新華網(wǎng)澳大利亞布里斯班11月15日電（記者陳贄 錢彤 孫浩）二十國集團領導人第九次峰會15日下午在澳大利亞布里斯班舉行。國家主席習近平出席會議并發(fā)表題為《推動創(chuàng)新發(fā)展實現(xiàn)聯(lián)動增長》的重要講話，倡導做共促經(jīng)濟改革的發(fā)展伙伴，落實全面增長戰(zhàn)略，推動世界經(jīng)濟從周期性復蘇向可持續(xù)增長轉(zhuǎn)變。習近平強調(diào)，中國將繼續(xù)保持經(jīng)濟增長勢頭，為推動世界經(jīng)濟增長作出更大貢獻。

本次峰會主題是經(jīng)濟增長、就業(yè)與抗風險。15日舉行第一階段會議。與會各成員領導人圍繞世界經(jīng)濟形勢、促進增長和就業(yè)等議題發(fā)言。澳大利亞總理阿博特主持會議。

習近平在講話中指出，過去幾年，世界經(jīng)濟逐步走出低谷，不斷朝好的方向發(fā)展。同時，經(jīng)濟復蘇之力并不強勁，金融市場還存在風險，國際貿(mào)易仍然在低位徘徊。我們當前的首要任務，就是協(xié)調(diào)宏觀經(jīng)濟政策，共同破解發(fā)展難題，減少經(jīng)濟風險，實現(xiàn)經(jīng)濟繁榮、金融穩(wěn)定、貿(mào)易發(fā)展、就業(yè)和民生改善。

習近平指出，不久前，亞太經(jīng)合組織就推動亞太地區(qū)增長作出了規(guī)劃。二十國集團也在作出努力，制定了全面增長戰(zhàn)略。落實這一戰(zhàn)略，重要的是發(fā)掘和培育持久增長的動力，形成各國發(fā)展創(chuàng)新、利益融合、增長聯(lián)動的新局面。

習近平建議二十國集團從以下幾方面作出努力。

第一，創(chuàng)新發(fā)展方式。各國要創(chuàng)新發(fā)展理念、政策、方式，特別是通過財稅、金融、投資、競爭、貿(mào)易、就業(yè)等領域的結(jié)構(gòu)改革，通過宏觀經(jīng)濟政策和社會政策的結(jié)合，讓創(chuàng)造財富的活力競相迸發(fā)，讓市場力量充分釋放。我們要重視基礎設施建設對經(jīng)濟的拉動效應。中方在主辦亞太經(jīng)合組織領導人非正式會議期間，將互聯(lián)互通作為核心議題之一。中國支持二十國集團成立全球基礎設施中心，支持世界銀行成立全球基礎設施基金，并將通過建設絲綢之路經(jīng)濟帶、21世紀海上絲綢之路、亞洲基礎設施投資銀行、絲路基金等途徑，為全球基礎設施投資作出貢獻。

第二，建設開放型世界經(jīng)濟。各國要維護多邊貿(mào)易體制，構(gòu)建互利共贏的全球價值鏈，培育全球大市場，反對貿(mào)易和投資保護主義，推動多哈回合談判。

第三，完善全球經(jīng)濟治理。各國要致力于建設公平公正、包容有序的國際金融體系，提高新興市場國家和發(fā)展中國家代表性和發(fā)言權，確保各國在國際經(jīng)濟合作中權利平等、機會平等、規(guī)則平等。

習近平強調(diào)，中國經(jīng)濟增長是世界經(jīng)濟增長的重要動力。根據(jù)國際組織測算，中國是二十國集團全面增長戰(zhàn)略的最大貢獻者之一。這樣的貢獻，源自中國自身穩(wěn)增長、調(diào)結(jié)構(gòu)、促改革、惠民生的政策措施。中國經(jīng)濟將繼續(xù)保持強勁、可持續(xù)、平衡增長勢頭，每年增量相當于貢獻了一個中等發(fā)達國家的經(jīng)濟規(guī)模。中國將為世界經(jīng)濟提供更多需求，創(chuàng)造更多市場機遇、投資機遇、增長機遇。

習近平宣布，中國將采納國際貨幣基金組織數(shù)據(jù)公布特殊標準。

習近平最后指出，二十國集團成員要樹立利益共同體和命運共同體意識，努力形成各國增長相互促進、相得益彰的合作共贏格局，讓二十國集團真正成為世界經(jīng)濟的穩(wěn)定器、全球增長的催化器、全球經(jīng)濟治理的推進器。

