      Cooperation on clean energy is a prime example of where we can further our common interests and benefit not only our people but also many throughout the world for decades to come.清潔能源合作是我們?cè)谀男┓矫婵梢酝七M(jìn)我們的共同利益,并在未來(lái)幾十年造福于不僅是我們的人民,而且還有世界各地許多人的最好例子。

      What does that mean?       Here’s a good example.A few months ago I met the legendary innovator and philanthropist Bill Gates in Beijing.Now generally when Bill Gates mentions he has an idea for a new product, I listen.This time the product is a new kind of nuclear reactor, something that could operate for 40 to 60 years without refueling.Compare that to what we have today where reactors need to be opened up and refueled every 18 months or so.這有個(gè)好例子。幾個(gè)月前我在北京見(jiàn)到了傳奇創(chuàng)新者和慈善家比爾?蓋茨。現(xiàn)在一般來(lái)說(shuō),當(dāng)比爾?蓋茨提到他有個(gè)新產(chǎn)品的構(gòu)想時(shí),我會(huì)傾聽(tīng)。這次的產(chǎn)品是一種新核反應(yīng)堆,它可以持續(xù)運(yùn)轉(zhuǎn)40到60年而不用添加燃料。把它跟我們現(xiàn)在已有的產(chǎn)品比較一下,現(xiàn)在的反應(yīng)堆需要每隔18個(gè)月左右打開(kāi)添加燃料。

      各位班主任、各位老師們:

      大家好!

      今天,我校第二屆班主任工作論壇在這里隆重召開(kāi)了。在此,向各位班主任老師們道一聲:你們辛苦了!

      有人說(shuō):“沒(méi)當(dāng)班主任的教師,不是完美的教師。”我同意這種說(shuō)法,因?yàn)橹挥凶隽税嘀魅危覀儾拍苷嬲哌M(jìn)學(xué)生這個(gè)群體,真正用心去和學(xué)生交流,真正懂得教育的意義和真正體會(huì)到成功教育給教師帶來(lái)的成就感。班主任是我國(guó)最多而又最小的職務(wù)之一,但她的重要性卻不言而喻。如果說(shuō)一個(gè)好的校長(zhǎng)就是一所好學(xué)校,那么我還要說(shuō),有一位好的班主任就會(huì)有一個(gè)好的班級(jí),所有班級(jí)都好了,當(dāng)然就會(huì)有一所好學(xué)校。正是基于班主任工作的特殊性和重要性,我們開(kāi)展了本次班主任工作論壇,也想通過(guò)這個(gè)契機(jī),讓我們班主任能夠坐在一起面對(duì)面地交流,并在交流中共同研討、共同進(jìn)步、共同成熟。本次論壇活動(dòng)提供了一個(gè)展示、交流和學(xué)習(xí)的平臺(tái)。這次交流會(huì)將有10位班主任為我們講述他們的成功經(jīng)驗(yàn)與可能存在的困惑,人們常說(shuō)“實(shí)踐出真知”,只有真正扎根于一線的人才有發(fā)言權(quán),只有經(jīng)過(guò)實(shí)踐檢驗(yàn)的經(jīng)驗(yàn)才更可貴。而他們?cè)趯?shí)踐中存在的困惑也可能是我們平時(shí)遇到的問(wèn)題,現(xiàn)在,我們正好可以通過(guò)這個(gè)平臺(tái),共同討論解決問(wèn)題,讓每個(gè)班主任今后的路走得更加順暢。

      本次論壇活動(dòng)更孕育著一個(gè)成長(zhǎng)的天地,在座的很多老師都是新班主任或只當(dāng)過(guò)一兩年的班主任,實(shí)踐經(jīng)驗(yàn)還不豐富,帶班方法還不明確,那么現(xiàn)在,正是你學(xué)習(xí)經(jīng)驗(yàn)的最佳時(shí)間,認(rèn)真聽(tīng)、認(rèn)真想、認(rèn)真體會(huì),你會(huì)發(fā)現(xiàn),今天的論壇將會(huì)讓你在班主任工作上少走很多彎路,讓你在班主任工作中更快地成熟起來(lái)。

      本次論壇活動(dòng)將搭建了一座溝通的橋梁。今天,我們同是五中人,我們正一同為五中的教育事業(yè)貢獻(xiàn)我們的青春和才華,而我們的目的只有一個(gè):繁榮教育事業(yè),培養(yǎng)出更多的對(duì)社會(huì)有用的人才。整個(gè)五中教育事業(yè)的繁榮需要在座各位的共同努力,我相信,只要我們大家協(xié)起手來(lái),一同為我們的教育事業(yè)傾注自己的心血,那么更加輝煌的教育天地定能很快向我們走來(lái)。

