尊敬的穆罕默德·胡斯尼·穆巴拉克總統(tǒng)閣下，尊敬的各位國家元首和政府首腦閣下，尊敬的非洲聯(lián)盟委員會主席讓·平閣下，各位代表團(tuán)團(tuán)長、部長和大使閣下，女士們、先生們：

來到美麗的海濱城市沙姆沙伊赫，與出席中非合作論壇第四屆部長級會議的各位朋友暢敘友情、共商合作，我感到非常高興。作為本次會議共同主席國的總理，我謹(jǐn)代表中國政府，對各位與會嘉賓表示熱烈歡迎，對埃及政府為本次會議所做的精心準(zhǔn)備和周到安排表示衷心感謝！

中非合作論壇創(chuàng)立九年來，一直發(fā)揮著引領(lǐng)和推動(dòng)中非關(guān)系發(fā)展的重要作用，日益成為中非加深友誼的橋梁、加強(qiáng)合作的平臺。特別是論壇北京峰會召開三年來，中非致力于共建政治上平等互信、經(jīng)濟(jì)上合作共贏、文化上交流互鑒的新型戰(zhàn)略伙伴關(guān)系，開創(chuàng)了中非合作的新局面。

——政治互信不斷增強(qiáng)。雙方高層往來更加頻繁、外交磋商與戰(zhàn)略對話日趨密切，非洲國家在涉及中國核心利益問題上更加堅(jiān)定地支持中方，中非在重大國際和地區(qū)事務(wù)中相互協(xié)調(diào)配合，維護(hù)和擴(kuò)大了廣大發(fā)展中國家的共同利益。

——經(jīng)貿(mào)合作日益深化。２００８年中非貿(mào)易突破千億美元，同中國有貿(mào)易往來的非洲國家增加到５３個(gè)；中國在非洲開工建設(shè)６個(gè)經(jīng)貿(mào)合作區(qū)，中國企業(yè)到非洲國家落戶增加到近１６００家，直接投資存量達(dá)到７８億美元；工程承包和勞務(wù)合作規(guī)模不斷擴(kuò)大，金融合作方興未艾。

——中國擴(kuò)大對非援助取得實(shí)效。中國在遭受國際金融危機(jī)沖擊、自身面臨不少困難的情況下，信守諾言，全面落實(shí)北京峰會的承諾，對非援助規(guī)模翻了一番，免除３３國１６８筆債務(wù)已近尾聲，總計(jì)５０億美元的優(yōu)惠性質(zhì)貸款近期將全部到位，首期１０億美元的中非發(fā)展基金如期啟動(dòng)。這些不僅促進(jìn)了非洲自我發(fā)展能力建設(shè)，也為非洲國家應(yīng)對國際金融危機(jī)的沖擊發(fā)揮了積極作用。

——人文交流蓬勃開展。文教、衛(wèi)生、人力資源培訓(xùn)等領(lǐng)域的交流與合作發(fā)展迅猛，中國為非洲國家培訓(xùn)各類人員年底以前將達(dá)到１５０００人，青年、婦女、友好省市等領(lǐng)域的交往日趨頻繁，進(jìn)一步加深了相互理解和傳統(tǒng)友誼。

女士們、先生們、朋友們，近年來，迅速提升的中非關(guān)系、日益密切的中非合作，吸引了全世界的目光。在這里我想強(qiáng)調(diào)，中國不是近年來突然出現(xiàn)在非洲的，非洲也不是近年來才支持中國的。早在上世紀(jì)五、六十年代，中非就在反帝、反殖、反霸的歷史浪潮中并肩戰(zhàn)斗，在振興民族經(jīng)濟(jì)的艱辛歷程中攜手同行。坦贊鐵路、援非醫(yī)療隊(duì)、青年志愿者，是中國無私幫助非洲的生動(dòng)例證；把中國“抬進(jìn)”聯(lián)合國、北京奧運(yùn)圣火在非洲順利傳遞、向四川汶川地震災(zāi)區(qū)熱心捐款，是非洲人民對中國人民情誼的真實(shí)寫照。中國政府和人民始終尊重非洲國家自主選擇社會制度的權(quán)利，支持非洲人民探索適合本國國情的發(fā)展道路，堅(jiān)信非洲完全有能力以非洲方式處理好自己的問題。中非經(jīng)貿(mào)合作是建立在互利共贏、開放透明基礎(chǔ)之上的，中國對非洲的支持和援助，過去沒有、將來也永遠(yuǎn)不會附加任何政治條件。中國樂見其他國家和國際組織積極參與非洲的開發(fā)與建設(shè)，共同推動(dòng)非洲的和平、發(fā)展與進(jìn)步。

中非關(guān)系能夠經(jīng)受住國際風(fēng)云變幻的考驗(yàn)，始終保持蓬勃發(fā)展的勢頭，患難與共、相互支持是基礎(chǔ)；相互尊重、平等相待是核心；互利合作、共同發(fā)展是關(guān)鍵。當(dāng)今世界正在經(jīng)歷空前的大變革、大調(diào)整，中非同屬發(fā)展中國家，既面臨著加快發(fā)展的難得的歷史機(jī)遇，也面臨著紛繁復(fù)雜的全球性挑戰(zhàn)。雙方進(jìn)一步加強(qiáng)互利合作，有利于充分發(fā)揮各自優(yōu)勢，實(shí)現(xiàn)共同發(fā)展；有利于帶動(dòng)國際社會更加關(guān)注非洲，幫助非洲加快實(shí)現(xiàn)千年發(fā)展目標(biāo)；有利于促進(jìn)南南合作，提升發(fā)展中國家在國際政治、經(jīng)濟(jì)格局中的整體地位；有利于推動(dòng)國際關(guān)系民主化和國際秩序公正化，建設(shè)持久和平、共同繁榮的和諧世界。

女士們、先生們、朋友們，當(dāng)前，與其他地區(qū)一樣，非洲也面臨著金融危機(jī)、氣候變化等全球性問題的挑戰(zhàn)。金融市場波動(dòng)，經(jīng)濟(jì)大幅下滑，外資流入銳減，一些國家和地區(qū)出現(xiàn)動(dòng)蕩，實(shí)現(xiàn)聯(lián)合國千年發(fā)展目標(biāo)任務(wù)更加艱巨；受氣候變化的影響，水旱災(zāi)害頻繁、沙漠化加劇、物種減少、糧食減產(chǎn)、生態(tài)環(huán)境惡化，可持續(xù)發(fā)展面臨嚴(yán)重威脅。

非洲人口占世界的１／７，是發(fā)展中國家最集中的大陸，非洲的發(fā)展，是實(shí)現(xiàn)世界經(jīng)濟(jì)發(fā)展不可或缺的組成部分。作為非洲真誠可靠的朋友，中國對非洲面臨的困難和挑戰(zhàn)感同身受。中國呼吁國際社會要增強(qiáng)緊迫感，更加切實(shí)有效地支持非洲發(fā)展。一是堅(jiān)持落實(shí)千年發(fā)展目標(biāo)的決心不動(dòng)搖，措施不減弱，切實(shí)履行對非援助承諾，積極為非洲創(chuàng)造有利的國際經(jīng)濟(jì)、貿(mào)易、金融等外部條件。二是深刻認(rèn)識非洲國家提高適應(yīng)氣候變化能力的迫切需要，理解和支持非洲國家的合理關(guān)切和訴求，把幫助非洲應(yīng)對氣候變化與提高可持續(xù)發(fā)展能力緊密結(jié)合起來，通過綜合治理，促進(jìn)非洲的全面協(xié)調(diào)發(fā)展。三是對非洲國家在應(yīng)對糧食安全、能源安全、流行性疾病等其他全球性問題面臨的特殊困難，給予更多理解、支持和幫助。

女士們、先生們、朋友們，在新形勢下，中國愿意和非洲國家不斷深化各領(lǐng)域務(wù)實(shí)合作，全面推進(jìn)中非新型戰(zhàn)略伙伴關(guān)系。為此，我愿提出以下建議：

第一，加強(qiáng)戰(zhàn)略協(xié)調(diào)，維護(hù)共同利益。保持高層交往勢頭，密切政治對話和磋商，就雙方共同關(guān)心的重大全球性問題加強(qiáng)協(xié)調(diào)配合，提升發(fā)展中國家在國際體系中的發(fā)言權(quán)和代表性，共同推動(dòng)國際政治經(jīng)濟(jì)秩序朝著更加公正合理的方向發(fā)展。中國將一如既往地在國際場合為非洲仗義執(zhí)言，維護(hù)非洲國家的利益，同時(shí)與非洲國家加強(qiáng)應(yīng)對全球性挑戰(zhàn)策略和經(jīng)驗(yàn)方面的交流，幫助非洲國家提高應(yīng)對能力和自我發(fā)展能力。

第二，落實(shí)千年發(fā)展目標(biāo)，改善非洲民生。發(fā)展經(jīng)濟(jì)、消除貧困、改善民生，是非洲國家的首要任務(wù)。中國將繼續(xù)在力所能及范圍內(nèi)增加對非援助、減免非洲國家債務(wù)，優(yōu)化對非援助結(jié)構(gòu)，使援助項(xiàng)目進(jìn)一步向農(nóng)業(yè)、教育、醫(yī)療衛(wèi)生、減貧、清潔飲用水等攸關(guān)民生的領(lǐng)域傾斜，幫助非洲盡早實(shí)現(xiàn)聯(lián)合國千年發(fā)展目標(biāo)。

