Secretary Clinton,Secretary Geithner,Distinguished Guests,Ladies and Gentlemen,Dear Friends,第二輪中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話今天在北京開(kāi)幕。首先，我謹(jǐn)對(duì)遠(yuǎn)道而來(lái)的美國(guó)朋友，表示熱烈的歡迎！The second round of the China-US Strategic and Economic Dialogues(S&ED)opens in Beijing today.Let me first of all extend a warm welcome to our American friends coming from afar.本輪對(duì)話是在國(guó)際政治經(jīng)濟(jì)形勢(shì)出現(xiàn)新變化、中美關(guān)系發(fā)展面臨新機(jī)遇的重要時(shí)刻舉行的。推動(dòng)本輪對(duì)話取得積極成果，對(duì)我們兩國(guó)都具有重要意義。希望雙方圍繞共同關(guān)心的全局性、戰(zhàn)略性、長(zhǎng)期性問(wèn)題坦誠(chéng)交流、深入溝通、增信釋疑，推進(jìn)合作。
The second round of the S&ED takes places at an important moment when new developments are unfolding in the international political and economic landscape and when China and the United States face new
opportunities to further the bilateral relationship.It is of great significance for both of our two countries to achieve positive outcomes at this round of dialogues.I hope that through candid and in-depth discussions on overarching, strategic and long-term issues of mutual interest, the two sides will enhance trust and dispel misgivings, and further push forward China-US cooperation.女士們、先生們！
Ladies and Gentlemen,一年多以前，我同奧巴馬總統(tǒng)在倫敦首次會(huì)晤，我們一致同意，共同努力建設(shè)21世紀(jì)積極合作全面的中美關(guān)系，為新時(shí)期中美關(guān)系的發(fā)展確立了目標(biāo)。這以后，我同奧巴馬總統(tǒng)多次會(huì)晤，特別是去年11月，奧巴馬總統(tǒng)成功訪華，雙方發(fā)表《中美聯(lián)合聲明》，為中美關(guān)系發(fā)展提供了政策框架。中美本著同舟共濟(jì)精神，合作應(yīng)對(duì)歷史罕見(jiàn)的國(guó)際金融危機(jī)，進(jìn)行相關(guān)宏觀經(jīng)濟(jì)政策協(xié)調(diào)，推動(dòng)二十國(guó)集團(tuán)領(lǐng)導(dǎo)人金融峰會(huì)取得積極成果，為推動(dòng)世界經(jīng)濟(jì)復(fù)蘇作出重要貢獻(xiàn)。中美推動(dòng)雙邊經(jīng)貿(mào)關(guān)系向前發(fā)展，加強(qiáng)新能源、清潔能源、節(jié)能減排、提高能效等領(lǐng)域互利合作，夯實(shí)交流合作基礎(chǔ)。中美就重大國(guó)際和地區(qū)問(wèn)題保持溝通和協(xié)調(diào)，同各方一道推動(dòng)妥善解決地區(qū)熱點(diǎn)問(wèn)題。中美同各方一道應(yīng)對(duì)日益增多的全球性問(wèn)題，為國(guó)際社會(huì)應(yīng)對(duì)氣候變化、大規(guī)模殺傷性武器擴(kuò)散、重大自然災(zāi)害等挑戰(zhàn)發(fā)揮了積極作用。Over one year ago, President Obama and I met for the first time in London.We agreed to work together to build a positive, cooperative and comprehensive China-US relationship for the 21st century, setting up the goal for the development of China-US relations in the new era.Since then, President Obama and I have met on many occasions.During President Obama's successful visit to China last November in particular, the two sides issued the China-US Joint Statement, offering a policy framework for the development of our bilateral ties.In a spirit of solidarity, China and the United States have worked together to counter the extremely severe international financial crisis.We have coordinated macroeconomic policies and facilitated efforts to bring about positive outcomes at the G20 financial summits, making important contribution to world economic recovery.We have furthered our economic and trade ties and stepped up mutually beneficial cooperation in new and clean energy, energy conservation, emissions reduction and energy efficiency enhancement to solidify the foundation of our exchanges.China and the United States have maintained communication and
coordination on major regional and international issues.We have worked with other parties to properly address regional hot-spot issues.The two countries have worked with other parties to manage a growing number of global issues and played a positive role in putting up an international response to such challenges as climate change, proliferation of weapons of mass destruction and natural disasters.毋庸置疑，中美國(guó)情不同，雙方難免存在一些矛盾和分歧，關(guān)鍵是要尊重和照顧對(duì)方的核心利益和重大關(guān)切，妥善處理相互之間存在的一些敏感問(wèn)題，不斷增強(qiáng)互信基礎(chǔ)。
Admittedly, China and the United States differ in national conditions, and it is only natural that the two sides may disagree on some issues.What is important is to respect and accommodate each other's core interests and major concerns, appropriately handle the sensitive issues and strengthen the foundation of mutual trust.女士們、先生們！