      最后,我還想說(shuō)說(shuō)自己對(duì)班主任們的理解,我認(rèn)為要搞好班主任工作,必須做到以下四點(diǎn):一是富與愛(ài)心;二是更新觀念;三是加強(qiáng)學(xué)習(xí);四是注重方法。另外還要做到:大膽實(shí)踐、勤于反思、勇于創(chuàng)新。但最有發(fā)言權(quán)的還是我們最具實(shí)踐經(jīng)驗(yàn)的班主任們。各位同仁:讓我們行動(dòng)起來(lái),齊心協(xié)力,同舟共濟(jì),共同把連江五中打造就成一個(gè)個(gè)目標(biāo)明確、學(xué)風(fēng)嚴(yán)謹(jǐn)、積極進(jìn)取的理想的學(xué)習(xí)場(chǎng)所。

      This year marks the 60th Anniversary of the People’s Republic of China.In the last few decades, hundreds of millions of Chinese have joined the global middle class as China has become a destination for capital, for ideas and for innovation.今年是中華人民共和國(guó)成立60周年。在過(guò)去幾十年里,隨著中國(guó)成為吸引資本、創(chuàng)意和創(chuàng)新的熱土,數(shù)億中國(guó)人已加入全球中產(chǎn)階層的行列。

      And one of the best illustrations of this transformation is China's burgeoning trade relationship with the United States.We are one another's second-biggest trading partners.In the past 20 years, U.S.exports to China have increased by a factor of 12;while U.S.imports from China have increased almost 30-fold.The pace of change right here in Guangdong Province is a most striking illustration of this.而最能體現(xiàn)這種轉(zhuǎn)變的事情之一,就是中國(guó)與美國(guó)之間迅速發(fā)展的貿(mào)易關(guān)系。我們各自都是對(duì)方的第二大貿(mào)易伙伴。在過(guò)去20年里,美國(guó)對(duì)中國(guó)的出口增加了12倍,而美國(guó)從中國(guó)的進(jìn)口則增加了近30倍。這種變化的步伐在廣東省這里體現(xiàn)得尤其顯著。

      Thirty years ago, Vice-Premier Deng Xiaoping chose a small fishing village not far from here as China’s first Special Economic Zone.Today, that village makes up Shenzhen, which boasts a population of 14 million people and is one of China’s most dynamic cities.三十年前,鄧小平副總理選擇離此不遠(yuǎn)的一個(gè)小漁村作為中國(guó)首個(gè)經(jīng)濟(jì)特區(qū)。今天,那個(gè)的漁村已經(jīng)變成了深圳,一個(gè)擁有1400萬(wàn)人口、中國(guó)最具活力的城市之一。The Pearl River Delta is now a thriving example of market principles at work.There are more than 100,000 factories that make every type of product imaginable – from iPhones and flat screen TVs to cell phones and high fashion apparel.今天的珠三角是市場(chǎng)原則發(fā)揮作用的一個(gè)繁榮例子。這里有十幾萬(wàn)家工廠,生產(chǎn)你能想象得到的各種產(chǎn)品,從iPhone、平板電視、手機(jī)、到高檔服裝。

      But we also know that the Chinese economy is increasingly moving up the global economic value chain, where growth is created not just by the power of a country’s industrial might, but also by the power of their ideas and their inventions.The next critical step is for China to develop more homegrown entrepreneurs that sell high-value and high-tech products here in China and around the world.但我們也知道,在全球經(jīng)濟(jì)價(jià)值鏈中,中國(guó)正日益向高端轉(zhuǎn)移,而在高端,增長(zhǎng)不僅要靠一個(gè)國(guó)家的工業(yè)實(shí)力,還要靠他們的創(chuàng)意和發(fā)明來(lái)推動(dòng)。對(duì)中國(guó)來(lái)說(shuō),下一步的關(guān)鍵是培養(yǎng)更多能在中國(guó)和世界各地銷(xiāo)售高附加值和高科技產(chǎn)品的本土企業(yè)家。

