛力，已發(fā)展成為當(dāng)今世界主要商品制造基地；美國(guó)擁有最先進(jìn)的高端制造業(yè)和現(xiàn)代服務(wù)業(yè)，又是世界最大的消費(fèi)市場(chǎng)。中美經(jīng)濟(jì)結(jié)構(gòu)的互補(bǔ)，既產(chǎn)生了內(nèi)在的合作需求，也形成了巨大的合作利益。中國(guó)始終從戰(zhàn)略高度和長(zhǎng)遠(yuǎn)角度看待和處理中美經(jīng)貿(mào)合作和摩擦，注重為中美經(jīng)貿(mào)關(guān)系順利發(fā)展創(chuàng)造條件、解決問(wèn)題。兩國(guó)建立了多個(gè)對(duì)話合作機(jī)制，就雙方共同關(guān)心的全局性、戰(zhàn)略性、長(zhǎng)期性問(wèn)題及時(shí)、深入交換意見(jiàn)，為兩國(guó)凝聚共識(shí)、化解分歧、推進(jìn)合作發(fā)揮了重要作用，也為促進(jìn)世界經(jīng)濟(jì)強(qiáng)勁、可持續(xù)、平衡增長(zhǎng)以及加強(qiáng)全球經(jīng)濟(jì)治理作出了積極貢獻(xiàn)。

Third, structural complementarity is the greatest advantage in China-US economic and trade cooperation.China’s large reserve of skilled workforce and its potential as a late starter in the market make China a major manufacturing base in the world.The United States, on its part, boasts the most sophisticated high-end manufacturing industry and modern service industry, as well as the world’s biggest consumer market.Our two economies are cut out for each other, making our cooperation all the more necessary and all the more beneficial to both sides.China views and approaches China-US economic and trade cooperation as well as frictions from a strategic and long-term perspective.We have worked hard to offer the necessary conditions for the smooth growth of our business ties and address problems that have occurred.The various bilateral dialogue and cooperation mechanisms have enabled us to conduct timely and in-depth exchange of views on overarching, strategic and long-term issues of shared interest.They have played an important role in helping us build consensus, resolve differences and advance cooperation, and contributed to promoting strong, sustainable and balanced growth of the world economy and strengthening global economic governance.女士們、先生們！Ladies and Gentlemen，2011年，中國(guó)國(guó)家主席胡錦濤同奧巴馬總統(tǒng)一道確定了兩國(guó)建設(shè)相互尊重、互利共贏的合作伙伴關(guān)系的大方向，充分體現(xiàn)了新形勢(shì)下中美關(guān)系的特點(diǎn)與要求。在新的歷史起點(diǎn)上推動(dòng)互利共贏的中美經(jīng)貿(mào)關(guān)系持續(xù)健康穩(wěn)定發(fā)展，是兩國(guó)政府的共同責(zé)任，也是兩國(guó)企業(yè)的共同期待。為此，我提出以下4點(diǎn)建議。

The agreement reached between President Hu and President Obama in 2011 on building a China-US cooperative partnership based on mutual respect and mutual benefit fully captures the features and requirements of China-US relations under the new circumstances.We now stand at a new historical starting point.To promote sustained, sound and steady growth of mutually beneficial business ties is the shared responsibility of our two governments, and it represents the wish of the business communities in both countries.In this connection, I propose we take steps in the following four areas:

第一，把握市場(chǎng)機(jī)遇，促進(jìn)貿(mào)易平衡發(fā)展。中國(guó)政府在2011年至2015年的國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展第十二個(gè)五年規(guī)劃期間，將加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式，推進(jìn)經(jīng)濟(jì)結(jié)構(gòu)調(diào)整，實(shí)行擴(kuò)大內(nèi)需戰(zhàn)略，鼓勵(lì)更多消費(fèi)、更多進(jìn)口、更多向海外投資、更多創(chuàng)新創(chuàng)造；美國(guó)政府正在實(shí)施出口倍增計(jì)劃，積極引進(jìn)海外投資。兩國(guó)宏觀經(jīng)濟(jì)政策的相向而行為深化經(jīng)貿(mào)合作提供了新的重要機(jī)遇。2012年是中國(guó)實(shí)施“十二五”規(guī)劃承上啟下的重要一年。中國(guó)經(jīng)濟(jì)將按照穩(wěn)中求進(jìn)的總基調(diào)，繼續(xù)保持平穩(wěn)較快發(fā)展，而決不會(huì)出現(xiàn)所謂“硬著陸”。預(yù)計(jì)到2015年中國(guó)社會(huì)消費(fèi)品零售總額將達(dá)到32萬(wàn)億元人民幣，約合5萬(wàn)億美元，國(guó)內(nèi)市場(chǎng)規(guī)模將位居世界前列，進(jìn)口規(guī)模累計(jì)有望達(dá)到8萬(wàn)億美元，對(duì)外投資將超過(guò)5000億美元，這將給世界各國(guó)帶來(lái)巨大商機(jī)。希望美國(guó)把握機(jī)遇，擴(kuò)大具有競(jìng)爭(zhēng)優(yōu)勢(shì)的民用高技術(shù)產(chǎn)品對(duì)華出口。

