主席先生： Mr.Chairman，我歡迎邁德勒西（Medelci）外長出席今天的會議。

I wish to first pay tribute and express my heartfelt thanks to Argentina as last year’s Chairman of the G77.Thanks to Argentina’s able guidance over the past year, the G77 and China stood together and defended our common interest at the Fourth UN Conference on the LDCs and the Durban Climate Change Conference and during the preparatory process for Rio+20.We are highly appreciative of the dedication, courage, perseverance and outstanding leadership displayed by Ambassador Arguello and his team.同時，我祝賀和歡迎阿爾及利亞就任2012年77國集團主席。新的一年充滿挑戰(zhàn)和困難。世界經(jīng)濟復蘇依然脆弱，發(fā)展中國家深受多重危機困擾。推動和落實國際發(fā)展議程，是77國集團和中國面臨的艱巨任務。

At the same time, I wish to congratulate and welcome Algeria as the Chairman of G77 for 2012.The new year is fraught with challenges and difficulties.With the world economic recovery still fragile, the developing countries have to grapple with multiple crises.The G77 and China faces the arduous task of promoting and implementing the international development agenda.首先，全面落實聯(lián)合國發(fā)展領域歷次峰會成果。當前，國際發(fā)展領域面臨的最大問題是執(zhí)行不力。發(fā)達國家遠未兌現(xiàn)官方發(fā)展援助承諾，發(fā)展中國家如期實現(xiàn)千年發(fā)展目標仍面臨許多困難。我們應繼續(xù)敦促發(fā)達國家履行承諾，加強資金支持、技術轉(zhuǎn)讓和能力建設；我們應將執(zhí)行手段作為“里約+20”的核心任務，推動會議取得面向行動、平衡務實的成果。

First, we must strive for the comprehensive implementation of the outcomes of UN summits in the field of development.Currently, the biggest problem facing international development efforts is lack of implementation.The developed countries are far from fulfilling their ODA commitments and the developing countries continue to face an uphill battle in realizing the MDGs on time.We should keep urging the developed countries to honor their commitments by increasing financial support, technological transfer and capacity building to the developing countries;and we should make means of implementation a core task for Rio+20 and push for an action-oriented, balanced and pragmatic outcome of the Conference.第二，維護國際發(fā)展合作原則和框架。今年，貿(mào)發(fā)13大、“里約+20”、卡塔爾氣候變化大會將相繼舉行，聯(lián)合國發(fā)展業(yè)務活動四年期全面政策審查也將啟動。我們應推動國際社會全面評估進展和差距，認真總結(jié)經(jīng)驗教訓，堅決維護“共同但有區(qū)別的責任”原則，始終將消除貧困置于國際發(fā)展議程首位,推動深化國際經(jīng)濟金融體系改革，維護聯(lián)合國在全球經(jīng)濟治理中的核心作用。

Secondly, we must maintain the principles and framework for international development cooperation.UNCTAD 13, Rio+20, and Qatar Climate Change Conference will all be held this year.The quadrennial comprehensive policy review(QCPR)for UN operational activities for development will also be launched.We should urge the international community to comprehensively assess progress and gaps, carefully sum up lessons learned, firmly uphold the principle of “common but differentiated responsibilities”, always place poverty eradication at the top of the international development agenda, promote the deepening of the reform of the international economic and financial system, and safeguard the important role of the United Nations in the global economic governance.第三，加強聯(lián)合自強，實現(xiàn)共同發(fā)展。多樣性是77國集團的智慧所在，團結(jié)合作是77國集團的寶貴傳統(tǒng)和力量所在。無論國際風云如何變幻，發(fā)展中國家間的深厚友誼和共同信念牢不可破。我們應加強建立在平等互利和相互尊重基礎上的南南合作，促進共同發(fā)展；加強在重要多邊談判中的協(xié)調(diào)配合，努力克服分歧，保持團結(jié)，捍衛(wèi)發(fā)展中國家共同利益。我相信，在阿爾及利亞領導下，“77國集團和中國”將繼續(xù)發(fā)揮集團優(yōu)勢，發(fā)出強有力的聲音。

Thirdly, we must strengthen unity and self-reliance to achieve common development.Diversity is the wisdom of G77 and China.Unity and cooperation are our valuable traditions and strength.Whatever the vicissitudes of the international situation, the deep-rooted friendship among the developing countries and our shared faith remain unshakable.We should enhance South-South cooperation based on equality, mutual benefit and mutual trust in order to advance our common development;and we should strengthen coordination and cooperation in important multilateral negotiations.To defend the common interest of the developing countries, we must rise above differences and maintain unity as always.I am convinced that under the leadership of Algeria, the G77 and China will continue to leverage our collective strength and speak with a strong voice.主席先生，Mr.Chairman，新的一年里，中國將一如既往，加強與77國集團的協(xié)調(diào)合作，全力支持主席本米哈迪(Benmehidi)大使的工作。中國政府今年將繼續(xù)捐款4萬美元，支持77國集團主席辦公室和秘書處工作。

