I am doing this to implement the consensus of our Presidents for the achievement of one lofty goal: to make our two countries and peoples forever good friends and good partners, and to enable our children and children's children to live in peace and happiness.Could we ever let them down? 尊敬的克林頓國(guó)務(wù)卿、蓋特納財(cái)長(zhǎng)，尊敬的王岐山副總理，女士們、先生們、朋友們：

今天，我們生活在地球兩端的兩個(gè)大國(guó)的代表再次相聚一起，繼續(xù)就事關(guān)中美關(guān)系的戰(zhàn)略性、長(zhǎng)期性、全局性問(wèn)題深入交換意見(jiàn)。

人們可以看到，中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話機(jī)制發(fā)展的3年，正是世界快速變化和中美關(guān)系快速發(fā)展的3年。胡錦濤主席與奧巴馬總統(tǒng)舉行了11次成功會(huì)晤。雙方發(fā)表了兩份《中美聯(lián)合聲明》。2011年1月，中美兩國(guó)元首達(dá)成了共建相互尊重、互利共贏的合作伙伴關(guān)系的重要共識(shí)，為新時(shí)期中美關(guān)系指明了方向。今年2月，習(xí)近平副主席成功訪美，進(jìn)一步推動(dòng)了中美合作伙伴關(guān)系的發(fā)展。實(shí)踐證明，3年多前中美兩國(guó)元首作出舉行中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話的決策是十分正確的。

自170多年前的鴉片戰(zhàn)爭(zhēng)以來(lái)，國(guó)家富強(qiáng)、民族復(fù)興、人民富足就一直是中國(guó)人民的崇高夢(mèng)想，更是新中國(guó)成立60多年來(lái)中國(guó)人民堅(jiān)持不懈的奮斗目標(biāo)。我們走過(guò)彎路，經(jīng)歷過(guò)挫折，也遭到過(guò)外來(lái)的各種封鎖、壓制和威脅，但是我們從來(lái)沒(méi)有動(dòng)搖。今天，我們比任何時(shí)候都更加接近中華民族復(fù)興的目標(biāo)，比任何時(shí)候都更加需要堅(jiān)定不移地走自己所選擇的發(fā)展道路。與此同時(shí)，我們也要與世界上所有國(guó)家友好相處，共同發(fā)展。我們真誠(chéng)致力于與世界上最大的發(fā)達(dá)國(guó)家美國(guó)建立和發(fā)展相互尊重、和諧相處、合作共贏的新型大國(guó)關(guān)系。

誠(chéng)然，這不是一件輕而易舉的事情，但精誠(chéng)所至，金石為開(kāi)。不管前進(jìn)道路上有多少艱難險(xiǎn)阻，只要我們雙方都抱有赤誠(chéng)，順應(yīng)大勢(shì)，牢牢把握兩國(guó)元首確定的正確方向，以“愚公移山”的勁頭，每天挖山不止，不斷加強(qiáng)對(duì)話，增進(jìn)互信，擴(kuò)大合作，妥善處理分歧，就能實(shí)現(xiàn)我們的目標(biāo)。我想，沒(méi)有任何力量能夠?qū)⒅忻纼蓚€(gè)大國(guó)的關(guān)系推向沖突對(duì)抗的深淵，如果有人硬是要逆歷史潮流和人民意愿而動(dòng)，必將受到歷史的審判。

在此我想特別指出的是，國(guó)與國(guó)之間相處的根本之道在于恪守國(guó)際關(guān)系基本準(zhǔn)則，即相互尊重主權(quán)，尊重彼此核心利益，尊重各自對(duì)社會(huì)制度和發(fā)展道路的選擇。在大國(guó)之間尤其要這樣。13億中國(guó)人有權(quán)選擇走一條不同于美國(guó)和西方社會(huì)的、符合自己國(guó)情的、造福于中國(guó)人民也有利于世界的發(fā)展道路，任何人都不要指望中國(guó)人民離開(kāi)自己的道路。

40年前尼克松總統(tǒng)訪華時(shí)，我還是一名青年外交官。近10年來(lái)，我有幸直接參與了中美關(guān)系的一些實(shí)際工作，同美國(guó)朋友們進(jìn)行了多年的戰(zhàn)略對(duì)話，花了很多工夫探討構(gòu)建中美兩個(gè)大國(guó)的新型關(guān)系問(wèn)題。應(yīng)該說(shuō)，我們實(shí)際上達(dá)成了一個(gè)極具價(jià)值的共識(shí)，就是中美兩國(guó)絕不能重走歷史上大國(guó)沖突對(duì)抗的老路。是的，絕不能走那條路，那是一條絕路、死路。只能走一條新路，那是一條光明大道。