The world is in the midst of major developments, major changes and major adjustments.The trend toward a multi-polar world and economic globalization is gathering momentum, the impact of the international financial crisis continues to be felt, global issues are becoming more pronounced, and regional and international hot-spot issues keep cropping up.To further advance mankind's noble cause of peace and development requires greater cooperation among people of all countries.As permanent members of the UN Security Council and the largest developing country and the largest developed country, China and the United States face common tasks and shoulder important responsibilities ranging from promoting full recovery and sustainable growth of the world economy to managing regional hot-spots, meeting global challenges and safeguarding world peace and
security.China attaches great importance to its relations with the United States.To develop a long-term, sound and steady China-US relationship is a shared desire of our two peoples, accords with the trend of our times and contributes to peace, stability and prosperity in the Asia Pacific region and beyond.——我們要堅(jiān)持中美關(guān)系的正確方向。無(wú)論國(guó)際風(fēng)云如何變幻，無(wú)論遇到什么困難、遇到什么干擾，我們都要從戰(zhàn)略高度和長(zhǎng)遠(yuǎn)角度出發(fā)，牢牢把握和精心維護(hù)共同努力建設(shè)21世紀(jì)積極合作全面的中美關(guān)系這一目標(biāo)，培育戰(zhàn)略互信，加強(qiáng)戰(zhàn)略合作，妥善處理分歧，促進(jìn)兩國(guó)在雙邊、地區(qū)、全球?qū)用娴臏贤?、協(xié)調(diào)、合作。
– We need to stick to the right direction of China-US relations.No matter how the international situation may evolve and what difficulties and interferences we may encounter, we should always follow a strategic and long-term perspective and stick to and safeguard the goal of working together to build a positive, cooperative and comprehensive China-US relationship for the 21st century.We should foster strategic mutual trust, strengthen strategic cooperation, appropriately handle differences and step up communication, coordination and cooperation on bilateral, regional and global issues.——我們要尊重彼此核心利益和重大關(guān)切。主權(quán)獨(dú)立和領(lǐng)土完整是國(guó)際關(guān)系基本準(zhǔn)則賦予一國(guó)的最基本權(quán)利。對(duì)中國(guó)人民而言，沒(méi)有什么比維護(hù)國(guó)家主權(quán)和領(lǐng)土完整更為重要。相信經(jīng)歷過(guò)南北戰(zhàn)爭(zhēng)的美國(guó)人民，不難理解統(tǒng)一對(duì)一個(gè)國(guó)家多么重要和珍貴。
– We should respect each other's core interests and major concerns.Sovereignty, independence and
territorial integrity are a country's most basic rights recognized by the norms governing international relations.To the Chinese people, nothing is more important than safeguarding national sovereignty and territorial
integrity.I trust it is not difficult for the American people, who went through the American Civil War in their history, to understand how important and valuable unity is to a nation.——我們要尊重各國(guó)自主選擇發(fā)展道路的權(quán)利。應(yīng)該承認(rèn)各國(guó)文化傳統(tǒng)、社會(huì)制度、價(jià)值觀念、發(fā)展理念等方面的差異，努力推動(dòng)不同文明和發(fā)展模式取長(zhǎng)補(bǔ)短、相互促進(jìn)、共同發(fā)展，不應(yīng)該以一種模式來(lái)衡量豐富多彩的世界。
– We should respect the right of each and every country to independently choose its development path.We should recognize differences in countries' cultural traditions, social systems, values and development concepts, and encourage different civilizations and development models to learn from and reinforce one
another so as to achieve common development.It is not advisable to use one model to measure the diverse and colorful world we live in.——我們要保持兩國(guó)高層及各級(jí)別密切往來(lái)。充分溝通是促進(jìn)合作的重要基礎(chǔ)。再先進(jìn)的通信技術(shù)也取代不了面對(duì)面交流。今年4月12日我同奧巴馬總統(tǒng)在華盛頓會(huì)晤時(shí)，我們一致同意通過(guò)會(huì)晤、通話、通信等方式保持密切聯(lián)系。我們也應(yīng)該加強(qiáng)戰(zhàn)略性對(duì)話和磋商，以加深了解、擴(kuò)大共識(shí)、促進(jìn)合作。
– We should maintain close interactions at the top and other levels.Full communication is an important basis for enhanced cooperation.Not even the most sophisticated telecommunication technology can replace face-to-face exchanges.In my meeting with President Obama in Washington on 12 April this year, we both agreed to stay in close touch through meetings, phone calls and correspondence.We should also step up strategic dialogues and consultations to deepen understanding, expand common ground and promote cooperation.——我們要發(fā)展互利雙贏的合作格局。中美應(yīng)該加強(qiáng)宏觀經(jīng)濟(jì)政策協(xié)調(diào)，推動(dòng)世界經(jīng)濟(jì)持續(xù)復(fù)蘇。中美應(yīng)該加強(qiáng)經(jīng)貿(mào)、能源、環(huán)境、反恐、防擴(kuò)散、執(zhí)法、科技、教育、農(nóng)業(yè)、衛(wèi)生、質(zhì)檢等方面交流合作，積極拓展民用航空、高速鐵路、基礎(chǔ)設(shè)施建設(shè)、空間探索等新的合作領(lǐng)域，不斷為中美關(guān)系發(fā)展注入新動(dòng)力，讓兩國(guó)人民切身體會(huì)到中美合作成果。