In the new year, China will, as in the past, strengthen coordination and cooperation with the G77 and fully support Ambassador Benmehidi in his work as the Chairman of the Group.The Chinese government will continue to contribute 40,000 US dollars to support the work of the office of the Chairman and the Secretariat of the G77.謝謝主席先生。

At the outset, I would like to congratulate Argentina for assuming the chairmanship of the Group of 77.I am confident that in the new year, under the leadership of Argentina, the Group of 77 and China will maintain solidarity, further strengthen consultation and play a more important role in international affairs.我也想借此機會，向去年77國集團主席也門表示敬意，對奧賽迪大使及其同事的出色工作表示感謝。過去一年里，在也門的領導下，77國集團和中國積極、深入?yún)⑴c聯(lián)合國千年發(fā)展目標等一系列高級別會議以及《聯(lián)合國氣候變化框架公約》第16次締約方大會等重要國際會議，推動會議取得積極成果，維護和促進了發(fā)展中國家整體利益，提高了發(fā)展中國家在國際事務中的影響力。

I also wish to take this opportunity to extend my tribute to Yemen, Chairman of the Group of 77 for last year, and my thanks to Ambassador Al-Saidi and his colleagues for their outstanding work.In 2010, under the leadership of Yemen, the Group of 77 and China actively and deeply engaged in the High-level Plenary Meeting of the General Assembly on the Millennium Development Goals, the 16th Conference of Parties of the UNFCCC, and other UN high-level conferences and important international meetings, and pushed for positive results for the meetings and conferences.These efforts have preserved and promoted the overall interests of developing countries, and increased the leverage of developing countries in international affairs.展望2011年，金融危機的深遠影響還將持續(xù)，世界經(jīng)濟復蘇進程仍將艱難曲折，氣候變化、能源安全、糧食安全、公共衛(wèi)生等全球性問題依然突出。廣大發(fā)展中國家，尤其是最不發(fā)達國家，仍面臨發(fā)展經(jīng)濟、擺脫貧窮、實現(xiàn)千年發(fā)展目標、應對氣候變化等艱巨任務。發(fā)展中國家應進一步加強在國際事務中的協(xié)調(diào)與配合，攜手應對困難與挑戰(zhàn)，推動國際社會認真落實發(fā)展領域的共識與承諾。

In 2011, the profound impact of the financial crisis is expected to linger, the world economic recovery will remain an uphill battle, and global issues such as climate change, energy security, food security and public health will continue to pose serious challenges to mankind.Developing countries, especially the LDCs, are still faced with the arduous tasks of growing the economy, eradicating poverty, achieving the MDGs, and tackling climate change.Developing countries need to further strengthen coordination and cooperation in international affairs, work together to cope with difficulties and challenges, and push for the international community to deliver on its consensus and commitments in the field of development.2011年是聯(lián)合國可持續(xù)發(fā)展大會籌備的關鍵一年，第四屆聯(lián)合國最不發(fā)達國家大會以及《聯(lián)合國氣候變化框架公約》第17次締約方大會等也將相繼舉行。這些會議均涉及發(fā)展中國家重大切身利益。77國集團和中國應早做準備，加強磋商與協(xié)調(diào)，充分利用集團整體優(yōu)勢，積極引導和推動全球發(fā)展議程和氣候變化談判，維護和加強聯(lián)合國在發(fā)展領域的領導權，提高全球治理的包容性、有效性和透明度。

The year 2011 will be a critical year for the preparation of the UN Conference on Sustainable Development.The Fourth UN Conference on the LDCs and the 17th Conference of Parties of the UNFCCC will also be held in2011.These meetings all bear on the important and immediate interests of developing countries.The Group of 77 and China should make preparations well in advance, strengthen coordination and consultation, make full use of the strength of synergy, steer and promote the global development agenda and climate change negotiations, maintain and enhance the leadership role of the United Nations in the field of development, and strengthen the inclusiveness, effectiveness and transparency of global governance.中國高度重視77國集團和中國這一合作機制。在新的一年里，中國將一如既往，繼續(xù)加強與77國集團的協(xié)調(diào)與合作，全力支持主席的工作。為此，中國政府今年將繼續(xù)捐款4萬美元，支持77國集團主席辦公室和秘書處的工作。