First, we need to seize market opportunities and promote balanced trade growth.In the 12th Five-Year Plan period from 2011 to 2015, the Chinese government will speed up the shift of economic growth model, accelerate economic restructuring and implement the strategy of expanding domestic demand.We will encourage more consumption, import, outward investment and innovation.The US government is implementing the National Export Initiative and vigorously attracting overseas investment.These mutually complementary macroeconomic policy goals offer new important opportunities for China and the United States to deepen economic cooperation and trade.The year 2012 is a crucial year for the implementation of the 12th Five-Year Plan.China’s economy will make progress while maintaining stability and continue to achieve steady and robust growth.There will not be a “hard landing”.By 2015, China’s total retail sales of consumer goods are expected to reach 32 trillion RMB yuan or about US$5 trillion, its domestic market will become one of the largest in the world, its total imports are expected to surpass US$8 trillion, and its outbound investment will exceed US$500 billion.This will create enormous business opportunities for countries around the world.We hope that the United States will seize these opportunities to increase the export of competitive civilian high-tech products to China.我看到的一個(gè)統(tǒng)計(jì)資料反映，美國(guó)對(duì)高技術(shù)產(chǎn)品的嚴(yán)格管制導(dǎo)致很多有優(yōu)勢(shì)的美國(guó)公司喪失了在中國(guó)的潛在市場(chǎng)機(jī)會(huì)：2001年至2011年，中國(guó)進(jìn)口高技術(shù)產(chǎn)品從560億美元增至4630億美元，年均增幅23.5%。同一時(shí)期自美國(guó)進(jìn)口的高技術(shù)產(chǎn)品，則由2001年占中國(guó)高技術(shù)產(chǎn)品進(jìn)口總額的16.7%降到2011年的6.3%。如果美國(guó)2011年對(duì)華高技術(shù)產(chǎn)品出口能夠保持2001年的比重，則美國(guó)對(duì)華出口額可增加近500億美元。由此可見(jiàn)，放寬對(duì)華出口管制對(duì)美國(guó)有很大好處。扭轉(zhuǎn)中美貿(mào)易不平衡，最有效的辦法不是限制中國(guó)對(duì)美出口，而是要擴(kuò)大美國(guó)對(duì)華出口。