– We should develop a pattern of mutually beneficial and win-win cooperation.China and the United States should step up macroeconomic policy coordination and promote sustained world economic recovery.The two sides should increase exchanges and cooperation in such areas as economy and trade, energy, the environment, counter-terrorism, non-proliferation, law enforcement, science and technology, education,agriculture, health and quality inspection, and actively develop cooperation in such new areas as civil aviation, high-speed railway, infrastructure construction and space exploration.In this way, we will lend fresh impetus to the growth of China-US relations and enable our peoples to reap tangible benefits from China-US cooperation.——我們要加強(qiáng)地區(qū)熱點(diǎn)和全球性問(wèn)題上的協(xié)調(diào)。中美應(yīng)該通過(guò)雙邊渠道和各種多邊機(jī)制加強(qiáng)在地區(qū)熱點(diǎn)問(wèn)題上的溝通和協(xié)調(diào)，推進(jìn)在氣候變化、核安全、能源安全、糧食安全、減災(zāi)防災(zāi)、打擊跨國(guó)犯罪、防治重大傳染病等全球性問(wèn)題上的磋商和合作。中美應(yīng)該同國(guó)際社會(huì)一道，推動(dòng)國(guó)際體系朝著更加公正合理的方向發(fā)展。
– We should strengthen coordination on regional hot-spot and global issues.China and the United States should step up communication and coordination on regional hot-spot issues through bilateral channels and multilateral mechanisms.The two sides should increase consultations and cooperation on such global issues as climate change, nuclear security, energy security, food security, disaster reduction and preparedness, fighting trans-national crimes, and prevention and control of serious communicable diseases.China and the United States should work with the rest of the international community to make the international system more just and equitable.——我們要深化兩國(guó)人民相互了解和友誼。人民的相互了解和友誼是國(guó)與國(guó)關(guān)系發(fā)展的永恒動(dòng)力和廣泛基礎(chǔ)。中美將建立人文交流機(jī)制，相信這一機(jī)制將為促進(jìn)兩國(guó)文化、科技、教育等領(lǐng)域交流合作發(fā)揮積極作用。雙方應(yīng)該支持兩國(guó)青年交往，為中美關(guān)系發(fā)展培養(yǎng)后備力量。雙方應(yīng)該加強(qiáng)兩國(guó)工商、學(xué)術(shù)、媒體等各界以及地方交流合作，在兩國(guó)人民之間架起寬廣的友誼橋梁。
– We should deepen mutual understanding and friendship between our peoples.This provides an
enduring driving force and broad foundation for the growth of state-to-state relations.China and the United States will establish a mechanism of people-to-people exchange.I believe this mechanism will contribute to the cultural, scientific, technological and educational exchanges and cooperation between our two countries.The two sides should support youth exchanges so that the cause of China-US relations will be carried forward by the younger generation.We should also scale up exchanges and cooperation between the business, academic and media communities and between local authorities and institutions to build a broad bridge of friendship between our two peoples.女士們、先生們！

Since the founding of the People's Republic of China over 60 years ago and particularly since reform and opening up, earthshaking changes have taken place in China.Yet we are keenly aware that China remains the world's largest developing country.We still have a very long way to go before we can fully build a moderately prosperous society of a higher level that will benefit over one billion people and achieve basic modernization and bring common prosperity to all our people.We will continue to pursue reform and opening up so that our economy will register greater growth, our democracy will be further enhanced, our science and education will make bigger strides, our culture will get more prosperous, our society will become more harmonious and our people's life will be better-off.China will continue to pursue a win-win strategy of opening up.We will expand market access in keeping with established international economic and trading rules, support the improvement of international trading and financial systems and advance trade and investment liberalization and facilitation.China will accelerate the transformation of its economic development pattern.We will make great effort to expand domestic demand and increase household consumption, vigorously promote sound and balanced