第三，提升經(jīng)貿(mào)合作，實(shí)現(xiàn)互利共贏。中非經(jīng)濟(jì)互補(bǔ)性很強(qiáng)，互利合作前景廣闊。應(yīng)大力發(fā)展中非貿(mào)易，盡快扭轉(zhuǎn)今年雙邊貿(mào)易下滑態(tài)勢，積極擴(kuò)大非洲商品對華出口。中國鼓勵(lì)更多企業(yè)赴非洲投資，引導(dǎo)中國企業(yè)更多承擔(dān)社會責(zé)任，同當(dāng)?shù)厝嗣窈湍老嗵?。要把對非?jīng)貿(mào)合作同技術(shù)轉(zhuǎn)讓結(jié)合起來，大力幫助非洲培訓(xùn)技術(shù)人員和管理人才。

第四，促進(jìn)人文交流，鞏固中非友好。中非都有著燦爛多姿的文化。雙方應(yīng)進(jìn)一步加強(qiáng)文化交流和借鑒，鼓勵(lì)雙方舉辦各種文化節(jié)、藝術(shù)展和體育賽事，支持雙方民間組織、新聞媒體、學(xué)術(shù)機(jī)構(gòu)密切聯(lián)系。中國將繼續(xù)支持非洲發(fā)展教育、衛(wèi)生、科技等社會事業(yè)，歡迎非洲各國參與上海世博會，充分展示非洲各領(lǐng)域的發(fā)展成果。

第五，拓寬合作領(lǐng)域，加強(qiáng)機(jī)制建設(shè)。中方愿加大對非洲和平安全事務(wù)的參與，增加對非洲一體化建設(shè)的支持，擴(kuò)大同非洲區(qū)域性組織的合作。愿與非方共同努力，推進(jìn)中非合作論壇機(jī)制建設(shè)，促進(jìn)雙方職能部門在論壇框架下開展合作，強(qiáng)化和擴(kuò)展論壇對中非關(guān)系的促進(jìn)和引領(lǐng)作用。

女士們、先生們、朋友們，中國人民對非洲人民的感情是真誠的，中國對非洲發(fā)展的支持是實(shí)實(shí)在在的。今后不管世界風(fēng)云如何變化，我們同非洲人民的友誼不會變，與非洲深化互利合作、實(shí)現(xiàn)共同發(fā)展的決心不會變，支持非洲經(jīng)濟(jì)社會發(fā)展的政策不會變。在今后３年，中國政府將采取八項(xiàng)新舉措推進(jìn)中非合作：

第一，倡議建立中非應(yīng)對氣候變化伙伴關(guān)系，不定期舉行高官磋商，在衛(wèi)星氣象監(jiān)測、新能源開發(fā)利用、沙漠化防治、城市環(huán)境保護(hù)等領(lǐng)域加強(qiáng)合作。中方?jīng)Q定為非洲援建太陽能、沼氣、小水電等１００個(gè)清潔能源項(xiàng)目。

第二，加強(qiáng)科技合作，倡議啟動(dòng)“中非科技伙伴計(jì)劃”，實(shí)施１００個(gè)中非聯(lián)合科技研究示范項(xiàng)目，接收１００名非洲博士后來華進(jìn)行科研工作，并為其回國服務(wù)提供資助。

第三，增加非洲融資能力，向非洲國家提供１００億美元優(yōu)惠性質(zhì)貸款；支持中國金融機(jī)構(gòu)設(shè)立非洲中小企業(yè)發(fā)展專項(xiàng)貸款，金額１０億美元。對非洲與中國建交的重債窮國和最不發(fā)達(dá)國家，免除截至２００９年底對華到期未還的政府無息貸款債務(wù)。

第四，擴(kuò)大對非產(chǎn)品開放市場，逐步給予非洲與中國建交的最不發(fā)達(dá)國家９５％的產(chǎn)品免關(guān)稅待遇，２０１０年年內(nèi)首先對６０％的產(chǎn)品實(shí)施免關(guān)稅。

第五，進(jìn)一步加強(qiáng)農(nóng)業(yè)合作，為非洲國家援建的農(nóng)業(yè)示范中心增加到２０個(gè)，向非洲派遣５０個(gè)農(nóng)業(yè)技術(shù)組，為非洲國家培訓(xùn)２０００名農(nóng)業(yè)技術(shù)人員，提高非洲實(shí)現(xiàn)糧食安全的能力。

第六，深化醫(yī)療衛(wèi)生合作，為援非３０所醫(yī)院和３０個(gè)瘧疾防治中心提供價(jià)值５億元人民幣的醫(yī)療設(shè)備和抗瘧物資，為非洲培訓(xùn)３０００名醫(yī)護(hù)人員。

第七，加強(qiáng)人力資源開發(fā)和教育合作，為非洲國家援助５０所中非友好學(xué)校，培訓(xùn)１５００名校長和教師；到２０１２年，向非洲提供的中國政府獎(jiǎng)學(xué)金名額將增至５５００名；今后３年為非洲培訓(xùn)各類人才總計(jì)２萬名。

第八，擴(kuò)大人文交流，倡議實(shí)施“中非聯(lián)合研究交流計(jì)劃”，促進(jìn)學(xué)者、智庫交往合作，交流發(fā)展經(jīng)驗(yàn)，并為雙方出臺更好合作政策提供智力支持。

女士們、先生們、朋友們，５３年前，埃及成為非洲第一個(gè)與新中國建交的國家。中埃建交開啟了中非關(guān)系的新紀(jì)元。今天，在埃及召開的中非合作論壇第四屆部長級會議，將成為中非關(guān)系進(jìn)一步發(fā)展的新起點(diǎn)。非洲有句諺語：獨(dú)行可以走得快，結(jié)伴才能走得遠(yuǎn)。中國也有句諺語：路遙知馬力，日久見人心。我相信，只要中非雙方同心協(xié)力、開拓進(jìn)取、平等互利，我們就完全能夠抓住機(jī)遇、戰(zhàn)勝挑戰(zhàn)，中非新型戰(zhàn)略伙伴關(guān)系就一定會邁上新的臺階，中非友誼與合作就一定會不斷地結(jié)出更加豐碩的成果。

第二，落實(shí)千年發(fā)展目標(biāo)，改善非洲民生。發(fā)展經(jīng)濟(jì)、消除貧困、改善民生，是非洲國家的首要任務(wù)。中國將繼續(xù)在力所能及范圍內(nèi)增加對非援助、減免非洲國家債務(wù)，優(yōu)化對非援助結(jié)構(gòu)，使援助項(xiàng)目進(jìn)一步向農(nóng)業(yè)、教育、醫(yī)療衛(wèi)生、減貧、清潔飲用水等攸關(guān)民生的領(lǐng)域傾斜，幫助非洲盡早實(shí)現(xiàn)聯(lián)合國千年發(fā)展目標(biāo)。

第三，提升經(jīng)貿(mào)合作，實(shí)現(xiàn)互利共贏。中非經(jīng)濟(jì)互補(bǔ)性很強(qiáng)，互利合作前景廣闊。應(yīng)大力發(fā)展中非貿(mào)易，盡快扭轉(zhuǎn)今年雙邊貿(mào)易下滑態(tài)勢，積極擴(kuò)大非洲商品對華出口。中國鼓勵(lì)更多企業(yè)赴非洲投資，引導(dǎo)中國企業(yè)更多承擔(dān)社會責(zé)任，同當(dāng)?shù)厝嗣窈湍老嗵?。要把對非?jīng)貿(mào)合作同技術(shù)轉(zhuǎn)讓結(jié)合起來，大力幫助非洲培訓(xùn)技術(shù)人員和管理人才。

第四，促進(jìn)人文交流，鞏固中非友好。中非都有著燦爛多姿的文化。雙方應(yīng)進(jìn)一步加強(qiáng)文化交流和借鑒，鼓勵(lì)雙方舉辦各種文化節(jié)、藝術(shù)展和體育賽事，支持雙方民間組織、新聞媒體、學(xué)術(shù)機(jī)構(gòu)密切聯(lián)系。中國將繼續(xù)支持非洲發(fā)展教育、衛(wèi)生、科技等社會事業(yè)，歡迎非洲各國參與上海世博會，充分展示非洲各領(lǐng)域的發(fā)展成果。

第五，拓寬合作領(lǐng)域，加強(qiáng)機(jī)制建設(shè)。中方愿加大對非洲和平安全事務(wù)的參與，增加對非洲一體化建設(shè)的支持，擴(kuò)大同非洲區(qū)域性組織的合作。愿與非方共同努力，推進(jìn)中非合作論壇機(jī)制建設(shè)，促進(jìn)雙方職能部門在論壇框架下開展合作，強(qiáng)化和擴(kuò)展論壇對中非關(guān)系的促進(jìn)和引領(lǐng)作用。

女士們、先生們、朋友們，中國人民對非洲人民的感情是真誠的，中國對非洲發(fā)展的支持是實(shí)實(shí)在在的。今后不管世界風(fēng)云如何變化，我們同非洲人民的友誼不會變，與非洲深化互利合作、實(shí)現(xiàn)共同發(fā)展的決心不會變，支持非洲經(jīng)濟(jì)社會發(fā)展的政策不會變。在今后３

年，中國政府將采取八項(xiàng)新舉措推進(jìn)中非合作：

第一，倡議建立中非應(yīng)對氣候變化伙伴關(guān)系，不定期舉行高官磋商，在衛(wèi)星氣象監(jiān)測、新能源開發(fā)利用、沙漠化防治、城市環(huán)境保護(hù)等領(lǐng)域加強(qiáng)合作。中方?jīng)Q定為非洲援建太陽能、沼氣、小水電等１００個(gè)清潔能源項(xiàng)目。

第二，加強(qiáng)科技合作，倡議啟動(dòng)“中非科技伙伴計(jì)劃”，實(shí)施１００個(gè)中非聯(lián)合科技研究示范項(xiàng)目，接收１００名非洲博士后來華進(jìn)行科研工作，并為其回國服務(wù)提供資助。

