質監(jiān)站職能和人員分工

建筑工程質量監(jiān)督站職能

根據(jù)《建筑法》、《建設工程質量管理條例》等相關法律、法規(guī)，依法對本轄區(qū)內從事新建、擴建、改建等建設工程的責任主體履行質量責任的行為進行監(jiān)督檢查；對工程實體質量的監(jiān)督檢查；對施工技術資料、監(jiān)理資料以及檢測報告等有關工程質量的文件和資料的監(jiān)督檢查；對工程竣工驗收的監(jiān)督檢查，并出具質量監(jiān)督報告；對混凝土預制構件及預拌混凝土質量的監(jiān)督檢查；負責做好與工程質量有關的法律、法規(guī)及強制性標準的培訓、普及工作；主持或參與發(fā)生在本地區(qū)的重大質量事故的調查處理工作；隨時了解和掌握本地區(qū)工程質量狀況，定期向主管部門報告；落實上級主管部門交辦的職責范圍內的工作任務。

1、認真貫徹執(zhí)行國家法律、法規(guī)和方針政策及工程建設強制性標準，對站內行政工作全面負責。

2、受區(qū)住建局委托，受理建筑工程質量監(jiān)督并組織查處工程質量事故。

3、負責組織本區(qū)域建筑工程質量大檢查和不定期抽查工作。

4、在履行行政處罰時，負責領導查處工程建設有關責任主體的違章行為，并及時上報上級和主管部門。

5、全面準確掌握本區(qū)域工程質量動態(tài)，及時向上級和主管部門匯報并提出建議和措施。

1、認真貫徹執(zhí)行國家法律、法規(guī)和方針政策及工程建設強制性標準，負責站內的日常事物工作，并協(xié)助站長加強對站內行政工作的領導。

2、受區(qū)住建局委托，組織受理建設工程質量監(jiān)督并組織查處工程質量事故。

3、協(xié)助站長負責組織本區(qū)域建筑工程質量大檢查和不定期抽查工作，定期公布建設工程參建各方的質量情況。

4、在履行行政處罰時，負責審核工程建設有關責任主體的違章行為，并及時向站長匯報，同時上報上級和主管部門。

5、全面準確掌握本區(qū)域工程質量動態(tài)的詳細內容和過程，及時向站長匯報，并組織領導質量監(jiān)督員做好各項現(xiàn)場監(jiān)督工作和各方質量行為的監(jiān)督工作。

6、領導和組織實施對竣工驗收的監(jiān)督工作，領導和組織實施單位工程竣工驗收備案工作。

毛鵬飛、馬永軍

1、貫徹執(zhí)行國家和本地區(qū)有關工程質量的法律、法規(guī)、工程建設強制性標準和有關規(guī)定。

2、審核受監(jiān)建筑工程參與各方主體的資質及質量保證體系，編制工程質量監(jiān)督計劃，并按規(guī)定進行質量監(jiān)督。

3、審查被檢查單位提供的有關工程質量的文件和資料。

4、對受監(jiān)建筑工程的質量監(jiān)督及抽查工作，重點監(jiān)督參與各方主體質量行為及實體質量。

5、負責對建設單位竣工驗收的程序、資料、實體質量實施監(jiān)督。

6、編制建設工程質量監(jiān)督報告并簽署意見。

7、努力學習業(yè)務知識，掌握先進檢測設備和手段，不斷提高質量監(jiān)督水平。

第二篇：派出所工作職能及人員分工

派出所工作職能及人員分工

派出所為公安系統(tǒng)的基層組織，上級公安機關的派出機構。在中國，派出所依照國家治安管理法規(guī)和上級公安機關規(guī)定的權限，其主要任務是：堅決貫徹公安工作的路線、方針、政策；同犯罪分子作斗爭；防、控各種事故的發(fā)生，管理社會治安，維護公共秩序；保障人民合法權益不受侵犯，保衛(wèi)國家安全。

依地區(qū)、社會情況、人口多少等諸因素的不同可分別設立城市派出所、農村派出所、水上派出所、鐵路派出所、工礦派出所、治安派出所等。派出所設所長、副所長、內勤民警、戶籍民警、治安民警等。具體職能和分工如下：

一、工作職能

1、收集、掌握、報告影響社會政治穩(wěn)定和治安穩(wěn)定的情報信息；

2、管理轄區(qū)內的實有人口；

3、管理轄區(qū)內的重點行業(yè)、公共娛樂場所和槍支、彈藥、爆炸、劇毒等危險物品；

4、指導、監(jiān)督轄區(qū)內的機關、團體、企業(yè)、事業(yè)單位的內部治安保衛(wèi)工作；宣傳、發(fā)動、組織、指導群眾開展安全防范工作；

