Mother Earth – our only home – is under pressure.We are making progressively unreasonable demands on her, and she is showing the strain.For all of human history we have depended on nature's bounty for sustenance, well-being and development.Too often we have drawn on nature's capital without putting back.We are now beginning to see the consequences of failing to safeguard our investment.地球母親——我們唯一的家園——面臨著壓力。我們對她的索求越來越不合理,使之漸露疲態(tài)。在整個人類歷史中,我們一直依賴大自然的賜予維持生計、增進福祉和謀求發(fā)展。我們常常提取大自然的資本而未予以回報。現(xiàn)在,我們漸漸看到?jīng)]有確保投資的后果。
Climate change and the depleted ozone layer are among the starkest examples.Biological diversity--the incredible variety of life on Earth that sustains us--is in rapid decline.Freshwater and marine resources are increasingly polluted;soils and once-prolific fisheries are growing barren.氣候變化和臭氧層耗減就是其中最明顯的例子。生物多樣性——我們賴以為生的地球上難以置信的大量物種——正在迅速減少。淡水資源和海洋資源日益受到污染;土壤和一度豐富多產(chǎn)的漁場日趨貧瘠。
The impact of our neglectful stewardship is being felt most by the world's most vulnerable people: those who live on the desert margins;indigenous communities;the rural poor;the inhabitants of the squalid slums of the world's expanding megacities.If they are to break out of the poverty trap and prosper, they need – at the very minimum – fertile land, clean water and adequate sanitation.對管理疏忽的影響感受最深的是世界上最脆弱的群體:即那些在沙漠邊緣生活的人們、土著民族、農(nóng)村窮困者和世界上不斷擴大的特大城市的貧民窟居民。他們?nèi)缫獢[脫貧困的束縛和實現(xiàn)繁榮,就至少要有肥沃的土地、清潔的飲水和適當?shù)男l(wèi)生條件。
Environmental sustainability – the wise management of Mother Earth's bounty – is one of eight Millennium Development Goals adopted a decade ago by United Nations Member States.The deadline for achieving the goals is 2015.This September, I will convene a summit in New York to review progress towards the MDGs and develop an agenda for action – a practical, results-oriented plan, with concrete steps and timelines.Protecting Mother Earth must be an integral component of our strategy.環(huán)境可持續(xù)性——即明智管理地球母親所賜財富——是聯(lián)合國會員國十年前通過的八個千年發(fā)展目標之一。實現(xiàn)這些目標的最后期限是2015年。今年9月,我將在紐約召集舉行一次首腦會議,審查實現(xiàn)千年發(fā)展目標的進展情況,并制定一項行動議程——即一項切合實際和注重成果的計劃及其具體步驟和時間安排。保護地球母親的工作必須成為我們戰(zhàn)略中不可分割的組成部分。
Without a sustainable environmental base, we will have little hope of attaining our objectives for reducing poverty and hunger and improving health and human well-being.For these reasons and more, the General Assembly has proclaimed that each year on 22 April we will observe International Mother Earth Day.I call on all governments, businesses and citizens of the world to give our Mother Earth the respect and care she deserves.如果沒有可持續(xù)的環(huán)境基礎(chǔ),我們就沒有什么希望實現(xiàn)減少貧困和饑餓、改善健康和人類福祉的目標。出于這些和其他原因,大會已宣布我們每年4月22日紀念國際地球母親日。我呼吁世界各國政府、企業(yè)和公民給予地球母親應有的尊重和關(guān)愛。

地球維持著人類生活。在這一年一度的地球母親日,我們對與地球的關(guān)系進行反省。我們呼吸的空氣,飲用的水,生長食物的土壤,是全球脆弱生態(tài)系統(tǒng)的一部分,這一系統(tǒng)所承受的人類活動的壓力日益加大。從熱帶雨林砍伐到海洋漁業(yè)枯竭,從淡水日益緊缺到生物多樣性迅速退化,再到世界許多地區(qū)空氣和海洋污染日趨嚴重,我們感到了人類雙手的重量。
世界人口不斷增長,我們必須認識到,我們對地球資源的消費是無法持續(xù)的。我們必須從根本上改變我們的態(tài)度和做法。當務之急是要解決如何生產(chǎn)推動我們社會進步的能源的問題。燃燒化石燃料是造成氣候變化的主要原因,它日益威脅著世界各個地區(qū)的繁榮和穩(wěn)定。正因為如此,世界各國領(lǐng)導人承諾在2015年就全球氣候問題達成協(xié)議。