growth of external trade, and reject protectionism in all manifestations.China will continue to steadily advance the reform of the formation mechanism of the RMB exchange rate under the principle of independent
decision-making, controllability and gradual progress.China will remain committed to the path of peaceful development and pursue friendly cooperation with all countries on the basis of the Five Principles of Peaceful Coexistence.We will not interfere in other countries' internal affairs or impose our own will on others.We will work with all other countries to build a harmonious world of enduring peace and common prosperity.女士們、先生們！

Today after two years, a new round of China-US Strategic and Economic Dialogues(S&ED)has opened here in Beijing.During the dialogue, our two sides will discuss ways to advance China-US relations under the new circumstances.I wish to extend congratulations on the opening of the fourth round of the S&ED and welcome to our American friends coming from afar.2009年，我同奧巴馬總統(tǒng)在倫敦會(huì)晤時(shí)共同商定，建立中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話機(jī)制。3年多來(lái)，中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話作為兩國(guó)級(jí)別最高、參與部門(mén)最多、討論議題最廣的機(jī)制，促進(jìn)了兩國(guó)高層戰(zhàn)略溝通，加深了對(duì)彼此戰(zhàn)略意圖和政策的了解，擴(kuò)大了對(duì)中美關(guān)系發(fā)展方向的共識(shí)；有力推進(jìn)了互利合作，增進(jìn)了兩國(guó)人民相互了解和友誼；豐富了兩國(guó)各領(lǐng)域各層次交流溝通。
President Obama and I agreed to establish the S&ED when we met in London in 2009.This is the highest-level mechanism between our two countries that involves the most extensive participation by our government departments and has a most wide-ranging agenda.Over the past three years and more, the S&ED has facilitated high-level strategic consultation between our two countries.We have increased understanding of each other's strategic intentions and policies and expanded consensus on the future course of China-US relations.The S&ED has given a strong boost to our mutually beneficial cooperation and contributed to mutual understanding and friendship between our two peoples.It has enriched exchanges and consultations between the two countries in various fields and at various levels.在本輪對(duì)話中，希望雙方再接再厲，共同努力，既立足當(dāng)前，又著眼長(zhǎng)遠(yuǎn)，推動(dòng)中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話成為兩國(guó)加強(qiáng)戰(zhàn)略溝通、增進(jìn)戰(zhàn)略互信、促進(jìn)戰(zhàn)略合作的長(zhǎng)效機(jī)制，為建設(shè)中美合作伙伴關(guān)系不斷進(jìn)行探索和實(shí)踐。
I hope that the two sides will continue to make concerted efforts during this round of S&ED.We need to both focus on the present and look ahead to the future.We should make the S&ED a long-term mechanism for us to intensify strategic consultation, enhance strategic mutual trust and promote strategic cooperation, a mechanism that helps us explore ways to build China-US cooperative partnership.女士們、先生們！

第一，深刻理解中美兩國(guó)既是利益攸關(guān)方，又是建設(shè)性合作者的重要內(nèi)涵，理解中美經(jīng)貿(mào)關(guān)系是中美總體關(guān)系的基礎(chǔ)與紐帶的重要意義。中美貿(mào)易額從1972年尼克松總統(tǒng)訪華時(shí)幾乎為零的狀態(tài)，發(fā)展到今年有望突破3000億美元大關(guān)，雙方互為第二大貿(mào)易伙伴，中國(guó)連續(xù)五年成為美國(guó)增長(zhǎng)最快的出口市場(chǎng)，這是中美兩國(guó)共同努力的結(jié)果，凝聚著兩國(guó)有識(shí)之士為雙邊經(jīng)貿(mào)關(guān)系發(fā)展付出的大量心血。中美經(jīng)貿(mào)關(guān)系的深化，直接造福于中美兩國(guó)人民，使他們的生活水平不斷提高。中美經(jīng)貿(mào)關(guān)系是互惠互利的，這一關(guān)系的發(fā)展同兩國(guó)政治關(guān)系、文化關(guān)系、科技關(guān)系等方方面面的發(fā)展密切相關(guān)、相輔相成。中美經(jīng)貿(mào)關(guān)系在不斷向前發(fā)展的過(guò)程中，推進(jìn)了中美其他領(lǐng)域合作的發(fā)展，成為中美整體關(guān)系的堅(jiān)實(shí)基礎(chǔ)。當(dāng)然，毋庸諱言，中美經(jīng)貿(mào)關(guān)系快速發(fā)展的過(guò)程中，也出現(xiàn)了一些矛盾和問(wèn)題。對(duì)于這些矛盾和問(wèn)題，只能通過(guò)對(duì)話和磋商加以解決。中美經(jīng)貿(mào)關(guān)系的歷史發(fā)展過(guò)程反復(fù)提示我們，對(duì)話勝于對(duì)抗，協(xié)商勝于指責(zé)。我們要以建設(shè)性的態(tài)度努力解決好中美經(jīng)貿(mào)關(guān)系中出現(xiàn)的問(wèn)題，包括雙方共同努力采取綜合措施，逐步緩解中美貿(mào)易不平衡問(wèn)題，并且通過(guò)化解矛盾、解決糾紛，將中美經(jīng)貿(mào)關(guān)系不斷推向新的高度，從而使中美兩國(guó)既是利益攸關(guān)方、又是建設(shè)性合作者的關(guān)系具有更加堅(jiān)實(shí)的經(jīng)濟(jì)基礎(chǔ)。