第三，增加非洲融資能力，向非洲國家提供１００億美元優(yōu)惠性質(zhì)貸款；支持中國金融機(jī)構(gòu)設(shè)立非洲中小企業(yè)發(fā)展專項(xiàng)貸款，金額１０億美元。對非洲與中國建交的重債窮國和最不發(fā)達(dá)國家，免除截至２００９年底對華到期未還的政府無息貸款債務(wù)。

第四，擴(kuò)大對非產(chǎn)品開放市場，逐步給予非洲與中國建交的最不發(fā)達(dá)國家９５％的產(chǎn)品免關(guān)稅待遇，２０１０年年內(nèi)首先對６０％的產(chǎn)品實(shí)施免關(guān)稅。

第五，進(jìn)一步加強(qiáng)農(nóng)業(yè)合作，為非洲國家援建的農(nóng)業(yè)示范中心增加到２０個(gè)，向非洲派遣５０個(gè)農(nóng)業(yè)技術(shù)組，為非洲國家培訓(xùn)２０００名農(nóng)業(yè)技術(shù)人員，提高非洲實(shí)現(xiàn)糧食安全的能力。

第六，深化醫(yī)療衛(wèi)生合作，為援非３０所醫(yī)院和３０個(gè)瘧疾防治中心提供價(jià)值５億元人民幣的醫(yī)療設(shè)備和抗瘧物資，為非洲培訓(xùn)３０００名醫(yī)護(hù)人員。

第七，加強(qiáng)人力資源開發(fā)和教育合作，為非洲國家援助５０所中非友好學(xué)校，培訓(xùn)１５００名校長和教師；到２０１２年，向非洲提供的中國政府獎(jiǎng)學(xué)金名額將增至５５００名；今后３年為非洲培訓(xùn)各類人才總計(jì)２萬名。

第八，擴(kuò)大人文交流，倡議實(shí)施“中非聯(lián)合研究交流計(jì)劃”，促進(jìn)學(xué)者、智庫交往合作，交流發(fā)展經(jīng)驗(yàn)，并為雙方出臺更好合作政策提供智力支持。

女士們、先生們、朋友們，５３年前，埃及成為非洲第一個(gè)與新中國建交的國家。中埃建交開啟了中非關(guān)系的新紀(jì)元。今天，在埃及召開的中非合作論壇第四屆部長級會議，將成為中非關(guān)系進(jìn)一步發(fā)展的新起點(diǎn)。非洲有句諺語：獨(dú)行可以走得快，結(jié)伴才能走得遠(yuǎn)。中國也有句諺語：路遙知馬力，日久見人心。我相信，只要中非雙方同心協(xié)力、開拓進(jìn)取、平等互利，我們就完全能夠抓住機(jī)遇、戰(zhàn)勝挑戰(zhàn)，中非新型戰(zhàn)略伙伴關(guān)系就一定會邁上新的臺階，中非友誼與合作就一定會不斷地結(jié)出更加豐碩的成果。

--We have enhanced political mutual trust.The two sides have had more frequent high-level exchanges and stepped up diplomatic consultations and strategic dialogue.African countries have given even stronger support to China on issues concerning China's core interests.China and Africa have cooperated and coordinated with each other on major international and regional issues and jointly safeguarded and expanded the common interests of developing countries.——經(jīng)貿(mào)合作日益深化。２００８年中非貿(mào)易突破千億美元，同中國有貿(mào)易往來的非洲國家增加到５３個(gè)；中國在非洲開工建設(shè)６個(gè)經(jīng)貿(mào)合作區(qū)，中國企業(yè)到非洲國家落戶增加到近１６００家，直接投資存量達(dá)到７８億美元；工程承包和勞務(wù)合作規(guī)模不斷擴(kuò)大，金融合作方興未艾。

--We have strengthened economic cooperation and trade.Last year, China-Africa trade exceeded 100 billion U.S.dollars and the number of African countries trading with China grew to 53.China has begun construction of the six economic and trade cooperation zones in Africa.Nearly 1,600 Chinese enterprises have started business in African countries with a direct investment stock of 7.8 billion U.S.dollars.Project contracting and labor services cooperation between the two sides have been expanding, and financial cooperation is gaining momentum.——中國擴(kuò)大對非援助取得實(shí)效。中國在遭受國際金融危機(jī)沖擊、自身面臨不少困難的情況下，信守諾言，全面落實(shí)北京峰會的承諾，對非援助規(guī)模翻了一番，免除３３國１６８筆債務(wù)已近尾聲，總計(jì)５０億美元的優(yōu)惠性質(zhì)貸款近期將全部到位，首期１０億美元的中非發(fā)展基金如期啟動(dòng)。這些不僅促進(jìn)了非洲自我發(fā)展能力建設(shè)，也為非洲國家應(yīng)對國際金融危機(jī)的沖擊發(fā)揮了積極作用。--The increase in China's assistance to Africa has produced practical results.Despite the impact of the international financial crisis and the many difficulties we face at home, we have honored the commitments we made at the Beijing Summit in an all-round way.Our assistance to Africa has been doubled.The plan to cancel 168 debts owed by 33 African countries is near completion.The 5 billion U.S.dollars of concessional loans will be fully in place soon.The China-Africa Development Fund, whose first tranche reached 1 billion U.S.dollars, has become operational as scheduled.These measures have not only added to Africa's capacity for self-development but also helped African countries in their effort to counter the financial crisis.——人文交流蓬勃開展。文教、衛(wèi)生、人力資源培訓(xùn)等領(lǐng)域的交流與合作發(fā)展迅猛，中國為非洲國家培訓(xùn)各類人員年底以前將達(dá)到１５０００人，青年、婦女、友好省市等領(lǐng)域的交往日趨頻繁，進(jìn)一步加深了相互理解和傳統(tǒng)友誼。

The rapidly growing relations and cooperation between China and Africa have attracted the world's attention in recent years.I would like to point out that it was not just a few years ago that China suddenly started its presence in Africa or Africa started its support for China.As early as in the 1950s and '60s, China and Africa fought shoulder to shoulder in the historic struggle against imperialism, colonialism and hegemony and worked side by side in the hard endeavor to revive our respective national economies.The Tanzania-Zambia Railway, the Chinese medical teams and the young Chinese volunteers in Africa are vivid examples of China's selfless assistance to this continent, while Africa's tremendous effort in helping restore China's seat in the United Nations, the successful Beijing Olympic torch relay in Africa and Africa's generous donations to the victims of the Wenchuan earthquake in China give full expression to the friendship of the African people toward the Chinese people.The Chinese government and people respect the right of African countries to independently choose their social systems and support the African people in exploring development paths that suit their national conditions.We firmly believe that Africa is fully capable of solving its own problems in an African way.The economic cooperation and trade between China and Africa are based on mutual benefit, win-win progress, openness and transparency.China has never attached any political strings to its support and assistance to Africa, and nor will it do so in the future.China welcomes the active involvement of other countries and international organizations in Africa's development so that we can jointly promote peace, development and progress in Africa.中非關(guān)系能夠經(jīng)受住國際風(fēng)云變幻的考驗(yàn)，始終保持蓬勃發(fā)展的勢頭，患難與共、相互支持是基礎(chǔ)；相互尊重、平等相待是核心；互利合作、共同發(fā)展是關(guān)鍵。當(dāng)今世界正在經(jīng)歷空前的大變革、大調(diào)整，中非同屬發(fā)展中國家，既面臨著加快發(fā)展的難得的歷史機(jī)遇，也面臨著紛繁復(fù)雜的全球性挑戰(zhàn)。雙方進(jìn)一步加強(qiáng)互利合作，有利于充分發(fā)揮各自優(yōu)勢，實(shí)現(xiàn)共同發(fā)展；有利于帶動(dòng)國際社會更加關(guān)注非洲，幫助非洲加快實(shí)現(xiàn)千年發(fā)展目標(biāo)；有利于促進(jìn)南南合作，提升發(fā)展中國家在國際政治、經(jīng)濟(jì)格局中的整體地位；有利于推動(dòng)國際關(guān)系民主化和國際秩序公正化，建設(shè)持久和平、共同繁榮的和諧世界。

China-Africa relations have withstood the test of international vicissitudes and maintained the momentum of robust growth.Our relationship is based on mutual support, particularly during times of adversity.It is guided by the core principle of mutual respect and equality.It is driven by our joint endeavor to pursue mutually-beneficial cooperation and common development.The world today is undergoing unprecedented changes and adjustments.We are all developing countries and face both rare historic opportunities for faster development and complex global challenges.We should enhance mutually beneficial cooperation.Cooperation between us will enable us to bring out our respective strengths and achieve common development.Cooperation between us will encourage the international community to pay greater attention to Africa and help it attain the Millennium Development Goals(MDGs)at an early date.Cooperation between us will catalyze South-South cooperation and enhance the collective standing of developing countries in the international political and economic architecture.Cooperation between us will promote democracy in international relations and justice in the international order and contribute to the effort of building a harmonious world of enduring peace and common prosperity.女士們、先生們、朋友們，Ladies and Gentlemen, Dear Friends，當(dāng)前，與其他地區(qū)一樣，非洲也面臨著金融危機(jī)、氣候變化等全球性問題的挑戰(zhàn)。金融市場波動(dòng)，經(jīng)濟(jì)大幅下滑，外資流入銳減，一些國家和地區(qū)出現(xiàn)動(dòng)蕩，實(shí)現(xiàn)聯(lián)合國千年發(fā)展目標(biāo)任務(wù)更加艱巨；受氣候變化的影響，水旱災(zāi)害頻繁、沙漠化加劇、物種減少、糧食減產(chǎn)、生態(tài)環(huán)境惡化，可持續(xù)發(fā)展面臨嚴(yán)重威脅。

