Vice President Biden, Secretary Clinton, Secretary Geithner, Dear Colleagues，第三輪中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話今天開幕。在此，我代表中方代表團(tuán)對(duì)美方的周到安排表示衷心的感謝！

We are gathered here today for the third round of China-US Strategic and Economic Dialogues(S&EDs).On behalf of the Chinese delegation, I would like to express sincere thanks to the US side for the thoughtful arrangements.胡錦濤主席十分關(guān)心中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話，請(qǐng)我和戴秉國國務(wù)委員轉(zhuǎn)達(dá)他對(duì)奧巴馬總統(tǒng)、拜登副總統(tǒng)、克林頓國務(wù)卿、蓋特納財(cái)長(zhǎng)以及美方全體工作人員的問候。胡錦濤主席高度贊賞中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話為中美加深了解，增進(jìn)戰(zhàn)略互信，加強(qiáng)兩國在雙邊、地區(qū)和全球?qū)用嫔系臏贤ㄅc協(xié)作所發(fā)揮的重要作用。希望中美雙方充分利用本輪對(duì)話，就兩國如何進(jìn)一步增進(jìn)戰(zhàn)略互信、深化務(wù)實(shí)合作深入交換意見，落實(shí)好他與奧巴馬總統(tǒng)達(dá)成的共識(shí)，共同推進(jìn)相互尊重、互利共贏的中美合作伙伴關(guān)系。

President Hu Jintao attaches great importance to the S&EDs.He asked me and State Councilor Dai Bingguo to convey his greetings to President Obama, Vice President Biden, Secretary Clinton, Secretary Geithner and all those who work for the S&EDs on the US side.President Hu Jintao highly appreciates the important role of the S&EDs in deepening understanding, enhancing strategic mutual trust, and strengthening communication and cooperation between our two countries at bilateral, regional and global levels.He hopes that both the Chinese and US sides will make the most of this round of dialogues to have in-depth exchange of views on ways to further enhance strategic mutual trust and deepen practical cooperation.He looks forward to the implementation of the agreement he reached with President Obama and the advancement of the China-US cooperative partnership based on mutual respect and mutual benefit.今年1月，胡錦濤主席對(duì)美國進(jìn)行了歷史性的國事訪問，取得了巨大成功。兩國元首高瞻遠(yuǎn)矚，開創(chuàng)了中美關(guān)系的新局面。

Last January, President Hu Jintao paid a state visit to the United States.It was a historic visit which achieved great success.With vision and foresight, the two presidents opened a new page in China-US relations.中美建交32年來，兩國關(guān)系雖歷經(jīng)風(fēng)雨，卻始終向前。中美歷史文化、發(fā)展階段、資源稟賦、現(xiàn)實(shí)國情不同，但經(jīng)濟(jì)相互依存，高度互補(bǔ)，誰也離不開誰。兩國互為第二大貿(mào)易伙伴，美國是中國第二大出口市場(chǎng)，中國是美國增長(zhǎng)最快的出口市場(chǎng)。目前，兩國的經(jīng)濟(jì)總量占世界的三分之一，貿(mào)易總額占世界的五分之一。中美經(jīng)濟(jì)關(guān)系已經(jīng)遠(yuǎn)遠(yuǎn)超出雙邊范疇，越來越具有全球性影響。

Over the past 32 years since the establishment of diplomatic ties between China and the United States, China-US relations have kept moving forward despite twists and turns.Our two countries differ in history, culture, development stage, resources endowment and national circumstances, but we are highly interdependent and mutually complementary economically.China and the United States are each other's second largest trading partner.The United States is China's second largest export market, and China is the fastest growing export market for the United States.Together, China and the United States account for one third of the world's GDP, and one fifth of global trade.China-US relationship has far exceeded the bilateral scope and has acquired growing global significance.全球化主導(dǎo)的世界經(jīng)濟(jì)格局正在發(fā)生深刻而復(fù)雜的變化。當(dāng)前，在應(yīng)對(duì)全球經(jīng)濟(jì)衰退、經(jīng)濟(jì)復(fù)蘇仍面臨諸多不確定的情勢(shì)下，中美兩國的經(jīng)濟(jì)社會(huì)發(fā)展，既面臨著共同的挑戰(zhàn)，也面臨著合作的機(jī)遇。圍繞確保經(jīng)濟(jì)復(fù)蘇，兩國之間政策措施既有互補(bǔ)，亦有碰撞，但合作的利益遠(yuǎn)遠(yuǎn)大于競(jìng)爭(zhēng)的分歧。鑒于此，雙方要更加注重發(fā)揮中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話的作用，堅(jiān)持“全局性、長(zhǎng)期性、戰(zhàn)略性”的定位，腳踏實(shí)地推動(dòng)中美經(jīng)濟(jì)關(guān)系健康發(fā)展。