      If China, and in particular Guangdong Province, is going to make this transition, it will have to create a system of laws and a regulatory infrastructure that rewards and protects those who take risks to develop new innovations.And a cornerstone of that effort must be a rigorously enforced intellectual property regime.If innovators fear that their inventions or ideas will be stolen, then one of two things will happen – they’ll either stop inventing, or they’ll decide to create their inventions elsewhere.Here in Guangdong Province, this issue is particularly relevant.Last year, firms based in Guangdong Province obtained more patents than firms based in any other single Chinese province.Guangdong Province has the potential to be China’s epicenter of innovation.And the stronger intellectual property laws and enforcement are, the greater the incentive for domestic and foreign innovators to create their products right here.如果中國(guó),尤其是廣東省,要實(shí)現(xiàn)這種轉(zhuǎn)型,就必須建立一套為那些冒著風(fēng)險(xiǎn)開(kāi)發(fā)新創(chuàng)意的人提供獎(jiǎng)勵(lì)和保護(hù)的法律法規(guī)體系。而這方面工作的基石,是對(duì)知識(shí)產(chǎn)權(quán)制度的嚴(yán)格執(zhí)行。如果創(chuàng)新者擔(dān)心他們的發(fā)明或創(chuàng)意會(huì)被人盜用,就只會(huì)發(fā)生兩種情況:要么他們會(huì)停止發(fā)明創(chuàng)造,要么他們會(huì)決定去其它地方實(shí)現(xiàn)自己的發(fā)明創(chuàng)造。在廣東省這里,這個(gè)問(wèn)題尤其重要。去年,廣東的企業(yè)獲得的專(zhuān)利數(shù)比任何其它省的企業(yè)都要多。廣東具有成為中國(guó)創(chuàng)新中心的潛力,而知識(shí)產(chǎn)權(quán)法律及其執(zhí)法越有力,國(guó)內(nèi)及外國(guó)的創(chuàng)新者在這里研發(fā)自己產(chǎn)品的動(dòng)力就越強(qiáng)。

      In the past few years, China has taken several steps to protect the IP of American and other foreign companies operating within its borders.For example: The Guangdong Intellectual Property Office settled 198 of the 199 patent-related complaints it received.There were nearly 2,500 trademark infringement cases of overseas rights holders in China last year, a 35 percent increase over 2007.過(guò)去幾年里,中國(guó)采取了若干措施來(lái)保護(hù)在中國(guó)境內(nèi)經(jīng)營(yíng)的美國(guó)及其它外國(guó)公司的知識(shí)產(chǎn)權(quán)。例如:

      廣東省知識(shí)產(chǎn)權(quán)局受理了199宗與專(zhuān)利有關(guān)的投訴,解決了其中的198宗。

      去年,中國(guó)受理了近2500宗涉及海外所有權(quán)人的商標(biāo)侵權(quán)案件,比2007年增加了百分之三十五。

      But despite these steps, American companies in fields as diverse as technology, entertainment and pharmaceuticals still lose billions every year in China from intellectual property theft.但盡管如此,在從科技、娛樂(lè)到制藥等廣泛領(lǐng)域,美國(guó)公司仍然每年在中國(guó)由于知識(shí)產(chǎn)權(quán)被盜用而遭受數(shù)以十億美元計(jì)的損失。

      In short, much more needs to be done.Strongly worded IP laws are only as valuable as the civil and criminal penalties people face for breaking them – and China’s enforcement of IP laws is often uneven.For example, the U.S.government has received reports of occasional aggressive intellectual property law enforcement in Shenzhen, while receiving consistent reports of very lax enforcement elsewhere, including, unfortunately, right here in Guangdong.For this reason, the U.S.Department of Commerce as well as other arms of our government seeks to expand our work with our Chinese counterparts on enforcement efforts.簡(jiǎn)而言之,需要做的事情還很多。措詞嚴(yán)厲的知識(shí)產(chǎn)權(quán)法律,只有通過(guò)人們?cè)谶`法后所面臨的民事和刑事懲罰的嚴(yán)厲程度才能體現(xiàn)出來(lái)。而中國(guó)知識(shí)產(chǎn)權(quán)法律的執(zhí)法道路并不平坦。例如,美國(guó)政府很高興曾經(jīng)收到過(guò)關(guān)于深圳在知識(shí)產(chǎn)權(quán)方面積極執(zhí)法的報(bào)告,同時(shí)也很遺憾地經(jīng)常收到關(guān)于其它地方,如廣東,執(zhí)法非常松懈的報(bào)告。正因?yàn)槿绱?,美?guó)商務(wù)部及美國(guó)其它政府部門(mén)希望擴(kuò)大我們與中國(guó)在執(zhí)法方面的相應(yīng)部門(mén)之間的合作。