采取行動應對氣候變化,給我們帶來了多種機會,使我們能夠調(diào)整與地球母親的關(guān)系,并改善人類,特別是最貧困最脆弱群體的福祉。農(nóng)業(yè)實現(xiàn)氣候智能化,城市提高效力,森林得到更好的管理和保護,將能增進數(shù)十億人民的健康、財富和機會。為所有人提供可持續(xù)能源,同樣能夠?qū)崿F(xiàn)這一目標。

Biggest, deadliest, worst ever.We have seen those words in the headlines too often this year.We have used them about earthquakes, floods, hurricanes and forest fires, about loss of life and income.Those words are likely to be heard for years to come, as the climate changes and hazards multiply.To complicate the picture, just as weather patterns have altered, so has human society.We are more urban.If earthquakes, floods or storm surges were deadly in the past, they are deadlier still in an increasingly urbanized world.有史以來最大、死傷人數(shù)最多、最嚴重。這些字眼我們今年經(jīng)常在頭版頭條上見到。我們用這些字眼來描繪地震、洪水、颶風和森林火災造成的生命和財產(chǎn)損失。而隨著氣候的變化和危險倍增,這些字眼今后若干年很可能會不斷傳來。更糟糕的是,不僅天氣模式發(fā)生了改變,而且人類社會也與以往不同了。我們更加城市化。如果說地震、洪水或風暴潮從來就是致命的,那么在日益城市化的當今世界,這些災害的致命性則更大。
Many cities are on the coasts, vulnerable to storms, inundation and sea level rise.More than a billion people in Asia live within 100 kilometres of the sea, and two-thirds of the population of Latin America and the Caribbean live within 200 kilometres.Too many people live on flood plains, others above earthquake fault lines.Some settle downstream from treeless areas, with little buffer against the elements.The risk of disaster quietly accumulates.And, while natural hazards menace everyone, the poor are by far the most vulnerable.許多城市都位于沿海地區(qū),易受暴風雨、洪水和海平面上升的威脅。亞洲有十多億人生活在距海100公里之內(nèi),拉丁美洲和加勒比區(qū)域三分之二的人生活在距海200公里之內(nèi)。太多的人生活在洪泛區(qū),還有很多人生活在地震帶上。有的人居住在無樹區(qū)的下游地帶,幾乎無法緩沖災難的影響。災害風險的累積是悄然無聲的。而且,雖說自然災害威脅的是每個人,但迄今為止,窮人是最易受害的人群。
On the positive side, we are learning to cope.Today, on the International Day for Disaster Reduction, we recognize what local governments and communities are doing to protect themselves while building more sustainable towns and cities.令人樂觀的是,我們正在學習如何應對。今天,恰逢國際減災日,我們要肯定一些地方政府和社區(qū)所做的工作,它們在建設(shè)更具可持續(xù)性的城鎮(zhèn)和城市的同時,開展自我保護。
Last May, the United Nations International Strategy for Disaster Reduction launched a global campaign called “Making Cities Resilient”.More than 100 cities, with nearly 110 million residents, have signed up to the “Ten Essentials” – actions that will make communities safer from disasters.The role models with good practices include Albay Province in the Philippines, Hyogo Prefecture in Japan, Bangkok, Bonn, Mexico City and Mumbai.今年5月,聯(lián)合國國際減災戰(zhàn)略發(fā)起了“使城市富有復原力”全球運動。已有100多個城市(居民人數(shù)共約1.1億)簽名參與了“十大要點”——即可加強社區(qū)在災害中安全的若干項行動。菲律賓的阿爾拜省、日本兵庫縣、曼谷、波恩、墨西哥城和孟買等地堪稱楷模,其良好做法值得借鑒。
The Ten Essentials translate broad ideas about sustainable cities into workable solutions.They recommend that governments assign a budget to serve everyone – rich and poor alike – and that they invest in risk assessment, training on disaster risk reduction, ecosystem protection, and early warning systems.City planners must also tackle the principal sources of risk in urban areas – poor governance, planning and enforcement.Decision-making should be inclusive and participatory and the principles of sustainable urbanization must be embraced and upheld, especially for the benefit of people living in slums and informal settlements.“十大要點”將關(guān)于可持續(xù)城市的寬泛理念轉(zhuǎn)化成可行的解決辦法?!笆笠c”建議政府提供服務于每個人(不論貧富)的預算撥款,并建議它們投資于風險評估、減災培訓、生態(tài)系統(tǒng)保護以及預警系統(tǒng)。城市規(guī)劃者也必須解決城市地區(qū)風險的幾大主要來源,即管理不善、規(guī)劃不妥和執(zhí)行不力。決策應具有包容性和參與性,必須接受和奉行可持續(xù)城市化原則,特別是要有利于貧民窟和非正式定居點的居民。