Some statistics I have read indicate that tight US control on high-tech exports has deprived many competitive US companies of the opportunity to enter the Chinese market.Between 2001 and 2011, China’s import of high-tech products increased from US$56 billion to US$463 billion, up by 23.5% annually.Yet in the same period, the share of US high-tech products in China’s total high-tech imports dropped from 16.7% to 6.3%.If in 2011, the share of US products in China’s total high-tech imports had been kept at the 2001 level, then the US exports to China would have increased by as much as US$50 billion.It is clear that relaxing export control on China is highly beneficial to the United States, and that the most effective way to address China-US trade imbalance is to expand US exports to China, not to restrict China’s exports to the United States.第二，營(yíng)造良好環(huán)境，提高雙向投資水平。2001年中國(guó)加入世界貿(mào)易組織以來(lái)，全面履行入世承諾，在清理修訂法律法規(guī)、大幅降低外資準(zhǔn)入門(mén)檻、全面開(kāi)放對(duì)外貿(mào)易經(jīng)營(yíng)權(quán)、反對(duì)各種形式的保護(hù)主義方面做了大量工作。特別是中國(guó)企業(yè)同美國(guó)企業(yè)一樣，憑借自身艱苦努力，依靠不斷創(chuàng)新和公平競(jìng)爭(zhēng)，使自己的產(chǎn)品在國(guó)際市場(chǎng)上贏得了更多買(mǎi)家。今后，我們還將繼續(xù)拓展對(duì)外開(kāi)放廣度和深度，鼓勵(lì)一切在華企業(yè)，包括在華外資企業(yè)，在中國(guó)國(guó)內(nèi)市場(chǎng)上公平競(jìng)爭(zhēng)、積極創(chuàng)新，在贏得市場(chǎng)的同時(shí)推動(dòng)技術(shù)進(jìn)步和社會(huì)發(fā)展。鼓勵(lì)創(chuàng)新離不開(kāi)對(duì)知識(shí)產(chǎn)權(quán)的保護(hù)。當(dāng)前，中國(guó)正在著力營(yíng)造更加公開(kāi)透明的法律政策環(huán)境，繼續(xù)從司法和行政兩個(gè)方面加強(qiáng)知識(shí)產(chǎn)權(quán)保護(hù)，包括建立副總理級(jí)的知識(shí)產(chǎn)權(quán)保護(hù)協(xié)調(diào)機(jī)制，為本國(guó)企業(yè)和在華外資企業(yè)提供更加安全的經(jīng)營(yíng)環(huán)境。我們也希望美方繼續(xù)為中國(guó)企業(yè)赴美投資創(chuàng)造公平、便利的環(huán)境，客觀理性看待中國(guó)企業(yè)的投資行為，避免政治因素干擾經(jīng)濟(jì)合作，保證投資安全審查的公開(kāi)、公正、透明，加緊推動(dòng)雙邊投資協(xié)定談判進(jìn)程，增強(qiáng)中國(guó)企業(yè)對(duì)美投資的信心。

Second, we need to foster a sound environment and raise the level of two-way investment.China joined the World Trade Organization in 2001.Since then, China has fully implemented its WTO commitments.We have made tremendous efforts to revise laws and regulations, substantially lower the threshold for foreign investment, liberalize access to foreign trade operation and oppose protectionism in various forms.Chinese companies, like their American counterparts, have won more international customers through hard work, innovation and fair competition.We will promote greater opening-up of China’s economy, and continue to encourage all companies in China, foreign-invested ones included, to engage in fair competition and pursue innovation in the Chinese market, so that they will not only get a bigger share of the market, but also contribute to technological progress and social development.IPR protection provides the incentive for innovation.China is taking steps to build a more open and transparent legal and policy environment.We are strengthening IPR protection through a mixture of judicial and administrative means, including the establishment of a vice-premier-level coordination mechanism for IPR protection, in order to provide a safer business environment for both domestic and foreign-invested enterprises.We hope that the United States will continue to offer a fair and convenient environment for Chinese enterprises investing in America, adopt an objective and sensible approach to investment by Chinese enterprises, and make sure that political factors do not interfere with economic cooperation.We hope that the United States will keep its security review of foreign investment open, fair and transparent, speed up the negotiation process on the bilateral investment agreement, and make Chinese companies feel more confident about investing in the United States.第三，拓展合作領(lǐng)域，培育新的經(jīng)貿(mào)增長(zhǎng)點(diǎn)。繼續(xù)推進(jìn)產(chǎn)業(yè)轉(zhuǎn)型升級(jí)，深化經(jīng)濟(jì)結(jié)構(gòu)調(diào)整，是中美塑造各自發(fā)展新模式的共同戰(zhàn)略取向。希望兩國(guó)企業(yè)敏銳抓住兩國(guó)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的契機(jī)，加快推動(dòng)在清潔能源、信息技術(shù)、電動(dòng)汽車(chē)、新材料、醫(yī)藥和醫(yī)療器械、再制造等新興領(lǐng)域開(kāi)展合作，為深化經(jīng)貿(mào)合作注入新的動(dòng)力。我們要鼓勵(lì)兩國(guó)企業(yè)加強(qiáng)在高鐵、公路、港口、橋梁、智能電網(wǎng)、體育和醫(yī)療中心、宜居社區(qū)等領(lǐng)域的項(xiàng)目建設(shè)、融資，以及技術(shù)交流等方面合作。希望在座的中美兩國(guó)企業(yè)家更加積極地參與其中，不斷探索新的合作方式和途徑，努力把新的合作機(jī)遇變成更多實(shí)實(shí)在在的合作成果。