      The United States and China have already taken a series of steps to ramp up awareness and promotion of intellectual property protection.In the past 12 months, the United States Patent and Trademark Office signed three Memorandums of Understanding with its Chinese counterparts to enhance cooperation on intellectual property issues.Last December, PTO officials stationed in Guangzhou participated with China Customs officials from Guangdong Province in a training program on how to identify counterfeit goods.And in April, PTO Guangzhou and the State Intellectual Property Office jointly organized a program on patent filing and enforcement in Shenzhen.美國(guó)和中國(guó)已經(jīng)采取了一系列措施來(lái)提高知識(shí)產(chǎn)權(quán)意識(shí),推動(dòng)對(duì)知識(shí)產(chǎn)權(quán)的保護(hù)。

      Our outreach not only includes the Chinese government but the academic and private sectors as well.The PTO has forged ties with universities whose professors and students are vital to changing attitudes about condoning the purchase and use of counterfeit and pirated products.And we would like to see a firm directive from the Central Government to state-run libraries and academic institutions to dissuade these libraries from facilitating illegal reproduction and distribution of electronic journals through the Internet.In a few hours, I’m going to speak with students and faculty at Jinan University.Like their American counterparts, many students at Jinan University don’t realize how soon they’re going to be out in the workforce as employees or as entrepreneurs.And a few years from now, they too will count on a system that rewards those who create products and services that help citizens around the world lead healthier, wealthier and more productive lives.我們的合作對(duì)象不單包括中國(guó)政府,也包括學(xué)術(shù)界和企業(yè)界。美國(guó)專(zhuān)利商標(biāo)局已經(jīng)與中國(guó)的大學(xué)建立了合作關(guān)系。大學(xué)里的教授和學(xué)生對(duì)于改變?nèi)藗儗?duì)購(gòu)買(mǎi)和使用假冒及盜版產(chǎn)品的寬容態(tài)度發(fā)揮著重要作用。我們希望看到中國(guó)的中央政府對(duì)國(guó)營(yíng)圖書(shū)館和學(xué)術(shù)機(jī)構(gòu)發(fā)出明確指示,阻止這些圖書(shū)館為通過(guò)互聯(lián)網(wǎng)非法復(fù)制并傳播電子刊物的行為提供協(xié)助。再過(guò)幾個(gè)小時(shí),我還要去暨南大學(xué)與那里的大學(xué)生和老師交談。與美國(guó)大學(xué)生的情況一樣,暨南大學(xué)的許多學(xué)生也沒(méi)有意識(shí)到,現(xiàn)在距離他們作為雇員或創(chuàng)業(yè)者進(jìn)入就業(yè)市場(chǎng)的時(shí)間是多么的短暫。幾年以后,他們也需要依賴一套制度來(lái)獎(jiǎng)勵(lì)那些為讓世界各地的人活得更健康、更富有、更有成就感而創(chuàng)造新產(chǎn)品和新服務(wù)的人。

      I know that building an effective patent and trademark system is not easy--because over 200 years after its founding, the United States is still working to perfect its own.Only a few years after the American Revolution, our third president Thomas Jefferson helped create the U.S.patent office because he understood two fundamental truths.He knew: ? That long term economic growth was dependent on a continuous flow of new technologies and new ideas entering the marketplace;

      ? But he also knew that without a promise of ownership protection for these ideas, innovators would never be willing to take risks to improve upon the status quo.Although the United States continues efforts to reform our own patent system to reflect the rapid changes in the global economy, the necessity of having robust patent and trademark protections is not a matter of serious debate.我知道,建設(shè)一套行之有效的專(zhuān)利商標(biāo)體系并不容易,因?yàn)樵诮▏?guó)200多年后的今天,美國(guó)仍在努力完善自己的專(zhuān)利商標(biāo)體系。在美國(guó)獨(dú)立戰(zhàn)爭(zhēng)之后不久,我們的第三任總統(tǒng),托馬斯?杰斐遜,就幫助創(chuàng)立了美國(guó)專(zhuān)利局,因?yàn)樗浞掷斫鈨蓚€(gè)基本事實(shí)。他知道: ? 長(zhǎng)期的經(jīng)濟(jì)增長(zhǎng)有賴于新科技和新創(chuàng)意不斷流入市場(chǎng); ? 但他也知道,如果缺乏為這些創(chuàng)意提供所有權(quán)保護(hù)的承諾,創(chuàng)新人才就不愿冒著風(fēng)險(xiǎn)來(lái)改進(jìn)現(xiàn)狀。