China attaches great importance to the mechanism of cooperation between the Group of 77 and China.In the new year, China will, as always, continue to strengthen coordination and cooperation with the Group of 77 and render full support to the work of its Chairman.In this connection, the Chinese Government this year will continue to contribute US$40,000 to the Group of 77 to support the work of its Chairman's office and secretariat.謝謝主席先生。

Mr.President，我再次祝賀葡萄牙擔任安理會本月輪值主席，感謝席爾瓦總統(tǒng)先生親自主持今天的安理會公開辯論。

I once again congratulate Portugal on assuming presidency of the Security Council this month and thank Mr.President for hosting today’s open debate.我感謝潘基文秘書長的發(fā)言，也認真聽取了人權高專皮萊女士、負責人道主義事務的助理秘書長布拉格女士和國際紅十字會施珀里先生的發(fā)言。

I thank Secretary-General Ban Ki-moon for his statement.I have also listened attentively to the statements made by UN High Commissioner for Human Rights Madam Pillay, ASG of OCHA Madam Bragg and Mr.Philip Spoerri of the International Committee of the Red Cross.主席先生，Mr.President，在過去幾年里，安理會就武裝沖突中保護平民問題多次舉行了公開辯論，各方有廣泛共識，也存在不同看法。安理會近期的一些實踐更是引起了國際社會新一輪爭論和反思。葡萄牙倡議舉行今天的會議，無疑十分及時和重要，我表示高度贊賞。安理會很有必要對武裝沖突中保護平民問題進行深入思考和充分討論，也很有必要認真聽取非安理會成員的意見，以更好地代表聯(lián)合國全體會員國的意志行事。

Over the past few years, the Security Council has held many open debates on protection of civilians in armed conflict.Parties concerned have reached extensive consensus, but remain divided over some issues.The recent experience of the Security Council, in particular, has triggered a new round of debate and reflection in the international community.The meeting initiated by Portugal today is no doubt very timely and important.I highly appreciate the effort.It is imperative for the Security Council to engage in a thorough reflection and full discussion on the issue of protecting civilians in armed conflict.It is also necessary to take the views of non-Council members seriously to act in a way that better represents the will of all UN Member States.主席先生，Mr.President，一、保護平民首先是各國政府和沖突方的責任。

1.Protection of civilians is first and foremost the responsibility of the relevant government and the parties involved in the conflict.平民是戰(zhàn)爭的最大和最直接的受害者。在武裝沖突中出現(xiàn)針對平民的嚴重暴力行徑是不可接受的。人的生命是最寶貴的，武裝沖突中的無辜平民，特別是婦女和兒童必須得到有效的保護。在此方面，各國政府負有首要責任。同時卷入沖突或介入其中的其他各方，無論是國內(nèi)還是外部力量，也都責無旁貸，必須遵守國際人道主義法和其他相關國際法，履行保護平民的職責。

Civilians are the biggest and most direct victims of wars.Serious violence against civilians in armed conflict is unacceptable.Life is the most precious.Innocent civilians, especially women and children, in armed conflict must be effectively protected.In this connection, the government should shoulder the primary responsibility.Other parties involved in the conflict or those who step in, either domestic or external forces, are also duty bound.They must abide by the international humanitarian law and other related international laws, and fulfill their obligations to protect civilians.二、必須遵守《聯(lián)合國憲章》的宗旨和原則。

2.The purposes and principles of the UN Charter must be honored.保護平民的相關行動必須符合《憲章》的宗旨和原則，特別是尊重國家主權、統(tǒng)一和領土完整以及不干涉內(nèi)政原則，必須得到安理會授權并在聯(lián)合國框架內(nèi)有序進行。相關行動應重在推動盡快實現(xiàn)?；?，通過對話和談判等政治手段解決爭端和分歧，支持包括地區(qū)組織和聯(lián)合國秘書長在內(nèi)的有關各方發(fā)揮斡旋和調(diào)解作用，而不是相反。

Action to protect civilians must comply with the purposes and principles of the UN Charter, especially the principle of respecting the sovereignty, unity and territorial integrity of countries and the principle of non-interference in other countries’ internal affairs.The action must have the authorization of the Security Council and be taken in an orderly manner under the UN framework.The relevant action should focus on pushing for early realization of ceasefire, resolving conflicts and disputes through dialogue, negotiations and other political means, and supporting the role of good offices and mediation efforts by the related parties, including regional organizations and the UN Secretary-General, rather than the other way around.三、對授權武力保護平民應采取極為慎重的態(tài)度。

3.Protection of civilians through use of force should be authorized with extreme caution.中國一貫主張和平解決爭端。再先進的武器，再精確的打擊，也將不可避免地帶來平民的傷亡。實踐證明，安理會保護平民的行動，需要經(jīng)過認真和嚴肅的討論，并對授權、執(zhí)行方、執(zhí)行條件等嚴格加以規(guī)定。在許多疑問沒有得到澄清，問題沒有得到回答之前，安理會不應匆忙采取行動。

