      摘要:本文闡述了投資環(huán)境的定義,分別從有利因素和不利因素對(duì)閘北區(qū)投資環(huán)境做了評(píng)價(jià),并收集了相關(guān)數(shù)據(jù)給以以支持,并基于此提出了完善具有投資吸引力的基礎(chǔ)設(shè)施、大力促進(jìn)招商引資工作、努力改善金融服務(wù)水平、大力引進(jìn)具有先進(jìn)技術(shù)含量的高新技術(shù)企業(yè)、創(chuàng)造良好的政策環(huán)境等若干條建議以改善閘北投資環(huán)境。

      關(guān)鍵字:投資環(huán)境投資環(huán)境評(píng)價(jià)閘北區(qū)投資展望 2010年,上海經(jīng)濟(jì)開始全面復(fù)蘇、逐步趨穩(wěn),閘北的投資環(huán)境如何,直接關(guān)系到閘北的發(fā)展乃至上海的經(jīng)濟(jì)發(fā)展。因此,開展投資環(huán)境研究,找出投資環(huán)境的優(yōu)劣,對(duì)于加強(qiáng)各區(qū)之間的合作、優(yōu)化區(qū)域投資環(huán)境、制定經(jīng)濟(jì)社會(huì)發(fā)展政策有著重要的意義。1.閘北投資環(huán)境現(xiàn)狀

      從地理位置上講,閘北緊鄰虹口、普陀、黃浦,是上?;疖囌?、鐵路北郊貨運(yùn)站和長(zhǎng)途客運(yùn)總站所在地。區(qū)域內(nèi)有鐵路、地鐵、輕軌、高架和高速公路5線交匯,上海地鐵最早的一號(hào)線便貫穿閘北。目前閘北日客流量超過30萬人次,運(yùn)輸服務(wù)企業(yè)近千家,可以說人流匯聚,客貨運(yùn)發(fā)達(dá)。

      從商貿(mào)功能上講,閘北是上海集聚都市核心功能的一個(gè)重要區(qū)域。不夜城經(jīng)過二十余年的重點(diǎn)開發(fā)建設(shè),建成了一批酒店、商務(wù)辦公、住宅、娛樂和金融機(jī)構(gòu)等設(shè)施。大寧國(guó)際商業(yè)廣場(chǎng),依托浦西最大的綠地——大寧?kù)`石公園和上海唯一的馬戲城,已經(jīng)成為了上海市北地區(qū)集酒店、生活、購(gòu)物、美食、娛樂于一體的公共活動(dòng)中心。如今,又一全新打造的蘇河灣開發(fā)項(xiàng)目,將承擔(dān)起提升產(chǎn)業(yè)能級(jí)、重塑城市形象、引領(lǐng)閘北發(fā)展的重任。

      在工業(yè)技術(shù)上,閘北的上海老工業(yè)基地——彭浦工業(yè)區(qū)擁有雄渾的工業(yè)文明和廣泛的工業(yè)服務(wù)人群。而如今,在閘北區(qū)人民政府的統(tǒng)一規(guī)劃下誕生的市北高新技術(shù)服務(wù)業(yè)園區(qū)正逐步發(fā)展成為區(qū)域經(jīng)濟(jì)的主打力量和產(chǎn)業(yè)發(fā)展基地。2.投資環(huán)境評(píng)價(jià) 2.1 有利因素

      (1)經(jīng)濟(jì)水平持續(xù)增長(zhǎng)。從基本數(shù)據(jù)來看,從2005年全區(qū)生產(chǎn)總值237.96億元至2009年的385.96億元,呈現(xiàn)出每年遞增的趨勢(shì),人均GDP也由2005年的33.75萬元/人每年遞增至2009年的50.73萬元/人。由于金融危機(jī)的影響,2009年的經(jīng)濟(jì)增長(zhǎng)較前幾年增速有所減慢,但總體經(jīng)濟(jì)趨勢(shì)仍然在穩(wěn)步增長(zhǎng)。同時(shí),經(jīng)濟(jì)的發(fā)展起到了對(duì)閘北投資環(huán)境明顯的改善作用,2005年全區(qū)固定資產(chǎn)投資僅為50.8億元,2006年至2008年增幅維持在7個(gè)百分點(diǎn)以下,2009年全區(qū)固定資產(chǎn)投資猛增至75.19億元,增長(zhǎng)率到達(dá)35.2%,較以往各年多出近30個(gè)百分點(diǎn),呈現(xiàn)出大幅度增長(zhǎng)。