      This summer, I came to China with U.S.Energy Secretary Steven Chu, to explore avenues for clean energy cooperation.While here, I said that the prospect of climate change presented both a great challenge and a great opportunity.The challenge of course, is that if nations around the world don't start using less fossil fuels, we’ll all suffer from the environmental damage that the world's top scientists believe is undoubtedly in store.But if we can somehow avoid this fate with new technological solutions to use energy more cleanly and efficiently, we will have discovered one of the greatest avenues for economic growth of the 21st century.Seizing this opportunity will surely require robust government action, and I want to commend the Chinese government for its foresight in this area.China has already adopted the most aggressive energy efficiency program in the entire world, and it is on track to exceed many of its renewable energy adoption goals.今年夏天,我與美國(guó)能源部長(zhǎng)朱棣文先生一起訪問(wèn)中國(guó),探討清潔能源合作的途徑。訪問(wèn)期間,我指出:氣候變化既是一個(gè)嚴(yán)峻挑戰(zhàn),也是一個(gè)巨大機(jī)會(huì)。挑戰(zhàn)當(dāng)然就是:如果世界各國(guó)不開(kāi)始減少使用化石燃料,我們都將遭受這必然導(dǎo)致的環(huán)境損害,這是世界頂尖科學(xué)家們的共識(shí)。但如果我們能通過(guò)新的科技方案更清潔有效地利用能源,從而避免這種命運(yùn),那我們將找到21世紀(jì)經(jīng)濟(jì)增長(zhǎng)最重要的途徑之一。要抓住這個(gè)機(jī)會(huì),政府必須采取有力行動(dòng)。在這里我要稱(chēng)贊中國(guó)政府在這個(gè)領(lǐng)域的遠(yuǎn)見(jiàn)。中國(guó)實(shí)行了世界上最積極的能源效率計(jì)劃,并且,在可再生能源的許多方面正穩(wěn)步超越其目標(biāo)。

      So, what is the path forward? While China has made strides in its intellectual property protection, more can and should be done to both entice U.S.companies to invest here and to encourage homegrown Chinese entrepreneurship.For instance, the elimination of overlapping jurisdictions between different Chinese agencies would help streamline the remedy process.This change would benefit both Chinese and American copyright holders.那么,下一步應(yīng)該怎么做呢?盡管中國(guó)在知識(shí)產(chǎn)權(quán)保護(hù)方面已經(jīng)取得很大進(jìn)步,但要吸引美國(guó)公司來(lái)這里投資,并且鼓勵(lì)中國(guó)本土的創(chuàng)業(yè)精神,還可以并且應(yīng)該做得更多。例如,消除中國(guó)各政府部門(mén)間互相重疊的管理權(quán)限,有利于簡(jiǎn)化對(duì)受害人的救助程序,而這將使中國(guó)和美國(guó)的版權(quán)持有人都從中得益。

      Additionally, there is room for improvement with regard to enforcement matters.Consistent application of the law to intellectual property infringement and misappropriation cases would foster more certainty among users of the legal system.And seeking criminal penalties more frequently for intellectual property and trademark infringement violations would add an important level of deterrence.Today, 99% of copyright and trademark counterfeiting cases are enforced administratively, rather than criminally.So long as the cost of breaking the law is low, illegal behavior will thrive.But when laws are enforced at all levels of government, including the local levels, the incidence of bad behavior will sharply decline.此外,在執(zhí)法方面還有待改進(jìn)。對(duì)所有知識(shí)產(chǎn)權(quán)侵權(quán)及盜用案件始終如一地適用法律,將使司法系統(tǒng)的使用者產(chǎn)生更多的確定感。而對(duì)知識(shí)產(chǎn)權(quán)及商標(biāo)侵權(quán)行為采取刑事懲罰,將發(fā)揮更加重要的阻嚇作用。目前,版權(quán)和商標(biāo)假冒案件中99%采用的都是行政處罰,而不是刑事處罰。只要違法成本低,非法行為就會(huì)很猖獗。但如果法律能在各級(jí)政府,包括地方政府那里得到嚴(yán)格執(zhí)行,違法行為的發(fā)生率就會(huì)大幅下降。