第二，通過(guò)深化對(duì)話和磋商，強(qiáng)化中美戰(zhàn)略互信，增進(jìn)彼此理解和照顧對(duì)方關(guān)切。經(jīng)濟(jì)全球化的快速發(fā)展，中美經(jīng)貿(mào)關(guān)系的不斷深化，使中美兩國(guó)人民經(jīng)濟(jì)生活的方方面面聯(lián)系更加密切，形成“你中有我、我中有你、互利共贏”的經(jīng)貿(mào)關(guān)系。我們均希望對(duì)方的經(jīng)濟(jì)能夠不斷持續(xù)地向前發(fā)展，從而使我們各自經(jīng)濟(jì)發(fā)展具有更廣闊的對(duì)外合作空間。正因?yàn)槿绱耍覀儾荒芡饽承├婕瘓F(tuán)以一己之私利，損害互惠共贏的雙邊經(jīng)濟(jì)關(guān)系。我們堅(jiān)決反對(duì)把經(jīng)貿(mào)問(wèn)題政治化，坦率而言，經(jīng)貿(mào)問(wèn)題政治化損害的不僅是對(duì)方利益，而且將兩敗俱傷。我特別關(guān)切美國(guó)國(guó)會(huì)迄今提出的50多項(xiàng)保護(hù)主義色彩濃厚的涉華經(jīng)貿(mào)議案，我必須坦率地告訴鮑爾森財(cái)長(zhǎng)和各位美國(guó)同事，這些議案如獲通過(guò)，勢(shì)必嚴(yán)重?fù)p害中美經(jīng)貿(mào)關(guān)系。美國(guó)的企業(yè)家和美國(guó)的有識(shí)之士，已經(jīng)認(rèn)識(shí)到貿(mào)易保護(hù)主義傾向的嚴(yán)重后果和影響。我歡迎鮑爾森財(cái)長(zhǎng)、古鐵雷斯部長(zhǎng)和施瓦布貿(mào)易代表于7月30日就美參議院財(cái)委會(huì)和銀行委員會(huì)分別提出的有關(guān)議案聯(lián)名致信美國(guó)國(guó)會(huì)，指出美國(guó)國(guó)會(huì)的行動(dòng)“所起的作用適得其反”，并明確表示反對(duì)上述立法行動(dòng)。我也愿提醒大家注意9月26日美國(guó)160家跨國(guó)公司和行業(yè)協(xié)會(huì)致美國(guó)國(guó)會(huì)的聯(lián)名信。簽署這封信的公司，既包括英特爾、微軟、IBM、惠普這樣的高科技公司，也有沃爾瑪、百思買(mǎi)等大型零售店；既有花旗集團(tuán)、摩根斯坦利、紐約人壽等主要金融機(jī)構(gòu)，也包括可口可樂(lè)、寶潔、雪弗龍、通用電器等大型工業(yè)企業(yè)。聯(lián)名信特別強(qiáng)調(diào)，對(duì)華貿(mào)易制裁只會(huì)導(dǎo)致弊大于利的結(jié)果。使用貿(mào)易保護(hù)主義做法，要求某一國(guó)家為美國(guó)經(jīng)濟(jì)自身存在的結(jié)構(gòu)性問(wèn)題承擔(dān)責(zé)任，不僅無(wú)效，而且將損害美國(guó)的利益。我希望美國(guó)政府、美國(guó)國(guó)會(huì)和美國(guó)媒體，能夠傾聽(tīng)美國(guó)企業(yè)的呼聲，能夠從美國(guó)的整體利益出發(fā)，順應(yīng)經(jīng)濟(jì)全球化的歷史發(fā)展趨勢(shì)，理解中美關(guān)系的大局和中美經(jīng)貿(mào)關(guān)系互利雙贏的性質(zhì)，采取正確的經(jīng)貿(mào)政策措施，確保中美兩國(guó)人民能夠從不斷發(fā)展的中美經(jīng)貿(mào)關(guān)系中獲得更多實(shí)實(shí)在在的利益。
第三，妥善處理中美經(jīng)貿(mào)關(guān)系發(fā)展過(guò)程中的新問(wèn)題，化問(wèn)題和挑戰(zhàn)為深化合作的機(jī)遇，拓展中美經(jīng)貿(mào)合作的深度和廣度。中美兩國(guó)經(jīng)貿(mào)關(guān)系規(guī)模之大，涉及范圍之廣，牽涉各方面利益之深，已經(jīng)使其成為當(dāng)今世界最為復(fù)雜的經(jīng)濟(jì)關(guān)系。這就需要我們站在戰(zhàn)略高度，用更高的智慧，更大的勇氣，采取更加有力的政策措施，創(chuàng)造性地處理好在經(jīng)貿(mào)關(guān)系發(fā)展過(guò)程中不斷出現(xiàn)的各種新問(wèn)題，把問(wèn)題和挑戰(zhàn)化為深化合作的機(jī)遇，為中美經(jīng)貿(mào)關(guān)系的健康發(fā)展創(chuàng)造新的動(dòng)力。當(dāng)前中美經(jīng)貿(mào)關(guān)系中出現(xiàn)的產(chǎn)品質(zhì)量和食品安全問(wèn)題，就是一個(gè)突出的事例。在經(jīng)濟(jì)全球化的大環(huán)境之下，產(chǎn)品質(zhì)量和食品安全確實(shí)具有跨國(guó)境的全球性影響，這就要求相關(guān)國(guó)家增強(qiáng)合作意識(shí)，承擔(dān)相應(yīng)責(zé)任，強(qiáng)化有關(guān)機(jī)制，確保公眾生活質(zhì)量和安全。中國(guó)政府高度重視這一問(wèn)題，成立了以我本人為組長(zhǎng)的國(guó)務(wù)院產(chǎn)品質(zhì)量和食品安全領(lǐng)導(dǎo)小組，在全國(guó)范圍內(nèi)開(kāi)展了為期四個(gè)月的專(zhuān)項(xiàng)整治特別行動(dòng)。同時(shí)，我也要實(shí)事求是地向美方指出，在強(qiáng)化產(chǎn)品質(zhì)量和食品安全方面美國(guó)應(yīng)負(fù)的責(zé)任。我注意到，美方也加強(qiáng)了相關(guān)的整治活動(dòng)。我高興地看到，在中美戰(zhàn)略經(jīng)濟(jì)對(duì)話的框架之下，雙方就這一問(wèn)題進(jìn)行了深入坦率的討論，在加強(qiáng)互信和合作的精神指導(dǎo)下，磋商取得了實(shí)質(zhì)性的進(jìn)展。本次會(huì)議前，雙方簽署了《中美關(guān)于食品、飼料安全的合作協(xié)議》和《中美藥品、醫(yī)療器械安全合作備忘錄》，這突出表明我們雙方對(duì)話和合作的誠(chéng)意和效果。我還要指出，雙方在環(huán)境和能源領(lǐng)域具有進(jìn)一步深化合作的巨大潛力，我們要進(jìn)一步擴(kuò)大合作領(lǐng)域，爭(zhēng)取取得新的合作成果。在中美經(jīng)貿(mào)不平衡方面，我曾反復(fù)表明，中方不刻意追求大額貿(mào)易順差，我們的政策是實(shí)現(xiàn)國(guó)際收支的基本平衡。解決好中美貿(mào)易不平衡問(wèn)題，需要我們雙方共同努力。我再次強(qiáng)調(diào)，美國(guó)應(yīng)放寬對(duì)中國(guó)民用高技術(shù)產(chǎn)品的出口，這也是美國(guó)的國(guó)家利益所在。中國(guó)已連續(xù)五年成為美國(guó)出口增長(zhǎng)最快的國(guó)家，美國(guó)在對(duì)華出口方面，仍有很大的增長(zhǎng)空間，中國(guó)的政策是明確的，中國(guó)對(duì)美國(guó)產(chǎn)品敞開(kāi)大門(mén)，關(guān)鍵在美方的政策。美方利益的實(shí)現(xiàn)，取決于美國(guó)自己對(duì)其政策的把握。我希望美方在這一問(wèn)題上，能有新的思維，能夠擺脫傳統(tǒng)思想的束縛，從美國(guó)自身利益出發(fā)，擴(kuò)大美國(guó)對(duì)中國(guó)民用高技術(shù)產(chǎn)品的出口，增加美國(guó)對(duì)中國(guó)市場(chǎng)的占有率。胡錦濤總書(shū)記不久前在中國(guó)共產(chǎn)黨第十七次全國(guó)代表大會(huì)上宣布了確保到2020年實(shí)現(xiàn)全面建成小康社會(huì)的奮斗目標(biāo)，其中包括增強(qiáng)發(fā)展協(xié)調(diào)性，努力實(shí)現(xiàn)經(jīng)濟(jì)又好又快發(fā)展，中國(guó)要在2000年的基礎(chǔ)上，到2020年把中國(guó)人均GDP翻兩番；建設(shè)生態(tài)文明，即基本形成節(jié)約能源和保護(hù)生態(tài)環(huán)境的產(chǎn)業(yè)結(jié)構(gòu)、增長(zhǎng)方式、消費(fèi)模式。這是非常重大的政策宣示，表明中國(guó)的國(guó)內(nèi)消費(fèi)將進(jìn)一步擴(kuò)大，中國(guó)國(guó)內(nèi)市場(chǎng)的空間將產(chǎn)生巨大的飛躍，中國(guó)的發(fā)展質(zhì)量將進(jìn)一步提高。中國(guó)對(duì)市場(chǎng)產(chǎn)品特別是環(huán)保產(chǎn)品的需求，將更加大幅度地增加。我希望我們的美國(guó)朋友，能夠把握住機(jī)遇，通過(guò)中美雙方的共同努力，使中美經(jīng)貿(mào)關(guān)系逐漸趨于平衡。