China always stands for peaceful settlement of conflict.No matter how advanced the weapons are, or how accurate the strikes may be, civilian casualties are just inevitable.It is proved by experience that Security Council action to protect civilians should go through serious and solemn discussion, and there should be stringent provisions on its authorization, implementing parties and implementing conditions.When there are still many questions to be clarified, and before the questions are answered, the Security Council should not take any hasty action.四、應全面、嚴格執(zhí)行安理會決議。

4.Security Council resolutions should be fully and strictly implemented.安理會決議必須得到全面和嚴格地執(zhí)行，任何方面都不能任意解讀，更不能采取超越安理會授權的行動。保護平民是否就可以大規(guī)模使用武力？是否就需要轟炸基礎設施和居民區(qū)？是否就可以容忍造成婦女和兒童的傷亡？這些都是國際社會的合理關切，也是需要得到回答的問題。保護平民屬于人道主義范疇，不能夾雜任何政治動機和目的，包括進行政權更迭。因此，如何嚴密和有效地監(jiān)督安理會決議的執(zhí)行，已成為一項重大而急待解決的問題。中方歡迎并將認真研究巴西提出的概念文件，并積極支持就此展開討論。

Security Council resolutions must be implemented in full and to the letter.No party should willfully misinterpret the resolutions, let alone take action that is beyond the authorization of the Security Council.To protect civilians, can force be used in a large scale? Is there a need to bombard infrastructure and residential areas? Should casualties of women and children be tolerated? These are all legitimate concerns of the international community and questions that demand answers.Protection of civilians falls in the realm of humanitarianism.There should be no political motives or purposes involved, including regime change.In this sense, how to strictly and effectively monitor the implementation of Security Council resolutions has become an important and urgent issue.China welcomes the concept paper proposed by Brazil.We will seriously study it and actively support relevant discussion.五、應摒棄選擇性和雙重標準的作法。

5.It is imperative to abandon the practice of selectivity and double standard.許多聯(lián)合國會員國一直呼吁安理會堅持公平和公正原則，在保護平民方面同等重視安理會議程上的所有問題，包括加沙地區(qū)、索馬里、阿富汗、伊拉克等局勢。中國對此是贊同的。選擇性的作法或采取雙重標準只會損害安理會的作用和權威。

Many UN Member States have all along called on the Security Council to adhere to the principle of fairness and impartiality, and attach equal importance to all issues on the Security Council agenda involving protection of civilians, including the situations in the Gaza Strip, Somalia, Afghanistan and Iraq.China endorses this view.Selectivity or double standard will only undermine the role and authority of the Security Council.謝謝主席先生。

主席先生： Mr.President，中國代表團歡迎聯(lián)大舉行莊嚴的特別會議，紀念第二次世界大戰(zhàn)結(jié)束65周年，紀念世界反法西斯戰(zhàn)爭的偉大勝利。在那場空前慘烈的戰(zhàn)爭中，無數(shù)勇敢的人們?yōu)榱藙倮I出了寶貴的生命。我們深切緬懷并向在世界反法西斯戰(zhàn)爭中英勇獻身的烈士們致以崇高敬意，向慘遭侵略者殺戮的所有無辜死難者表示深切哀悼。

The Chinese delegation welcomes the convening of this special solemn meeting by the General Assembly in commemoration of the 65th anniversary of the end of the Second World War and the great victory of the world anti-fascist war.Numerous brave people gave their precious lives for the victory of that unprecedentedly tragic war.We deeply mourn for and pay high tribute to those who sacrificed their lives for the war and extend our deepest condolences to all the innocent victims．

The world anti-fascist war, a war of unseen magnitude, involved more than 80 countries and regions and about two billion people in Asia, Europe, Africa, and Oceania.The fascist invaders wreaked tremendous havoc on the world, and inflicted untold devastation on human civilization.China was one of the main battlefields of the world anti-fascist war.The war caused over 35 million military and civilian casualties in China, ravaged the Chinese civilization, and incurred heavy losses to the Chinese nation.In the face of the war, more than 50 countries, China included, worked together to form a world anti-fascist united front.They supported each other, fought heroically against fascist invaders and won the war of justice．China will never forget the sympathy and support given by all the peace-loving countries and people during the war;China will never forget the Soviet Union Red Army, members of the American Flying Tigers, and medical personnel from Canada, India and other countries who fought shoulder to shoulder with the Chinese people and made heroic sacrifices in the Chinese battlefields．