      These are significant issues, and there are others as well – and yet I am confident that the United States and China have enough mutual trust to honestly and forthrightly exchange our concerns.As two of the world's leading nations, the United States and China have the power and the obligation to alter history for the betterment of our people and the world.Our strength is derived from many sources, but most of all, we owe our success to the ingenuity, intellect and creativity of our people.以上屬于比較嚴(yán)重的問(wèn)題,此外還有許多其它問(wèn)題。但我相信,美國(guó)和中國(guó)有足夠的互信來(lái)坦率地就我們所關(guān)心的問(wèn)題交換意見(jiàn)。作為世界上的主要國(guó)家,美國(guó)和中國(guó)有能力也有義務(wù)為我們兩國(guó)人民和整個(gè)世界更好的明天而改變歷史。我們的力量來(lái)自許多源泉,但其中最重要的是,我們的成功歸功于我們?nèi)嗣竦穆斆鳌⒅腔酆蛣?chuàng)造性。

      共同促進(jìn)湘贛邊界紅色旅游產(chǎn)業(yè)大發(fā)展

      ——在第二屆湘贛邊貿(mào)文化論壇上的講話

      各位領(lǐng)導(dǎo),各位嘉賓: 大家好!

      今天,我們?cè)谶@里舉辦第二屆湘贛邊貿(mào)文化論壇,旨在如何整合紅色文化資源,促進(jìn)邊界旅游產(chǎn)業(yè)升級(jí)進(jìn)行探討。在此,我謹(jǐn)代表瀏陽(yáng)市小河鄉(xiāng)黨委政府,對(duì)論壇的召開(kāi)表示熱烈的祝賀!近年來(lái),隨著旅游業(yè)的發(fā)展,紅色旅游也不斷升溫,我們作為湘贛兩省的相鄰邊遠(yuǎn)山區(qū)鄉(xiāng)鎮(zhèn),要站在戰(zhàn)略和全局的高度,注重發(fā)揮自身獨(dú)特優(yōu)勢(shì),把豐富的紅色資源與古老的客家文化以及優(yōu)美的自然風(fēng)光融合起來(lái),加強(qiáng)協(xié)作,大力發(fā)展紅色旅游產(chǎn)業(yè),下面,根據(jù)大會(huì)的安排,在這里談一談自己一些不成熟的看法,和大家共同探討。

      一、彰顯特色,找準(zhǔn)定位,謀求紅色旅游大發(fā)展 張坊、小河、白水、排埠、仙源、赤興、永寧、高村八個(gè)鄉(xiāng)鎮(zhèn)均地處湘贛邊界,有著相似的地域特征和歷史文化背景。比較其它鄉(xiāng)鎮(zhèn),我們?cè)诎l(fā)展旅游業(yè)方面有三大特色:

      一是紅色旅游資源豐富。湘贛邊界有著輝煌的革命斗爭(zhēng)歷史,震動(dòng)全國(guó)的湘贛邊界秋收起義就是在這里發(fā)起??梢哉f(shuō),我們湘贛邊界的紅色旅游資源是十分豐富的,有眾多的革命歷史故事,更有不可多得的紅色景觀、革命活動(dòng)舊址和遺址,境內(nèi)現(xiàn)保存有紅軍后方總醫(yī)院、李白故居、紅軍造幣廠、中共湘鄂贛省委舊址等革命遺址,毛澤東、彭德懷、湯平、李志明和王首道等老一輩無(wú)產(chǎn)階級(jí)革命家曾在此留下了光輝的革命足跡。

      二是自然生態(tài)資源優(yōu)美。森林覆蓋率在80%以上,大部分屬于原始生態(tài),境內(nèi)林木繁茂,水草豐美,水質(zhì)優(yōu)良,空氣清新,負(fù)離子高出城區(qū)幾十倍,年平均氣溫15.1℃,年均降雨量1700毫米,年相對(duì)濕度82%以上,形成了“夏無(wú)酷暑,冬無(wú)嚴(yán)寒”的森林小氣候,是天然氧吧和避暑勝地。同時(shí),擁有較多的珍貴野生動(dòng)植物資源,有樟、梓、楠(木)、香柏、銀杏、杜仲、羅漢松、水竹、方竹、班竹、錦衣白蘭、紅豆杉等40多個(gè)珍貴林木品種,有果子貍、野豬、野兔、野鹿、野雞、斑鳩、獐、鷹等60多種珍貴野生動(dòng)物。

      三是客家文化資源獨(dú)特。邊界八個(gè)鄉(xiāng)鎮(zhèn)都是純正的客家鄉(xiāng)鎮(zhèn),近90%為客家人,客家風(fēng)土人情濃厚,客家方言、客家山宅、客家美食和客家山歌等都是客家先人留下的寶貴文化遺產(chǎn),詮釋了客家民族豐富多彩的世俗生活及精神世界。