We are witnessing profound and complex changes in the world economic landscape, changes that are driven by globalization.At present, we still face many uncertainties when we are striving to tackle global economic recession and sustain economic recovery.Against such a backdrop, economic and social development in China and the United States face both common challenges and opportunities of cooperation.There are both complementarities and clashes in our respective policies geared to ensure economic recovery.However, we have far more shared interests and cooperation than differences and competition.Both sides must therefore make better use of the S&EDs as an overarching framework for the examination of long-term and strategic issues, and take solid steps to advance the sound development of China-US economic relations.各位同事！

Dear Colleagues，歷史和現(xiàn)實(shí)已經(jīng)證明，未來也終將證明，任何困難都無法阻擋中美合作的潮流。對(duì)此，我們充滿信心。這信心來自于中美之間廣泛的共同利益，來自于兩國人民的共同意愿，來自于歷史和哲學(xué)的思考。

The past and the present have proven, and the future will prove, that nothing can hold back the trend of China-US cooperation.We have confidence in it.Our confidence comes from the broad common interests between our two countries, the shared aspirations of our two peoples, as well as from historical and philosophical reflections.任何一步實(shí)際行動(dòng)將勝過千言萬語。雙方應(yīng)以本次對(duì)話為契機(jī)，認(rèn)真落實(shí)兩國元首達(dá)成的重要共識(shí)，全面深化經(jīng)貿(mào)、投資、金融、基礎(chǔ)設(shè)施等各領(lǐng)域的合作，推動(dòng)兩國乃至全球經(jīng)濟(jì)強(qiáng)勁、可持續(xù)、平衡增長(zhǎng)。

Dear friends from the press,在胡錦濤主席和奧巴馬總統(tǒng)指導(dǎo)下，經(jīng)過雙方共同努力，第三輪中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話取得圓滿成功。

Under the guidance of President Hu Jintao and President Obama and thanks to the joint endeavor of the both sides, the third round of China-U.S.Strategic and Economic Dialogues has been a great success.本次經(jīng)濟(jì)對(duì)話的主要任務(wù)就是落實(shí)胡錦濤主席今年1月訪美期間兩國元首達(dá)成的重要共識(shí)，推進(jìn)建設(shè)全面互利的經(jīng)濟(jì)伙伴關(guān)系。雙方就兩國經(jīng)濟(jì)合作中的全局性、戰(zhàn)略性、長(zhǎng)期性問題進(jìn)行了深入討論，達(dá)成多項(xiàng)互利共贏的成果。特別是，我和蓋特納財(cái)長(zhǎng)共同簽署了《中美關(guān)于促進(jìn)經(jīng)濟(jì)強(qiáng)勁、可持續(xù)、平衡增長(zhǎng)和經(jīng)濟(jì)合作的全面框架》，這一框架明確了兩國將開展更大規(guī)模、更加緊密、更為廣泛的經(jīng)濟(jì)合作。

