And that’s the kind of investment we’ve always welcomed as a nation, but the reason for SelectUSA is we know we can do more.We know we can be better.So two years ago, I acted on a recommendation from the CEOs on my Jobs Council, and we created SelectUSA to encourage more foreign companies to invest and create jobs right here in the United States.And we’ve shown that this works.這種投資是我國(guó)歷來(lái)都?xì)g迎的，而發(fā)起選擇美國(guó)計(jì)劃的原因是我們知道我們還能做到更多。我們知道我們能做得更好。因此，兩年前，我采納了總統(tǒng)就業(yè)委員會(huì)中各位首席執(zhí)行官的建議，創(chuàng)立了選擇美國(guó)計(jì)劃，以鼓勵(lì)更多的外國(guó)公司來(lái)美國(guó)投資并創(chuàng)造就業(yè)機(jī)會(huì)。我們已表明這行之有效。

I will be asking Congress to do its part.A lot of this is coordination.It’s not necessary to spend a lot of money, it’s important for us to do what we do more wisely.But making America even more attractive to investment should be something that everybody can agree on, Democrats and Republicans.We’ve got to work together to get that done.我將要求國(guó)會(huì)盡自己的責(zé)任。其中很多是協(xié)調(diào)工作。這并不需要花很多錢，重要的是我們能更合理地做好工作。使美國(guó)成為更具吸引力的投資地應(yīng)該是每個(gè)人都認(rèn)同的目標(biāo)，民主黨人和共和黨人都應(yīng)該認(rèn)同。我們必須共同努力實(shí)現(xiàn)這一目標(biāo)。

I also came to office committed to “resetting” relations between the United States and Russia, and I know that President Medvedev shared that commitment.As he said at our first meeting in London, our relationship had started to drift, making it difficult to cooperate on issues of common interest to our people.And when the United States and Russia are not able to work together on big issues, it’s not good for either of our nations, nor is it good for the world.我就任以來(lái)還致力于“重啟”美國(guó)和俄羅斯的關(guān)系，我知道梅德韋杰夫總統(tǒng)也有相同的承諾。正如他在倫敦我們首次會(huì)晤時(shí)說(shuō)過(guò)的，我們的關(guān)系已開(kāi)始偏移，因

1And the spread of nuclear weapons to more states is also an unacceptable risk to global security--raising the specter of arms races from the Middle East to East Asia.Earlier this week, the United States formally changed our policy to make it clear that those [non]-nuclear weapons states that are in compliance with the Nuclear Non-Proliferation Treaty and their non-proliferation obligations will not be threatened by

America’s nuclear arsenal.This demonstrates, once more, America’s commitment to the NPT as a cornerstone of our security strategy.Those nations that follow the rules will find greater security and

While these issues are a top priority, they are only one part of the U.S.-Russia relationship.Today, I again expressed my deepest

adversaries can forge new partnerships.I could not help but be struck the other day by the words of Arkady Brish, who helped build the Soviet Union’s first atom bomb.At the age of 92, having lived to see the horrors of a World War and the divisions of a Cold War, he said, “We hope humanity will reach the moment when there is no need for nuclear weapons, when there is peace and calm in the world.”