Like other parts of the world, Africa is faced with various global challenges, including the financial crisis and climate change.Your task of meeting the MDGs has been made more difficultby the financial market volatility, sharp economic slowdown, drastic decline in foreign capital and the turmoil in some countries and regions in Africa.And your effort to achieve sustainable development has been seriously threatened by the frequent floods and droughts, the spread of desertification, extinction of some species, drop in food production and environmental degradation caused by climate change.非洲人口占世界的１／７，是發(fā)展中國家最集中的大陸，非洲的發(fā)展，是實(shí)現(xiàn)世界經(jīng)濟(jì)發(fā)展不可或缺的組成部分。作為非洲真誠可靠的朋友，中國對非洲面臨的困難和挑戰(zhàn)感同身受。中國呼吁國際社會要增強(qiáng)緊迫感，更加切實(shí)有效地支持非洲發(fā)展。一是堅(jiān)持落實(shí)千年發(fā)展目標(biāo)的決心不動(dòng)搖，措施不減弱，切實(shí)履行對非援助承諾，積極為非洲創(chuàng)造有利的國際經(jīng)濟(jì)、貿(mào)易、金融等外部條件。二是深刻認(rèn)識非洲國家提高適應(yīng)氣候變化能力的迫切需要，理解和支持非洲國家的合理關(guān)切和訴求，把幫助非洲應(yīng)對氣候變化與提高可持續(xù)發(fā)展能力緊密結(jié)合起來，通過綜合治理，促進(jìn)非洲的全面協(xié)調(diào)發(fā)展。三是對非洲國家在應(yīng)對糧食安全、能源安全、流行性疾病等其他全球性問題面臨的特殊困難，給予更多理解、支持和幫助。

Africa is home to one seventh of the world's population and has more developing countries than any other continent.Africa' s development is indispensable to development of the world economy.As a true and tested friend, China fully understands the difficulties and challenges facing Africa.We call upon the international community to have a greater sense of urgency and take more concrete steps to support Africa's development.First, the international community should not waver in its resolve or weaken its effort to help Africa meet the MDGs.It should take credible steps to honor the commitment of assistance to Africa and actively foster an enabling external environment of international economy, trade and finance.Second, the international community should have a keen appreciation of African countries' pressing need for stronger capacity in adapting to climate change, understand and support their legitimate concerns and demands, and help them better meet the climate challenge in the larger context of enhancing Africa' s ability for achieving sustainable development.Such a holistic approach will help Africa realize all-round and balanced development.Third, the international community should show more understanding of the special difficulties facing Africa in addressing such global issues as food security, energy security and epidemic diseases, and render them greater support and assistance.女士們、先生們、朋友們，Ladies and Gentlemen, Dear Friends，在新形勢下，中國愿意和非洲國家不斷深化各領(lǐng)域務(wù)實(shí)合作，全面推進(jìn)中非新型戰(zhàn)略伙伴關(guān)系。為此，我愿提出以下建議：

Under the new circumstances, China is ready to deepen practical cooperation with African countries in diverse areas and push forward in an all-round way the new type of China-Africa strategic partnership.I wish to make, in this connection, the following proposals: 第一，加強(qiáng)戰(zhàn)略協(xié)調(diào)，維護(hù)共同利益。保持高層交往勢頭，密切政治對話和磋商，就雙方共同關(guān)心的重大全球性問題加強(qiáng)協(xié)調(diào)配合，提升發(fā)展中國家在國際體系中的發(fā)言權(quán)和代表性，共同推動(dòng)國際政治經(jīng)濟(jì)秩序朝著更加公正合理的方向發(fā)展。中國將一如既往地在國際場合為非洲仗義執(zhí)言，維護(hù)非洲國家的利益，同時(shí)與非洲國家加強(qiáng)應(yīng)對全球性挑戰(zhàn)策略和經(jīng)驗(yàn)方面的交流，幫助非洲國家提高應(yīng)對能力和自我發(fā)展能力。

Second, meet the MDGs and improve the livelihood of the African people.Economic development, poverty eradication and improvement of people's lives are top priorities for African countries.China will continue to increase assistance to Africa and reduce or cancel debts owed by African countries within the realm of its capabilities.We will restructure our assistance programs to better meet the needs on the ground.We will put more emphasis on agriculture, education, health, poverty reduction and clean drinking water and other areas that are vital to people's well-being when providing assistance, and help Africa attain the MDGs at an early date.第三，提升經(jīng)貿(mào)合作，實(shí)現(xiàn)互利共贏。中非經(jīng)濟(jì)互補(bǔ)性很強(qiáng)，互利合作前景廣闊。應(yīng)大力發(fā)展中非貿(mào)易，盡快扭轉(zhuǎn)今年雙邊貿(mào)易下滑態(tài)勢，積極擴(kuò)大非洲商品對華出口。中國鼓勵(lì)更多企業(yè)赴非洲投資，引導(dǎo)中國企業(yè)更多承擔(dān)社會責(zé)任，同當(dāng)?shù)厝嗣窈湍老嗵?。要把對非?jīng)貿(mào)合作同技術(shù)轉(zhuǎn)讓結(jié)合起來，大力幫助非洲培訓(xùn)技術(shù)人員和管理人才。

Third, enhance economic cooperation and trade to realize mutual benefit and win-win progress.The strong economic complementarity between China and Africa offers us broad prospects for mutually beneficial cooperation.We should work hard to increase trade, speedily reverse the trade downturn since the beginning of this year and increase export of African goods to China.China will encourage more enterprises to invest in Africa and ask them to shoulder more social responsibilities and live in amity with the local people.We will combine economic cooperation and trade with technology transfer and take active steps to train technical and managerial personnel for African countries.第四，促進(jìn)人文交流，鞏固中非友好。中非都有著燦爛多姿的文化。雙方應(yīng)進(jìn)一步加強(qiáng)文化交流和借鑒，鼓勵(lì)雙方舉辦各種文化節(jié)、藝術(shù)展和體育賽事，支持雙方民間組織、新聞媒體、學(xué)術(shù)機(jī)構(gòu)密切聯(lián)系。中國將繼續(xù)支持非洲發(fā)展教育、衛(wèi)生、科技等社會事業(yè)，歡迎非洲各國參與上海世博會，充分展示非洲各領(lǐng)域的發(fā)展成果。

Fourth, promote people-to-people exchanges to solidify China-Africa friendship.Both China and Africa have a rich and splendid culture.The two sides should step up cultural exchanges and mutual learning, encourage the organization of culture festivals, art exhibitions and sports events, and support closer interactions among non-governmental organizations, news media and academic institutions.China will continue to support Africa in developing education, health, science and technology and other social programs.We welcome African countries to participate in the Shanghai World Expo to showcase Africa's development achievements in various fields.第五，拓寬合作領(lǐng)域，加強(qiáng)機(jī)制建設(shè)。中方愿加大對非洲和平安全事務(wù)的參與，增加對非洲一體化建設(shè)的支持，擴(kuò)大同非洲區(qū)域性組織的合作。愿與非方共同努力，推進(jìn)中非合作論壇機(jī)制建設(shè)，促進(jìn)雙方職能部門在論壇框架下開展合作，強(qiáng)化和擴(kuò)展論壇對中非關(guān)系的促進(jìn)和引領(lǐng)作用。

Fifth, expand areas of cooperation and advance FOCAC institutional building.China is willing to increase involvement in the settlement of issues concerning peace and security in Africa, provide more support to African integration and expand cooperation with sub-regional organizations in Africa.We will work with you to promote FOCAC institutional building, strengthen cooperation between the functional departments of the two sides within the FOCAC framework, and enhance and expand FOCAC's role in promoting and guiding China-Africa relations.女士們、先生們、朋友們，Ladies and Gentlemen, Dear Friends，中國人民對非洲人民的感情是真誠的，中國對非洲發(fā)展的支持是實(shí)實(shí)在在的。今后不管世界風(fēng)云如何變化，我們同非洲人民的友誼不會變，與非洲深化互利合作、實(shí)現(xiàn)共同發(fā)展的決心不會變，支持非洲經(jīng)濟(jì)社會發(fā)展的政策不會變。在今后３年，中國政府將采取八項(xiàng)新舉措推進(jìn)中非合作：

The Chinese people cherish sincere friendship towards the African people, and China's support to Africa's development is concrete and real.Whatever change may take place in the world, our friendship with Africa will not change, our commitment to deepening mutually beneficial cooperation and achieving common development with Africa will not change, and our policy of supporting Africa's economic and social development will not change.During the next three years, the Chinese government will take the following eight new measures to strengthen China-Africa cooperation:

第一，倡議建立中非應(yīng)對氣候變化伙伴關(guān)系，不定期舉行高官磋商，在衛(wèi)星氣象監(jiān)測、新能源開發(fā)利用、沙漠化防治、城市環(huán)境保護(hù)等領(lǐng)域加強(qiáng)合作。中方?jīng)Q定為非洲援建太陽能、沼氣、小水電等１００個(gè)清潔能源項(xiàng)目。