與會各成員領導人表示，當前世界經(jīng)濟復蘇緩慢且不平衡，各經(jīng)濟體要齊心協(xié)力，推動世界經(jīng)濟強勁、可持續(xù)、平衡增長，創(chuàng)造更多就業(yè)。各國要著力進行經(jīng)濟結(jié)構(gòu)調(diào)整，采取合理、穩(wěn)定的財政貨幣政策，并加強宏觀政策協(xié)調(diào)。各國要加大對基礎設施建設投資，促進互聯(lián)互通，克服經(jīng)濟增長瓶頸，有效應對地區(qū)動蕩、埃博拉疫情等挑戰(zhàn)，消除世界經(jīng)濟面臨的風險。各成員領導人高度評價中國積極調(diào)整經(jīng)濟結(jié)構(gòu)，轉(zhuǎn)變經(jīng)濟發(fā)展方式，相信中國全面深化改革將推動中國經(jīng)濟持續(xù)健康發(fā)展，為世界經(jīng)濟發(fā)展作出更大貢獻。

各區(qū)、縣(市)人民政府，市政府各部門、各直屬單位：

2016年二十國集團領導人峰會(以下簡稱G20杭州峰會)將于9月4日至5日在杭州召開。為確保與會各國代表團順利抵達和離杭返程，盡量減少對全市交通和市民出行的影響，經(jīng)國務院和省政府批準，現(xiàn)就G20杭州峰會期間調(diào)休放假的安排通知如下：

一、調(diào)休放假時間

9月1日至9月7日，共7天。其中：

2天為雙休日：9月3日(星期六)、9月4日(星期日);

3天為調(diào)休：9月1日(星期四)上班調(diào)到8月28日(星期日)，9月6日(星期二)上班調(diào)到9月10日(星期六)，9月7日(星期三)上班調(diào)到9月11日(星期日);

2天為實際放假：9月2日(星期五)、9月5日(星期一)。

二、調(diào)休放假范圍

杭州市9個城區(qū)：上城區(qū)、下城區(qū)、江干區(qū)、拱墅區(qū)、西湖區(qū)、濱江區(qū)、蕭山區(qū)、余杭區(qū)、富陽區(qū)。

桐廬縣、淳安縣、建德市、臨安市不實行調(diào)休放假。

三、調(diào)休放假對象

除保障G20杭州峰會和配套活動、城市運行等必要的工作崗位，以及承擔峰會接待、維穩(wěn)安保、醫(yī)療保障、新聞報道等任務的單位和人員外，在杭的中央部屬、省級機關、事業(yè)單位和社會團體，杭州市及區(qū)(含下屬鄉(xiāng)鎮(zhèn)、街道及基層組織)機關、事業(yè)單位和社會團體，駐杭機構(gòu)等實行調(diào)休放假。市區(qū)企業(yè)和其他社會組織，可根據(jù)實際情況自行安排，原則上建議調(diào)休放假。

四、有關事項

在調(diào)休放假期間，有關部門和單位要認真做好應急值守、安全生產(chǎn)、安保維穩(wěn)、市場供應等各項工作，確保社會生產(chǎn)生活正常進行。

G20有助中國與世界對接新常態(tài)

G20所提出的結(jié)構(gòu)性改革，在很大程度上也體現(xiàn)出中國的意愿。這次G20杭州峰會的主題如包容和互聯(lián)、創(chuàng)新等都體現(xiàn)了中國的訴求。但這并不是我們單獨的需求，實際上這些訴求很多都是良性互動的，也會給其他國家?guī)頇C會。

中國雖然是世界上第二大經(jīng)濟大國，但還不能說是經(jīng)濟強國，如果未來中國在世界經(jīng)濟中從旁觀者走向引領者，我們就有能力對世界發(fā)揮力量，但前提是我們自己得把自己做強了。所以我們需要從頂層設計入手，把供給側(cè)結(jié)構(gòu)性改革推進下去，不能像過去一樣簡單地靠需求拉動，因為這樣產(chǎn)生的產(chǎn)能還是過剩的低端產(chǎn)能。

事實上，未來的世界經(jīng)濟充滿變革。在第四次工業(yè)工業(yè)革命，也就是智能化革命中，我們中國也需要走上制高點。這種情況下，我們對G20提出的9大結(jié)構(gòu)性改革也符合我們中國結(jié)構(gòu)性改革的需求，即從要素驅(qū)動、資本驅(qū)動轉(zhuǎn)向創(chuàng)新驅(qū)動，這恰恰是中國經(jīng)濟的新常態(tài)。換句話說，我們需要把中國的經(jīng)濟新常態(tài)和世界經(jīng)濟的新常態(tài)相對接，把我們的供給側(cè)改革和其他國家的互聯(lián)互通和產(chǎn)能合作連接起來，這樣才能真正起到創(chuàng)新的作用。如果沒有這些合作，那么我們也就是自拉自唱，效果有限。中國這些年并不是靠擠壓其他國家的空間去謀求發(fā)展的，而很多國家實際上對中國抱有偏見。現(xiàn)在通過G20這樣的一個平臺，讓各個國家把自己的意愿反映出來，找到利益的最大公約數(shù)，這樣可能每一個國家最終得到的都不是原來設想的最大化的利益，但是至少比不合作要強。