The essential mission of our economic dialogue is to implement the important agreement reached between the two presidents during President Hu Jintao’s recent state visit to the United States this past January and to implement the building of China-U.S.comprehensive and mutually beneficial economic partnership.We had in-depth discussions of our overarching strategic and long-term issues in bilateral economic cooperation, and arranged a host of win-win outcomes.Particularly, Secretary Geithner and I signed a China-U.S.comprehensive framework promoting strong, sustainable, and balanced economic growth and economic cooperation.Under the framework, the two countries will carry out an expanded, closer, and a more extensive economic cooperation.雙方一致認(rèn)為，在當(dāng)前極為復(fù)雜的經(jīng)濟(jì)形勢(shì)下，中美應(yīng)進(jìn)一步加強(qiáng)宏觀經(jīng)濟(jì)政策溝通協(xié)調(diào)，推動(dòng)兩國經(jīng)濟(jì)平穩(wěn)健康發(fā)展。雙方討論了歐洲主權(quán)債務(wù)危機(jī)、日本地震引發(fā)的核泄漏及中東局勢(shì)動(dòng)蕩對(duì)全球經(jīng)濟(jì)的影響，強(qiáng)調(diào)國際社會(huì)應(yīng)加強(qiáng)合作，確保世界經(jīng)濟(jì)強(qiáng)勁、可持續(xù)復(fù)蘇，有效推進(jìn)全球經(jīng)濟(jì)治理結(jié)構(gòu)改革，逐步建立公正合理的國際經(jīng)濟(jì)新秩序。雙方同意在轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式、調(diào)整經(jīng)濟(jì)結(jié)構(gòu)的過程中，發(fā)揮各自優(yōu)勢(shì)，在鐵路、電網(wǎng)等基礎(chǔ)設(shè)施以及清潔能源、綠色經(jīng)濟(jì)、科技創(chuàng)新等領(lǐng)域加強(qiáng)合作，擴(kuò)大兩國地方政府、企業(yè)等各層面的交流合作。

We agree that in today’s extremely complex economic environment, our two nations should further step up macroeconomic policy coordination and communication, and contribute to steady and sound economic growth in both countries.We discussed the implications of European sovereign debt crisis, the nuclear leak disaster triggered by Japan’s earthquake, the turbulence in the Middle East for the global economy, and we highlight the international community should work together to ensure strong and a sustainable world

economic recovery, to effectively advance the reform of global economic structure, to gradually build a fair and a reasonable international economic order.The two sides agree that in a transformation of our respective growth models and economic restructuring, we will use respective strength and expanded cooperation in

railway, power grids, and other infrastructure programs, and in clean energy, green economy, and science and technology innovation, and expand bi-national and the corporate exchanges and cooperation.雙方強(qiáng)調(diào)，要致力于構(gòu)建更加開放的貿(mào)易和投資體系。美方承諾在出口管制體系改革中公平對(duì)待中國，放寬對(duì)華高技術(shù)產(chǎn)品出口管制，并將通過中美商貿(mào)聯(lián)委會(huì)以一種合作的方式迅速、全面承認(rèn)中國市場(chǎng)經(jīng)濟(jì)地位。雙方將繼續(xù)推進(jìn)雙邊投資保護(hù)協(xié)定談判，加強(qiáng)在知識(shí)產(chǎn)權(quán)保護(hù)、產(chǎn)品質(zhì)量和食品安全等領(lǐng)域的合作。雙方將積極推進(jìn)多哈回合談判，共同反對(duì)貿(mào)易和投資保護(hù)主義。

We highlight our commitment to build a more open trade and investment system.The United States commits to accord China fair treatment in a reform of its export control regime, relax high-tech exports control towards China, and to consult through the JCCT in a cooperative manner to work towards China’s market economy status in an expeditious and a comprehensive manner.And the two sides will strengthen cooperation in bilateral investment treaty negotiation and strengthen cooperation in IPR protection, food safety, and product quality.We will advance Doha round negotiations and reject trade and investment protectionism.本次對(duì)話還就金融合作進(jìn)行了深入探討。雙方同意，在監(jiān)管系統(tǒng)重要性機(jī)構(gòu)、影子銀行業(yè)務(wù)、信用評(píng)級(jí)機(jī)構(gòu)、改革薪酬政策、打擊非法融資等領(lǐng)域加強(qiáng)信息共享與合作，共同推進(jìn)國際金融體系改革。美方歡迎中國金融企業(yè)赴美投資，認(rèn)可中方在資本充足率、綜合并表等監(jiān)管方面取得的顯著進(jìn)步。美方承諾，繼續(xù)對(duì)政府支持企業(yè)實(shí)施強(qiáng)有力的監(jiān)督，確保其具有足夠資本履行財(cái)務(wù)責(zé)任。