First, we propose to establish a China-Africa partnership in addressing climate change.We will hold senior officials' consultations with African countries from time to time, and enhance cooperation on satellite weather monitoring, development and utilization of new energy sources, prevention and control of desertification and urban environmental protection.We have decided to build 100 clean energy projects for Africa covering solar power, bio-gas and small hydro-power.第二，加強(qiáng)科技合作，倡議啟動(dòng)“中非科技伙伴計(jì)劃”，實(shí)施１００個(gè)中非聯(lián)合科技研究示范項(xiàng)目，接收１００名非洲博士后來華進(jìn)行科研工作，并為其回國服務(wù)提供資助。Second, we will enhance cooperation with Africa in science and technology.We propose to launch a China-Africa science and technology partnership, under which we will carry out 100 joint demonstration projects on scientific and technological research, receive 100 African postdoctoral fellows to conduct scientific research in China and assist them in going back and serving their home countries.第三，增加非洲融資能力，向非洲國家提供１００億美元優(yōu)惠性質(zhì)貸款；支持中國金融機(jī)構(gòu)設(shè)立非洲中小企業(yè)發(fā)展專項(xiàng)貸款，金額１０億美元。對非洲與中國建交的重債窮國和最不發(fā)達(dá)國家，免除截至２００９年底對華到期未還的政府無息貸款債務(wù)。

Third, we will help Africa build up financing capacity.We will provide 10 billion U.S.dollars in concessional loans to African countries, and support Chinese financial institutions in setting up a 1 billion U.S.dollar special loan for small and medium-sized African businesses.For the heavily indebted poor countries and least developed countries in Africa having diplomatic relations with China, we will cancel their debts associated with interest-free government loans due to mature by the end of 2009.第四，擴(kuò)大對非產(chǎn)品開放市場，逐步給予非洲與中國建交的最不發(fā)達(dá)國家９５％的產(chǎn)品免關(guān)稅待遇，２０１０年年內(nèi)首先對６０％的產(chǎn)品實(shí)施免關(guān)稅。

Fourth, we will further open up China's market to African products.We will phase in zero-tariff treatment to 95 percent of the products from the least developed African countries having diplomatic relations with China, starting with 60 percent of the products within 2010.第五，進(jìn)一步加強(qiáng)農(nóng)業(yè)合作，為非洲國家援建的農(nóng)業(yè)示范中心增加到２０個(gè)，向非洲派遣５０個(gè)農(nóng)業(yè)技術(shù)組，為非洲國家培訓(xùn)２０００名農(nóng)業(yè)技術(shù)人員，提高非洲實(shí)現(xiàn)糧食安全的能力。

Fifth, we will further enhance cooperation with Africa in agriculture.We will increase the number of agricultural technology demonstration centers built by China in Africa to 20, send 50 agricultural technology teams to Africa and train 2,000 agricultural technology personnel for Africa, in order to help strengthen Africa' s ability to ensure food security.第六，深化醫(yī)療衛(wèi)生合作，為援非３０所醫(yī)院和３０個(gè)瘧疾防治中心提供價(jià)值５億元人民幣的醫(yī)療設(shè)備和抗瘧物資，為非洲培訓(xùn)３０００名醫(yī)護(hù)人員。

Sixth, we will deepen cooperation in medical care and health.We will provide medical equipments and anti-malaria materials worth 500 million yuan to the 30 hospitals and 30 malaria prevention and treatment centers built by China and train 3,000 doctors and nurses for Africa.第七，加強(qiáng)人力資源開發(fā)和教育合作，為非洲國家援助５０所中非友好學(xué)校，培訓(xùn)１５００名校長和教師；到２０１２年，向非洲提供的中國政府獎(jiǎng)學(xué)金名額將增至５５００名；今后３年為非洲培訓(xùn)各類人才總計(jì)２萬名。

Seventh, we will enhance cooperation in human resources development and education.We will build 50 China-Africa friendship schools and train 1,500 school principals and teachers for African countries.By 2012, we will increase the number of Chinese government scholarships to Africa to 5,500.And we will train a total of 20,000 professionals of various fields for Africa over the next three years.第八，擴(kuò)大人文交流，倡議實(shí)施“中非聯(lián)合研究交流計(jì)劃”，促進(jìn)學(xué)者、智庫交往合作，交流發(fā)展經(jīng)驗(yàn)，并為雙方出臺更好合作政策提供智力支持。

Eighth, we will expand people-to-people and cultural exchanges.We propose to launch a China-Africa joint research and exchange program, which will enable scholars and think tanks to have more exchanges and cooperation, share development experience, and provide intellectual support for formulating better cooperation policies by the two sides.女士們、先生們、朋友們，Ladies and Gentlemen, Dear Friends，５３年前，埃及成為非洲第一個(gè)與新中國建交的國家。中埃建交開啟了中非關(guān)系的新紀(jì)元。今天，在埃及召開的中非合作論壇第四屆部長級會議，將成為中非關(guān)系進(jìn)一步發(fā)展的新起點(diǎn)。非洲有句諺語：獨(dú)行可以走得快，結(jié)伴才能走得遠(yuǎn)。中國也有句諺語：路遙知馬力，日久見人心。我相信，只要中非雙方同心協(xié)力、開拓進(jìn)取、平等互利，我們就完全能夠抓住機(jī)遇、戰(zhàn)勝挑戰(zhàn)，中非新型戰(zhàn)略伙伴關(guān)系就一定會邁上新的臺階，中非友誼與合作就一定會不斷地結(jié)出更加豐碩的成果。

Egypt was the first African country to enter into diplomatic relations with the People' s Republic of China.The establishment of diplomatic ties between China and Egypt 53 years ago opened a new era in China-Africa relations.Today, Egypt is playing host to the 4th FOCAC Ministerial Conference, which will mark a new starting point in China-Africa relations.There is an African proverb which says, “If you want to go quickly, go alone.If you want to go far, go together.” There is also a Chinese saying that goes, “As distance can test a horse's strength, so time can reveal a person's heart.” I am convinced that as long as China and Africago hand in hand with an enterprising spirit and cooperate on the basis of equality and mutual benefit, we will seize opportunities and overcome challenges to take the new type of China-Africa strategic partnership to a new level, and make China-Africa friendship and cooperation even more fruitful.最后，預(yù)祝本屆論壇部長級會議圓滿成功！

尊敬的穆罕默德·胡斯尼·穆巴拉克總統(tǒng)閣下,尊敬的各位國家元首和政府首腦閣下,尊敬的非洲聯(lián)盟委員會主席讓·平閣下,各位代表團(tuán)團(tuán)長、部長和大使閣下,女士們、先生們:

來到美麗的海濱城市沙姆沙伊赫,與出席中非合作論壇第四屆部長級會議的各位朋友暢敘友情、共商合作,我感到非常高興。作為本次會議共同主席國的總理,我謹(jǐn)代表中國政府,對各位與會嘉賓表示熱烈歡迎,對埃及政府為本次會議所做的精心準(zhǔn)備和周到安排表示衷心感謝!

中非合作論壇創(chuàng)立九年來,一直發(fā)揮著引領(lǐng)和推動(dòng)中非關(guān)系發(fā)展的重要作用,日益成為中非加深友誼的橋梁、加強(qiáng)合作的平臺。特別是論壇北京峰會召開三年來,中非致力于共建政治上平等互信、經(jīng)濟(jì)上合作共贏、文化上交流互鑒的新型戰(zhàn)略伙伴關(guān)系,開創(chuàng)了中非合作的新局面。

——政治互信不斷增強(qiáng)。雙方高層往來更加頻繁、外交磋商與戰(zhàn)略對話日趨密切,非洲國家在涉及中國核心利益問題上更加堅(jiān)定地支持中方,中非在重大國際和地區(qū)事務(wù)中相互協(xié)調(diào)配合,維護(hù)和擴(kuò)大了廣大發(fā)展中國家的共同利益。

——經(jīng)貿(mào)合作日益深化。2008年中非貿(mào)易突破千億美元,同中國有貿(mào)易往來的非洲國家增加到53個(gè);中國在非洲開工建設(shè)6個(gè)經(jīng)貿(mào)合作區(qū),中國企業(yè)到非洲國家落戶增加到近1600家,直接投資存量達(dá)到78億美元;工程承包和勞務(wù)合作規(guī)模不斷擴(kuò)大,金融合作方興未艾。

——中國擴(kuò)大對非援助取得實(shí)效。中國在遭受國際金融危機(jī)沖擊、自身面臨不少困難的情況下,信守諾言,全面落實(shí)北京峰會的承諾,對非援助規(guī)模翻了一番,免除33國168筆債務(wù)已近尾聲,總計(jì)50億美元的優(yōu)惠性質(zhì)貸款近期將全部到位,首期10億美元的中非發(fā)展基金如期啟動(dòng)。這些不僅促進(jìn)了非洲自我發(fā)展能力建設(shè),也為非洲國家應(yīng)對國際金融危機(jī)的沖擊發(fā)揮了積極作用。

——人文交流蓬勃開展。文教、衛(wèi)生、人力資源培訓(xùn)等領(lǐng)域的交流與合作發(fā)展迅猛,中國為非洲國家培訓(xùn)各類人員年底以前將達(dá)到15000人,青年、婦女、友好省市等領(lǐng)域的交往日趨頻繁,進(jìn)一步加深了相互理解和傳統(tǒng)友誼。

女士們、先生們、朋友們，近年來,迅速提升的中非關(guān)系、日益密切的中非合作,吸引了全世界的目光。在這里我想強(qiáng)調(diào),中國不是近年來突然出現(xiàn)在非洲的,非洲也不是近年來才支持中國的。早在上世紀(jì)五、六十年代,中非就在反帝、反殖、反霸的歷史浪潮中并肩戰(zhàn)斗,在振興民族經(jīng)濟(jì)的艱辛歷程中攜手同行。坦贊鐵路、援非醫(yī)療隊(duì)、青年志愿者,是中國無私幫助非洲的生動(dòng)例證;把中國“抬進(jìn)”聯(lián)合國、北京奧運(yùn)圣火在非洲順利傳遞、向四川汶川地震災(zāi)區(qū)熱心捐款,是非洲人民對中國人民情誼的真實(shí)寫照。中國政府和人民始終尊重非洲國家自主選擇社會制度的權(quán)利,支持非洲人民探索適合本國國情的發(fā)展道路,堅(jiān)信非洲完全有能力以非洲方式處理好自己的問題。中非經(jīng)貿(mào)合作是建立在互利共贏、開放透明基礎(chǔ)之上的,中國對非洲的支持和援助,過去沒有、將來也永遠(yuǎn)不會附加任何政治條件。中國樂見其他國家和國際組織積極參與非洲的開發(fā)與建設(shè),共同推動(dòng)非洲的和平、發(fā)展與進(jìn)步。