Dear Secretary Henry Paulson, Dear colleagues，I am delighted to welcome you to the Grand Epoch City, a garden city of classical Chinese architecture to attend the Third China-US Strategic Economic Dialogue.This time last year, following the agreement reached between President Hu Jiantao and President Bush, we held the First China-US Strategic Economic Dialogue in Beijing.Since then, thanks to the personal attention paid and guidance given by the two presidents, the SED mechanism has grown in strength.Attracting widespread public attention in both countries and the international community, it has played an increasingly important role in ensuring the stability and growth of not only China-US business ties, but also our overall relations.The First China-US Strategic Economic Dialogue focused on the Development Road and Economic Development Strategy of China and the United States.During the second Dialogue, we discussed key issues concerning China-US business relations.And we are meeting for this round of the Dialogue to review the current state of these relations in the broader context of economic globalization and look ahead at their future growth.The theme for the Dialogue, namely, Seizing the Opportunities of Economic Globalization and Dealing with the Challenges of Economic Globalization, is of both strategic and practical significance.It echoes the trend of the current global economic development, addresses key issues of concern to both China and the United States, and demonstrates our shared desire to resolve difficulties and problems that have occurred in the course of the rapid growth of bilateral business ties and deepen China-US cooperation.Under this theme, we will discuss such topics as policy steps to meet challenges posed by economic globalization, integrity of trade, cooperation on product quality and food safety, balanced economic development, cooperation on energy and environmental protection, and improving investment environment.I am confident that our discussions on both the general theme and specific topics of the Dialogue will help boost both China-US business ties and the growth of China-US constructive and cooperative relations.I wish to take this opportunity to discuss the future growth of our business relations and the priority areas we need to focus on..First, China and the United States are both stakeholders and constructive partners.We need to fully appreciate the important weight this relationship carries and the fact that business ties are both the foundation and a key area of the overall China-US relations.In 1972, when late President Nixon made his first visit to China, our trade was almost non-existent.By contrast, it is expected to exceed US$ 300 billion.China and the United States are each other's second largest trading partners, and China has been the fastest growing export market for the United States for five consecutive years.We owe such progress to the joint efforts of both countries, and we salute all the people in both countries who have worked so hard to build strong business ties between the two countries.The dynamic growth of China-US business ties has benefited our two peoples, making life better for them.Our business relations are win-win in nature.They are closely linked to our relations in the political, cultural, scientific, technological and other fields, and these ties are mutually reinforcing.The strong growth of our business ties has boosted our cooperation in other fields, thus becoming a solid foundation for the growth of overall China-US relations.In the course of the rapid growth of China-US business relations, some difficulties and problems have occurred.This is normal, and these difficulties and problems can only be resolved through dialogue and consultation.The history of China-US business relations has repeatedly shown us that it is dialogue and consultation, not confrontation and finger pointing, that have enabled the relations to grow.We should address issues in our business relations in a constructive way.We should make joint efforts and adopt comprehensive measures to ease trade imbalance and resolve disputes so as to further boost our business relations.And this will lay a more solid economic foundation for growing the relations between China and the Unites States who are both stakeholders