5、辦理轄區(qū)內發(fā)生的因果關系明顯、案情簡單、一般無需專業(yè)偵查手段和跨縣、市進行偵查的刑事案件，并協(xié)助偵查部門偵破其他案件；

6、辦理治安案件，調解治安糾紛；參與火災、交通、爆炸、中毒等治安災害事故的預防工作；

7、接受群眾報警、求助，為群眾提供服務。

二、人員分工

（一）所長

1、主持派出所全面工作，組織、領導全所業(yè)務工作。

2、主持所務會議，布置、檢查、總結工作。

3、組織民警正確行使派出所職權，協(xié)助上級公安機關各業(yè)務部門和其他有關部門，做好與社會治安有關的工作。

4、組織民警學習法律、治安管理法規(guī)、政策和公安業(yè)務，教育民警努力鉆研業(yè)務，提高工作能力。

5、定期向當?shù)攸h委政府和人民群眾匯報工作，接受群眾監(jiān)督，密切警民關系。

6、維護領導班子團結，做好民警思想政治工作，關心民警生活。

7、組織轄區(qū)內的安全防范和指導查破案件。

（二）副所長

1、協(xié)助所長完成各項任務。

2、按分工切實做好分管工作。

（三）內勤民警

1、做好派出所的日常事務工作，上傳下達，定期向所長，當好領導的參謀。

2、負責收集、積累全所工作情況，對轄區(qū)社情資料進行匯總，定期向上級機關匯報社情動態(tài)，撰寫社會治安狀況分析和全面性工作總結。

3、管理好檔案材料，建立健全各類檔案管理制度，做到門類齊全，管理規(guī)范，使用方便。

4、密切聯(lián)系群眾，熱情接待來訪群眾，認真處理群眾來信來函。

5、保管好派出所印章和財物、警械，對罰沒的贓物、贓款詳細登記。

6、積極完成所領導交給的其他任務。

（四）戶籍民警

1、管理戶口和居民身份證，做好申報戶口材料的復核工作，教育群眾遵守戶口登記制度和戶口政策，了解、掌握人口變動情況，熟悉責

任區(qū)戶口基本情況。

2、管理重點人口，根據(jù)公安部《重點人口管理工作規(guī)定》，對責任區(qū)內流動人口中的重點人口及時發(fā)現(xiàn)，落實管理措施，預防、控制違法犯罪活動。

3、管理暫住人口，做到來有登記，走有注銷。

4、做好各項登記和報表，管理使用好戶口材料和戶口專用章，按時完成居民身份證的申、換、補、領工作。

5、積極完成領導交給的其他任務。

（五）治安民警

1、依法對特種行業(yè)進行管理，嚴格治安管理，從中發(fā)現(xiàn)問題，及時解決。

2、依法對危險物品進行管理，落實檢查督促整改，確保安全。

3、維護公共復雜場所治安秩序，組織聯(lián)防巡邏，維護重點地區(qū)治安秩序。

4、堅決取締流氓滋事、迷信、聚眾賭博等危害社會治安等違法行為，認真查處治安案件。

5、就地查處治安案件，積極協(xié)助上級公安機關偵破刑事案件，及時打擊違法犯罪。

6、依靠群眾，深入調查研究，確保轄區(qū)社會治安穩(wěn)定。

7、管理好責任區(qū)內的實有人口工作。

第三篇：船舶分工和職能

SMM--0340 船舶 Vessel 1.分工

Division of labor

公司各輪在船長統(tǒng)一領導下，按甲板、輪機兩部門為單位, 實施安全與防污染操作方案、搞

好防恐反恐船舶保安，確保SMS在船有效運行。

船員的安全管理職責如下：

The safety management duties of the crew as follows: 1.船長Master.船長是船舶安全的第一責任人和最高領導人，受公司總經(jīng)理領導，對總經(jīng)理負責。全面負責船舶、人員和財產安全及防污染管理。其具體職責為但不限于下述：

Master is the first responsible person and the supreme leader for the safety of the ship, who is led by and responsible to the General Manager.He shall be thoroughly responsible to the safety of the ship, crew and property as well as the pollution prevention management.His specific duties include, but not limited as follow: 1.1.執(zhí)行公司安全和環(huán)境保護方針，完全熟悉公司SMS，負責對船舶實施SMS管理； Implement company’s safety and environment-protection policy, be completely familiar with the SMS and be responsible to implement SMS management to ship.1.2.以簡明的方式發(fā)布相應的命令和指示，在船舶營運過程中，全面考慮，統(tǒng)籌安排，正確執(zhí)行SMS的各項規(guī)定，保證所有命令和指示都得到有效的執(zhí)行；

To be in charge of the application, management and modification of the navigation publication , keep them complete, effective and latest.3.4 接受船長指示，做好交辦的工作；

Join the navigation watch, to assist the captain on the bridge when berthing/un-berthing operation.4.2 按船長指示協(xié)助船長管理SMS文件，接受船長指示，做好交辦的工作，對船長負責；

To assist management the SMS documents according to master’s instruction, to be responsible for master and accomplishing the designated work.4.3 主管全船消防、救生設備的使用和管理，保持齊全、有效、足量；

Be in charge of using and management of ship’s fire fighting and lifesaving equipments, to keep them complete, effective and sufficient.4.4 負責編制應急演習部署表、卡、牌交大副審核、報船長批準；