      結(jié)合上面的三大特色,我建議我們紅色旅游產(chǎn)業(yè)發(fā)展的戰(zhàn)略定位可以用十二個(gè)字概括:紅色搖籃,綠色生態(tài),客家風(fēng)情,美麗鄉(xiāng)村。

      二、政府主導(dǎo),區(qū)域協(xié)作,壯大紅色旅游生命力 旅游的發(fā)展和起步需要政府主導(dǎo),但壯大旅游業(yè)卻必須走市場(chǎng)化的路子,這是旅游發(fā)展的必由之路。首先,要以政府之手開(kāi)發(fā)旅游。我們湘贛邊界的紅色旅游還處于起步階段,靠政府現(xiàn)有的財(cái)力肯定解決不了,必須堅(jiān)持走“政府規(guī)劃、政策引導(dǎo)、多元投入、市場(chǎng)運(yùn)作”的路子,爭(zhēng)取上級(jí)部門(mén)的支持,建立有效的利益驅(qū)動(dòng)機(jī)制,廣開(kāi)籌資渠道,廣納社會(huì)資金,加快紅色旅游開(kāi)發(fā)。其次,要加強(qiáng)區(qū)域之間的協(xié)作,共同開(kāi)發(fā)。湘贛邊界作為中國(guó)革命進(jìn)程中具有里程碑意義的重要革命紀(jì)念地、革命的搖籃,有著特殊的歷史地位和深刻寓義。我們只有把湘贛邊界的紅色旅游資源有機(jī)地整合在一起,才能發(fā)揮教育效果的疊加倍增效益,增強(qiáng)紅色旅游的完整性和系統(tǒng)性,創(chuàng)造和發(fā)掘出更生動(dòng)厚重、豐富多彩的旅游產(chǎn)品,不斷增強(qiáng)景區(qū)革命文化的感染力和震撼力。因此,建議我們八個(gè)鄉(xiāng)鎮(zhèn)本著優(yōu)勢(shì)互補(bǔ)、資源共享、信息互通、客源互換、利益互惠的原則,對(duì)湘贛邊界旅游營(yíng)銷(xiāo)進(jìn)行統(tǒng)一包裝宣傳,統(tǒng)一策劃推介,并根據(jù)市場(chǎng)需要分段聯(lián)合營(yíng)銷(xiāo),攜手并進(jìn),共創(chuàng)輝煌,全力打造湘贛邊界紅色旅游圈,引領(lǐng)紅色旅游的快速發(fā)展。

      三、整合資源,豐富內(nèi)涵,增強(qiáng)紅色旅游吸引力 發(fā)展紅色旅游不能就紅色而言紅色,而應(yīng)將紅色旅游與當(dāng)?shù)氐膬?yōu)勢(shì)旅游資源有機(jī)結(jié)合,進(jìn)行多方位、多角度的整合開(kāi)發(fā),才能增強(qiáng)紅色旅游的生命力。我們湘贛邊界八個(gè)鄉(xiāng)鎮(zhèn)既是著名的紅色搖籃,又是古老的客家集散地,既有豐富的歷史文化,又有優(yōu)美的自然風(fēng)光,因此,湘贛邊界紅色旅游要緊緊圍繞這些優(yōu)勢(shì)資源,并由此拓展開(kāi)去,通過(guò)與悠久的歷史文化資源結(jié)合,使古今相映生輝,實(shí)現(xiàn)“紅”“古”結(jié)合;通過(guò)與獨(dú)特的客家文化結(jié)合,做到賞、食相融,實(shí)現(xiàn)“紅”“食”結(jié)合;通過(guò)與自然山水資源結(jié)合起來(lái),融紅色旅游與生態(tài)旅游于一體,以“紅”帶“綠”,以“綠”促“紅”,形成紅、古、食、綠相輔相成的格局,實(shí)現(xiàn)各種旅游資源的最優(yōu)、最大、最強(qiáng)的結(jié)合。從而增強(qiáng)以紅色旅游為主的湘贛邊界旅游產(chǎn)業(yè)文化內(nèi)涵和底蘊(yùn),讓游客在游覽過(guò)程中充分感悟、認(rèn)識(shí)湘贛邊界悠久的歷史、恢弘的紅色文化、富有神韻客家文化、獨(dú)特的美食和優(yōu)美的自然風(fēng)光。多種旅游形式聯(lián)合經(jīng)營(yíng)不僅有利于維護(hù)充足的客源,增加游客消費(fèi)水平,也大大豐富了紅色旅游的內(nèi)涵,做到紅色景點(diǎn)有“聽(tīng)頭”、古色景點(diǎn)有“看頭”、綠色景區(qū)有“玩頭”。與當(dāng)?shù)貧v史文化脈絡(luò)整合,深挖紅色旅游內(nèi)涵,精心打造體驗(yàn)式參與旅游,如開(kāi)展了“穿紅軍服、唱紅軍歌、吃紅軍飯、走紅軍路”等參與性較強(qiáng)的活動(dòng),營(yíng)造當(dāng)年工作、戰(zhàn)斗、生活的氛圍,讓游客有切身感受,避免博物館解說(shuō)式旅游的枯燥與單調(diào),使革命文化精神與市場(chǎng)需求達(dá)到有機(jī)結(jié)合。