and constructive partners.Second, we should strengthen strategic mutual trust, enhance mutual understanding and accommodate each other's concerns through deepened dialogue and consultation.Thanks to accelerated economic globalization, the growing China-US business relations featuring interdependence, mutual benefit and win-win progress have brought our two peoples increasingly closer to each other.We all hope that both our economies will enjoy sustained growth so as to create more opportunities to expand cooperation in the interest of our respective development.This is why we must not allow some interest groups to harm our win-win business relations in pursuit of their selfish interests.We must oppose attempt to politicize trade issues.Politicizing trade issues will harm the interests of not just one side, but both sides.I am particularly concerned about the 50 or so protectionist China-related bills introduced in the US Congress.Secretary Paulson and other American colleagues, I need to be quite candid about this: If these bills are adopted, they will severely undermine US business ties with China.I have noticed that the American business community and public figures with vision have seen the grave consequences of protectionism.In this connection, I welcome the joint letter sent by Secretary Paulson, Secretary Gutierrez, and Ambassador Schwab to the Congress on July 30th, concerning the bills respectively sponsored by the Senate Committee on Finance and the Senate Committee on Banking, Housing and Urban Affairs.Secretary Paulson, you and your colleagues rightly pointed out in the letter that these moves can only be “counter-productive”, and stated your explicit opposition to them.I also wish to draw your attention to a joint letter sent by 160 US multinational corporations and industry associations to the Congress on 26 September.The American corporations which signed the letter include high-tech companies such as Intel, Microsoft, IBM and HP, mega retail store chains such as Wal-Mart and Best Buy, Citibank, Morgan Stanley, New York Life and other major financial institutions and leading American companies like Coco-cola, Procter & Gamble, Chevron and General Electric.It is emphasized in the letter that US trade sanctions against China would only cause negative impact rather than a positive one.Obviously, to resort to trade protectionism and blame another country for the structural problems in the US economy is the wrong approach which would only harm the interest of United States itself.I hope that the US administration, the Congress and the media will heed the voice of the business community.I hope they will not lose sight of the larger interests of the United States, follow the historical trend of economic globalization, appreciate the importance of its overall relations with China and the mutually beneficial nature of our business ties, and pursue the right trade policy so as to enable our two peoples to gain more from the continuous growth of China-US business relations.Third, we should properly address new issues emerging in the course of the growth of China-US business relations, turn difficulties and challenges into opportunities for cooperation and develop China-US business ties in both depth and width.China-US business relationship is the most complex one in today's world owing to its huge scale, broad scope and the extensive interests of various parties involved.This requires us to view this relationship from a strategic height, demonstrate greater vision and courage, and adopt more effective policy measures to handle in a creative way issues that have occurred as our business ties expand.We should endeavor to turn difficulties and challenges into opportunities for cooperation, and add new momentum to the growth of our business relations.A case in point is the issue of product quality and food safety.As economic globalization gathers momentum, product quality and food safety have become a global issue.This means that the countries concerned must increase cooperation, assume their due responsibilities and strengthen related mechanisms