      (2)環(huán)境狀況較好。閘北區(qū)人均公共綠地面積、全區(qū)綠化覆蓋率與所列中心市區(qū)相比,一直處于上等水平,并呈現(xiàn)出逐年遞增的趨勢(shì)。城區(qū)綠地面積一直保持較好的狀態(tài),楊浦由于近幾年的飛速發(fā)展,政府加強(qiáng)對(duì)環(huán)境的改善作用,2008年綠化覆蓋率躍至第一并保持領(lǐng)先。閘北也不甘落后,2006年全區(qū)綠化覆蓋率超過普陀,近兩年與之保持并列,領(lǐng)先其他中心城區(qū)而僅次于楊浦,展現(xiàn)了閘北在環(huán)境狀況方面的優(yōu)勢(shì)。

      (3)重點(diǎn)產(chǎn)業(yè)對(duì)區(qū)域經(jīng)濟(jì)的支撐作用不斷增強(qiáng)。交通商務(wù)服務(wù)業(yè)、商貿(mào)流通服務(wù)業(yè)、房產(chǎn)建筑業(yè)和生產(chǎn)性服務(wù)業(yè)在一批重點(diǎn)企業(yè)帶動(dòng)下,發(fā)展勢(shì)頭良好,區(qū)級(jí)稅收逐年上升,占區(qū)級(jí)財(cái)政收入比重也呈現(xiàn)出上升趨勢(shì),區(qū)四大重點(diǎn)產(chǎn)業(yè)成為經(jīng)濟(jì)發(fā)展重要的推動(dòng)力,發(fā)揮著支撐區(qū)域經(jīng)濟(jì)發(fā)展的作用。2.2 不利因素

      (1)金融服務(wù)水平落后。金融服務(wù)滯后是影響投資環(huán)境的一大重要因素。閘北的金融服務(wù)主要有兩個(gè)方面的問題,一是金融機(jī)構(gòu)過少。外資銀行和其他類型的金融機(jī)構(gòu)沒有進(jìn)駐閘北,可提供的金融服務(wù)有限。二是國(guó)際金融服務(wù)落后。恒豐路黃金商務(wù)大道、上海多媒體谷、市北高新技術(shù)服務(wù)園區(qū)、東方環(huán)球企業(yè)中心四個(gè)板塊使閘北區(qū)成為上海發(fā)展總部經(jīng)濟(jì)“后起之秀”,但外資企業(yè)進(jìn)出口貿(mào)易的資金結(jié)算、匯兌等項(xiàng)目,仍需跨區(qū)辦理,時(shí)間成本加大,效率降低。

      (2)市場(chǎng)建設(shè)欠缺。主要表現(xiàn):一是調(diào)控作用發(fā)揮不夠,盲目做大做強(qiáng),不夜城北廣場(chǎng)擴(kuò)張已經(jīng)啟動(dòng),但不夜城“水貨手

      機(jī)市場(chǎng)”印象仍未消除。二是市場(chǎng)建設(shè)水平低、專業(yè)化程度差。目前,共和新路場(chǎng)中路閘北建材市場(chǎng)、七浦路服裝市場(chǎng)等雖然整體規(guī)模較大,但所提供的商品檔次水平較低、市場(chǎng)內(nèi)各店鋪管理人員素質(zhì)較低、管理不全面、流動(dòng)性也較大,從而缺乏競(jìng)爭(zhēng)力。三是高素質(zhì)人才匱乏。目前閘北整體經(jīng)濟(jì)水平較其他中心城區(qū)落后較大,人才流失較為嚴(yán)重,企業(yè)急需的人才很難在市場(chǎng)上得到。

      (3)工業(yè)企業(yè)經(jīng)濟(jì)效率低下。作為傳統(tǒng)工業(yè)園區(qū),閘北工業(yè)企業(yè)利潤(rùn)較少。閘北全年工業(yè)總產(chǎn)值和利潤(rùn)總額均處于下等水平,其中利潤(rùn)總額排在倒數(shù)第二位,與排名靠前的浦東、閔行、松江等區(qū)有非常大的差距。彭浦新村地段多為制造業(yè)國(guó)有企業(yè),近幾年制造業(yè)產(chǎn)能過剩加之國(guó)有企業(yè)經(jīng)營(yíng)機(jī)制方面一直存有的弊病,無法達(dá)到各生產(chǎn)要素的最佳組合和資源的配置,引發(fā)經(jīng)濟(jì)效率低下。