      四、科學(xué)規(guī)劃,完善設(shè)施,夯實(shí)紅色旅游硬環(huán)境 交通、住宿等基礎(chǔ)設(shè)施落后一直都是紅色旅游區(qū)面臨的一道難題,加之近年來(lái)紅色旅游的迅猛發(fā)展,這一問(wèn)題就更顯得棘手。發(fā)展旅游業(yè)所必須的餐飲、住宿、交通等配套環(huán)節(jié)跟不上旅游業(yè)的快速發(fā)展,這必然而且已經(jīng)在制約著邊界紅色旅游的長(zhǎng)遠(yuǎn)成長(zhǎng),因此加強(qiáng)邊界紅色旅游區(qū)的配套設(shè)施建設(shè)是當(dāng)務(wù)之急。

      近年來(lái),通過(guò)實(shí)施旅游暢通工程,加快交通建設(shè)步伐,情況已經(jīng)有所改善。滬昆高速的建設(shè),將凸顯湘東、贛西的交通樞紐地位;大瀏高速的建設(shè)將張坊、小河納入瀏陽(yáng)市1小時(shí)經(jīng)濟(jì)圈,張小公路也即將于今年年底動(dòng)工,這些都極大地改善我們旅游產(chǎn)業(yè)發(fā)展的交通瓶頸。同時(shí),在完善旅游設(shè)施建設(shè)方面,我們要加大文化、娛樂(lè)、體育、健身、步行街等服務(wù)設(shè)施建設(shè)力度,提升區(qū)域內(nèi)交通、通信、賓館、飯店等設(shè)施檔次。大力實(shí)施村莊綠化、凈化、美化、亮化工程,進(jìn)一步優(yōu)化旅游環(huán)境,實(shí)施村莊風(fēng)貌改造工程,形成具有客家風(fēng)格的村莊建筑特色。

      五、打造品牌,提升形象,尋求紅色旅游新突破 旅游經(jīng)濟(jì)是典型的“注意力經(jīng)濟(jì)”,品牌效應(yīng)至關(guān)重要。紅色旅游品牌形象的塑造對(duì)旅游地的形象的提升,對(duì)提高旅游地的吸引力和競(jìng)爭(zhēng)力具有重要作用。旅游形象是對(duì)一個(gè)地區(qū)主要旅游產(chǎn)品的高度概括、提煉和抽象。根據(jù)湘贛邊界“紅色旅游”景點(diǎn)分布廣泛、各具特色的特點(diǎn),可以通過(guò)有效整合使紅色旅游資源規(guī)?;⑵放苹?,大力營(yíng)造了“紅色搖籃、客家山水”的整體形象,加大宣傳促銷(xiāo)力度,進(jìn)行整體推介與宣傳。一是可以通過(guò)電視、新聞媒體以及網(wǎng)絡(luò)等多種方式大力宣傳,打造湘贛邊界紅色旅游品牌,提高知名度。二是可以制作一批紅色旅游宣傳資料,拍攝紅色旅游電視片,開(kāi)展征文活動(dòng)。制作一批反映湘贛邊界紅色旅游的光碟、畫(huà)冊(cè)、宣傳冊(cè)等宣傳資料;拍攝一部紅色旅游電視片,在電視臺(tái)等媒體播放。利用多方式,多層次宣傳紅色旅游,宣傳鼓動(dòng)兩地群眾都來(lái)關(guān)注紅色旅游發(fā)展。三是加強(qiáng)紅色旅游教育和培訓(xùn)。組織統(tǒng)一編寫(xiě)紅色旅游導(dǎo)游詞和解說(shuō)詞,作為規(guī)范的導(dǎo)游詞和講解詞推廣使用;組織開(kāi)展紅色旅游管理人員、導(dǎo)游員、講解員的培訓(xùn)。