to ensure the quality and safety of people's life.The Chinese Government takes this issue very seriously.For instance, the Leading Group for Product Quality and Food Safety under the State Council has been set up, and I am head of the Group.The Chinese Government has launched a four-month long nationwide campaign to improve product quality and food safety.At the same time, I need to point out frankly that the United States should also assume its due share of responsibility for improving product quality and food safety.I have noticed that the US side has intensified efforts to address this issue.I am glad that China and the United States have had in-depth and frank discussions on this issue within the SED framework.Acting in a spirit of enhancing mutual trust and cooperation, we have made substantive progress in the consultations.Before this round of the Dialogue, the two sides signed the Memorandum of Agreement on Food and Feed Safety and the Agreement on the Safety of Drugs and Medical Devices, which fully demonstrate our resolve to solve the issue through dialogue and cooperation and the progress made.I also wish to stress that there is enormous potential for further bilateral cooperation in the fields of environment and energy.We need to expand areas of cooperation and make new progress in them.As to China-US trade imbalance, I have repeatedly stated that China has no intention to seek large trade surplus with the United States.Our policy is to maintain a basic balance in international payments.To address China-US trade imbalance requires the concerted efforts of both sides.Here, I once again call on the United States to relax export control over export of high-tech products for civilian use to China.This is in your own interest.China has been the fastest growing export market for the United States for five years, and there is great potential for increasing US export to China.China's policy toward the US import is very clear, and its door is wide open to American products.The key is what policy the United States should pursue.Whether the United States can increase its export to China hinges on what policy it will follow.I hope the US side will change the outdated mindset and see the new horizon.My point is clear: Expand export of civilian-use high-tech products to China, and you can enlarge your market share in China.This is where your interest lies.At the recently-concluded 17th National Congress of the Communist Party of China, General Secretary Hu Jintao outlined the policy measures we will adopt to build a moderately prosperous society in all respects in China by 2020.We will promote coordinated development to ensure both sound and fast economic growth.We aim to quadruple China's per capita GDP of 2000 by 2020.We will promote a conservation culture.This means we will basically achieve the goal of making China's economic structure, model of growth and mode of consumption energy-efficient and environment-friendly.These policy steps have sent a very important message to the world: China will greatly expand its domestic consumption.This, in turn, will greatly increase the size of China's domestic market and sustain the balanced development in China.China's demand for products and particularly environment-friendly products will grow more rapidly.It is my hope that the United States will seize the opportunity and work in partnership with us to achieve eventual balance in trade.Secretary Paulson，The Third round of Strategic Economic Dialogue carries special significance as it is being held at an important stage in our business relations.I hope that through this Dialogue, we will gain a better understanding of the impact of economic globalization on our respective economies, and make major progress on specific issues on the agenda of the Dialogue.This will help us narrow differences and mitigate problems in our business relations, fully implement the agreement between the two presidents on the SED and grow our business relations to the benefit of our two peoples.In conclusion, I wish the Third China-US Strategic Economic Dialogue every success!