衷心希望本輪對(duì)話能對(duì)構(gòu)筑中美新型關(guān)系做出新的努力和貢獻(xiàn)。

第五篇：第三輪中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話

中美關(guān)于促進(jìn)經(jīng)濟(jì)強(qiáng)勁、可持續(xù)、平衡增長(zhǎng)和經(jīng)濟(jì)合作的全面框架

遵循胡錦濤主席和奧巴馬總統(tǒng)于２０１１年１月２０日在華盛頓達(dá)成的共識(shí)，胡錦濤主席特別代表、中國(guó)國(guó)務(wù)院副總理王岐山和貝拉克·奧巴馬總統(tǒng)特別代表、美國(guó)財(cái)政部長(zhǎng)蒂莫西·蓋特納在２０１１年５月舉行的第三輪中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話上確立了中美關(guān)于促進(jìn)經(jīng)濟(jì)強(qiáng)勁、可持續(xù)、平衡增長(zhǎng)和經(jīng)濟(jì)合作的全面框架（以下簡(jiǎn)稱“全面框架”）。

中美兩國(guó)確認(rèn)，雙方將基于共同利益，從戰(zhàn)略性、長(zhǎng)期性、全局性的角度，推進(jìn)更為廣泛的經(jīng)濟(jì)合作，以共同建設(shè)全面互利的經(jīng)濟(jì)伙伴關(guān)系，增進(jìn)兩國(guó)繁榮與福祉，推動(dòng)實(shí)現(xiàn)世界經(jīng)濟(jì)強(qiáng)勁、可持續(xù)、平衡增長(zhǎng)。

第一條

原 則

１．全面框架基于兩國(guó)各自促進(jìn)經(jīng)濟(jì)強(qiáng)勁、可持續(xù)、平衡增長(zhǎng)以及不斷增加就業(yè)的國(guó)家利益。同時(shí)，中美經(jīng)濟(jì)關(guān)系基于廣泛的共同利益和交匯利益。雙方認(rèn)識(shí)到，對(duì)方經(jīng)濟(jì)的健康和持續(xù)增長(zhǎng)對(duì)自身繁榮不可或缺。

２．作為世界上最大的兩個(gè)經(jīng)濟(jì)體，中美兩國(guó)的經(jīng)濟(jì)發(fā)展成果和政策行動(dòng)對(duì)全球經(jīng)濟(jì)的健康有重要影響。雙方認(rèn)識(shí)到并考慮其政策對(duì)全球經(jīng)濟(jì)的影響，并合作加強(qiáng)支持全球增長(zhǎng)和穩(wěn)定的國(guó)際貿(mào)易和金融機(jī)構(gòu)。

３．作為更大規(guī)模、更加緊密和更為廣泛的經(jīng)濟(jì)合作的一部分，中美雙方正就影響對(duì)方利益的政策行動(dòng)加大磋商力度。

４．依托現(xiàn)有對(duì)話和合作機(jī)制，落實(shí)中美合作框架。兩國(guó)重申落實(shí)中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話框架下經(jīng)濟(jì)對(duì)話《聯(lián)合成果情況說(shuō)明》中的承諾。

第二條

深化宏觀經(jīng)濟(jì)合作

雙方認(rèn)識(shí)到，兩國(guó)關(guān)于促進(jìn)強(qiáng)勁、可持續(xù)和平衡增長(zhǎng)的目標(biāo)從根本上是一致的，承諾進(jìn)一步加強(qiáng)宏觀經(jīng)濟(jì)政策交流和協(xié)調(diào)。

５．雙方正進(jìn)一步利用現(xiàn)有渠道，就與兩國(guó)經(jīng)濟(jì)和世界經(jīng)濟(jì)健康相關(guān)的宏觀經(jīng)濟(jì)、財(cái)政、金融和結(jié)構(gòu)性問(wèn)題深化合作。

６．雙方重申支持二十國(guó)集團(tuán)強(qiáng)勁、可持續(xù)和平衡增長(zhǎng)框架，重申通過(guò)強(qiáng)勁的經(jīng)濟(jì)增長(zhǎng)和擴(kuò)大就業(yè)來(lái)提高全體人民的生活水平，并采取全方位措施鞏固全球經(jīng)濟(jì)復(fù)蘇，減少過(guò)度外部失衡并將經(jīng)常賬戶失衡保持在可持續(xù)水平。雙方確認(rèn)積極支持二十國(guó)集團(tuán)互評(píng)進(jìn)程。

７．雙方承諾與其他國(guó)家共同努力，維護(hù)國(guó)際貨幣環(huán)境的穩(wěn)定。美方承諾對(duì)匯率過(guò)度波動(dòng)保持警惕，中方承諾繼續(xù)增強(qiáng)人民幣匯率彈性。