中非關(guān)系能夠經(jīng)受住國際風(fēng)云變幻的考驗(yàn),始終保持蓬勃發(fā)展的勢頭,患難與共、相互支持是基礎(chǔ);相互尊重、平等相待是核心;互利合作、共同發(fā)展是關(guān)鍵。當(dāng)今世界正在經(jīng)歷空前的大變革、大調(diào)整,中非同屬發(fā)展中國家,既面臨著加快發(fā)展的難得的歷史機(jī)遇,也面臨著紛繁復(fù)雜的全球性挑戰(zhàn)。雙方進(jìn)一步加強(qiáng)互利合作,有利于充分發(fā)揮各自優(yōu)勢,實(shí)現(xiàn)共同發(fā)展;有利于帶動(dòng)國際社會更加關(guān)注非洲,幫助非洲加快實(shí)現(xiàn)千年發(fā)展目標(biāo);有利于促進(jìn)南南合作,提升發(fā)展中國家在國際政治、經(jīng)濟(jì)格局中的整體地位;有利于推動(dòng)國際關(guān)系民主化和國際秩序公正化,建設(shè)持久和平、共同繁榮的和諧世界。

女士們、先生們、朋友們，當(dāng)前,與其他地區(qū)一樣,非洲也面臨著金融危機(jī)、氣候變化等全球性問題的挑戰(zhàn)。金融市場波動(dòng),經(jīng)濟(jì)大幅下滑,外資流入銳減,一些國家和地區(qū)出現(xiàn)動(dòng)蕩,實(shí)現(xiàn)聯(lián)合國千年發(fā)展目標(biāo)任務(wù)更加艱巨;受氣候變化的影響,水旱災(zāi)害頻繁、沙漠化加劇、物種減少、糧食減產(chǎn)、生態(tài)環(huán)境惡化,可持續(xù)發(fā)展面臨嚴(yán)重威脅。

非洲人口占世界的1/7,是發(fā)展中國家最集中的大陸,非洲的發(fā)展,是實(shí)現(xiàn)世界經(jīng)濟(jì)發(fā)展不可或缺的組成部分。作為非洲真誠可靠的朋友,中國對非洲面臨的困難和挑戰(zhàn)感同身受。中國呼吁國際社會要增強(qiáng)緊迫感,更加切實(shí)有效地支持非洲發(fā)展。一是堅(jiān)持落實(shí)千年發(fā)展目標(biāo)的決心不動(dòng)搖,措施不減弱,切實(shí)履行對非援助承諾,積極為非洲創(chuàng)造有利的國際經(jīng)濟(jì)、貿(mào)易、金融等外部條件。二是深刻認(rèn)識非洲國家提高適應(yīng)氣候變化能力的迫切需要,理解和支持非洲國家的合理關(guān)切和訴求,把幫助非洲應(yīng)對氣候變化與提高可持續(xù)發(fā)展能力緊密結(jié)合起來,通過綜合治理,促進(jìn)非洲的全面協(xié)調(diào)發(fā)展。三是對非洲國家在應(yīng)對糧食安全、能源安全、流行性疾病等其他全球性問題面臨的特殊困難,給予更多理解、支持和幫助。

女士們、先生們、朋友們，在新形勢下,中國愿意和非洲國家不斷深化各領(lǐng)域務(wù)實(shí)合作,全面推進(jìn)中非新型戰(zhàn)略伙伴關(guān)系。為此,我愿提出以下建議:

第一,加強(qiáng)戰(zhàn)略協(xié)調(diào),維護(hù)共同利益。保持高層交往勢頭,密切政治對話和磋商,就雙方共同關(guān)心的重大全球性問題加強(qiáng)協(xié)調(diào)配合,提升發(fā)展中國家在國際體系中的發(fā)言權(quán)和代表性,共同推動(dòng)國際政治經(jīng)濟(jì)秩序朝著更加公正合理的方向發(fā)展。中國將一如既往地在國際場合為非洲仗義執(zhí)言,維護(hù)非洲國家的利益,同時(shí)與非洲國家加強(qiáng)應(yīng)對全球性挑戰(zhàn)策略和經(jīng)驗(yàn)方面的交流,幫助非洲國家提高應(yīng)對能力和自我發(fā)展能力。

第二,落實(shí)千年發(fā)展目標(biāo),改善非洲民生。發(fā)展經(jīng)濟(jì)、消除貧困、改善民生,是非洲國家的首要任務(wù)。中國將繼續(xù)在力所能及范圍內(nèi)增加對非援助、減免非洲國家債務(wù),優(yōu)化對非援助結(jié)構(gòu),使援助項(xiàng)目進(jìn)一步向農(nóng)業(yè)、教育、醫(yī)療衛(wèi)生、減貧、清潔飲用水等攸關(guān)民生的領(lǐng)域傾斜,幫助非洲盡早實(shí)現(xiàn)聯(lián)合國千年發(fā)展目標(biāo)。

第三,增加非洲融資能力,向非洲國家提供100億美元優(yōu)惠性質(zhì)貸款;支持中國金融機(jī)構(gòu)設(shè)立非洲中小企業(yè)發(fā)展專項(xiàng)貸款,金額10億美元。對非洲與中國建交的重債窮國和最不發(fā)達(dá)國家,免除截至2009年底對華到期未還的政府無息貸款債務(wù)。

第四,擴(kuò)大對非產(chǎn)品開放市場,逐步給予非洲與中國建交的最不發(fā)達(dá)國家95%的產(chǎn)品免關(guān)稅待遇,2010年年內(nèi)首先對60%的產(chǎn)品實(shí)施免關(guān)稅。

第五,進(jìn)一步加強(qiáng)農(nóng)業(yè)合作,為非洲國家援建的農(nóng)業(yè)示范中心增加到20個(gè),向非洲派遣50個(gè)農(nóng)業(yè)技術(shù)組,為非洲國家培訓(xùn)2000名農(nóng)業(yè)技術(shù)人員,提高非洲實(shí)現(xiàn)糧食安全的能力。

第六,深化醫(yī)療衛(wèi)生合作,為援非30所醫(yī)院和30個(gè)瘧疾防治中心提供價(jià)值5億元人民幣的醫(yī)療設(shè)備和抗瘧物資,為非洲培訓(xùn)3000名醫(yī)護(hù)人員。

第七,加強(qiáng)人力資源開發(fā)和教育合作,為非洲國家援助50所中非友好學(xué)校,培訓(xùn)1500名校長和教師;到2012年,向非洲提供的中國政府獎(jiǎng)學(xué)金名額將增至5500名;今后3年為非洲培訓(xùn)各類人才總計(jì)2萬名。

第八,擴(kuò)大人文交流,倡議實(shí)施“中非聯(lián)合研究交流計(jì)劃”,促進(jìn)學(xué)者、智庫交往合作,交流發(fā)展經(jīng)驗(yàn),并為雙方出臺更好合作政策提供智力支持。

2009年11月，中非合作論壇第四屆部長級會議上，溫家寶總理代表中國政府宣布了中非務(wù)實(shí)合作新8項(xiàng)舉措。會上，中非雙方還通過了《中非合作論壇沙姆沙伊赫行動(dòng)計(jì)劃（2010至2012年）》，對未來三年的合作進(jìn)行了全面規(guī)劃。按照中方在會上做出的承諾，在經(jīng)貿(mào)合作領(lǐng)域，未來三年中方將實(shí)施八個(gè)方面的新舉措，涉及農(nóng)業(yè)和糧食生產(chǎn)，醫(yī)療衛(wèi)生和重大疾病防治，教育、培訓(xùn)和學(xué)者交流，清潔能源和衛(wèi)生用水，提供貸款，促進(jìn)貿(mào)易，減免債務(wù)，擴(kuò)大投資等內(nèi)容。

政策解讀：環(huán)境保護(hù)和氣候變化問題日益成為全球關(guān)注的熱點(diǎn)。在此方面，非洲也面臨挑戰(zhàn)，需要國際社會在資金、技術(shù)、人員培養(yǎng)等方面提供幫助。中國在沼氣、太陽能、小水電等小型清潔能源領(lǐng)域積累了較多成功經(jīng)驗(yàn)。為緩解非洲國家在發(fā)展過程中面臨的能源短缺問題，有效應(yīng)對環(huán)境保護(hù)和氣候變化方面所面臨的挑戰(zhàn)，中方愿積極與非方開展上述領(lǐng)域的合作，傳授并推廣中國的成熟技術(shù)和做法，幫助提高非洲人民的生活水平和應(yīng)對氣候變化能力。此外，許多非洲國家還面臨著嚴(yán)重的缺水和飲用水安全問題，目前，約有3億非洲人民生活在缺水的困境中，撒哈拉沙漠以南非洲地區(qū)有40%以上的人缺少潔凈飲用水。

為與非洲國家共同應(yīng)對氣候變化，加強(qiáng)環(huán)境保護(hù)，提高保障人民用水安全的能力，未來三年，中國將結(jié)合非洲有關(guān)國家需求和實(shí)際情況，安排實(shí)施100個(gè)沼氣、小型太陽能設(shè)備及節(jié)能燈、小水電等小型清潔能源項(xiàng)目和小型打井供水項(xiàng)目。