We also had in-depth discussions of financial cooperation and agreed to strengthen information-sharing and cooperation regarding the regulation of systemically important financial institutions, shadow banking,business, credit rating agencies, the reform of remunerations policy and combating illegal financing, and to jointly advance international financial architecture reform.The United States welcomes Chinese financial institutions to invest in America and to recognize China’s enormous progress in capital adequacy ratio, comprehensive consolidation supervision, and the other regulatory aspects.The United States commits to further enforce strong supervision of government-sponsored enterprises and to make sure they have enough capital to fulfill financial obligations.知己知彼是合作的重要前提。通過本次經(jīng)濟(jì)對(duì)話，雙方加深了了解，擴(kuò)大了共識(shí)，取得了豐碩成果。這必將有力地推動(dòng)中美相互尊重、互利共贏的合作伙伴關(guān)系向前發(fā)展。

Knowing oneself and each other is an important prerequisite for cooperation.In the economic dialogue, we increased our mutual understanding, expanded consensus, and arranged outcomes.This will give a strong boost to the growth of the China-U.S.comprehensive partnership based on mutual respect and mutual benefit.謝謝大家！

中美關(guān)于促進(jìn)經(jīng)濟(jì)強(qiáng)勁、可持續(xù)、平衡增長(zhǎng)和經(jīng)濟(jì)合作的全面框架

遵循胡錦濤主席和奧巴馬總統(tǒng)于２０１１年１月２０日在華盛頓達(dá)成的共識(shí)，胡錦濤主席特別代表、中國國務(wù)院副總理王岐山和貝拉克·奧巴馬總統(tǒng)特別代表、美國財(cái)政部長(zhǎng)蒂莫西·蓋特納在２０１１年５月舉行的第三輪中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話上確立了中美關(guān)于促進(jìn)經(jīng)濟(jì)強(qiáng)勁、可持續(xù)、平衡增長(zhǎng)和經(jīng)濟(jì)合作的全面框架（以下簡(jiǎn)稱“全面框架”）。

第一條

原 則

１．全面框架基于兩國各自促進(jìn)經(jīng)濟(jì)強(qiáng)勁、可持續(xù)、平衡增長(zhǎng)以及不斷增加就業(yè)的國家利益。同時(shí)，中美經(jīng)濟(jì)關(guān)系基于廣泛的共同利益和交匯利益。雙方認(rèn)識(shí)到，對(duì)方經(jīng)濟(jì)的健康和持續(xù)增長(zhǎng)對(duì)自身繁榮不可或缺。

２．作為世界上最大的兩個(gè)經(jīng)濟(jì)體，中美兩國的經(jīng)濟(jì)發(fā)展成果和政策行動(dòng)對(duì)全球經(jīng)濟(jì)的健康有重要影響。雙方認(rèn)識(shí)到并考慮其政策對(duì)全球經(jīng)濟(jì)的影響，并合作加強(qiáng)支持全球增長(zhǎng)和穩(wěn)定的國際貿(mào)易和金融機(jī)構(gòu)。

３．作為更大規(guī)模、更加緊密和更為廣泛的經(jīng)濟(jì)合作的一部分，中美雙方正就影響對(duì)方利益的政策行動(dòng)加大磋商力度。

４．依托現(xiàn)有對(duì)話和合作機(jī)制，落實(shí)中美合作框架。兩國重申落實(shí)中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話框架下經(jīng)濟(jì)對(duì)話《聯(lián)合成果情況說明》中的承諾。

第二條

深化宏觀經(jīng)濟(jì)合作

雙方認(rèn)識(shí)到，兩國關(guān)于促進(jìn)強(qiáng)勁、可持續(xù)和平衡增長(zhǎng)的目標(biāo)從根本上是一致的，承諾進(jìn)一步加強(qiáng)宏觀經(jīng)濟(jì)政策交流和協(xié)調(diào)。