      3.投資展望及若干建議

      良好的區(qū)域投資環(huán)境衡量一個(gè)地區(qū)核心競(jìng)爭(zhēng)能力和潛在發(fā)展能力的重要標(biāo)志,也是地方實(shí)施全方位投資戰(zhàn)略的重要前提和基礎(chǔ),根據(jù)閘北實(shí)際情況,改善投資環(huán)境,應(yīng)繼續(xù)做好以下工作:

      (1)要加快人才培養(yǎng)、人才引進(jìn)。在一些特別重要的主導(dǎo)產(chǎn)業(yè),能夠聚集起一批穩(wěn)定服務(wù)于本地經(jīng)濟(jì)的、具有較高知識(shí)水平、研發(fā)能力、管理能力的優(yōu)秀人才。

      (2)閘北以現(xiàn)代服務(wù)業(yè)為抓手,進(jìn)一步優(yōu)化投資環(huán)境,大力促進(jìn)招商引資工作。根據(jù)閘北經(jīng)濟(jì)發(fā)展的總體思想,招商引資的產(chǎn)業(yè)優(yōu)勢(shì)和項(xiàng)目的吸引力,做到有的放矢;集中財(cái)力、物力、人力重點(diǎn)建設(shè)“一區(qū)六園”,把“一區(qū)六園”作為閘北經(jīng)濟(jì)發(fā)展的“火車頭”。

      (3)努力改善金融服務(wù)水平。對(duì)符合國(guó)家產(chǎn)業(yè)政策、有科技含量、有良好發(fā)展前景的中小型企業(yè),有限給予信貸支持。積極引進(jìn)各種經(jīng)濟(jì)類型的金融機(jī)構(gòu),擴(kuò)大企業(yè)貸款的選擇面,靠寬松的金融平臺(tái)擴(kuò)大開放服務(wù)。

      (4)大力引進(jìn)具有先進(jìn)技術(shù)含量的高新技術(shù)企業(yè),加快科技產(chǎn)業(yè)和創(chuàng)新資源集聚。作為閘北投資及經(jīng)濟(jì)發(fā)展的戰(zhàn)略重點(diǎn),市北工業(yè)新區(qū)已正式更名為市北高新技術(shù)服務(wù)園區(qū)。政府要發(fā)揮橋梁作用,積極為園區(qū)發(fā)展出謀劃策,全面營(yíng)造良好的環(huán)境,包括政策環(huán)境、經(jīng)營(yíng)環(huán)境、治安環(huán)境、輿論環(huán)境等,全面提高服務(wù)質(zhì)量、水平和效率。

      (5)依托閘北區(qū)位優(yōu)勢(shì),大力引進(jìn)長(zhǎng)三角地區(qū)的總部經(jīng)濟(jì)和優(yōu)質(zhì)企業(yè),特別是結(jié)合北廣場(chǎng)地區(qū)綜合改造,積極打造為長(zhǎng)三角區(qū)域和各省市企業(yè)服務(wù)的優(yōu)質(zhì)平臺(tái)。

      (7)創(chuàng)造良好的政策環(huán)境。參照相似地區(qū)成功做法,總結(jié)本地成功經(jīng)驗(yàn),對(duì)已制定的各項(xiàng)優(yōu)惠政策和政策規(guī)定,再修改、再充實(shí)和再完善,做到人無我有,人有我優(yōu)。

      未來幾年內(nèi),閘北將以不夜城地區(qū)1.42平方公里為核心,以蘇州河沿岸旅游休閑文化區(qū)、北郊物流園區(qū)等功能區(qū)建設(shè)為支撐,把整個(gè)閘北建設(shè)成環(huán)境宜人、功能集聚、輻射強(qiáng)大的現(xiàn)代交通商務(wù)區(qū)。加強(qiáng)完善周圍配套公共基礎(chǔ)設(shè)施建設(shè),通過市場(chǎng)機(jī)制和招標(biāo)形式出讓項(xiàng)目經(jīng)營(yíng)權(quán),吸引有實(shí)力的企業(yè)進(jìn)行投資和經(jīng)營(yíng),為一定轄區(qū)內(nèi)的公眾提供良好的服務(wù)。參考文獻(xiàn):