舉措五：提供各類信貸資金，幫助非洲國家發(fā)展經(jīng)濟(jì)，共同應(yīng)對國際金融危機(jī)。向非洲國家提供100億美元優(yōu)惠性質(zhì)貸款，主要用于基礎(chǔ)設(shè)施項(xiàng)目和社會發(fā)展項(xiàng)目；支持中國金融機(jī)構(gòu)設(shè)立非洲中小企業(yè)發(fā)展專項(xiàng)貸款，金額10億美元，幫助非洲的中小企業(yè)發(fā)展。

政策解讀：為落實(shí)中非合作論壇北京峰會成果，2007—2009年中方共向非洲提供了30多億美元優(yōu)惠貸款和20億優(yōu)惠出口買方信貸，支持了非洲國家在交通、房建、電站、港口、電信等各領(lǐng)域建設(shè)，有效地促進(jìn)了中非互利合作，帶動(dòng)了非洲經(jīng)濟(jì)發(fā)展，受到非方普遍歡迎。為進(jìn)一步推動(dòng)中非經(jīng)貿(mào)往來，幫助非洲國家盡快擺脫當(dāng)前全球金融危機(jī)的不利影響，緩解非洲發(fā)展過程中資金不足的困難，未來三年，中方將繼續(xù)向非洲國家提供優(yōu)惠貸款和優(yōu)惠出口買方信貸，貸款與項(xiàng)目相結(jié)合，主要用于公路、鐵路、港口、機(jī)場、電力、通訊等基礎(chǔ)設(shè)施項(xiàng)目和低造價(jià)住房等公益福利型項(xiàng)目。

非洲中小企業(yè)在發(fā)展本國經(jīng)濟(jì)、增加當(dāng)?shù)鼐蜆I(yè)、維護(hù)社會穩(wěn)定方面有著重要作用，得到非洲各國的高度重視。在當(dāng)前國際金融危機(jī)背景下，幫助非洲中小企業(yè)渡過難關(guān)并不斷發(fā)展壯大，將為非洲國家穩(wěn)定就業(yè)，繁榮市場，發(fā)展經(jīng)濟(jì)發(fā)揮積極的作用。為此，中國政府支持中國國家開發(fā)銀行設(shè)立非洲中小企業(yè)發(fā)展專項(xiàng)貸款，本著市場運(yùn)作的原則向在非洲設(shè)立的中小企業(yè)提供融資支持，幫助其發(fā)展，促進(jìn)中非雙方中小企業(yè)的合作。中國國家開發(fā)銀行正在研究制訂相關(guān)實(shí)施方案。

舉措六：進(jìn)一步推動(dòng)中非貿(mào)易健康發(fā)展。逐步給予非洲所有與我建交的最不發(fā)達(dá)國家95%的產(chǎn)品免關(guān)稅待遇，2010年年內(nèi)首先對60%的產(chǎn)品實(shí)施免關(guān)稅；在華設(shè)立“非洲產(chǎn)品展銷中心”，對入駐的非洲企業(yè)給予減免費(fèi)用等優(yōu)惠政策，促進(jìn)非洲國家對華出口；在非洲國家建設(shè)3—5個(gè)物流中心，幫助非洲國家改善商業(yè)設(shè)施條件。

政策解讀：2005年中方開始對非洲最不發(fā)達(dá)國家實(shí)施部分輸華商品免關(guān)稅待遇。2006年中非合作論壇北京峰會后，又將受惠商品范圍擴(kuò)大至478個(gè)稅目。該政策實(shí)施以來，取得了顯著效果，已推動(dòng)了超過10億美元的非洲商品對華出口。為進(jìn)一步向非洲商品開放市場，增強(qiáng)非洲商品的出口競爭能力，今后三年內(nèi)，中國政府將逐步給予非洲所有與中國建交的最不發(fā)達(dá)國家95%的產(chǎn)品免關(guān)稅待遇。2010年年內(nèi)首先對60%的產(chǎn)品實(shí)施免關(guān)稅，屆時(shí)非洲最不發(fā)達(dá)國家輸華免關(guān)稅受惠商品可由478個(gè)稅目擴(kuò)大到4700多個(gè)稅目。這是中國根據(jù)自身的經(jīng)濟(jì)實(shí)力做出的決定，是一種單方面、自愿的給惠政策，符合WTO規(guī)則。中方正在與有關(guān)非洲國家就此辦理有關(guān)手續(xù)，爭取使有關(guān)非洲國家盡早受益。

設(shè)立“非洲產(chǎn)品展銷中心”也是中方推出的促進(jìn)非洲商品對華出口的重要舉措之一。中心將設(shè)在中國浙江省義烏市的國際商貿(mào)城，總面積5000平方米，重點(diǎn)引進(jìn)非洲特色產(chǎn)品，通過借助義烏國際小商品貿(mào)易的平臺作用和品牌效應(yīng)，向中國的消費(fèi)者甚至全世界推介非洲商品?！爸行摹睂θ腭v的非洲企業(yè)給予減免費(fèi)用等優(yōu)惠和各項(xiàng)便利。

為推動(dòng)中非貿(mào)易健康發(fā)展，幫助非洲國家改善商業(yè)設(shè)施條件，今后三年，中方還將支持有關(guān)企業(yè)在非洲國家建設(shè)3—5個(gè)功能較為完備的商業(yè)物流中心。物流中心將吸引中國和非洲當(dāng)?shù)氐纳虡I(yè)企業(yè)入駐，集中展示雙方的名優(yōu)產(chǎn)品，并提供相應(yīng)的物流服務(wù)。

舉措七：繼續(xù)支持非洲國家減貧努力，免除非洲所有與中國建交的重債窮國和最不發(fā)達(dá)國家截至2009年底對華到期未還的政府無息貸款債務(wù)。

政策解讀：自2000年中非合作論壇成立以來，中方已免除了所有與中國有外交關(guān)系的非洲最不發(fā)達(dá)國家和重債窮國截至2005年底前到期未償無息貸款，共涉及35國310筆債務(wù)。目前非洲有38個(gè)國家屬于重債窮國或最不發(fā)達(dá)國家，發(fā)展問題依然十分嚴(yán)峻。為支持這些非洲國家落實(shí)減貧計(jì)劃，盡早實(shí)現(xiàn)聯(lián)合國千年發(fā)展目標(biāo)，中方將繼續(xù)減免非洲所有與中國有外交關(guān)系的重債窮國和最不發(fā)達(dá)國家的到期未還債務(wù)，盡快辦理截至2009年底對華到期未還政府無息貸款債務(wù)協(xié)議，減輕非洲國家債務(wù)負(fù)擔(dān)。

舉措八：進(jìn)一步落實(shí)北京峰會有關(guān)承諾，將中非發(fā)展基金規(guī)模增加到30億美元，支持中國企業(yè)擴(kuò)大對非投資。

政策解讀：設(shè)立中非發(fā)展基金，是北京峰會對非務(wù)實(shí)合作8項(xiàng)舉措之一。自2007年6月設(shè)立以來，中非發(fā)展基金在首期10億美元項(xiàng)下已累計(jì)完成31個(gè)項(xiàng)目的投資決策，帶動(dòng)項(xiàng)目總投資合計(jì)47.3億美元，其中基金擬投資合計(jì)7.6億美元。為支持更多有實(shí)力的、信譽(yù)好的中國企業(yè)到非洲投資，中方正在推動(dòng)基金二期啟動(dòng)工作，使中非發(fā)展基金規(guī)模增加到30億美元。

In November 2009, at the 4th Ministerial Conference of Forum on China-Africa Cooperation, Chinese Premier Wen Jiabao, on behalf of the Chinese government, announced eight new measures to promote practical cooperation with Africa.During the conference, China and Africa also passed the Sharm El Sheikh Action Plan(2010-2012), mapping out a comprehensive plan for the next three years of cooperation.According to the commitments made by China at the conference, in the next three years in the area of economic and trade cooperation, China will implement eight new measures in: agriculture and food production;medical care, public health, prevention and treatment of major diseases;education, training and academic exchanges;clean energy and clean drinking water;loans;trade promotion;debt exemption;and investment expansion.These new measures are the major initiatives by Chinese government to advance the comprehensive development of the new type of China-Africa strategic partnership under the new circumstances.They serve to highlight that China highly values the traditional friendly relations with Africa, and that China has the goodwill to further cooperation based on equality and mutual benefit, and build a harmonious world of enduring peace and common prosperity.China, along with Africa, will diligently implement all the actions in the new measures of economic and trade cooperation, deepen practical cooperation, and join hands to tackle the challenges of financial crisis and climate change;China will help Africa to continually improve infrastructure, and solidify the foundation for economic and social development;China will support Africa to reduce poverty, enhance agriculture, education and health care levels, and improve the livelihood of the African people;China will expand cooperation effort on human resources development, and strive to train technical and management personnel who are urgently needed for African economic and social development.Measure #1: to strengthen agricultural exchanges and cooperation, help Africa to increase food production capacity;to increase the number of agricultural technology demonstration centers countries.Food security is also the foundation for sustainable development and poverty reduction in Africa.China has always put a strong emphasis on agricultural cooperation with Africa.Based on the Beijing Summit of Forum on China-Africa Cooperation in 2006, China has actively implemented the agricultural assistance measures announced by Chinese President Hu Jintao at the summit.Today, China has initiated 15 agricultural technology demonstration center projects, 13 of which are already under construction.China has also sent 104 senior agricultural experts to work in 33 African countries.In the next three years, China will accelerate construction of the existing agricultural technology demonstration center projects, and increase the total number of agricultural technology demonstration care and public health has always been a key area for China-Africa cooperation.For many years, the African people suffered from malaria and other diseases.In order to help African countries improve medical conditions, enhance capacity for malaria prevention and treatment as well as public health care, in the last three years, based on the needs of Africa countries, China has carried out a series of medical and health care assistance projects, such as building 30 hospitals and 30 malaria prevention and treatment centers, and providing Artemisinin medicine.China has also sent about 900 medical personnel to 42 African countries, who have performed a total of 5 million patient/diagnosis services, helping to alleviate medical resources shortage in Africa.Up to date, China has sent to Africa a total of 17,000 medical personnel.To further strengthen cooperation in medical care and public health, in the next three years, China and Africa will work together to speedily complete the hospital construction projects and bring the hospitals into service at an early date.China will continue to send medical personnel to Africa, and send visiting experts for the malaria prevention and treatment centers, and provide medical equipment and anti-malaria medicine.China will also in the next three years train 3,000 doctors and nurses for Africa.It is the hope of China that these actions will help Africa enhance its medical service and malaria prevention and treatment capacity, and ensure the existing cooperation programs can serve African people in a sustainable, progressive and enduring way.Measure #3: to strengthen cooperation in education and human resources development, help African countries enhance capacity for self-development;to build 50 China-Africa friendship schools;to train 20,000 personnel for Africa, including 1,500 school headmasters and teachers, 2,000 agricultural technology personnel, 3,000 doctors and nurses;to provide 1.5 million U.S.dollars in support of human resources training under New Partnership for Africa's Development(NEPAD).Measure Interpreted: China highly values cooperation with Africa in education and human resources development.At the Beijing Summit, China announced the initiative to build 100 rural schools and train 15,000 personnel for Africa in the next three years.Since then, China has fulfilled its pledge by building 126 schools and improving conditions at some existing schools.This will provide schooling opportunities to 30,000 African children.China has held a total of 700 training sessions for African officials and technical personnel, covering 20 areas including economic development and trade, foreign policy, defense, public administration, medical care and public health, agriculture, fishing and animal husbandry, education, radio and television program production, science