５．雙方正進(jìn)一步利用現(xiàn)有渠道，就與兩國經(jīng)濟(jì)和世界經(jīng)濟(jì)健康相關(guān)的宏觀經(jīng)濟(jì)、財(cái)政、金融和結(jié)構(gòu)性問題深化合作。

６．雙方重申支持二十國集團(tuán)強(qiáng)勁、可持續(xù)和平衡增長(zhǎng)框架，重申通過強(qiáng)勁的經(jīng)濟(jì)增長(zhǎng)和擴(kuò)大就業(yè)來提高全體人民的生活水平，并采取全方位措施鞏固全球經(jīng)濟(jì)復(fù)蘇，減少過度外部失衡并將經(jīng)常賬戶失衡保持在可持續(xù)水平。雙方確認(rèn)積極支持二十國集團(tuán)互評(píng)進(jìn)程。

７．雙方承諾與其他國家共同努力，維護(hù)國際貨幣環(huán)境的穩(wěn)定。美方承諾對(duì)匯率過度波動(dòng)保持警惕，中方承諾繼續(xù)增強(qiáng)人民幣匯率彈性。

第三條

發(fā)展更加平衡的貿(mào)易和投資關(guān)系

雙方認(rèn)識(shí)到開放的貿(mào)易和投資對(duì)推動(dòng)創(chuàng)新、創(chuàng)造就業(yè)、增加收入和促進(jìn)經(jīng)濟(jì)增長(zhǎng)的重要意義，雙方承諾進(jìn)一步擴(kuò)大雙邊貿(mào)易與投資，促進(jìn)更加開放的全球貿(mào)易與投資，反對(duì)貿(mào)易和投資保護(hù)主義。

８．雙方承諾采取綜合性措施促進(jìn)更加平衡的中美貿(mào)易。

９．雙方承諾本著建設(shè)性、合作性和互利性的態(tài)度積極解決雙邊貿(mào)易和投資爭(zhēng)端。

１０．雙方認(rèn)識(shí)到在首輪和第二輪中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話中雙方認(rèn)同的政府采購和創(chuàng)新政策中非歧視原則的重要性，并重申繼續(xù)支持強(qiáng)有力的知識(shí)產(chǎn)權(quán)保護(hù)。

１１．雙方致力于營(yíng)造開放、公平的投資環(huán)境，并繼續(xù)為兩國投資者增加透明度和可預(yù)見性。

１２．雙方同意在各自轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式和調(diào)整經(jīng)濟(jì)結(jié)構(gòu)的過程中，包括基礎(chǔ)設(shè)施建設(shè)中，探索新的合作機(jī)遇。

１３．雙方承諾積極開展地方層級(jí)經(jīng)濟(jì)合作，促進(jìn)兩國企業(yè)、智庫、大學(xué)之間的溝通交流。雙方致力于完善中美投資論壇、中美省州長(zhǎng)論壇、中美城市經(jīng)濟(jì)合作會(huì)議機(jī)制，進(jìn)一步推動(dòng)兩國企業(yè)界和學(xué)術(shù)界“二軌”對(duì)話機(jī)制。

第四條

深化在金融領(lǐng)域的合作

雙方承諾進(jìn)一步深化在金融部門發(fā)展、投資和監(jiān)管領(lǐng)域的雙邊和多邊合作，合作支持生產(chǎn)性的資本流入兩國金融市場(chǎng)，促進(jìn)兩國金融市場(chǎng)的效率與穩(wěn)定。

１４．雙方認(rèn)識(shí)到公平、開放的投資環(huán)境的重要性，在符合審慎原則并與國家安全要求一致的情況下，支持為金融服務(wù)投資和跨境證券投資營(yíng)造開放的環(huán)境。

１５．雙方承諾深化雙邊以及在二十國集團(tuán)、金融穩(wěn)定理事會(huì)和國際標(biāo)準(zhǔn)制定機(jī)構(gòu)的合作，確保金融穩(wěn)定，加強(qiáng)金融監(jiān)管。