第三條

發(fā)展更加平衡的貿(mào)易和投資關(guān)系

雙方認(rèn)識(shí)到開(kāi)放的貿(mào)易和投資對(duì)推動(dòng)創(chuàng)新、創(chuàng)造就業(yè)、增加收入和促進(jìn)經(jīng)濟(jì)增長(zhǎng)的重要意義，雙方承諾進(jìn)一步擴(kuò)大雙邊貿(mào)易與投資，促進(jìn)更加開(kāi)放的全球貿(mào)易與投資，反對(duì)貿(mào)易和投資保護(hù)主義。

８．雙方承諾采取綜合性措施促進(jìn)更加平衡的中美貿(mào)易。

９．雙方承諾本著建設(shè)性、合作性和互利性的態(tài)度積極解決雙邊貿(mào)易和投資爭(zhēng)端。

１０．雙方認(rèn)識(shí)到在首輪和第二輪中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話中雙方認(rèn)同的政府采購(gòu)和創(chuàng)新政策中非歧視原則的重要性，并重申繼續(xù)支持強(qiáng)有力的知識(shí)產(chǎn)權(quán)保護(hù)。

１１．雙方致力于營(yíng)造開(kāi)放、公平的投資環(huán)境，并繼續(xù)為兩國(guó)投資者增加透明度和可預(yù)見(jiàn)性。

１２．雙方同意在各自轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式和調(diào)整經(jīng)濟(jì)結(jié)構(gòu)的過(guò)程中，包括基礎(chǔ)設(shè)施建設(shè)中，探索新的合作機(jī)遇。

１３．雙方承諾積極開(kāi)展地方層級(jí)經(jīng)濟(jì)合作，促進(jìn)兩國(guó)企業(yè)、智庫(kù)、大學(xué)之間的溝通交流。雙方致力于完善中美投資論壇、中美省州長(zhǎng)論壇、中美城市經(jīng)濟(jì)合作會(huì)議機(jī)制，進(jìn)一步推動(dòng)兩國(guó)企業(yè)界和學(xué)術(shù)界“二軌”對(duì)話機(jī)制。

第四條

深化在金融領(lǐng)域的合作

雙方承諾進(jìn)一步深化在金融部門(mén)發(fā)展、投資和監(jiān)管領(lǐng)域的雙邊和多邊合作，合作支持生產(chǎn)性的資本流入兩國(guó)金融市場(chǎng)，促進(jìn)兩國(guó)金融市場(chǎng)的效率與穩(wěn)定。

１４．雙方認(rèn)識(shí)到公平、開(kāi)放的投資環(huán)境的重要性，在符合審慎原則并與國(guó)家安全要求一致的情況下，支持為金融服務(wù)投資和跨境證券投資營(yíng)造開(kāi)放的環(huán)境。

１５．雙方承諾深化雙邊以及在二十國(guó)集團(tuán)、金融穩(wěn)定理事會(huì)和國(guó)際標(biāo)準(zhǔn)制定機(jī)構(gòu)的合作，確保金融穩(wěn)定，加強(qiáng)金融監(jiān)管。

第五條

加強(qiáng)區(qū)域和國(guó)際經(jīng)濟(jì)合作

１６．美方歡迎中方在國(guó)際經(jīng)濟(jì)事務(wù)中發(fā)揮更大作用。中國(guó)承認(rèn)美國(guó)在國(guó)際經(jīng)濟(jì)體系和亞太地區(qū)的重要作用，并歡迎美國(guó)參與亞太地區(qū)經(jīng)濟(jì)穩(wěn)定與繁榮并為其做出貢獻(xiàn)。

１７．雙方承諾加強(qiáng)交流和協(xié)作，支持二十國(guó)集團(tuán)在國(guó)際經(jīng)濟(jì)和金融事務(wù)中發(fā)揮更大作用。

１８．雙方認(rèn)可亞太經(jīng)合組織作為亞太經(jīng)濟(jì)合作平臺(tái)的重要作用，承諾加強(qiáng)在亞太經(jīng)合組織框架下的協(xié)調(diào)與合作。

１９．雙方承諾共同努力加強(qiáng)全球金融體系和改革國(guó)際金融框架。雙方繼續(xù)強(qiáng)有力的合作以提高國(guó)際貨幣基金組織、多邊開(kāi)發(fā)銀行和其他涉及全球經(jīng)濟(jì)治理機(jī)構(gòu)的合法性和有效性。

２０．為實(shí)現(xiàn)聯(lián)合國(guó)千年發(fā)展目標(biāo)，雙方共同促進(jìn)國(guó)際社會(huì)援助發(fā)展中國(guó)家、特別是最不發(fā)達(dá)國(guó)家的努力。雙方致力于與多邊開(kāi)發(fā)銀行協(xié)作，尋求合作支持全球減貧、發(fā)展和區(qū)域一體化，為包容性、可持續(xù)的經(jīng)濟(jì)增長(zhǎng)做出貢獻(xiàn)。