technology，culture，environment

protection, telecommunications, transportation, finance, and energy.These sessions have trained a total of 16,000 personnel by the end of 2009.To further strengthen cooperation in education and human resources development, help African countries improve capacity for self-development, in the next three years, China will build an additional 50 China-Africa friendship schools, including primary, secondary and vocational schools, with necessary furnishings and teaching equipment.China will also train 20,000 personnel in different fields for Africa, including 1,500 school headmasters and teachers, 2,000 agricultural technology personnel, 3,000 doctors and nurses.The training will focus on economic development and trade, agriculture, education, public health, environment protection, science and technology.In 2006, Chinese Premier Wen Jiabao announced during visit to South Africa that China would donate 500,000 U.S.dollars to aid NEPAD's nurses and maternity assistants training program.This program has concluded smoothly and achieved satisfactory results.To bring benefits to more African women and children, China will donate another 1.5 million U.S.dollars to support NEPAD's continuation of this training program.Measure #4: to strengthen cooperation in clean energy development and utilization, and in clean drinking water;to help Africa enhance capacity to adapt to climate change, protect environment, and ensure drinking water safety;to build 100 small-sized well digging projects for water supply and clean energy projects of biogas, solar energy and small hydro-power plants.Measure Interpreted: Environment protection and climate change have increasingly become a key global concern.In this area, Africa also faces challenges, and needs capital, technology and personnel training assistance from international community.China has accumulated some successful experiences in the areas of bio-gas, solar power, and small hydro-power plants.To alleviate the energy shortage experienced by Africa in its development process, and meet environment protection and climate change challenges, China is willing to work actively with Africa on cooperation in these fields, to transfer and disseminate proven technologies and practices from China.This will help to raise the living standard for African people, and help Africa enhance the capacity to address climate change.In addition, many African countries also face severe water shortage and drinking water safety problems.Currently, about 300 million Africans still suffer from water shortage, with more than 40% people in sub-Sahara area without clean drinking water.In order to work with Africa to address climate change, strengthen environment protection, and enhance capacity to ensure drinking water safety for African people, in the next three years, China will undertake to implement 100 small-sized well digging projects for water supply and clean energy projects of biogas, small solar energy equipment, energy-efficient lights and small hydro-power plants, based on the needs and circumstances of African countries.Measure #5: to provide a variety of loans to help Africa develop economy and overcome global financial crisis;to provide Africa with 10 billion U.S.dollars in concessional loans, mainly for infrastructure and social development projects;to support Chinese financial institutions in setting up a 1 billion U.S.dollar special loan for African small and medium enterprises(SMEs), to help the growth of African SMEs.Measure Interpreted: to implement the commitments made at the Beijing Summit, from 2007 to 2009, China has provided 3 billion U.S.dollars in preferential loans and 2 billion U.S.dollars in preferential buyer credits to African countries, supporting African development in areas such as transportation, housing, power generation, port, telecommunications.This effectively facilitated China-Africa win-win cooperation, promoted African economic development and received general acclaim from Africa.To further advance economic and trade exchanges, and help Africa quickly overcome the adverse impact of global financial crisis, alleviate the capital shortage facing development in Africa, in the next three years, China will continue to provide preferential loans and preferential buyer credits to African countries.These loans and credits will be combined with projects, to be mainly used on infrastructure development like highway, railroad, seaport, airport, electrical power, telecommunication, and public welfare projects such as low-cost housing.African SMEs play a key role in developing national economy, increasing local employment and maintaining social stability, thus drawing special attention from African governments.In the current context of global financial crisis, any measure that can help African SMEs to overcome their difficulties and continue to develop and expand would play a positive role in helping Africa stabilize employment, increase market activities and develop economy.From this perspective, Chinese government supports China National Development Bank to set up a special loan for African SMEs.This loan, in accordance with the principle of market operation, will be used to provide financing support to African SMEs to help their development and facilitate cooperation of Chinese and African SMEs.China National Development Bank is currently studying on and formulating the relevant implementation plans.Measure #6: to further advance the sound development of China-Africa trade;to phase in zero-tariff treatment to 95 percent of the products from the least developed African countries(LDCs)having diplomatic relations with China, starting with 60 percent of the products within 2010;to set up African commodities trade center in China and adopt preferential policies such as fees reduction and wavering for participating African enterprises to promote export of African commodities to China;to establish three to five logistic centers in Africa to help improve business facilities in African countries.Measure Interpreted: In 2005, China started to grant zero-tariff treatment to some commodities of African LDCs destined for China.After the Beijing Summit in 2006, China expanded the tariff exemption list to 478 kinds of products.Since the measure went into effect, it has generated considerable benefits, advancing more than 1 billion U.S.dollars worth of African exports to China.To further open market access to Africa and increase the competitiveness of African export, in the next three years, China will phase in zero-tariff treatment to 95 percent of the products from the LDCs having diplomatic relations with China, starting with 60 percent of the products within 2010.By the end of the three years, the tariff exemption list for African LDCs will be expanded from 478 to 4700 kinds of products.This policy, based on China's economic strength, is a preferential treatment on a unilateral and voluntary basis, thus is in conformity with WTO rules.China and related African countries are following the proper procedures to implement this measure, to bring benefits to these countries as soon as possible.The establishment of African commodities trade center is another important step taken by China to promote African exports to China.The center will be based in the World Trade Center in Yiwu city, Zhejiang province, with a total space of 5,000 square meters.The center will focus on products with African characteristics and promote African products to Chinese and global consumers, by leveraging the platform and brand name status of the Yiwu International Small Commodities Distribution Center.The center will adopt preferential policies such as fees reduction and wavering, as well as other conveniences for participating African enterprises.To advance the sound development of China-Africa trade and help Africa to improve business facilities, in the next three years, China will support relevant Chinese enterprises to set up three to five full-service logistic centers in Africa.The centers will attract Chinese and African enterprises to sign up and showcase their best products, and will perform logistics services accordingly.Measure #7: to continue to support poverty reduction efforts by Africa;to cancel due debts of interest-free government loans that matured by the end of 2009 owed by all heavily-indebted poor countries and the LDCs in Africa having diplomatic relations with China.Measure Interpreted: Since the launch of Forum of China-Africa Cooperation in 2000, China has canceled due debts of interest-free loans that matured by the end of 2005 owed by all heavily-indebted poor countries and the LDCs in Africa having diplomatic relations with China.This cancellation involved 310 debts from 35 countries.Currently, there are 38 heavily-indebted poor countries and LDCs in Africa, who are still facing severe development challenges.To support these African countries to implement their poverty reduction plans and reach the United Nations Millennium Development Goals at an early date, China will continue to cancel due debts of loans owed by all heavily-indebted poor countries and the LDCs in Africa having diplomatic relations with China, and complete the agreements on due debts of interest-free government loans that matured by the end of 2009, to bring debt relief to Africa.Measure #8: to further fulfill the pledges made at the Beijing Summit;to increase the size of China-Africa Development Fund to 3 billion U.S.dollars and support Chinese enterprises to expand investment in Africa.Measure Interpreted: The establishment of the China-Africa Development Fund was one of the 8 measures announced at the Beijing Summit on practical cooperation between China and Africa.Since its birth in June 2007, the China-Africa Development Fund has funded a total of 31 projects under the first tranche of 1 billion U.S.dollars.These projects in turn have attracted a total project funding of 4.73 billion U.S.dollars, out of which 0.76 billion U.S.dollars will be funded by the China-Africa Development Fund.To support more well-established and reputable Chinese enterprises to invest in Africa, China is pushing forward initiation of the second tranche of the Fund, to increase the size of the Fund to 3 billion U.S.dollars.