第五條

加強(qiáng)區(qū)域和國際經(jīng)濟(jì)合作

１６．美方歡迎中方在國際經(jīng)濟(jì)事務(wù)中發(fā)揮更大作用。中國承認(rèn)美國在國際經(jīng)濟(jì)體系和亞太地區(qū)的重要作用，并歡迎美國參與亞太地區(qū)經(jīng)濟(jì)穩(wěn)定與繁榮并為其做出貢獻(xiàn)。

１７．雙方承諾加強(qiáng)交流和協(xié)作，支持二十國集團(tuán)在國際經(jīng)濟(jì)和金融事務(wù)中發(fā)揮更大作用。

１８．雙方認(rèn)可亞太經(jīng)合組織作為亞太經(jīng)濟(jì)合作平臺(tái)的重要作用，承諾加強(qiáng)在亞太經(jīng)合組織框架下的協(xié)調(diào)與合作。

１９．雙方承諾共同努力加強(qiáng)全球金融體系和改革國際金融框架。雙方繼續(xù)強(qiáng)有力的合作以提高國際貨幣基金組織、多邊開發(fā)銀行和其他涉及全球經(jīng)濟(jì)治理機(jī)構(gòu)的合法性和有效性。

２０．為實(shí)現(xiàn)聯(lián)合國千年發(fā)展目標(biāo)，雙方共同促進(jìn)國際社會(huì)援助發(fā)展中國家、特別是最不發(fā)達(dá)國家的努力。雙方致力于與多邊開發(fā)銀行協(xié)作，尋求合作支持全球減貧、發(fā)展和區(qū)域一體化，為包容性、可持續(xù)的經(jīng)濟(jì)增長(zhǎng)做出貢獻(xiàn)。

Secretary of State Hillary Clinton,Secretary of the Treasury Timothy Geithner,Vice Premier Wang Qishan,Ladies and Gentlemen,Dear Friends,很高興來華盛頓出席第三輪中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話。我們這次對(duì)話正值中美關(guān)系史上一個(gè)不同尋常的時(shí)間節(jié)點(diǎn)：今年是中美開展“乒乓外交”和基辛格博士秘密訪華40周年。40年前，中美兩國人民的友好意愿和政治家的決斷勇氣，匯成一股不可阻擋的歷史潮流，轟然推開了塵封20多年的中美兩國交往的大門，自那以后，世界上再也沒有任何力量能夠把這扇大門重新關(guān)上了。今天，我們相聚在這里，回首過去幾十個(gè)歲月，展望中美關(guān)系更好的未來，我們情不自禁地要向中美關(guān)系的破冰者、開拓者和建設(shè)者們致以崇高的敬意。我們更要以他們當(dāng)年那樣的遠(yuǎn)見卓識(shí)和開拓精神，推動(dòng)中美關(guān)系的車輪繼續(xù)滾滾向前。

It is a great pleasure for me to join you at the third round of the China-US Strategic and Economic Dialogues(S&ED)here in Washington.We meet at a unique point in the history of China-US relations, as this year marks the 40th anniversary of the ping-pong diplomacy and of Dr.Kissinger’s secret visit to China.Forty years ago, the desire of the Chinese and American people for friendly interactions, together with the decisiveness and courage of our political leaders, produced an unstoppable force of history.It pushed open the door of engagement between our two countries that had remained shut for over 20 years.Since then, no force in the world has ever had the power to close that door again.Today, as we review the past and look ahead to a better future of China-US relations, we cannot but pay high tribute to those ice-breakers, pioneers and builders of China-US relations.More importantly, we shall learn from their foresight and pioneering spirit, because we have to bring China-US relations forward.當(dāng)前，中美關(guān)系同樣處在一個(gè)重要的歷史節(jié)點(diǎn)上。我們剛剛跨入本世紀(jì)第二個(gè)十年，正是在這個(gè)時(shí)候，胡錦濤主席同奧巴馬總統(tǒng)今年1月在華盛頓會(huì)晤，共同決定了建立和發(fā)展相互尊重、互利共贏的合作伙伴關(guān)系，為中美關(guān)系未來發(fā)展指明了方向。歷史正在并將繼續(xù)證明，兩國元首作出的這一決定是一個(gè)順應(yīng)和平與發(fā)展歷史潮流、造福于中美兩國人民、造福于全人類的歷史性重大決定。