Be in charge of formulating the muster list, muster card and muster tablet for emergency drill and submit them to the Chief Officer to examine and verify, then report them to master to approve.4.5 駕駛臺值班負責人，指揮、監(jiān)督值班水手的操作，Bridge head on watch, to command and supervise the operation of duty sailor.4.6 服從大副的在港值班安排。

GMDSS Operator 5.1 主管無線電通訊、無線電通訊設備的使用和維護，無線電通訊設備技術資料的管理； To take charge of communications, using and maintenance of radio communications equipments, and the technical data management of radio communications equipment;保證船舶與外界聯(lián)絡暢通；

To ensure the communications between the vessel and shore smoothly;5.2 在船長領導下，按船長指示辦事，對船長負責；

In the leadership of the master, according to the instructions of master, responsible for the master;5.3 規(guī)范統(tǒng)一操作，保持通訊設備技術狀況良好；

To integrate the operation standard and maintain communications equipment technical in good condition;5.4 未設置GMDSS操作員的船舶，由船長指派具GMDSS操作證書的駕駛員替代。

If the vessel does not manning the GMDSS operator, the master will assign officers who hold a certificate of GMDSS as the alternative.5.6向船長報告發(fā)現(xiàn)的風險源。

Boatswain 水手長是水手的班長、大副的甲板養(yǎng)護工作助手，其工作職責為：

Boatswain is the sailor's squad leader and the assistant of the Chief Officer on the deck maintenance work, his duties are as follows: 6.1 在大副領導下，帶領水手做好甲板部日常例行和維護、保養(yǎng)工作，對大副負責；

Under the leadership of the Chief Officer, the Boatswain lead the sailors to do their daily routine maintenance work of the deck department and he is responsible to the Chief Officer.6.2 參加裝卸值班時，帶領值班水手按值班駕駛員要求工作，對當值駕駛員負責；

While participating in loading and unloading operations, the Boatswain on watch who should be responsible will lead sailors on duty working according to the instruction of the duty officers to whom the Boatswain should be responsible.6.3 靠離泊作業(yè)時,在船首部帶領水手參加系/解纜或按要求參加拋起錨作業(yè)；

During the berthing or un-berthing operations, to lead sailors participate in mooring, unmooring, let go anchor or heave up anchor operations at the bow.6.4 服從命令，規(guī)范操作，保持甲板部維護保養(yǎng)工作有序進行。

Under the leadership of the Chief Officer, the carpenters are mainly in charge of dealing with the watertight of deck facilities , sounding water tank , ballast / pump out ballast water, etc., and assisting the Boatswain to do the daily routine maintenance of the deck department.He is responsible to the Chief Officer.7.2 參加裝卸值班，在值班時，帶領值班水手按值班駕駛員要求工作，對當值駕駛員負責； While participating in loading and unloading operations, the Carpenter on watch who should be responsible to will lead sailors on duty working according to the instruction the duty officers

whom the Carpenter should be responsible to.7.3 靠離泊作業(yè)時在船尾部帶領水手參加系解纜作業(yè)；

During the berthing or un-berthing operations, to lead sailors participate in mooring, unmooring, operations at the stern.7.4 服從命令，規(guī)范操作，保持全船門窗、艙室、用水、壓水安全，維護保養(yǎng)工作有序進行。To obey orders, integrate the operation standard and maintain such things as the doors and windows, cabin, drink water and ballast water safety and all maintenance work in an orderly manner;7.5 向大副報告發(fā)現(xiàn)的風險源。

To keep watch in port including loading and unloading, the Sailor are under the leadership of the chief officer to whom they should take responsibility for.Besides they will work according to the instruction the duty officers whom the duty officers should be responsible to.8.3 靠離泊作業(yè)時按水手長分配，在船首或船尾部參加系解纜作業(yè)；

During the berthing or un-berthing operations, participate in mooring and unmooring operations at bow or stern according to the assignation of the Boatswain.8.4 服從命令，規(guī)范操作，對水手長負責，完成甲板部的維護保養(yǎng)工作。

Chief Engineer 輪機長作為輪機部部門長，其安全管理的工作職責為：

As the head of the engine department, the chief engineer’s safety management responsibilities are as follows: 9.1 按船長指示，制訂本部門SMS工作計劃和實施措施，負責輪機部安全與防止污染管理操作；

According to the master’s instruction, formulate sector SMS work plans, implement relevant measures, and take charge of the management about the Safety and antipollution operations.9.2 負責船舶機電設備的使用、維護和修理，備件、物料、油料的管理； Be responsible for using，maintenance and repairing of ship’s electrical and mechanical equipment, management of spare parts, materials and fuel.9.3 負責修船時論據(jù)就設備的質量監(jiān)控和驗收； Command and superintend the operations of crew on duty or Be responsible for the quality monitoring and acceptance of the engine equipment when repaired.9.4 輪機部人員管理包括職責熟悉、培訓、技術考核，機艙值班、安全與防污染管理，定期考核部門人員并提出處理意見；