Reducing disaster risk is everybody's business, and needs everyone's participation and investment – civil society, professional networks as well as municipal and national governments.On this International Day for Disaster Reduction, I commend those cities that are acting to build resilience to climate, environmental and social risks.And to all others I pose this question: Is your city ready?
減少災害風險是大家共同的責任,需要大家共同參與和投入——民間社會、專業(yè)網(wǎng)絡(luò)、以及城市和國家政府都義不容辭。值此國際減災日之際,我要贊揚那些已經(jīng)行動起來,努力建立氣候、環(huán)境和社會風險抵御能力的城市。而對所有其他城市,我要問一聲:你們的城市準備

My dear friends all over the world,Today we celebrate a special New Year with a momentous number: the Year Two
Thousand.As we move into a new Millennium, many of us have much to be thankful for.Most of the world is at peace.Most of us are better educated than our parents or grandparents, and can expect to live longer lives, with greater freedom and a wider range of choices.A new century brings new hope, but can also bring new dangers-or old ones in a new and alarming form.Some of us fear seeing our jobs and our way of life destroyed by economic change.Others fear the spread of bigotry, violence or disease.Others still are more worried that human activities may be ruining the global environmenton which our life depends.No one knows for sure how serious each of these dangers will be.But one thing they have in common: they do not respect state frontiers.Even the strongest state, acting alone, may not be able to protect its citizens against them.More than ever before in human history, we all share a common destiny.We can master it only if we face it together.And that, my friends, is why we have the United Nations.Through the United Nations, we are working together to preserve peace;to outlaw weapons that kill and maim indiscriminately;to bring mass murderers and war criminals to justice.Through the United Nations, we are working together to defeat AIDS and other epidemics;to control climate change;to make clean air and water available to everyone.Through the United Nations, we are working together to ensure that the global market benefits all of us, freeing the poor to lift themselves out of poverty.Through the United Nations, we are working together to make human rights a reality for everyone ?to give all human beings real choices in life, and a real say in decisions that affect their lives.In all these areas and more, the United Nations is working for you.But it can do little without you.After all, it belongs to youthe peoples of the world.And therefore it can work much better with your help and your ideas.My friends, the new millennium need not be a time of fear or anxiety.If we work together and have faith in our own abilities, it can be a time of hope and opportunity.It's up to us to make it so.Politics and World Affairs