The China-US relationship, too, is at an extremely important point in history.President Hu Jintao and President Obama met in Washington this past January, a time when we have just entered the second decade of the 21st century.Together, the two Presidents decided to build a cooperative partnership

based on mutual respect and mutual benefit, charting a clear course for the future of China-US relations.History will show that the decision they made is a historic one that accords with the tide of history and serves the benefit of the people of China, the United States and the world.誠然，要把這個(gè)重大的決定不折不扣地變成活生生的現(xiàn)實(shí)，把誓言變成實(shí)實(shí)在在的行動(dòng)，不是一件容易的事情，必然會(huì)遇到種種困難、阻力和干擾。但我相信，只要中美雙方都看清21世紀(jì)和平、發(fā)展、合作的世界大勢(shì)，毫不動(dòng)搖地堅(jiān)持兩國元首確定的大方向，下定決心，排除萬難，就一定能走出一條嶄新的相互尊重、和諧相處、合作共贏的大國關(guān)系路子來，中美兩國人民和我們的子孫后代就一定能夠持久地生活在和平、友誼、合作的陽光之中。

Admittedly, it is no easy task to make this major decision a living reality and turn commitment into real actions, as we face all sorts of difficulties, obstacles and interference on the way ahead.I am

confident, however, that so long as both sides grasp the right trend of the world and of China-US relations in the 21st century, stick to the direction set by our Presidents with resolution, and never waver in our determination to overcome whatever difficulties coming our way, we will blaze a new path of

major-country relations featuring mutual respect, harmonious coexistence and win-win cooperation, so that our people and our future generations will live in the sunshine of lasting peace, friendship and cooperation.此刻，站在你們各位面前致辭的已是古稀之年的老人了，按理應(yīng)該回家同兒孫相聚、共享天倫之樂了，為什么還在不停地奔忙于太平洋兩岸，一次又一次地同我的美國伙伴們坦誠對(duì)話，傾心交流呢？就是要落實(shí)兩國元首達(dá)成的共識(shí)，為了一個(gè)崇高目標(biāo)：使中美兩國和兩國人民成為永久的好朋友、好伙伴，使我們各自子孫后代幸福安寧。難道我們應(yīng)當(dāng)讓他們失望嗎？不，絕對(duì)不能！他們的失望，就意味著我們的失職。而失職是不能原諒的。

I am standing here addressing you as a 70-year old man, an age when I should have gone home and enjoy the company of my children and grandchildren.Why then am I still flying across the Pacific and sitting in round after round of candid and heart-to-heart dialogues with my American partners? I am doing this to implement the consensus of our Presidents for the achievement of one lofty goal: to make our two countries and peoples forever good friends and good partners, and to enable our children and children’s children to live in peace and happiness.Could we ever let them down? The answer is no, a definite no.If we do, we would be failing our duty, and that would be unforgivable.朋友們，中美兩國人民同住一個(gè)“地球村”，你們?cè)谖黝^，我們?cè)跂|頭。歡迎更多的美國朋友到我們那里去走一走，看一看，聊一聊，親身感受中國人民對(duì)美國人民的友好感情，親身體驗(yàn)中美關(guān)系是何等的重要，親身了解中國在包括人權(quán)事業(yè)在內(nèi)的各個(gè)方面取得的巨大進(jìn)步，親身了解什么是真實(shí)的中國。

Dear friends, the people of China and the United States live in the same “global village”, you on the west side and we the east.I welcome more American friends to visit China to see and feel for yourselves the friendship of the Chinese people and the importance of China-US relations.You may also learn first-hand the enormous progress China has made in various fronts, including in human rights.最后，祝此輪對(duì)話順利、成功！
